The Indian Head fine has been in existence since 1922. For over 56 years there have been North Dakota people mining coal at this same location. The area affected will fit inside a circle 5 km in diameter, and the coal is lignite. The seam thickness has varied from 2.4 m to 3.65m, and the overburden from 6 m to 30 m in depth. me Lignite coal which is being mined at the Indian Head Mine is from 15.8 x l0 6 to 16.7 x 10 6 J per kg; it has a moisture content of 33 to 38%; an ash content of 5 to 10%; and a sulfur content of from 0.5 to 0.7%. The moisture content and the fact that we crush the coal co a top size of 14 cm x 0, are two of the characteristics or the product which cause it to freeze and remain inside of the railroad cars on the slope sheets. The market for the coal initially was almost entirely local coal sales. That is, coal was sold to people in the area who used the lignite to heat their homes, stores, offices, schools, and churches. Back in the early 1920's, there were no stoker-fed boilers, or pulverized fuel boilers, as we have in today?s marketplace. Basically, all of the coal was sold as lump coal, pieces about 30 to 35 cm square, to be used in furnaces: and nut coal with a top size of about 7.5 cm to 10 cm to be used in the old kitchen cookstove. All of the coal fines, less than 5 cm, were screened out and layed onto a pile. There was no market for the smaller sizes of the lignite coal. It has been our experience that when the coal is in lumps or chunks larger than 7.5 cm to 10 cm, there is a very slight possibility of freezing. That is the chunks themselves freeze, but by their nature, they do not cling to one another or form large masses of frozen material which are difficult to remove from the slope sheers of the railroad cars.

Just picture, if you will, the hot, lonely and desolate Ochre Mountains west of Salt Lake City. There works a grizzled old miner, his boots worn down, his clothes hang on a body stooped by years of hard labor. His skin is wrinkled and leather toughened by many years in the hot desert sun. His ever faithful burro stands patiently in the shade of a large rock as the tired old miner examines ore samples just acquired that very morning. Suddenly the old man's eyes widen, his breathing becomes rapid. 'Leaping to his feet, with a gleam in his eye, he cries, "Eureka, I'm rich, I've found the mother lode. This is where I will start my digging. " Without warning, the silent wilderness is alive with wild, shouting, charging figures! Frightened the old miner glances about him wide-eyed and pan- icky. His heart sinks, dismayed he now knows all is lost, this is the end. For there leaping from behind rocks and brush papers in hand, are the men from the Department of Interior, Bureau of Land Management, State Mine Inspectors, OSHA, MESA, EPA, OEO, and the never ending list of regulatory bodies related to todays mining industry.

Mining wastes have received individual attention under the Resource Conservation and Recovery Act (RCRA) since its inception, in recognition of the special characteristics that distinguish mining wastes from other solid wastes. The Environmental Protection Agency (EPA) has recognized that: - Mining wastes are generated in much larger volumes than other industrial wastes. Most material handled in mining is waste (over 99% in many cases) and not marketable product, whereas waste is a small portion of raw materials used in most industries. Consequently, controls used for hazardous wastes may be technically infeasible or economically impractical. - Nearly all mining waste is managed at the site of generation and is land-disposed. . - Mining wastes typically pose lower hazards than other industrial wastes. Mining operations are located predominantly in sparsely populated areas and in arid or semi-arid areas with little surface water runoff and deeper water tables.

The Ozarks has been called "a diamond in the rough". In this region streams have steep gradients, sparkling clear flows of cold water fed by many springs, and a wildness that is almost unique in the central part of the United States today. The Current River and its tributary, Jacks Fork, have been set aside for preservation by the National Park Service as a "Wild River" in the first park of its kind in the country. It is called the Ozark National Scenic Riverway. Similarly, responsibility for the preservation of the Eleven Point River has been assigned to the U. S. Forest Service. Protection of other streams in the Ozarks has been considered by State agencies. The hydrologic system of the Ozarks is a complex network of gaining and losing streams, caves, conduits, and large springs. Increased sewage loads derived from the growing towns and expanding tourist trade are a potential hazard; effluents may flow underground for long distances, polluting springs and wells. To add another dimension to the hydrologic picture a new lead industry is also flourishing in the Ozarks. Although the history of lead mining in the area goes back to 1701 (U. S. G. S., p. 43), the area has not seen a revitalization like the one that has been developing in the last 10 years; and the economic growth promises to continue indefinitely. Although this brings capital expenditures and wages into the area, it also brings potential hydrologic problems. Chemicals, wastes and other substances either stored on the surface or transported across it are subject to accidental spillage. In an area where these substances remain on the surface their effects are subject to surveillance. In the Ozarks, however, this may not be possible.

