This study applies a machine-learning technique known as multiclass logistic regression on a 10-year injury dataset from the U.S. Mine Safety and Health Administration (MSHA) to determine miners’ susceptibility to injury and to help identify significant risk factors associated with different classes of injury. The analysis identifies specific risk factors that influence a mineworker’s susceptibility to a given class of injury: nonfatal with no days lost or restricted activity; nonfatal with days lost and/or days of restricted work activity; and fatal and total permanent or partial permanent disability. These factors include miner’s age, mine type (coal versus noncoal), experience on the current job (years), shift start time, employment type (operator versus contractor), mining district and type of accident. The results of the analysis indicate that a miner’s experience on the job (the number of years worked in a current job) is a significant risk to injury occurrence, even for those with decades of total mining experience.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Unfavourable climatic conditions in stopes are of significant economic and social importance due to the following reasons: - Working effect is much lower leading to decreased output and work productivity disregarding implementation of mechanization. - Manpower operating capability decreases much faster under unsatisfactory climatic conditions. Under normal climatic conditions a workman would expend much less effort in line with a shorter effective time for the achievement of identical production effects since the work would be more efficacious. The objective of study of problems and climatic conditions is to make the working environment in mines suitable for normal development of operations. Lowering of mining works to increasing depths and winning of a growing number of small orebodies over a broad area makes the problem of creating suitable climatic circumstances more complex. Mining costs are growing due to bench conditions in line with decreasing metal content in the ore, so frequently the investments required for creating favourable climatic conditions represent, in addition to the selection of mining technology, a very important parameter when making decisions regarding exploitation. As known, the basic factors affecting climatic operating conditions in mines-are: temperature, humidity and speed of air flow, implying that the climatic operating conditions are closely related to mine ventilation. Usually, the concept of unfavourable climatic operating conditions includes increased mine air temperature and humidity and low air flow velocity so that heat exchange between human organism and the working environment is impeded or reduced to minimum. Metal mines in Yugoslavia are characterized by the existence of a large number of active faces - stopes and horizons and lowering of mining operations to increasing depths, so that face ventilation solutions are more and more complex. Since its foundation (1961), our Institute is engaged in investigation of factors influencing climatic circumstances improvement of calculations for air distribution and distribution control in complex ventilation networks and study of problems related to ventilation of large volume and irregular configuration faces, as well as application of gained knowledge in our mines. D-LM at Mobile The qualified success of iron ore pelletizing processes has influenced considerations for production of highly beneficiated fur¬nace charges. Such beneficiation would necessarily involve some forms of chemical and perhaps thermal conversion for production of prereduced pellets, preheated pellets, precalcined pellets, and perhaps pellets which contain all of the above features as preheated, prereduced, precalcined products. This type of furnace burden will be adapted within a new ironmaking process to be activated commer¬cially during the latter part of 196$ in Mobile, Alabama. This process will integrate a new pelletizing system with an electric smelting furnace and the pellets will be comprised of a composite charge blended from metallurgical proportions of iron ore, coal, and limestone. North River Energy Company a previous subsidiary of Republic Steel Corporation commenced development of the Number One Mine in mid-1972. The mine is located in West Alabama and presently employs a total of 632 people. Production capabilities have increased to 1.4 million clean tons of steam coal per year with the newly purchased Longwall System. Washer recovery averages 57 percent. The seam being mined is the Pratt or Corona with an average height of 52 inches and an average cover of 540 feet. The immediate roof is laminated sandstone and the floor is composed of a hard fireclay. Total production out of the mine is provided to Alabama Power Company under a longtime contract.

