The development and scale up of hydrothermal synthesis processes for manufacture of high performance materials is discussed. Traditional hydrometallurgical processes are reviewed, leading into a discussion of process development concerns for manufacture of modern materials. Three case studies are presented, including a piezoelectric ceramic, barium titanate for multiyear capacitors, and high purity chromium metal. Factors for selection of reactor design are presented, as well as results of scale-up studies on the three products.

Fuzzy logic is a useful tool for Sustainable Development (SD) decision making because it can express uncertainty, both in the informational and in the decision-making environment. The general linguistic definition, acceptability for environment (air, water, nature, risk, etc.), as well other aspects of sustainable development (health, management issues, etc) is proved to be useful in approximate reasoning and decision-making. According to this definition, the various fuzzy functions of environmental acceptability can be constructed. This construction is based on the concept of special kinds of fuzzy functions generally defined as Linguistic Variables (LV), which are suitable for mapping to fuzzy sets. Various SD indicators could be used as domains of such functions, expressed either in their physical values (e.g. production, emissions, risk of accidents) or in Measure of Preferences (MP). The most important MP are mentioned below: Stated Preferences Techniques (SPT) of economic evaluation of environment, economic instruments of environmental protection mostly based on Revealed Preference Techniques (RPT), preferences scales (ordinal, cardinal) according to various methods of their construction, etc. Also, the possibility theory (analogous to probability) could be exploited in such construction. It could be used together with environmental engineering modelling formulas for the purpose of determining fuzzy functions. The appropriate forms of linguistic variables, considering limit cases for this purpose, are also discussed.

Acid rain legislation, the new tax package, excess coal capacity, the effects of low oil prices, how to increase coal exports: These were among the items discussed at the May 4-7, American Mining Congress coal convention in Pittsburgh. Some 2000 people attended the convention, which also offered 15 technical sessions. As always, the state of the domestic coal industry might be characterized as "long-term promise, short-term problems." And one of these problems is acid rain. Acid rain The proposed acid rain legislation in Congress could be the most costly piece of environmental legislation ever written. In its present form, the measure could cost the nation up to $110 billion over the next 15 years. Rep. Henry Waxman's (D-CA) bill, HR 4567, would mandate large reductions in sulfur dioxide emissions from coal-fired power plants. The bill has more than 150 Republican and Democratic cosponsors. Ed Addison is president of the Southern Co., one of the nation's largest utilities and users of domestic coal. Addison noted that America's electric utility industry buys and uses nearly 85% of the coal consumed in this country. He said Waxman's bill would drive up prices of low-sulfur coal, raise electric rates, and force miners out of work in high-sulfur coal regions. In repeating a standard coal industry response, Addison said the Clean Air Act is doing the job. In recent years, while