The goal of Bethlehem's mining research program is to improve both the safety and productivity of our mines through the use of new equipment, new technology and new mining methods. Although we can all agree on the value of such goals, achieving them can be a costly, time-consuming and sometimes frustrating experience. However, the potential benefits of lower costs per ton and better safety in an increasingly more stringent and confusing regulatory environment make the expended effort worthwhile. At Bethlehem we feel that the mining companies are in the best position to determine the needs of the industry, and coal companies have the incentive as well as mine sites at their disposal for testing. Therefore, the mining industry should be leading the research effort

The new Track Etch* technique for uranium exploration has been utilized in several survey programs conducted during the last few years. The results from these programs have been very encouraging, and new uranium ore bodies have been discovered by using this new technique. The Track Etch method is being used in several exploration programs in various locations around the world. The Track Etch exploration technique utilizes small pieces of special radiation-sensitive plastic film to detect the presence of radon gas which is released by uranium ore bodies. Because of the selectivity and sensitivity of the technique, ore bodies not normally detected with other surface or airborne monitoring methods are found. Since no large equipment or special training of personnel is needed, the Track Etch technique is easily used in field operations. The basis for the Track Etch method, its application in field exploration programs, and the results obtained to date in locating uranium ore bodies is discussed.

Introduction Hard rock mine closure (often referred to as decommissioning), mined land reclamation and financial assurance requirements are receiving considerable attention by governments and organizations around the world. In the United States, federal agencies and the states continue to consider and make changes to laws governing mine closure and mined land reclamation, most of which were originally enacted in the mid-1970’s through the mid-1990’s. Internationally, a number of prominent groups and various countries currently are considering new laws, regulations and policies for mined land reclamation. For example, the European Union has conducted a review of existing European laws concerning mining wastes and mine water and is considering new directives concerning mine waste and mine water management and liability schemes that are likely to significantly impact mine closure and mined land reclamation. Many countries, particularly those outside of North America, Europe, and Australia, have recently adopted or are considering new mine closure and reclamation legislation and regulations. These include significant hard-rock mining countries such as Chile, Peru and South Africa. This paper identifies recent developments in hard-rock mine closure and mined land reclamation laws in the United States, focusing on several of the more significant and controversial developments. It also discusses some of the more significant international efforts to consider mine closure and mined land reclamation laws and policies and some of the notable conclusions and trends from those efforts. The focal issues discussed in this paper include requirements for the reclamation of open pit mines, including backfilling; consideration of and measures to address the mining of sulfide ores and potential for acid mine drainage; and new requirements for the estimation of closure and reclamation costs and for financial assurance for closure and reclamation.

Natural aggregate is the number one non-energy mineral resource in terms of value and volume and is a necessary commodity for sustainable communities. While aggregate is a non-renewable resource, supplies are nearly inexhaustible on a global scale. Natural aggregates have characteristics that differentiate them from most other mineral commodities: a high number of potential extraction sites, a high volume to value ratio, significantly different set of potential environmental impacts, and regional importance combined with a narrow economic transportation radius. Because of these and other differences, resource management policies for aggregates should differ from ?general? mineral resource policies, even though the end goal is the same for both ? ensuring sustainable resource management. To achieve the goals of sustainable aggregate management each stakeholder ? government, industry, the public, and non-governmental organizations ? will need to accept certain responsibilities, one of the most important of which is to become informed about natural resource issues. Sustainability is about making trade offs among competing objectives, and people disagree about the appropriate balance among the goals of economic prosperity, social equity, and environmental health. One of the primary purposes of mineral indicators is to provide information to decision makers and the public so as to ensure that the public debate about policy choices is grounded in fact. We identify the unique aspects of aggregate resource management and introduce the concepts of sustainable mineral resource management. We then present mineral indicator sets for aggregate resources from Italy, the United Kingdom, and Slovenia to demonstrate that effective mineral indicators should be specific to the resource in question and the public values and objectives.

The separation of feldspars from quartz has been the subject of numerous studies since 1930 and the flotation process so far proved to be the most suitable method. In the conventional process, feldspars are separated from quartz using a cationic collector and hydrofluoric acid as an activator of feldspars. There is no general agreement on the mechanism of fluoride activation of feldspar surfaces and the role of fluoride ions is briefly discussed. The use of HF is no longer acceptable due to environmental and health problems, and a few new reagents schemes have been reported. The available evidence shows that the success of these new reagent schemes is very limited. A new reagent scheme which is environmentally safe and cost effective for the separation of feldspars from quartz is yet to be resolved.

