Rep. William S. Hill (R.- Colo.) will preside over a Congressional hearing investigating the problems of the mining industry to be conducted in Phoenix, Ariz., late in April. Rep. Hill has expressed the desire to hear from the industry itself all possible testimony on the needs of domestic mining and how Congress can help. Rep. John J. Rhodes of Arizona is also expected to attend the hearing. Two new features are incorporated into an SO2 process for treatment of low grade manganese ores disclosed by Chemical Construction Corp. The new approach includes a high temperature autoclaving step and a sintering operation. Data was given for work performed on Cuyuna Range ores.

The Editor desires to call attention to the charts in the paper of the above title which were published in the August Bulletin on pages 2190 and 2191. THE process of cooling air by allowing it to expand and do work in an engine is well known, but the theory of obtaining cold air by free expansion without the aid of an engine operating with cutoff has been little discussed. CASE I If compressed air is allowed to expand to the atmospheric pressure through an orifice in an air line that is supplied by a running compressor, no cooling results except the negligible one due to the Joule-Thompson effect, which will not be considered in this discussion. The effect of moisture will also be neglected.

THE telluride of gold and silver, the " Tellurgold-silver" of Hausmann, and " Petzite" of other mineralogists, has been found in so few localities, that a late discovery of the mineral in a new locality may not be uninteresbing. So far this mineral has been found in Europe only in a few mines in Transylvania, and in Hungary; and in the United States in the Stanislaus Mine, in Calaveras County, California, in the Golden Rule Mine, Tuolumne County, California, and in a mine in Montana, the precise locality of which I have forgot, ten. The new locality referred to is at the Red Cloud Mine, Gold Hill District, Boulder County, Colorado.

The Reconstruction and Research Division of the United States Council of National Defense has, up to date, prepared two reviews on the above subjects: one covers foreign countries and the other covers the activities in the States. These reviews contain information appearing in various Governmental and public periodicals. While the information on foreign countries is necessarily incomplete and fragmentary, its summation is perhaps the most complete work of this kind so far accomplished. The information from the states consists mainly of bills and ordinances introduced in the state legislature, municipal councils, legislature committee reports, programs suggested by governors, and other state and local officials and local organizations It is realized that a good deal of this information will be useful to engineers studying conditions in the various states, and especially to those who want an insight into the general condition in all the states. For instance, the reconstruction problem in each state involving highway, reclamation, buildings, etc., are covered in detail.

No democracy such as ours, can ever be prepared for war, because we could never conceivably be the aggressor. The aggressor prepares in secret, designs his new tactics, and invents and makes new equipment and selects the time to strike. If a democracy prepare done year and the war came later, all that it had one would have to bed one over. All that England has today in the way of effective armament has been invented, designed, made, and the crews trained since the war began, because the totalitarian aggressor introduced new types of equipment and new techniques.

WE in Canada want to see industry get back to a normal economic basis as soon as possible but wartime controls cannot be dispensed with immediately the war is over. Perhaps never again will we be entirely free from some of the types of controls such as those set up during the war. Certainly the taking over and disposal of surplus materials contemplates the continuation of some form of control for many years to come. However, to the extent that it is possible, the Allied nations are exponents of free enterprise.

NO FEATURE of the annual meeting is considered more important at Institute headquarters than the assembly of delegates from the various local sections and divisions. There the president of the Institute and other officials may learn at first hand what the members are thinking and doing in every part of the country, and the delegates, in turn, may find that head- quarters is not a group of more or less cold-blooded New Yorkers whose primary function is to send out annual bills for $15. This year, the section and division delegates required three sessions to thresh out the matters of common interest: Monday morning and afternoon and Thursday afternoon. They were also guests of the Institute at the Directors' dinner on Tuesday night, and at the Directors' meeting afterward.

