The sudden death of Captain Jones, September 28,1889, became known to his fellow-members on the eve of the Ottawa meeting of the Institute; and at that meeting, Mr. Charles Albert Ashburner, of Pittsburgh, expressed with unaffected feeling and unpremeditated eloquence the sorrow of all. Mr. Ashburner subsequently undertook to revise and extend, for in in the Transactions, the remarks he had made at Ottawa; but death surprised him also, in the midst of his labors; and it has become my duty and privilege to prepare from the memoranda he left behind, the present brief and inadequate notice. To me, who knew and loved them both, this task of double sorrow recalls them both, with a peculiar sense of presence and of absence. They seem to speak from another land, not far away, yet not with human voices—like an echo and its echo. William Richard Jones was born in Luzerne county, Pennsylvania, February 23, 1839. His father was Rev. John G. Jones, a Welsh minister, who had immigrated to the United States in 1832. William was the eldest son, and his father's failing health made it necessary for him to begin early the work of self-support. At the age of ten, he was apprenticed to the Crane Iron company, of Catasauqua, and in this humble capacity entered upon the profession in which he was to become famous. Unquestionably, the thorough acquaintance with all details, acquired by working his way from the bottom to the top, was one secret of the conspicuous executive ability which characterized him in the height of his career. According to a letter from Mr. J. H. Geer, Assistant Chief Engineer of the Cambria Iron Company, Mr. Jones entered the service of that company in 1858 or 1859 as a machinist, and continued to work in that capacity until July, 1862, when he enlisted as a private in the 133d Regiment of Pennsylvania Volunteers, in which he afterwards commanded a company. The regiment was mustered out of service in 1863, and Captain Jones re-enlisted in the 194th

During 1918, the activities of the United Engineering Society, the Library, the Engineering Foundation, and Engineering Council Were deeply affected by the war and much important war work Was done in our building. The endowment of Engineering Foundation was increased to $300,000 by an additional gift of $100,000 from Ambrose Swasey. By bequest of Dr. James Douglas, the American Institute of Mining Engineers received an endowment of $100,000, the income of which Will be expended in the maintenance of its library (now a part of the joint library). The Library Service Bureau has gained steadily; its business for 1918 amounted to nearly $10,000. Indexing of current engineering literature has been undertaken in conjunction With the Founder Societies and the Index is being printed in their publications. This service has been extended to the Engineering Institute of Canada and the Canadian Mining Institute. The expense is borne by the Societies. In this connection the American Society of Mechanical Engineers has purchased the Engineering Index heretofore published by "Industrial Management." In June the Westinghouse and General' Electric Co. donated to the United Engineering Society their Patent Con¬trol Library of about 8000 volumes. Other noteworthy gifts Were a collection of 370 pieces relating to patent litigations, from Jesse M. Smith, and Dr. William Paul Gerhard's collection on gas engineering, transferred by the American Gas Association.

The need for a practical method of deciding upon new alloy steel analyses to widen its markets was the problem facing the Chrome Steel Works at the beginning of 1927. In addition to determining the physical properties of the alloys under consideration, it was necessary to test their value in service. Small melts of steel in a crucible, from which test specimens could be made, were insufficient to determine more than physical properties, therefore actual castings and ingots had to be made before the products could be placed in service. Furthermore, to save further experimental work, it was desirable that these heats should be made on a "pilot" basis; that is, actually duplicating regular open-hearth furnace practice. Therefore a one-ton (2000-lb.) acid open-hearth furnace was built. Furnace Design There are no special features in the design of this furnace. Standard acid open-hearth practice is followed, with the reproportioning of the dimensions necessitated by its small size; notably, a considerably increased length in proportion to width in order to get proper flame propagation. After the first heat was made it was found that the check-ers were insufficient. The checker chambers were increased in size and the checker openings were made much smaller. The furnace was started late in March, 1927, and made 65 heats. Experimental work was then stopped unti1, the data accumulated could be worked up and summarized. The run was resumed in November and the furnace is still operating, having made at this writing 60 additional heats. For the last series of runs, there was some rebuilding of both the furnace itself and the checkers. Slag pockets were added. Fig. 1 shows details of construction; Fig. 2, the general appearance. All designing was done by the operating and engineering staff. Construction materials were those available around the plant. The reversing valve is a standard butterfly type taken from an old furnace. The slag pockets and checkers are cleaned by digging down to arched openings which have been bricked up.

