Tools as environmental product declarations are increasingly often used to compare several products and to take account of the environmental sphere in the choice. Environmental declarations of Belgian bluestone and sandstone products were realized in accordance with the ISO standards and following the standard NF P 01-010. The main goals of these studies were to obtain Belgian environmental product declarations to strengthen existing databases and to provide defences against Asian competition. Indeed, competition with China for bluestone products and with India for sandstone pavement is very important due the fact of the very competitive prices for foreign products. The impacts on climate change, resources and acidification of the sole transport were taken into account for foreign products"

In operations that use the sublevel stoping mining method, production scheduling takes into account factors — including ore reserve envelopes, ore grade averages, equipment capacity, feed controls to the mill, and geotechnical restrictions — across the scheduling horizon. Mathematical programming is one of the most effective methods for enhancing the decision-making process in regard to the most viable production schedule in light of a given set of limitations. The majority of research on sublevel stope mining focuses primarily on a single objective of optimization, which is to maximize the net present value (NPV). Environmental, social and governance (ESG) considerations are becoming more prevalent in the mining industry. This includes aspects relating to deforestation, land disturbances, gas emissions, community relations and water usage, among many others. Institutional and other kinds of investors are becoming more interested in the work that resource companies do regarding their ESG obligations. This review article identifies the gap in the existing literature and proposes to simultaneously optimize the production schedule around three objectives. Two of these relate directly to ESG aspects

These are exciting times for those of us involved in the discovery, development, beneficiation, sales and end uses of industrial minerals. The known sources of traditional raw materials are rapidly being consumed or covered up with highways and urban developments. We would never knowingly cover up a source of gold, silver, diamonds, or even base metals with a shopping center, but it has been difficult to justify not locating construction atop a limestone, granite, or sand dune deposit. During the last ten or so years most of the users of significant amounts of industrial minerals have established task forces made up of geologists, mining engineers, beneficiation experts, ceramic and refractory scientists, and senior members of their purchasing departments whose duty it is to determine where the raw materials for their particular finished products will come from now and farther down the road, like 20 years from now. Likewise, these same ceramic and refractory scientists are developing new materials which require a never ending change into different raw materials and the traditional materials must be refined by selective mining, exotic beneficiation practices and expensive but necessary post-beneficiation treatments to produce minerals for commercial use that were either theoretical minerals or at best showcase specimens when most of us here today were in school studiously acquiring a vocabulary which included Calcite, Magnesite, Dolomite , Feldspar, (Labradorite had the play of colors the prof could see but which I rarely focused on) Wollastonite, Celestite, Chromite, Olivine, Barite and Lepidolite to name a few.

