Paper discusses in general terms the techno economic merits of various types of aerated biological reaction systems. The current status of the technology leaves many questions unanswered and hence the choice of the best system to employ is open to discussion. Reasons are given for the choice of the reactor system to be built and operated by Davy McKee. The pilot plant has been designed to provide answers to a number of the questions posed by this technology.

These encompass all adverse effects of oil shale mining, processing, and ancillary developments on the environment. Specific problems concern: land, vegetation, wildlife, water, air, population growth, aesthetics and public emotion; and fall into four categories of: land, water, air and emotion. Land includes excavations, spent shale disposal, loss of vegetation and impact on wildlife and domestic grazing, plant sites, buildings and roads, necessary urbanization and the total aesthetic or visual Impact. Water considerations are: requirements for Industrial and domestic supplies, adverse effect of underground water on mining, avoidance of pollution or adverse effect on surface or near-surface water, and the utilization or safe disposal of liquids. Air problems include dust, smoke and stack gas, Public emotional problems include reaction to the above problems, and misconceptions of oil shale country and an oil shale Industry. Government and industry are aware of the problems, and are seeking solutions. Last year, the three affected states studied oil shale environmental problems and solution costs. Colorado estimated environmental costs would add approximately 7% to construction and 7% to operation. The report suggested research in: (1) Water availability and impact; (2) Disturbed lands revegetation and rehabilitation, including spent shale; (3) Environmental inventory and impact; and (4) Regional development and land use planning. Governor Love appointed a 47-person committee representing Industry, government and environmentalists to attack the problems. Research pro-posals were prepared to focus on each problem. $715,000 state, federal and industry money is being committed. Results should provide data for industrial solutions and equitable agency administration.

The Sikhote-Alin part of the Circum-Pacific Ore Belt is characterized by wide distribution of Sn, Pb, Zn, W; Au, Ag, and other mineralization. This mineralization is regionally associated with the Late Cretaceous-Tertiary East Sikhote-Alin volcanic belt where it overlaps the Taukha accretiollary-wedge terrane of the Early Cretaceous age. The Pb-Zn deposits of the Dalnegorsk ore district may be grouped into the skarn (about 80%) and vein types. The skarn deposits are of major commercial value. Their geological position is controlled by the carbonate units located within tectonic melange of the Taukha terrane. Some other lithological and tectonic factors also play a significant role ill distribution of the mineralization. The ore bodies are traced to the depth of 1000-1500 m below the surface, having a pipe-lens shape and vertical zonation. Major minerals of the ores are galena, sphalerite, pyrrhotine, chalkopyrite, hedenbergite, quartz, and calcite. The minor elements of the Pb-Zn mineralization are cadmium, silver, bismuth, and copper. The paper describes relationships between mineral suites and minor element contents in the ores, as well as their significance for processing the ores. The metallurgy applied allows high recovering of the major components (Pb -93.9%; Zn -91.4%). However the tails contain some minor components that may be of commercial interest.

Mining of Molybdenum at Questa, New Mexico has been accomplished by block cave methods since August, 1983. As caving progresses, a periodic geologic evaluation is made of the rock types present in finger raises on the Grizzly Level of the mine. The production maturity of the cave can be monitored by relating this data to geologic cross-sections through the orebody. The draw point mapping program is a simple and effective tool that is used in making draw control decisions at Questa.

The Chino open pit mine, concentrator, and smelter are located in Grant county in Southwestern New Mexico. Chino Mines Company is a partnership, two- thirds owned and operated by Kennecott Santa Fe Corp., and one third owned by MC Minerals Corp. (Mitsubishi) of Japan. The concentrator, with a design capacity of 37,000 tons of copper-molybdenite ore per day, was commissioned in July, 1982. Further design modifications have resulted in an increase in throughput capacity to 42,000 tpd

The use of explosives in deep rock mining carries conventional blasting technology into a relatively new and unexplored realm. Although bill ions of pounds of explosives are used fairly routinely in mining, quarrying, and construction, almost all of these uses are surface blasting. Most of the in sib processes that are proposed for recovery of mineral or energy resources require the creation of high permeability to provide well defined flow paths in the resource bed. At present there is very little information on the fracturing produced by explosives deep in the earth, and the technology for using explosives in deep rock mining is just evolving. A qualitative understanding of the applicable mechanisms in deep rock fracture leads to some key parameters in the selection of explosives for deep rock mining. The selection and characterization process involves a careful analysis of the field environment and the establishment of tests to determine candidate explosives response to planned and accidental stimuli. The details of this selection and characterization process are given for a few candidate explosives. The use of explosives in deep rock mining must be considered as one of the possible tools for recovery of yet untrapped energy and mineral resources. A basic understanding of explosive deep rock fracture will allow optimum selection of explosive processes or other more appropriate methods for recovery of energy or minerals from a particular resource area. The results of some experimental studies are discussed.