STRICTLY speaking, ore-dressing does not commence until after the ore is in the mill bins, but where complex ores are treated and their minerals separated to make the best commercial concentrate with the lowest economical tailing, ore-dressing problems begin and often center in the mine itself. This does not refer to the grade of the ore, but rather to the frequent condition in which metallurgical results radically different from customary are obtained because of changes in the character of the ore treated. Different varieties of ore can usually be identified as coming from well-defined depths or zones in the mine, or from known sections of the orebody. Varying degrees of alteration of the ore, inclusions of harmful gangue material, or variations in the quantities of component metallic minerals are often causes of temporarily bad metallurgical results in otherwise successfully operated plants, especially those employing differential flotation to. recover several valuable minerals contained in the ore.

RECENT advances in the fields of chemistry, biology, and metallurgy have confronted the analytical chemist with an entirely new set of problems. Development of plastics and synthetics has brought about a need, not only for adequate methods for their analysis but also for the various raw materials entering into their manufacture. The remarkable advance made in biochemical and agricultural research resulting from the use of isotopes as tracers or "tagged atoms" has established the necessity for the development of methods for the concentration of natural isotopes and for a means for their analysis. Similarly the advent of new and complex alloys calls for accurate analytical methods. Fortunately the analytical chemist has been able to meet some of these new demands by adapting to his purposes an instrument which has long been the most exclusive toy of the physicists. Solubility and the chemical properties of the atoms, which have always served as the basis for chemical analysis, do not enter into this new technique. Instead, momentum, defined as mass times velocity, is utilized as the means for the separation of atoms or mass groups.

In the study described here, flotation tests were conducted on pure CaF2, on CaF2 doped at several concentration levels with either NaF or YF3, and on natural fluorite samples containing various amounts of impurities in an effort to extend previous knowledge of the influence of crystalline point imperfections on the flotation properties of solids. The results of these tests showed that although recoveries generally decreased as impurities increased, the differences in recovery were not nearly as striking as those detected in earlier experiments. A number of experimentalists have shown an interest in the way in which crystalline point imperfections affect the flotation properties of solids. As long ago as 1953, Welch hypothesized that it might be possible to control surface imperfections and thereby also control the flotation of solids.' A few years later, in some rather extensive work, Plaksin and his coworkers varied the surface imperfections of a number of compounds by oxidation or reduction processes and found that significant variations in flotation properties resulted.2-4 More recently, Simkovich showed that the recovery of both AgCl and PbS could be markedly varied by adding solid-solution impurities, which acted as doping agents, to these compounds.5 Then Mular studied the flotation of ZnO as a function of the doping agents Al2O3 and Li2O.6 Once again, it was found that these impurities, even in very low concentrations, had profound effects upon flotation recoveries. From an imperfection point of view, the defect structures of the compounds tested previously are as follows:7 PbS — amphoteric semiconductor with a Frenkel-type defect structure in the cation sub-lattice.8 AgCl - ionic conductor-Frenkel type defect structure? ZnO — n-type semiconductor, zinc ion interstitials and quasi-free electrons.10 All of these works undoubtedly bear some relation to the findings that the flotation properties of seemingly identical minerals from different ore deposits often exhibit extreme variation in flotation behavior, i.e., that small amounts of analytically undetectable impurities often have a great influence upon flotation