From a computational point of view calculating a variogram is a perfectly simple operation. For any particular study, we know which variable is to be studied. We also have a good idea of structural parameters which are likely to be important (the scale of the phenomenon, the probable direction of the anisotropy, etc.). Finally, we know the structure of the data file. So we can specify the parameters to be used to calculate the variogram (the distance classes, the angular classes, etc.). This allows us to decide which variogram program is most appropriate (1, 2 or 3 dimensional data, regularly or irregularly spaced, etc. ) . In general, the basic statistics (mean, variance, correlation? etc.) have been calculated beforehand, and so the distribution of the data is already known. Consequently, the choice of the parameter values fed into the variogram is by no means arbitrary. But it must nevertheless be made before the' variogram is calculated. If the resulting variogram is not satisfactory, the whole sequence of operations has to be repeated. Before going on to see how this can be avoided, it is worthwhile having a brief look at the common causes of "unsatisfactory" variograms.

This paper aims at the application of quantitative criteria for evaluating the mineral potential of square cells representing areas in terrains being explored at a reconnaissance level. The assumption is made here that the evaluation methods used by an expert economic geologist can be organized into geological models for establishing associations within imaged areas, that correspond to pixels with similar characteristics. UTM-registered multiple data sets have been constructed which include seasonal LANDSAT 2 and 4 images, SEASAT scenes, selected airborne radar images, digitized aeromagnetic, gravity, bedrock geology and topographic elevation maps. The area of interest is located in the Bathurst Inlet, District of MacKenzie, N.W.T., where a preliminary mineral potential evaluation was performed by the Geological Survey of Canada to assess its suitability for a national park. The multiple data sets described in this paper can be used for many studies at different resolutions, for comparing processing methods in remote sensing and, most importantly, for evaluating the physical and spatial relationships between the different images in registered data sets.

In several sections of the country new demands are being brought bar cement users. Among these the demand' for truck shipments; and palletized loads present new problems that do not lend themselves to sample solution. In fact these demands have far-reaching effect in the way bagged cement might be marketed. Early solutions of palletized truck loads filled from existing packing and loading facilities have resulted in' slowdown in packing, additional labor and space for palletizing, considerable experimentation in type and construction of pallets, and usually far from optimum truck handling and loading methods.

The production of kaolin and calcium carbonate in North America exceeds 13 million tons sold into higher value market segments. With a few exceptions, the markets supplied exhibit mature growth rates. In some market sectors, technology changes have and continue to occur shifting pigment-type consumption and growth. New sources of supply will impact current businesses. New product and process developments for kaolin and calcium carbonates are continuing. Each of these issues is examined in developing a view of the future for kaolin and calcium carbonate in North America.

Industrial usage of clays for current and new applications will continue to grow into the next century. The rate of growth will be highest in the less developed areas of the world. Transportation costs are a significant part of the delivered price, so the location of reserves and processing facilities for kaolin, bentonite, and palygorskite (attapulgite) are reviewed relative to serving these emerging markets. New value added applications will increase in the more developed areas which will require high quality raw materials, more sophisticated processing, and rigorous quality control.

Two new coal use technologies are on the verge of commercial acceptance by the utility industry: atmospheric fluidized bed combustion (AFBC) and gasification combined cycle (GCC). Generating plants under construction or in planning will replace older pulverized coal (PC) boilers or substitute for new PC boiler capacity. This paper reports recent developments in the commercialization of AFBC and GCC, emphasizing the potential impact on the coal mining industry. The influence of coal quality characteristics on fuel selection is explored by means of preliminary economic calculations for different coals and competing fuels.

A statistical model for assessing the risk of ground subsidence in abandoned mine areas is presented. The model is based on the relationship that exists between .the frequency and the location-of subsidence events in a given area and the physical conditions of the ground. These conditions can be described by a series of geological, mining, and physical variables. The model suggests the existence of regions in the multidimensional space of variables which are associated .with increases or decreases in the frequency of subsidence events. Regions associated with an increase in the frequency of subsidence events correspond to regions of higher risks, and vice versa. Risk assessment is based on the ability to express the limits of these high and low risk regions in the, space of variables, and on the ability to express the degree of membership of blocks of land within any of these regions. The theoretical framework for the model is extracted, from discriminant analysis. Risk is quantified by the probabilities of membership of blocks of land into any of these regions. Risk maps are produced by displaying membership probabilities in. appropriate contouring levels. The model has been applied in two urban areas where subsidence of the ground has been active in the past. The two areas are Penn Hills, near Pittsburgh, and Scranton/Wilkes-Barre in northeastern Pennsylvania. In this paper, only the results for the Scranton/Wilkes-Barre area are presented. Those for the Penn Hills area have been presented elsewhere (Cervantes, et al, 1990). In the- Scranton/Wilkes-Barre area, geostatistical estimates of variables likely to affect the stability of the ground were made using samples from 53 drillholes. The estimates were made for 2000x2000 ft squared blocks of land covering the study area. Discriminant functions were computed from the estimated variables and used to establish regions for classifying blocks of land into one of these two populations: 1) blocks not likely to have a subsidence event, and ii) blocks likely to have one or more subsidence events. The same, discriminant functions were used to compute membership probabilities for blocks of land to tall within any of these two populations. These probabilities were contoured to produce a risk map. The risk map produced compares well with the location of the subsidence events which have occurred to date in the area.

