Latin America is in the path of economic growth characterized by increased privatization, joint-venture projects, and reduced trade barriers. Privatization is changing the industrial operating mode from Government-owned/Government-operated to a privately-owned/government-regulated regime. The establishment of joint ventures, such as in construction and management of infrastructure, energy and mining projects, and deregulated industries (electricity/gas/ telecommunications), is now a common practice in the region. These changes, coupled with the growing awareness of environmental protection issues, have led to a sincere effort on the part of the countries of Latin America to establish reasonable environmental regulations and controls (RERCs) for all industries, including mining and energy, for the benefit of present and future generations. However, RERCs require further consideration of many factors with respect to environmental, geologic, economic, and social impacts in the region. The process must find a balance between the need to sustain profitable operations and the need to adequately protect the environment. While striving to find a balance between continued industrial profitability and environmental protection, the RERCs must be scientifically sound, pragmatic, flexible, and enforceable. There has been worldwide attention focused on the environment, and international symposia have been held on such issues as global warming, water pollution, air pollution, and hazardous wastes. Organizations such as the United Nations (UN) and the Organization of American States have performed rather extensive studies on the environment for various industries and activities, and have developed some broad general plans to address environmental concerns. This technical information is available for the asking, and should be considered a starting point for countries embarking on the passage and enforcement of their own RERCs.

Tunnel contracts often include provisions for pre-excavation probing and grouting for areas ahead of the tunnel heading. If grouting triggers are met, tunneling stops, and grouting is performed. There is substantial variation within the underground industry on what criteria are applied to the grout verification hole that is drilled post-grouting and before excavation resumes. The criteria for determination of the effectiveness should be dependent on the geology and local hydrogeologic conditions. The purpose of this paper is to present specific criteria that can be used by a practitioner to determine whether tunneling can resume or if additional grouting is required.

In virtually all jurisdictions, comprehensive environmental protection regulations or standards are in place that apply to all industries, including mining. The only other legitimate mine-permitting concern is post-mining land use (PMLU). PMLU includes all uses of land after mining as well as the ecosystems appropriate for those uses. Although flawed, the New Mexico Mining Act (NMMA) of 1993 is a PMLU-based permitting statute. It requires measures during closure that will establish a PMLU or self-sustaining ecosystem for each mine unit. PMLU-based permitting avoids prescriptive, one-size-fits-all measures and keeps permitting focused on the legitimate goal of responsible land management..

Twin 8.5 m diameter, 10 km long headrace tunnels under overburdens of up to 1870 m were excavated for the neelum jhelum hydroelectric project in north-eastern pakistan using two main beam gripper tunnel boring machines (tbms). Rock bursts were encountered and presented a significant danger to personnel and equipment. Micro seismic monitoring was installed to analyze rock burst characteristics and to create a database for future reference. Correlation of rock burst characteristics improved the ability to predict the likelihood, location, severity, and number of rock burst events. Compagnie Minière Espérance mines a primary gold orebody in an openpit. The ore is processed through crushing, primary gravity concentration, grinding and secondary gravity separation, generating tailings with remaining fine gold. Analysis of the material in the pond has indicated a residual gold grade sufficient to justify a chemical treatment process to recover the gold. However, direct cyanidation would require a prohibitively large installation for the site, which is located in a remote rainforest environment. It was decided to test the feasibility of preconcentration using flotation. As lab tests proved up the technical feasibility of the flotation process, an on-site pilot operation was carried out to assess the continuous circuit performances, define the best configuration and obtain enough data for industrial circuit sizing. Data collected during the pilot campaign was used for calibrating a process simulator built with the USIM? PAC software. The simulator validated the feasibility of upgrading the existing plant, including the reprocessing of tailings to obtain an acceptable fine gold recovery from a small amount of concentrate.

Marble is a preferred surfacing material in up-scale buildings. Its use increased in the 1870's with rising national wealth and declined in the 1950's when synthetic materials for these applications were developed. Natural marble is now limited to high-end domestic and commercial structures. Cultured marble is a paste of white marble dust and polyester resin cured in molds yielding fixtures of specific finished dimensions. Dyes incorporated at different stages in the mixing cycle mimic shades and veining of natural marble. This paper discusses the filler requirements for cultured marble production and reviews new techniques to cut and finish natural marble.