In a recent publication,31 Darken has derived an equation to describe thermodynamic behavior in ternary metallic solutions with compositions near pure component 1: Eq. [I] is understood to be a general equation, consistent with the ternary Gibbs-Duhem equation, which is proposed as a logical formalism in view of observed behavior in some binary metallic solutions31'32 rich In Eq. and am are constants obtainable from the 1-2 and 1-3 binaries. The parameter 023 may be determined from measurements on the ternary The purpose of this discussion is to compare Eq. [I) or [3] with other ternary formulations involving binary terms, within the regions of validity of Eqs. [I], [2], and [3]. First, the ternary point is considered to be at the intersection of two composition paths, one with constant N1 and another with constant N2/N3 as shown in Fig. 10. The terms in Eq. [3] may be related to the binary points shown by multiplying the first term on the right-hand side of Eq. [3] by N2 (1) /l -N1, the second term by the third term by and the fourth term by each multiplier being unity: It should be noted here that no suggestion has been made that either the binary or the ternary systems form regular solutions. However, Eq. [5] and hence Eq. [3] shows that the contribution made to the ternary excess free energy from the 1-2 and 1-3 binaries has the same form as for a regular ternary system.1 Before considering the term a23 for the above case, a second geometrical relationship is examined with the ternary point at the intersect ion of three composition paths with constant N1/N2, N2/N3, and Nl/N3, respectively, as shown in Fig. 11. For this geometry, ternary values of NZ and N3 in terms of the binary values shown may be substituted into Eq. [I]. Then by making use of identities of the form Eq. [6] contains terms that are similar to those in a ternary regular solution formulation34 based on the geometry shown in Fig. 11. Mixtures of fine GaSb and Gds as well as preal-loyed GaSbl,As, powders were hot-pressed at 690°C and 25,000 psi. Dense alloys with compositional gradients of less than 5 pct were obtained from mixtures containing about 20 mol pct GaAs. For x < 0.2, there were increasing compositional gradients, and for x > 0.2 a GaAs-rich second phase appeared in the microstructure. Densification as well as alloying wlechanisms were enhanced by dissociation and, possibly, oxidation reactions of the powders. Densification of coarse prealloyed material, however, primarily depended on plastic flow phenomena and required temperatures just below solidus and pressures of 50,000 psi Thermal and electrical properties were measured. Although in no case was the figure of merit of melt growth materials approached closer than to within 25 pct, the better overall thermoelectric properties were found in coarse-grained, prealloyed materzals which had been compacted to near theoretical density and where grain regrowth had been induced. Similar results are believed to hold in other binary 111-V compound systems if processed under similar conditions. The densification of unalloyed GaSb powders during pressure sintering (= hot pressing) was shown to depend strongly on powder particle size.&apos; Fine powders displayed a "liquid skin effect" that enhanced compaction through the presence of liquid gallium, whereas coarse powders compacted predominantly by plastic flow. The liquid skin effect, in particular, appeared attractive for alloying GaSb with other, higher-melting, III-V compounds, and to densify these in a one-step operation. This is of special interest in the case of III-V compound alloys as the conventional techniques of melt growth or long-time annealing of powders2 is very time-consuming, especially in cases where a large separation of liquidus and solidus can be expected, such as in GaSbl alloys.2 It was felt that experimentation with this system, a particularly unfavorable example, would allow us to extrapolate to several other, more favorable, cases. Uses of Ill-V alloys are most evident in thermoelectric energy conversion devices.&apos; For this reason certain thermal and electrical properties were measured and compared to those of melt-grown material and to hot-pressed prealloyed powders. EXPERIMENTAL PROCEDURE The pressure-sintering apparatus has been previously described.