This paper considers simulation of truck dispatching system designs using maximum expected production of the truck-shovel system as the measure of performance. Two methods are utilized, multiple comparisons with the best (MCB) and the combination of MCB and the variance reduction technique known as common random numbers (CRN). These two techniques are compared via simulation experiments. The results show that the combined procedure of MCB with CRN is the superior tool to reduce the total number of replications needed to ensure the specified probability of correct selection over the finite number of designing systems. In this case study, MCB with CRN reduces the variance by 29% and the number of required replications by 48%. Also, the MCB with CRN procedure narrowed the confidence interval by 18%.

During the latter part of the twentieth century exploitation of mineral resources, and gold mining in particular, experienced a resurgence in Europe, with major mining houses and many junior companies involved in exploration and subsequent mine development. Gold projects in particular were actively encouraged and exploration programmes and permitting studies initiated in more than 15 countries, both within the European Union (EU) and the former eastern bloc. During the initial period, governments in many countries provided active support. Following a series of negative environmental mining incidents in the latter part of the century public opinion, often ill-informed, led to political pressure to withdraw governmental assistance. This in turn resulted in the revocation of exploration licenses, and ultimately to the failure to develop a number of potentially world-class mines within the region. Despite these setbacks, gold production in Europe continues, and is probably higher now than 20 years ago. The mining industry is currently coming to terms with both changing attitudes of governments, and the increase in scope and prescriptive nature of legislation. Recent experiences, particularly in Greece and Turkey, exemplify the problems faced by the industry in the region, which are causing major mining companies to reconsider future activities in Europe. The paper presents an overview of European gold mining and its environmental performance in the context of international practice, new legislation, and public perception of mining generally. The rationale of governments in withdrawing support for the industry is questioned, and the feasibility of achieving sustainability where there is no level playing field globally is reviewed. The question is posed to governments, regulators and mining companies alike as to whether there is a future, not only for gold mining, but for the minerals industry in general, within the EU.

Good afternoon, fellow members of the international mining community. I appreciate the opportunity to participate in this special three-day, international gathering, and to join with you in honoring one of my very good friends, Doug Fuerstenau. It couldn't be more fitting to have this kind of event to mark Doug's 60th birthday. You know, in addition to his faculty position at the University of California in Berkeley, Doug is a member of the Board of Directors of our Homestake Mining Company. So it is a double pleasure for me to help pay tribute to one of the outstanding academicians of the mining industry as well as a man with whom I work closely in running Homestake. I have been asked to talk about "The Future of Precious Metals," but I will concentrate my remarks on gold. Since the theme of this Symposium is "Challenges in Mineral Processing," what I'm going to talk about is a challenge that relates especially to a major problem faced by those of us who process ores to recover gold. I noted that in the Scope of this Symposium, it stated: "the mineral industry is currently facing many challenges to improve the economics, operating efficiencies and environmental concerns of the mineral processing system." I couldn't agree more with that statement. I think that a need exists for us to address this situation as it involves gold. And who better to consider this than the worldwide leaders of mineral processing research here assembled. I start with the premise that we need a new method for cyanide use or a chemical to replace sodium cyanide entirely. The geostatistical estimation of the reserves of an ore deposit is highly dependent on the quality and stability of the variograms of the sample grades. Gold deposits commonly show a skewed grade distribution. The few high grades at the tail end of the distribution produce unstable variograms that are difficult to model. If these grades are cut to a lower grade value or removed, more stable variograms are obtained. However, outlier grades may make a deposit economically viable, and their cutting or removal should be treated with caution. To reduce (but not to eliminate) the effect of high grades, a transformation of the raw data can be performed. Most commonly used transformations are: logarithm, gaussian anamorphosis, rank and indicator. Variograms of the transformed grades are resistant to high grades and present a clear structure. The weak point of data transformation appears when grades are estimated by kriging; the estimates are very sensitive to slight variations in the parameters of the back-transformation. More robust variogram estimation procedures can also be used, but often these procedures are not suitable for skewed grade distributions as they are based on an assumption of a contaminated normal distribution. The Porgera gold deposit in Papua New Guinea has a highly skewed grade distribution, with grades ranging from 0.01 to 3500 g/t and a coefficient of variation greater than 5. For the geostatistical estimation of the high grade zone of the deposit, the influence of the high grades was quantified by calculating and comparing the following variograms: raw grades, raw grades with the highest grades removed and transformed grades. The study confirmed that there is no general method for handling high grades in a geostatistical reserve study. Several methods should be tried to quantify the influence of high grades.

