Considerable work has been done in developing a pyrometer to measure the temperature of molten brasses, bronzes, and aluminum in the crucible. On account of the high melting points and the amount of zinc and sulfurous fumes given off from molten brasses, the conditions are somewhat severe for a thermocouple of standard design; but satisfactory results are obtained with a portable pyrometer, 3 ft. (0.9 m.) of connecting lead wire, and a special 5-ft. nickel-nickel chromium thermocouple, composed of rods 1/4in. (6.35 mm.) in diameter. The lower 12 or 24 in., as desired, may be made detachable so that new tips may be connected at little trouble or expense. The portable instrument need not be of the extreme high-resistance type, as the movable parts of the galvanometer of a lower resistance instrument may be better constxucted to withstand the continuous handling such an instrument receives. Platinum-platinum rhodium thermocouples, protected with porcelain and graphite tubes, have been used, but the lag in registering the temperature is too great. It has been found that the range of temperature for various brasses is as follows: Red brasses...............2200-2250" F. (1205-1234" C.) Yellow brasses............2250-2400" F. (1234-1318' C.) Bronzes..................2300-2550" F. (1260-1400" C.) A recent test with a portable pyrometer having a range of 2600" F. with a bare 1/4 in. heavy exposed couple 5 it. long and a handle attached at the upper end showed that the temperatures of molten aluminum under varying conditions in an oil-fired crucible furnace and one of the Simplex type were as follows: CRUCIBLE, OIL-FIRED FURNACE SIMPLEX FURNACE Temperature of metal in furnace....... 1540" F. Based upon an instrumental improvement, a new development has taken place in the art of electrical prospecting, and some remarkable results have already been obtained with regard to potential exploration. In order to visualize the importance of this development, it is deemed advisable to review briefly the fundamental facts about potential surveys. Potential exploration may be carried out qualitatively or quantitatively. Qualitative investigations are made by determining and plotting on a map points of equal potential, whereby any anomalies are revealed, without, however, much clue to their magnitude. Quantitative investigations determine the variations of potential or potential drop, and thus show not only the location of the anomalies, but also their magnitude. Figs. 1 to 6 illustrate the influence of simple types of ground inhomo-geneities, assuming one effective exciter potential only. Such a condition can be closely realized by connecting an electric current source to two electrodes, one of which is located at a great distance. Assuming uniform ground resistivity, the resultant potential distribution mar be represented by concentric spheres. Any change from the normal condition causes a characteristic distortion of the spheres, which becomes different for different types of resistivity variation. The series of Figs. la to 6a illustrates schematically results of qualitative investigations and series lb to 6b results of quantitative investigations. Figs. 1 and 2 picture the well-known case of local resistivity variations normally encountered in ore prospecting. Figs. 3 and 4 show the reactions caused by more or less vertical resistivity contacts and Figs. 5 and 6 refer to the problem of ground-water and bedrock investigations where the resistivity contact is horizontal or nearly SO. It is evident from Figs. 5a and 6a that qualitative measurements do not permit an identification of such general geological features as widespread horizontal strata, because the resultant contraction or expansion of the equipotential circles at the surface cannot be recognized without quantitative determinations. AT various times during the past quarter century proposals have been made that the basic Federal mining law of 1872 be repealed or amended, and that in its place a new and simpler law be enacted to provide for the entry upon, working, and the taking up of claims on the unallotted Federal mining lands in our western states and in Alaska. Serious discussion and study have been given such proposals but little has resulted there from, except perhaps a lively interchange of opinion and the conclusion that though the Apex law of 1872 is in many ways highly unsatisfactory and frequently a fomenter of strife and trouble, it still bids fair to remain with us. Under this act a greater part of the non-ferrous mining industry of the United States has developed. With all its short-comings it is the legal bridge that has carried over the innumerable caravans of adventurers and prospectors who explored our mining frontiers. For without any amendments of substance this act has for fifty-eight years been the guide in the location of our western Federal mineral claims and has stood unchanged during the most important period of our mining history. While Federal and state acts and amendments have been ground out by thousands and tens -of thousands the mining act of 1872, with a :strange tenacity, has remained as constant as the Rock of Gibraltar, and under it states, mining districts, and local customs have developed different codes for its application but its fundamentals have been unaltered. "Use doth breed a habit in a man"; until now the application of the law of 1872 has become a second mining nature.

