INTRODUCTION Whereas the design of rock slopes in open-pit mines is done largely by mining engineers and geologists, the design of slopes in overburden at this point in time is a problem for which civil engineers or geotechnical engineers are best prepared to deal. The reasons for this situation are to be found in the educational curricula and the technical journals of the two groups, where soil mechanics has received little attention by mining engineers and geologists, and rock mechanics has similarly received little attention by civil engineers. In ten years' time this paper will hopefully be considered by young mining engineers to be a repeat of the material that they studied at university. However, even in ten years time I believe that the civil (or geotechnical) engineers will be extensively used as consultants on overburden- slope problems of open pit mines because mining companies will find this more expedient than maintaining their own geotechnical staff, special field equipment and special testing laboratories. For this reason, the purpose of this paper is not to condense several university soil mechanics courses into a twenty-page text for mining engineers and geologists. Rather, the purpose of the paper is to offer a general explanation of various factors affecting slope stability so that mining engineers and geologists will have a better understanding of the behaviour of overburden soils in slopes. A great deal has been written in soil mechanics literature on the subject of slope stability. No attempt will be made to reference all this material but rather only a selected number of references will be cited. Excellent general treatments of the subject of stability of overburden slopes are available (1,2,3,4). Further information of a more specialized nature is to be found in such publications as the Journal of the Soil Mechanics and Foundation Division of the American Society of Civil Engineers, Geotechnique (printed by the Institution of Civil Engineers, England), Canadian Geotechnical Journal, and the proceedings of the conferences of the International Society for Soil Mechanics and Foundation Engineering. FACTORS INFLUENCING SLOPE STABILITY There are two general scales of slope-stability problems, gross stability and local stability. THE first paper which appears in the published Transactions of our Institute is that read by our respected Secretary at its first meeting in Wilkes-Barre, in May, 1871. It is entitled The Geological Distribution of Mining Districts in the United States, and presents a brief but masterly review of what was known of the distribution of our deposits of useful minerals, particularly the metals, not only from a geographical but from .a geological stand-point. At the request of Dr. Raymond, I agreed, somewhat hastily, perhaps, to write for this occasion a brief sketch of the geological distribution of the deposits of the useful metals in this country, in the light of the increased knowledge of the present day. In the time given no personal investigation was possible, and as it was therefore out of the question to attempt to make anything that could be considered an original contribution to the history of our ore-deposits, I have been obliged to limit myself to an examination of such published data within my reach as bore upon this subject, and could be consulted in the brief time I have been able to give to it. Had the geological investigations undertaken by the Tenth Census been continued systematically by the United States Geological Survey or by the Eleventh Census, it might have been possible to make a fairly-complete review of the subject. Discussion of the papers of Messrs. Howe and Levy, Burgess, Crowe and Rawdon, and H. M. Howe, presented at the New York Meeting, October, 1913, and printed in Bulletin No. 78, June, 1913, pp. 1075 to 1136. ALFRED STANSFIELD, Montreal, Canada :-In Professor Howe's paper on the position of Ae3, he shows its industrial importance in determining the temperature to which steel should be heated. for "grain refining." Several years ago I carried out a research on the " burning " of steel and found that while hypo-eutectoid steel should be heated to Ae3, hyper-eutectoid steel that has been very much overheated must be reheated to the curve Sa on the carbon-iron diagram, in order to redissolve the pro-eutectoid cementite and thus, to obtain recrystallization and grain-refining. This treatment was necessarily only partly successful, and I should like to ask whether the conditions of heat treatment for refining overheated high-carbon steels have been ascertained. Speaking of the " Persistence of Solidificational Segregation " Professor Howe quotes an experiment made by Mr. Stead in which a bar of 1.2 per cent. carbon steel was immersed in a large mass of molten blast-furnace slag and allowed to cool with it. The steel was heated above the solidus (curve Aa on the carbon-iron diagram), but below the liquidus (curve AB). A drop of eutectic carbon-iron alloy, rich in carbon, had liquated out and hung below the bar. This agrees exactly with my own observations on the burning of steel, but my interpretation differs somewhat from that of Professor Howe. Professor Howe considers that the fusion of a part of the metal (rich in carbon) shows that