Coal mines and power plants utilize different methods to control dust for the safety of their workers and to protect their installations. The methods that they use are limited by the Environmental Protection Agency or the states in which they operate. Now there is a new technology for controlling dust at conveyor transfers! The Passive Enclosure Dust Control System utilizes several proven technologies to mitigate fugitive dust. This new system has been proven to be four times more effective than standard enclosures utilizing bag house collection and is considerably less expensive to install and operate.

Thermal reactivation of eluted carbon is an essential part of most carbon-in-pulp gold recovery plants. The effectiveness of the reactivation procedure depends on the nature and level of contaminants adsorbed on the carbon, the efficiency of the elution and the temperature, residence time and atmosphere within the kiln. The most commonly used kilns are evaluated in terms of their operating parameters and performance. Data obtained both in the laboratory and in the field emphasize the importance of carbon feed moisture content, kiln atmosphere and carbon conditioning on the activity of the kiln product.

INTRODUCTION In the coal industry, ever greater amounts of fine coal must be processed due to the need to crush to finer sizes for impurity liberation in low cost physical cleaning processes. Fine coal processing is a major problem for the industry, both through the cost of disposal of reject fines and through the mining cost of lost coal values. Of the available disposal methods, impoundment has always been the most popular. In many cases, when the coal fines were of sufficient quality, froth flotation and expensive filtration methods were used to recover the coal in these waste streams. The coal fines are not always of a marketable quality, however, and flotation, due to poor yields and difficult dewatering, has always been an expensive and not necessarily profitable process. The oil agglomeration method is increasingly important as a technology for the treatment of fine coal-in-water suspensions. These fines can be preferentially wetted and agglomerated by many different oils mixed with the suspensions. Ash-forming impurities remain in suspension and are rejected when the agglomerates are recovered, for example, by screening. Agglomeration-based methods provide perhaps the only practical means for upgrading extremely fine coal to useful products on a large scale. As with froth flotation, oil agglomeration relies on differences in the surface properties of coal and impurities to effect separation. Whereas flotation be- comes less effective with particles finer than 200 mesh (0.075 mm) or coarser than 50 mesh (0.3 mm), there appears to be no lower limit on particle size for oil agglomeration while particles % in. (3.175 mm) diameter or larger can also be treated, if desirable. In addition to this ability to clean a broader size range of coal particles, oil agglomeration can produce a dense, coarse granular product of acceptable strength and low water content without the need for vacuum or thermal drying. The preferential wetting of solid surfaces by immiscible liquids has been utilized, if not fully understood, for a long time. Indeed Gaudin,229 in tracing the ancestry of froth flotation, refers to a 15th century oil-pulp kneading procedure in which water-wetted particles were freed under water from an oiled mass. Streamflow and water-quality data for the northern part of Swatara Creek, which drains a 112-km2 area in the Southern Anthracite Field of east-central Pennsylvania, indicate iron, copper, and lead, and to a lesser extent manganese and zinc, are transported with suspended particles during stormflow conditions. During stormflow conditions, concentrations of these constituents typically peak prior to peak stream stage as a result of scour and transport of streambed deposits. In contrast, sulfate is transported mostly as a dissolved ion. Concentrations of sulfate, specific conductance, and pH are inversely related to streamflow, indicating dilution and acidification during stormflow. This effect is attributed to the mixing of poorly buffered stream water having pH 6.0-6.5 with weakly acidic storm runoff having pH 4.0-4.5 and low dissolved solids.

The rocks and minerals of the moon will be included among the raw materials used to construct a lunar base. The lunar regolith, the fragmental material present on the surface of the Moon, is composed mostly of disaggregated rocks and minerals, but also includes glassy fragments fused together by meteorite impacts. The finer fraction (i.e., < lcm) of the regolith, the soil, is probably the most important portion of the regolith for use at a lunar base. For example, soil can be used in bulk as insulation against cosmic rays, for lunar ceramic and abodes, or for growing plants. However, beneficiation of the soil can provide other feedstocks. For example, the soil contains abundant solar-wind implanted elements, as we1 1 as various minerals, particularly oxide phases, which are of potential economic importance. These components of the soil are sources of oxygen and hydrogen for water and rocket fuel, helium for nuclear energy, and metals such as Fe, Ni, Al, Si, and Ti. The uses of the lunar materials only await a fertile imagination.

