Rock-drill steel has an important bearing on costs in many mining operations, both directly and indirectly. Direct factors include such items as shop expense, steel consumed per ton of ore produced, cost of distribution and the dust hazard. The latter, although no specific amount may be assigned to it, is an ever-present problem, and is receiving increased attention as the science of mining progresses. Indirectly drill-steel performance affects consumption of compressed air, maintenance of drills and drilling speed. The latter, in turn, increases or retards the tempo of mining and development. These factors, while not all inclusive, are preponderant in their importance. Thus it is evident that in an extensive operation drill-steel expense may run to many thousands of dollars and that thoughtful research leading toward more efficient practice is warranted. The principle of airborne electroniagnetic prospecting is well-known. 'The basic geonhysicai texts in inost cases discuss the main elements involved in electromagnetic prospecting. However. there is ceriainlv iittle information available to the public concerning he present types of airborne eiectromagnerlc systenis being flown today by both contracting companies and some of the mining companies which have their own instruments. This is unfortunate since it is difficuit for those people not conducting such operations to understand thoroughly the iarge variation in the electromagnetic instrunlents available. Basically, the aeriai electromagnetic induction method utilizes a primary or transmitting coil through which is generated an alternating magnetic field at a frequents: generally of the range of 100 to 2000 cycies per sec. This primary field links with buried conductors and generates eddy currents within them. These eddy currents in themselves generate a secondary magnetic field of the same frequencv, but generally nut-of-phase with respect to the prinlarv field. This secondarv field is detected above the ground in the pick-up or receiver coil which is tuned to the frequency of the current applied to the primary transmitter coil. One of the main problems in the development of an airborne electromagnetic system is that of maintaining constant coupling between the cransmitting and receiving coil systems. Any variations in the coupling due to relative motion between the two coils will result in an in-phase signal being induced in the receiver coil. [However, any variation in the coupling does not result in an out-of-phase signal change in the receiver coil. The first airborne eiectromagnetic svsteins which were developed utilized a large prlniarv coil set up on the aircraft with the receiving coil being towed behind in a bird, generally at the end of a cable of about 500 ft. in length. It is possible with such a system to record the out-of-phase or quadrature responses more readily than the in-phase re-sponse. One system utilizes a dual frequency method, wnereby the out-of-phase responses at two frequencies are recorded. Another system used today records a single-frequency olrt-of-phase response. Recentlv home companies have succeeded in measuring from ne air both the out-of-phase and the in-phase components. The usefulness of recording in-phase is weil-known, but unfortunately this is difficult to obtain in any towed-bird system. In order to measure the true in-phase signal, the most straightforward system is that in which both the transmitter and receiver coils .Ire affixed in space so that there is little or no relarive motion between the two coils. THE FLIGHT SYSTEM The particular system which Canadian Aero Service is using at present is mounted on a Sikorsky S-55 helicopter (Fig. 1). A record of both the in-phase and out-of-phase responses is made at a frequency of 390 cycles per sec. The transmitter coil is set on a boom mounted in the front of the helicopter; the receiver is set on a tail boom extending back from the helicopter. Separation between these coils is about 65 ft. The two coils are mounted in a vertical co-axial relationship. Having the transmitting coil in a vertical plane ensures that maximurn coupling will occur with vertical conductors rather than flat-lying conductors. Having them mounted as they are in a co-axial relationship on the helicopter ensures that maximum response will occur when the flight direction is orthogonal to the strike direction of a given conductor. INTRODUCTION Over the years, Congress has written into the Internal Revenue Code various provisions aimed at lessening at least one financial burden faced by taxpayers in the mining industry - the federal income tax burden. These provisions include the election to deduct exploration expenses, the election to defer deduction of development expenses, and the percentage depletion deduction. Careful tax planning from the very beginning of a mining venture is essential in taking maximum advantage of these tax benefits. A major decision to be made is the choice of organizational structure. (For a more detailed discussion of this subject, see McCabe, John J., "Developing Structures for Investments in Mineral Property," New York University