As a step in the endeavor to reduce future tunneling costs in New York City, the Environmental Protection Administration, Dept. of Water Resources, instituted a program in 1972 to monitor the performance of the lining of one of its tunnels. A monitoring program was included as part of the contract specifications for the East Branch Interceptor Sewer tunnel for the Port Richmond Water Pollution Control Project in the hope that measured data would indicate possible future cost effective design or construction improvements. The monitoring program involved measuring ground deformations, circumferential liner stresses, longitudinal liner stresses, and jacking pressures. This paper presents some of the findings from these measurements, with emphasis on liner stresses. PROJECT DESCRIPTION The 3.05m (10 ft) diameter steel lined tunnel was constructed under two separate contracts. The easterly portion, Contract 3A, was approximately 3109m (10,200 ft) in length and constructed by Peter Kiewit Sons Co.1 The westerly portion, Contract 3B, was approximately 2160m (7100 ft) in length, and constructed by Richmond Constructors, a joint venture of Grow Tunneling Corp., MacLean Grove & Company, Inc., Grove, Shepherd. Wilson & Kruge, Inc., Morrison-Knudsen Company, Inc., and Andrew Catapano Co., Inc. Each contract included three test stations, hence a total of six along the tunnel route. Excavated material along the tunnel route consisted primarily of dense fine to coarse sand with varying percentages of gravel and silt with occasional boulders. Pockets of organic silt were encountered on Contract 3B and a large portion of Contract 3A ran through slightly weathered serpentine and schist. Overlying material and the groundwater level varied considerably along the route as did the height of overburden. Figures 1 and 2 show the generalized soil profiles for Contracts 3A (PK stations) and 3B (RC stations) respectively.

I also have a very close friend and fraternity brother who works and lives in Denver so I could talk on and on about this area and our western coal properties, but it's Massey's coal terminal business I'm to focus in on today, and that's a horse of a different color. The Mine Safety and Health Administration has developed a model to estimate diesel particulate (dp) exposures in underground mines. The estimate uses either in-mine measured dp concentrations or engine manufacturers' standardized emission data and through a series of calculations estimates full shift dp concentrations by applying standard engineering principles of ventilation, control technology and work cycle. This model, in the form of a computer spreadsheet, provides the mining industry with a method to estimate diesel particulate levels and determine the impact of various diesel particulate controls on occupational exposure to dp in underground mines. A detailed description of the estimator and several examples demonstrating the results are provided.

Pore-filling organic material concentrated uranium to form sandstone-hosted primary uranium deposits in the Jurassic Morrison Formation of the Grants uranium region, New Mexico. Petrographic observations and radiometric ages for primary ore in the Westwater Canyon Member require that the organic material was emplaced early in the diagenetic history of the host sandstone; in fact, organic material was emplaced before major compaction. This inferred early emplacement constrains models concerning the nature and origin of the organic material and thus also constrains models of ore genesis. Reconstruction of the burial history of the basin indicates that Late Jurassic-Early Cretaceous time, the interval of inferred emplacement of the organic material, was probably not a time of hydrocarbon generation and migration. Nuclear magnetic resonance analyses, elemental abundances, and isotopic studies provide further constraints on the nature of the organic material, and data from these studies are consistent with a humic acid rather than an oil origin. In addition, the overall tabular shape of primary uranium orebodies and the way these orebodies are suspended in the host sandstone mimics Recent deposits of humate, the precipitated form of humic acids. The critical clue that favors a humic acid origin for ore-related organic material is provided by the nature and patterns of postdepositional alterations that are spatially and temporally related to primary ore, specifically destruction of detrital magnetite and ilmenite (iron-titanium oxide) grains. Humic acids are implicated in the destruction of iron-titanium oxide grains because these organic acids are one of the most effective natural agents in leaching of Iron from these grains. Thus, timing constraints, chemical evidence, orebody geometry, and the nature and patterns of ore-related alterations favor a humic acid origin and suggest that an oil origin is highly unlikely. Because alteration of iron-titanium oxide grains tracks the pathways of humic-bearing solutions through the host sandstones, it is possible to trace these solutions back to their source. Alteration patterns in the Westwater Canyon Member suggest that the humic-bearing solutions originated as pore fluids in the mudflat facies of the overlying Brushy Basin Member and moved into adjacent sandstones during early dewatering of the mudstones. The humic acids precipitated, by the process of cation loading, in tabular layers. Uranium was concentrated within these tabular layers by complexation with the humic acids to form primary uranium orebodies.