The Tower Mill has proven to be a grinding machine with a demonstrated application flexibility. Variations in applications have proven to be numerous. This mill was originally intended for fine grinding applications. Subsequent testwork and installations have demonstrated the mill can be utilized in place of ball mills as secondary mills. The following lists a few of the circuits tested: 1. Tower Mill secondary receiving feed from a primary SAG mill grinding stage. 2. Tower Mill as tertiary grind unit following a rod mill/ball mill. 3. Tower Mill as secondary grind unit following a primary ball mill. 4. Tower Mill as a limeslaker. 5. The purpose of this paper is to give recommendations for utilization of water resources in a mining region, considering also water supply and environment; the case study of mining for coal and bauxite under the karstic aquifer of the Transdanubian mountain of Hungary is used to illustrate the approach, which consists in formulating a static multiobjective control model and solving it by compromise programming. The three activities of regional mineral resource exploitation, water supply and environmental protection are represented by different objectives which cannot be expressed in commensuerable units. Thus, a solution which is optimal for one objective is usually far from being optimal with respect to the other two objectives. As a result, we are not seeking an optimal solution for the conjunctive regional system, but a good compromise, trade-off or "satisfactum" (1), (2).

The major waste product of the alkaline extraction of alumina from bauxite (Bayer Process) is known as red mud. Approximately one ton of red mud is produced for every two tons of bauxite mined. The red mud produced from Jamaican bauxite is rich in hematite, alumina and titanium oxide. It has been shown that more than 90% (by weight) alumina can be recovered from red mud by soda ash sintering and caustic leaching. Hematite can be carbothermically reduced with a degree of metallization of more than 94%, resulting in attempts, for magnetic separation. These separations are desirable because there are no waste products generated. Consequently, there is an opportunity for complete utilization of the waste material. Conversely, the preseparated material could be charged through the tuyeres in an iron blast furnace, or it could be smelted to produce pig iron. If smelted, the concentration of titanium oxide in the slag would be high enough to justify its recovery by an established acid-leach process. This paper describes the results of alumina recovery and the plans for titanium oxide recovery from red-mud. In addition, the situation of ongoing efforts in iron extraction, particularly, the method of magnetic separation of the reduced material. The problems associated with the use of reduced red mud as an alternative to direct-reduced iron (DRI) is also discussed. Determining the identicalness levels of the same model trucks working in open pit mine transportation system by means of statistical analysis methods is very significant in terms of availability analysis. In this study, the identicalness levels of two trucks picked randomly from the 170-short-tonne truck fleet working in open pit coal mine over one-year period were examined through a non-parametric test, Mann-Whitney U test for two samples. Time to failures (TTFs) and Time to Repairs (TTRs) of the trucks were analyzed with this test technique and then whether they were identical or not was determined. In order to determine whether the trucks identified to be identical at the end of this test displayed the same mining performances within the same open pit transportation system, the availability analysis of the identical trucks was carried out. As a result of the availability analysis, it was observed that the trucks had availability values that were very close to each other. It was also determined that Mann-Whitney U test could be employed together with availability analysis. Finally, it was observed that Mann-Whitney U test for two samples could yield rapid results in the performance analysis of complex systems like open pit mines.