INTRODUCTION Coal gold agglomeration (CGA) is a new concept in gold processing. It involves the recovery of oleophilic (oil-loving) gold grains by causing them to adhere selectively to the surfaces of coal oil agglomerates. Under optimum conditions very high recoveries of gold. can be achieved. The agglomerates are recycled to build up gold loading to typically 1000 - 5000 g/tonne. Bullion can be produced by burning the loaded agglomerates with subsequent recovery of gold from the highly loaded ash either by dissolution/electrowinning or smelting. A wide-ranging programme of laboratory testwork has been performed to investigate the response of different ore types to the process. This has shown CGA to be most applicable to ores in which the gold is liberated or easily liberatable, relatively coarse (ca 500 µm) and fine (<5 µm) gold grains being recoverable with equal ease. The best opportunities for CGA seem to be: • placers containing fine gold not recoverable by gravity concentration • low grade gravity concentrates to avoid multiple magnetic/gravity separation stages and amalgamation • free milling ores where the gold can be liberated at a reasonable ore particle size eg >d80 50 µm • tailings past or present from gravity concentration plants. CGA testwork ranging in scale from laboratory to pilot plant on tailings produced by gravity concentration in the 19th century Australian gold rush has already been reported (Bonney, C F, 1988; House, C I, Townsend, I C and Veal, C J, 1988). An economic appraisal for a Canadian free milling gold ore has also been published (Buckley, S A, House, C I and Townsend, I G, 1989). This paper describes results of a detailed laboratory programme to assess CGA as a means of recovering gold from a beach sand deposit in New Zealand. The area from which the samples were taken consists of quarternary interglacial marine, lagoonal, fluvial and eolian deposits. The heavy minerals present are predominantly ilmenite and garnet and small concentrations of gold. In certain locations the sands and gravels are consolidated by a limonitic cement. In the 19th Century some parts of the deposit were mined and the ore processed using stamp milling and gravity concentration. Gold recoveries were low, probably below 50%, due primarily to the fine size of the gold grains, the flaky nature of the gold and also imperfect liberation by the stamp mills. Our laboratory testwork was divided into three parts: i) Preliminary studies on an initial sample to assess the feasibility of treating the ore by CGA ii) Extended studies on further samples from various locations in the deposit to confirm predictions from (i) iii) Conventional gold recovery techniques. EXPERIMENTAL PROCEDURES All CGA tests were performed by agitating a slurry of ore in water in a 0.6 dm3 pyrex beaker fitted with four vertical baffles. When required, potassium amyl xanthate collector was added and the slurry conditioned for 5 min. Coal (ex BP Coal Australia&apos;s Tahmoor Colliery) previously ground to a d80 50 µm was added followed by a commercial grade of gas oil (density 840 kg/m3). The agglomeration time was 30 min. The agglomerates were separated from the tailings by screening, both were then dried and analysed for gold by fire assay. This test procedure provides a reasonably accurate estimate of gold recoveries that might be expected from our 1 tph pilot plant. Uranium exploration projects are known to be active or planned also in Guayana, Colombia, Ecuador, Peru, Chile, Bolivia, and Uruguay in South America; in the UAR, Nigeria, Angola, Mozambique, Malawi, Kenya, and Somali in Africa; and in Greece, Iran, Pakistan., Indonesia, and New Zealand. The above list, to which several might be added makes a total of at least 43 nations actively interested in exploration for nuclear raw materials. As we consider the distribution of the world&apos;s uranium resources, it is interesting to note that roughly one third of the total occurs in deposits that are economically dependant upon another product. The very large reserves of South Africa could not be produced for uranium alone, but gold has carried a sufficient part of the total cost that uranium can be recovered profitably. Approximately 40 percent of the US reserves, or 120,000 tons, are estimated as by-product recovery from porphyry copper and phosphate operations, but these reserves are not presently in production. The remaining two thirds of the world&apos;s uranium reserves have been sought, developed, and produced primarily for their uranium content. Those deposits are estimated to contain 613,000 tons of uranium oxide recoverable at less than $10 per pound. Nearly half of that uranium occurs in unmetamorphosed sandstone hosts, mostly of late Phanerozoic age--the Colorado Plateau type. About 30 percent is contained in the quartz pebble conglomerates of southern Ontario, Canada, and 20 percent is in magmatic-related deposits--veins, contact deposits, mineralized breccias, etc.