Institute on Federal Taxation, 42 NYU 24, 1984). One such structure is the use of multiple corporations, with mining activities conducted by one corporation and nonmining activities, such as manufacturing, financing and administration, conducted by the other corporation. This technique, which will be discussed in detail below, can be particularly advantageous in delaying recapture of previously deducted exploration expenses and in maximizing depletion deductions. TAX BENEFITS IN MINING Exploration Subject to certain restrictions discussed below, exploration expenditures (i.e., expenditures paid or incurred during the taxable year for the purpose of ascertaining the existence, location, extent, or quality of any deposit of ore or other mineral, and paid or incurred before the beginning of the development state of the mine are deductible at the election of the taxpayer (Section 617(a)).* Were it not for this option, exploration expenditures would be required to be capitalized and recovered through depletion, after production begins. Exploration of a mineral deposit can be very costly and may not result in commercial production for some time. If the taxpayer has income to he offset by the deductions, a mining venture can usually be structured in such a way as to allow the offset of mining losses against the other income. With today's high interest rates, this election can be quite valuable in present value terms. Corporate and noncorporate taxpayers are subject to different restrictions on this tax benefit. Corporations may elect to deduct only 85 percent of eligible exploration expenditures (Section 291(b)). (The Tax Reform Act of 1984 reduced this to 80 percent effective for expenditures after December 31, 1984, in taxable years ending after such date). The remaining 15 percent (20 percent after December 31, 1984) is capitalized and recovered at the same rate as five-year ACRS property (Section 291(b)). Individual taxpayers are not subject to this 85 percent rule; however, any amount deducted in excess of ten-year straightline amortization is a tax preference item for individuals (Section 57(a)(5)). Individuals may avoid the tax preference by electing to capitalize exploration expenditures and amortize them over ten years (Section 58(i)). In order to prevent the taxpayer from, in effect, converting ordinary income into capital gain by selling property that has given rise to exploration expense deductions, the Code requires recapture of such deductions upon the occurrence of certain events (Section 617): 1. Upon disposition of the property, adjusted exploration expenditures are recaptured to the extent of gain realized on the disposition (Section 617(d)). 2. If the property is leased, the lessor is disallowed any depletion deduction until his adjusted exploration expenditures have been recaptured in the form of foregone depletion deductions (Section 617(c)).

New York Meeting, October 16 and 17, 1913.-The One Hundred and Sixth meeting of the Institute for the reading and discussion of professional papers will be held in New York City, on Thursday and Friday, October 16 and 17, 1913. Headquarters will be at the Institute office in the Engineering Societies Building, 29 West 39th Street. The sessions will be held in one of the assembly rooms of the building. Because of the many valuable papers on iron and steel obtained with the assistance of the Iron and Steel Committee, which papers could not appropriately be presented and discussed at the Montana meeting, this October meeting of the Institute is held for the purpose of reading and discussing these papers, most of which will be printed and distributed in advance. The members of the following societies have been invited to attend the meeting, and several have accepted and declared their intention of taking part in the proceedings: American Society for Testing Materials, American Iron and Steel Institute, American Society of Mechanical Engineers, American Society of Civil Engineers, American Institute of Electrical Engineers, American Foundrymen's Association. The meeting will be conducted under the auspices of the Iron and Steel Committee, and the latest revised program of the proceedings will be found on page xi, under the notes of this Committee.

Laboratory and pilot scale tests have been made to determine the utility of heavymedia separation, particularly a cone-type separator, as a means of recovering aluminum and other values from shredded municipal solid waste. The effect of the method of shredding on the behavior of aluminum in a heavy-media system was determined. Two-stage pilot-scale heavy-media separations were made with size fractions of shredded refuse. Recoveries of aluminum, as well as other components of the refuse, were measured and medium losses determined. The experimental results indicate that with certain reservations a heavy-media cone system can be utilized for aluminum separation and recovery from shredded and air-classified municipal solid waste. Observations made using two-stage heavy-media separation in a drum unit are included. Qualitatively, the results from the two types of separators are similar.