MANY existing ore deposits of valuable metals have been worked out in their upper surface levels and the continued productivity of these mines is dependent on their extension to greater depths in the earth. The maximum depths at present reached are about 6000 to 8000 ft. below the surface, with no evidence of an impoverished ore vein. These mines are widely distributed; some of the best known are in South Africa, Brazil, India and in the western sections of the United States. Among the factors which increase the difficulty of working these mines at increasing depths are hoisting, rock pressure and temperature. The manner and effectiveness with which these problems arc met will, no doubt, determine in a large measure the ultimate depths to which any mine can be profitably worked. The most critical of these three factors at present is the increase in temperature with depth. The high temperature and humidity in many of these mines at present are severely detrimental to the health of the workers and greatly hamper their efficiency. Some have almost reached a condition in which the human system cannot survive. The problems involved in the cooling and ventilation of mines have all been ably analyzed and presented in previous articles. For this reason, only a résumé of conditions affecting the cooling and conditioning of deep and hot mines will be given in this paper before attention is directed to possible methods of improving atmospheric conditions in the working levels. Physiological Effects of Temperature, Humidity and Air Motion Many data on the physiological effects of different atmospheric conditions on the human system have been compiled and published through the combined efforts of the American Society of Heating and Ventilating Engineers, the U. S. Bureau of Mines and U. S. Public Health Service. These data were not primarily developed around the conditions existing in deep mines, but the upper temperature limits of the investigations extend into, and are applicable to, mine atmospheric conditions. This paper describes a metallographic investigation of the influence of tungsten or molybdenum additions upon the transformation and precipitation reactions occurring in Co-rich Co-Cr alloys. It is shown that tungsten has little effect upon the a-ß transformation temperature range, while molybdenum tends to raise it. Both elements tend to promote the formation of ? phase, molybdenum being more potent in this respect than tungsten. HIGH temperature alloys, that is, alloys which have load-carrying ability at elevated temperatures, have been developed at an increasing rate during the past few years. This has resulted from the requirements in the design of modern aircraft engines. Although many alloys of this type are available, they have been developed on an empirical basis. Metallurgists do not have a clear understanding of the phases or structures that are responsible for these high temperature properties. In order to determine why these alloys possess this particular ability, a project was started at Battelle Memorial Institute with the object of learning more about the fundamental factors which promote high temperature strength in alloys. This study was to include a correlation of microstructure and the high temperature properties of Vitallium, an alloy which is widely used for high temperature service. Vitallium is a complex material both from the standpoint of composition and microstructure. Consequently, it was necessary to obtain informa- tion regarding the phase relationships in this alloy. The Co-Cr binary diagram was determined as the first phase of this investigation.' A second paper described the effects of iron, nickel, or nitrogen on the reactions occurring in the Co-rich end of this system.' The present paper covers a continuation of this investigation in which the effects of tungsten or molybdenum on the reactions occurring in Co-rich, Co-Cr-base alloys were determined. Preparation of 'rest Materials Two series of ternary Co-Cr-base alloys, representing Co-Cr ratios of 80:20 and 68:32 ( Cr x 100 =20 and 32 ) , were prepared containing ( Co + Cr = up to 6 pct W and up to 12 pct Mo. Melting stock consisted of electrolytic Co, electrolytic Cr, 99.9 pct pure W, and 99.9 pct pure Mo. Table I lists the chemical analyses of these materials. The ideal pressure-tube is obviously the one which combines the greatest strength with the least weight of material consistent with the uses for