SINCE the World War, excepting for a few brief periods of relief, the American petroleum industry has been obliged to meet its important economic responsibility to this nation hampered by the maladjustment that inevitably follows a marked and unwholesome over-production of its raw material, crude oil. Despite the warnings of the Federal Oil Conservation Board and the endeavors of many of the leaders in the business to stem the flow of oil from the wells of the country, the evil ,not only persists but, at the moment, seems more malignant than ever before. Unless the local and temporary restraints on drilling and production now in effect in California, Wyoming, Texas, and Oklahoma are continued, and, indeed, unless stricter and more comprehensive measures of the same sort are imposed and adhered to by the industry in those States, over-production in the enterprise during the current year will be more pronounced than in any other period in history.

Human engineering was the keynote of the thirty-ninth annual meeting of the American Society of Mechanical Engineers, which was held in New York, December 3-6. This note was sounded by President Charles T. Main in his address at the opening session and was carried through by all the speakers. In his survey of the year's work, he said that more than 6000 names of engineers were furnished the Government for filling a wide variety of positions. In addition to the 1400 members in service, two members of the council of the society are in uniform in France and one, as a distinct war service, is in charge of one of the largest shipyards. After giving other ways in which the Society has helped the Government, President Main called attention to the necessity for thoroughgoing efforts to increase production and the settlement of questions involving industrial relationships. At the following meeting, President Adams of the American Institute of Electrical Engineers called attention to the necessity of meeting labor in a progressive way, facing labor questions fairly and squarely, as the real interests of labor cannot be separated from those of the engineer. Charles E. Knoeppel, discussing "Industrial Organization as It Affects Executives and Workers," said the problem of the cost of living might be settled in two ways: 1, there must be more producers, and 2, there must be a greater amount supplied by those now producing. The first solution is practicable, he said, if labor is allowed shorter hours, better conditions, and a remuneration that will attract workers. The second can be employed by eliminating waste, standardizing conditions, setting fair tasks, and allowing men to earn an amount that will compensate them for' their skill and cooperation. Dudley R. Kennedy of Philadelphia, employment manager of the American International Shipbuilding Corporation, said the human-engineering phase of the country's industrial development had generally been overlooked. "We hardly yet know what competition means; we will learn it within a few years. Permit me to prophesy that the executive of the next decade will be the man who best knows men. He will be an originator, a handler of men as individuals, a handler of men in the mass, a leader not a driver, a very human man. The science of human engineering is here to stay. The study of human characteristics is the most enduring, as well as the most fascinating in the world, and still the most complex."

WITH imperfect instruments it is impossible to make accurate surveys; the results are inaccurate maps, with their attendant consequences. The design of the writer is to describe an improved form of tripod head, and certain defects in an English transit and a miners' dial, with the method taken to remedy the defects of the transit. When the present transit superseded the surveyor's compass, there was one special objection brought against it, and with some show of reason ; namely, that the tripod of the compass with its ball and socket motion, allowed a quicker levelling-up (and, consequently, more work) than was possible with the transit. To this objection it was replied, that the ball and socket would not allow the instrument to be levelled with the same degree of precision that could be attained with the levelling screws, and that if time was sacrificed greater accuracy was attained. Nevertheless, it is a well-known fact that in this country, and especially in England, the compass or miners' dial holds its ground solely from its rapid adjustment. Ever since the introduction of the transit, efforts have been made to give to this instrument the same facility of levelling possessed by the compass or dial, and the same means have been tried, i. e., a . ball and socket motion, since a modification of this in some form was the only method that would answer. The upper part of a transit is, however, much heavier than the corresponding parts of a compass, and, therefore, requires more binding power, which cannot be ob¬tained with an ordinary ball and socket joint. It has been a study with instrument-makers to combine the facility of these two tripods -the quickness of the ball and socket with the steadiness and accuracy of the screws; but in all attempts in this direction the ball and socket of the compass has been literally followed, the entire stability of the instrument depending upon the friction of the ball in its socket. The quality of aggregate materials is. of major importance in governing durability and permanence of concrete structures. The problem of selecting suitable aggregate materials is two-fold. Geological factors include the type and character of the aggregate source, presence of known or suspected reactive constituents, and presence of thermally incompatible materials. Laboratory investigations include petrographic studies, soundness and reactivity tests, and tests of thermal properties. The importance of each factor in the selection of satisfactory aggregate material is considered in detail.

