Most commercial explosives contain from 70% to 94% (by weight) ammonium nitrate. When some of the explosives end up in shot rock and ore, through either spillage or incomplete detonation, ammonia and nitrates can leach into the ground water. In recent years, state and federal regulators have applied more stringent water-quality standards, particularly at new mines and development projects. When mining conditions permit, bulk ANFO, a mixture of ammonium nitrate and fuel oil, is the explosive of choice. ANFO is less costly than other explosives but it dissolves readily in water. Several case histories in the United States and Canada show a clear connection between uncontrolled losses of bulk explosives and high nitrate levels in mine effluents. Mining companies have tried several approaches to reduce ammonia and nitrate levels in groundwater. These approaches range from controlling explosive losses to treating the mine effluents. In this paper, controlling explosive losses is addressed For both packaged and bulk explosives, guidelines to limit losses during storage, handling and use are described in detail.

This paper discusses the influence of frother type and dosage on recovery/selectivity in coal/sulfide mineral flotation as a function of particle size. It is shown that different frother structures exhibit quite different but consistent performance characteristics depending on the underlying particle size ranges involved as well as the dosage levels of both the frother and collector. The data presented on existing commercial frothers and some new special purpose experimental frothers is used to illustrate some general operator guidelines on proper frother selection and use.

The topic of the presentation will be the excavation of 25,000 IF, 11-foot 0-inch diameter, hard rock tunnel using a Robbins boring machine on the Terror Lake Hydroelectric Project on Kodiak Island, Alaska. This tunnel was completed on a tight construction schedule under some unusual conditions. The tunnel was mined through hard massive granite with faults and high water flows up to 7,000 GPM encountered at the heading in some areas. New innovations in equipment and cutter design were used.

From time to time, major technological innovations arise that alter the time-honored ways of doing things. Such innovations can dramatically benefit society in terms of new products, increased outputs, reduced costs and general modernizations. However, the advent of these types of technologies is likely to be resisted because of their uncertain potentials, and because they disrupt established routines and industry patterns. This paper reviews the case history of water jet coal cutting, and assesses its potential to become a major innovation within the next decade.