Prior to the meeting there was an informal dinner attended by 50 men. Then followed an address, "The Principles of Corrosion Protection," by Ulick R. Evans, the well-known British specialist in this problem. There were 266 present, presided over by Zay Jeffries, president of the American Society for Steel Treating and a member of the Cleveland Engineering Society. Monolithic electrooptical mosaics of 2500 photo-transistor elements with internal row and surface column interconnections have been fabricated by epitaxial-planar diffsion techniques. Unique access to any elemed of the mosaic is provided through one of the fifty X and one of the fifty Y external leads. The sensor mosaic can be used for imaging applications and has a 1:1 aspect ratio, a resolution of 100 lines per in., a dynamic range in excess of lo3, a sensitivity of 0.5 per pw, element response within a 2:l range over 75 pct of the mosaic, and a minimum detectable signal of the order of 10-' w. Design considerations which ilnpose particclar fabrication yequirements are disctussed along with some of the problems peculiar to the epitaxial and planar-dijfision techniqes by which this device is fabricated. The solid-state silicon monolith has an imaging area of 0.5 by 0.5 in. and an element center -to- center spacing of 0.010 in. J monolithic solid-state electrooptical device has been developed as the photon-sensing mosaic for use in an image-converter system.' This system is the solid-state equivalent of the vidicon and can image radiation in the visible and near-infrared regions of the spectrum. The electrooptical image converter has the desirable size, weight, reliability, and low-power characteristics inherent in solid-state devices. It is read out by direct-wire means rather than by beam-scan techniques. The packaged unit is shown in Fig. 1. A selection of material for the sensor was based on considerations of both reliable fabrication techniques and material spectral response. Silicon was selected both for its response from the lower end of :he visible to the long-wavelength cut-off above 11,000A and for its well-developed epitaxial planar-diffused technology. The electrical image is composed of M x N discrete information bits with each bit emanating from one of the individual phototransistor sensors. The interconnected mosaic concept was introduced to provide a structure which is both manageable in its number of leads and compatible with conventional viewing systems which accept XY data. Interconnections along the Y direction are provided by internally diffused strips, while interconnections along the X direction are formed by vacuum-deposited metal surface bars. Unique access to any individual element of the M x N mosaic is available through one of the M and one of the N external leads. PHOTOTRANSISTOR DESIGN A phototransistor structure2 was selected for the discrete photon detectors of which the mosaic is com- posed. Basically, the mode of phototransistor operation is such that incident quanta are absorbed in the base area of the element where they generate electron-hole pairs. If the electrons are liberated within a diffusion length of the depletion region around the collector junction, they will diffuse to this depletion region and be swept across the junction where they account for a small component of the photocurrent. Similarly, the holes which are created within a diffusion length of the emitter junction will diffuse to this region where they forward bias the emitter and so induce injection of minority carriers into the base. This accounts for the substantial transistor photocurrent. This mechanism of operation implies several design and fabrication goals for the individual sensor elements: high electrooptical conversion efficiency, sufficient carrier lifetime in the base regions, and a maximum volume in which photons can be absorbed within a diffusion length from the depletion layer about the junction. Moderately high transistor gain is desirable to permit readout at low light levels; however, very high gain has a deleterious effect on mosaic dynamic range. The mosaic must also be characterized by good uniformity of element response as well as by good isolation between elements. (Pittsburg meeting, March, 1910.) THE recovery of gold and silver from their ores by means of the cyanide process has been so successful in the last few years that any radical improvement would seem impossible; yet the appliance to which I wish to call attention in this paper is really a radical departure from the methods now in general use. The most modern and approved of these, known as the all-sliming method, depends for its success on the grinding of the. ore so fine that practically 90 per cent. of it will pass through a 200-mesh screen. The slimes thus produced are then agitated and aerated in tanks of various types. The main object of this treatment is to insure such a thorough admixture of the pulp and solution that every particle of the ore is surrounded by a volume of solution sufficient to insure the dissolving of the whole of the gold- and silver-content. In addition, in order to expedite the action of the cyanide, and to oxidize such elements as would, if left in their active state, become cyanicides, air is blown in under pressure. In the Pachuca tank, this air is the active and sole means of agitation. The chief objections to all the methods off agitation used heretofore are the expense of operating and maintaining the mechanical devices for keeping the pulp in suspension, and the length of time required to obtain a fairly complete extraction. of the values. These objections are inherent to any method of agitation effecting a circulation of the pulp and the solution together, by giving the whole mass a circular movement, as in the low-tank system, or a vertical circulation, as in the Pachuca-tank system. THE metallurgist is familiar with the rapid development of concentration -by flotation and smelting in the reverberatory in recent years, brought 'about chiefly by the exhaustion of' bodies of .rich, coarse, direct smelting ore. Geologically speaking, in many porphyry-copper districts, the richer contact or replace let deposits surrounding 'the main ore-forming igneous intrusion have been exhausted, and it is necessary to beneficiate the copper minerals disseminated throughout the mass of the intrusion itself. The organization of great companies to treat such low- grade ores on a large scale and the practices resulting from the necessity for an economic method of treatment 'are among the most prominent metallurgical developments of the past decade. It is interesting to note the effect of the present trend of practice on the inter-relationship of the concentrator and smelter, on the constituents of the smelter charge, and on smelting in general.