coal use has gone up, S02 emissions have gone down. Current air pollution standards are producing cleaner air, he said. Despite concern over HR 4567, the bill's future is uncertain. Several coal industry executives and analysts predict the bill will die under weight of opposition from coal, utility, and steel interests. But the acid rain issue is gaining momentum. Future legislation of some kind is likely. Meanwhile, research continues to develop clean coal technology to deal with the S02 problem. Commercialization of these front-end technologies currently lags public sentiment for acid rain legislation. Ground water runoff and contamination is another area where future legislation would seem likely. Already, one bill has been introduced in Congress. A second is being drafted. The impact of such legislation may be significant according to Bruce Leavitt, a hydrogeologist with Consolidation Coal Co. He said if current proposals are adopted, there will be more federal, state, and local government involvement in ground water regulation. In any event, the coal industry can expect to see more emphasis on preventing acid mine drainage and on water replacement, according to Leavitt. He urged those in the coal industry to present information about mining and ground water. That is needed to prevent misdirected state and federal programs, he said. Another coal industry concern is excess capacity. The industry has the mines, equipment, and employees to produce 15% more coal than at present. Problem is, the markets are not there. Slower-than-predicted growth in electric utility coal use has kept sales sluggish. There are also tax uncertainties. Congress is considering repeal of the investment tax credit and elimination of black lung payments and excise taxes as deductible expenses. One analyst estimates the coal industry would lose $1.1 billion in five years, if the changes are approved. In addition, there are the usual concerns about excessive governmental regulations involving safety and environmental matters. Bill Kegel, for example, said these regulations mean extra costs and delays in developing mines. Kegel is president and chief executive officer of the Rochester & Pittsburgh Coal Co. More than half the electrical power in the US is generated by coal-fired plants. That percentage could slip by a couple of points as nuclear generators come on-line the next few years. About 1990, though, we will see the end of US nuclear plant construction. No new nuclear plants have been scheduled since 1978. So any growth in electric power use should benefit the coal industry. BethEnergy - High Power Mountain During 1985, BethEnergy - a Bethlehem Steel Corp. - subsidiary developed High Power Mountain, a 1.8-Mt/a (2-million-stpy) surface mine in West Virginia. Construction saw movement of more than 3 hm3 (4 million cu yds) of earth. A computerized 544 t/h (600 stph) heavy media cyclone prep plant and a 3.6-kt/h (4000-stph) railroad loadout facility were built in six months. And a 5.6-km (3.5-mile) railroad spur and loop bridging a major highway were constructed. Larry Willison of BethEnergy noted the project's ambitious construction schedule. It was forced by the need for the project to be market driven and - lacking available capital - externally financed. BethEnergy did several things before obtaining with Detroit Edison a market for 0.9 Mt/a (1 million stpy) of coal. Willison said his company prospected and proved the eastern half of its 8-km2