which it is designed or employed. The inside of the pipe is the first concern of the engineer. It should be cylindrical, smooth, and of the requisite capacity for the purpose in view. It should be in lengths as great as can be oonveniently handled, so that the couplings may be as few as possible. With the walls of the tube the engineer has no further occasion to concern himself than to make sure they are adequate to carry the internal and external pressures to which they will be subjected. It is as true of a pipe as of a truss, that when it is strong enough to give the requisite factor of safety, nothing is gained by having it stronger. Anything more than this means dead weight, which has to be paid for many times, first as material, and again and again in the costs of transportation and handling, until it reaches its place in the trench or on supports. In use it must be and remain tight against all leakage, and must sustain whatever is placed over or upon it, or suspended from it, without deformation or injury. Finally, in addition to meeting all the immediate requirements of service, it must possess qualities of durability which warrant a reasonable expectation of a long life of usefulness. The wise engineer no longer regards it as reasonable to depend upon mere bulk of its own material for the protection of a metal as readily impaired or destroyed by oxidation as iron or steel. The metal must have a coating which will be and remain impervious and indestructible. When all these conditions are met, we have as near an approach to the ideal tube as can be attained with the materials now available for their manufacture. Steel wed constructively, to the best advantage, meets these requirements most perfectly. Gold alone would do it better. If we search through the whole list of metals and alloys we find nothing available which so perfectly meets the requirements as a pipe material as steel. The German Kaiser is employing the keenest engineering talent of his own and allied empires in his attempt to defeat the world. American employers are paying engineers such attractive salaries that voluntary enlistments of high class technical men in the United-States Army, are below requirements. This deficiency is also probably due in part to the lack of proper information concerning the engineering branch of the service. Few civilians know that it is possible for them to perform in the Engineering Corps almost exactly the same kind of work as that in which they are now engaged. The best results in any organization are obtained only when the energy of every man in it is concentrated along the line for which he is best suited by natural ability, education, and training. It. is more important to have the right man in the right place in our Army, where lives of men are at stake, than it is in any business enterprise. The First Replace meat Regiment of Engineers was organized at Washington Barracks, D. C., on Dec. 14, 1917, with the express idea of accomplishing this. end. Its specific, purpose is to keep all engineering units of the Army at full enlistment strength during the period of this war. This regiment has not only the responsibility of finding men to fill depleted ranks, but it must also fit them to step into the work of trained, efficient and disciplined soldiers. The preliminary work of the recruit is first a thorough training in military drill, for the engineer soldier must be prepared to lay down his shovel and take up his rifle at any time. Infantry drills gradually give way to engineer work and more specific technical training. The. engineer soldiers must know how to tie knots and lashings, to build spar and truss bridges, to construct revetments, dig trenches, place wire entanglements, construct machine-gun emplacements, build pontoon bridges, and to construct roads: They must, also know the methods of demolition, sapping, and mining. Specialized training in lithography, zincography, surveying, mapping, photography, carpentry, blacksmithing, electricity, and machinery, are also given to those qualified for further training in any of these branches. Engineers are called upon to perform such a wide range of work that practically every man with any technical training or mechanical ability can find a place in this organization. Every male citizen in the United States who is physically fit, and between the ages of 18 and 21, and 31 and 40, is eligible to join the regiment by voluntary enlistment.