THE mine and plant of the United Verde Copper Co., located in Yavapi County, at Jerome, Arizona, have been described in various technical publications and, therefore, a brief outline of its essential features will suffice. The orebodies are of the schist replacement type, the main sulfide mass being a large lens-shaped body approximately 7 acres in cross-sectional area. In general, the mineralization is found along the iron-schist contact, with the orebodies extending-about 1000 ft. along this contact and varying from a few feet to 250 ft. in width. The mine is located on a mountain slope and has openings into it on three horizons, as follows: 1. Raises and ore passes open vertically into the shovel pit. These extend down to the 1000-ft. level, where they terminate as loading bins in the Hopewell adit. The main fan intake air shaft, which also extends vertically down to the 1000-ft. level, has its surface opening on the hillside at the extreme north end of the shovel pit, and the main mine air return exhausts through a raise at the extreme south end of the shovel pit. 2. The 500-ft. level adit. 3. The Hopewell adit on the 1000-ft. level. The mine has a vertical downward extent of 2000 ft. below the 1000-ft. level. Underground operations are carried on through two main shafts, both of which are wholly underground. Shaft 5 is the ore-hoisting shaft. It has three compartments and extends from the 800 to the 3150-ft. level. Shaft 6 is the service shaft, and is used for lowering and hoisting men and material. It has a large cage compartment and three smaller compartments for counterweights, ladderway, and pipe and power lines. This shaft extends from the 500 to the 2550-ft. level, and is now being extended to the 3000-ft. level. An air shaft for the downward movement of fresh air from the fan has been provided, and extends to the 2550-ft. level at this time. Work has been started to extend this air shaft to the 3000-ft. level. A return airway for vitiated mine air, in the form of raises and short connecting drifts, extends downward to the 2100-ft. level.

NOT long ago I was called upon to conduct some experiments on the treatment of ores from the New Cornelia copper mine, Ajo mountains, Arizona, for the Calumet & Arizona Copper Co. The problem was a very interesting one and contained some unusual features. Incidental with this problem was the utilization of a large amount of low-grade pyrite in the Bisbee mines of the company, provided this could be accomplished by any feasible method. The New Cornelia mine is situated 45 miles south of Gila Bend, the nearest railroad point, on the Southern Pacific Railroad. It is about 160 miles, almost due west, from Tucson. This section is one of the most arid in the United States. The normal annual precipitation, as given by the United States Weather Bureau covering a period from 1870 to 1901, is 3 to 5 in. During June and July, 1913, the records kept by the company gave the following results. These are all I have available, but they show the enormous evaporation that can be expected, which may be a factor in leaching operations on a large scale.