In the past, underground coal mine planning has traditionally focused on the mine design n aspects concerning safety and efficiency in the quest to produce low cost coal. Very little attention has been given to coal quality control aspects of mine planning at most of the underground coal mines within the U.S. With the enactment of the clean air act of 1970, the generally high sulfur content of coal has become a major concern for the coal-fired power plants in the east. Similarly, the ash and the BTU contents of coal are of equal importance from boiler efficiency standpoint. Thus, the time has come when the coal mine planning must incorporate the coal quality control aspects as well as the traditional safety and efficiency aspects.

The WTBAL computer program for evaluating material balances for minerals processing flowsheets was developed at the MRC and has been in general use for a number of years. This paper reports on two enhancements to the basic MTBAL routine. The original program accounted for errors in the process measurements and used estimates of measurement variability to calculate stream weights. Unfortunately, the estimate of measurement variability was fixed over all streams. In the enhanced version of MATBAL, named IMTBL, the program equations and their solution procedure have been modified to allow the estimated variability in a process measurement to vary from stream to stream. The .second enhancement involves making MTBAL interactive. As such, the user now prescribes his information in an easy-to-use fashion in a conversational mode via a terminal. Finally, an assessment of the feasibility of implementing IMTBL on microcomputer systems will also be reported.

The decade of the 1980's saw "advanced materials" become a key factor among the industrialized nations, with the United States, Japan, and the European Economic Community being the major competitors. All three have identified communications technology, advanced materials, and biotechnology as the keys to future industrial leadership and the closing decade of the 20th Century is expected to be an era of rapid development and restructuring. The progress of EC'92, the effort to develop uniform standards and remove trade barriers in Europe; the determination of Japan to commercialize advanced structural ceramics, alloys, composites, and superconductors; and the emergence of less developed countries as major supplies of commodity materials pose enormous challenges to the position of the United States as an industrial and financial leader. A consensus is developing that the industries that are first to commercialize the large array of new structural materials and electronic, optical, and magnetic materials and devices will be those who determine the structure of national and world economics. Many technical, economic, legal, political, social, and cultural factors are important determinants in the race to commercialize new materials. Millions of words have been written about these factors and their interdependence; yet the sheer complexity of the problems, the rate at which changes are taking place, and the economic risks involved are so great that government policy makers and industrial decision makers find adequate understanding to be very difficult. Of the many factors involved in advanced materials, the Bureau of Mines has the statutory responsibility to provide information on where materials can be found and how they are mined, extracted, purified, combined, and recycled. It is obvious that minerals availability is essential to implementation of any new technology just as there can be no commodity metals industry if the ores are not available. Because "minerals availability" for commercialization of advanced materials and devices is more complex than for commodity materials and a new mix of materials and processes is emerging, the Information and Analysis Directorate of the Bureau of Mines is redirecting resources to provide reliable information for policy and decision making. The Office of Advanced Materials Coordination (OAMC) was established as a staff operation in July 1987 to assist the efforts of the divisions and branches. The key issues and problems were defined and the role of the Bureau was outlined (Sorrell, 1987, 1988). In February 1990, the functions of OAMC were transferred to the new Branch of Advanced Materials, a line organization parallel with the Branches of Ferrous, Nonferrous, and Industrial Minerals, and was given the responsibility for developing new methods to acquire, analyze, and disseminate information about new materials. The purpose of this paper is to provide definitions, a summary of major issues and problems, an overview of minerals and processing availability problems, and a perspective of the ways in which the mining and materials industries can help to ensure domestic availability of raw and processed materials.

In underground construction and mining work, situations occasionally occur where hard rock or concrete must be excavated at locations near critical structures or utilities. Fearing damage from blasting, contractors and engineers often explore the viability of using mechanical methods or expansive concrete to facilitate the excavation work. However, for moderate to large excavations, the prolonged duration and high cost of using these methods is often impractical. In these situations, under the right conditions, controlled blasting and blast-management methods can be used to speedup the work and lessen costs. The process of determining whether or not blasting is practical is often complex, particularly when risks are high. In this paper, general methods of conducting blasting risk evaluations and outlined and considerations for blast design and risk management are reviewed. This paper also includes three blasting case histories demonstrating how these techniques were used at recent projects. In the first case, a cautious blasting program was developed to facilitate the removal of concrete and rock within a large section of an active mineshaft. The second case involved critical blasting to excavate a dry lake-tap connection between a tunnel and a shaft at the Southern Nevada Water Intake No. 2 project in Henderson, Nevada. The third case history describes how novel blasting methods were used to carefully drop a 2,721,500-kg (6,000,000-lb) concrete caisson into a1.2-m (4-ft) rock socket at the Detroit Outfall No. 2 project in Detroit, MI.

