One of the numerous requirements of many grades of present- day steel is that the steel shall be free from non-metallic inclusions. These inclusions may be composed of oxides, sulphides, complex oxy- sulphides, and nitrides, which enter the steel with the furnace charge, result from sulphur absorption from the furnace gases, or are formed in the steel during the deoxidation process. Although few' data are available which indicate in any quantitative manner the specific effects of inclusions in steel, there is a large mass of circumstantial evidence which points to the advisability of producing steel free from these impurities for many purposes. At the present time there is a growing feeling among metallurgists that non-metallic inclusions should be divided into two distinct types: (I) those readily visible under the microscope at ordinary magnifications; and (2) those in colloidal suspension or in solid solution. Both types are profoundly influenced by the character of the charge, the manipulation of the furnace slag, and the method of deoxidation. The work described in this bulletin deals primarily with inclusions visible under the microscope at ordinary magnifications, but the steels made by the various methods of deoxidation are being used LO study certain effects which may be ascribed to the second classification, named above. This latter work will be the subject of further bulletins on the effect of deoxidation practice on the physical properties of the steels involved.

The importance of phosphate in feeding the people of the world has been recognized by mining companies as they continue their search for new ore deposits and ways of improving phosphate production. An extensive phosphate-recovery research project involving investigation of beneficiation variables by batch testing, flotation pilot-plant processing of the major portion of the ore, gravity separation of the coarse fraction, and recovery of byproduct heavy minerals of a North Carolina phosphate deposit has been completed. Data obtained through batch tests enabled the development of an economical flowsheet which proved successful for the efficient recovery of a good quality phosphate concentrate in a pilot plant.

On October 26, 1967, the world's first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this $5 million installation climaxed three years of development, testing, and construction. The mine and concentrator are located approximately 30 miles from the town of Waratah in a rugged semi-mountainous terrain. The open pit mine will produce approximately 5 million long tons a year of crude ore, which is ground in autogenous mills, separated magnetically, thickened and prepared for the pipeline. The 53-mile pipeline transports the 2,250,000 tons of concentrate north to Port Latta. The Port Latta facilities include the receiving, storage and thickening equipment for the slurry as well as filtering, balling and pelletizing equipment to produce the 2,250,000 tons of high grade iron ore pellets. Five vertical shaft furnaces are used for pelletizing.

DURING the last six years, there have been many extensive investigations of the fatigue of metals. The major work of 'these investigations has been the determination of constants for fatigue strength of wrought ferrous metals; but during the past year or two there have become available considerable test data on the fatigue strength of certain nonrferrous metals, including copper, brass, bronze, nickel, copper-nickel alloys, aluminum and aluminum alloys, magnesium and magnesium alloys. It is not proposed to give here extensive quantitative tables of test results; for such tables, reference is made to the published data of various laboratories. The following general conclusions, however, seem to be fairly well established: 1. The phenomenon known as "fatigue" of metal really a progressive fracture of metals. A minute (probably submicroscopic) crack is formed in the metal, the internat stress, is intensified at the ends' of the crack, and under successive applications of load the crack spreads like a minute hacksaw cut until there is not enough sound metal left in the cross-section of the piece to stand the load. applied, and then failure occurs suddenly. 2. For wrought ferrous metals, there is .a limiting intensity of stress (as computed by the ordinary formulas of mechanics of materials) below which, a metal is able to withstand an indefinitely large number of repetitions of stress without failure. This limiting stress is known as the "endurance limit or the fatigue limit.? For reversed flexure, the endurance limit for. wrought ferrous metals is usually not far from 50 per cent. of the ultimate tensile strength.