It appears that the competition for increasingly scarce international mining investment capital will continue among developing countries. Indeed, there is growing evidence this competition may be on the verge of becoming destructive and cutthroat in nature. While this may be viewed as good news by short-term, speculative investors, it could have dangerous repercussions for international minerals producers over the long-term. It seems there has been a continuous parade of traveling foreign delegations touting the virtues of mineral investment in one country or another. These pitches all contain the politically correct key words, such as macro-economic reform, political reform, privatization, liberalization of laws governing mining and related investment incentives, reconciliation of ownership and right-to mine issues, and tax reform specially tailored for the minerals sector. Unfortunately, some of the information being trumpeted is based on plans, concepts or hopes for change rather than actual reforms approved by all necessary governmental entities. In yet other situations, the information provided consists of half-truths at best. Too often, potential minerals investors, faced with metals and minerals prices hovering near their recession lows and the need to offset old, high-cost operations, desperately want to believe all they hear about investment alternatives cast in a near-utopian setting. However, the virtues being proffered for mining investment abroad do not eliminate the need for careful scrutiny of subtle variations of traditional risks associated with foreign investment that can drastically affect the economic viability of mining projects.

Phosphate mining and beneficiation in the State of Florida are presently being carried on by 12 different mining companies with a total of 21 mining and flotation plant locations. Their combined production of both washer rock and flotation concentrate was approximately 28,000,000 long tons in 1968. This accounted for 70-72% of the total U. S. production and close to 30% of the world's output of this mineral. From this extensive activity in the Florida phosphate field, one basic flow sheet for beneficiation of the ore has developed over the years as the most commonly employed. In fact, all of these plants with the exception of two beneficiate Florida pebble phosphate using a basic operation as illustrated in Figure I. The two plants which differ from this general approach are not using raw matrix as feed. In one instance, +14 mesh pebble is ground in a rod mill to release free silica which is subsequently removed in a cationic froth flotation circuit using an amine acetate blend and kerosene. This technique generally results in a 4-7 BPL unit upgrading of the feed pebble. The other exception to the standard flow sheet illustrated in Figure I is an operation which is beneficiating tailing piles. In this case, the material is first subjected to cationic froth flotation in order to upgrade the feed to a point comparable to normal matrix. Thereafter, after, the phosphate is floated in an anionic rougher circuit followed by cationic flotation of the silica in a cleaner circuit.

Investigations have been conducted at Chino Mines Co. into the effect that SAG mill recycle material (critical size) exerts on SAG mill throughput and specific energy requirements. Tests were conducted on laboratory, pilot, and plant scales to evaluate the merits of alternative treatment options. Removing critical size material from the SAG mill circuit has been shown to improve new feed rates by 84% with a reduction in specific energy (kWh./t) of 88%. Test results obtained to date are presented.

In the last ten years the U.S. coal industry has experienced the collapse of several large silos. In addition, other problems such as extensive structural damage, small "live" capacities, inadequate feed rates, arching, coreholes, and particle segregation have been common to the industry. This paper explains the relationship between those problems and stored material properties, silo hopper configuration, silo structural design, and granular flowability. Methods of identifying, repairing, and/or modifying damaged silos, and designing new silos are given.