&apos; Using this equipment, both powder mixtures of GaSb with GaAs and prealloyed GaSbl-,As, powders were hot-pressed. The mixtures were pre- pared from cast GaSb and melt-grown GaAs. The prealloyed material was obtained from stoichiometric melts, initially heated to 1200°C in an evacuated quartz ampoule, and then annealed in the solidus-liquidus interval. A typical annealing cycle consisted of a heating to 850°C (1 hr), extended successive annealing at 750°C (65 hr), and slow stepwise cooling (25 hr) to below solidus. The GaSb, GaAs, and GaSbl-,As, materials were ground in a vibrational mill to particle sizes below 500 . A jet mill reduced these further where necessary. Fine powders were analyzed by Coulter counting for their size distribution. Average sizes by volume were calculated from the data. Mixing of the powders, where necessary, was carried out through rapid vibrational motion. The hot-pressing operation consisted of a degassing period of 15 hr, in most cases at 690°C, followed by several hours of compression, normally 25,000 psi at 690°C for powder mixtures and 50,000 psi at 710°C for prealloyed powders. The chemical compositions were confirmed by X-ray fluorescence analysis. To estimate the degree of solid solution achieved, lattice parameters were determined and interpreted according to Vegard&apos;s rule. In addition, optical microscopy helped to correlate the relative amounts of the phases present as well as the degree of porosity to the measured density. To reveal grain boundaries, polished surfaces were etched4 with H 2 O:H 2 O:HCl = 2:l:l. In several cases microscopic concentration gradients were monitored by electron-probe analysis-. RESULTS AND DISCUSSION Alloying and Densification of GaSn-GaAs Powder Mixtures. After preliminary experiments showed that no appreciable alloying took place in mixtures of coarse GaSb (22.5 p) and fine GaAs (2.5 p) powders, hot pressing of mixtures was confined to fine powders only (3.1 and 2.4 p, respectively). Alloying and densification apparently occurred simultaneously with a grain regrowth mechanism which depended on the presence of a liquid phase.&apos; The liquid phase was provided by the dissociation of GasbS particles into liquid gallium and antimony above 555°C. This not only enhanced grain regrowth and densification, as in unalloyed GaSb,&apos; but took on additional importance here for the alloying process. Alloying was speeded up by the resulting liquid-solid interaction as compared to the very slow solid-state diffusion process normally expected at these temperatures.&apos; The results obtained with a series of powder mixtures have been compiled in Table I. It is seen that for mixtures with less than 20 mol pct GaAs, x < 0.2, the compositional ranges increased and for x > 0.2 a GaAs-rich phase and free antimony appeared in the microstructure in sizable amounts.

The plasticity of unalloyed P plutonium was studied by evaluating the strain-rate-hardening exponent, m, in the equation Values of m up to 0.33 and tensile elongations up to 680 pct were obtained for ß plutonium formed directly from the a phase. Casl bars that were cycled and tested had lower flow stresses and higher values for than uncycled bars , hut their total plastic elongations were not as great as expected because of premature failure at voids formed during cycling. Flow stresses were higher and m was lower (m = 0.15) for 9 plutonzutn formed from the y phase. ThE strain-rate-hardening exponent for plastic flow of p plutonium was determined as a function of strain rate, test temperature, and heat-treating history, and it was related to the rather large plastic elongation found previously for some plutonium tensile samples. Gardner and ~ann&apos; obtained tensile elongations of up to 620 pct for P plutonium samples which had been completely transformed from the low-temperature a phase to the P phase before testing. Such a large percentage elongation is unusual for unalloyed metals or single-phase alloys.&apos; The a phase is stable below approximately 112°C and (3 is stable between approximately 112" and 190"c.~ Both phases have mono-clinic structures. A temperature of 160°C is 0.58 of the effective absolute melting point, 475°C) of the p phase. The effective melting point is obtained by considering the enthalpy and entropy changes associated with the higher-temperature phase transformations and it is not the same as the experimental melting point of the highest-temperature allotrope of unalloyed plutonium. Nelson, Bowman, and Bierlein observed a striking difference between the ductility, as well as other mechanical properties, of p plutonium formed from the next higher-temperature phase (y) and the ductility of /3 plutonium formed from the a phase. The total elongation of /3 plutonium formed from the y phase was less than 5 pct. Earlier, the creep rate of 13 plutonium formed from the a phase was shown to be 200 to 500 times faster than the rate for 0 formed from y for the same test temperature and stress.

