The Los Angeles Metro Gold Line Eastside Extension (MGLEE) extends Metro’s light rail system to the densely populated and growing East Los Angeles communities. Much of the 6 mile alignment consists of at-grade track, but the project also features a1.7 mile underground segment in cut-and-cover and twin-bored tunnel structures. In light of past experiences with open shield construction, The Metropolitan Transportation Authority (Metro) specified, for the first time, use of Pressure Face Tunnel Boring Machines (TBM’s) to advance tunnels through soft ground. This paper describes the history of the tunnel design, construction management, and construction methods adopted that resulted in successfully completing the tunneling segment.

Surface subsidence events induced by underground longwall coal mining operations can cause various disturbances to surface structures ranging from integrity and stability to functionality problems. Highway bridges, as a kind of special road construction that can only tolerate smaller movements and deformations than road pavements, are particularly susceptible to severe influence caused by subsidence-induced ground movements and deformations. However, based on accurate subsidence prediction and correct influence assessments, efficient and effective mitigation and remediation measures can be designed and implemented to ensure the continuous service of bridges, safety of the travelers and smooth mining operations. In this paper, based on the predicted final and dynamic surface movements and deformations, the techniques to assess subsidence influence on the integrity, stability and functionality of bridge structures (e.g., decks, beams, abutments, etc.) are presented. A number of mitigation measures to protect the bridge structures are recommended along with an actual application case.

The study evaluates the hydrological behaviour of exposed and covered waste rock dumps. The objectives were to determine the major factors influencing unsaturated flow in waste rock dumps and covers, and to improve the in-situ, laboratory and numerical modeling characterization methods. Using material properties obtained from in-situ and laboratory tests, waste rock dumps of different configurations, with and without covers, were modeled. It was found that a properly designed “Store, divert and release” (SDR) cover allows most of the water to be diverted downslope and discharged outside of the waste rock dumps. The SDR cover seems to work efficiently even in extreme storm events. The numerical modeling results show that the unsaturated hydraulic properties (e.g. air entry value and water entry value) of the materials largely control the infiltration of water into waste rock dumps.

The recycling of metal resources in mining influenced water (MIW) requires a paradigm shift from within the mine water treatment industry. The potential to recover zinc for beneficial use in the micronutrient fertilizer industry was investigated through a survey of zinc micronutrient fertilizer representatives. An application of the findings to a case study of the Argo Tunnel influent MIW was then implemented. It was concluded that the potential to beneficially reuse MIW residuals in fertilizers exists; the current process sequences of treatment will need to be modified if metal recycling is to be prioritized.

The development of information concerning mesothelioma in South Africa started with the 1959 finding of Dr. J. Christopher Wagner of cases of mesothelioma in persons living in the vicinity or working in crocidolite mines in Cape Province. After more than 40 years, the data from South Africa now provide important insights into the differences in mesothelioma risk associated with different asbestos fiber-types. Three case series reports and one analytical report were reviewed in this session. In total, information on 504 proven cases was presented. There were 28% of cases arising from occupational exposure in mining, 35% from non-mining occupations, 23% from environmental exposures; 14% where no exposure was established and 9% where the exposure was unknown. Among the 129 cases for which occupational exposure and asbestos fiber-type were established, 115 cases were associated with occupational exposure to Cape crocidolite; 1 case associated with occupational exposure to Transvaal crocidolite and 9 cases with occupational exposure to amosite (grunerite asbestos) and 4 cases with occupational exposure to mixed fiber-types. There were no cases associated with chrysotile asbestos. There were 33 cases of environmental mesothelioma linked to Cape crocidolite exposure and 2 to exposure to amosite and crocidolite but none to Transvaal amosite alone or to chrysotile. The evidence shows that amosite is capable of causing mesothelioma but that the major risk in South Africa is associated with Cape crocidolite.

A sustainable coal industry needs to achieve a number objectives concerning mainly with superior utilisation of deposits and improved environmental performance. Modern quality control systems, which are greatly based on the on-line analysers, play an important role in achieving sustainability targets. This paper discusses the testing and application of on-line ash analysers installed in the Ptolemais and Megalopolis lignite mines in Greece and examines the possibility of using this type of analyser to control blending and homogenisation operations. The effect of the accuracy of on-line analyser to control process, when used for the characterization of low rank coals with complex and variable composition, such as greek lignites, is examined.

