The current mine closure process is faced? with the formidable challenge of controlling environmental and legal liabilities that are associated with mine closure. The current level of environmental statutes and regulations, and the legal/liability considerations, has evolved through regulatory enactment of mine reclamation laws and other existing environmental laws, such as the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Management tools and techniques to limit risk exposure and financial losses should be employed as an active measure throughout the mine life, including closure and post-closure.

I feel very privileged to be added to the distinguished group that has received this award since the first recipient, Reno Sales, received it in 1954. If my research is correct, the last geologist to be honored was Bill Callahan in 1982. Perhaps the Awards Committee decided it was about time to select a geologist, and I became the beneficiary. Regarding the discovery of the Carlin ore body, it was the culmination of several studies - one going back as far as 1939 when a US Bureau of Mines engineer named W.O. Vanderberg recognized an unusual type of gold mineralization in sediments in northern Nevada. What was unusual was the fact that the gold was so fine that it would not concentrate in a pan. This, plus the study of the Roberts Mountain thrust by Ralph Roberts (1960) and conversations with Harry Bishop, manager of the Gold Acres Mine, pointed Alan Coope and me in the direction of the Lynn Window and, eventually, the Carlin discovery. There has been a great deal written about this discovery. I thought it would be interesting to discuss the evolution of Carlin gold exploration in Nevada since this time and to discuss the changes in perception of this unique type of mineralization. The method used by Coope and me in following up on Roberts' work was to map geologically the Roberts Mountain thrust and conduct geochemical sampling of favorable outcrops and float. Coope was highly experienced in geochemical exploration, as he had graduated from the Royal School of Mines in London, studying under John S. Webb, one of the pioneers of geochemistry as applied to mineral exploration. We first considered using pathfinder elements, but finally concentrated on gold analyses alone, even though the sensitivity of fire assays used at that time was only about one-half part per million. According to the spatial relationship of the mineralization to the Roberts Mountain thrust, as pointed out by Roberts (1960), we were looking for mineralization within the thrust itself. Our models were the known Gold Acres and Getchell mines, which contained reserves on the order of 0.9 to 1.8 mt (1 to 2 million st). These were not of substantial size, but I had hoped we might find more than one of these tributary to a mill that would justify an operation for our employer, Newmont Mining Corp. What we ended up with was the type of deposit we were looking for - an open pit deposit of micron gold, which the old timers had missed because the gold was not capable of being panned. But never in our wildest dreams did we think there was a chance of finding a body containing 10 mt (11 million st) of ore at 0.30 oz/st (10.3 g/t).The deposit was not in the thrust proper but was found in a favorable horizon of Roberts Mountain siltstone that was below the thrust. This is the first example of how a model should not be followed blindly. Newmont was successful in keeping this discovery quiet for some time. After a considerable amount of drilling, a rumor circulated that they had discovered a large low-grade ore body of around 1.7 to 2.1 g/t (0.05 to 0.06 oz/st), which of course would not have been economic with gold at $1.13/g ($35/oz), which was the fixed price at that time. The company, for obvious reasons, did not discourage the rumor. When, however, the true results came out there was a lot of feverish activity. Because of this new type of so-called "invisible gold," which could have been missed by the old timers, the thought was that other deposits would be discovered very soon. The Carlin and other smaller deposits, including Bootstrap, Blue Star and Gold Quarry, were in windows where the lower plate of the Roberts Mountain formation (below the thrust) had been exposed by erosion. The need for an integrated approach to optimization of unit operations in both the pit and the mill has long been recognized, but the complexity and nature of the overall problem has up to now resisted solution. This paper reports on a modeling methodology which couples symbolic and numeric computing to unify operations in both the pit and mill. The ultimate goal of this work is to optimize all operations that are influenced by blasting. Blasting plays a key role in all facets of operations. Obviously, drilling and blasting costs are determined by blast design, but the down-stream costs that are closely related to blasting results are often treated as separate functions: loading, hauling, cleanup, and crushing and grinding are all heavily influenced. Diggablilty and bucket fill factor are a function of fragmentation, the condition of the floor and uniformity in the shape of the muck pile. Likewise, cycle times and loading delays partially determine haul cycles, while fragmentation distribution and size determines the efficiency of truck loading. Removal and breakage of oversize causes loading delays and increases cleanup costs. The influence of blasting doesn't stop at the crusher. Mill productivity, power consumption, and maintenance are a function of the feed. Even at the SAG mill a reduction of a critical particle size during blasting can increase throughput. Thus, a bottle-neck for production far removed from unit operations in the pit can be alleviated by a modification in blast design. The question is: how do we optimize blasting with respect not only to itself but to al\ related mining and milling operations? For that matter, how do we even model blasting so that we can control the results of a blast?