the solidificational irregularities of composition had persisted through the rolling and heat treatment of the steel, as otherwise no part of the steel would have been sufficiently fusible to melt. It does not appear to me that such an explanation is necessary. A piece of steel represented in temperature and composition by any point within the area ABa will ultimately resolve itself into a solid phase and a liquid phase in equilibrium with each other. It may appear that if the steel were absolutely uniform no fusion could take place, but the smallest nucleus of high-carbon, fusible alloy would ultimately bring about this separation into liquid and solid phases, by diffusion of the carbon from the solid to the liquid areas. MR. CHAIRMAN, LADIES AND GENTLEMEN: I need not say how much I appreciate the honor of being asked to lecture to you, and how much I would thank you for your kind invitation. It is encouraging to feel that the abnormal restrictions of the war have been relaxed sufficiently to allow a free exchange of scientists between our two countries, and I hope that some of you will be persuaded to go to England, and to visit us at Oxford, so that I may repay a little of the kindness I have received from you. As this is one of the first lectures since the end of the war, I have thought it well to describe some of the advances in the theory of alloys which were made in the years between the two World Wars. From the point of view of theoretical science, these years have been of outstanding interest in the history of metallurgy. They have been years in which the development of new and more accurate experimental methods has led to the revelation of many new facts. At the same time, the theoretical developments have enabled some of these facts to be viewed as parts of a general scheme, and we may say that some of the foundations of metallurgical science have been laid. This work was naturally stopped by the Second World War, and it can therefore be reviewed as one definite stage in the development of our Science. To illustrate the new advances, I shall deal mainly with the alloys of copper and silver, since these have revealed many of the general principles. SOLID SOLUTION At the beginning of our period, the first steps in X-ray crystal analysis had been taken, and copper had been found to crystallize in the face-centered cubic structure (Fig I). The determination of this structure naturally was of immense importance in the understanding of our subject, because it meant that we were at last in a position to appreciate the underlying structure out of which the crystal of copper was built. The earlier science of metallography had shown that in many alloys of copper the addition of a second metal in not too large proportions resulted in the formation of a homogeneous alloy which was regarded as a solid solution of the one metal in copper. Fig 2, for example, shows the so-called equilibrium diagram of the copper-zinc alloys, and here you will see that there is a solid solution of zinc in copper extending to something of the order 35 to 40 at. pct zinc.

It has been the aim of the writer, by measuring his base line on the territory of theoretical chemistry, to attempt to fix by triangula tion certain points within the domain of mineralogy. As the barest first experiment in this direction, a few of the hydrated oxides of iron have been selected, their theoretical construe tion reduced to percentage of the constituents into which the ordinary analytical methods would resolve them, and the results compared with actual analyses compiled from the most reliable sources; the accidental errors being as much as possible eliminated. This method seems to be a simple one and one easily pursued, but, as will shortly appear, it is beset with grave difficulties, all of which the writer does not pretend to have satisfactorily surmounted. In the first place arises the important question, what are we to understand by the hydrated oxides of iron ? In all books of chemistry and lexicons of minerals, the proposition, long ago taught by the earlier chemists, that water might exist in two forms of combination, viz., as water of crystallization or as water of constitution, is tacitly assumed. There is nothing in the principles of the new chemistry which is opposed to this; for (to carry the mind's eye into the process of con struction of the least units into which a definite chemical compound is capable of being divided without losing its characteristic proper ties), however unlikely it may seem, it is, nevertheless, possible that a given molecule of iron may, under certain conditions of heat, pressure, etc., attract to itself as many molecules of the water in which it is natant as: from the relative size, shape, attractive force, etc. of either, it is capable of taking up, and this complex system of associated molecules might oscillate as a physical unit so long as the conditions on which its existence was dependent remained unchanged. Moreover, it is highly probable that the first effect upon such a mole cule produced by physical or chemical forces would be to separate it into two or more simple ones of different kinds, while a further ap plication of these forces might rend asunder the bonds of the simpler compounds themselves.