A survey and critical appraisal of published information about Young's modulus was originally made by the writer because of a complete lack of information about this very important quantity in works on. mechanics, physical metallurgy, physics, and other sciences. It was felt that a comprehensive summary of such information about Young's modulus might be of general interest and may suggest new problems or lines of attack on other problems that involve E. Hence this paper has been prepared even though it is only a review, with no new ideas or experimental data. The references are only those used in assembling the paper. No attempt was made to compile a complete bibliography on the subject of Young's modulus. The earliest calculations were probably those of Tomlenson (1883) and Souther-land (1891), but Fess'enden4',~ made extensive calculations a few years later and arrived at the relationship: £ = 78.TOw(i)* where V is the atomic volume. In 1923, Peczalski, working from the same standpoint but with more information available on atomic structure, arrived at an identical relationship, which he expressed as: where B is a constant of value about 8 . 107, p is density and mis atomic weight; the atomic volume, of course, being ml p. Portevind4 immediately pointcd out that while the equations of Fessenden and Peczalski were true of the common metals, they gave low values for the refractory metals with high moduli (Fig. I). He showed (Fig. 2) that much better concordance was obtained by means of an empirical equation of the form: F- KT" where K is a constant; T the absolute melting point; V, atomic volume, and a and b constants of value approximately I and 2 respectively. This constant K in the Portevin equation is not necessarily the same for all elements, as shown by Thompson. Other equations for E based upon theoretical considerations have been derived by Honda and Yamada49 and Lasareff.50 The most recent calculations of elastic moduli based upon quantum mechanics are probably those of Fuchs He extended the method of Wigner and Seitz for calculating the lattice energy and compressibility of monovalent metals and computed the elastic constants of lithium, 18

EDWARD COOPER, was born in New York City, October 26, 1824. His father, Peter Cooper, to say nothing of manifold reasons for fame as an inventor and philanthropist, deserves to be remembered as a pioneer in the establishment of public schools; and it is not surprising that he sent his son to one of the democratic institutions in which he was himself so ardently interested. From the public school Edward Cooper went to Columbia. College, where he made the acquaintance of Abram S. Hewitt, who was first his tutor, afterwards his traveling companion, brother-in-law, business partner and life-long friend.* For twenty years I was the consulting engineer of the firm of Cooper & Hewitt, and also connected with the work of the Cooper Union, in which they were both deeply interested and faithfully active. On the basis of the intimate knowledge thus gained, I venture an estimate of Edward Cooper's character and career which, if not fully comprehensive, may facilitate a juster estimate than would be reached by the strident of those data which the modesty of the man permitted to be placed upon public record. Edward Cooper's mind was one of the most active, accurate and subtle with which I have ever come into contact: He had inherited from his father a sunny, benevolent temperament, and' the irresistible impulse to attack all new problems which challenged his attention. His thorough education had 'indeed made him wiser than his father, both in philanthropy and in technical inventions. He could condemn and reject a proposition which Peter Cooper would have embraced, in a splendid, though ignorant, faith that nothing was impossible to an. American, and that the word ? impossible " was simply a label,

THE extent of losses, due to evaporation, sediment, and water, in crude oil stored in steel tanks, is a very interesting question, and particularly so at this time, when every reasonable measure should be employed to eliminate all possible losses of this important natural product. Available information on this subject is incomplete; e.g., during the development of the Cushing Field, considerable surplus oil was stored in steel tanks, but from time to time, owing to changes in weather, somelosses by evaporation and short storage room on the leases, these tanks were topped out, thus rendering inaccurate any system designed to determine the average rate of evaporation or other losses of the oil over a given period. , Furthermore, the losses, as shown by the records at the time, as a result of hasty gages, failed to take into account the temperature and gravity of the oil. Losses may be classified roughly as occurring from evaporation, presence of sediment and water, and leakage. The coefficient of expansion and contraction of crude oil, in relation to temperature conditions, is of material importance; also, the rate of evaporation is dependent upon the gravity of the oil, as the escape of the lighter hydrocarbons in fresh Cushing oil, of from 40 to 42 gravity, on a warm day is considerable, and from available records of temporary storage, it is safe to assume that a loss of 1 to 13 per cent. in volume will easily occur in light crude oil of Cushing grade over a period of. 6 months, including the summer season. The presence of sediment, water, and other impurities, in the oil will also cause, more or less deterioration in quality, particularly when the fresh production is run direct from the. gage tanks, or from the wells on the lease to steel storage, as is often the case when an oil field is being rapidly developed. The bad oil will settle to the bottom of the tanks and may be determined by thiefing and running a centrifuge test on the sample. The amount of water in the oil depends entirely on the conditions under which it is produced. Sometimes in large producing wells, with heavy gas pressure, some water may come in with the oil, particularly if the well has been drilled to the top of a water sand. Under these conditions, cut oil is often produced, which, if not settled out, is carried over into the steel tanks.