Respirable dust produced during blasting operations in underground mines exhibits both diffusion and convection properties of the airflow. However, the application of the mathematical model presently used to calculate the change in time in the concentration of blasting pollutants is mostly limited to a single drift and cannot be easily utilized for blasts taking place in stopes. This paper discusses an analytical solution based on considerations that enable us to reliably identify the initial condition. Such an approach may be used for any blasting area regardless of its position, its size, or the ventilation system in use during blasting. In addition, a test procedure using field data is established to determined those parameters not measured directly. As well, equations are derived to find the diffusion coefficient, and the position and size of a dust source from the field data. Mathematical considerations The convection-diffusion problem, for a one-dimensional case, is described by the following partial differential equation (PDE): ct. = Dcxx - Vcx + source - sink(1) where C = the concentration of a pollutant T = time V = the mean air velocity in x-direction D = the diffusion coefficient X = distance away from the pollutant source source = any additional pollutant source specified by an initial value problem sink = decay of a pollutant inside the region specified by the boundary conditions. Respirable dust produced during blasting is best considered as an initial value problem (IVP). Detailed underground geologic map- ping at a scale of 1:1200 has been carried out at the Crown II Mine of Freeman United Coal Mining Company, which operates in the Herrin (No. 6) Coal Member. The roof sequence, upward from the coal, includes (1) soft, medium- to dark-gray shale; (2) hard, black, fissile shale; (3) argillaceous nodular-bedded limestone, and (4) fine-grained, shaly, water-bearing sandstone. The first unit is highly lenticular, and any or all may be missing at a given locality. The sand- stone has a sheet facies and a channel facies. The Herrin Coal is eroded in channels near the Crown II Mine. Structural features mapped at Crown II include normal and strike-slip faults of small displacement, "slips" and clay dikes, and limestone "bosses." Less stable roof and wet con- ditions are encountered where the limestone is thin or missing or where it is broken by natural fractures or by artificial openings that inter- sect the water-bearing strata above the limestone. Geologic mapping of the underground workings has allowed us to predict faults, fracture zones, and channels ahead of the face for this mine. Some lithologic and structural patterns apparently are random and cannot now be projected. Conventional exploratory drilling is entirely inadequate to map faults or lithology of the roof, but it does indicate the range of lithologic variability, which can be used to project needs for roof sup- ports. Drilling also is useful In locating channels and in mapping regional variation in thickness and facies of the sandstone.

It wasn&apos;t until late 1976 that the U. S. Nuclear Regulatory Commission (NRC) set about to address the uranium tailings issue in earnest. It was decided that a generic environmental impact statement related to uranium milling operations would be prepared to support formal tailings regulation. We recognized, however, that this was a task that would take many years to complete and we could not take a "business as usual" approach to tailings management in the interim; the issue was too sensitive. To facilitate licensing during the interim period, the NRC developed guidelines in May 1977, for the industry in the form of the following performance objectives for tailings management: Siting and Design 1. Locate the tailings isolation area remote from people such that population exposures would be reduced to the maximum extent reasonably achievable. 2. Locate the tailings isolation area such that disruption and dispersion by natural forces is eliminated or reduced to the maximum extent reasonably achievable. 3. Design the isolation area such that seepage of toxic materials into the groundwater system would be eliminated or reduced to the maximum extent reasonably achievable. During Operations 4. Eliminate the blowing of tailings to unrestricted areas during normal operating conditions. Post Reclamation 5. Reduce direct gamma radiation from the impoundment area to essentially background. 6. Reduce the radon emanation rate from the impoundment area to about twice the emanation rate in the surrounding environs. 7. Eliminate the need for an ongoing monitoring and maintenance program following successful reclamation plan. 8. Provide surety arrangements to assure that sufficient funds are available to complete the full reclamation plan.

The Red Dog zinc-lead deposit, said to be the world&apos;s second largest, is located inside the Arctic Circle in northwestern Alaska - a location too harsh and remote for some mining companies but just right for Cominco Ltd. The complex has been in operation since November 1989 and is producing 508 kt/a (560,000 stpy) of zinc concentrate, 109 kt/a (120,000 stpy) of leadconcentrate and 45 kt/a (50,000 stpy) of an Imperial Smelter Feed, a combined zinc-lead mixture that is too small to separate. All of this concentrate production derives from a relatively modest mine production of 5.4 kt/ad (6000 stpd) extracted from a surface pit. Despite being a high-grade zinc-lead deposit, Red Dog&apos;s metallurgy is complex, requiring a very fine grind and use of column cells for flotation. The Red Dog complex is located in the DeLong Mountains. They are characterized by eight stack and folded thrust blocks that contain sedimentary and igneous rocks. The Red Dog deposit is located in the second lowest thrust and ist hosted by late Mississippian to Permian age black shale, the Ikalukrok member of the Kuna formation. The Red Dog mining complex is operated by Cominco Alaska, Inc., a wholly owned subsidiary of Cominco American, Inc, which, in turn, is owned by Cominco Ltd. In 1980, the deposit region was acquired by NANA Corp. as part of the Native American Claims Act Settlement of 1971. NANA is one of 12 such Native Corporations in Alaska. In 1982, NANA and Cominco American signed a develop¬ment agreement and formed Cominco Alaska to manage the project.