Introduction Coeur d&apos;Alene Mines Corp.&apos;s largest precious metals property is located in the historic Rochester Mining District 40 km (25 miles) northeast of Lovelock, NV. The property encountered cold weather operational problems soon after its fall start-up in 1986 due to its elevation of over 1830 m (6000 ft). The problem of ice buildup on the heaps because of sprayed solution application was faced immediately. It was felt that allowing ice to build up all winter long until a spring thaw was impractical due to the large area under leach. Further, the operating cost and delivery schedule for a solution heating system was unacceptable. The development and installation of a leach solution distribution system using drip emitters made efficient, cost-effective winter operation possible. Other benefits of this system have also been observed and are discussed here. General process description 15,422 kt/day (17,000 stpd) of - 1.27-cm (-1 /2-in) crushed ore from the three-stage crushing plant are delivered to the leach pad using 77.1 t (85 st) rear dump haul trucks. The ore is drifted into place with a D-9 bulldozer. Leach panels are contiguous and are approximately 8861 m&apos;(90,000 square ft) in area built in 6-m (20-ft) lifts. New panels are built on top of older areas to a final height of 61 m (200 ft). Each panel is ripped and cross-ripped prior to leaching. Barren solution is distributed to the heap using drip emitters at rates of 0.02 to 0.41 L/min/m2 (0.0005 to 0.01 gpm per sq ft), depending on the age of the panels. The pH of the leach solution is 10.7 with a cyanide concentration of 0.75 kg/t (1.5 lb per st). Approximately 50% of the silver and 80% of the gold are finally recovered. Pregnant solution percolates though the heap and flows by gravity into one of two 9.46 ML (2.5 million gal) pregnant solution ponds. The solution is then pumped to a conventional Merrill-Crowe process plant. Clarification takes place in three 9464 L/min (2,500 gpm) capacity filters. The solution is then pumped to a packed vacuum deareation tower for the removal of dissolved oxygen. Typical deareated solution contains 0.7 parts per million dissolved oxygen. Precipitation of gold and silver is accomplished by adding a zinc dust slurry to the deareated solution at the suction of the filter press feed pump. Precipitated gold and silver are recovered in three recessed plate and frame filter presses. Barren solution is discharged into a 11.7 ML (3.1 million gal) pond where cyanide makeup occurs. This solution is pumped back to the heap for further leaching. The precipitate filter cake, containing approximately 75% dore (Ag + Au), is then fluxed with anhydrous borax, soda ash, sodium nitrate and fluorspar to yield a neutral, bisilicate slag. The fluxed precipitate is then charged into a propane-fired melting furnace and heated to 1150° C (2100° F) for 3 1/2 hours. Slag and dore bullion are poured into conical cast iron pots yielding buttons of 800 to 1000 troy oz. The dore typically contains 98.5% silver and 1 % gold. Slag is crushed and tabled to recover the trapped dore blebs and beads. Concentrate from the table is returned to the furnace. Table tails are sent to the crushing circuit and out to the leach pad. Solution application The area kept under leach at Rochester is approximately 130 000 m2 (1.4 million sq ft). Barren solution is delivered to the pad at 21.2 kL/min (5600 gpm) for a resultant application rate of 0.16 L/min/m2 (0.004 gpm per sq ft). A traditional solution sprinkling system using No. 12 Senninger Wobblers with individual pressure regulators was installed at the onset of leaching activities. The Wobblers were placed at 9.1-m (30¬ft) staggered centers and were fed off of a gridwork of Yellowmine plastic piping. Solution flow rates were moni¬tored to each panel. The onset of cold weather with an average nighttime temperature of -12° C (10° F) made it apparent that continual operation would not be possible with the sprinklers. A significant amount of ice was built up on top of the heap, making maintenance and pipe removal dangerous, if not impossible. Leach solution application was restricted to daylight hours to inhibit ice formation. Process plant flow rates were reduced to maintain steady-state operating conditions. However, as daylight temperatures dropped below freezing, ice continued to accumulate due to the sprays. Besides the obvious operating hazards brought on by the growing icefield, there was also the potential environmental hazard associated with an early thaw melting the ice too rapidly for the solution containment facilities. One other option for preventing ice formation was heating of the barren solution prior to spraying. Initial plant design allowed for expansion of the propane storage and distribution system as well as modification of the barren piping for a solution heater. This option was not exercised because the operating costs for an adequate system would have been prohibitive, and timely delivery of a system was not available. An investigation was conducted on the various drip irriga¬tion products available, since subsurface solution applicators would eliminate ice formation altogether. Systems utilizing external flow emitters were ruled out because of their ten¬dency to clog when buried. Emitter systems using perforated tubing were also eliminated from consideration due to their inability to adequately control flow over required lengths of tubing. An in-line emitter system was finally selected which demonstrated clog resistance and adequate flow control, enabling direct burial.

In a 1985 seminar, we were told that overoptimism abounds in Artificial Intelligence (AI), that A1 is neither a science nor a technology yet, and that we will be both exhilarated and disappointed with AI. In fact, even today, there is no single accepted definition of AI; however, certain features have been identified by AI researchers as essential to consider an entity.(e.g: machine or program) to be intelligent. According to Shank (1987), these features include communication (to be able to communicate with), internal knowledge (knowledge about itself), world knowledge (awareness and knowledge about the world outside), intentionality (knowing what one wants and a plan to seek it, ie. goal seeking behavior), and creativity (being adaptable to changing conditions). None of these figures would individually define intelligence; however, each would be a part of intelligence in its own way. The prospects for the development of entities with AI have never been as good as they are now. The combination of advancements in computer hardware and software along with new insights into the ways in which we store knowledge and use it for problem solving has enhanced the potential for the creation of intelligent entities. After some unbounded optimism of a major breakthrough in the fifties and frustrating disappointments in the two following decades, it appears now that AI has emerged from research labs to industrial practice. This is confined by the growing number of repeat applications of AI in business and industry to the extent that AI can now be considered a technology.