A Google search on talc asbestos yields more than 500,000 hits due to the growing number of civil lawsuits in this area. Historically, the litigation was centered on amphibole-containing industrial talc. There was no debate these talcs contained amphiboles, but the issue was the definition of asbestos and whether the amphiboles had an asbestiform habit. Ultramafic-hosted talcs, however, are formed in such a way as to not favor the formation of amphiboles in the talc, but they can occur in the surrounding black-wall. In these deposits, the serpentinite host rock is in direct contact with the talc, therefore, allegations can be made that non-asbestiform amphiboles or non-regulated serpentine group minerals can occur in the final products. We analyzed talcs from both metamorphosed carbonate- and ultramafic-hosted talc deposits using polarized light microscopy (PLM), scanning electron microscopy (SEM) with energy-dispersive spectroscopy (EDS), electron microprobe (EPMA) with wavelengthdispersive spectroscopy (WDS), transmission electron microscopy (TEM) with EDS, and powder X-ray diffraction (XRD). Compositions of minerals determined by EDS alone are not sufficient to confidently identify asbestos, despite common practices by some researchers. We emphasize, using both historical samples, and analyses of currently contested minerals, the importance of determining both the structure and composition of a mineral, as well as defining its morphology, before concluding whether it is asbestos.

According to Darcy?s law, the rate of filtration should increase with increasing pressure drop across a filter cake. In centrifugal filtration, the driving pressure is created by the centrifugal forces applied in the free water on the surface of a filter cake. However, the pressure drop can become negative when the free water surface disappears, which makes it difficult to achieve low cake moistures. In hyperbaric centrifugal filtration, this problem is overcome using air pressure to restore the pressure differential. In the present work, various mineral and coal fines have been subjected to hyperbaric centrifugal filtration tests. The laboratory tests show that the moistures of various mineral fines, such as copper and zinc concentrates, phosphate, talc, kaolin clay, and precipitated calcium carbonate, can be reduced substantially below that achieved by conventional centrifuges. Similar promising results have also been obtained with various coal fines in laboratory and pilot-scale test programs and in full-scale plant demonstrations.

I chose the title "Let's Clear the Air" for this afternoon's presentation because it has two meanings, the literal and the figurative. Most of you know what MSHA is. Most of you know what MSHA does. And, for the most part, most of you know why. What I hope to accomplish today is to "clear the air" around our health standards, to clarify for you how MSHA views its congressional mandate under Title I Section 101(a)(6), (7), and (9) of the Mine Safety and Health Act. Asbestos, silica, radiation, noise, welding fumes, carbon monoxide, lead, hydrogen sulfide, nitrogen dioxide - the list of physical and chemical hazards encountered in the metal and nonmetal mining industry is as diversified as the industry itself, possibly even more so. In addition, miners are often exposed to several of these health hazards simultaneously.

During the past few years monitoring systems have been installed to measure the effects of environmental changes on the ground-water resource. The design of a monitoring system depends upon the designer's perception of how the environmental factors merge with his perception of the ground-water flow system. The validity and representativeness of measurements made during a monitoring program depend upon the validicy of the designer's perceptions and concepts. To optimize the design of a ground- water monitoring program the designer should make preliminary measurements to confirm his assumptions.