INTRODUCTION The placing of the monolithic concrete lining of the Bi-County water tunnel illustrates the state of the art in the materials, equipment, methods and productivity available to the industry for this type of construction. This paper describes the management and engineering rationale used by Clevecon, Inc., a subsidiary of S & M Constructors, Inc., Solon, Ohio, in developing the concrete mix designs, the design of the specialized equipment, and the methods used in the manufacture, transport, and placing of the lining. Also discussed are the changes to the reinforcing steel design instigated to facilitate its handling and placing, as well as to enhance the quality of the lining. The intent is to bring to the attention of designers the effects certain design aspects have on the construction of reinforced concrete tunnel linings, as well as indicate the areas where research and development effort should be expended to further reduce costs for this type of construction. GENERAL DESCRIPTION The Bi-County Water Tunnel West is a water transmission main owned by the Washington Suburban Sanitary Commission of Hyattsville, Maryland. The facility was designed by A. A. Mathews Division (formerly STRAAM Engineers, Inc.) CRS Group Engineers Inc., Rockville, Maryland. It is to be utilized as the central feeder of potable water for the northern suburbs of Washington, DC, extending some 4,597 meters from a riser shaft at its western terminus to the eastern interface, with a similar tunnel which extends eastward about 5,180 meters; the majority of its length being under Interstate Highway 1-495. Inflation and increasingly complex tax laws in the United States combined with rising national ism overseas have made the structuring of viable financing plans which meet the requirements of the various parties involved equally important in determining project success as the design of an efficient mining plan or selection of the optimal size equipment. Whereas the use of computerized analysis to design and evaluate the technical parameters of resource ventures is well accepted, computerized evaluation of the investment criteria (qualitative and quantitative) of the various parties to the project (mining firm, financial institution, product buyer, host government, etc.) is a more recent application which can make a material impact in strengthening project economics. By identifying the objectives of the parties and critically evaluating and testing them with the technical and economic/financial constraints on the project the sponsors can design a financial structure tailored to the attributes of the deposit. A myriad of new financial techniques have evolved for financing natural resource ventures, from "Commodity-backed bonds" to tax based limited partner- ships, but in every case the structure of the financing mechanism depends on carefully matching the parameters of the financial structure with the economic characteristics of the project and the objectives of its sponsors. This presentation outlines a methodlogy for computer based project evaluation in the design and structuring of stronger financial plans for natural resource ventures.

Between 2010 and 2018, Houston added more than 1 Million residents; the third largest rate of growth in the nation. With growth, the region faces new challenges with water supply, capacity of its wastewater system, and regional drainage. While tunnel construction has been limited in Houston since the Clean Water Program of 1990s, it is about to see a resurgence to improve water supply reliability and to reduce flood risks and sanitary sewer overflows. This paper examines the challenges with “going deep” below the built urban environment and related to high ground water; stiff, fissured clays; flowing silts and sands; faults; hazardous materials; and abandoned well fields.