Magnesium is the eighth most abundant element in the earth's crust and the third most plentiful element in seawater. It is found in more than sixty minerals and in brines and seawater as a magnesium salt. One of the more important magnesium minerals is magnesium carbonate, MgCO3, with a theoretical maximum magnesia, MgO, content of 47.6%; this carbonate form represents the world's largest source of magnesia. The next most used sources for magnesia are magnesia-rich brines and seawater, where it occurs as magnesium sulfate and magnesium chloride. Other commercially important magnesium-bearing minerals are dolomite, CaMg(CO3)2, which serves the aggregate industry as well as the chemical industry; brucite, Mg(OH)2, which is used in the production of both caustic and sintered magnesia; olivine, ([MgFe]2-SiO2), which serves the refractory and heat storage industries; talc, (H2Mg3(SiO3)4), which serves several industries as a filler and as an ingredient in cosmetics; and serpentine, (H4Mg3SiO9). All these minerals are of commercial value because of the desirable characteristics given to them by magnesia and by its placement in the crystal structure. These minerals are the starting raw materials for a wide range of products. These include the production of magnesium metal, and several grades of magnesia used for the production of both sintered magnesia for refractory manufacture and lighter fired caustic magnesia, the latter is used in fluxes, fillers, insulation, cements, decolorants, fertilizers, chemicals, in the treatment of waste water including pH control, and in the removal of sulfur compounds from exhaust stacks. Magnesite is one of several major minerals possessing a dual character, i.e., non-metallic industrial mineral because of its principal end use as a calcined/dead burned raw material in non-metallic end products and magnesium metal. A large percentage of the magnesia used to produce magnesium metal comes from seawater1 brines. The total primary metal production worldwide is about 350 ktpy. This report reviews magnesite solely as an industrial non- metallic raw material. Magnesite for most refractory purposes must have a content of sintered magnesia above 85%, with a preference for those sources that have the potential for 90 to 98% magnesia values. Dolomite, used in large tonnages because of its physical properties in the construction industry, also has a use in the chemical and the refractory industry. In its calcined form, dolomite is used as a slag addition in the making of steel, and it is used in a high-purity calcine to precipitate magnesium hydroxide from brines or seawater. The precipitated magnesium hydroxide is intermediate for the production of deadburned clinker for refractories and the production of magnesium metal. In many cases the high-purity magnesium hydroxide obtained by precipitation with calcined dolomite, or in some cases limestone, has supplanted much of the world's production of magnesia from the natural mineral magnesite. This is especially true of the United States and in major industrialized areas of Europe and Japan. The best known of the minerals directly and widely exploited for its magnesia content is magnesite (MgCO3), one of the calcite group of rhombohedra1 carbonates, which includes calcite (CaCO3), siderite (Fe2CO3), and rhodocrosite (MnCO3), among others. The members of this group enter into a wide range of substitutional solid solutions when the positive ions have similar radii. The radii of magnesium and iron ions are within 6% of each other; hence magnesite and siderite form a complete series, of which the mineral breunnerite (ferroan magnesite) is a well known end member. The radii of calcium ion is 36% larger than that of magnesium ion and only limited substitution exists at each end of the MgC03-CaCO3 series. Dolomite is not a member of the calcite group, but it occurs when calcium and magnesium ions alternate in equal number in an ordered structure among carbonate ions. The result of this relationship is that calcite and dolomite are commonly found intermixed with magnesite. They occur, commonly, as identifiable crystal entities, which can be separated to a varying degree from the magnesite by benefication techniques. Magnesite, when pure, contains 47.8% MgO and 52.2% CO,. The pure mineral is found occasionally as transparent crystals resembling calcite. Magnesite principally contains variable amounts of the carbonates, oxides, and the silicates of iron, calcium, manganese, and aluminum. Although the genesis of natural magnesite deposits can be complex, it is distinguished in nature in two distinct physical forms, namely crystalline, (with a wide range of visible crystal sizes) and cryptocrystalline, sometimes referred to as amorphous, where the crystal size is not detectable to the eye and will range from 1 to 10 pm. The two types not only differ in crystal structure but in the sizes of the deposits and in modes of formations. The crystalline form has a Mohs hardness of 3.5 to 4.0. The color range is from white to black with shades of yellow, blue, red, or gray. The color is not a significant indicator of purity but in a given deposit an experienced person can often roughly grade the magnesite by observing color and crystallinity. Macrocrystalline deposits occur in relatively few, but generally large, deposits on the order of several million tons. The ore shows a marble-like crystal structure and belongs to the sedimentary or metasomatic groups of origin. The cryptocrystalline variety of magnesite frequently occurs in many small deposits, although there are exceptions. Cryptocrystalline magnesite is typically massive with no cleavage and is sometimes descriptively called bone magnesite. The fracture is usually conchoidal, with a hardness of 3.5 to 5.0. The color is mainly white, but it can have tints of yellow, orange, or buff. Accessory silaceous minerals such as serpentine, quartz, or chalcedony are usually present. Calcium minerals are normally absent or in low concentration, this contrasting with the macrocrystalline form where calcium minerals are almost invariably present and some- times in high concentration. In 1959, The Australasian Institute of Mining and Metallurgy (Aus. I.M.M.) was asked by the Federal Government of Australia and the State Government of South Australia to join in the formation and management of a new contract research organization which was subsequently named The Australian Mineral Development Laboratories (Arndel) ? This body was formerly the Research and Development Branch of the South Australian Department of Mines which had been set up to develop the Radium Hill uranium deposit. It had then gone into contract R&D and the State felt that it would be more appropriate for the Branch to become a separate national organization. The Aus. I.M.M. decided that a professional institute could not participate directly in Arndel and, as there was no other suitable industry group to do so, it formed the. Australian Mineral Industries Research Association Limited (AMIRA). AMIRA held its first Annual General Meeting in September 1959 when the first Council was elected and the Memorandum and Articles of Association were adopted. The initial task of AMIRA was to raise guarantees of work or cash from its members to underwrite Arndel for the first five years of operation. The Federal and State Governments also provided guarantees and Arndel commenced operations in January 1960.

The crust of the earth, together with its seas and its atmosphere, is the source of all of mankind's primary wealth. Indeed, most people think of precious metals and stones when they think of wealth mined from the earth, but the value of the material and energy goods derived from the earth far exceed the value of the precious metals and gem stones. Thus, it is obvious that all minerals which we mine from the ground represent new wealth--the copper, clay, or petroleum we mine just as much as the gold or silver. More and more, wealth is defined in terms of utility-not in terms of an arbitrarily established monetary value. The recent action of the OPEC nations in controlling the flow of petroleum has clearly demonstrated this to the petroleum-importing nations! There is developing in the United States, as well as in many other nations of the world, a concern for the future availability of many mineral-derived raw materials and of mineral fuels. Ore grades are diminishing, concern for the environment has placed restraints on commercial development of some mineral deposits and the processing facilities necessary to exploit them, and countries upon which we have relied for major mineral materials have become increasingly nationalistic, causing uncertainties in future supply and causing an increasingly alarming deficit in our nation's balance in trade.