R. W. Jones (Senior Exploration Geologist, Standard Oil Co. of California, Box 250, Seattle, Wash.) -Mr. McRae6 and his colleagues are to be congratulated for providing a more coherent structural synthesis of the complex structure in the Courtland-Gleeson area, Cochise County, Arizona, than the "gigantic thrust breccia" concept of Gilluly. 4 However, a few problems of interpretation remain. It is the intent of this note to point out some of these problems, and, drawing on my own work in the area as well as the work of McRae6 and Gilluly, 4 to suggest some interpretations which differ from those previously published. GRAVITY SLIDES In an unpublished manuscript (Jones5) I previously argued that most of the complex structures in the Courtland-Gleeson area can be most reasonably interpreted in terms of gravity sliding caused by uplift and eastward tilting of Jurassic intrusives and associated Paleozoic rocks. Although the field work and drill hole data described by McRae6 provided excellent documentation for two important gravity slides, McRae6 interpreted the basic structure in the Courtland-Gleeson area in terms of major eastward directed thrusting. Eveleth Taconite Co. was chartered on July 29, 1963, and is 85% owned by Ford Motor Co. and 15% by Oglebay Norton Co. The latter also serves as managing agent. The location of the company's facilities is depicted in Fig. 1. The Thunderbird mine is located midway between the cities of Eveleth and Virginia, Minn. (Fig. 2). The Fairlane plant and General Office are located approximately 10 miles south on the St. Louis River near the community of Forbes (Figs. 3 and 4). The crude ore and the finished pellets are transported by a common carrier railroad, the Duluth, Missabe & Iron Range Railway Co. The facilities are also serviced by the Duluth, Winnipeg & Pacific Railway Co. Pellets are hauled year around by the DM&IR to its docks 60 miles south in Duluth, Minn. Ford Motor Co. consumes its share of the high grade pellets at its Rouge plant in Dearborn, Mich., and Oglebay Norton Co. sells its share in the open market. HISTORY Following six months of preliminary engineering by the initial staff of Eveleth Taconite Co. and the Western Knapp Engineering Div. of Arthur G. McKee & Co., the project was approved by Eveleth's board of directors on Apr. 17, 1964. On May 1, 1964, contracts were awarded to McKee for the mine, coarse and fine crushing and concentrating facilities, and to Allis-Chalmer for the pelletizing facilities. High-temperature creep experiments were carried out on indium, lead, and on binary substitutional alloys of In-Pb, In-Sn, In-TI, In-Cd, In-Hg, Pb-Bi, Pb-Sn, Pb-In, and Pb-Cd. The stress at which the power law creep equution breaks down was found to be much smaller for indium and lead than for metals with larger elastic moduli. The exponent over the stress in the power law creep equation was found to decrease upon alloying from values close to 4.5 to values near 3. THIS paper describes a set of high-temperature creep experiments made on high-purity lead and indium and on lead-rich and indium-rich single-phase binary alloys of various metals. These ex- periments were carried out to check two predictions of some creep equations derived by us"2 from a dislocation creep model due essentially to Mott. This model is shown in Fig. 1. Here dislocation loops are emitted from sources, not shown, situated on different slip planes. As the loops expand they come into each others' stress fields and are stopped. However, at high temperatures, as Mott has pointed out.

A forecast of mineral demand during the remaining years of the 20th century can serve as an excellent starting point for student mining and mineral engineers in planning their professional careers. This approach of appraising demand before seeking supply is not new. of course, but, it is quite the opposite of the traditional attack on mineral resources in which adventurous prospectors, followed by practical miners and engineers, have in the past sought out and developed mineral supply with a faith that markets existed for the products they were preparing to offer. Such faith, even to this day remains fully justified if the product is gold, which still enjoys an unlimited market at $35 a fine ounce, but other mineral products must compete in markets of varying stability and capacity for adsorbing new supply. The world is in a period of rapid expansion. Most basic is the worldwide increase in the number of people which has reached proportions popularly termed "the population explosion." Conservative demographers, noting an increase from 1 ?h billion people at the beginning of the 20th century to 3 billion today, are predicting 5 billion by the year 2000; some predictions are much higher.

THIS paper gives observations on ground movement and subsidence resulting from pillar drawing in the Lick Run section of Montour No. 10 mine of the Pittsburgh Coal Co. adjacent to solid coal owned by the U. S. Bureau of Mines at its Experimental mine in Snowden Township, Allegheny County, Pennsylvania. The investigation was planned by George S. Rice, chief mining engineer of the Bureau, who arranged the necessary cooperation with Dr. L. E. Young, vice president of the Pittsburgh Coal Co. Engineers of that company placed permanent monuments on the surface to establish the boundaries of the coal owned by the Bureau and to furnish fixed points to which all levels were referred. Engineers of the Experimental mine staff then covered the ground under observation with a checkerwork of monuments made of oak pegs set into the ground at 50-ft. intervals in two directions at right angles to each other. The level of these pegs was determined first from Dec. 16 to 30, 1929; again from May 25 to June 5, 1930, and finally from July 7 to 15, 1931. Observations were then discontinued because work had been stopped temporarily in this part on Montour 10 mine.