Based on the classical definition of optimization, flotation plants of today are far from being perfect, effective, or functional as possible. Though considerable efforts have been expanded in the optimization endeavor during the last decade, much more needs to be done in the future to optimize our flotation plants and operations. The major problem in designing an optimum flotation circuit is that the flotation process depends on the interaction of several physical and chemical parameters. In the past, there has been a tendency to only consider the effects of chemical factors such as flotation reagents: collectors, frothers, conditioning reagents, pH, etc. On the physical side, the emphasis has been limited to the liberation characteristics, grinding time, percent, solids in the pulp and flotation time. Its only recently that we are employing particle size analyses, on-stream analysis, oxidation reduction potential and the like, as operating controls. The design, operation and control of a mineral processing plant depends on costs incurred at all stages, from inception (testing for flowsheet development) through plant closure and beyond. To ensure that micro- and macro- engineering technology is transferred to operational levels, the academia, testing engineers, designers, operators, consultants and management must all get involved in the transformation process. Historically, in the 1950’s engineering empiricism was strengthened through micro-engineering based on fundamental and mechanism. Unique scientific apparatus such as zeta meter and infrasizer were used to test new hypotheses. With the advent of computers in the 60s and 70s, complex differential equations were solved to study and understand unit processes and to assess mechanism assumptions. Such efforts contributed to improved understanding of the unit operations such as comminution, flotation, thickening, filtration and the like. In the 80s and 90s with the availability of more sophisticated computer technology involving modeling procedures, advanced numerical methods, image analysis, nonlinear-curve-fitting and data adjustments, it was possible to test newly developed models under the production environments. These innovations are now available to develop simulator and sensors (such as particle size analyses) for macro-engineering purposes including plant design, automatic controls and optimization. Accordingly, it behooves the mining companies and plant operators to take advantage of these new developments to control a large number of physical and chemical parameters involved in the plant operation and optimization. This is especially important in light of declining head grades and increasing operating costs in the U.S. minerals industry if it wishes to maintain a competitive edge in the international marketplace. In regard to the future R & D activities in the field, in order to arrive at useful correlations in micro- engineering research, it is essential to consider a plant operation as an interactive engineering system representing the combined effects of physics and chemistry, equipment and operation. The structure of an exploration model reflects a number of design considerations, one of which is the question or issue-to be investigated by the model. Thus, a model designed to evaluate the magnitude of risk and its economic implication to optimal decision making at each decision juncture of a multistage exploration architecture differs considerably from one designed to evaluate, say, the long run average cost of discovery, in which the architecture of exploration is suppressed and risk is simply an element of average cost. The perspective of the model examined in this paper is that exploration is investment in (purchase of) information and that the next stage of an exploration program is undertaken only when the expected value of information to be acquired in that stage exceeds its cost. The degree to which this perspective is honored influences considerably model design. Consider two design objectives:

The recirculation of mine air in an underground colliery, has always been regarded as a hazardous practice in South African collieries. The Mines and Works Act and Regulations states that fresh air, flowing Into an underground section, must flow out directly into the return airways after being utilized once in the section. One of the largest producing underground collieries in South Africa, Initiated a project on controlled recirculation with the permission of the South African Government Mining Engineer. The project involves the recirculation of 65 m3/s of air inside a ventilation district which serves a total of six production areas. The aim of the project was to increase the airflow to the sections without altering the existing ventilation system. Tracer gas studies were carried out to determine the actual distribution of the recirculated air to the individual areas. The results showed that an effective 54,18 m3/s of the recirculated 65 m3/s reaches the sections. This gives an air utilization figure of 83,4 per cent. Dust surveys were also carried out as part of the project to determine the effect of the recirculation of the return air on airborne dust levels. The results showed that the dust levels remained constant in the main intake and return airways and that no hazardous situation was being created. The project proved to be successful and showed that controlled recirculation can be executed and used as a solution for the supply of air to sections without endangering any lives.