Earth bottom thickeners are generally considered to be the lowest cost solution for thickener bottom construction presently available to the mining industry. In addition to the capital cost advantage, these basins have proven to be watertight structures providing trouble-free operation for indefinite periods of time. During the past 15 years, some 18 of these thickeners have entered service with no particular problems encountered in porphyry copper operations, counter-current decantation in a gold cyanide plant, and other similar applications in mineral processing. In the course of this work, technological advances have been realized in the procedures for engineering and construction of these units to assure watertight basins and achieve all possible economies in construction.

AII evaluation is made of the acoustic velocity log for measurement of formation porosity. Plots of field-observer1 velocities vs core-measured porosities of sandstones and limestotnes with inter intergranular porosity show that the velocity log gives a useful measure of porotity, in agreement with published data. A new method of plotting electrical and velocity log data makes it easier to recognize hydrocarbon-water coritnct~ from log darn and to make serni-quantitative estinlates of hydrocarbon saturation. Two examples of this interpretation technique are given. This paper also discusses the various factors that affect acoustic velocity and shows how corrections can be made for some of these factors. INTRODUCTION Although the continuous velocity log was developed primarily as an aid to seismic interpretation, it is finding widespread use for measurement of porosity. The purpose of this paper is to evaluate this use of the log. Results are presented for the velocity-porosity relationship in many sandstones and one limestone. Practical applications of porosity values derived from the velocity log to improve interpretation of electrical surveys are presented. Various parameters which affect velocity in porous media are considered. Porosity, composition, cementa-tion, pressure difference (overburden pressure minus fluid pressure), fluid saturation, and wellability are discussed. Some of the ideas are opinions based on general considerations of well logging problems while others are supported by published data and our own observations. Major conclusions from these studies arc given in the body of the paper and detailed discussions of some of the various factors affecting porosity are given in the Appendix. POROSITY Sandstones The primary factor affecting the velocity of sound in porous media is porosity. Wyllie, et al,1 have reported a time average equation for the relationship between velocity and porosity.* This has found considerable acceptance in the industry. Other relationships between velocity and porosity have been proposed, none of which are entirely satisfactory. It is doubtful that any one relationship will completely describe all situations. We have tried an empirical relationship based on correlating log velocities with core-measured porosities. Measured porosities were averaged over a depth interval equal to the spacing used in recording the velocity logs. The depth range for the information used was from 2,000 to 12,000 ft. Velocity measurements were normalized for the effects of depth and overburden pressure. A detailed discussion of the basis for this normalization is given in the Appendix. The change is usually insignificant and when working with individual formations it can be neglected. All velocity measurements were normalized to a depth of 10,000 ft. The velocity-porosity data for sandstones in Fig. 1 came from 20 wells scattered throughout the Mid-Continent and Gulf Coast areas. The scatter of the data points is attributed to three causes: 1. There is no theoretical basis for expecting an exact velocity vs porosity relationship and it is not possible to correct precisely for the effects of such factors as impurities, grain shape, manner of cementation, etc. Some of these factors are discussed in the Appendix. 2. Porosities measured by core analysis are not necessarily representative of what the velocity log "sees". 3. Inaccuracies appear in the velocity log reading. This is particularly true of velocities from one-receiver logging tools.*" A linear-time curve (time-average equation) is plotted in Fig. 1 along with the best straight line through the points. Velocities used for the linear-time curves were 19,500 ft/sec for the matrix velocity (zero porosity) and 5,500 ft/sec for fluid velocity. For clean sandstones with velocities greater than 10,000 ft/sec, there is little difference between the velocity-porosity and the time-porosity curves. Both curves are well within the scatter of data points. The data points in Fig. 1 were restricted primarily to clean sandstones, using the SP and/or gamma-ray logs as clues to the lithology. PUBLIC hearings began before the Committee for Reciprocity Information on May 24, 1950, for the purpose of unearthing data and opinion that will be helpful in the forthcoming reciprocal tariff and other trade-barrier negotiations at Torquay, England, on September 28th of this year. The conference this fall will constitute the "third round" of tariff negotiations under the General Agreement on Tariffs and Trade concluded at Geneva in 1947. The United States plans to negotiate with 17 other countries on possible tariff modifications on various articles all the way from baby carriages and bottle caps to lead and zinc-bearing ores. On May 31, June 1 and June 2, spokesmen appeared before the Committee for Reciprocity Information on behalf of the domestic lead and zinc mining industries. Producers of these metals protested the inclusion of paragraphs 391 (lead-bearing ores, dust and mattes), 392 (lead bullion, lead in pigs