INTRODUCTION The General Chemical Soda Ash Operation located near Green River, Wyoming produces about 4.5 Mt of trona per year. In July 1989, Mine Ventilation Services Inc. performed a ventilation survey of this complex trona mine which had thirteen active panels spread over 36 square kilometers. The ventilation survey and subsequent study showed that the intake shaft air velocities were at their practical limits (Wallace and Rogers, 1987). The need for additional intake capacity was immediate. The ventilation network modeling delineated the best location for this new intake shaft as it applied to the 5 year ventilation plan. Unfortunately, this location, 6.5 kilometers from the soda ash processing plant, would make heating this intake air very costly. Presently, the intake air is heated by heat exchangers which use waste heat from the plant. Air heating during the winter months is necessary for miner comfort and to prevent potential freezing of water lines in the mine. It was decided to examine the feasibility of heating the air geothermally by coursing it through an old production panel. This method of air heating has been used in this region with good results at the Stauffer Chemical Operation (now Rhone-Poulenc) (Moore, 1985). In 1990, a geothermal heating study examined four different production shaft/panel configurations and a workable design was found. The operators at the General Chemical Soda Ash Operations acted on this design and began raise boring a ventilation shaft in the Spring of 1991. This paper describes the ventilation system, briefly, and the geothermal heating studies performed. Findings of the 1990 geothermal studies are then compared to field data acquired in the Winter of 1992. THE VENTILATION SYSTEM The ventilation system at General Chemical had four shafts serving the mining horizon in July 1989; three of these shafts are located at the Northwest end of the mine. The active work areas had progressed to the South over the past years and supplying ventilation has become increasingly difficult. The 6.1 meter diameter #3 Production shaft and the men and materials compartment of the 6.1 meter diameter #2 Split Shaft had reached their air velocity limits. Conversely, the 4.6 meter diameter #5 Exhaust Shaft was under utilized. Ventilation studies showed the conversion of the 3.7 meter diameter #1 Exhaust Shaft to an intake would provide adequate intake capacity for two years. The next option to improve ventilation was the addition of an intake shaft at the southeast part of the mine at the intersection of H Mains South(H-M-S)and J Mains East(J-M-E) (See Figure 1). A service shaft has been planned for the extreme Southeast end in the late 1990's. Ventilation network analyses showed this interim intake shaft would have to be at least 2.5 meters in diameter to postpone the service shaft construction beyond 1995. The greater the size of the borehole, the further the construction could be postponed. In October 1991, General Chemical commissioned the 4.57 meter diameter #4 Ventilation Shaft near the junction of H-M-S and J-M-E as shown in Figure 1. The L95 panel would be used for air heating as described in the geothermal heating section to follow. GEOTHERMAL STUDIES Geothermal heating studies were performed by MVS Inc. in May 1990. Using a modified code of CLIMSIM, an underground mine climatic simulation model, several different shaft/panel configurations were examined to see which would provide adequate air heating during the winter months. CLIMSIM simulates heat flow into a single underground airway. The program was used to evaluate the heat flow to and from the airway surface and to calculate the resulting change in dry bulb temperature of the ventilating air. CLIMSIM uses inlet air conditions, airway characteristics, and rock thermal properties input by the user to predict the variation of psychrometric and thermodynamic parameters along an underground airway.

Porphyry copper deposits in the southwestern Pacific area represent relative newcomers to the growing number of occurrences of this mineral deposit type. In addition to firmly establishing the importance of this region and its potential influence within the framework of world copper resources, the deposits of this region are significant from a scientific point of view because of their close relationship to the phenomena of Island Arc evolution. Since the discovery of Panguna on Bougainville in 1964, the list of prospects, proven and unproven, and developments, has grown to more than twenty and the number continues to increase. At the time of this writing, the number of prospects is imperfectly known but the following localities and numbers are fair minimum approximations: Manus (Admiralty Islands) (3); New Britain (5); New Ireland (1); Guadalcanal (2); New Guinea Highlands (6); Misima (1); and Fiji (2); Proven prospects are present in the new Guinea Highlands (2); one deposit is being developed in Test Irian, and one orebody, on Bougainville, is in production. This summary paper concerns a discussion of some of the geological characteristics of producers, developments, and prospects on the Islands of Nets Guinea, New Britain, Bougainville, Guadalcanal, and Manus. I am not aware of publishable data for Misima or Fiji. As so many variables ultimately determine whether or not a porphyry copper occurrence becomes an orebody, not the least of which is geography, this summary treats the characteristics of these occurrences which alloy; their assignment to the porphyry copper category. For purposes of this discussion, I have considered those copper occurrences which are apparently genetically related to talc-alkaline intrusions and in which the content of copper has been upgraded 50 to 100 times the Clarke for that particular host rock. Some of these occurrences are shown on Figure 1.