Several years ago it was decided that ASARCO was in need of a good mine scheduling program to complete the computerized open pit mine planning package that was being used on new prospects and operating properties. A trial and error approach was being used to schedule a mine on a year by year basis, but this was time-consuming and far from offering an optimum solution l. Due to the magnitude of time and expertise required to develop such a sophisticated computer program, it was decided to search outside of the company for one already developed and available for purchase, This proved fruitless and therefore proposals were requested from consulting firms that had the expertise to develop such a program. Out of the five firms that submitted proposals, the one chosen was Systems Control, Inc., (S.C.I.) of Palo Alto, California. S.C.I. was selected because it was felt that they offered the greatest capability in the mathematical solution of complex problems. But due to their lack of mining expertise, a cooperative venture was developed whereby ASARCO would supply this mining knowledge. The selection of this vendor, the formulation of the contract and specifications, and the development of the computer program required about 3 years to accomplish.

U. S. Steel's coal mining research activities are directed toward providing new or improved hardware and techniques to increase productivity or reduce cost. Because more than 80 percent of U. S. Steel's coal production is obtained from continuous miner sections, most of our research efforts are focused upon that mining system. Current and historical time study data show that our continuous miners only operate about 30 percent of the available face time. This limited equipment utilization is the result of the delays or interferences imposed by the non-coal-cutting phases of the continuous mining cycle. The most time consuming of these delays are: waiting-on-roof-support, tramming between alternate work locations, waiting-on-haulage-capacity, and in some mines waiting for excessive methane concentrations to clear. Because waiting on roof support is our most time consuming delay, several programs are underway simultaneously to address this problem. In one of these we are developing a patented microprocessor-based control method and apparatus to improve roof drilling performance. This increase is attained by using the microprocessor to adjust electrohydraulic valves which control drill thrust and rotation speed. The microprocessor is designed to continuously search for an optimum combination of thrust and drill rpm to maximize penetration rate at all times.

It is a pleasure to be here today to discuss coal's prospects with the Society of Mining Engineers of AIMS--- a group destined to play a crucial role in shaping our national energy future. Much has been said lately about attaining domestic energy self-sufficiency, but to date, little has been done. Oil tankers from Venezuela and Kuwait continue to glide across the seas to meet our incremental energy needs. Meanwhile, our principal domestic energy resources -- oil and natural gas reserves in the Outer Continental Shelf and the oil shale deposits and the coal lands of the West -remain untapped. Help, however, appears to be on the way. In a forceful address last fall, President Ford called for the elimination of oil as a fuel for base-loaded power plants and its replacement with coal by 1980. He also urged the accelerated leasing of federal lands on the Outer Continental Shelf, the resumption of coal leasing on federal lands, and the development of a new energy conservation policy. There are, of course, many details left to be worked out. Language must be developed to put statutory flesh on the conceptual bones spelled out by the President. Congress must act. Regulations must be approved and tested, if need be, in court.

In 1991, most industrialized countries, except for Germany, were in a recession or a period of reduced growth. The US economy, already in recession, suffered from mounting banking system losses and the uncertainty brought about by the Persian Gulf War. However, US and worldwide minerals exploration did not collapse as it did during the mid-1980s. Even though gold and base metal prices declined, prices were still above cash costs for most operations. This allowed the continuation of established exploration programs but sharply limited new initiatives. Exploration 1990-1991 Planned worldwide 1991 exploration expenditures declined by about 8% from 1990 levels, according to a survey of 153 companies by the Metals Economic Group (MEG). Canada was the leading exploration target with 23% of the total, followed by Australia and the US (19% each), South Africa (13%), Latin America (11%) and the South Pacific (7%). The remaining 8% was split evenly between Europe and the rest of Africa. In Latin America, Mexico and Chile are the most attractive countries for exploration. Recognizing the risks involved, the industry has been cautious about ventures in the former Soviet Union. Survey results also showed that while the majors expected to maintain exploration spending, smaller firms were cutting back or actively seeking farm-outs from the majors (personal communication, M. Wegener, MEG).