The high temperature (180-200 OC ) pressure oxidation (02 - HzSO4) process for the recovery of gold from refractory concentrates (FeS2/FeA8S) is simulated with the aid of a computer model. The model centers on the continuous operation of a multi-stage horizontal autoclave. In particular the effects of key process parameters controlling the autogenous operation of the autoclave are critically examined. The building elements of the model are (i) the continuous particle size distribution function of the concentrate, (ii) the residence time distribution function of the slurry and (iii) the shrinking core kinetics. Conversion is calculated on the basis of the segregated flow model. For the calculation of the particle size distribution at the exit of each compartment the population balance model is employed. The effects of feed rate, feed preheating, cooling, autoclave configuration and rate limiting regime (chemical reaction vs. gas-liquid mass transfer) on the autogenous steady state operation are discussed. Finally optimum reactor design and operation criteria are indicated.

This paper describes some concepts developed in a geologic data recording system at the Victoria, Nevada breccia pipe-skarn copper mine. The recording system is not fundamentally new, but represents expansion of earlier ideas. The paper is based on the philosophy that a high quality geologic data base is necessary and that it should be complete, clear, standardized, neat, quantitative, and readily useable. It may be multi-colored or simply black and white. Graphic, descriptive and quantitative recording of data is essential. A format for core logging is presented and discussed and as well as a multiple overlay system for recording data gathered in surface mapping.

I found the article most interesting and timely. I consider it imperative that mine case studies like this one are undertaken and published so that the practicing mining engineer and geologist can obtain a better idea of what is the preferred estimation and grade control technique to use, given the site-specific geology, grade distribution, etc. Mining companies, with operating gold mines, need to be encouraged to either initiate such a study in-house or support a research project by financing a graduate student at a local university. The latter method is preferable since it not only provides research support but also an excellent training opportunity for young mining engineers and geologists. Ideally, what is needed is exploration drill-hole, blasthole, and mine production data that can then be used to assess the efficiency of different estimation and grade control methods by comparing the results obtained using the drill/blasthole data with the actual production data. It is hoped that more mining companies will realize that the rewards from this kind of research greatly outweigh the sometimes perceived problem with releasing data to a university. I noticed that the authors used the blasthole data to represent the actual values, the validity of which relies heavily on the two key assumptions with regards to blasthole assays and in-pit ore-waste selection procedures. Could the authors comment in more detail on these assumptions and what criteria they used to check the validity of the assumptions? Since the article was published, have the authors had the opportunity to compare their estimates with the actual production data? It would be interesting to compare other estimation methods with OK and IK. For example, how well did the polygonal method used at the mine compare with the results given in the paper? I would like to mention that B.L. Kwa completed a similar study (Kwa and Mousset-Jones, 1986) using exploration drill-hole, blasthole, and production data from the Alligator Ridge mine in Nevada. The study compared a variety of estimation methods, including IK, and the final results are shown in Fig. 1. The IK method exhibits the smallest difference between estimated and production results and is closely followed by the indicator moving window (Ind MW) method. Reply by Y.C. Kim We do concur with Professor Mousset-Jones with respect to the merit of such case studies performed at a local university. In answer to his request for comment on the validity of the two key assumptions made in our paper, we can only say that these are reasonable assumptions that are very difficult to validate. The assumption of blasthole assays being accurate can be partially validated by a careful analysis of the nugget component of blasthole variograms. The assumption that the in-pit ore-waste selection procedure in use was an effective one can only be validated through comparison between the mine estimates of ounces of gold versus the actual recovered ounces of gold at the mill. Neither one of these two assumptions has been validated to date due to several reasons. For example, the mine went through a change in management since the study. Similarly, no compelling reasons have been presented to perform detailed variogram analysis of the blasthole data. We do, however, believe that the obtained results (i.e., indicator kriging performs better than OK in a highly skewed deposit) will remain the same in relative terms, regardless of how valid these two assumptions may be. The most recent com¬parative study by D. S. Lindsey of the Montana College of Mineral Science and Technology also shows a similar ranking between ordinary kriging versus probability kriging, which is an extended version of indicator kriging.