Each year, about 45 Mt (50 million st) of flotation tailings are discarded in Florida phosphate operations. These tailings only contain about 4% of the phosphate in the ore. However, more than half of the phosphate in the tailings is concentrated in the +600 µm (+28 mesh) size fraction at grades of up to 20% P205. Many phosphate producers have attempted to solve this problem by floating the +425 µm (+35 mesh) flotation feed separately. However, phosphate recoveries in these circuits are typically only 60%. For seven sampled phosphate operations, the phosphate content of the +600 µm (+28 mesh) fatty acid tailings ranged from 15% to 25% P205. In every case, the +600 µm (+28 mesh) fatty acid tailings was higher in grade than the overall flotation feed. Attempts to efficiently recover this coarse phosphate have apparently been unsuccessful at these seven phosphate operations. Recovery of this coarse phosphate would provide an additional 900 kt to 2.5 Mt (I to 2.7 million st) of phosphate annually and add an additional year to the reserves of these important deposits. A typical central Florida phosphate matrix is composed of three different mixtures of minerals. The +1.18 mm (+ 16 mesh) portion is chiefly phosphate pebbles and is beneficiated by sizing. The -106 µm (-150 mesh) portion contains virtually all of the clay minerals and is discarded in the hydrocyclone overflow. The -l mm +106 µm (-16 +150 mesh) material is a mixture of quartz and phosphate minerals.

Chemical and radioisotope stratification studies were carried out in an abandoned uranium tailings pile at Elliot Lake, Ontario, Canada. The tailings, with an average thickness of 7 m over an area of 16 hectares, were deposited approximately 20 years ago on a layer of black peaty material which overlays deposits of permeable glaciofluvial sands. Geohydro-chemical investigations of this tailings area have been ongoing since 1978. The radioisotope profile study was conducted on three adjacent sites. Solid core samples, collected with a split spoon sampler at various depths, were analyzed for various chemical and radioisotope constituents. The results indicated by 2 distinct zones of stratification; an upper zone, where the constituents were uniformly distributed, and a lower zone, near the peat-tailing interface, which showed increasing concentration with depth. Within the peat layer, the concentration decreased rapidly with no significant levels of contaminant penetration below the peat layers observed, though the samples were limited. The pH profile showed that the top 5 m of the tailings have been oxidized, the average soil pH in this zone was 3.4 compared to 5 .8 underneath it. The groundwater hydrology of the system was observed to be complex showing downward and lateral flow in the dry season and lateral and upward flow during the spring and periods of heavy rainfall. The results are discussed in terms of a model based on the combined segregation and settling process of the tailings fine fraction, and the geohydro-chemical interaction of the solid and liquid phases.

Hydromagnesite (Mg5(CO3).(OH)2.4H20), one of the sedimentary deposits in Salda Lake Basin, is developed under the control of active tectonics regime. Since the occurrence and deposition mechanism of hydromagnesite are unstable under atmospheric conditions, in order to evaluate the precipitation process, systematic host rock, lake water (surface, 20m, 40m, 60m) and hydromagnesite sampling were carried out. Macro, micro, XRD and chemical investigations were done in detail. Not only the results and formation and crystallization mechanism but also hydromagnesite&apos;s St values were evaluated. Main resources could be ultramaficmafic surrounding rocks for hydromagnesite formations. However, hydromagnesite development is considered in different phases, because it has showed various characteristics in Kayadibi and Köpekcayin areas. In Kayadibi area Huntide-Dolomite-Aragonite-Hydromagnesite paragenesis has been realized. Hydromagnesite has also formed in Köpekcayiri area, large amount of hyrdomagnesite occurrences and levels various are noticeable. Actual position of hydromagresite levels exhibits tectonic influences in and around the lake. Therefore, the levels seems to exhibit secondary formation properties. In addition, the formations are being still maintained sedimentation as products of a peripheral deposition phases. Resolving and redifferentiation sedimentation processes probably improve in periods of lake water chemistry especially Ca/Mg proportional changes, and also SI variations indicate the mentioned precipitation mechanism. Similarly, side and into the lake hydromagnesite is stored different levels and ultramafics-mafics rocks fallow indicated stages. It is postulated that hydromagnesite formation, which is existed by result of determined developments and multiphase sedimentation, could be originated from probable crack zones on the lake bottom.

