A financial-economic model incorporating physical, market and policy variables has been developed for mining investment in Bolivia. Additional risk criteria emanating from political instability, new mining legislation, recent environmental regulations and a new minerals taxation system are accounted for and are integrated into the investment decision model. Results of the model indicate that geologic and market variables have the dominant effect on the investment-worth function. Among policy variables, exchange rate and taxation policies have the most significant influence. Depreciation allowance for infrastructure development has negligible weight in the investment-worth function. The business structure of the firm considering investing in the Bolivian Polymetallic Project, is found to be an instrumental factor in the investment-worth outcome.

This work evaluates the effectiveness of similitude theory in predicting the draft of a rubber tire loader’s bucket during initial penetration. The work uses 1:16 and 1:8 scale models of an 18-t capacity load haul dump, scaled with the Buckingham Pi theorem, to evaluate the prediction of draft and penetration under different operating and different dynamic conditions. We hypothesized that the observed relationships between draft and longitudinal penetration and the operating and dynamic conditions will hold true for an upscaled model. Similarly, we hypothesized that the results of experiments conducted with the smaller scale model should predict the draft on an upscaled model.

The handleability monitor has been specifically designed to provide a simple, rapid and on-site assessment of the whole or part consignment of a coal blend in its ‘as-received’ condition. Evaluation has been carried out at a number of coal-handling plants, on both metallurgical and power station coals from a variety of sources world-wide. The results which are used to predict which coals could routinely pass through a handling plant at line capacity, without causing blockage or delay, have also been correlated with moisture, ash and size analyses of the coal to develop a predictive model of handleability.

The oxygen consumption method utilises an oxygen sensor to monitor the gas-phase oxygen concentrations in sealed chambers filled with reactive waste rock with subsequent confirmation of the oxygen content by gas chromatography. Results of experiments utilising low sulphide (<0.5w1%) waste rock yielded reproducible oxygen consumption rates on the order of 10-10 mol O2.kg-1. s-1. Petrographic analysis of the waste rock material indicated that the dominant sulphide mineral is pyrite (FeS2). Assuming a stoichiometry of 1.75 moles of O2 per mole of SO4 sulphate release rates were inferred to be between 6 and 18 mg SO4 kg-1 wk-1 Typically these results are 2 to 3 times greater than measured sulphate release rates from humidity cells. Our findings suggest that this techniques offers a rapid. cost efficient method for determining sulphate release rates in waste rock piles, even at low sulphide concentrations.

Zeolites are crystalline, hydrated aluminosilicates of the alkali and alkaline-earth metals. Their crystalline framework is based on a three dimensional network of SiO4 tetrahedra with all four oxygens shared by adjacent tetrahedra. The alkali and alkaline-earth cations are loosely bound within this framework structure and may be exchanged, to varying degrees, with other cations or molecular water. Most zeolites can be reversibly dehydrated. At present, close to 40 natural zeolite minerals have been identified and over 100 zeolites have been synthesized. Zeolites are a family of hydrous aluminosilicate minerals whose physical properties provide unique features for a wide variety of practical applications. Zeolites have been known for more than 200 years, but it was not until the middle of this century that their economic potential and widespread occurrence in sedimentary rocks were known. Since 1950, literally thousands of articles and patents have appeared in technical literature, and commercial pro¬duction of natural zeolites may now exceed 1 Mt worldwide an¬nually. In the past 40 years, the zeolite mineral group has changed from that of a museum curiosity to one of an established industrial mineral commodity. According to Breck (1974), zeolites are characterized by the following properties: 1) High degree of hydration, 2) Low density and large void volume when dehydrated, 3) Stability of the crystal structure of many zeolites when dehydrated, 4) Cation exchange properties, 5) Uniform molecular-sized channels in the dehydrated crys¬tals, 6) Ability to adsorb gases and vapors, 7) Catalytic properties. All zeolites are molecular sieves, but not all molecular sieves are zeolites. Activated carbon, activated clays, alumina powder, and silica gels are also molecular sieves. Molecular sieves are materials that can selectively adsorb molecules on the basis of their size, shape, or electrical charge (Clifton, 1987). Commercial application of zeolites is based on the following physical properties: molecular sieving, ion exchange, adsorption, and catalysis. Potential commercial utilization includes hundreds of possible applications. The principal uses at this time, however, are as fol¬lows: -Ammonium-ion removal in waste stream treatment, sewage treat¬ment, pet litter, and aquaculture, -Odor control, -Heavy metal ion removal from nuclear, mine and industrial wastes, -Agricultural use, such as soil conditioner and animal feed supplement. An estimated 800 kt to 1 Mt of natural zeolites were produced and consumed worldwide in 1991. Eight small operators reported collective production and consumption of an estimated 18 kt of natural zeolites in the United States during 1991, mostly for feed additives and for odor control, aquacultural, agricultural, catalytic, and ion exchange applications (Eyde, 1992).