Public Law (PL) 95-87 contains explicit demands for land use planning in its reclamation and designation sections. Both sections require recognition of local land use plans; however, they are not well integrated. Accommodation to these planning requirements affords an opportunity to create better links among local land use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take a more positive interest in local land use plans and in resource inventories. States should consider handing down to local government the responsibility for accepting mine permit applications and designation of unsuitability petitions.

In 2006 McNally International Inc. in a Joint Venture partnership with Aecon Constructors was the successful bidder on two York Region Tunnel Projects: Bathurst Collector/Langstaff Trunk Sewers; and YDSS Interceptor Sewer 19th Avenue Project. These projects comprise a total of 13 kilometres of 2.74 meter finished diameter tunnels and are both part of the York Durham Sewer System (YDSS). Both contracts require the use of EPB tunnel boring machines with a precast concrete segmental liner. The following provides an overview the two projects.

Diesel powered equipment has been operated in underground coal fir mare than 50 years. According to the Mine Safety and Health Administration (MSHA), there are approximately 3,000 diesel units operating in underground coal mines in the United States. This number is expected to reach 5,000 diesel units in 250 coal mines by the year 2000. Also, there are approximately 5,000 diesel units operating in metal/nonmetal mines such as trine, potash and salt mines: and more than 3,000 diesel units operating in Canada. This increased popularity of diesel powered equipment over trolley wire, electric trailing cable or battery powered equipment is because of improved safety, greater mobility, higher productivity and increased power of diesel equipment. The operation if diesel powered equipment is not without challenges. Diesel engines generate exhaust emissions, in particular carbon monoxide, oxides of nitrogen, sulfur dioxide, unburned hydrocarbons, and diesel particulate matter that must be maintained at safe levels. The chief method to control ambient exposure has been dilution by ventilation. A new concept to ensure continued safe ambient emissions levels from diesel equipment in underground mines is the EMISSIONS MANAGEMENT PROGRAM™. The program encompasses all factors that will influence diesel emissions. By ESTABLISHING low tailpipe emissions through technology, such as clean engines, clean fuel selection, exhaust aftertreatment devices and filtration of the exhaust gases via the Dry System ™, this program ensures that the baseline emissions are at their lowest technically feasible concentrations. The DST Dry System™ exhaust conditioner reduces DPM by over 98%, as demonstrated through laboratory research at the West Virginia University. Carbon monoxide and hydrocarbon emissions and odor are similarly reduced. MAINTAINING these low emissions requires an expanded training program for operators and mechanics, onboard feed-back devices and a maintenance program with special focus on events and faults that can alter emissions. Finally, an on-board emissions sampling system allows the mechanic to VERIFY emissions levels and help diagnose engine faults. If the tailpipe emissions fall outside an established limit for a particular equipment, corrective actions will be initiated.

This international symposium was convened to assess the current state of knowledge concerning the health hazards that might be associated with the ingestion and inhalation of fibrous particles produced from the processing of taconite ore. Concern about fibrous particles in taconite arose from their similarities to amphibole asbestos minerals that are known to be human carcinogens. The mineralogical characteristics of asbestos fibers are reviewed and compared with the fibrous particles known to be present in taconite ore from the eastern end of the Iron Range. The epidemiological and experimental animal studies for asbestos-related disease (including gastrointestinal cancer from asbestos in dinking water)were critically evaluated andcompared to those of the fibrous minerals in the taconite. The focus was on the amphiboles in the cummingtonite?grunerite and tremolite?ferroactinolite series and other fibrous particles in both the Iron Range and the Duluth Complex. This included examination of the reported occurrence of any asbestiform ferroactinolite, crocidolite asbestos, chrysotile asbestos, etc. In addition, an effort was made to provide a scientific framework to address fibrous minerals, which may be associated with nonferrous mineral deposits in the Duluth Complex. State-of-the-art risk assessment models for asbestos were presented. Risk assessment scenarios were developed for taconite-derived fibers at environmental exposure levels related to the operation of the Silver Bay taconite processing facility. These calculated risks were found to be trivial even after it was assumed that all mineral fibers were as carcinogenic as amphibole asbestos.