In 1917, U.S. Coal and Coke Company, a subsidiary of U.S. Steel, opened Mine 31 and built the community of Lynch, Kentucky. For the time this was truly a major engineering accomplishment. It was documented in Howard N. Eavenson’s 1939 AIME paper, “Coal Through the Ages.” In 1996, Arch Coal donated the Portal 31 property to Harlan County for public use. In 2003 the Southeast Education Foundation, Inc. and the Kentucky Coal Museum plan to open the Portal 31 Exhibition Mine to the public to tell the story of Kentucky coalmining through the decades. This presentation will summarize the history of the project, efforts to bring it to reality, the engineering problems, and the challenges of providing a safe environment for visitors.

Carbon dioxide capture from coal-fired power plant flue gas and subsequent sequestration is expected to play a vital role in mitigating global climate change. To meet the growing need for CO2 capture Technology, Michigan Technological University is researching CO2 capture and Utilization. We have successfully converted CO2 into oxalic acid using an electrochemical approach. If oxalic acid can be produced in bulk from CO2, it can be used to leach rare earth minerals at low cost. Electrochemical reduction of CO2 to hydrocarbons and other chemicals is a complex multistep reaction with adsorbed intermediates. The exact reaction mechanisms leading to various products are not clear from the literature to date and will likely change over the range of conditions like pH, electrode potential, electrolyte medium, catalyst, etc. In this paper, we will present an idea of how the factors mentioned above will effect the electrochemical reduction of CO2 to Oxalic acid. INTRODUCTION. CO2 is thermodynamically quite stable, as shown by its highly negative heat of formation. Thus, it is expected that the formation of any useful chemical from CO2 will require the input of at least as much energy as geological sequestration. However, to be more effective the resulting economic value of the chemical need only pass the cost of the additional energy required beyond geological sequestration. This lends itself to two extremes: one where the quantity of energy required is low and one where the economic value of the additional energy is low. It is expected that CO2 can be reduced via electrolysis to several compounds. Of particular interest are formic acid, oxalic acid, methanol, ethanol, formaldehyde, and carbon monoxide (as a component to syn-gas). These chemicals have been reported as electrolytic products previously in literature and have considerable potential for application. EXPERIMENTAL Electrocatalytic Production of Oxalate from CO2 We are using membrane electrolysis cell to produce oxalate from CO2. A membrane electrolysis cell is a 2-chamber electrolysis cell where the chambers are separated by a selectively permeable membrane. To produce oxalate, a cation exchange membrane (which selectively exchanges cations) was used. Previous literature suggests that in the cathode chamber an organic electrolyte, such as tetraethylammonium perchlorate or tetraethylammonium bromide in dimethylformamide, are preferred3. In the anode chamber, a sodium hydroxide solution water is used. Carbon dioxide is then bubbled into the cathode chamber as a current is applied.

Preparation for flotation begins with dragline mining, pumping, washing, screening, and desliming. Slimes, nominally -150 mesh material, constitute large quantities of phosphate and water which are a disposal problem. Older techniques involve sizing at about 35 mesh for separate coarse and fine treatment. The plus 14 mesh fraction does not require concentration. Coarse treatment includes agglomerate spiralling, belt flotation, thickening, scrubbing with sulfuric acid, de-oiling for reagent removal, and cationic flotation of fine quartz. A recent trend is to screen at coarser than 35 mesh size and eliminate coarse particle treatment, sacrificing some grade of this product. Techniques for flotation concentration of the fine size fraction are discussed.

Choosing the right valve for corrosive, abrasive slurry applications requires exacting analysis and a comprehensive understanding of the complete slurry process. Within the realm of flow control in abrasive and corrosive slurry applications, there is no room for a one-size-fits-all approach. To ensure minimal maintenance, maximum uptime and the lowest overall cost of ownership, the slurry processing toolbox must contain countless alloy and elastomeric pairings ? each carefully targeted to the particular process medium and conditions. This materials selection process is best tackled by turning to expert slurry application engineers and valve product managers who work closely with customers to specify the optimal valve for the given parameters. ?When plant operators and design engineers apply conventional valves in abrasive applications or use metal seated valves or simply apply the wrong valve for a particular flow control situation, it typically leads to rapid valve failure, the potential for hazardous leakage, unexpected shutdowns and costly downtime,? said Cal Cobb, valve products manager for Weir Minerals North America, manufacturer of Isogate slurry valves for service in mining, minerals processing and metallurgical environments.