THE nature of a collector-coated mineral surface has been the subject of some experimentation and much speculation. Various aspects of the problem have been isolated and studied; it is probable, however, that there exist aspects as yet unrecognized, which are needed for a complete description of the system. The recognized elements of the problem are: 1—The nature of the chemical units comprising the film and the nature of the forces holding these chemical units to the mineral surface; 2—The orientation of the chemical units at the surface; and 3—The disposition of the collector units at the mineral surface. This report touches upon all three aspects of the broad problem; it deals, however, with a new and heretofore unrecognized element—the mobility of the collector units in the two dimensions of the solid-liquid interface. Regardless of the viewpoint adopted as to whether the chemical units comprising the collector film are collector ions or molecules, held either by chemical or physical forces, the writers on flotation theory are in apparent agreement as to the orientation of the chemical units at the mineral surface. Wark and Cox' showed that the contact angle at a stable collector-coated surface in a constant chemical environment is independent of the nature of the mineral and of any resurfacing agent; it depends solely upon the collector used. They showed further that the value of the contact angle increases with the number of carbon atoms in a homologous series of compounds. Taggart, Taylor, and Knoll2 postulated that the collector ion is oriented with the chemically reactive, polar end toward the mineral surface and the non-polar, hydrocarbon-like end toward the liquid phase. In support thereof they cited the abstraction of p-p1 dihydroxydiphenylthiourea and of glycol xanthate8 by galena without a concomitant increase in the contact angle above that of clean galena. It was argued that in these cases the water-repellent layer which normally would be presented to the liquid phase owing to the orientation of the collector ions is overlain by a layer of water-avid groups, the hydroxyl groups. Implicit is the analogous orientation exhibited by a monomolecular layer of an insoluble substance at an air-water interface. It should be pointed out that these facts also are consistent with the concept that the collector units be flat on the surface of the mineral and that the response of the surface to an air bubble is determined by the ratio of the area covered by water-avid groups to the area covered by water-repellent groups; the areas being weighted according to the relative watef-avidity or water-repellency of the groups involved. The disposition of the chemical units of the collector film at the mineral surface has not received the attention it merits. Taggart4 concluded from the observed stoichiometry of the ions entering and leaving a surface that the stoichiometry is obeyed in detail at the surface of the mineral. Thus, in the case of xanthate-coated galena, pairs of xanthate ions are attached to surface lead ions. In the case of chemisorption, Gaudin and Preller postulated an agreement between the atoms or ions of the substratum (the mineral surface) with those of the superstratum (collector film); in the case of the physical adsorption their position is not clear. In one place they state "the first type (physical adsorption) does not require any agreement between the atoms or ions of the substratum with that of the superstratum" and in another place that "It seems, in fact, as though some slight influence of the substratum is formed even in physical adsorption." The present work shows that in some cases of chemisorption the chemical units of the collector film are in constant surface-bound motion and may not be assigned to any site of the surface, hence there is no permanent association between the chemical units of the film and the atoms or ions of the solid. The physical property of the collector film that is of paramount importance is its surface energy. Although this property is not susceptible to direct experimental determination, the related contact angle is. DURING a literature survey of the indium-zinc phase diagram, controversial reports on the composition of the eutectic point were encountered. The value reported in the investigation of Wilson and Perettil