Multilevel-multiseam hardcoal mines on the European continent usually consist of a huge network of underground openings, sometimes more than 200 km long in total, with some longwalls operating down to a depth of 1,500 m. While operating several longwalls simultaneously, these mines are making use of a number of stationary and mobile measurement- and analysis units in their main ventilation passes combined with atmospheric measurements on the surface. This paper provides an overview over the systems and technology used and describes the typical set-up of a measuring net. To detect and monitor underground fires through fire gases measurement and -analysis, a mobile underground testing laboratory collects data locally in the area of the fire. These laboratories have proven to be extremely useful not only during the actual fire fighting but also for the long-term gas measurements in critical mine areas. They have repeatedly detected starting fires and have thus given the mine the opportunity to react early and to avoid larger damage. Therefore several mobile laboratory units have now been installed for long-term testing in a number of German mines and similar units are being used in the Czech Republic and Poland.

The 21st Annual American Mining Hall of Fame Awards Banquet sponsored by the Mining Foundation of the Southwest will be held at the Sheraton Tucson Hotel in Tucson, AZ on Saturday, Dec. 6, 2003. This year’s inductee, guest of honor and featured speaker at the banquet will be Thomas J. O’Neil, recently retired president and chief operating officer of Cleveland Cliffs Mining. Prior to Cliffs, O’Neil spent 10 years with Cyprus Minerals. He was also professor and head of the Department of Mining and Geological Engineering at the University of Arizona. As representatives of mining heritage, the Hall of Fame will induct James Boyd and Thomas F. Walsh. Walsh discovered a rich gold telluride vein in Ouray, CO, which became the Camp Bird gold mine. Boyd was a former director of the U.S. Bureau of Mines, vice president of Kennecott Copper and later president of Copper Range.

Introduction Many old underground mines have been developed extensively into reserves requiring large numbers of workers to maintain and rehabilitate lengthy track haulages and/or belt conveyor systems. Often, large numbers of fans are required to maintain minimal airflows in areas where poor conditions and huge leakages prevail. Problems that beset one such coal mine and projects undertaken to restore it to potential profitability are presented. Brief history The Vesta No. 5 mine was opened in 1908. Drift development began near the Monongahela River, which was the primary avenue for shipping metallurgical coal to coke ovens in Pittsburgh. Over the ensuing 75 years, the main haulage entries were developed a distance of 16.1 km (10 miles) to the present mining area. Track haulage was used to transport coal from working sections to the river loading facility. As haulage distance and areas of high water influx increased, management decided, in 1973, to construct an underground conveyor belt system. The project spanned 36 months and culminated in a system of 22 flights, ranging from 205.7 to 1767.8 m (675 to 5800 ft) long. Six intake and eight return entries were developed as the mains were advanced. These entries provided adequate ventilating capacity over the years, but as extensive gob areas progressed and roof conditions deteriorated, the entries became inaccessible and more resistant to airflow. By 1981, five fans were being used to circulate 943.9 m3/s (555.5 cfm) of air through the mine. An average of 6440 t (7100 st) were produced from 20.8 continuous miner unit shifts and 2.7 longwall unit shifts each day in 1981. The ratio of support to production personnel was 1.94. To maintain the outby 16.1 km (10 miles) of haulage, 110 personnel were used. The average cost per ton was $43.54 ($39.58 per st), resulting in excessive bottom-line losses. The mine possessed a rather promising reserve, mostly in lease, of good quality, medium-sulfur metallurgical coal, but it also had a number of formidable operating problems. Operating problems Contributing factors toward relatively low productivity and high costs were the conditions of the track haulage, conveyor, and ventilation systems. Modern transportation systems are one of the most important achievements of our civilization and provide us with tools for broadening individual and social freedom of choice. The transportation system initiated today is handed dawn to the next generation, probably with little choice because of the enormous expenditure of monies involved, and influence their way of life as to where they should live and where they should work. The ever increasing antagonism between the citizens and the planners of the transportation systems necessitates a careful review of the entire planning process. The planning process can be broadly classified into: the goal formulation and decision making process; the plan development process; and the plan implementation process. THE GOAL FORMULATION AND DECISION MAKING PROCESS Goal formulation and decision making is one of the vital phases of the planning process and is primarily based upon social values. In measuring social values, the planner must employ an appropriate scale of measurement since in the absence of this yardstick, these values tend to became vague and abstract ideals. The need for major social programs and concerns (poverty, etc.) of the urban areas should be analyzed to determine the type of transportation system which would contribute to the solution.

