This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

1. Estimates have been made for eight coal beds in Marion County, but only the Pittsburgh is important from a production standpoint at this time. The Pittsburgh bed has the largest recoverable reserve, and the Sewickley is second in importance. 2. Known measured and indicated reserves thickness of 14 inches and on 1,800 short tons estimated at 3,141 million tons, as of January lion tons is in beds 28 inches and more thick in all beds, based on a minimum per acre-foot of coal in place, are 1, 1955. Of this total, 2,983 mil-Areas in each bed were omitted from the estimate because available data relative to the bed characteristics were too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

THIS REPORT gives results of an investi¬gation of the carbonizing properties of coals from Pittsburgh bed, Jamison No. 9 mine, Marion County, W. Va., and from Upper Freeport bed, Bull Run No. 1 mine, Preston County, W. Va. The study included Bureau of Mines-American Gas Association tests at 800° and 900° C. and various chemical and physical tests designed to evaluate the plastic, expanding, and agglutinating properties of coal. A blend of each coal was carbonized in the 500-pound slot oven. The carbonization sample of Pittsburgh coal contained 2.7 percent moisture, 35.8 percent volatile matter, 54.4 percent fixed carbon, 7.1 percent ash, and 0.9 percent sulfur. It contained 60.9 percent fixed carbon on the dry, mineral-matter-free basis and had a heating value of 14,780 B. t. u. per pound on the moist, mineral-matter-free basis. It therefore ranks as high-volatile A bituminous and was blended with low-volatile Pocahontas No. 3 coal. Upper Freeport coal contained 2.8 percent moisture, 27.7 percent volatile matter, 60.9 percent fixed carbon, 8.6 percent ash, and 1.0 percent sulfur, as carbonized. It contained 69.5 percent fixed carbon on the dry, mineral-matter-free basis and therefore ranks as medium-volatile bituminous. It was blended with high-volatile A Pittsburgh coal from Allegheny County Pa.

Introduction Copper and cobalt oxide mineral deposits formed by the atmospheric weathering of near surface sulphide deposits are commonplace in the Democratic Republic of Congo. The most common route for the extraction of these metals is a hydrometallurgical one in which the base metal oxides are dissolved in sulphuric acid and then concentrated further by solvent extraction. However, as many of these deposits are relatively low grade (i.e. 0.5-1.8%Co and 2-4% Cu) and can also contain large amounts of acid consuming gangue minerals (i.e. dolomitic, micaeous, and/or siliceous), the hydrometallurgical route becomes uneconomic due to the excessive acid leaching costs. Some means of pre-concentration ahead of leaching is then desirable to improve the process economics. Apart from the small scale mining (Pan. Afr. News Agency, 2000) handpicking, although not easy, oxide concentration by flotation has been suggested. For the flotation process, the two most common approaches are controlled potential sulphidisation (CPS) and the fatty acid flotation method. The preferred method is dictated by the nature of the mineral makeup of the gangue. Being secondary deposits, the gangue associated with these ores is often complex and can play a significant role in the overall flotation efficiency. Laboratory flotation experience gained from the testing of a number of different ores of this type has revealed that it is not possible to prescribe a set method for the flotation of various ore types. Each ore needs to be analysed very carefully before and after laboratory flotation on an individual basis in order to arrive at an acceptable flotation technique Laboratory flotation testwork was carried out on three different samples from the DRC in attempts to isolate some of the more important variables affecting the flotation of copper and cobalt oxide minerals from these weathered deposits. This paper describes some early results achieved and experiences gained with these different ores ahead of a more detailed flotation test program which will follow in the near future on receipt of a significant quantity of a more representative sample. Controlled Potential Sulphidisation (CPS) was used in an attempt to achieve acceptable recoveries of both copper and cobalt.

Researchers at the U.S. Bureau of Mines (USBM) have developed adaptive process control systems in which genetic algorithms (GA's) are used to augment fuzzy logic controllers (FLC's). GA's are search algorithms that rapidly locate near-optimum solutions to a wide spectrum of problems by loosely modeling the search procedures of natural genetics. FLC's are rule-based systems that efficiently manipulate a problem environment by modeling the "rule-of-thumb" strategy used in human decision-making. Together, GA's and FLC's include all of the capabilities necessary to produce powerful, efficient, and robust adaptive control systems. To perform efficiently, such control systems require a control element to manipulate the problem environment, an analysis element to recognize changes in the problem environment, and an adaptive element to adjust to the changes in the problem environment. The control system also employs a computer simulation of the problem environment. Details of an overall adaptive control system are discussed. A specific laboratory acid-base pH system is used to demonstrate the ideas presented; all results are from the physical laboratory system and not from a computer simulation.