and bars, and scrap lead), 393 (zinc-bearing ores of all kinds), and 394 (zinc in blocks, pigs or slabs, and zinc dust) of the Tariff Act of 1930, as amended in the list of articles to be considered for possible tariff concessions at Torquay. It was pointed out that although operating costs have more than doubled since 1939 tariffs on these metals were actually higher in that year than at present. This, coupled with the detrimental effects of the recent series of devaluations, has sounded the death knell for a substantial number of domestic lead and zinc mines-a most undesirable development in the face of the ominous international situation, according to these spokesmen. It was urged that higher rather than lower tariff rates are needed on these metals. The opinion was expressed that it was inconsistent to foster a high living standard in our western areas and then, once it is attained, to undermine that condition by minimizing the protection that was partly responsible for it. The main theme of some arguments implied that although every effort should be made to close the "dollar gap" abroad, serious consideration must be given the methods employed lest our national security position be jeopardized in the process. The House Committee on Foreign Affairs completed hearings on H. J. Res. 236, to provide for United States membership and participation in the International Trade Organization. Hearings began on April 19th and ran for over five weeks. Many witnesses from industry and government presented voluminous testimony, which will not be available for public distribution for several weeks. However, it is no secret that the most controversial provisions of the Draft Charter of the ITO are: (1) Article 17 (Chapter IV on Commercial Policy) which would obligate members to negotiate for the reduction of tariffs and the elimination of trade preferences; (2) Article 20 which would prohibit the use of quantitative restrictions for protective purposes; (3) Article 16 which promulgates rules to implement the principle of non-discrimination in international trade; and (4) provisions permitting the use of protective measures for promoting economic development, particularly in backward areas, even though such provisions are inconsistent with those of the three articles cited above. United States membership in the International Trade Organization is essential to the successful operation of that body in view of this country's position as the economic giant in the present international trade pattern. Many countries are reluctant to take any action toward the ratification of the charter until it is known what course America will pursue. However desirable or undesirable the ideal of free multilateral trade may be it is unlikely that this Government's participation in the ITO will materialize soon. Advices in Washington indicate that H. J. Res. 236 will not be enacted during the present session of Congress. The legislative pattern designed to secure Congressional approval of the ITO is similar to that of the St. Lawrence Seaway project. The Seaway project was pending in treaty form for several years before the Foreign Relations Committee of the Senate and when the Administration decided to incorporate this project into bill form it was found that, while it passed the House promptly, the Senate decided to pigeonhole it because of the obvious intent to circumvent the constitutional prerogative of the Senate to advise and consent to the ratification of treaties. The ITO bill may be slated for a similar fate. It is deemed essential by western Senators and Congressmen that the present session of Congress enact some form of mining legislation before its adjournment, now set for July 31st. These legislators from prominent ore-producing states do not desire to return to their home areas in the fall emptyhanded. Aside from that, it is entirely superfluous to reiterate the necessity for maintaining a healthy domestic mining industry as a bulwark against a sharp rise in the temperature of the "cold war". Now that S. 2105 has failed a new bill is taking shape in the Senate Interior and Insular Affairs Committee. It is similar in language to H. R. 8221 (to encourage the conservation and development of the mineral resources of the United States) reported by the House Public Lands Committee on May 3, 1950, but so far has failed to receive approval of the House Committee on Rules. There are some qualified observers in high circles in Washington as well as in the mining industry who favor a tax incentive program to stimulate investment in mining enterprises, as opposed to a conservation and exploration program. The Bureau of Mines and the Treasury Department have undertaken a joint study to determine the need for modification of the tax laws as they apply to mining. The study is scheduled for completion before the end of the year, and appears to be supplementary to the investigation initiated by the National Minerals Advisory Council which culminated in the submittal of recommendations to the Secretary of the Interior in December 1949. The "cold war" is largely responsible for the increased demand for metals. Stock-pile purchases and heavy industrial demand due to military needs distort markets and disrupt normal price trends. Such activity has an unhealthy influence on metal production, luring some producers into a state of dependency on the continuation of this condition. When stock-pile objectives are met sometime in the future purchases must then come to a halt unless international "fireworks" are touched off. It can only be hoped that technological improvements and further mechanization of mines coupled with the stimulus of a rising population will offset the anticipated drop in industrial demand and cessation of stockpile purchases when the international crisis abates.