Safety is the No. 1 concern of any drill contractor or mine operator. Everyone in the industry knows a safe site helps stabilize operational costs and enables higher productivity. When it comes to exploration drilling, research has proven a majority of injuries are caused by the mishandling of coring rods. A driller helper will typically handle up to 50 rods per shift or up to 15,000 rods per year. With an annual 340 t (750,000 lb) in rods managed by hand, the risk of serious injury is extremely high. Because of this, the top request from the exploration industry is diamond rod handling. Introduction Fluorspar demand or consumption has been taken for granted in recent years, except for those that produce, market, or consume the commodity. Thinking used to be that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The US Bureau of Mines (USBM) published an assessment of world fluorspar reserves and resources. It created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The US and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. Goals for the government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. US production and distribution Fluorspar Fluorspar shipments from US mines reached an all-time high near the end of World War II in 1944 at 375 kt (413,800 st). Eighty-two mines produced more than 453 t (500 st) each, and 10 mines produced more than 9 kt (10,000 st.) each. Illinois supplied 43% of total shipments. Consumption in 1944 was 372 kt (410,200 st), of which 56% was used by steel producers and 32% by HF producers. This was the last year that US production exceeded US consumption. The post-World War II record for fluorspar shipments occurred in 1951 at 315 kt (347,000 st) 58 mines produced more than 453 t (500 st) and eight mines produced more than 9 kt (10,000 st).

Thee Brightwater water treatment facilities, currently scheduled to be completed in 2010 and begin operating in 2011, will serve the northern part of King County, WA. The facility includes a new treatment plant and extensive conveyance system consisting of more than 21 km (13 miles) of influent and effluent conveyance tunnels and five portals. The majority of the conveyance system tunnels are mined by tunnel boring machines (TBM) and microtunnel boring machines (MTBM). Tunnel and portal construction is divided into three main contracts. The Ballinger Way receiving portal, constructed under the central tunnel contract, is the terminus for the BT-3 leg of the central contract and the BT-4 terminus of the west contract. The shaft has a 7.3-m (24-ft) finished inside diameter (ID) to accommodate removal of the central project TBM and the west contract TBM and extends to a depth of 66 m (216 ft) below grade through a complex and challenging soil profile characterized by multiple ground water tables. Vinci Grand Projects/Parsons/Frontier-Kemper Constructors (VCFK) was the joint venture team for the Ballinger Way portal. Frontier-Kemper was responsible for the shaft sinking. VCFK evaluated either slurry wall techniques or ground freezing for earth support during excavation of the portal and liner installation. The selection process took into account the vertical depth, cost, past practice, geology, water tables and a 9-m- (30-ft-) thick zone of contaminated soil at the top of the shaft. Ground freezing, which would also act as a hydraulic barrier, was deemed the better option for this project. The contract was awarded to New Jersey-based geotechnical contractor Moretrench. Typically, frozen walls, by design, key into an underlying cutoff. At the Ballinger Way portal, however, the [ ] freeze bottomed out in a substantially thick stratum consisting of predominantly clay, but with some inclusions of permeable soil that indicated significant ground water pressures. To ensure stable conditions at the bottom of the shaft, Moretrench, which also specializes in dewatering, designed and installed a perimeter array of deep wells to temporarily depressurize the permeable soils. Mountain Top Removal (MTR) mining started in West Virginia nearly thirty years ago. This surface mining method can extract multiple coal seams as thin as a few inches thick with total recovery and minimum rock dilution in very steep mountainous terrain. It is highly efficient even if coal seams are in close proximity and small in aerial extent. Consequently, MTR has been widely used in the Central Appalachian Coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) for the past thirty years with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impacts on the surroundings in the history of MTR mining. However, in the past two years the debate over the MTR mining has grown quickly and in times become very intensely. This paper describes chronologically the issues raised by various parties, legal actions, its impacts on mining permit application and research projects developed to address the issues.

Early identification of adverse geologic conditions and high stress concentrations during the high-speed extraction of coal using modern mechanized longwall systems is a major challenge facing the mining industry. Often, unexpected geologic anomalies that affect rock mass quality are encountered more rapidly, leaving the mine operator with insufficient time or information to deal with the changing ground conditions. The RockVision3D™ seismic tomographic system, developed by NSA Engineering, Inc., offers substantial benefits over conventional geologic/stress-detection methods and has been used successfully in coal mines worldwide. Tomographic images, produced economically and in near-real time, are easy to interpret, allowing mine operators to deal with potential hazards on a day-to-day basis.