4.1 INTRODUCTION There have been numerous methods developed for predicting the final subsidence and final displacement profiles (Voight and Pariseau, 1970; Brauner, 1973a; Kratzsch, 1983). But for discus- sion purposes, they can be classified into six categories: theoretical, profile function, influence function, graphical, physical, and numerical modeling. The theoretical method employs mainly continuum mechanics theories and attempts to explain the mechanisms that lead to sur- face subsidence. Many models using nearly all kinds of material behavior have been developed. These include elastic (Salmon, 1963; Berry, 1964), plastic (Pariseau, 1968), viscoelastic (Iman, 1965), and elastoplastic (Dahl, 1969). The Profile Function Method is essentially a method of curve-fitting against the measured subsidence profiles in a particular mine or region. There are more than 20 profile functions developed empirically for nearly all major coalfields in the world. These include, to name just a few representative ones: Hungary (Martos, 1958), Japan (Hiramatsu and Oka, 1968), Russia (Avershin, 1947), United Kingdom (Wardell, 1965), and USA (Peng and Chen, 1981; Karmis et al., 1984). The NCB&apos;s graphical method in the subsidence Engineers&apos; Handbook (1975) also belongs to the profile function method. The influence function method was first proposed by Bals (1931/1932). It was further developed in various periods and stages by Knothe (1957), Liu and Liao (1965), Brauner (1973a) and Marr (1975). This method is now widely used in various parts of the world. The physical models include sand (Litwiniszyn, 1959; Pariseau and Dahl, 1968) and gelatin (King and Whetton, 1958; Khair et al., 1986). They are used mainly to study the parameters that control subsidence behavior. The most popular numerical method is the finite element technique. It can simulate nearly every conceivable material behavior, inhomogeneity, bedding planes, anisotropy, and various boundary conditions. This versatility is absolutely necessary considering the ever-changing geologic and mining conditions encountered. In the following sections, only those methods that have been applied to US coalfields will be discussed. Furthermore, the methods for prediction of several key parameters such as maximum subsidence, maximum possible subsidence, and maximum displacement are discussed first, because they are the key parameters to be used in the profile function, influence function, and graphical methods.

Two weathering procedures are being developed by the Acid Drainage Technology Initiative in cooperation with federal agencies(OSM and EPA). Objects are to: (1) standardize existing humidity cell and leaching column procedures; (2) improve test methods by maintaining a carbon dioxide enriched environment needed to optimize carbonate mineral dissolution, and quantifying particle size variables to evaluate reaction kinetics, and (3) provide flexibility in test method implementation consistent with EPA guidelines for Performance-Based Measurement Systems. Preliminary results indicate the CO2enriched leaching environments produce alkalinities that are similar to field observations and greater than the tests run under atmospheric PCO2. Leaching columns produce higher alkalinity than humidity cells.

In collaboration with Kennametal Inc. and corry rubber corporation, the U.S. National Institute for Occupational Safety and Health (NIOSH) developed a drill bit isolator to address noise overexposures associated with roof bolting machines in underground coal mines. NIOSH laboratory studies confirmed that the drill bit isolator reduces noise during drilling. Field studies were needed to confirm that a noise reduction could be obtained under working conditions and that the device was sufficiently durable. This paper reports results of field tests of the device conducted at five underground coal mines. Noise reduction was assessed by comparing the operator?s noise exposure during drilling with and without the drill bit isolator. Durability was assessed by recording the number of holes and total feet drilled with each bit isolator until either the test period ended or the device failed. The results from these tests showed that the device is an effective noise control in a mine environment. The field-tested drill bit isolators provided a noise reduction of 3-5 db(A). Of nine devices tested for durability, five exceeded 610 m (2,000 ft) drilled and two exceeded 762 m (2,500 ft) drilled before failure. Durability issues found in the field tests led to final production optimizations that have resulted in a commercially available product for drilling with 35-mm- (1.3-in.-) diameter roof bits and hexagonal drill steels.