Every mineral project or mine is based on a geologic entity-an ore (mineral) deposit. A well-defined mineral deposit and its associated geologic characteristics are the only aspects of a project that cannot be altered. Mine plans can be modified to exploit the deposit using alternative approaches and yielding similar results. A variety of processing methods also are often available producing generally comparable results. Major modifications can be made to other aspects of the project without substantially changing project economics. However, all engineering and metallurgical aspects of a mine must be accommodated to the spe¬cific location and geologic characteristics of the deposit. Geologic data and interpretations form the foundation for both mine evaluation and mine production by providing esti¬mates of reserves and essential information for mine planning and process design or control. Proper geologic work requires a keen awareness of and an ability to anticipate the technical requirements of geotechnical engineers, hydrologists, mining engineers, metallurgists, and other specialists. This report reviews investigations to determine the fire hazard in coal mining when using flammable petroleum hydraulic oils to actuate mining equipment and summarizes research by the Bureau of Mines and industry on fire-resistant hydraulic fluids. Tests were established to evaluate fire resistance and the necessary characteristics to assure adequate service when fire-resistant fluids are used to replace petroleum hydraulic oils. The research was conducted in the laboratory and field trials under actual operating conditions in underground mines. Bureau of Mines Schedule 30 became effective December 17, 1959; the first approval was granted on February 18, 1960, and the twelfth was granted on March 17, 1961. The approvals include nine ready-mixed (by the producer) fluids and seven concentrates to which water is added by the user according to instructions from the producer. Seven synthetic-type fire-resistant hydraulic fluids submitted by two producers are also approved. Over 100 coal mines are now using water-in-oil emulsion-type fire-resistant hydraulic fluids in varying degrees from a trial in one machine to all the hydraulic equipment in an entire mine.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash- softening temperature of ash, the free-swelling index, and the hardgrove grind- ability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instruc- tions issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the con- tractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal. The Government purchased approximately 5-1/4 million tons of coal in fiscal year 1953. In connection with these purchases, the Bureau analyzed 11,435 samples. These are published for the use of Government officials and the public. A series of publications has been completed on coal analyses by States, or, where production is small in any one State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications con- tain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The present publication covers many States but deals only with the analytical data of the coals. "INTRODUCTION At various times, North Carolina has supplied small quantities of brown-iron ore to the furnace o the South. Between 1917 and 1920, the quantity reported to the Federal Geological Survey was 126,000 tons. Most of this came from Cherokee County. 3/In furtherance of the program initiated by the Bureau of Mines to develop additional reserve of iron ore during the emergency, the Cherokee County deposits were examined by an engineer 4/ of the Bureau of Mines, and work was recommended on,12 properties.The project was begun in April 1944 and continued intermittently until April 1945, when work was stopped. During this period, eight properties were explored, and an additional property was mapped.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. With vehicles frequently found in underground mines and tyres being a major fuel item, the risk of tyre fires will be severe underground. This study presents an in-depth analysis of tyre fires on mining vehicles to increase the knowledge of the risk, applying data from full-scale fire experiments and CFD simulations. It was found that the wheelhouse of the loader caused an increase in the flame tilt angle of approximately 10%, decreasing the flame impingement and heat flux downstream. The flame temperature of the drilling rig tyre was found to be approximately 7% higher than the loader tyre, increasing the risk of igniting adjacent fuel items. The construction of the wheelhouse/mudguard will contribute to a longer flame length by creating a fuel-rich environment. The CFD simulations predicted higher flame tilt angles for the drilling rig case for higher flow velocities, indicating the influence of a varying wheelhouse/mudguard construction and tyre geometry on the flame tilt angle. The construction of the loader resulted in a flow behaviour, where the short distance to the front mudguard/tyre and the separation of flow directly downstream of the protruding construction led to fire gases being steered past the front mudguard/tyre. In the drilling rig case, the longer distance to the front mudguard/tyre led to fire gases being directed towards the body of the vehicle after passing the area with flow separation. An increased knowledge of the tyre fire risk on mining vehicles and mitigating measures would improve the fire safety in underground mines.

This manuscript aimed to examine the impact of operating parameters on the wet grinding of talc in a vertical-type stirred media mill. Within the scope of the research, the effects of operating parameters including media filling ratio, solid mass fraction, grinding media size, and grinding time were studied. The findings were assessed based on the product particle size (d50, d10), surface area (Sw), and energy consumption (Em). As a result of the present research, the following optimum grinding test conditions were determined: 65% media filling ratio, 40% solid mass fraction, 1 mm grinding media size, and 120 min grinding time. After determining the optimum grinding conditions, the Box–Behnken statistical design was used to determine the effect of parameter interactions on the d50 size. The media filling ratio was found to significantly affect the decrease in d50 compared to the other two parameters. Furthermore, the minimum d50 size was also achieved under optimum grinding conditions.