Agglomeration techniques have been successfully applied to commerical heap leach cyanidation operations for the recovery of precious metals from low-grade ores, mine wastes, and tailings. The major parameters important for successful agglomeration pretreatment of these feed materials are discussed. Several commercial agglomeration-heap leaching operations are described. Two of the operations converted from conventional heap leaching to agglomeration-heap leaching after coventional heap leaching proved unsuccessful. Heap performance before and after agglomeration is discussed. A fairly recent operation that began production using agglomeration-heap leaching technology is also described. Two operations that processed milled tailings by agglomeration are discussed. The tailings feeds could not have been economically processed by means other than agglomeration-heap leaching.

Heap leaching of ore with cyanide is a common and economical means of extracting precious metals (gold and silver) from mined ore. The use of cyanide, and the heap leach process, can seriously impact the environment. In the worst case, catastrophic failure of containment structures can release toxic levels of cyanide into receiving bodies of water, resulting in toxicity to ecological communities and contamination of public water supplies. Furthermore, cyanide degradation products such as nitrates can also impact local streams, lakes, and aquifers. Even if cyanide can be removed, the crushed residual ore may generate acid solutions that can release toxic heavy metals into the environment. Pintail Systems, Inc. (Pintail) of Aurora, CO, in conjunction with technology partners Science Applications International Corporation (SAIC) and Fairmile Gold Corporation (Fairmile), have developed a microbially-based precious metal lixiviant that can be used as an alternative to cyanide. The microbial process, called BioLix, is Pintail's second-generation biotechnology product for the recovery of precious metals from ore. The BioLix process is based on the enzymatic induction of organic lixiviant compounds using proprietary inducing agents and microorganisms. The process operates at near neutral pH and ambient temperatures using non-pathogenic microorganisms and food-grade chemicals. Precious metal extraction is also enhanced through the employment of microorganisms that facilitate mineral-solution reactions such as surfactant generation (improved wettability), and oxidation of gangue minerals that expose mineral surfaces to leaching. In order to demonstrate the effectiveness of the BioLix process, results from laboratory bench-scale experiments and a column study are presented. In addition, new applications for this enabling technology are discussed and include re-leaching of spent ore heaps, in situ leaching, and cyanide replacement for heap leaching.