THIS paper relates entirely to the casting of brass under fluid pressure in steel dies. Die castings of metals and alloys of low melting point have been available for many years but the development of brass die castings has been relatively recent, occurring within the past five years. The successful development of brass die castings has resulted from the availability of alloy steels that would give satisfactory life as dies and the development of suitable die-casting machines. The melting point of copper is 1084° C. (1983° F.) and of a high brass about 900° C. (1652° F.), as compared to 327.5° C. (621.5° F.) for lead, 419.4° C. (786.7° F.) for zinc and 658.7° C. (1217.7° F.) for aluminum, temperatures that are indicative of the casting temperatures required for the various types of alloys, of which the melting points are somewhat lower than those of the pure metals.

DR . JOHN A . CHURCH, in his treatise on the Comstock Locle 1 gave a full and clear account of the conditions of the mine during the period of greatest activity. The difficulties in the way of deep mining at that time were excessive water and high temperature. The drainage of the mines taxed the financial resources of the mining companies, and the high temperatures restricted the capacity of the miners for underground labor. In spite of these difficulties exploratory work was continued until the financial burden of removing the water became too great. The companies then restricted the work to the upper levels. The years 1883 to 1886 marked the period of cessation of deep mining. For 12 years thereafter mining was confined to the levels above the Sutro tunnel; and, while the question of drainage was more or less agitated, nothing of importance was done until the formation of the Comstock Pumping Association in 1898. Since that time successive levels have been drained until, at present, on the north-end mines, a depth of 700 ft. below the Sutro-tunnel level has been reached. Mining is now carried on in the Ophir mine from the 1,700- to the 2,200-ft. levels, and a winze is being sunk to make connection with the 2,300-ft. level (the 2,450 ft. of the C. & C. shaft). In 1903-the Ward Shaft Association was formed to undertake the draining of the Central and Gold Hill group of mines, and at the present time a depth of 2,500 ft. has been reached in the Ward shaft. The situation at the Ward looks promis¬ing, and the 3,000-ft. level may be reached in the near future. It is proposed to establish a large pumping-station on this level, and then begin the opening of known ore-bodies and the prospecting for new ones. The main factors which have contributed to the successful solution of the drainage problem are the Sutro tunnel, the use of the hydraulic elevator as a sinking-pump, the concentration of pumping-units, and cheap electrical power. The question of high temperature and its control still remains as a minor but important problem. The temperatures encountered in the new workings are as great as those in the earlier periods. The Comstock was considered the hottest group of mines in the world, and I am not aware of similar conditions in any other mining-district. A water-temperature as high as 160° F. has been reported from the Ward shaft, and temperatures below the Sutro tunnel are very high in many instances.

THIS paper presents in an abbreviated form the chief points of interest in an investigation of the tarnish-resistant qualities of silver alloys, an investigation which has been carried out as a joint research by the Bureau of Mines and the Bureau of Standards and will later be reported in detail in an official publication from these bureaus. In 1923 a Commission of Gold and Silver Inquiry was created by a Resolution of the U. S. Senate to study the causes of the depressed condition of the gold and silver industry. In cooperation with this commission the Bureau of Mines made a preliminary survey to determine in what ways, if any, it might be possible to increase the uses of silver. One of the possibilities indicated by this survey was the development of silver alloys which should be non-tarnishing, or at least less-tarnishing, than the usual sterling silver (copper-silver). The preparation of a rather wide variety of silver alloys and the determination of their behavior under accelerated tarnish tests in the laboratory was therefore undertaken by the Bureau of Mines and Bureau of Standards as a joint investigation.