and in a later investigation by Valen-tiner' was 4.0 wt pct zinc. The most recent work recorded on this system consisted of an exhaustive survey of alloys by Rhines and Grobe8 in which they indicate a value of 2.8 wt pct zinc for the eutectic composition. To clarify this aspect of the diagram, a series of alloys were prepared by melting the respective constituents in a glass test tube under a covering of mineral oil and slowly cooling the melt in a furnace. The zinc used was Baker's C.P. and had the following analysis: insoluble in H2SO4—0.0l pct; pb—0.001 pct; Fe-—0.001 pct. The indium, which was supplied by the Indium Corporation of America, had a purity of 99.9'7 pet with the following impurities: Cu—0.002 pct; Pb—0.006 pct; Sn—0.01 pct; Zn—0.01 pct. The alloys were prepared for metal-lographic examination using a technique already reported' and a new value of 2.0 ± 0.1 wt pct zinc was observed. An alloy containing 2.00 wt pct zinc was also made by melting the constituents under a vacuum. In both of these methods of alloy preparation the losses can be kept extremely small. Again, the characteristic eutectic structure was obtained, assuring confidence in this value. The accompanying micrographs are presented in support of this point. Fig. la represents an alloy containing 4.00 wt pet zinc, and reveals excess zinc particles, which precludes the value of both Wilson and Peretti, and Valentiner. Fig. lb, gives the structure of an alloy containing 2.2 wt pct zinc, also showing the presence of excess zinc. Fig. lc is a micrograph of a typical structure of the eutectic observed in several sections of the 2.0 wt pct alloy. Equations representing the standard free energy of formation as a function of temperature, for thirty metallic chlorides, are presented and plotted on a free-energy vs. temperature diagram. The use of these data for calculations on reduction of metallic chlorides, refining of metals with chlorine, and chlorination of metallic oxides and sulphides is illustrated. CHLORINE metallurgy' has attracted metallur- gists for more than a century because the unusual properties of the metallic chlorides—low melting point, high volatility, and ease of formation from the oxides—make possible many useful extractive processes. Interest in chlorine processes is undergoing a renaissance due to present availability of chlorine at relatively low prices, and to recent advances in technology. During the present century there have accumulated a considerable number of reliable values of the thermodynamic constants for the metals and their chlorides. These data permit the calculation of free-energy equations for many metallurgically important reactions. Consideration of free-energy values makes possible certain predictions of the direction and extent of a given reaction, as well as the effect of temperature, pressure, and composition upon the result. Reaction rate, although not predictable from free-energy data, is usually sufficiently great at elevated temperatures that diffusion of the reactants and products to and from the zone of reaction determines the actual rate. Thus, if the free-energy indication is favorable, the chances are good that a high temperature metallurgical reaction will proceed at a reasonable rate, if adequate provision for rapid diffusion has been made. This paper presents standard free-energy equations for a number of metallic chlorides, based on data which are scattered throughout the literature. The equations are presented in a form that simplifies their use, and typical examples are given of the application of free-energy data to metallurgical processes. Free Energy of Reaction The free-energy change (AG) of a reaction is the true measure of the "driving force" of the reaction under a given set of conditions, and this is related to the standard free-energy change (AGO) of the reaction as follows: For the reaction: bB + cC = dD + eE ?G = ?G°+RTln ADd. ACc where A, = activity of constituent (i) T = absolute temperature, OK R = gas constant The criterion of a spontaneous reaction from left to right, at constant temperature and pressure, is a negative value for the free-energy change (?G). The standard free energy of the reaction is equal to the free energy of the reaction when all the reactants and products are at unit activity, since under these conditions the