The major underlying threat to man's successful survival and happy existence on this planet is our own prolification. This poses an even greater threat to the future of civilization than continued wars and even "The Bomb" itself. Just the predictions of the world's population trend are awesome and demand our serious thought. This trend has been given the now well-known term, "The Population Explosion" - and this is literally what is taking place throughout most of the countries around the globe. Today, the world's resources support approximately 3.3 billion people. Based on the present world population growth rate of 2.1 percent, there will be another 65, million just one year from today. Such an increase in one year means that the world will add a greater population than that of Mexico and Canada combined. Projecting at this remarkable, but unchecked, growth rate, 6.7 billion people will be competing for survival by the end of this century.

Rare Earths: Understanding The United States complete failure of status and relevance in Rare Earth Oxides, Elements and Alloys. Although rare earth oxides are strategic and critical in their own right, elements and alloys are even more important for the development of "Green Technologies" and advanced weapons systems. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering The United States and the world in its quest to control the Rare Earth Oxides, Elements and Alloys, and the many industries dependent upon REO. What can be done?

Magma Copper Company's San Manuel SX-EW facility has operated since May, 1986. The original facility had a design capacity of 25,000 tons per year of electrowon copper cathode produced by processing pregnant leach solution from an open pit/heap leach operation. In 1988, the plant was expanded to 50,000 tons per year to incorporate processing in-situ leach solutions. This paper focuses primarily on the heap leaching area with regard to exploration, testing, feasibility, permitting, design and construction, and operating practices. Research utilizing surfactant leaching aids to enhance copper recovery is also discussed.

"From November 2014 through September 2016, Westmoreland’s Coal Valley Mine utilized a Marion 7450 electric walking dragline to extract 1.2 million tonnes of a vertically-dipping, 52-meter wide, fault-thickened seam, beneath a conventionally-excavated pit bottom. Mine planning and operational hurdles encountered throughout a kilometer of mined strike length included mitigating highwall instability in both hanging and footwall slopes, water management, and end-of-life machine reliability and maintenance. The most substantial challenge has been the depressed global coal market. However, the successful application of this mining method significantly aided the overall cost of production at the site. The valuable experience gained from this project will be extended to future mining areas where this technique can be similarly applied. INTRODUCTION Coal Valley Mine is located approximately 220 kilometers southwest of Edmonton, Alberta, Canada, in the foothills of the Rocky Mountains. Since commercial production began in 1978, more than 84 million clean tonnes of coal has been produced and sold domestically as well as exported overseas for power generation. While the existing processing plant has a nameplate capacity of 4 million tonnes per year, the site has operated at a 2 million tonne rate since 2015 due to depressed export markets. Westmoreland acquired the mine as part of its purchase of Sherritt Coal Operations in April 2014. The mine operates 24 hours a day, 7 days a week, with an IUOE workforce of 261. GEOLOGICAL SETTING The geology of the Yellowhead Tower mining area differs significantly from previous mining areas at Coal Valley. The Mynheer coal seam discussed herein consists of steeply dipping, highly-sheared, thrust-faulted, and heterogeneous coal pods. Deep set, southwest striking thrust faults were the likely mechanism for the podding and have resulted in overturned, rolled and highly sheared seams with zone thicknesses of up to 65 meters.The hanging wall is characterized by soft bentonitic mudstones and siltstones, overlain by massive competent sandstone. The footwall is defined by a hard volcanic tuff, interbedded with thin, sporadic coal seams. The sandstone above and volcanic tuff below constrained the faulting system within this zone, enabling the mass podding that has afforded the opportunity for large-scale mining."