In this paper, a new technique developed to analyze two-dimensional nonhomogeneous models is described. A simple three-layered medium with a circular hole centrally located in the intermediate layer is considered. The layered sheet is loaded uniaxially perpendicular to the stratification. The Young's modulus of the intermediate layer is lower than that of the outer layers. The stress distribution around the circular hole in a stratified medium is significantly different when compared to the case of a continuous homogeneous medium. The distribution depends upon the ratio of the height of the intermediate layer and the hole diameter. A comparison of stress distribution and procedures for preparation and testing of the model are given. The potential of the technique is outlined. In the process of applying the techniques of stress analysis to problems of rock mechanics, the recent discernible trend has been to postulate highly idealized models of physical situations. As new techniques have been developed, more complicated models have been conceived to simulate mote accurately the physical environment to which the analysis results are eventually applied. In this investigation, a new technique is developed to analyze two-dimensional nonhomogeneous models. The technique is used to determine the stress concentration around a circular hole in a soft material overlain and underlain by a hard material. In mining practice, such situations arise commonly in coal deposits and frequently in bedded or vein-type metallic mineral deposits. DEFINITION OF THE PROBLEM A plate, consisting of three layers with a circular hole in the intermediate layer, is loaded uniaxially, Fig. 1. The variable in the experimental investigation is the height of the intermediate layer, H. The diameter of the hole, D, is kept constant. TECHNIQUE OF EXPLORATION Photoelastic analyses of composite models have hitherto been limited to the study of lap and butt joints between glued metals and dissimilar materials.1-3 In mining, Haber and Oudenhoven used composite models to study the stress distribution around a circular hole in two-layered media and the behavior of elastic liners in shallow underground openings.4-5 They used the stress freezing technique devised by Dally et a1.6 The procedure used in this investigation is outlined below: Casting of Layer A: Flat sheets of plastic were cast in a silicon-coated mold using Araldite 502 with hardener 951 in the ratio of 100:8 by weight. Response surface methodology is a well-known and powerful technique for determining optimum conditions in flotation systems. One disadvantage is the onerous task of the numerical calculations and curve plotting. This paper describes a system in which the investigator simply selects the range of several flotation variables after which the design of the experiment, data analysis, generation of response surface equations, and response surface plots are automatically carried out using a digital computer and a computer-driven curve plotter. Several typical response surfaces of important variables in phosphate flotation are presented as examples.

FIVE days, extending from Monday, Feb. 18 to Friday, Feb. 22, inclusive, will be required for the annual meeting this year. The first fours days will be devoted to reading and discussion of papers, general and committee business meetings, two lectures, luncheons, dinners and all the pleasures of a big, general reunion. The fifth day will be given over to an all-day excursion for both men and women by special train to West Point, in celebration of the birthday of the first President of the United States. Washington having been an engineer and now after one hundred and thirty-one years the country having selected as President another engineer in the person of Herbert Hoover, our own past president and honorary member, it is proposed to celebrate with a good old-fashioned picnic and inspect the school. The authorities at the Military Academy have undertaken to welcome the engineers and do whatever they may to make our pilgrimage notable. Other social features planned for the week are numerous. Luncheon will be served as usual at the building each day of the meeting to all members and guests. This year a very nominal charge will be made, primarily to overcome deficits due to irregular attendance. Monday noon, the Non-metallic Minerals Committee will lunch at the Engineers' Club and in the evening the Milling Methods Committee will dine there. The Annual Smoker will be held at Hotel Astor after dinner. Professional entertainment of high order is promised, but not too much to interfere with the numerous group reunions that characterize this func- tion.