The centre of the mining operations of the International Nickel Company, Ontario Division is Sudbury, a city of 160,000 population located 240 miles northwest of Toronto (Fig. 1). Within thirty miles of this city and located around the rim of the geological formation known as the Sudbury Basin are the ten underground mines and one open pit operated by the Company (Fig. 2). There are also four developing mines, three in the Sudbury area and one at Shebandowan, near the city of Thunder Bay, Ontario and approximately 150 miles north east of Duluth, Minnesota. In 1971 the mines produced 22,800,000 tons, 20,600,000 tons from underground and the balance from open pits. Also located in the Sudbury District are facilities to extract and refine the metals contained in the ore. There is a nickel refinery located at Port Colborne on Lake Erie. An additional nickel refinery is under construction near Sudbury. Fifteen elements are recovered from the Sudbury ores, nickel, copper, iron, sulphur, gold, silver, cobalt, tellurium and the six platinum group metals, platinum, palladium, iridium, rhodium, ruthenium and osmium. Development of a permanent human base on the moon for exploration requires a self-sustaining system. Such a system entails the production and processing of limited amounts of raw material on the moon. Any mining and construction activities on the moon can only be performed by a robust excavation machine that can excavate a variety of material, from loose surface regolith to consolidated (frozen) regolith with embedded rocks in the mixture. Meanwhile, a limited amount of information on lunar regolith is available to develop and optimize a machine for lunar ground conditions. Therefore, any excavator designed for use on the lunar surface should have the ability to adapt to a wide range of operating conditions. A prototype cutterhead for the lunar excavator was built and tested at the Kennametal facility in Latrobe, PA. This paper discusses the results of initial material characterization, as well as full-scale tests of a prototype cutterhead in relevant material. A brief review of anticipated production rates under various assumed ground conditions is also presented.

Remarks of Aurel Goodwin, Chief, Division of Health, Metal and Nonmetal Mine Safety and Health, Mine Safety and fEealth Administration, U. S. Department of Labor, before the Society of Mining Engineers of the AIME, Littleton, Colorado, on October 18, 1979. I appreciate this opportunity to speak before the Society of Mining Engineers of the AIME. The topic of my presentation is the Mine Safety and Health Administrations's (MSHA) concern and obligations with regard to asbestiform minerals. Asbestiform minerals - the magical group of hydrated, silicate minerals which possess a fiber like structure capable of being woven, like and into cloth. Their unique combination of properties, such as resistance to heat and chemical attack, high tensile strength, and flexibility was recognized centuries before Christ. Pausanias, the early Greek geographer, speaks of golden lamps made about 430 B.C. with incombustible wicks of "Carpathian flax." The Romans used asbestos as cremation clothes to conserve the ashes of deceased persons of rank. Charlemagne had an asbestos table cloth that he used to pass through fire to clean (1). Early recognition of the health hazards associated with exposure to asbestos was documented in the first century by Pliny the Elder, a Roman naturalist, and Strabo, a Greek geographer. Bath wrote of slaves with sickness of the lungs, whose occupation was that of weaving asbestos into cloth. This concern for the health of asbestos workers disappeared over the ages.