Central Water Integration Project (CWIP) Segment 5-1 is the most critical segment of a regional water supply project that transfers groundwater from Burleson County to northern San Antonio, replacing over 20% of that City’s water supply with a new source. CWIP Segment 5-1 included three tunnel reaches totaling 10,350-ft and 5 shafts that were constructed inside the City in an area known to contain large karst features. This paper describes site work used to investigate the alignment for karst features, manage potential environmental impacts, develop the contract package required for mitigation and the means and methods used to mitigate the large karst features that were encountered.

INTRODUCTION Essentially three strategies are pursued in parallel for protecting the underground working force in mining against the consequences of methane ignitions which might lead to explosions: • Sufficient ventilation for avoiding the formation of explosive methane-air mixtures. • Avoiding sources of ignition caused possibly by electrical equipment or friction. • Structural explosion protection for limiting explosion propagation to the farthest-going extent for the case that methane is fired because of failing of the above preventive measures taken. The corresponding methods taken in mechanized roadheadings with point-attack roadheaders in German coalmining are subject of this paper. VENTILATION In ventilation of roadheading sites the following is to be considered in respect of methane control: • Sufficient air flows by volume being cycled to the heading face for diluting released methane to safe concentrations. • Sufficient local air velocities for effective mixing of methane and air in the whole heading site, in particular directly on the heading face and underneath the roof. Furthermore, ventilation needs to be laid out in a way that cut- ting does not result in health affecting dust exposure at any working place. Accordingly, the ventilation systems shown on Fig. 1 including primary and, if necessary, secondary auxiliary ventilation air ducts as well as dedusters, are used in roadheadings. This equipment is run according to the following principles: • If the roadheader is at standstill, the heading face is ventilated by the free air jet from the blowing duct closest to the face. In this operation phase the deduster is shut-down. • During cutting, the exhaust of the blowing air duct is automatically closed, and the deduster is taken into operation. The in- coming fresh air is now locally discharged via a lateral orifice, or distributed by Coanda-type ducts from the primary or secondary ventilation air duct. In this way, a stable dust wall not disturbed by the jet of the air duct is formed in front of the heading face. Only the ventilation air stream taken in by suction of the close-to-face deduster is passed through the inby zone of the heading face (over approx. 20 m). The clean exhaust of the deduster is dischayed to the roadway in some distance outby. Immediately at the heading face, methane accumulations possibly released by cutting are diluted by compressed-air jets from air-movers located near the roof which assure more rapid motion of the air without distuhing the dust wall. • In the zone of overlapping of primary and secondary duct and the deduster - that zone possibly is poorly ventilated during cutting - sufficient local air speed is assured by Coanda-type ducts or additional ventilation jets for avoiding methane accumulation. The regulations of the inspectorate specifies geometrical conditions to be met with these configurations of ventilation equipment. In-seam roadways are ventilated at rates > 0,5 m/s. For dedusters, present-day ventilation air flows are of 600-800 m+/ min. Ventilation monitoring and control is assured by units for measuring methane and ventilation air flows. If pre-set thresholds are exceeded or fallen short of, these measuring units shut-down - dependent on potential hazard - any not intrinsically safe electrical equipment in the roadheading, either totally or in limited zones. In addition, CO-measuring units near the roadway en- trance serve for early detection of mine fires. In spite of this ventilation layout and the equipment used and in spite of the water spray systems on the cutting head (discussed later in this paper) several cases of methane ignition and subsequent burning off (however, no explosions) have been recorded in the recent past. Therefore, the above-described ventilation is nowadays complemented in many cases by machine-mounted ventilation equipment for the immediate surroundings of the cutting head. Ventilation of the surroundings of the cutting head Investigations carried out subsequent to the above-mentioned gas ignitions have shown that the high ventilation air speed necessary for rapid dilution of methane could not permanently be arrived at in the following zones: • The direct zone of cutting, in particular during sumping. • The floor zone above the debris, predominantly below the cut- ting head. Accordingly, VOEST ALPINE-Bergtechnik, a producer of mining machinery, in cooperation with DMT developed for point- alttack roadheaders a novel machine-mounted ventilation equipment, the Jet-Block" (AERO SAFE Jet-Block) shown on Fig. 2. This system allows to ventilate the above-mentioned critical zones with high flow speeds. One AS Jet-Block is mounted on each side of the boom approx. 0.5 m behind the cutting head. The blocks discharge compressed-air jets with high energy from 10 nozzles per block into the hazardous zones (Fig. 3). Two nozzles of each jet block are tangentially oriented toward the upper circumference of the cutting head, the others are arranged fan-like with orientation to the heading face underneath the cutting head and the debris. With the rapid development of renewable energy technology, such as electricity reserves to store energy for electric and battery-electric vehicles, environmentally friendly energy sources are expected to continue to be tapped to meet mobility and stationary energy needs. Lithium is the most attractive candidate for energy storage development. The presence of lithium in the Sidoarjo mud in Indonesia makes it interesting for use as an alternative source of raw material. In this research work, sulfuric acid was used as a solvent, and hydrogen peroxide as an oxidation agent. Lithium recovery was studied with a leaching process at various temperatures (30, 45 and 60 °C) and sulfuric acid concentrations (0.5, 1, 2, 3, 4 and 6 mol/L). Increases in temperature, sulfuric acid concentration and hydrogen peroxide concentration were found to directly affect the lithium recovery. An increase in sulfuric acid concentration is directly proportional to the recovery of lithium in the solution. Optimum conditions were obtained at a sulfuric acid concentration of 6 mol/L and temperature of 60 °C. The shrinking core model was used to study leaching kinetics, and ash layer diffusion acted as a rate-controlling process. The activation energy of the leaching process was found to be 38.90 kJ/mol.