THE rapidly increasing use of machinery for the mining of coal and operations incidental thereto has materially changed conditions from a safety standpoint. A few of the coal-producing states have recognized the need for specialized electrical equipment for use in mines and have introduced certain requirements in their State safety regulations, notably Pennsylvania. This paper discusses the principal problems involved in maintenance of such equipment. PERMISSIBLE: EQUIPMENT "Permissible" electrical equipment is equipment that has met certain prescribed standards for use in mines where hazardous conditions may occur and has been recommended by the U. S. Bureau of Mines. Such machinery is available on the market for most coal-mining operations--for instance, coal cutting, transportation, drilling, loading, working-place illumination, shot-firing and pumping. A notable exception is the trolley-reel gathering locomotive which, although its parts may be explosion-tested by the Bureau, has not been approved as permissible for the following reasons: I. The trailing cable is subjected to more severe service than on other equipment. 2. State regulations do not require that a working place be examined for methane before a locomotive enters it. 3. Even with two-conductor cable, imperfect or inadequate bonding may cause the emission of sparks at the wheels of the locomotive and at rail joints. 4. As the locomotive is equipped with a trolley pole, and as the trolley wire may be installed and used in unsafe territory in spite of rigid State regulations, a trolley-reel gathering locomotive is always a potential hazard. MAINTENANCE The proper procedure for maintenance of permissible equipment may be divided into three parts: (I) inspection, (2) actual maintenance and (3) changes or improvements to existing machines. To secure the fullest benefits through the use of permissible equipment it is necessary that all men involved understand the principles underlying the safety features of this equipment and realize the significance of defects, so that neglect and indifference in the maintenance thereof may be eliminated. Inspection From the standpoint of safety it is desirable no doubt to make a suitable inspection of permissible electrical equipment once a week, but the opening of every enclosed compartment at each inspection may do more harm than good. The openings to such compartments are closed with various types of covers very accurately machined, often made of the softer alloys to reduce weight, and fastened with a multitude of bolts, screws, washers, and other small parts. Frequent handling of these covers may cause sufficient damage to defeat their original purpose and intent.

Since its organization, in July, 1917, the War Minerals Committee of the Institute, of which William Y. Westervelt is chairman, has been studying important phases of the mineral industry and its relation to winning the war. From this has come a realization of the imperative need for more definite coordination than is possible without direction by some governmental agency. No privately controlled industry can have the detailed knowledge of war needs or the control of all its supplies and markets necessary to effect the adjustment of its activities for war purposes. THE investigation of domestic tales was undertaken by the Bureau of Mines, Department of the Interior, in cooperation with the University of Alabama, at the request of the U. S. Army, on Dec. I, 1941: "Considerable concern has been expressed by the Supply Arms and Service over maintaining continued availability of supplies of the necessary raw materials. These ceramic products are used by the Signal Corps in all army radio equipment, and to a greater degree in the new ultra-high-frequency equipment. The Air Corps has become a user of large amounts of radio-grade ceramics for aircraft spark-plug covers required for high-altitude operations. In addition, the use of this material is essential to the proper functioning of the radio air-navigation aids of the Civil Aeronautics Board." HISTORY The use of steatite and talc in ceramic bodies goes back a great many years. If pure, tales shrink little under heat-treatment and are very resistant to heat shock. The massive form, commonly called "steatite" by the trade, cuts and works easily, and this was naturally the first method used in obtaining articles of talc. When gas was in general use for illuminating purposes, a large business was carried on in the manufacture of tips for gas burners.1 With the development of uses for electricity, low-tension insulators were made in a similar manner; and, in fact, the forming of shapes from massive talc continues. However, as the business increased, cuttings and waste became more and more of a problem. In the twenties, one of the larger producing firms had a cooperative agreement with the Bureau of Mines at its Columbus station to work out a body using the finely powdered material. Somewhat earlier, manufacturers of spark plugs used the finely ground talc as part of the body and to some extent in wall-tile bodies. Somewhat later it came into use for kiln furniture and similar products and still more recently it has been used in some dinnerwares. With the development of the radio and the high-frequency fields generated, it was found that a dense steatite porcelain was far better than even high-tension electrical