INTRODUCTION Dry concentration or pneumatic cleaning uses air currents as the separating medium. Pneumatic cleaning in the United States today is limited to three or four operations. In fact, the quantity of bituminous coal cleaned pneumatically has declined from its peak in 1965 of about 25.4 million tons (23.1 Mt) to its current level (1988) of less than 4 million tons (3.64 Mt) annually, as shown in Fig. 7-9 1. In 1940, pneumatic methods accounted for 15% of the bituminous coal and lignite cleaned in the United States as given in Table 7-32. Currently, pneumatic methods account for less than 2%. The largest air plant was built in Pennsylvania about 1968 with 14 units processing 1400 tph (1280 t/h) of 3/, in. X 0 (19 mm X 0) raw feed and two additional units retreating middlings. This same plant is one of only three or four plants still operating air-cleaning devices in the US. A wet plant was added in 1985 to increase the efficiency of cleaning the fines. The air plant is still used as a scalping operation for the coarse material. Five additional operations are either no longer in production or have discontinued the use of air tables within the last year. Wet cleaning methods are now being employed at the facilities that have discontinued air table operation. he advantage of dry cleaning techniques is the low moisture content of the clean coal product. However, to decrease respirable dust, mining operations must use water sprays on modem mining equipment. This water adds to the moisture content of the run-of-mine coal and decreases the effectiveness of dry cleaning processes that rely on low surface moistures in the feed to allow for good separations. Wet cleaning methods are preferred, especially since they also allow for much sharper separations. The advantage of dry cleaning techniques is the low moisture content of the clean coal product. However, to decrease respirable dust, mining operations must use water sprays on modem mining equipment. This water adds to the moisture content of the run-of-mine coal and decreases the effectiveness of dry cleaning processes that rely on low surface moistures in the feed to allow for good separations. Wet cleaning methods are preferred, especially since they also allow for much sharper separations. Despite dry concentration&apos;s drawbacks, research has continued into dry concentrating methods, including both electrostatic and magnetic separation techniques. The real application for future dry cleaning processes is probably at the power plant between the pulverizer and the boiler feed where particles are already dry and ground to fine sizes (- 200 mesh [ -0.075 mm]), increasing the effectiveness of the separation and also, possibly, increasing the liberation of clean coal from finely disseminated impurities. From a utility&apos;s viewpoint, pneumatic cleaning offers the best delivered Btu cost, based on the premise that a percent of moisture is just as detrimental as a percent of ash. Silica in the form of sand and sandstone is one of the most common, and at the same time, unique industrial minerals. Found in every rock type of every geologic age and virtually everywhere in the world, silica is used in products that touch just about every aspect of daily life. Imagine a world in the 1990s without computer chips, fiber optics, or glass, and you have just begun to understand how important silica is to the quality of life we enjoy. The elements silicon (Si) and oxygen (0) comprise roughly 60% of the earth&apos;s lithosphere to a depth of about 16 km. The crystal structure of silicon dioxide consists of one atom of silicon bonded to four surrounding atoms of oxygen to form a three-dimensional network of SiO, tetrahedra. This network makes up the mineral quartz (Murphy and Henderson, 1983), the most common detrital mineral in most sandstones. Quartz is also a major constituent of many igneous and metamorphic rocks and is widespread as a siliceous cementing agent in various rock types. Although quartz is common, sandstones, quartzites, and pegmatites and the unconsolidated sediments derived from them that have a silica content high enough and pure enough to meet today&apos;s market demands for quality and consistency are not common. USES AND SPECIFICATIONS Silica sand that is mined and processed for industrial uses must conform to the chemical and physical specifications set by customers. In the United States almost half of the silica sand produced is used in the manufacture of glass. Other important products include foundry sand, ground silica, blasting sand, and fracturing sand. Glass Sand Silica is the principal glass-forming oxide in a glass batch. Glass manufacturers develop model specifications for each source of silica sand used. These specifications broadly define the limits and ranges for chemical and physical properties of the sand and are used by the manufacturer in calculating the desired batch mix or formula. Some specifications may be critical to a glassmaker and require very stringent limits on the quantity of impurities in the sand. For example, the total iron oxide content of a batch is extremely crucial when making white or flint glasses (Mills, 1983). Iron is present in almost every raw material used in a glass batch and must be carefully controlled in order to obtain a consistent color in the finished product. It is difficult, however, for a raw material supplier to tightly control the chemistry of a naturally occurring material such as silica sand. To a great extent the commercial quality of a sand is determined by its geologic history. Realizing this, glass producers tailor their model specifications to each source of approved material. In general, a glass company is concerned most about the consistency of raw materials on a day-to-day basis. Soda-lime-silica glass was the earliest type of manmade glass (Baker-Can, 1967) and still accounts for most of the glass manufactured for commercial use today (Mills, 1983). It is relatively easy to melt and shape and is less expensive per ton to produce than most other types of glass (Baker-Can, 1967). Soda-lime-silica glass is used in fabricating containers, flat glass products, incandescent and fluorescent lamps, glass fiber, and many other products. Heavy minerals such as ilmenite, leucoxene, kyanite, and zircon are impurities on which strict limits are placed for a glass batch. Because of their refractory nature they either do not melt or only partially melt, which results in stones or feathers in finished glass. Aluminosilicates such as kyanite also contribute unwanted alumina to the batch as they partially melt. Limits are especially rigid for refractory mineral grains coarser than 0.60 to 0.425 mm (30 to 40 mesh). [Tables 1 and 2] present typical specifications for silica sand used in flat glass and container glass products. The percentages shown represent an average of many companies7 specifications.