Since 1915, when Elk Basin field was brought in, eight oil fields have been developed in Montana and the production has arisen from 50,000 bbl. in 1916 to 8,000,000 bbl. in 1926. The production for 1927 was 5,121,600 bbl. and the total up to the end of 1927 was 27,138,239 barrels. The eight fields, with their year of discovery are: Elk Basin, Carbon County (1915); Devil's Basin, Petroleum County (1919); Cat Creek, Petroleum County (1920); Soap Creek, Big Horn County (1921); Kevin-Sunburst, Toole County (1922); Lake Basin, Stillwater County (1924); Pondera, Pondera and Teton counties (1927); and Bannatyne, Pondera and Teton counties (1927). About 170 wildcat wells have been drilled in the state of which 8 were successful and 162 gas wells or dry. Hence, only one out of 21, or 5 per cent. of the wildcats have been successful. The average depth of the wells has been 1600 ft. and the average cost $32,000 apiece. • Up to Jan. 1, 1927, a total of 1376 wells have been drilled in the producing oil and gas fields of the state, of which 904, or 66 per cent., were successful oil wells; 82, or 6 per cent. were gas; and 390, or 28 per cent, were dry. The percentage of dry wells is excessive as compared to the wells in other states, due to the uncertainties of limestone reservoir rocks. The total production of oil to Jan. 1, 1927, has been 22,016,639 bbl. and of gas 7,265,330,000 cu. ft. The average price at the well for the oil has been $1.47 per bbl. and for gas about 4 c. per 1000 cu. ft. The value at the point of consumption has been about 23 c. per 1000 cu. ft. The total revenue derived from crude oil has been $32,277,119, and from gas 8350,613, or a total income to the producer of $32,727,832. Each well drilled in the state has already (to Jan. 1, 1927) averaged a return of over $21,000. The total number of domestic (Montana) oil and gas companies organized, since the first in 1885, has been 844, of which 702 are still alive and 142 dead. Oil and gas companies registered for operation within the state to Jan. 1, 1927, but with outside charters, are 143, of which 66 are alive and 77 are dead. The Mascot mines of the American Zinc Co. of Tennessee are situated at Mascot, Tenn., 14 miles northeast of Knoxville, on the Southern Railway. The district is centrally located in the Great Valley, or Appalachian Valley Province. Prior to 1900, a small output of zinc was obtained from oxidized ore mined in open pits. In 1900, a shaft was sunk to sulfide ore, and in 1903, a second shaft was put down, neither being as deep as 200 ft. The American Zinc Co. of Tennessee began drilling in 1911, and outlined an ore-body to which its No. 1 shaft was sunk, to a depth of 365 ft. Since that time, the American Zinc Co. of Tennessee has been the only operator in the district. The Federal mining laws have never been in operation in Tennessee and mining lands are as irregular in boundary and area as farm lands. Ownerships are generally held in fee. In most cases the surface and mineral rights are transferred together. Electric power is supplied at 66,000 volts by the Tennessee Power Co., from a hydro-electric plant at Parksville, Polk County, Tenn., 100 miles from Mascot. No other power is used, but an emergency steam plant is held ready in case of interruption of service. Labor is all native and non-union. Negroes are employed for most of the shoveling, and for a few miscellaneous jobs, but for almost no other work. Exploration Exploration is carried ahead of mining largely by surface drilling. Both churn and diamond drills are used. Holes are not spotted according to geometric plan, but to block out ore outlines with the least number of holes. Churn-drill cuttings from each 5-ft. run are mounted for formation record, and in ore ground, all the bailings from each 3 ft. of advance are sampled and assayed. In a paper contributed by W. A. Goodyear, M.E., on "Water Gas as Fuel," read at the Boston Meeting, February, 1883,* the following statenlent was made: "The latest experiments on a scale of some magnitude in our citier, in the way of heating buildings and furnishing power for manufacturing purposes, have been by the distribution of high-presslire steam through pipes laid in the streets. Hilt these experiments (1) have not hitherto been very successful; and when we consider the high cost and (2) the great and unavoidable loss of heat and power, which always accompany the conveyance of high-pressnre steam to any considerable distance in pipes, to say nothing of (3) certain practical difficulties in the management of the pipes themselves, (4) it is evident that all such methods must eventually disappear before a system which can furnish a cheap gas of great heating power, easily distributed wherever wanted, without requiring pipes to stand pressures of 50 to 75 pounds per square inch, and (5) without keeping the whole mass of ground in the streets through which it passes hot, gratis, for a distance of ten or fifteen feet, in all directions around the pipes!' For the purpose of controverting Mr. Goodyear's statements