Location.—The principal manganese-deposits of the Department of Panama, Republic of Colombia, are located almost clue south of Viento Frio, a native village bordering on the Caribbean Sea, and about 45 miles northeast of Colon (Aspinwall). The mining-claims are the Viento Frio, the Carrano, the Nispero, and the Soledad. Each property is to the south of the preceding one in the order mentioned. The first one is about one mile from the coast, and the most southerly boundary of the Soledad is about five miles in a straight line from the same coast-line. I shall confine my remarks to the four properties mentioned and to La Guaca, west of the Carrano, because these are the only ones where mining has so far been done to more or less extent. Manganese has also been found, however, in the neighborhood of these deposits, and a large area adjoining them has been divided into sections and " denounced " as mining-claims. The latest theoretical and experimental study of physical processes initiated by explosions in solid media have made it possible to obtain a deeper insight into the mechanism of the energy transfer to ambient rock from char es of explosives interspersed with various air gaps. As shown in (17, high explosive action causes excessive fragmentation of medium in the vicinity of the charge, while expansion of the process into the massif is negligible. A theoretical outline of a more rational application of explosion energy was given with a view of obtaining more uniform fragmentation of rock convenient for loading and transportation. The proposed idea proven by experimental study consisted of the possibility of explosion control based on redistribution of explosion energy. Practical realization of the above idea was proposed (1) involving charges with air gaps for rock fragmentation. Since the Rolla Symposium on Mining Research (USA, 1961) (2), borehole charges with air gaps have become common practice. This method of rock blasting is applied in open cast and underground mines working the hardest and viscous, hard, medium hard and soft rocks (ore, quartzites, granites, 1 imes tones, sandstones, coals, etc.) as well as at enterprises for extraction of building materials and raw chemical minerals of any strength. Application of charges with air gaps results in an increase of the degree and uniformity of fragmentation (up to 94 percent of the blasted rock mass consists of fragments not exceeding 400 mm), the average fragment size decreases by 1.5-2 times and the amount of lumps is reduced by 2-10 times (in some cases there are no lumps at all ). The application of the law of supply and demand to the sale of crude oil is generally conceded, but the motives underlying the buyer&apos;s (refiner&apos;s) demands are not always obvious to the seller (producer). In some cases this obscurity has led to the conclusion that the refiner may be unnecessarily particular when he selects one crude and rejects another. This preference, however, is very largely the reflection of the refiner&apos;s product demands and the quality of the stocks obtainable from the selected crude. The purpose of this paper is to point out critical characteristies of the major classes of refined products and to show how crudes vary in their suitability for such products. With relatively few exceptions, available processing methods and addition agents make it theoretically possible to produce any type of refined product from any crude source, although it may not be economically sound to do so. The widespread application of thermal cracking for converting higher boiling stocks into gasoline is well known. More recently cracking and refining in the presence of catalysts9 have been developed, as well as various processes for polymerizing lighter hydrocarbons into gasolines having desirable characteristics.6 For several years, selective solvents have been applied commercially to refining inferior quality kerosene, Diesel fuel and lubricating oil distillates.3 Improved methods for refining lubricating oils from crude residual4 formerly suitable only for fuel, are now in use and a number of special solvent processes are available for dewaxing lubricating oils to low pour point.5 These improved refining methods have been developed not only to meet the demand for improved product quality but also to enable the refiner to obtain quality products from crude sources that would not yield such products by the older refining methods. In many cases, the utilization of these modern refining tools necessitates an appreciable expenditure for equipment as well as added manufacturing costs, and their application therefore must be justified economically. Despite the availability of such tools, the added processing costs involved and yields obtainable may render their application entirely impractical. (San Francisco Meeting, October, 1911.) My previous paper is entitled, The Laws of Igneous Emanation Pressure. The present paper lays no claim to the exactitude and completeness of a law, since it is of a provisional nature and may be disregarded when experiments have established a basis for more exact reasoning. The general physical states in which aqueous emanations may occur are first considered. The possible physical conditions under which the mineral elements may occur in emanations are then discussed, and a classification of deposits, dependent on emanation, is proposed. A system of scientific experimental investigation is outlined, and it is shown that the physical and chemical properties of emanation may be exactly determined thereby. The investigation is urged as feasible and simple, and not necessarily requiring large and costly apparatus. It is the only step necessary to make possible the formulation of a complete set of laws of igneous emanation. Process of Emanation. In a rising column, magma ranges in temperature from 900° to 1,200°C. Exhalation must begin at some fairly great depth. What this depth may be we can only surmise, since no experimental evidence is available. Exhalation, however, continues as the magma flows upward, until at another level the occluded gases have all escaped. This depth is probably upward of 5,000 ft. (See Fig. 1.) All exhalations must come from between these two levels. As the whole emanation is the sum of the exhalations and residues, the residues must come from below the uppermost level. They will be most abundant when coming, from those parts of the intrusion which have solidified below the lower level.