Dundee Cement Company was incorporated in 1958. The equity capital for the venture was supplied by a Swiss firm called Holderbank Financier and a group of its principals. Holderbank Financier, a holding company, is a direct outgrowth of Holderbank Cement Company, a company founded in 1912 by the father of Dr Hans Gygi who is the president of Dundee Cement Company and a member of the Board of Holderbank Financier. From one plant in 1912 located in Zurich, Switzerland, Holderbank grew to its present size of 32 plants in 17 countries, having a capacity of 90 million barrels of cement per year. Dundee Cement Company constructed its first cement plant near the little town of Dundee, Michigan. This site was selected because there is an abundance of limestone and clay of the correct chemical composition for cement manufacture and the deposit was advantageously located near the large population centers of Detroit, Toledo, Cleveland, and Chicago. Construction of the 5. 5 million barrel, two kiln, plant was completed and the plant started up in the fall of 1959. After a year or two of the usual problems in a new plant and the expected difficulty of breaking into a nearly saturated market, Dundee began to prosper.

The competitiveness of power production from lignite depends on the ability of coal industry to meet CO2 emissions limits, as specified by the Kyoto protocol. According to the National Allocation plan issued by EC, power plants should reduce CO2 emissions to a certain level, other-wise they will be obliged to cover the difference buying CO2 certificates through the Emission Trading Scheme. These charges will increase the operating cost of current units, as well as the investment cost for new units. To predict the increase in the marginal cost of electric power produced from the current plants of Western Macedonia, an emissions factor (CO2 t/MWh) for various units has been computed. Based on the algorithm used, this factor depends on the calorific value of the lignite, the efficiency of the power plant and the oxidation factor of the unit. For lignite plants with efficiency ~37%, CO2 emissions factor ranged from 1.19 t/MWh to 1.32 t/MWh. The increase in the marginal cost of kWh, as compared to the values of CO2 certificates, is higher in units fed with low quality lignite and worsens if the efficiency of the unit is low too. Also the presence of calcareous minerals in lignite increases the CO2 emissions and consequently the cost of power generation.

Central system of ventilation, adopted almost universally in coal mines of India and elsewhere in the world, has often proved deficent in providing a cost effective solution to the acute ventilation problems of remote workings in many mines. Loss of air due to leakage through a number of stoppings, doors etc. and accumulation of heat and moisture by intake air on its way to a working through long and circuitous route are the main unavoidable reasons for low efficiency of the system, sluggish and oppressive ventilation of workings. Multi-zonal ventilation system using large diameter bore holes for feeding fresh air in the mine close to a working has been proposed as a viable economic alternative. The method promises to provide congenial environment at working faces without resorting to air conditioning or use of booster fan. Optimum location and diameter of bore holes as well as general design procedure have been dealt in the paper. Finally, the technical as well as economic advantages of the method over the conventional design have been highlighted with the help of a case study where ventilation system of an extensive shallow mine in Central India has been redesigned according to the old and the new concepts. The methodology is general enough for adoption elsewhere in other mines under similar circumstances.

The high pressure grinding rolls (HPGR) is a relatively new technology which offers the potential benefits in energy savings, circuit simplicity and improved product characteristics in minerals processing applications. Over 300 machines are now operating world-wide, but most of these are used for grinding cement clinker, and relatively few are used in conventional mineral processing. One of the rea- sons for its current limited use in the minerals processing industry is that design, scale-up and flowsheet assessment procedures are seen to be relatively immature and untested. This has reduced confidence in the potential application of the technology. To help rectify this situation an industry funded research project was undertaken, one of whose aims was to develop and prove a mathematical model of the HPGR and a scale-up procedure. Data were collected from tests using laboratory, pilot and in one case a full scale unit (2.2m diameter). A range of feed types were tested including quartz, limestone, kimberlite, bauxite, iron ore and gold ore. These data were then used to develop models of the size reduction performance, power draw, throughput and operating gap for a wide range of pressures, feed sizes, and roll speeds. This paper describes the models that have been initially developed and illustrates their accuracy using some of these data.