Introduction Heavy media separation (HMS), also called dense media or float¬sink separation, is one of the newer forms of gravity concentration. Though the concept can be traced to the last century, the process has enjoyed its major growth since 1940. Heavy liquid separation is a mutation. The heavy media process is used extensively to clean coal and for the concentration of a wide variety of ores such as those of iron, lead-zinc, chrome, manganese, tin, tungsten, fluorspar, magnesite, sylvite, garnet, diamonds, gravel, etc. It may be used where ever a significant density difference occurs between two minerals, and commercial separations are typically made in the range of 1.3 to 3.8 sp gr. The particle size treated ranges downward from 6-8 in. top size. Particles greater than about 1/16-in. (10 mesh) may be treated in a "static" bath, though for reasons of separation efficiency, + 1/2 -in- feed is usually preferred. For particles less than this size, separation in a heavy media cyclone is generally used. The flowsheet of a typical heavy media process, in this case one using a ferrous medium, is shown in Fig. I. In essence, the process consists of: (1) preparation of the feed usually by wet screening to remove undesired fines, (2) heavy medium separation, and (3) removal and recovery of the medium from the separated products. Many muta¬tions of the basic scheme are possible and numerous options are possi¬ble. HMS offers the following potential advantages:12 1) Ability to make sharp separations. 2) Ability to change the specific gravity of separation quickly to meet changing conditions. 3) Ability to remove products continuously. 4) Ability to treat a broad size range of products. 5) Ease of start-up and shutdown without loss of separating efficiency. 6) Relatively low medium cost and low media losses. 7) Low operating and maintenance costs. 8) High capacity with the use of relatively little floor space. 9) Relatively low capital investment per ton of capacity. The process may be used to produce a finished concentrate, two finished concentrates, or a concentrate and a middling of differing quality, or a preconcentrate by rejection of unwanted gangue. It is an ideal method for the reprocessing of coarse waste dumps. The greatest use for the process lies in coal cleaning and in the preconcentration of ores. The relatively inexpensive heavy media process may be used advantageously to reject large quantities of coarsely crushed gangue. When used in this way, the process will allow: (1) the use of lower cost but less selective mining methods with the "overbreak" material being removed at the front end of the concentrator or preparation plant; (2) a substantial reduction in the quantity of ore that must be finely ground for subsequent mineral liberation and separa¬tion. Since comminution is often the single most expensive step in beneficiation, it is desirable to eliminate as many essentially barren pieces of rock as possible before the grinding step, (3) a decrease in overall plant capital cost per ton of concentrate since the size of the plant from the dense medium step onward will be smaller. Several general references are available,12-18 though much of the technical data on the process is widely scattered in the general litera¬ture. Heavy Liquid Separation Organic Liquids Given sufficient settling time, it is possible to make a perfect separa¬tion between two particles of differing density by placing them in a liquid whose density is intermediate between the two. This means of achieving a perfect separation has proven to be elusive because of problems in feed preparation, particle settling rates, operational considerations, and economic constraints. There are a wide variety of heavy liquids that could be used, most of them halogenated hydrocarbons, and a few typical examples are given in Table 4. These liquids are most commonly used in ore dressing for the laboratory fractionation of ore particles on the basis of specific gravity. Laboratory Separations. Using liquids typified by those given in Table 4, separations are made to develop either the standard washability curves used to estimate the response of a given sample to gravity concentration or to prepare a partition curve to evaluate the effective¬ness of a given gravity separation process or piece of equipment. A typical washability curve is given in Fig. 2.19 Such curves are generated for raw coal, e.g., by treating either the whole or various size fractions of the sample in a series of heavy liquids and analyzing the various specific gravity fractions so produced. The procedure is relatively simple for coal samples because of the ready availability of a wide variety of relatively low cost heavy liquids in the density range 1.2¬-2.0. For ores the problem is much more complicated, because only a few high density liquids, all of rather high cost, are available. Parti¬tion curves are generated in the same manner by treating the separated products in the same liquids. Greater details on the procedures to be used in heavy liquid separa¬tions are to be found in the literature (for coal, Refs. 13, 14 and 19 and for ore, Refs. 20 and 21). For testing coal, calcium and zinc chloride solutions have been used extensively in the past, though today halogenated hydrocarbons (available under the trade name Certigrav) are the preferred media. A variety of approaches have been used in the recent literature for the estimation of pre-mining (or natural background) metal concentrations in areas affected by mining. The following is a list of some of these approaches: (1) historical and anecdotal data, (2) remote analogues (other similarly mineralized areas), (3) proximal analogues (nearby mineralized areas), (4) sediment sampling (streambeds, lakes, estuaries, floodplain deposits, and soil profiles), (5) stable isotopes (hydrogen, oxygen, sulfur, and carbon), (6) geochemical modeling (forward, equilibrium-based), (7) geochemical modeling (forward, kinetic- and transport-based, and inverse), (8) statistical analyses, (9) mass balance on oxygen flux, (10) mass balance with age determination of weathered material. Examples of each approach are described, and the strengths and limitations of each approach are discussed.