The Big mine has been a source of mica and high-grade felspar from separate zones in the same pegmatite dike since 1914. In 1943 it became the outstanding producer of strategic mica in New England. The urgent need for sheet mica led to core-drilling by the Bureau of Mines from February to May 1914. Nine diamond-drill hob's aggregating 1,474 feet in length were drilled by the Bureau of Mines with the objective of developing extensions of the known mica shoots. The use of large-diameter bits made it feasible to obtain reasonably reliable results in diamond-drilling this type of deposit.

"INTRODUCTION The orienting phases of the current investigation of cushioned blasting in the Explosives Division of the Bureau of Mines were indicated in a previous publication (5) 3/. Pertinent literature reviewed therein indicated a highly controversial field. This emphasized the need for experimental studies of many factors that affect the health and safety of miners and the efficiency of mining operations. Results of some orienting tests showed marked effects on practical hazards. Further, they emphasized the necessity and importance of the contemplated investigation. The scope and general plan of these practical inquiries into the safety of cushioned blasting were indicated.This investigation of cushioned blasting relates to the various means employed to reduce the intensity of application of energy from explosive actions in boreholes. It has been suggested (from p. 19 of reference 5) that the divisions of this work would correspond to the salient hazards affected by cushioned blasting. These include the ignition hazard, hazards from poisonous gases, and other practical hazards in the blasting technique. The ignition hazard was resolved into two components of approximately equal weight. These include studies of effects upon (1) the incendivity of blown-out shots and upon (2) the occurrence of such shots. Experimental studies of effects on the incendivity of blown-out shots were first undertaken. Questions of the best procedure for making these evaluations have been adduced, and the interpretation and utilization of the results of gallery testing seemed to require detailed attention; some preliminary general considerations of such testing were therefore necessary."

This report is Volume II of a three volume final report dealing with the microseismic monitoring of a longwall coal mine. The research presented in Volume II is concerned with the evaluation of field techniques for obtaining seismic velocity data required for computing microseismic source locations. The report describes the evaluation of a number of different field techniques and the seismic velocity data obtained at the Greenwich mine site where the micro-seismic studies, described in Volume I of the final report, were carried out. Three different methods were employed to evaluate seismic velocities, namely; surface refraction, down-hole, and transmission. In all cases the seismic sources were either located on surface (mechanical impact) or near-surface (explosive charges). It was found that a mechanical energy source could be conveniently utilized to determine shallow velocities and make bedrock-regolith interface depth determinations. For deeper velocity determinations suitable explosive charge sources Here required. In general, refraction data did not always plot in a linear manner and some subjective interpretation was necessary. The down-hole method was found to be useful for incremental vertical velocity evaluation, however, the transmission method provided the most consistent average vertical velocity data. At the Greenwich site seismic velocities were found to be anisotropic with values ranging from 9,551 to 10,739 feet per second depending on direction.

Almost a quarter of a century since Bridges (1993) documented techniques for the assessment of ground conditions in a seminal paper in the Proceedings Second International Mining Geology Conference, the necessary role of the geologist in recording geotechnical data on exploration properties and in mines remains. Typically, the geologist is the first professional on the exploration property. Of course, most exploration properties don’t become mines. However, when a property does start to come together and form a coherent mineral deposit and professionals from across the minerals industry spectrum, including specialist geotechnical engineers, become increasingly involved, it remains the geologist who has the most intimate knowledge of the deposit. By association, that knowledge extends to the character of the rock mass.Throughout the various phases of prefeasibility, feasibility, construction and production, culminating in the mature mine, the knowledge of the rock mass held by the geologists continues to grow. In the current era of minimising cost and optimising profit, meeting the requirements and expectations of stakeholders ranging from fellow employees to investors, industry and financial regulators and the broader public, in a social environment where occupational health and safety concerns are of uppermost concern in every endeavour, the value of the geologists’ observations cannot be understated. Mines nowadays employ more geotechnical engineers than they did in the early 1990s when Bridges (1993) wrote his paper. More funds are available for specific geotechnical investigations of exploration properties and mines; none-the-less, those programs remain limited in their extent and there is a wealth of additional data available for collection with the appropriate training, at little additional effort. Fundamentally it is all about the numbers. Any hole not geotechnically logged is a hole that will need to be drilled again if the data is required. Any face, surface or underground, not geotechnically mapped is one that may need to be mapped a second time. That doesn’t mean every hole or every face. However, it is the proposition of this paper that the opportunity for additional geotechnical data to be gathered during traditional geological investigations is an opportunity that cannot be ignored. Occupational health and safety requirements demand that the geotechnical risks associated with mining are appropriately managed. Mining regulations in most Australian and overseas jurisdictions requires the consideration of geotechnical risk through formalised management plans. The Joint Ore Reserves Committee (JORC) Code requires the consideration of modifying factors more than ever before. The benefit to be realised through improved geotechnical understanding by geologists on the ground leads to improved occupational health and safety, optimised reporting compliance, and improved financial and social outcomes for the exploration property and ultimately for the mine that follows.CITATION:Hills, P B, 2017. To improve control of blasting, tests were performed to assess non-electric cap accuracy. Simultaneous testing using a Velocity of Detonation Recorder (VODR), Red Lake Lo-Cam and an Instantel DS-677 blast monitor was done. Favorable comparisons were found in the three records . This testing confirmed the accuracy of an inexpensive and expedient cap testing procedure.