The Carlin Trend is North America&apos;s premier gold producing district. It is located in northeastern Nevada&apos;s Elko and Eureka Counties along a northwest trending belt about 65 km (40 miles) long and 8 km (5 miles) wide (Thorstad, 1989; Jones, 1989). This trend is the worldwide reference site for epithermal, sedimentary rock-hosted microscopic gold deposits. At least 19 deposits have been discovered to date, varying in size from 933 kg to 1.08 kt (30,000 to 35 million contained oz) of gold (Fig. 1). Newmont Gold Co. and its parent, Newmont Mining Corp., jointly constitute the largest mineral right holders in the district. They own or control more than 1000 km&apos;- (386 sq miles) in and around the Carlin Trend and own all or part of 16 out of the 19 mines and prospects identified to date. Since the initiation of Newmont&apos;s exploration activities in the Carlin Trend in 1961, 2.24 kt (72 million oz) of cumulative gold resources have been identified. Cumulative production from all mines since the start-up of Newmont&apos;s Carlin mine in 1965 to the end of 1989 was about 202 t (6.5 million oz) (Jones, 1989). The incentive of sustained high gold prices and innovation in processing technology resulted in a significant acceleration of gold output over the last few years. Newmont Gold alone produced more than 43.5 t (1.4 million oz) in 1989. That is equal to 22% of the cumulative 1965 to 1988 output, and an almost 200% increase over its 1986 output.