The SART process has been developed for Teck to treat bar­ren solution from the cyanidation/CIP process that has been developed for the Lobo-Marte project in Chile. The objective of the process is to recover cyanide in a form that is suitable for recycling to the leaching part of the process. The Marte and Lobo ore bodies require a dosage rate of about 2 kg/t NaCN, of which only 0.5 kg/t is truly consumed (as thiocyanate, cyanate and ferrocyanide species). The remaining -1.5 kg/t is present as cop­per cyanide (-1 kg/t) and free cyanide (-0.5 kg/t), and is poten­tially recoverable and recyclable. SART is an acronym that describes the unit operations in this cyanide recovery process; namely, .. Sulphidization .. Acidification .. Recycling of precipitate " Thickening of precipitate The basic chemistry has been applied previously, and has also been the subject of two patents (American Cyanamid Company, 1965, Potter et al., 1986). The process involves the conversion of all free and WAD cyanide in solution to hydrocyanic acid by acidification of the tailings solution to pH :s,4, and the conversion of all copper in solution to cuprous sulphide (synthetic chal­cocite) by the addition of a sulphide salt:

The Sacramento Regional County Sanitation District (SRCSD) has undertaken an interceptor expansion program to meet future wastewater needs associated with projected growth over the next 20 years. The Lower Northwest Interceptor (LNWI) will include over 17 miles (27 kilometers) of pipeline including 14 miles (23 kilometers) of dual force main ranging in size from 54- to 60-inch (137- to 152-centimeter) diameter and 3 miles (5 kilometers) of 120-inch (305-centimeter) diameter gravity pipeline. The estimated capital cost for the program is $331 million, with approximately $236 million in construction cost (as of November 2002). The project includes 4,700 feet (1,433meters) of tunnel including 2 crossings of the Sacramento River and one crossing of the Barge Canal, and 11 other smaller tunnel crossings beneath various creeks, sloughs, highways, and railroads. Preliminary design of the tunnels for the LNWI are discussed in this paper. The overall purpose of the preliminary design was to sufficiently define the project to allow planning level cost and schedule estimates to be performed. There have been changes to the project during final design including pipe sizes and configurations, tunnel and pipeline lengths and anticipated flows. This paper addresses only the preliminary design of the LNWI tunnels. Final design issues and changes made since completion of preliminary design are not addressed in this paper.