The probability of detachment of quartz particles from air bubbles during bubble oscillations was investigated by means of a vibration method. Theoretical calculations of the detachment force based on the work of Nutt and Schulze for a single spherical particle show a correlation with the experimental results described. However, the forces that were determined experimentally were considerably lower than the theoretically derived values. Some of the factors which were expected to affect the probability of detachment, such as particle size, bubble size, collector concentration and vibrational acceleration, were also investigated

The demand for aluminum for military use during World War II called for an expansion of aluminum production in the United States A large part of the bauxite (the normal ore of aluminum) consumed in this county comes from Netherlands Guiana, South America. During the war, enemy activities were at times a serious threat to the flow of bauxite to the United States. The need for aluminum. stimulated the investigation of domestic deposits of bauxite and emphasized the wisdom of studying other aluminous materials, such as high-alumina and diaspore clays, to determine their possible use as aluminum ores. The occurrence in Pennsylvania of high-alumina flint clays and nodular diaspore clays has been known for many years. Several companies are mining these high-alumina, low-iron (less than 3 percent Fe2O3) clays and using them for the manufacture of refractory brick. Most of the production has come from Clearfield County, but clay deposits arc known also in Cambria, Centre, Clarion, Clinton, Indiana, Jefferson, Somerset, and Westmoreland, Counties.

The performance of the world economy improved significantly in 1984. Real world output!/ grew 4.3% (compared with 2.6% in 19831, the highest since the 4.4% increase recorded in 1978 (table 1). The output of industrial nations rose 4.9%, while that of the developing nations rose 3.7%. The United States and Japan had the largest increases in output of the major industrial nations, with respective increases of 6.8% and 5.8% (table 2). The components of real output with the most significant growth in the industrial countries were gross fixed investment (9.2%), consumer expenditure (3.1%), and public consumption (2.5%) (table 1). Industrial output, as measured by industrial production indices, has returned to about the 1980 level for most of the major industrial nations (table 2). Exceptions to this were industrial production in Japan and the United States; Japan's industrial production rose steadily throughout the 5-yr period and is now more than 16% above the 1980 level, and the industrial production index for the United States reached 11 1.2 (1980=100.0). Real total domestic demand grew at 8.7% in the United States, more than double the rate of Japan, which, at 4.0%, had the second-largest growth. Average demand for all industrial countries was up 5.1%. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services and even larger negative net exports of the merchandise sector. While growing U.S. imports helped spread the benefits of the recovery, they also led to a widening of current account imbalances and growing trade tensions throughout the world.3/, 4/

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining, prepara- tion, and utilization of coal. This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee, which cooperated with a counterpart British Committee. In some instances; engi- neers from other allied countries cooperated. The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter, Deputy Solid Fuels Administrator. The personnel of the mission consisted of H. F. Yancey, in charge, J. W. Buch, Thomas Fraser, L. L. Newman, and L. D. Schmidt of the Bureau of Minos; H. H. Lowry, Director of the Coal Research Laboratory, Carnegie Institute of Technology; H. J. Rose, Vice-President and Director of Research, Bituminous Coal Research, Inc.; and F. H. Reed, Chief Chemist, Illinois Geological Survey. E. 0. Rhodes, Manager, Development Section, Tar Products Division, Koppers Co., Inc., served on the mission for the Chemical Subcommittee of 1.I.I.C. in Europe. His assignment was the investigation of the coal-tar industry. In this connection he prepared this report on the German Low- Temperature Tar Industry as a companion to his provious report on the German High-Temperature Tar Industry (Bureau of Mines Information Circular 7409). Because of Mr. Rhodes' extensive experience in these fields and the impor- tance of the subject material to the coal producers and those utilizing coal-tar products, both reports are issued by the Bureau of Mines.