or more than 50 years the Portland Cement Association has represented the United States cement industry in matters relating to the technology and use of cement and concrete. Interestingly enough, PCA?s emphasis has been on concrete and its uses rather than on Portland cement. The cement industry realized long ago that cement is basic and serves its fundamental purpose as an ingredient in concrete. Cement could never be successful if concrete were not. Work with the users and specifiers of concrete had to be done at its end point of application--in a building, bridge, dam, highway or home. PCA, over its half century of existence, has been dedicated to this job. I should like to talk to you today on the less technical side of concrete--what it has been--what it is today--and what it can offer in future construction. Concrete, in many forms, has a long background extending from such notable historic times as the Roman Empire. Here, concrete made from pozzolanic cement from the slopes of Mt. Vesuvius was used to construct the Coliseum, home of the Roman circus; for the Appian Way, the ancient forerunner of the Interstate system; and the miles of aqueducts throughout Europe, many of which still carry water. The ability of open pit mines to steepen overall final wall angles allows significant cost reductions as a result of reduced waste movement requirements. Final wall angles are principally controlled by three factors: geological conditions; hydrological conditions; and wall control blasting practices. The first of these factors is not controllable by the mine operator, the second can be influenced to some degree, but the last one certainly can be controlled, hence the current interest in final wall blasting practice at many mining companies. This paper discusses common blasting techniques employed to steepen final pit walls and outlines the attractiveness of moving from small hole high cost systems to the use of full size production drills as a means of reducing wall control blast costs. Attempts to make this change have been limited at many mines by the physical size of the drills and their inability to reverse drill. In the past, pres pi it, pre-shear or trim holes have had to be drilled vertically, at considerable distance from the upper bench toe, with the result that inter-berm face stability is reduced and final wall angles have to be made somewhat more shallow than desirable. The paper concludes with a description of how these problems can be overcome by utilizing the new Bucyrus 39R which has the capability of drilling at a ?15 degree angle underneath the machine. It is concluded that the resulting wall control blast designs will offer large mines improved final wall angles with resulting significant overall cost reductions.

Consistent increase has been the mark of North American potassium (K) consumption. In 23 of the last 25 years there was upward progress The pace of usage has quickened in the past three or four years This, together with a predicted accelerated future demand, has created unprecedented interest -and activity in the potash industry. Potassium enjoyed a ninefold increase in consumption from 1940 to the present time in North America (Figure 1). Since 1950, it increased from just over a million tons of potash (K20) annually to nearly three million tons in 1964. World-wide usage exclusive of mainland China is now about 10 million metric tons. Some predictions call for another doubling in consumption in the next 10 to 15 years, About 20 percent of the four million tons of K20 produced in North America is now exported overseas and this percentage is likely to increase in the years ahead. Ten years ago, exports represented only 3-1/2 percent of total K2O production from this continent.

Most governments recognize that energy efficiency represents a partial solution to reducing global capital shortages and environmental crises that threaten to seriously impede economic growth. Much of the United States and many foreign countries are embracing the concept of Integrated Resource Planning (IRP) which incorporates Supply Side Management (SSM) and Demand Side Management (DSM). Since SSM comes at twice to three times the cost of DSM, it makes economic sense to employ the energy conservation techniques of DSM. This paper will explain these concepts and some of the incentives being put forward by governments and utilities to promote DSM.

The Buick concentrator represents state-of-the-art technology in automated digital process control operation utilizing a centralized computer. The process control strategies implemented at Buick are no longer new to the industry, but the successful application of these developments is still rather unique in North America. Productivity improvements, determined to be a direct result of the process control developments, are the primary topics of this paper. Emphasis is placed on metallurgical benefits including both lead and zinc recoveries; lead concentrate grade; and reductions realized in reagent consumptions, operating costs, and personnel. A detailed description of the concentrator, along with a history of the process control development and a more in-depth discussion of the control strategies implemented at Buick can be found in the references. (The Buick flowsheet is depicted in Fig. 1).

A new moving cone optimizing technique will be introduced. In order to facilitate under- standing of the moving cone optimizer, a re- view of the principles of moving cone design technique is presented. A concept called the negative moving cone design technique is also introduced to help facilitate understanding of the moving cone optimizing algorithm. In the introduction to Subsection 3.3, the relationship of the mineral inventory modeling technique to the ultimate pit design optimization methods was reviewed. Five modeling techniques were described, and four mathematically provable optimizing methods discussed. The broad use of the regular 3D fixed block model was attributed, in part, to its applicability to automatic optimization methods of pit limit design such as the Lerchs-Grossman graph theory algorithm, and in part, to its systematic nature.