second term on the right-hand side of eq 1 is equal to zero. The concept of activity is treated fully in many textbooks on chemical thermodynamics1 and in a recent article by Chipman.2 Briefly, the activity (A,) of a constituent (i) is a measure of the reactivity of this constituent relative to its reactivity in some arbitrary standard state. For liquids and solids the standard state most often used is the pure liquid or solid constituent. Thus the activity of a pure liquid or solid in a metallurgical reaction is equal to unity. Gases under moderate pressure and at elevated temperatures behave very nearly as 'idea1 gases,' and the standard state is chosen as the gas at 1 atm pressure. The activity of an ideal gas is therefore equal to its partial pressure, and this relation is sufficiently exact for real gases in most metallurgical reactions. For a liquid or solid solution there is in general no simple way to express the activity of a constituent as a function of its concentration, and activity must be determined by experiment. A few solutions follow a so-called 'ideal' behavior, and if the pure constituent is chosen as the standard state, the activity of a constituent in an ideal solution becomes equal to its mol fraction. When a reaction reaches a state of thermodynamic equilibrium at constant temperature and pressure, AG becomes equal to zero and eq 1 reduces to: [ADd . AEe ?G°=RTln Abb ¦ Ac c equilibrium [2] The brackets surrounding the activity term are used to emphasize that each of the activities is an activity under equilibrium conditions—not just any arbitrarily assigned value. The bracketed term is the equilibrium constant (K) of the reaction. Eq 2 makes possible the calculation of equilibrium activities for a given reaction, if AGO is known at the desired temperature. The standard free-energy equations presented in this paper were calculated from the fundamental thermodynamic values of enthalpy of formation at 298°K (AH°,), standard entropy at 298°K (So298), heat capacity as a function of temperature (Cp), and enthalpies of transition, fusion, vaporization, and sublimation for the various constituents. Where possible the data reported in the recent "Selected Values of Chemical Thermodynamic Properties," published by the Bureau of Standards," were used. Since the sudden revival of the air or gas-lift and its extensive use in the oil fields, many questions have arisen as to principles and as to their application under the conditions actually encountered in the field. Much has been written regarding both theory and practice, especially on the air-lift as applied to lifting water. Many statements have been made as to the use and benefits of the gas-lift, some of which are reasonable but many of which are unreasonable, many specialty makers claiming to have devices which operate in almost miraculous ways and even to generate energy nature never possessed. These claims are often based upon incomplete or inaccurate data. A review of the literature discloses many valuable articles, but it also discloses the need for setting out more clearly the different practical ends sought, and for working out specific engineering principles upon which to formulate the design and operation of gas-lifts to meet the desired ends within the limitations of field conditions. A check on some of the published information has revealed basic errors in the sources of data upon which conclusions have been predicated and has led the writers to doubt the value of a large part of the compiled data. The writers have concluded, therefore, that it will be opportune to direct discussion to the sources of error in the data now being collected, to recommend for consideration by the engineers some methods of collecting and correlating data, and to point out some of the factors relating to the application of the air-lift principle to oil production as dictated by the different economic ends sought, and the limitations of working conditions that may be met. Until these several considerations are clearly understood by the engineers, and the unreliable data have been sifted out and dependable data substituted, there seems little chance of evolving satisfactory engineering control for the air-lift. In the following pages no distinction will be made between gas-lift and air-lift, as they are generically the same.