porcelain, which is a clay-flint-feldspathic type of body. Until the war increased the demand, the several pioneer steatite-porcelain manufacturers were able to furnish adequate supplies. When war began in Europe and Asia, three important foreign sources of raw material were cut off; i.e., the French, Italian, and Manchurian tales. Pebble milling has been practiced in the reduction works of South Africa gold mines for well over 50 years. Originally flint pebbles were imported from Denmark to grind stamp-mill amalgamation-process tailing, which contained a good deal of extractable gold, but local operators soon found that large pieces of ore could be used for the same purpose. The ore is a hard, tough conglomerate in which quartz pebbles are cemented together by a matrix of redeposited silica interspersed with pyrite crystals. The gold, rarely visible, occurs as fine particles mostly segregated at the interface of the pebble and matrix, although a small fraction occurs within the pyrite crystals. There is seldom any gold in the pebbles themselves. Following the usual South African practice in pebble milling, Union Corp. grinds the ore wet in two or three milling stages incorporating classification. The sized broken ore used as grinding media is separated from the main ore stream in the crushing section that prepares the ore for milling. Where the ore channel, or reef, is narrow there is a shortage of large pebbles. In this case primary grinding may be done in ball mills or, more recently, in rod mills, which cost less per ton to operate. The trend, however, is to prepare finer feed for the milling section. This makes it possible to use smaller primary pebbles and eliminates the need for steel. REDUCTION WORKS OF UNION CORP. LTD. Union Corp. Ltd. exercises financial and technical control over a group of seven gold mines in the Transvaal and Orange Free State. In the Transvaal, with one exception. the mines lie 20 to 40 miles east of Johannesburg, in flat or gently rolling countryside. Winkelhaak, the first of several new mines that will be developed by Union Corp., is located in similar terrain in an entirely new gold mining district about 80 miles east of Johannesburg. Table I gives details of milling units for six of the Union Corp. mines, together with the tonnage milled in 1957. Winkelhaak Mines Ltd. is not included, as it did not begin milling until 1958. This reduction plant has no crushing section; ore is ground directly from the mine (autogenously) in 12x16-ft mills. Because these operations are still in development, they are not described in this article. It will be noted that certain reduction works have mills of more than one size in the same milling stage. This came about when plant extensions in- corporated larger units. In the case of Geduld Propty. Mines Ltd., which began milling operations 50 years ago, the primary stage is stamp milling. The reduction works follow a uniform pattern and are usually joined to the main ore shaft. Ore from other shafts is brought by standard-gage railway and dumped into a common transfer bin. The trend is to increase surface storage capacity to enable the crushing and milling sections to operate at a steady rate, independent of fluctuating ore deliveries from mine. Milling and cyanide extraction divisions of new mines are always designed to allow for extensions as mine production increases. The conveying, washing, and screening system of the crushing section is usually laid out in final form, with additional space for more crushing equipment. The crushing sections operate on one shift during early years of mine production; a second shift is introduced when the mining rate warrants it. Ample surge capacity is provided. Crushing and milling is done only on weekdays, as the law does not allow these operations to take place on Sunday in any plants constructed since 1911. The cyanide extraction sections, however, operate continuously seven days a week, drawing on mill pulp gradually built up in the thickeners during the week. Construction and equipment of milling plants follow standard practice. Dilution water is drawn from a large, high-level tank to obtain constant pressure, but gland service water for the pulp pumps is reticulated from high-pressure, two-stage pumps. The mills are equipped with the most up-to-date machinery and are designed to save labor. They compare favorably with milling plants in countries where native labor does not exist, and automatic controls are being installed wherever feasible. Hydrocyclone classifiers have replaced mechanical classifiers in modern milling plants, chiefly because of the saving in capital outlay, maintenance, and building space. The hydroclones are fed from steady head boxes rather than directly from pumps, and dilution water is introduced into these boxes. Tests have shown that in steadiness of operation and separating efficiency cyclones are comparable to mechanical classifiers. but protective stationarv screens are needed to keep the spigots clear. Rubber-lined pumps are used for pulp of about 3 mesh or finer and metal-lined pumps for coarser material. None of the Union Corp. milling plants practices gravity concentration of coarse gold by amalgamation or the use of corduroy blankets. Studies have proved that no economic case can be made for these methods, which complicate the milling process and demand extra precautions against theft.