The competitive market potential for solvent-refined coal is estimated and the market advantages are enumerated. Markets are possible in combustion, railroad locomotion, and carbon electrodes. The combustion characteristics are consistent with expected air pollution restrictions on the emission of sulfur and particulate matter. A market potential of sufficient size exists to support the initiation of solvent refining in the United States. The market analysis should help fuel producers determine the advisability of their undertaking solvent refining of coal.

Societe Miniere & Metallurgique de Penarroya Noyelles-Godault works are located in the northern part of France. The complex includes a lead smelter, a zinc smelter, shops for production of manufactured products and all necessary general services. The zinc smelting complex described in this paper was designed in 1959 to replace an old horizontal retort distillation furnace and was first operated in May 1962. It includes: - a sinter plant producing the zinc sinter for the Imperial Smelting furnace : zinc, lead and bulk zinc-lead concentrates are sintered on a Dwight-Lloyd machine with a working area of 80 sq.m. Cadmium sludges are treated by the wet method in a separate plant for recovery of cadmium. Sulphur dioxide contained in gases goes to a gas washing tower and is subsequently made into sulphuric acid in a plant with a capacity of 550 m.t. per day. - a smelting plant where the process developed by Imperial Smelting Processes Ltd. is applied : the blast furnace which was modified in 1967 has an area of 17.5 sq.m. at the tuyeres level and a section of 24 sq.m. at the top of the shaft. It has a theoretical zinc capacity of 100,000 m.t. per annum. Air blast is heated by means of covers up to the theoretical temperature of 950ºC. Zinc produced is either directly cast into slabs for sale as standard &apos;good ordinary brand&apos; zinc, or sent to a refining plant where the New Jersey process designed to produce &apos;special high grade&apos; zinc is in application. Mixes of zinc containing various amounts of lead, cadmium or aluminum are prepared to customer specification in a mixing plant.

THE problem of establishing practical techniques for evaluating natural corundum ores arose from the desire to improve the existing purchase specifications for crystal corundum procured by the Federal Government for stockpiling. Such purchase specifications had been developed for a large number of products, including minerals and ores considered to be critical and strategic because of the country&apos;s dependence on foreign sources of supply. It will be apparent to anyone considering the subject of purchase specifications that the determination of whether or not a submittal meets the specifications is a prime consideration. Consequently satisfactory specifications for minerals should not only incorporate physical, chemical, and mineralogical requirements that are practical but should also establish the means by which both buyer and seller can be assured that materials meet stated requirements. The Munition Board&apos;s Material Purchase Specification for corundum, dated February 1954, covered two grades of crystal corundum intended primarily for abrasive use. It established limits of size and of composition: Grade A, at least 95 pct +3 mesh and 92 pct alumina (Al2O3); Grade B, at least 95 pct +7 mesh and 90 pct alumina. It also specified that "of each lot of material, not less than 95 percent shall have a hardness equal to or exceeding nine (9) on Moh&apos;s Scale." These specifications were unsatisfactory for several reasons. They did not allow the purchase of lower grades of corundum being used by industry. Neither did they specify exactly what a corundum ore actually was, except that it should contain so much alumina and have a certain scratch hardness. Nothing was said about the abrasive qualities of the material that was to be purchased primarily for abrasive use. During the period 1946 to 1948 supplies of the two grades defined in the then current specifications continued to decrease. Early in 1949 industry recommended that the finer sizes of corundum known as "crystal corundum concentrates," ¼-in. to 16-mesh material, be added to the stockpile specifications and that lower grades of crystal corundum also be included. In the spring of 1949 the National Bureau of Standards and the Bureau of Mines were asked by the Munitions Board to cooperate in developing more practical specifications for grading natural corundum ores. The National Bureau of Standards indicated that it would investigate physical test methods for determining abrasive characteristics of corundum, and the Eastern Experiment Station of the Bureau of Mines at College Park, Md., stated that it would consider the mineralogical aspects of the problem. Members of these two agencies, in consultation with representatives of the Office of Materials Resources of the Munitions Board and of the Federal Supply Service of the General Services Administration, and with the cooperation of industrial suppliers and consumers of abrasive corundum, developed, in a fairly short time, more practical specifications for six grades of corundum ores. The new specifications, issued January 1951, were for corundum, natural crystals, as by this time high-purity synthetic corundum was