in regard to steam-distribution in cities, I hare numbered the points made in his indictment, my principal object being, not a professional discussion of the technical and theoretical merits of steam vs. watergas, but a simple statement of facts, in regard to the present state of the street system of steam distribntion. Taking Mr. Goodyear's points in their order: 1. Concerning what he terms " These experiments," saying that they " have not hitherto been very successful," I propose to show, that the problem of stearn-distribution has passed beyond the experimental stage, and that its practical solution is highly successful. Shoveling ore cost so much at Tyrone during the year 1917 that it was deemed advisable to conduct tests to see where the fault lay. These tests were in the nature of time studies and extended over a period of very nearly a year. No data were available on this work to supply a starting point, so it was necessary to begin in a very elementary way, to find out the capacity of the average Mexican laborer. To' obtain a basis for comparison, it was necessary to determine the capacity of various types and sizes of shovels, so as to know whether the 21-1b. (9.5-kg.) load was the best load underground as well as on surface. A list of essential factors influencing shoveling was also made out during the course of a short series of preliminary time studies, and the motions involved in shoveling were analyzed and subdivided for convenience in studying. The necessary forms and record sheets were also decided upon at this time. A second short series of tests was then conducted on the surface, so as to be able to estimate the negative effects of underground work on the shovelers, and to minimize, as far as possible, the need for studying obviously poor types and sizes of shovels under the difficult conditions to be encountered in the mine. The test work underground consumed by far the greater proportion of the time and was divided into three series: Shoveling directly into a chute; shoveling into a wheelbarrow and tramming to a chute; and shoveling into a car and tramming to a chute. In each series the following points were determined for various lengths of time worked: Number of shovelfuls handled per minute, effect of distance thrown on shoveling speed, amount of rest required, amount of time consumed in tramming and dumping, proportion of working day occupied in shoveling, total tonnage handled during various working periods, effect of distance on tonnage handled during the day.

INTRODUCTION There is no hard and fast rule on whether functions within a company, diversified or otherwise, should be strongly centralized or decentralized. In all diverse organizations, there are certain basic functions which remain common (or central) to each element of the business, viz: Personnel Management Cash Management Taxation Management Legal Planning Accounting Standards It would follow that each of these common factors requires some supervision at a central level to ensure that overall group objectives are met. It is true that other functions including: Industrial Relations Marketing and Distribution Production Research and Development Purchasing Management Accounting may also be common to each element of the organization. However, there is far less commonality in the degree to which these functions are central to the efficient performance and financial well-being of the business. Role of Operating Units The resources of operating centers may be viewed as a bank of funds, the nature of which can be changed from time to time, but the employment of which must provide for ongoing increases in the net worth of the total enterprise expressed in terms of market values. Operating units are required to continually review products, methods, and opportunities and to monitor avenues for incremental investment--all with a view to attaining the necessary additive net present value of future cash flows of the enterprise. Operating units should be permitted sufficient autonomy to enable the best use to be made of the skills and experience of the people it employs in order to produce a return appropriate to the value of assets employed. Role of Head Office The head office will typically comprise a specialist group--the leaner the better if one strongly adopts the decentralist approach--often acting as Service Centers but also performing a control function in the corporate sense. The head office function is a cost center. It may be instrumental in developing strategies for increasing revenues or reducing costs on a group scale, but it does not generate revenue. Every dollar spent on this function is an extra dollar to be generated by the operating centers in order to achieve an increase in corporate wealth. TREASURY MANAGEMENT Treasury management is concerned with the provision of finance, cash-flow management, and risk analysis. Each decision taken within the enterprise has a cash implication. It follows that a well-integrated central Treasury function can, in all likelihood, produce economic