This paper may be divided into two main parts: (1) analysis and data to show that Eq. 6 adequately correlates the authors' experimental data, and (2) the assertion that Eq. 20 "should permit scale-up with data taken from one pipe diameter for Newtonian, inelastic non-Newtonian, and viscoelastic fluids, such as dilute polymer fracturing fluids, which produce considerable pressure reductions." The authors might well recommend that this broad grouping of fluid types could be correlated by using Eq. 6 (requiring data from at least two pipe diameters). On the other hand, Eq. 20 is only shown to be adequate for conditions within the range of the present data set. Specifically, predictions by Eq. 20 for diameter scale-up to casing sizes would give larger deviations than implied in Table 2, and scale-up for some other fluids that give large drag reduction could be grossly in error. The description of a class of fluids "which produce a diameter family of straight parallel lines on a log (d?p/4L) vs log (8 v/d) plot. . ." defines a necessary condition for using Eq. 6; i.e., that s shall be constant for each fluid. The proposal that Eq. 20 is applicable to turbulent flow of such fluids is equivalent to saying that the spacing of these parallel lines, with A being constant, will be found to correspond to m = -1.20 for all such fluids. Table 1 shows the values of m derived from data on 16 non-Newtonian fluids. The key statement of this paper is that the diameter exponents "do not vary significantly from . . . -1.20." In statistical terms, this says that the m value for each fluid, which was obtained from all the measurements made on that fluid. has not been shown to be different from the arithmetic mean of the m values for the 16 fluids tested. This implies that the group mean, -1.20, is a more reliable value to use for an individual fluid than is the m value derived from the data on that fluid alone. No statistical test is described to support the key statement that the diameter exponents do not vary significantly from -1.20. Such a test would have to take into account that each individual m value is shown to correlate the pressure gradients for its fluid, with only about 3 percent standard deviation over the diameter range covered. That is, the m value is not the result of a single independent measurement. Under existing economic conditions, the treatment of gold ores occupies an outstanding position in metallurgical activity. The increased price of gold has automatically brought about a reclassification of old dumps and low-grade orebodies, and many that formerly were considered valueless are now being vigorously investigated and worked. This situation has developed problems that have taxed the ingenuity and ability of metallurgists to the utmost. Some gold ores give a high extraction of gold by standardized methods of treatment; other ores of apparently similar character yield but a relatively small percentage of their gold when treated by the same processes. Surface Contamination The experience gained by microscopic study of numerous gold ores and tailings has shown that there are pronounced differences in the physical characteristics of the minerals composing them, more especially of the gold. Repeated studies of tailings from flotation and cyanidation of gold ores has established the fact that surface contaminations on gold particles are often directly responsible for high gold losses; comparison of gold particles isolated from flotation concentrates and the resulting tailings have showed that the clean gold has been recovered and the tarnished or contaminated gold invariably lost in the tailing. Obviously, it is not possible to make such a comparison of gold ores treated by cyanidation, as the clean gold has been taken into solution; but when the gold found in cyanide tailing has a tarnished or coated surface, one may infer, with a reasonable degree of certainty, that the clean gold has been extracted. This premise is supported by experimental evidence obtained by isolating particles of tarnished gold and exposing them to cyanide solution in small parting cups. In one such experiment, tarnished gold particles picked from a cyanide tailing showed but slight evidence 01 dissolving at the end of 27 days. PETROLEUM has been known in Japan since at least 668 A. D., for a picture shows the presentation, during that year, to the Emperor Tenchi (Tenji) of "burning water" and." burning earth" by his subjects from Echigo Province, which today is the largest producer of petroleum in Japan. The burning water was doubtless petroleum and the burning earth either bituminous shale or oil-soaked earth or rock from near the oil seepages. The early methods of getting the oil were simple and similar to methods used today in Japan and in China. Where the seepages occurred, trenches or shallow wells were dug along the seepages and allowed to fill with oil which was then bailed out; in some cases, they filled with oil and water and overflowed. During