The idea that fragmentation for mineral processing results from some tradeoff between increased drilling and blasting and increased load on the primary crusher is well known. In a previous paper (Lundquist and Konya, 1963) the authors reported on the results of a laboratory scale study which attempted to quantify this tradeoff in energy terms. If we look only at the production of new surface area, blasting is 1700 times as energy efficient as crushing. On an energy cost basis, crushing is 57 times as expensive per unit surface produced as blasting with dynamite and more than 700 times as expensive as blasting with ANFO. The comminution process at an open pit operation starts with the drilling of blast holes and ends after the material has gone through the fine grind circuit. Operators usually break the process into several separate operations and do their cost analysis based on this approach. Often drilling and blasting is considered as one system and crushing and grinding are considered as one or two separate and independent systems. Operators will independently optimize each system. The cost for the drilling and blasting system is obvious in operations which use contract drillers to do the drilling and either contract the blasting to a distributor or do the blasting themselves. The cost of rock breaking in this manner is readily available since the contract driller will supply a monthly drilling cost to the operation and either the distributor who is contracting the blasting or the distributor who is supplying the powder to the blasting operation will also supply a monthly billing. In either case, the costs can easily be seen on a monthly or per ton basis. They are not difficult to compute even when drilling and blasting are done entirely in-house.

"Conventional" coal dryers really do not exist. What we really mean to say is that there are many and varied kinds of coal dryers -- and the "air handling problem" is really the only portion of it which has been approached for solution by conventional methods. It now appears that these conventional methods need supplementing by some new, relatively unconventional apparatus. In order to approach this matter with mutual understanding, here is a quick survey of the coal drying art. Figure #1 shows a McNally Pittsburgh Pulso Dryer, In the McNally Pulso Dryer, the coal is fed-onto the screen by a rotary feeder assuring even distribution of the coal. As the coal travels forward due to the action of the screen, it is subjected to a controlled pulsating flow of hot gases. T ese originate below the deck and are directed up through the moving bed of coal. Fines sifting through the deck are dried in the hopper below the screen as they fall through the hot gases to an evacuation screw. The coal remaining on the screen is dried to the desired degree when it reaches the discharge end. At this point, it is directed down into the evacuation screw to combine with the fines, or it may be discharged as a separate product. As the coal travel down the screen, it is subjected to intermittent upward currents of hot gases. These first distend the bed allowing the gases to come into intimate contact with the coal particles for rapid and efficient heat transfer. Then, as the flow of gas is cut off, the bed settles and the extreme fines sift through the screen preventing their being carried away into the exhaust system.

"The iron ores of the Lake Superior region are found almost exclusively in rocks of Huronian age, the only exception of importance being in the Vermilion district. It may be estimated that about 95 per cent of the ores thus far mined have been obtained from Huronian rocks. Although these ores come from rocks of varying age and slightly varying type, they have many features in common, and therefore may readily be described together.The iron formations of the Lake Superior region consist essentially of interbanded layers of mixtures in widely varying proportions of silica and iron oxide, and are called taconite, ferruginous chert, or jaspilite. They vary considerably in hard¬ness and color, depending upon the tenor of silica and the history of the rock. Local phases of the iron bearing formation consist of cherty iron carbonates, greenalite or ferrous silicate, rocks, amphibole-magnetite masses, cherts and slates, and pyritic quartz rocks. The average iron content of all the original phases of the iron bearing formations, excluding interbedded slates, is about 25 per cent, while the average iron content for all portions of the formation, whether in the original condition or not, is about 38 per cent. It is believed that this difference is due essen¬tially to the removal of silica in solution from the. primary phases, and, of course, such removal of silica has in many cases produced material now used as iron ore, since it contains con¬siderably more than 38 per cent of iron."

A cyclone reactor system for the partial reduction and melting of taconite concentrate fines has been engineered, designed and operated. A non-transferred arc plasma torch was employed as a heat source. Taconite fines, carbon monoxide, and carbon dioxide were fed axially into the reactor, while the plasma gas was introduced tangentially into the cyclone. The average reactor temperature was maintained at above 1673 K (1400 C), and reduction experiments were performed under various conditions. The influence of the following parameters on the reduction of taconite was investigated: carbon monoxide to carbon dioxide inlet feed ratio, carbon monoxide inlet partial pressure, and average reactor temperature. The interactions of the graphite lining with carbon dioxide and taconite were also studied.