The storage of energy in one form or another is a well established practice, demonstrated by the familiar sight of large oil storage steel tanks. Today, however, the problems of energy storage are taking on a new complexion. Increased emphasis on large and sometimes untried forms of energy storage is being generated by: (1) The uncertainties we face concerning future oil and gas supplies. (2) The growing need for the storage of peak-shaving energy on large utility systems. (3) The growing volume of highly toxic and energy generating wastes resulting from nuclear power plants. Concurrent with the growth of these pressures, legitimate environmental concerns now demand that the methods of storage which are utilized meet adequate criteria of safety and preservation of surface land, as well as fulfilling technical and economic functions. From these elements, increasing awareness has grown of the potential role that can be played by underground space in providing a storage medium for energy related materials. The vessels which must be built for underground energy storage will be built by the tunnel engineer, and the design requirements of such vessels will go far beyond the classical tunneling requirement to drive a stable, reasonably dry tunnel between two points. Depending on the nature of the material to be stored, the manner in which the storage is to be operated, and the specific risks to the environment which are involved, rock chambers must be designed as special purpose storage vessels. The tunnel engineer may be required to demonstrate that unusual pressure and temperature conditions can be sustained by the rock, or that containment of a toxic material can be assured. Since its passage, the Mining Law of 1872 has been modified several times to meet the changing needs of America's society and economy. Despite the fact that it continues to provide an effective framework for a robust US exploration and mining industry, the mining law continues to be criticized in some quarters as outdated. Pressure to reform the Mining Law of 1872 has reached new levels in recent years. Many proposals for reform of the law have been introduced during the 1990s. None, though, have been enacted. The issue will not likely disappear and is certain to be raised during the 105th Congress. To provide a better understanding of the status of current congressional reform proposals, this article presents an overview of the major moments in the history of mining laws in the western United States - from the days before the 1872 mining law and the days following its promulgation, to the current dilemma over mining law reform. The future of the mining law is assessed as are the interests at stake for the modern mining industry. Mining before 1872 No discussion of the Mining Law of 1872 is complete without some historical background to provide an understanding of the origins of this unique law. There was plenty of mining activity on the public lands before the mining law was enacted. At first, the federal government's policy was to allow all miners to work freely on the public lands and to resolve disputes among themselves. In this "hands off" environment, miners operated according to laws they promulgated. These were based on previous experiences in Europe and Mexico. We ought not look back unless it is to de- rive from past errors, and for the purpose of profiting by dear bought experience. - George Washington During the mid 1960's, the application of automation was introduced to Climax by two process control companies. In 1969 Climax decided to seriously consider improved control of selected areas of their milling process after preliminary research had been completed on two rougher ball mill grinding circuits. In 1971 the Climax Mill Department developed a direct digital control scheme for rougher milling, designed a remote control center for handling process water, planned to automate the central steam heating facility for energy conservation, and convert other plant areas to automation. All twenty rougher grinding mills and the industrial water system were automated by 1977. The idea of automating central heating and other areas was abandoned although some fuel conservation items were installed at the heating plant. During this period from 1971 to 1978, the mill capacity was expanded from 39,000 metric tons per day to 43,000 metric tons per day and cyclone classification was introduced to rougher milling. Ore quality changes degraded the milling recovery from over 90% to less than 85%. This report describes the procedure the mill used in developing the automatic process and the occurances that affected the timing and fina1 control logic. The report deals primarily with the automation of the ball mill grinding, classification and flotation process as this was the bulk of the seven-year project.

The Highland Uranium Project in Wyoming is an in-situ leach (ISL) facility owned and operated by Power Resources Inc. It is the largest uranium producer in the U.S. and the largest uranium producer by ISL in the western world. With its limited capital investment and low operating costs, the ISL technique has been demonstrated to be an effective and environmentally sensitive method for recovering minerals from these low grade and otherwise uneconomic orebodies.

The past three years have been the most difficult period in the modem history of the barge line industry. Having withstood the fuel cost run ups of the late 1970s and the imposition of inland waterways system user fees, the industry has struggled more recently with an overcapacity problem of unprecedented proportions. In responding to these challenges, the industry is undergoing important long-term structural changes, with the various individual barge lines pursuing an array of divergent long-term business strategies. This paper discusses these strategies in terms of their probable impact on the industry as a whole, and argues for the survival of a competitive number of large, national, independent barge lines as the outcome most in keeping with the long-term interests of the mining and minerals industry.

Precambrian granitic pegmatites on the west, south west, south and southeast slopes of Storm Mountain, Larimer County, northern Colorado, were explored and mapped geologically 1956-1959. The area between Crystal Mountain Mining District on the north and Hyatt pegmatite mine area on the south was nearly inaccessible until a company built an access road, which was completed in 1959, into Roosevelt National Forest and its jeep-type roads. The area is extremely rugged, rising from some 6,000 feet on the highway at Drake, on Big Thompson River, to an altitude of over 10,000 feet at the summit ridge of Storm Mountain. Almost innumerable pegmatites of every possible type of granitic pegmatite intrusion infest the Precambrian gneisses and schists of the southwest-tilted fault block of Storm Mountain. The major bodies stand at least 100 to 200, feet high above the surrounding forest floor. Core drilling has shown that some extend to at least 200 feet below the surface. They blunt out at the southwest, some keel out below and others are faulted out at their southwest ends. Strike length ranges from 200 to 600 feet. The massive bulky bodies have nearly vertical walls. Contents are zoned or ribboned and layered. They consist of local commercial bodies of beryl, potash feldspar, mica, uranium minerals and quartz. As yet no lithium minerals have been encountered.