A study consist in 20 column leach tests was performed for the "EI Arco" Copper ore deposit, located on Baja California, Mexico. The main purpose was to define the basic criteria like recovery and sulfuric acid consumption, for a commercial heap leach system design, to process the oxide Copper (Chrysocola) of the deposit. Leach parameters such as, amount of sulfuric acid in the cure solution, cure technique, particle size of the material, leach solution&apos;s flowrate application, leach solution&apos;s acid strength and height of the lifts, were evaluated to choose those parameters in which the results were the best ones for that particular design.

15.1 INTRODUCTION The mine development process, as discussed in Chapter 2, is a series of data gathering and analysis steps. As the mine development process proceeds, information about the geology, mineability, and metallurgy of a particular deposit is continually generated, along with environmental information regarding project permitting status. As data are obtained, checkpoint evaluations are typically conducted to determine the economic viability of the particular deposit. Although the project evaluation process was discussed at length in Chapter 2, a brief review of the process is presented here to "set the stage" for the discussion on economic analysis of heap leach projects. Figure 15.1 (MacKenzie, 1980) presents an overview of the sequential process of mine development. Once the deposit is discovered or acquired, an initial delineation program can be undertaken to expand the project&apos;s geologic, mining, and metallurgical data base. At the end of this initial program, the direction of the project is evaluated. The company can either abandon the project, postpone it, develop and mine it, or gather additional data in hopes of improving the project&apos;s economic viability. If the company continues gathering data, then another decision point and evaluation will be required. This process may continue until the company either decides to postpone the project or develop and mine it. A project may be postponed indefinitely, typically in hopes of improved metals prices. Certain holding costs, such as land or royalty payments, may be associated with postponement. In general, once a company goes through two evaluations, the project is less likely to be abandoned. For this discussion, it is assumed that the company will undertake initial, second, and third delineation programs to gather sufficient geologic, mining, metallurgical , and environmental data to justify a positive production decision from the second or third economic evaluation. The objectives of the first delineation program will be to confirm and expand upon the available information about the deposit. During the second delineation program, development funds should be directed toward identifying the critical project items (i .e., ore reserves, mineralogy, mineable grade, metallurgical recovery, etc.) that must be resolved before making the production decision. This second economic evaluation can be used to determine which metallurgical concept will be applied to the project: heap leach or a traditional agitation-type leach plant. If the proper work has solved key project concerns in the second program, a production decision may be made from that evaluation.

The paper describes the capabilities of a micro-computer-based real time data acquisition system for monitoring and control of mine environments. Applications of such a system for monitoring the ventilation and air quality of a mine is outlined. The paper discusses the results of running a monitoring system with various environmental sensors in a simulated mine environment. The sensors used in this study are: carbon monoxide (CO), carbon dioxide (C02), nitric oxide (NO), nitrogen dioxide (NO2), sulphur dioxide (SO2 ), methane (CH4 ), air flow, absolute pressure, temperature and relative humidity. A performance evaluation of the monitoring system and sensors is presented.