This study simulates the impact of a shale gas well casing breach near a longwall mine. Field studies are conducted to measure mining-induced permeability changes over the abutment pillar of a longwall mine, and a geomechanical model is developed in 3DEC, a three-dimensional numerical modeling code, to predict the aperture of fractures in the overburden at the study site. The predicted aperture values are used to determine mining-induced permeabilities, and the results are compared with the field measurements. These aperture values are provided as inputs into fracture flow code (FFC), which generates a stochastic discrete fracture network (DFN) model for the study site and predicts the potential shale gas flow to the mine. Results from 100 DFN realizations are statistically analyzed using the bootstrapping method to compensate for notable variation in fracture geometry. The results show a significant difference between the gas inflow for nearby panels due to increase in the induced permeability during mining of the second panel. The average gas flow to the mine was calculated as 4.72 × 10 m3/s (49 cfm) for a hypothetical breach at the Sewickley horizon during the first panel mining, 8.97 × 10 m3/s (19 cfm) for a hypothetical breach at the Uniontown horizon during the first panel mining, 2.16 × 10 m3/s (458 cfm) for a hypothetical breach at the Sewickley horizon during the second panel mining, and 8.07 × 10 m3/s (171 cfm) for a hypothetical breach at the Uniontown horizon during the second panel mining. Depending on the mine ventilation system, this could result in methane concentrations exceeding regulatory limits. Hence, these findings provide insights into the potential risk of an unconventional gas well casing breach near a longwall mine under shallow cover.

This study aims to identify individual elements and to gain an understanding of the surface reaction mechanisms, as well as the properties of precipitated pyrite particles observed during the hydrothermal formation of an ore deposit. A combination of X-ray diffraction (XRD), air annealing in a furnace, scanning electron microscopy/energy-dispersive X-ray spectroscopy (SEM/EDX), and X-ray photoelectron spectroscopy (XPS) was applied to investigate the crystal structure and identify the individual elements, permanence, transformation and chemical/electronic properties of such pyrite.

This paper examines the potential for controlling longwall-induced subsidence by pneumatically backstowing waste rock into the void created by mining. The paper also examines scheduling the process as a unit operation of the mining activity. Based on a review of background literature and interviews with representatives of various mining companies, public-interest groups and state and federal regulatory agencies, a hypothetical case-study evaluation of pneumatic stowing at a southwestern Pennsylvania mine was conducted. The study indicated that current stowing technology cannot keep pace with the production potential of longwall systems in the United States. Further, at the mine used in this case study, concomitant stowing would reduce subsidence by only 50% of what would normally be incurred during full longwall caving, and the longwall coal-production rate would decrease from 3,630 t (4,000 st) per shift in the nonstowing case to 1,360 t (1,500 st) in the stowing case. A preliminary cost analysis reveals that pneumatic stowing would add from $5.79 to $11.57 per t ($5.25 to $10.50 per st) to the operating cost of producing coal at the case-study site.

Over ten years ago, Modular began development and implementation of its DISPATCH System for haulage optimization in open pit mines and now has over two dozen systems in operation worldwide. The so-called 'top down' approach used in system design and implementation was deliberate. This foresight now allows addition of features which would otherwise prove infeasible - without complete system redesign. Until recently, truck and shovel operator input provided timing data needed for optimal allocation. Now, addition of a high-speed, general purpose token ring loop controller and infrared (IR) transponders to each piece of mining equipment automates these important functions. Here, we discuss new devices, systems, and subsystems comprising mining's future.

Powder River Basin (PRB) mines were originally built to serve power plants designed specifically for their: coal. Sulfur was the major concern. Btu content and sodium limited the market for some plants. The PRB market has now extended to plants that are converting from other coals because of the Clean Air Act. These new customers are more sensitive to constituents that affect boiler and precipitator performance. At the same time, the prospect of deregulation is forcing power companies to improve cost controls. Kerr-McGee Coal's Jacobs Ranch Mine has responded to the changing marketplace with an expanded coal quality and customer service program.

Surface mining regulations together with mine and reclamation planning require collection of large amounts of geologic and hydrologic data for both new and existing mines. Recently developed microcomputer software facilitates the integration of this information from computer databases into ground-water flow models. The databases are used to identify areas which require dewatering and/or depressurizing and for generating contour maps of aquifer parameters. Gridded versions of these contour maps are incorporated into finite difference ground-water flow models which are used to design dewatering and depressurizing well fields and to estimate the effects of ground-water pumping and pit progression on local ground-water levels.