BACKGROUND Foreign investment has been a major factor in bringing about the substantial mining industries of Chile, Peru, Bolivia, Venezuela, Brasil and Guyana. But economic nationalism and sentiment against foreiqn domination of vital national industries grew in the 1960s and most major mining projects were transferred into state owner ship. Among the state mining enterprises formed were CODELCO - Chile, MINERO-PERU/ CENTRCMIN - Peru, CCMIBOL - Bolivia (in 1952), Hierro-PERU, GUY-BAU/BIDCO - Guyana, etc. New investment during that time was discouraged because it was subject to the restrictive conditions of the investment regulations of the Andean-Pact, a grouping of Chile, Bolivia, Peru, Ecuador, Venezuela and Colombia. The philisophy was that mineral resources were to be developed exclusively by national enterprises. Essential foreign inputs had to be acquired "depackaged" as separate purchases of equipment and technical assistance services. As a result of the worldwide economic recession which hit the mining industries in 1980-1982, many projects that were viable in 1970 were not developed by the new state enterprises due to lack of capital, managerial and technical abilities and due to problems with marketing. As a consequence of the long-term decline of metal prices, governments experienced difficulty in getting investment organized through national or foreign enterprises and have had to face up to the trade-offs between national control and active mineral development. A change has since taken place in governmental policies. The 1981 Peruvian mining law, the 1982 mining law of Uruguay, the 1979/1980 mineral promotion laws of Argentina, all witness the gradual shifting of emphasis from restriction to promotion. The investment rules of the Andean Pact have been progressively softened through national regulation and today are more or less irrelevant. Nationalizations and forced renegotiations have not occurred in the last few years. Countries have gone to great lengths (without much success) to re-attract foreign investment on terms that accommodate the political sensitivities of the South American countries and the practical requirements of investors and financiers. For this analysis, three contracts have been selected which reflect this accommodation in three South American countries, where miner a1 production plays a major role in the national economy. These con tracts reflect both the attitudes and traditions of the individual countries, but also mark the shift in mineral investment policies that has taken place. EL INDIO AGREEMENT The 1977 investment agreement between Chile and St. Joe Minerals marked a dramatic relationship between Chile and foreign mining investor s. In Chile, mining of copper has played a major role in the country's history. Large scale copper mining was initiated and developed by Kennecott and Anaconda. The nationalization of these two companies under the Allende government in July 1971 started a wave of nationalizations of foreign-held mining and petroleum operations since then in many parts of the world. The military government supported the new Chilean state mining companies ((30DELCO and ENMI) , but it also attempted to accelerate mineral development by prom ting foreign private investment, thus reversing the nationalistic policies followed by the Allende and the preceding Frei government. SOME ten years ago the writer1 made a survey of college catalogues to determine what sort of training geologists were receiving in basic sciences. In the light of this compilation and subsequent experience, he made the statement at the 1939 meeting of the Institute that apparently only in schools offering a curriculum in geological engineering or in the geological option of mining engineering curricula could geologists hope to receive the training advocated by Hubbert.2 In the former study, schools of engineering were excluded because the preparation was known beforehand. The present study aims to consider engineering schools in an effort to determine not only what basic studies are required but what use is made of them in geological courses of the third and fourth years. The present study combined the method of consulting catalogues with a questionnaire. Letters were mailed to officials responsible for supervision of mineral industries curricula requesting information on: (I) the extent to which the engineering preparation of the first two years is actually used in the work of the last two; (2) the extent to which the engineering of the last two years is used in courses in geological engineering or geology; and (3) whether geologists or geological engineers teach descriptively or analytically. Both methods of securing information are open to criticism; the former on the basis of the incomplete information supplied by university catalogues concerning prerequisites and curricula and the latter on the ground that the questions may be phrased poorly or given insufficient consideration by replying officials. Fifty-six questionnaires were mailed