The development of a method to manufacture diamonds has been rated as one of the out- standing scientific achievements of our time. The story is both interesting and significant. This paper will quickly review history of diamond and manufactured diamond. Next, it will discuss manufactured diamond as a product -- how good is it -- and what is the significance of this scientific achievement. And finally, present a few thoughts about the future of this technology and this product. For centuries, diamond was found only in alluvial deposits, primarily in the Golconda fields of India. As a result, man knew nothing of the process by which the stones were formed. In 1860, diamonds were found in South Africa under completely different conditions. Here, for the first time, they were found in volcanic pipe -- their mother ground. These volcanic pipes are roughly cylindrical columns of rock which go deep within the earth. The theory as to the formation of diamond was presented by the geologists in that era. The theory states that molten rock was thrust up through a layer of carbonaceous shale where it picked up the carbon necessary for diamond formation. It was generally agreed that diamond was formed approximately 240 miles below the surface of the earth, thus indicating that extremely high temperatures and pressures were involved.

Bituminous coal dust was repeatedly placed into one lung lobe of anesthetized Macaca nemestrina monkeys using a flexible fiberoptic bronchoscope. Radiographs taken at 15 day intervals showed a focal radiographic density after 90 days time when a total of 1 gram of dust had been instilled. The radiographic density progressed slightly in size until 12 months by which time 3 grams of dust had been instilled and the animals were euthanized. At necropsy, the only significant gross lesion detected was the focal black pulmonary lesion located at the dust instillation site. Histologically, the lesion was composed of coal dust laden macrophages located primarily within interstitial tissue and interspersed with a slight amount of reticulum and connective tissue fibers. The distribution of coal dust was limited to the instillation site in the right caudal lung lobe based on radiographic, gross and histologic examination. Bronchoalveolar lavage of both right and left caudal lung lobes was performed 8 times during the 12 month long experiments without significant complications. More macrophages were found in lavage fluid from the right lung than the left, and most macrophages from right lung contained coal dust particles. Based upon a limited physical examination and complete blood count at 15 day intervals the animals remained normal during the experiment. We conclude that the primate lung's response to focal experimental bituminous coal dust resulted in a marked focal increase in pulmonary alveolar macrophages, which can be recovered regularly in high numbers by bronchoalveolar lavage. The model described has significant potential for investigating the pathogenesis of various respirable dust-induced pneumoconioses, for evaluation of new therapeutic approaches, and for refining experimental and clinical diagnostic applications of bronchoalveolar lavage. Coal and coal mining is no longer the mighty king of industry and in our daily lives and homes that it once had the privilege of commanding. Many of you will remember that one of the chores of your youth was to bring in the scuttles of coal, morning and night, to feed the heater or stoke the furnace in the morning and bank it at bedtime. Growth of gas and oil have displaced coal in home furnaces and commercial buildings, and have taken over some segments of industrial markets. The coal burning locomotives have virtually disappeared in favor of the more efficient diesel engine. However, coal as a prime mover still holds its strategic position as is evidenced by act that the electric power industry almost entirely depends upon coal for its generation.

The situation of Japanes coal mine is in the severe enviroment, because the policy on coal mining has changed. Every year one or two coal mines will be foced to close. To continue the production of coal, we have to reduce the cost of production. Therefore, the mining by longwall method which is more than 250m was attempted at Taiheiyou Coal Mine to reduce the cost and this mining method have had successful results. To get successful results by this mining method, the controlling and prediction of gas emission from the longwall panel will be most important things. In this paper, the comparison of the predicted gas emission from the mining panel based on the measured gas content by using new device with the observed results is described.

When the subject of plant computers is brought up most people visualize the computer's controlling the entire plant with very little operator intervention. Actually, this picture is true today in only a limited number of cases and will certainly not be true in the minerals industries for many years to come. There are several ways in which a plant computer can significantly contribute to improving plant operation and closed loop control is only one of these. First of all, what are the basic ingredients for good plant control? For good plant control, two requirements must be met. First, the operator must get good information feedback from the process and then he must know what action to take in response to this information. Control information can be obtained through instruments, laboratory analyses, or through simple visual observation. If it is timely and accurate and the operator knows how to use it, then we have the makings of a good plant control system. The computer can be of help in both these areas by getting good data back to the operator and in helping to develop a good control scheme for the plant.