Regardless of the mechanical design features of a particular air classifier certain basic principles apply. Specifically , there are two forces at work: 1. An air drag force 2. An inertial or centrifugal force. The air drag force has an increasing influence as particles become smaller. A very small low mass particle is easily carried along with an air stream even when turning a corner. Thus, fine particles follow the air away from the classifying zone. Inertial forces increase as the mass of a particle gets larger. Thus oversize particles tend to obey Newton's laws and respond to centrifugal forces or simply continue in a straight path when the airflow changes direction.

Management teams at mining companies begin to ask themselves whether to take a company public and, if so, how to do it as they approach the normal threshold for going public in terms of revenue and operating performance. Today, the expense of going public generally suggests the company has at least $20 million in annual revenue and at least $2 million in cash. The revenue number can be lower for mining companies with large reserves. In order to properly attract the investing public, the company must also be operationally strong with robust prospects. The company should have a strong management team and a consistent history of double-digit growth that will continue into the foreseeable future. Assuming the thresholds are met, a company?s management needs to weigh the pros and cons of going public.

Southwest Salt Company is solution mining the Luke Salt Body of probable late Miocene age. The discovery hole, from which the first core was recovered, was drilled in 1968. The deposit was encountered at a depth of 880 feet, and the bit was still in salt at the bottom-hole depth of 4,500 feet. The solar ponds, developed on land formerly dedicated to agriculture, have an annual capacity of about 90,000 tons. Because land values are very high, mining rates and procedures are governed by the need for near-saturated brine to minimize land requirements. Because of the frequency of dust storms, the salt operation uses a unique wet-harvesting method. Most inventory is kept in the ponds under brine and harvested only a few days before shipment. Studies of the nature of crystal growth and the distribution of windblown and brine impurities led to the development of procedures for processing salt of high chemical purity and low insolubles content. Chemical purity exceeds that of most salt produced in fuel-fired evaporators. Salt is shipped from Phoenix as tar east as west Texas and as far west as central California. Occasional shipments have been made to Hawaii and Alaska.

H. P. Ferri I refer to the article "Degradation Process in Coal Slurry Pipelines" by M.G. Ayat and B.C. Scott in the September 1988 issue of Mining Engineering. I would like to congratulate Dr. Ayat and his colleague on a very interesting and valuable piece of work. This article is an excellent one, describing a real phenomenon that has been ignored for so long. I do, however, have an objection. The article fails to address the degradation process when coal is processed or transported in other ways than slurry form, particularly those employed in this work. Could, for example, screening (wet or dry) have contributed to the extent of degradation? Perhaps scanning electron micrographs of the samples examined and after screening would have helped to clarify this. I would like to point out that degradation is also observed in pneumatic conveying systems, mechanical conveying, and other means of transportations employed by the mineral industry. Reply by M. G. Ayat We gratefully acknowledge Dr. Fern's comments on the subject paper. As he so rightly points out, the degradation process is a real problem, not only in coal slurry pipelines, but also in many handling and processing equipment employed by the coal and mineral industry. Scanning Electron Microscopic examination of samples may offer very little information about the extent of degradation for several reasons. One is that preparing a representative sample that has undergone degradation will be extremely difficult if not impossible. This problem is exacerbated by the fact that SEM requires only very small amounts of material for testing. Secondly, there is a sample preparation step involved in the SEM examination and, as such, it would be very difficult to associate the extent of degradation to either sample preparation or handling and processing operations. Finally, it is probably worth mentioning that degradation is a multi-faceted phenomenon involving many natural and man-made factors. The logical approach to this problem would, therefore, seem to be a "one-step-at-a-time" approach.