The purpose of this paper is to present a design procedure for the quantitative estimation of support load requirements in underground mines. Emphasis is upon the basic features of support behavior common to a large variety of support systems-bolts, timber sets, stope fill, steel arches, concrete liners and so forth. A strong reliance is placed upon fundamental principles and modern computing techniques for their quantitative implementation. Example problems illustrate the approach. Where artificial support is required, the ground in the vicinity of the face usually stands unsupported long enough for the support to be installed. At the time of installation, the load transferred to the support from the adjacent rock is essentially zero, although in some cases there may be an initial set load, for example, from timber blocking. With the passage of time and advance of the face, ground motion loads the supports. If the support system is properly designed, then the additional loading poses no threat to the safety and productivity of operations. If not, then difficulties may arise including high maintenance costs, hazardous work conditions and reduced productivity. Of course, over-design can be equally wasteful. Quantitative estimation of support loads is therefore essential to overall efficiency in mining.

Recent work by Haas has made available information on densities and vapor pressures of solutions of differing salinities at temperatures up to 330°C. From these data it is possible to predict the behavior of volcanic exhalations of various degrees of salinity as they approach the sea floor. Particular attention is devoted to solutions of 5.0 weight per cent NaCl and 20 weight per cent NaCl, two fluids that approximate quite closely the salinities of what Roedder termed: (1) normal hydrothermal fluids and (2) fluids typical of stratiform deposits of low-temperature conditions of origin. It is apparent that solutions above 220-230°C. cannot reach a sea floor on which the depth of water is 600 feet or less in the liquid state but will boil at some appreciable depth beneath the sea floor. Such boiling would result in the precipitation of all constituents of the ore fluids of significantly lower vapor pressure than water. The principal such constituent would be salt, and no sulfide deposits, the major constituent of which is salt are known. It follows, therefore, that ore fluids probably never get close to the sea floor of shallow seas at temperatures high enough to permit boiling. Ore fluids significantly above 230°C. can reach the sea floor in the fluid state only if the depth of the sea in the area. in question is well above 600 feet, for example, solutions at temperatures of ±300°C. reach the sea floor in the liquid state only if the depth of sea water is slightly over 3000 feet. Ore fluids reaching the sea floor at such depths may be the parents of such fluids as the Red and Salton Sea brines. On the basis of these data, the Cyprus and Kuroko deposits are discussed.

Although the number of operating longwall mining systems has remained relatively constant, longwall production levels during the last five years have increased significantly. In the United States, longwall mining now accounts for approximately 50% of all underground coal production. While longwalls are highly productive and offer other advantages, operations employing this method of mining continue to experience dust-compliance problems. This increased longwall productivity has meant that far more dust is being produced. An improved understanding of the longwall face-ventilation system and the advancement of face-ventilation technologies are necessary to ensure all face personnel are allowed to work in an environment that is free of excessive levels of airborne respirable coal mine dust. The Dust and Toxic Substances Control Branch, National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory, examined several basic principles of the long wall face-ventilation system and has evaluated the effectiveness of numerous improved face-ventilation techniques for longwall mining systems. These include identifying improved techniques for measuring face-ventilation parameters on longwall mining sections and investigating the fundamental relationship between face airflow and the entrainment and dilution of respirable coal mine dust. Studies have been completed to determine the impact on face dust levels of using belt entry air to ventilate the longwall. Novel methods have been identified to increase the face air¬flow and to manage face airflow to effectively minimize dust exposure to face workers. Unique systems of auxiliary face ventilation have been developed and evaluated at full-scale, simulated longwall test facilities. The theoretical and applied aspects of each of these principles and technologies are discussed. Application of these results throughout the longwall mining industry, as documented from surveys conducted in the early 1980s and 1990s, have reduced the health hazard associated with excessive exposure to respirable coal mine dust.