5.1 INTRODUCTION There are several types of surface ground disturbances, each of which is immediately transmitted to surface structures and causes damage of various forms, depending on the location of the structures in the subsidence basin. Many criteria have also been proposed for defining the potential structural damage. All of these topics will be discussed in this chapter. 5.2 TYPES OF GROUND DAMAGES There are two types of ground damage, continuous and dis¬continuous, that could inflict damages to surface structures. Dis¬continuous ground damage is open fractures of various degrees. Four types of fractures are commonly seen (Brauner, 1973b): 1. Fissures or cracks. Cracks are the most common form of ground damage and range from completely closed to several feet wide. Surface cracks are most prominent when the ratio of mining depth to mining height is smaller than 30 to 50 times mining height. Cracks initiate parallel to, but ahead of the moving long¬wall face at some intervals when the depth-to-mining height ratio is less than 25 to 30. As the face continues to move, they open up and then close gradually, and in most cases eventually close up completely when the face moves farther away. Sometimes when the depth-to-mining height ratio is larger, cracks may initiate be¬hind the face and go through the same cycle. Cracks are also more likely to occur in the hill when the face is moving in the uphill direction. Cracks also occur at or near both sides of the panel edges. Those cracks tend to remain open permanently. When the surface is covered with grass or other vegetation, cracks of less than 1 to 2 in. wide usually do not penetrate it and become invisible on the surface. 2. Steps. A step may occur when the longwall face stops abruptly if the mining depth-to-mining height ratio is less than 20. Steps may also occur along the panel edges. Steps also range from a few inches to a few feet in width and depth. If planes of weakness are oriented favorably, ground will slide along these planes and form steps on the surface. 3. Cave-in pits. These result from local collapse of the ground from the mine level to the surface when the mining depth is less than 150 ft and occur mostly above abandoned mined lands. They may be as large as 40 ft wide and deep. 4. Bumps (compression ridges). Bumps result from ground compression and occur mostly near panel center some time after mining. Bumps of up to 4 ft, but mostly 1 to 2 ft, have been identified. Continuous ground damage refers to the formation of the sub¬sidence basin where continuous nondestructive ground deforma¬tions occur. As mentioned earlier, continuous ground deforma¬tions associated with a subsidence basin include subsidence, slope, curvature, displacement, horizontal strain, twisting, and shearing. 5.3 TYPES OF SURFACE STRUCTURAL DAMAGES Both continuous and discontinuous ground disturbance cause damage to surface structures. A. Structural Damages Due to Discontinuous Ground Disturbance 1. Fissures or cracks. Open cracks can cause dislocation of surface structure if the gaps are sufficiently large so that the struc¬tural elements cannot resist but fail. On the other hand, minor cracks affect only the appearance, and not the structural integrity. 2. Steps. When a surface structure is located on a step, some portions of the structure lose support and become overhung. In the case of a residential house, there will likely be many open frac¬tures in the overhung portions, followed in severe cases by sepa¬ration of the superstructure at the edge of the step. 3. Cave-in pits. If the caved-in pit is larger than the surface structure, the structure will drop into the pit and become unstable. If the caved-in pit is smaller than the surface structure, the struc¬ture may either become overhung or lose support in some portions. In either case, it is unsafe for use. 4. Bumps (compression ridges). Bumps will disrupt roadways or house floor. If located under supporting members of the struc¬tures, it may cause damages. B. Structural Damage Due to Continuous Ground Disturbances 1. Subsidence. Pure subsidence or uniform subsidence over an area does not cause any structural damage. However, if it becomes a topographical low area, it may be flooded with water and make the surface structures unusable. It must be noted that the flat bottom area at the center of the final supercritical subsidence basin does not reach that position suddenly. Rather, as shown in Fig. 3.1, it is subjected to the dynamic surface deformation asso¬ciated with the traveling subsidence basin before it is left behind to be part of the flat-bottom area. Therefore any structure located at the center of the final supercritical subsidence basin must be able to resist the dynamic surface deformation in order not to be dam¬aged. 2. Slope. Ground slope will induce tilting of the structure. Tall structures with small base areas, such as water towers, chimneys, and power transmission towers are most sensitive to ground slope. If the ground slope is such that if after tilting the center of the gravity of the tilted structure falls outside the base area, it will topple, but this seldom occurs. Ground slope will change the designed slope of a buried trans¬portation pipeline, either increasing or decreasing the original slope depending on whether the ground slope coincides with or opposes the original slope. There are maximum allowable final slopes for various types of transporting materials. Ground slope also affects highways and railways. There is a maximum allowable final slope for a railway because tractive effort increases 1/1000 of its weight for every increase of 1/1000 in grade. 3. Curvature. There are positive (convex) and negative (con¬cave) curvatures. When a surface structure is located on a positive curvature, both ends become unsupported, followed by bending upward at the midportion. The top portion is subjected to more severe stretching than the lower one. While this conference is dedicated to the examination of "Challenges in Mineral Processing," the broader aspect of the pursuit of this subject is Research and Development in the Mining Industry. When I was asked to speak at this symposium, I hesitated to accept. While my early schooling, training and professional occupation were in the field of this symposium, it was so long ago that I no longer feel competent to contribute anything of interest to you except perhaps for a limited historical perspective, which most of you probably already know. However, it might be worthwhile to explore the more general aspect of research and development from the viewpoint of management, as this is the stance from which I dealt with the subject for the last 30 years or so. While most managements generally have a positive view of research and development, few of the leaders in the mineral industry have actually had the personal experience of doing research for a long enough time to have obtained a full understanding and the feel for its place in the long-term technological innovation that our industry must foster. I graduated from the University of California in Berkeley with a Bachelor of Science degree and a major in metallurgy. It was during the great depression of the thirties, and it was difficult to obtain a practical job in the industry. I got a scholarship at the Montana School of Mines and received a Master of Science degree in ore dressing under Professor A. M. Gaudin, followed by another year with him pursuing research. Anyone who studied under him, or knew him well, would assert that this was a unique experience. Gaudin had a brilliant mind and a profound respect for science and the scientific method. The application of computers for control purposes in hydrometallurgical processes is not as well-established as in mineral processing plants. This is not only due to the comparatively new development of large-scale application of hydrometallurgy and the relatively small number of operating plants, but also due to some of the basic dynamic characteristics of hydro- metallurgical processes., Basically there is little difference in the development and application of digital control techniques in hydrometallurgical plants from those techniques widely in use throughout the chemical process industry and in nonslurry applications; particularly for those cases involving liquid streams only, the primary sensing elements are essentially the same. On-stream X-ray fluorescence analysis is a well-established method for determination of metal content in the process streams, and standard equipment is used for the measurement and control of pH, flow, density, temperature, pressure, and other variables. Nevertheless, the high proportion of corrosive slurry streams at elevated temperature and pressure poses a challenge to the instrument engineer concerned with developing long-life, reliable instrumentation. One major difference and potential problem area in developing control systems for hydro- metallurgical processes is related to the very long time constants which are common in the larger plant. In these circumstances, it is important to define the overall control objectives very carefully and be prepared to allow for considerable drift in intermediate variables. In larger projects with many control loops the general advantage of lower costs compared to conventional analog instrumentation can be confidently expected. Also in most cases, the process analysis necessary to design and specify a comprehensive computer control system and the increased operator involvement in implementing digital control systems yield additional benefits due to the increased understanding of the dynamic characteristics of the process.