the 300 years following 1500 A. D:, the use of petroleum in Echigo Province seems to have increased considerably, as compared with earlier centuries, and records show that in 1818 the depth of the wells had been greatly increased. Doubtless, they passed through the seepages and tapped the shallow oil-bearing strata; probably some of these deeper wells were dug before that time. The real value of petroleum was not recognized until early in the Meiji era, which began in 1868, when the Japanese learned that the kerosene that was being imported was derived from petroleum. Guided solely by information obtained from books, they refined the oil and increased the depth of their wells in order to increase the production. The deepest well, dug by hand, about this time was 894 ft.1 (273 m.) and by 1874 the recorded production reached 3499 barrels. In 1876, Benjamin Smith Lyman prepared geological maps of the Echigo oil field, which were the first. of such geological maps made in Japan, and based on these a more enlightened development of the oil fields began; the. Japanese, however, still dug the wells by hand. Toward the end of the '80s, an American well-drilling outfit was secured, but the efforts to use it failed from lack of experience by the operators. STRIPPED of its romantic possibilities, mining is a commercial business, carried on for the profit there is in it, and the business of the manager, in its ultimate analysis, is to make the profit as large as possible. The general manager of a mining company should keep himself personally familiar with all the details of its operations. If be fails to do so, chaos results, labor becomes inefficient, costs go up, and profits go down. Nowhere is this emphasized more than in Mexico. If the mining operations are extensive and complex, involving, besides the work of mining the ore, its transportation and treatment by various milling operations, and the marketing of the products, the business, to be carried on properly, must be divided into a number of main departments, which are subdivided into minor departments. Each main department should be under the immediate charge of a superintendent, or a foreman, and each minor department under a shift-boss. Organized in this way, and with all the principal centers of activity connected by telephone, the manager can keep in touch at all times with the details of every branch of the business, and be in a position to perform effectively the full duty of manager. The ?total cost of mining operations may be broadly divided under the heads of Labor, Supplies, and Marketing. Of these, it will be found, on averaging a number of cases, that the cost of labor will be about two-thirds of the total cost. The importance, therefore, of an efficient labor-department will be apparent. This department must be sub-divided and organized differently, according to the peculiar conditions at each mine, and no one system, however well suited for one particu-

Dr. James Douglas, who is memorialized on another page of this Bulletin, who held a place in the affections and regard of Institute members second to that of no other living roan, left in his will the sum of $100,000 for the maintenance of the Library of the American Institute of Mining Engineers. This is in addition to the $100,000 which Dr. Douglas gave during his lifetime. We believe that it is Dr. Douglas' wish that the library, the great means by which the benefits of Institute membership may be extended to those distant from headquarters, should be maintained by the Institute at the highest possible level of efficiency and serviceability.

THE following scanty notes on the Roumanian oil-region may serve as an introduction to more detailed future study and description. The Roumauian oil-belt, follows the outer edge of the sweep of the Carpathian Mountains, and may, in a broad sense, be regarded as a prolongation of the Galician belt. It is distributed over a tract of country from 300 to 400 miles in length, with a width of from 15 to 20 miles, and is believed to cover an area of at least 20,000 hectares (59,420 acres). The Government claims that 16,000 to 17,000 hectares of its land is petroliferous. The primary deposits of petroleum are considered to be in the Padeogene (Oligocene) and the Neogene (the salines of the Miocene) formations. Most of the other repositories, especially those of Muntenie, are only secondary, the petroleum there having been introduced by the orogeneric movements which raised the Carpathian Mountains. The oil-field has been divided by the Roumanian survey into two regions, the Flysch and the Sub-Carpathian, as is shown in the accompanying sketch-map, Fig. 1.(p. 518). So far as is yet, known, practically all the seepages and .productive pits and wells are situated oil anticlinals. Those which outcrop in the Flysch region. (called Paleogene anticlinals), as indicated in the sketch-map, Fig. 1, are : Solontz, Middle Oligocene; Moineshti, Moineshti and Tagu-Ocna-beds of the Eocene.