and 39 (70 per cent) replies were received. Of the replies, 6 (11.3 per cent) were from colleges of liberal arts unconnected with engineering schools, 11 (20 per cent) were from schools having curricula in geological engineering and 22 (39 per cent) were from departments of mining engineering. The number of replies and their distribution were satisfactory in spite of the receipt of only six from liberal arts colleges. It should be understood that the universities of which the catalogues were examined were not necessarily the same in both compilations. No departments that are admittedly or known to be acting solely as service departments were recorded in the second study. Table I shows that all professional schools require mathematics through calculus, whereas only 7 per cent of the liberal arts curricula expect the same level of preparation; only 73 per cent require trigonometry and 40 per cent college algebra. The proportion of geological engineering curricula requiring differential equations is higher than mining. All of the engineering schools require general and analytical chemistry, whereas only 77 per cent of liberal arts curricula require general and 18 per cent analytical. This paper discusses the major portion of the hoist (drag or crowd) system and it shows how static control accomplishes its major aims. In 1959, the first truly static control for Ward-Leonard equipped electric excavators was designed, developed and placed in service. The control system, originally intended only as a more modern electronic type of alternate to the proven rotating amplifier control system has since proven to be much more. When they conceived the original system, the designers had much more in mind than simply replacing the rotating amplifier with one that had no moving parts. The long range plan, which started with the initial system consisting of an SCR (silicon controlled rectifier) preamplifier and magnetic amplifier power amplifier, called for eventually, a control system low in cost and maintenance, relatively simple in design and extremely reliable. The plan also included the elimination of as many of the shortcomings of the rotating system as possible. No small accomplishment, when it is considered that the rotating control system had been, with only minor modifications, the standard of the industry for 20 years. The final step in the original design plan called for the eventual development of an amplifier that could be used as one of the basic building blocks of the future. DEVELOPMENT RESULTS Since the successful unveiling of the first static control system, continuous development has resulted in a slow, but sure progression along the path described by the original plan. The first version of the new control corrected one of the shortcomings of the rotating system by removing the necessity of operator anticipation. This was accomplished by making the system faster in response so that the operator noticed virtually no delay between his movement of the master controller and that of the machine. Thus, after the operator became familiar with the operating characteristics of the machine, he was able to become more relaxed while digging. The natural result of this accomplishment was higher production. All of the subsequent versions of this new control were even faster than the initial design. Although it was not distinguishable by the operator, the further increase in response resulted in large gains in the limiting of transient torque peaks applied to the machine while digging. Also, a more effective control of the torque and power peaks was obtained when plugging the motion being controlled to a stop. THE fifth annual convention of coal-operating men, with the usual exposition of coal-mine equipment, was held at Cincinnati, May 7 to 11 inclusive, and was fully up to the high standard set by previous years. This spring meeting has come to be one of the most helpful services to industry performed by the Ameri-can Mining Congress and a center at which operators and engineers easily and quickly get into touch with the newest and best things in practice and equipment. Over 200 exhibitors showed this year and very little if anything that is new `failed to be shown. The ex-hibits were well arranged and adequate rather than elaborate. They attracted the careful attention of the members and guests of the Congress, admission being by badge rather than by ticket sold to, the general public. The influence of deoxidation practice, prior thermal history, and aging time and temperature on the strain-aging behavior of low-carbon open-hearth steels was investigated. The criterion of aging employed was the increase in yield strength in the tensile test, after straining and aging. Composition, prior heat treatment, and aging conditions were all found to be important in governing the strain-aging characteristics of these steels. THAT deoxidation changes the strain-aging propensities of low-carbon steels has been known for a long time, but there has been little agreement, and