Chittenden, Dean of the Sheffield Scientific School of Yale University. The double-porosity model of Warren and Root7 for examining pressure drawdown and buildup phenomena in naturally fractured reservoirs has been extended to intetpret interference test results. Both analytical and numerical solutions are presented. The practicality of some of the assumptions in the Warren-Root model was also investigated. The standard procedure for interpreting interference tests in naturally fractured reservoirs beretofore employed an equivalent homogeneous reservoir model. A comparison of our results with the equivalent homogeneous model indicates the latter is inadequate for early time responses. For late time responses, however, the simpler equivalent homogeneous model yields favorable results. Finally, the effects of well spacing and the magnitude of the interporosity flow parameter are briefly cited. INTRODUCTION Interference tests can be used to provide reservoir information not obtainable from conventional pressure drawdown and buildup tests. The technique involves measuring the response in one or more wells arising from a pressure perturbation introduced into another well. It has been. successfully applied to single-layer, homogeneous, unfractured, isotropic and anisotropic formations to arrive at values of well storage capacity and a measure of directional permeability.l The techniques of interference testing usually can be extended to heterogeneous systems, provided the permeability contrast between any existing rock layers is not excessive.9 In such cases, the practical interference effects in an observation well of an interconnecting heterogeneous reservoir can be predicted using an equivalent homogeneous model. The calculated properties are then average values. Russell and Prats2 have demonstrated the utility of this approach for a single-phase, two-layer system. For naturally fractured reservoirs, some different approaches usually are necessary. The major departure from homogeneous or nearly homogeneous reservoir treatment is to characterize the fractured system as an entity having "double-porosity"; namely, we suppose the existence of both primary and secondary porosity, where the former is contained within a systematic array of identical rectangular matrix blocks and the latter is contained within an orthogonal system of continuous, uniform fractures (see Fig. 1). It is sufficient to assume that the permeability of the rock matrix is so small that movement of reservoir fluids to the producing wells is entirely through the fracture network. MY endeavor in this paper will be to tell something of the accomplishments and current problems of the anthracite producer and to suggest some of the avenues for technical development that seem to me to be the most necessary and likely to bear fruitful results. The several subjects, that I find of most interest will be taken up individually with brief reference to the future trend. Underground Mining and Loading ?In this field great progress has been made in the last twenty years, beginning with the introduction of the scraper system. The electrical hoists for the operation of scrapers have been improved, and give little trouble, but there is an open field for the improvement of the auxiliary apparatus, particularly in the application of roller-hearing sheaves to the guiding of scraper ropes. Also notable in the last six or seven years is the introduction of shaker chutes, so that far more anthracite is now loaded over them than by scrapers. This trend should continue to be manifest, particularly if those who are looking ahead and who are charged with the development of this specialty continue constantly to study and improve the mechanical design of their shakers.

I. INTRODUCTION. THE list of our past-Presidents comprises the names of runny who, in their official addresses, have sketched the current progress of the arts and professions with which they were familiar. Such addresses are, in my judgment., highly useful, setting forth the results of our own work as a. society, and recalling to our minds the particular lines in which discussion would prove most fruitful. . Following this course with some hesitation, I venture to offer an outline of the recent improvements and the present situation in minim and metallurgy in the Western United States. The wonderful advances in mechanics, chemistry, and electricity have all combined to aid these arts to such an extent that. progress during the last decade has undeniably been more rapid than ever before in the history of the profession.. In all mining countries improved transportation-facilities, in many instances called into existence by the traffic created by the mines themselves, have done much- to enlarge the. field of operations by the reduction of freight-, operating- and living-expenses, thereby bringing lower-grade properties into the producing class. Under normal' conditions, as the age of a district in¬creases, all these differentt factors should combine to off-set. the augmented costs attendant on deep mining, and greatly tend to prolong the profitable life of the mines. Cable sheaths made from common lead have been used to protect underground cables since the beginning of the power-cable industry. Only within the last few years, however, has a systematic study of the production methods and of the causes of failures in cable sheathing been undertaken. Recent increases in the use and demands for service made upon power cables have emphasized the importance of high-quality cable sheaths. It was customary for the users to attribute the cause for their sheath failures to the lack of purity of the lead, but this contention has not been borne out by field and laboratory inspection of the sheaths. During the past two years the writers have had an opportunity to examine various types of sheaths that were removed from power cables after failure. These samples were obtained from various parts of the country and represent, it is supposed, the production of the principal cable manufacturers. Aside from corrosion, the common field difficulties can be classified either as mechanical or structural, as outlined below, and when structural irregularities are found they can all be attributed to manufacturing causes and in no way reflect the purity of the lead.