In metallurgical circles it is known widely, but somewhat vaguely, that the ease of reduction of metallic oxides depends largely on the way they hare been prepared. It is likewise known that different forms of carbon have different and greatly varying reducing powers. It is the purpose of this paper to show somewhat more definitely and scientifically these facts. Some years ago the writer published an account of pyrometric determinations of the reduction temperature of zinc oxides variously prepared and of several kinds.' In said paper it was shown that the temperature at which zinc oxide evolves zinc according to the equa-tion ZnO + C = Zn + CO depends upon the nature of the two reacting bodies. The determina-tions had a range of accuracy of from 2° to 6°C., whereas differences were found to amount to an extreme of 90' C. So the differences are real ones and must have a definite cause. The equation of boiling water, (H2O)4 D 4 (H2O) has a fixed temperature for equilibrium of 100° C. at 760 mm. pressure. In general, all equations reacting in the liquid or the gaseous phase have well-defined constant physical conditions which govern the equilibrium point and reaction velocities. In a reaction where we have one or more solid phases, the tempera ture conditions requisite for the unbalancing of the stable system are found to vary. These variations are due to the fact that in a solid there is a very complex molecule and it is not a question solely of the tearing away of two interlocked atoms, but also of the destruction of a complex molecule containing hundreds, or possibly thousands, of smaller molecules. In continuation of the geological work begun in Sonora, Mexico, a partial account of which has already been given in the Transactions of the Institute,* a similar reconnaissance was made of Cochise county, Arizona, and a part of the Whetstone mountains. The investigation resulted in the identification of beds of similar age and character to those of the Sonora region, and in the discovery of interesting deposits, which, so far as I call ascertain from the literature at my command, have not been described heretofore. Route.—Starting from Nogales, we followed the railroad to Crittenden, and then drove to the southeastern slope of the Whetstones. After a brief examination of some reported coalbeds we continued our route, following the wagon-road between the Whetstones and the Mustang mountains to Huachuca, and eastward to Tombstone. Crossing the Dragoon mountains at South Pass, we traveled south and west by way of Turquoise and Antelope Spring into the road from Tombstone to Bisbee. Our route over the Mule mountains lay through Mule Pass and Bisbee, where we stopped a day or two. Thence, crossing Sulphur Spring valley, we drove around the southern end of the Swisshelms, and N. through the valley between these mountains and the Chiricahuas, to White river. From that point our way led through Rucker canon into the San Simon valley, then northward along the eastern face of the Chiricahuas, and by way of Fort Bowie to Willcox, Arizona, from which place we returned to Nogales. SINCE the days of Newcomen and Watt, when men first sought to turn the energy of fuels to useful purposes, coal-generated steam has supplied most of the power needed for both stationary and mobile applications. The low efficiency and large water requirements of the nineteenth century steam-power plant caused many engineers to turn their thoughts toward more direct means of converting heat into power. As far back as 1791, John Barber secured an English patent on a combination' which he might well have called a "gas turbine." He proposed to generate procducer gas from coal or charcoal, to burn it under pressure in air obtained from a reciprocating compressor, and to drive a turbine wheel with the resultant hot combustion products. With the optimism characteristic of the inventor, he hoped that the turbine would not only operate his compressor but also perform useful work. There is no record that Barber ever built his machine, but if he had done so he would have learned that useful power can result from such a combination only when both turbine and compressor are highly efficient and when the temperature of the gas entering the turbine is not far below 1000°F. Hot-air prime movers continued to attract attention, and both Stirling in England and Ericsson in America2 built reciprocating engines that operated with some success upon coal-heated air. The internal-combustion engine, burning liquid fuels, supplanted the hot-air type, and, for the first time, challenged the supremacy of both the steam cycle and its familiar fuel, coal. LIQUID FUELS COMPETE WITH COAL As the increasing use of the automobile multiplied the demand for gasoline, the supply of residual fuel increased rapidly, and heavy oil declined in price to the point where it became competitive with coal. First in the marine field and later in stationary plants in areas adjacent to refineries, oil began to be widely used. Oil's greater convenience and higher heating value per pound of weight or per cubic foot of bunker space have caused it to take over much of the marine field. The introduction of the highly efficient diesel engine, capable of burning a fuel that is cheaper than gasoline, again threatened the position of coal, for the operating costs of the diesel became directly competitive with those of coal- burning equipment. In isolated power plants and smaller marine installations, the diesel provided the medium by which oil again successfully invaded fields formerly dominated by coal. The recovery of apatite from the phoscorite ores occurring in the Transvaal, Republic of South Africa, involves a flotation process that is particularly difficult to characterize from a fundamental point of view. However, the reagents used, (tall oil fatty acid, nonylphenyltetraglycol ether, sodium silicate, and sodium hydroxide) can successfully bring about a separation of apatite from dolomitic calcite, which is the most troublesome gangue component. Recently, it has been demonstrated with some flotation feeds that the addition of certain polysaccharides can improve the flotation significantly. It has been shown that the metallurgy obtained is closely linked to the nature of the froth, and this, in turn, is influenced, often dramatically, by the presence or absence of certain of the reagents. The character of the froth depends less on the inherent frothing ability of these reagents than on the presence or absence of fine mineral particles in the froth, and on their surface characteristics and state of aggregation. The polyglycol ether and the polysaccharides have been shown to affect these properties, and it is suggested that a major function of these reagents is to modulate the properties of the fine particles in the pulp, thereby changing the character of the froth and giving rise to improved results.