The Filblast Cyanidation Process incorporates the advantages of intense high shear mixing, high dissolved oxygen concentra­tion and high pressure to achieve extremely rapid gold dissolu­tion rates. This is made possible without suffering from high energy or wear rates by the unique design of the Filblast gas shear reactor. The reactor is a rugged and compact in-line device which can be constructed from a variety of wear and chemical resistant materials. High temperature tolerance is also possible so that the device can be incorporated into a pressure leach circuit with significant capital cost savings because of the high capacity to volume ratio that is an inherent feature of the device. For cyanidation applications the outer casing is protected by a polyurethane coating and the internal parts are of wear resistant polymer. The largest unit built to date has overall dimensions of 1200 mm length by 300 mm diameter and has a capacity of about 150 dry tonnes per hour at 40-45 % solids. Service life at this throughput is at least three months. Six mines are currently employing the Filblast Process and another six are conducting plant trials. The ore types range from highly reactive, almost impossible to treat, pyrrhotite/ arsenopy­rite to deeply weathered clay ore which forms a highly viscous pulp. It has been found that the effect of shear thinning has resulted in improved leaching and adsorption kinetics resulting in higher carbon loading and reduced soluble gold loss. Total tonnage treated is approximately eight million tonnes per annum. This paper presents the operating benefits and cost savings which have been achieved in four plants, two treating oxide/ sulphide ore blends and two treating highly reactive sulphide ore and concentrate. Filblast leasing and maintenance charges and pump operating costs are about ten percent of the benefits. A conceptual cyanidation circuit based on the Filblast Cyanidation Process is also discussed. The Filblast System is an in-line pressure leach aerator/ reactor which generates very high shear and greatly enhances mass transfer rate by generating extremely small gas particles where oxygen gas is required for oxidation reactions and/or utilising the high shear characteristics to minimise the diffusion boundary layer. Both of these rate limiting factors effect the rate mechanism for gold cyanidation. Initially two multi-stage Filblast aerator cartridges formed a leach train but now the trend is to install a single submersible cartridge of equivalent perfor­mance. This design simplifies installation and minimises change-out times. However the in-line concept can be employed where high pressure leaching or pressure oxidation is required. The reactor is submerged in the leach tank so that the mass of gas micro-bubbles contained in the discharging slurry is entrained in the agitator vortex and is thoroughly dispersed throughout the tank. A diagrammatic representation of a leaching circuit incorpo­rating the Filblast Reactor is shown in Figure 1. The recirculation pump takes new feed directly from the cyclone overflow trash screen either under gravity or pump fed and recirculates the balance to maintain 250 - 270 m3/h total slurry flow. All of the leach feed slurry gets at least one pass through the Filblast thereby eliminating short-circuiting. Typically a 6/4 EAH Warman pump drawing 60-70 kW is required to circulate 250 m3/h through the system. The back pressure generated by the Filblast is in the range of 400-500 kPa depending upon pumping rate, pulp density and slurry rheology. The high shearing rate effectively negates the viscous effect of slurries and the addition of a gas further reduces the pulp density by virtue of the intensely aerated, homogeneous medium. The gold leaching Filblast cartridge elements are made of polyurethane but stainless steel, ni-hard, rubber or ceramics can be used depending on the operating temperature and design duty. The efficiency of the Filblast Leach Reactor in gold cyani­dation is due to the extremely efficient mixing, oxygen dissolu­tion and surface polishing action of the Filblast design. Either air or oxygen may be used but Atomaer recommend the use of oxygen because of the rate benefits gained from cyaniding at [02] significantly > 20 ppm D O in the reactor. Very high DO concentrations have been measured; in excess of 50 ppm. There is some debate as to whether the value is a true measure of the DO or the oxygen meter sensor is measuring the effect of a mass of very fine bubbles of free oxygen. Regardless of the fact the reactor has registered some amazing gold dissolution rates commonly in excess of 80 % during transit of the pulp through the reactor. The elapsed time is less than half a second!

The term "potash" denotes a family of minerals and compounds of potassium, containing greatly varying percentages of that element. In commercial usage, most of the potash products are used in agriculture, where they are used to furnish potassium, one of the three basic elements for plant growth; the other two being nitrogen and phosphorus. Potassium&apos;s contribution to plant life is principally as a stalk strengthener, and if soils can no longer supply this basic element, then crop failure is inevitable without nutrition supplied from fertilization. While agriculture uses some 95 per cent of the potash produced, other industries require highly refined potash, for the manufacture of soaps, dyes, pharmaceuticals, synthetic rubber, insecticides, photographic film, and other products. Until the mid-nineteenth century, world agriculture had three options related to the potash content of soils: 1) crop rotation and pasturing to attempt to minimize the loss of potash in harvesting, 2) abandoning depleted and exhausted soils (part of the reason for the vast migration of populations in Europe and Asia), and 3) burning forests for the use of the ashes, and concentrating the nutritional value by boiling the ashes in large kettles, for "pot - ash". With the discovery in the mid 1800&apos;s and exploitation of potash from underground deposits in Germany, the beginning of the modern potash industry was established, but American potash requirements remained substantially dependent on German production until the 1920&apos;s, when oil drilling in the Permian Basin of New Mexico

In order to continue the advancements made during the past two decades in the reduction of the severity of accidents and injuries in underground coal mining, closer attention will have to be paid to the increasing number of accidents resulting in disabling injuries and lost time. With the increased emphasis on safety training reflected in the Federal Mine Safety and Health Amendments Act of 1977 (Public Law 96-1641, and on MSHA&apos;s current focus on the application of Job Safety Analysis, it appears that the acquisition, evaluation, and application of accident and incident data will take on an even greater importance. To manage this large amount of information will require a significant commitment of time and attention on the part of mine training departments. A USBM-sponsored research project is currently being completed at Penn State which focuser on the development of a model training program for mining. The program is based on five distinct steps which represent the coupling of a needs assessment with the program implementation. The five steps are: 1) database analysis, 2) workplace observations, 3) identification of trainable problem areas, 4) a library of training resources, and 6) the implementation of the program. In each of these areas, the microcomputer has proven to be a valuable tool for collecting, analyzing, and presenting accident and incident information. This paper will detail the manner in which microcomputers have been fully integrated into the model training program. Examples of applications at existing mines will also be discussed.