It is a generally accepted and widely discussed fact that the world in general, and the United States in particular, face a shortage of energy at the present time which will become worse in the future. There is, however, no sign of a similar concensus as to the actions which would prevent or overcome this expected shortage. An immense variety of solutions has, however, been put forward, ranging from the purely political to the outer fringes of sophisticated technology. One resource which surprisingly is often only cursorily included in this discussion is the immense known petroleum reserve lying within the United States. When this subject is discussed, indeed, it is usually in the context of the improvements in production or new discovery rate that could be expected to result from possible politico-economic actions that would raise the real price obtained for domestic crude. This interest in the potential for improved domestic production is undoubtedly justified, but very little attention is normally drawn to the fact that even under the most favorable policy framework the majority of the oil that has been, or will be, discovered will remain in the ground due to the inherent limitations of production through surface wells.

Groundwater Monitoring is typically required by regulatory agencies at potentially hazardous landfills or surface impoundments. Agencies have often required an arbitrary number of wells with limited evaluation of the effectiveness of the network to detect a leak. A Monitoring Efficiency Model (MEMO) has been developed to improve the design and cost effectiveness of monitoring well networks. MEMO 15 an analytical model that simulates the migration of hypothetical contaminant plumes from a site and quantifies the efficiency of alternative well network designs in detecting the plumes. The computed monitoring efficiency provides a quantitative measure of the well network adequacy based on hydrogeologic considerations. The model was recently used to design the groundwater monitoring well network for a heap leach pad at the proposed Beartrack Project.

The scope of work for the fast track construction of the Weeks Island Replacement Facility, Weeks Island, Louisiana included the design and construction of two salt mines. Mine #1 - An interim underground mining level consisting of a 975 m (3200 ft) incline and 3520 m of 5.5 m x 7.3 m (11560 ft of 18 ft x 24 ft) drill and blast excavation; raise boring; core drilling; roadheader excavation; complete bulk material handling facilities utilizing an existing production shaft. Mine #2 - Simultaneous with the interim mine construction a new one million ton per year underground salt mine was constructed consisting of: two 5.5 m diameter x 381 m (18 ft diameter x 1250 ft) deep shafts; 76450 cu m (100,000 cu yd) of drill and blast bottom excavation; surface and undergound bulk material handling systems (conveyors, skip loaders, shaft equipment, hoisting); ground freezing for water control for both the production and service shafts; the design of the first underground doublewall slipform installation of a dynamic bitumen shaft lining system; the emergency grouting of both the existing production shaft and the interim mining level in the salt dome; 227 mt x 64 m (250 ton x 210 ft) high structural steel production headframe; 2.2 MW (3000 hp) double drum mine hoist; service shaft headframe; and service buildings.

The quest for U.S. energy independence will result in a major increase in underground mining operations. It will necessitate the rapid excavation of development drifts, entries and slopes to exploit underground deposits of energy resources such as coal, uranium and oil shale. Most of this development work will be done in soft and medium hard rock up to an unconfined compressive strength of approximately 20, 000 psi. OBSTACLES TO RAPID TUNNEL EXCAVATION Labor In the U. S. coal mining industry, the underground productivity in tons per man-day declined from 15. 61 in 1969 to 11. 00 in 1973 which is a startling 30% decline. While productivity declines, the cost of labor and supplies continues to rise. Ralph E. Bailey of Consolidation Coal Company recently stated four reasons for the decline of productivity: A shortage of experienced miners, enactment of the Federal Coal Mine Health and Safety Act effective April 1970, major changes in union work rules in 1968, and a deterioration in the attitude of the work force (1). Because there is already a great shortage of skilled miners, the situation will get worse when large new mines for oil shale, coal and uranium open in sparsely populated areas in the Western United States. Only the large scale use of easy to operate tunneling machines can increase productivity and lower the cost of excavation.

There are many methods available for the estimation of geologic parameters (Popoff, 1966; Barnes, 1980). In the last decade a new and relatively sophisticated technique using statistical theory has emerged: geostatistical kriging (David, 1977; Journal and Huijbregts, 1978; Rendu, 1978). An interesting property of geostatistical estimation is that when a geologic parameter is estimated for a given volume, not only is the estimate generated but an associated measure of certainty is produced as well. This statistical measure of estimation confidence is called the estimation variance. While the concept of an estimation variance is universally considered to be a good idea, mining engineers and geologists do not currently have the tools to incorporate it into their planning and quantitative analysis. This paper attempts to develop and present some of the necessary tools required to incorporate estimation uncertainty into mine planning. Geologic uncertainty is portrayed as an economic business risk. This risk is objectively characterized, and-the associated cost is quantified. Geologic delineation sampling is viewed in this light as an economic commodity with an associated cost and value. A coal mine planning example is used as a focus in this presentation. The data used is real, though it has been modified to maintain data security and project anonymity.