UNUSUAL interest has recently centered in the Mojave mining district of California, owing to new discoveries of gold ore at the Silver Queen mine, and subsequently at other neighboring proper- ties. These finds have proved that opportunities exist for the prospector even in old mining districts, where careful search may still be rewarded. The Mojave district is characterized by a group of small hills centering around Soledad Butte, four to six miles southwest of Mojave, in Kern County. This butte is 1250 ft. higher than the surrounding desert and 4000 ft. above sea level. Four miles west of Soledad Mountain are the so-called Middle Buttes, a group of flat-topped hills. The co-operation of the members of the Institute is earnestly sought by the Committee on Nominations, recently appointed by the Board of Directors, in its work of formulating a ticket for officers and places falling vacant in the Board of Directors in February, 1916. The Committee must present the official ticket of nominations to the Board of Directors at its October meeting. Members are, therefore, urged to send promptly their nominations for officers and Directors in order that the Committee may have an opportunity to give them full consideration. The officers to be elected at the annual meeting in February, 1916, are: One officer, known as Director and President. Two officers, known as Director and Vice-President. Five officers, known as Director. The officers of the Institute whose terms expire are as follows: President, William L. Saunders (not eligible for re-election). Past President, Charles F. Rand. The existence of local room-temperature plastic flow in germanium, which has been a subject of controversy for nearly two decades, has recently received renewed attention, albeit no more agreement than hitherto. Phenomenologically one major facet of the problem has been reduced to the question whether or not indentation can be effected in germanium without the introduction of cracks. That plastic flow can be induced at room temperature by fracture appears to have been rather convincingly demonstrated recently by Suzuki and Kamada and by Noble and Henisch.1 The literature contains both direct and incidental references to Vickers and Knoop indentations showing no cracks, within resolution of optical microscopy. Recently, however, following a controversy on the subject,2,3 johnson4 made a study of indentations produced by spherical indenters and concluded that these are accompanied by cracking. Prof. Robert H. Richards of the Massachusetts Institute of Technology; made a short address on the subject of ore concentration. The paper on the Geology and Ore Deposits of Mojave, County, Arizona, prepared by F. C. Shrader, was presented to the meeting by the Secretary and was discussed by Allen Burris and Dr. L. D. C. N. FEnner, New York City (communication to the Secretary) : A possible explanation of some of the' phenomena of amalgamation cited by Mr. Bayliss and others has occurred to me. We know that if, to a quantity of mercury, gold and silver are added until a putty-like paste is formed, and if this mass is spread on a flat surface and pressure is applied, a more fluid portion of the mercury will be squeezed out from the rest, carrying gold and silver with it. The proportion of gold to silver will depend, I think, upon various causes and conditions—the relative chemical affinity which gold and silver have for mercury; the amount of pressure used; the presence of other metals:

(written discussion*).-When lump calcium cyanamid is immersed in the melt of mixed chlorides of the alkalies and alkaline earths in the manner described in the paper, the amount of sodium cyanide formed in the melt, as shown by numerous analyses, is but a small fraction of that formed by the reaction referred to by Mr. Johnson. The case-hardening effects in my process are, however, at least as good as when the common cyanide baths are used. Moreover, when compared with the cyanide baths, the gases evolved in the new process are harmless, consisting of nitrogen, carbon monoxide (which burns to carbon dioxide on the surface of the melt), and occasionally a little carbon dioxide. These gases are not irritating or poisonous, whereas the vapors arising from cyanide baths are both irritating and poisonous. The complex chemical reactions that take place in and on the surface of the melt are being investigated by the writer, who hopes, in due time, to communicate the results of his work.

The region of metallic ore deposits in northern Chile, southern Peru, western Bolivia, and northwestern Argentina occurs in arid zones at altitudes as high as 6 km (19,700 ft). Because surface water supplies are meager, new mines require unexploited sources of water. Prolific ground water aquifers occur in salar basins in this region of the Andean Highlands. Exploration water wells have been constructed and aquifer characteristics have been tested in eight salar basins. Results indicate ground water quality is good. Aquifer transmissivity and storage computed from results of pumping tests indicate maximum capacities of more than 170 L/sec (2700 gpm) for individual production water wells. Results of investigations conducted by the authors demonstrate that ground water reservoirs in the Andean Highlands comprise a source of large quantities of water for the mineral industry.

CONFUSION appears to exist in the discussions of fan testing because engineers do not agree on what energy should be credited to the fan in certain cases, and because certain terms that are used in the discussions seem to have double meanings. The purpose of this paper, therefore, is to discuss the useful energy that should be credited to the fan and the methods of determining this energy, and to suggest changes in nomenclature for the sake of clearness. The instruments commonly used in the measurement of fan pressures are the manometer, the static tube, and the impact tube. The static tube is a tube with small pinholes in it. When connected to one leg of the manometer and placed in the air current with the holes facing at right angles to the direction of the current, this tube causes the manometer to register the static pressure, unaffected by the impact of the air. The impact tube is a tube with an opening that faces the air current. When connected to one leg of the manometer, this tube causes the manometer to register a pressure which is the static pressure modified by the impact of the flowing' air on the end of the tube. If the static tube is connected to one leg of the manometer and the impact tube to the other leg, and both instruments are inserted close together in the air current, the static pressure is eliminated and the manometer registers the impact pressure. The efficiency of a fan is the percentage of the expended power utilized in useful work. The items to be included as useful work are a matter of convention, and as the conventions are not universal I feel that the matter is open to discussion.