Abrasives are substances both natural and synthetic that are used to grind, polish, abrade, scour, clean, or otherwise remove solid material usually by rubbing action (as in a grinding wheel), but also by impact (pressure blasting). Facts about the discovery, early use, adaptation, and development of abrasives prior to the 20th century are few. From the sparse, earliest information that is available, it would appear that the science of abrasives began when, to fashion his tools, man began to select certain kinds of rocks in preference to others because of their peculiar properties. There is evidence that stones were sawed by some sort of grinding machine as early as 4000 BC in Egypt. The real expansion of abrasives use coincided with the beginning of metallurgy in the Middle East around 2000 BC. The earliest confirmed use of abrasives for grinding metal comes from a steel dagger found along with a sharpening stone which was dated at about 1500 BC. Natural and manufactured abrasive substances play an important role in fashioning and finishing numerous products with a wide variety of end-use applications. The mining and preparation of crude, natural abrasives for their markets and the manufacture of synthetic and other abrasive materials contribute significantly to the US economy (Table 1). In addition, just as sawing to specific dimensions enhanced the value of the Egyptian stone, the use of abrasives in fabrication of modem products, and the addition of abrasives to others, add value. GENERAL CONSIDERATIONS The most important physical properties of materials that qualify as abrasives are hardness, toughness (or rigidity), grain shape and size, character of fracture (or cleavage), and purity (or uniformity). To fabricate bonded abrasive products such as grinding wheels, additional considerations include stability under high heat and bonding characteristics of grain surfaces. The economic factors of cost and availability are always important. No one singular property is paramount for any use. For some applications extreme hardness and toughness are needed, as in diamonds for drill bits. For other uses, factors of greatest importance are hardness and ability to break down slowly and, in the process, develop fresh cutting edges when grains become worn. In garnet sandpaper, for example, highly cleavable, friable, or extremely tough grains are not desirable. For other uses, extreme hardness may be objectionable. Abrasives for dentifrices and for glass-cleaning soaps are cases in point. For the most efficient uses in more critical applications, different types of abrasives are rarely completely interchangeable. While crushed quartz and garnet are both used in sandpaper, the two abrasives are not at all interchangeable in their applications. In the final analysis, the choice of a high-grade abrasive depends upon the quality and quantity of work performed by the abrasive per unit of cost. Initial cost of an artificial abrasive may be much greater than that of a natural abrasive, but the artificial mineral may do so much better work and do it so much faster that the ultimate cost is less. It is for this reason that artificial abrasives have largely replaced natural abrasives.

To help solve problems associated with the optimization of complex coal preparation systems, a mathematical model has been assembled which can simplify calculations pertaining to the core of the plant, i.e. the coal cleaning section. It uses algebraic expressions, derived by fitting hyperbolic equations to Mayer curves, to calculate optimum settings for a specified array of coal cleaning units and feeds. This is done without search procedures, and with usually only minor iteration of a simple calculation to specify optima within 0.02% of specified product ash contents. The key to the calculation is a relationship derived via the analytical geometry of conic sections facilitating easy application of the incremental ash theory of separations. The model has been assembled in a generalised form to cater for N processes in parallel, each giving M separations to produce P final products. Examples are given involving assessment of some complex circuit options.

Serpentinite minerals are available in large quantities from asbestos mining activity. The granular or fibrous serpentite, at temperatures greater than 700°C, will recrystalize into olivine, forsterite and enstatite. These minerals have been used and studied for decades and are environmentally safe. The thermal process changes the composition and properties of the original mineral. Therefore, the substitution of the original mineral cannot simply be made and the applications for these new synthetic minerals need to be redeveloped. The two original mineral forms allow a wide range of new synthetic raw materials which can be adjusted to specific applications or custom needs.

The rapid acceleration and sweeping consequences of what we have all come to characterize as "the ecology movement" has marked a period of serious trial and challenge for the mining industry. It has blossomed into a major factor in our daily business and added a significant new dimension to the problems we must meet and overcome as businessmen. It has become an important new consideration at a time when we must continue to cope with our traditional problems such as rising costs, competition at home and abroad, and the always vital necessity to continually develop new and better technology to produce more minerals more efficiently and more economically. The body of law embracing environmental quality control grows each day, becomes more complex and offers more contradictions. And there is little relief in sight. The requirement to comply with sound environmental regulations -- or challenge unrealistic legislation -- has placed a major burden on the private sector. The economic significance of enacted and proposed environmental regulation is pressing management in the mining industry to some hard decisions -- basic day-to-day business decisions and decisions which acknowledge the undoubted long-term effects of the new laws.

Networks of monitoring wells were established prior to mining at four longwall mine sites in the Appalachians to monitor the effect of mining on water levels, water quality and well yield. Two of the sites were located in stream valleys and the other two sites were located on hilltops. The depth to the mined seam ranged from 500-850 feet with the deeper cover being associated with the hilltop sites. Maximum declines in groundwater levels during and after mining were an order of magnitude less in the stream valley aquifers than in the hilltop aquifers. However, water levels in hilltop wells located outside the area immediately above the panel were unaffected. Water quality changes in wells as a result of longwall mining were negligible at all four sites. Increases in aquifer transmissivity and well yield were much more pronounced in the stream valley aquifers than in the hilltop aquifers. The significantly larger recharge area for the stream valley aquifers than that for the hilltop aquifers may partially account for the differing responses of these two classes of aquifers to longwall mining. These observations appear to be consistent with the stress-relief fracture model for Appalachian Plateau groundwater hydrology proposed by Wyrick and Borchers in 1981.