Miners working in underground mines where diesel equipment is used are exposed to exhaust pollutants. These include carbon monoxide (CO), carbon dioxide (CO,), nitric oxide (NO), nitrogen dioxide (NO2), sulfur dioxide (SO2), hundreds of different hydrocarbons (HC) and particulate matter. Evidence from animal inhalation studies and limited epidemiological investigations have led the National Institute for Occupational Safety and Health (NIOSH) to recommend that ‘... whole diesel exhaust be regarded as a potential occupational carcinogen ...’ NIOSH further stated that ‘... the excess cancer risk for workers exposed to diesel exhaust has not yet been quantified, but the probability of developing cancer should be decreased by minimizing exposure…’ The International Agency for Research on Cancer(IARC) reached a similar conclusion, saying that ‘... diesel engine exhaust is probably carcinogenic to humans.’ Before these declarations, there was insufficient evidence concerning the carcinogenicity of diesel exhaust. It was well known, though, that diesel exhaust caused less severe problems, such as headache, eye irritation and unpleasant odors. In 1988, a milestone was reached in the Mine Safety and Health Administration (MSHA) regulatory process. An advisory committee recommended a three-tier approach to regulating diesels used underground-approval of diesel equipment, safety and health. Diesel particulate matter may be specifically regulated. In addition, ambient air quality standards are being proposed that will establish a new standard for CO2 and lower the permissible exposure limits for the NO2, CO, SO2 and formaldehyde emissions that originate from diesels and other sources. Additional safety and emission restrictions are also proposed for diesel engines in coal mines. The goal of the US Bureau of Mines (USBM) diesel engine research program is to minimize the health and safety problems associated with underground diesel equipment use. Part of this program is focused on reducing exhaust emissions from diesel-powered equipment used in underground mines.

The is the 14th consecutive year for this column and the 13th in which the royalty data have been tabulated. Some holes still exist in the list of royalties that readers hopefully will fill. Construction aggregates - either sand and gravel or crushed stone - are the most common mineral commodity. In spite of their pervasive use nationwide, royalty information for these commodities has been difficult to acquire from some states. Readers can help. Share information about these missing states and next year there will be fewer states without information. Dennis Bryan sent a copy of a report, "Regional Appraisal of Mineral Materials: Carson City District, BLM." The report was authored by real-estate appraisers. It contains more than 50 references to leases of various construction materials in Nevada and nearby states. It gives a thumbnail sketch of each lease and is a good reference. However, the authors erroneously imply that the royalty rate and the in-place value are the same. Several of this year&apos;s new entries come from the report. However, the royalties for landscaping materials vary from state to state and by rock type. Some boulders used for landscaping in Nevada have a royalty reported at $1.10/t ($1/st). At the other extreme is lava from Idaho. Used for the same purpose, it has a royalty range of $11 to $18.70/t ($10 to $17/st). Chuanming Tian of Beijing, China has shared some information about the changing mineral royalty policies in China. China first implemented an oil and gas royalty in 1984. In 1992, the government expanded that to include iron ore. In 1994, the royalty policy was extended to all mineral commodities. At the same time, the royalty rate for iron ore increased tenfold.

The European industrial minerals industry and its markets are largely self-sufficient. The companies who are members of the Industrial Minerals Association (IMA-Europe) number around 150 contributing 5 billion Euros to the EU?s GDP and range in size from global publicly quoted corporations to small family owned private companies. Their means and capability to implement sustainable development vary considerably. However the leading companies provide an excellent set of best practices, which IMA as a trade association with recognised core competencies in the field of sustainable development is ideally placed to promulgate throughout its membership. As an active participant in the EU Voluntary Scheme for SDI reporting IMA is not only working to increase the level of response to the SDI questionnaire but is also developing with its members a new sustainable development charter which its members will voluntarily adopt as a guiding principle for their implementation of sustainable development This work will be a consultative process involving all IMA?s section members as well as other trade associations, NGOs and MEPs. Public awareness of the benefits of minerals and their contribution to sustainable development has been raised by IMA?s awareness campaign now being followed by a more targeted programme aimed at MEPs. Further work in the future will consider product stewardship and life-cycle analysis. IMA is already positioning itself with the help of its members to assimilate the minerals industry of the accession territories in the sustainable development process.