even contradiction, between results obtained by different investigators and between results obtained in the laboratory and in the mill. This investigation was begun in the hope that some of the uncertainties connected with the strain aging of commercial steels could be eliminated. In considering this problem, it was necessary to define strain aging and to examine the methods used to measure this property. Strain aging can be defined as the changes in properties of a metal or alloy with time, after cold working. The rate at which these changes occur increases as the temperature is raised above atmospheric. The requisite plastic strain is the principal distinction between strain aging and quench aging, the latter being due to precipitation from supersaturated solid solution. Strain aging is also characterized by rapid attainment of maximum hardness at high aging temperatures and lack of softening (overaging) at low aging temperatures. Several possible criteria of strain aging have been listed by Sachsl and by Davenport and Bain.' Because changes in mechanical properties are the most easily measured and the most commonly used, consideration of methods to be used in this investigation was confined to three tests: tensile, notch-impact, and hardness. Hardness tests are the most economical and easiest to perform, but produce only one measure of strain aging. Also, as pointed out by Felmly, Hartbower, and Pellini,³ hardness changes due to aging are not pronounced for steels containing more than 0.15 pct C. Notch-impact tests require careful preparation of large numbers of specimens. Above and below the transition temperature the test lacks sensitivity; furthermore, it is extremely difficult to impart a uniform strain to the specimens, followed quickly by aging and final testing; machining must generally take place after straining. For these reasons, the tensile test was selected for use. Although this test requires a considerable expenditure of time, labor, and money in preparation of the specimens and performance of the test, more information can be gained than from any other single mechanical test, information which includes upper and lower yield points, yield-point elongation, tensile strength, strain-hardening exponent, reduction of area, and elongation. Low and Gensamer' and Schwartzbart and Low5 lso used the tensile test, taking the increase in flow stress after straining in tension and aging as a measure of strain aging. A dynamic regional coal development model is constructed for the Eastern Powder River Basin of Wyoming. Using this model, alternative development schedules from a recent environmental impact statement submitted to the Department of the Interior are simulated (Ref. 1). These alternatives include different mixes of export capacity, different coal conversion techniques within the region, as well as various levels of coal production. Exportation of 70 to 80 percent of an ultimate coal production of 180 million tons (163.3 x l09 kg) per year and the careful phasing of additional public services with population growth effectively reduce the social and environmental impacts of coal development. The alternative involving the addition of 43,000 megawatts of electrical generation capacity has very significant adverse social and environmental impacts on the region.

Briefly, can you relate how you got into the minerals industry and some of your experiences as an executive, engineer, and administrator? Also would you tell ME about your affiliation with the Society of Mining Engineers of AIME? Roseburg, Ore., was where I was born and raised. It was, and still is a lumbering town; it couldn't have been any farther from mining. Upon graduation from high school, I turned 18 and, having already signed up with the Army Corps of Engineers, I was in the service eight days after my birthday. Four months later I was in New Guinea. As an amphibious engineer, I saw many of the Pacific and Philippine Islands, and ended up in Japan just a few days after the war was over. In later years, my work took me back to several of the places I had been during the war.

The separation efficiency of the hot water digestion-flotation technique used for bitumen recovery from various domestic tar sands was evaluated. Bitumen viscosity was found to be the most important tar sand property in determining the success of the bitumen separation. Bitumen viscosity of the tar sand war controlled by changes in digestion temperature and/or changes in diluent (kerosene) addition. Complete and uniform dilution of the bitumen phase was achieved by providing a sufficient presoaking, or penetration time, for a given tar sand type. For all the tar sand samples tested, an excellent correlation was obtained between the coefficient of separation and the bitumen viscosity. To achieve a satisfactory coefficient of separation, it was found that the bitumen viscosity must be reduced below 1.5 Pa.s (16 P) at the temperature of digestion. This was the case regardless of the tar sand type, grade, or origin.