Western Energy Co.&apos;s Rosebud mine in Colstrip, MT, has implemented innovative mining techniques in the past,* and following in that tradition, new techniques for overburden removal were recently introduced at the Montana coal mine. In April 1979, falling coal production left Western Energy in a bind. At that time the company was one of the first to implement a dozer/scraper stripping system for additional stripping capacity. This time around, however, the challenge was to eliminate spoil rehandle with a dragline while digging down 33 in. "Rehandle will increase 20% by going down an additional 3 m past the 24-m level," according to Bob Cope, mine supervisor for Western Energy. To cut this additional expense by eliminating the need to rehandle, Western now uses scrapers to bench down for the dragline. This system utilizes the flexibility of scrapers as earthmoving tools. Although scrapers were originally purchased to fill an immediate need for productive, low-cost overburden stripping, they are now benching and continue to optimize the overall effectiveness of existing draglines. According to the company, the draglines couldn&apos;t keep up with production requirements if they had to rehandle spoil material. Benching with the scrapers eliminates spoil rehandle. Western Energy expects to produce 10.6 Mt of coal this year from three active pits in the Rosebud mine. Western estimates that there are enough coal reserves at Rosebud to support a 40-50 year operation. The sub-biturninous coal has an energy value of 9.2-9.4 Mj, 0.87% sulfur, 8% ash, and 20% moisture. Pit A, approximately 610 m long and 45-55 m wide, is the mine&apos;s greatest producer. A Marion 8050 dragline with a 46-ms bucket digs 30-33 m to uncover the 7.3-m Rosebud coal seam. Here, the scrapers were put to work benching for the dragline. Long Construction Co., which operates the mine equipment for Western Energy, uses four Caterpillar 637 tandem-powered scrapers, two Cat 631s and two Terex TS-24s. The number and combination of scrapers actually used for benching periodically changes, depending on which ones are needed for topsoil removal and reclamation. Scrapers benched down about 9 m and removed nearly 2.3 Mm of over-burden at pit A. About 1 Mm was placed in a 9-m lift on top of the high-wall at the head of the pit. The ability of conveyor belts to transport large mass throughputs economically over previously unprepared ground has resulted in this system achieving great and extensive use. A significant component in this development is the conveyor belt itself. The development of high strength steel cord conveyor belts involves the optimising of splice design, the use of excellent rubber material especially in the splice, good craftsmanship during splice production and modern field vulcanisation equipment. The durability of a splice for belts of class St 3000 up to St 790 is expressed by the fatigue strength under dynamic stress. The results obtained with a test method and equipment developed by the University of Hannover indicate the present state of the art in this field. Belts of high nominal strength used on inclined long distance conveyors reach splice fatigue strengths of about 3000 N/mm. The design should only exploit approximately 50% of the fatigue strength determined in the tests as maximum operating stress. IMPORTANCE OF CONVEYOR BELT SYSTEMS The use of conveyor belt technology has expanded considerably over the last decades in the bulk goods transportation sector. Because of the favourable transport costs and the technology&apos;s adaptability to specific topographies, belt conveyors frequently represent the most economic solution. When flows of goods are large, as in German lignite mining operations, where masses of up to 40,000 t/h are given, it is the only technically feasible alternative. The use of belt conveyor systems allows the sensible distribution of the waste and the production of the coal (Hager, 1981). But this transportation alternative is also suitable when the masses involved are smaller. Whereas conveyor belts were only suitable for loose bulk goods up until a few years ago, today they are frequently also used for hard rock open cast mines, e.g. in the production of copper ore. Because of the favourable transport costs it is frequently still economic to use mobile crushers with a throughput of up to 10,000 t h 6 which breakdown the large blocks produced y explosives into transportable grain sizes. In many operations, trucks are only used to provide flexibility between the excavator and the crusher, i.e. over short routes, and the long, frequently steep, transport paths to the processing plant or to the spreader are undertaken by belt conveyors (Einenkel et al., 1992). The advantages of belt conveyors, i.e. to cope with large mass flows over inclines and down slopes of up to 1:4 have resulted in this system gaining very extensive use throughout the world. The conveyors can be installed over for the most part unprepared ground with suitable vertical radii, adapted to the locally available belt material. In the process individual conveyor belts with lengths of up to 15 km, and in the underground sector with lift heights of up to 1 km, have been built and operated. This great variety of application possibilities is complemented by a limited ability to pass through horizontal curves. This can be achieved with the help of design measures on the conveyor whilst bearing in mind the characteristics of the belt. STRESSING OF CONVEYOR BELTS IN DIFFERENT TYPES OF PLANT The advantage of conveyor belts compared with other systems is also to be found in the large available service-time window, i.e. the excellent reliability and the low costs of energy consumption and maintenance. It is in particular the reliability of a belt transport system which depends to a great degree on its main component, that is the belt - in all its different types and variations. For this reason, the belt is also given the greatest attention in the development of the individual components, because it is the belt which must be designed optimally with regard to various factors.