available and widely used. Nevertheless, for certain specific applications the natural product was preferred over the synthetic material. It has been extensively used in forming snagging wheels. It breaks into more or less cubical particles, whereas artificial corundum fractures into splintery shapes. These produce irregular cuts in glass, while the more symmetrical shape produces a more uniform ground surface. For this reason natural corundum has been preferred for certain types of lens grinding. Pure corundum is clear, colorless alpha alumina (A12O3), but it is rarely found in nature in this form. The most important gem varieties include the blue and yellow sapphires and the ruby. The following is a brief account of the methods of measuring intelligence especially prepared for use in the U. S. Army, of typical results, and of some of their immediately practical applications. It has been prepared for the assistance of army examiners and for the information of all who are interested in the relations of scientific placement to military efficiency. Purpose of the Intelligence Tests Under the direction of the Division of Psychology, Medical Department, and in accordance with provisions of War Department General Order No. 74, mental tests are given recruits during the 2-wk. detention period. These tests provide an immediate and reasonably dependable classification of the men according to general intelligence. Their specific purposes are to aid: 1. In the discovery of men whose superior intelligence suggests their consideration for advancement; 2. In the prompt selection and assignment to development battalions of men who are so inferior mentally that they are suited only for selected assignments; 3. In forming organizations of uniform mental strength where such uniformity is desired; 4. In forming organizations of superior mental strength where such superiority is demanded by the nature of the work to be performed; 5. In selecting suitable men for various army duties or for special training in colleges or technical schools; 6. In the early formation of training groups within regiment&apos; or battery in order that each man may receive instruction and drill according to his ability to profit thereby; 7. In the early recognition of the mentally slow as contrasted with the stubborn or disobedient; 8. In the discovery of men whose low-grade intelligence renders them either a burden or a menace to the service.

THE Portland Cement Association was organized more than a third of a century ago by a group of cement manufacturers, to do cooperatively the educational and research work needed to ensure proper use of their product. Specifically, the Association has a threefold purpose: (1) to search out facts to ensure the best possible service from concrete; (2) to give the widest possible circulation to facts affecting the use of concrete; (3) to urge practical application of those facts on actual building projects. An organization of technically trained men conducts many research projects in the Association laboratories, interprets their findings and applies them practically in the field. The net effect of this work has been to improve the design and prolong the life of roads, bridges, industrial, commercial and public buildings, homes, farm structures and concrete products. The results of this technical research and experimentation are made available to the entire construction industry through bulletins and reports. Information is also released to the general public through newspapers, magazines and Association publications. In addition to a technical staff in the general office in Chicago, the Association has district offices in 22 cities. Field engineers cover 37 states, the District of Columbia and British Columbia, to give service to users of Portland cement. ACCIDENT PREVENTION During the early part of the century, there began a complete transformation in the processes of manufacturing cement. Electricity, with its attendant hazards, was beginning to replace steam; huge rotary kilns and tube mills were being substituted for the vertical kiln and "coffee grinder" mill. Only a few far-sighted leaders realized the import of these innovations, and they also recognized the fact that workmen must be protected against the hazards of the new machinery. By their sincerity and firm purpose they infused into the whole industry the concept of industry&apos;s responsibility for safeguarding employees. FOR many years it was considered quite the proper introduction to any discussion of zinc metallurgy to remark that the methods of extracting zinc from its ores were archaic. Often there was an added implication that the industry in every phase savored of the days of alchemy. On rare occasions comments of this sort may still he heard. Fortunately, not only for the zinc industry but for the world at large, there is today no longer a basis for considering zinc metallurgy unprogressive. Progress in any industry is possible along three distinct lines. The methods of production may be improved, thereby reducing costs. In the case of basic materials, this may also have the important effect of increasing potential supply. Second, quality may be improved. Finally, the product may be made more valuable to consumers through increased knowledge of its utilization, thus holding old markets or opening new.