benefits. The degree to which the function should be centralized depends largely upon the unique nature of the operating units it is servicing. Levels of ownership, the calibre of unit operating managers, and the nature and geographic distribution of the business are all factors determining the degree to which the Treasury function is centralized. In the case of Peko-Wallsend, the Treasury Department is small, comprising four people. While divisional cash-flow management is largely decentralized, Treasury is responsible for the daily management of funds surplus to the immediate needs of operating units. Since its development about forty years ago by J. V. N. Dorr (Cyanidation and Concentration of Gold and Silver Ores, McGraw Hill Book Co., 1936, 1-5), and others, continuous countercurrent decantation has not only become one of the standard methods for extracting gold and silver from their ores, but has also found wide application in other metallurgical and chemical industries. In 1917 L. B. Eames published an excellent paper (Countercurrent Decantation, Trans AIME, 1917, 57, 143- 158), in which he determined the effects of grade of ore, ratio of solution precipitated to ore treated, variations in the density of the thickener spigot discharge and variations in the value of the barren solution upon the gold assay of the solutions discharged from the thickeners in the system. Eames showed that, other things being equal, the dissolved gold lost in the tailing varies directly as the value of the ore and as the value of the barren solution. The tailing loss de- creases rapidly as the ratio of solution precipitated to ore treated is increased to about three or four to one. Beyond this point the improvement is negligible.

From the beginning to the end, the attendance and enthusiasm of the 119th meeting, which was held in New York, Feb. 17 to 20 surpassed all expectations. Besides the ten technical sessions, one of which was in conjunction with the American Institute of Electrical Engineering and one a session of the National Research Council, there were two memorial meetings, one for Dr. Raymond and one for the members who died in service; two joint sessions with the Canadian Mining Institute; and a meeting devoted to pictures of copper mining, milling, and smelting. Of the 732 persons registered, 119 registered in the Institute of Metals Division. Monday's sessions were devoted to the problems of industrial organization, the Institute of Metals Division, and to petroleum and gas. Among the special features of these sessions were the topical discussions on housing and. Americanization. Americanization, too, was the topic for discussion by the Woman's Auxiliary Wednesday morning. On Tuesday, nearly 100-members of the Canadian Mining Institute were present to discuss the possibility of bringing about uniform mining laws for the United States, Canada, and Mexico, to obviate the maintaining separate legal departments and managerial forces for the several countries; and to avoid the confusion which, it is said, has led to a duplication of effort and has sometimes created a barrier to international cooperation in mining. (San Francisco Meeting, October, 1911.) MANY factors govern the value of dredging-ground, and much capital can be wasted by the mistaken policy of contracting for the purchase of property and the installation of machinery before a thorough, examination has been made. To the uninitiated investor the presence of gold is generally the criterion,, and very superficial evidence is necessary to satisfy him as to this point. He considers the comprehensive report of a competent engineer as a wasteful extravagance and cannot understand why the engineer requires so much time and money to ascertain the information on which to base his conclusions, when the promoter can furnish him such pleasing and satisfactory data with but little expenditure of time and money. The uninitiated investor will often optimistically risk capital for purchase and equipment, and not until the venture comes to grief does he learn that the conditions are wholly unsuited for dredging. In many instances, a short preliminary examination by a competent engineer would have disclosed these facts. The mere presence of gold is by no means sufficient; some of the other factors necessary to be ascertained in determining the value of placer-ground for dredging-purposes are : (1) character and distribution of gold, and how much can economically be recovered; (2) character of bedding underlying the gravel, its contour, and whether its gold can be recovered by ordinary dredging-operations; (3) area and depths of gravel, surface contour, over-burden, water-level, proportion of fine material and boulders, and the presence of any material which might interfere with the dredging-operations and the recovery of the gold; (4) water-supply, power available, labor, transportation, and supplies, and cost of these ; (5) climatic condi-tions; (6) title to property, cost and royalties, and legal obstacles to carrying on dredging-operations.