The systems optimization approach to mine planning has led to the adoption of a number of mathematical and computer models for short, medium and long range planning of mining operations. In the realm of open pit mine planning, the most common uses of such an approach have been in the areas of optimal pit design and planning of materials handling operations. Since a truck-shovel combination is the most widely used method of materials handling in open pit mines, a number of models have been presented in the past to analyze and optimize such systems. Broadly, these models can be divided into two categories. The simulation model, which is primarily used as an aid in analyzing the performance of either an operating or a proposed haulage system under the influence of externally alterable parameters, and the linear or integer model which is used as a tool for short or medium term optimization of the system under the operating constraints. In the first part of this paper, a brief discussion is presented of the linear/integer optimization models presented in the past, and in the second part a new model is described which is actually a combination of the simulation and the integer programming models. In its bare essentials, the model consists of an integer optimization algorithm, but the constraints are regularly and dynamically updated by incorporating the conclusions drawn from a stochastic simulation model of the mine haulage system. Since the successive optimization is performed by the mine operator who manipulates the constraints to guide the model towards the optimum, the mystical black box approach is minimized and should help in adoption of the model by the mine personnel. Also, by combining the stochastic simulation model and the deterministic integer model, some of the advantages of each are acquired.

The Prairie Creek intrusion, near Murfreesboro, Arkansas, is the site of the only commercial diamond mine in North America. Three major lithologies are associated with the intrusion, a hypabyssal peridotite, a volcanic breccia in .which the majority of diamonds occur, and associated tuff. Previous studies, including mining history, geological, geophysical, petrological and whole-rock and mineral chemistry are reviewed. The recent suggestion, by other workers, that this intrusion may be more correctly called a lamproite is examined and supported. This has serious implications for diamond exploration in Arkansas and elsewhere in the U.S.

The purpose of this paper is to investigate trends in exploration expenditures of a selected group of mining companies for the interval 1968 through 1971. The paper also compares these trends with other financial factors that are associated with various groups of companies and comments on the implications of these trends. Although a four-year interval is hardly enough time to establish a long-range set of trends from which operating rules can be derived, the fact that the four years selected are in the immediate past gives some sense of relevance to the matter of exploration expenditures at the present time and in the near future. The sample under study here consists of 21 mining companies. Of these, 19 are listed on the New York Stock Exchange and 2 are listed on the American Exchange. Twenty are American, one is Canadian. All are fundamentally "mining companies" in that they derive the bulk of their income from the extraction, sale, and at times, fabrication of metals from their own mines. This is in contrast to companies which have mineral exploration departments but derive the bulk of their revenues from sources other than mining; for example, from oil and gas sates, Also, no companies which can be considered strictly as exploration companies are included in this study. Although this definition held up fairly well when studying this list in 1968, the strict application of this definition became more difficult through the years up to the present time. In 1971, three or four of the companies were changing their character in that they were phasing out of the mining business, and either deriving their income or planning to derive a substantial part of their income from activities other than mining. Unplanned tailgate collapses and difficult mining conditions in U.S. longwalls have necessitated the use of innovative tailgate support systems. Severe ground movement induced by longwall loading has caused operators to utilize secondary support systems that can match yield and strength requirements with expected ground reactions. Standing support performance requirements depend on the nature of the ground deformation behavior, and therefore require a good understanding of the interaction between the support and ground to achieve an optimum roof support system. Mining operations often employ standing support strategies that are unique to their mine. A support system that functions successfully in one situation could fail in another situation. It is important that the design and installation of the standing support systems provide the highest probability of preventing roof falls. Pumpable roof supports are currently being used to provide a safe working environment for longwall mining. A full understanding of the impact of these performance characteristics is necessary to optimize the support application and to provide a foundation for making further improvements in the support performance. Optimization of roof support applications helps to ensure the protection of mine workers by preventing roof falls due to inadequate support design. The load capacity and stiffness characteristics of a 27-in.-diameter pumpable support system was evaluated using the National Institute of Occupational Safety and Health (NIOSH) Mine Roof Simulator (MRS). Previously, tests to evaluate the performance characteristics were performed on a single pumpable support. The goal of this new research is to evaluate the performance characteristic effects of the pumpable support system and compare it to an individual pumpable test examination. This research of a pumpable support system configuration simulates the current installation practices in U.S. coal mines.