In recent years, research in the field of artificial intelligence (AI) has had many important successes. Among the most significant of these has been the development of powerful new computer software known as the "expert systems". Expert system programs designed to provide expert-level consultative advice in mineral exploration (Duda et al, 1981), scientific (Feigenbaum, Buchanan and Lederburg, 1971) and medical (Shortliffe, 1976) problem solving are generally acknowledged to be among the forerunners of this research. As the decision makers virtually in all fields face a more complex and involved world within which to operate, the need for some decision support is also becoming urgent. Thus applications of expert systems continue to spread out reaching problems that, because of their dimensions or particular aspects, set more demand on the decision methodologies. To meet these new requirements, many activities which were performed in the past by the domain expert or engineer must become automated. Furthermore, previous research (Dawes and Corrigan, 1974; Dawes, 1979) has shown that automating an expert's decision rules often provide better decision than the expert does. For large systems it would be very useful (or even necessary) to have formal tools, allowing one for example, to automatically discover inconsistencies, contradictions or redundancies, or to identify the possibilities of wrong lines of reasoning in the decision process.

The U.S. Bureau of Mines conducted a study to evaluate the effect of ventilation on the performance of automatic sprinkler systems in extinguishing wood crib fires. Experiments were conducted at airflows of 0, 0.76, 1.5, 2.5, and 4.1 m/s. Two experiments were conducted at each airflow, using 74° C fast response pendent sprinklers in one experiment and 74° C fast response horizontal sidewall sprinklers in the other experiment. In the experiments at airflows of 0 and 0.76 m/s, sprinklers were located directly above the fire and 2.4 m upstream and downstream of the fire. The sprinkler directly above the fire was the only sprinkler to operate with no discernible difference in the suppression capability of the pendent and horizontal sidewall sprinklers. In the experiments at airflows of 1.5 and 2.5 m/s, sprinklers were located directly above the fire and 2.4 and 4.8 m downstream of the fire. The sprinkler located 2.4 m downstream was the only sprinkler to operate with the horizontal sidewall sprinkler being more effective in extinguishing the wood crib fire. The average response times of the sprinklers at airflows of 0.76, 1.5, and 2.5 m/s were 3-1/2 times the average response time of the sprinklers at 0 m/s. The results of this study will help enhance the safety of the nation's miners.

Previous mine incidents show weaknesses in mine rescue preparedness from poor training in decision making, leadership and incident command center (ICC) protocols. Computer simulations offer a larger range of training opportunities for mine rescue teams focusing on exploration and communications. The mine rescue simulator developed by the Colorado School of Mines and Rite Solutions Inc. utilizes four computers for the instructor and team, with the instructor monitoring the team?s progress. As the team explores, it relays information back to the Fresh Air Base, which then reports to the ICC. This forces a three-step communication procedure, enhancing the team?s overall communication skills and developing ICC protocols. The simulator is decision-based, demanding team decisions be made quickly. Upon completion, teams commented positively. Generally, participants said that the simulator is useful for learning how to communicate and make decisions during mine rescue emergencies. This mine rescue simulator improves team training, providing effective communications practice with an easy setup and no production interruption.

Future ore reserves of major gold producers in North America and elsewhere will consist of refractory gold ores. About 60 % of the current U.S. gold production is mined in Nevada. Several of the large gold operations in this state indicate that 40 to 90 % of their future ore feeds will contain refractory gold. To compound problems, average head grades for refractory U.S. gold ores have fallen from 8 - 9 g/mt to about 4 g/mt by 1991. In Latin America, 52 % of the gold operations will require milling for optimal recovery. Deeper reserves are, like in North America, refractory. Particularly in hard, (semi)refractory sulfide ores, many operations may experience substantial decreases of gold recov­ery. For example, Martins et al. (1991) report that at an Austra­lian mine, sulfide ore treatment led to 4 - 10 % lower gold reco­veries as the work index increased from 8 kWh/t to 14 kWh/t and the grind coarsened. Many refractory ores should actually be classified as semirefractory since a fine sulfide fracturing and liberation would make 80 - 90 % of the gold cyanide leachable. However, conventional comminution is often prohibitively expensive for these ore types.