Strain burst can occur in underground hard rock excavation when the in-situ stresses are high enough. The prerequisite for rock burst is that the total energy released from the rock mass is higher than the energy needed for rock fracture. The total released energy is contributed by both the burst rock and the surrounding rock. The part of the energy from the burst rock is constant per unit volume of the rock, but the part from the surrounding rock is associated with the burst volume. A greater amount of energy will be released from the surrounding rock in the case of a larger volume of burst rock. The postulation for the energy conversion in strain burst is verified through a FLAC3D model in the paper. It is assumed that the strain burst occurs in a circular tunnel that is located in the hydrostatically loaded rock mass in the model. Six pairs of notches with different depths are created in the opposite walls of the tunnel to simulate the bursts. The energies released from the notch rocks and from the surrounding rock are calculated during the burst. The simulation results show that the percentage of the energy released from the surrounding rock in the total released energy increases with the notch depth. The numerical modelling confirms the postulation that the surrounding rock contributes more energy than the burst rock itself in large-scale strain bursts

Uranium mill tailings disposal facilities present unique problems with respect to siting, design, and long-term stability because their contents remain potentially hazardous for 100,000 years. Dawn Mining Company, operator of a uranium mill in Washington, undertook geological and geophysical studies relative to planned expansion of existing disposal facilities. Seismic refraction and reflection, resistivity, and ground magnetics data were integrated with limited drill data to determine the configuration of Quaternary sediments and the underlying basaltic and granitic bedrock. Analysis of multiple reflections and magnet modelling on a micro-computer with CRT graphics added detail to the interpretation.

Silicosis among metal miners is an ancient disease, probably as old as mining itself.' However, the primitive forms of mining were not productive of much silica dust, and the short life span of slaves used in mining probably precluded the development of more than a few sporadic cases of silicosis. Early diagnostic terms of miners' asthma and miners' phthisis suggested an occupational relationship and a tubercular component, but little attention was given to silicbsis until the turn of this century when epidemics of silico-tuberculosis arose due to the great expansion of the mining industry in the United States, especially silver and gold mining. The expansion was accompanied by mechanization and the introduction of pneumatic tools, which generated increasing amounts of fine silica dust. Mining communities were crowded and hygiene was poor.' The tubercle bacillus would probably have flourished even without the predisposition of silicosis.' As is so often the case in occupational health, biostatistical analyses first called attention to the problem, and environmental-medical studies later confirmed its existence. A literature review on quantitative analysis of mine safely studies revealed that numerous investigators explored a wide- range of techniques, including the investigation of bivariate and multivariate statistical models. Although these researchers addressed various issues of accident causation and prevention, they, in general, did not investigate through the use of quantitative models the multivariate relationships of several factors affecting mine safety in a causal framework. In this paper, systems dynamics and structural equation modeling are presented to simultaneously represent and study the effect of policy variables related to accident prevention along with the factors causing accidents and injuries. The application of these models to a group of mines revealed that current training practices at these mines do not appear to alleviate accident occurrences. It is inferred that the use of these quantitative techniques can provide a new direction of research in mine-safety studies.

Cyprus Sierrita is a major producer of copper and molybdnum from its Sierrita and Twin Buttes open pit mines south of Tucson, Arizona. Both pits were started in the late 60's and are in excess of 1500 feet in depth. Sierrita has utilized a Cat 992C Remote Controlled Loader since January 1993. The loader was justified to increase SAFETY and PROFITS at Sierrita. It has exceeded all expectations. As of June 1993, it had produced additional profits totaling more than $1,500,000.