Bromine was the first element to be economically and commercially recovered when, in 1933, a six million pound per year unit was built on the Atlantic Coast near Wilmington, North Carolina, by the Ethyl-Dow Chemical Co.1 The bromine was reacted with ethylene to produce ethylene dibromide, a necessary associate of tetraethyl lead in ethyl antiknock fluid. Within eight years that plant was doubled and redoubled, and another large unit was put into operation at Freeport, Texas, taking bromine from the Gulf of Mexico. In 1940, in fortunate anticipation of the impending demand for magnesium and the limitations of the production from natural brines, the Dow Chemical Co. turned again to the sea, and designed and erected a plant at Freeport to produce 18,000,000 lb. of magnesium per year from sea water.2 In March 1941, two months after the new plant had been put into successful operation, construction of an 18,000,000-lb. Government-financed addition was started. Late in 1941, as a part of the $400,000,000 defense program intended to produce 600,000,000 t0 700,000,000 lb. of magnesium per year, Dow was asked to build and operate for the Government a 72,000000-lb. plant near its original plant at Freeport. Within a few days after the Japanese made their attack at Pearl Harbor, preparation of a site was started at Velasco, Texas, for the construction of the Texas plant of the Dow Magnesium Corporation-the largest known magnesium plant utilizing sea water as its raw material. Less than six months after the first piling was driven, urgently needed magnesium was in steady production. Five months later, the plant had exceeded its rated capacity. It remained above rated production until the general magnesium curtailment was applied to Government-owned plants in September 1944. Credit for the construction and operation record of the Dow magnesium plant must be divided among the efforts of a very determined group of men, an extremely favorable location, and a simple process. It is with the two latter aspects of the plant that this article will deal. The site for the new enterprise was chosen near Velasco, Texas, on property bordering the Brazos River at a point approximately 6 miles inland from the original magnesium plant and y miles inland from the Freeport Harbor on the Gulf of Mexico. This location was far enough away from the operating units to reduce both interference from construction and the vulnerability of closely bunched manufacturing operations to the then feared air attack. The decision of the California Oil Umpire's' office to accept well potentials established from subsurface-pressure data has brought to the attention of many operators for the first time the application of such data to production problems. This paper reviews the development and application of subsurface-pressure data in kettleman Hills, where these data have been used in production work since 1932. The Kettleman Hills field was discovered in October 1928. The first subsurface-pressure surveys were made early in 1932 and by the middle of 1933 the two major operators in the field were making routine pressure runs in thcir respective wells. Shortly therefter, these companies agreed to exchange pressure data, and later a third company entered into the agreement. This made it possible to analyze the effects upon the reservoir pressure of past production practices, which are discussed in the latter part of the report. It is interesting that many of the applications of subsurface-pressure data discussed herein were anticipated by C. L. Clark and C. B. Kimberlint in a report2 dated March 1933. PRODUCTIVITY Index In the majority of individual well problems involving the use of subsurface- pressure data, it is necessary to use a factor known as the "productivity index," which indicates the ability of a well to produce and represents the number of barrels of oil or oil and water per day that will enter the well bore for each pound per square inch pressure drop made opposite the producing interval of the well. The productivity index may be determined from pressure and production data for one or more rates of flow and a static or shut-in pressure survey or from production and pressure data for two or more rates of flow. Productivity indices may be based upon either net oil or total fluid production. All indices referred to in this report are based upon net oil. The value of the productivity index for Kettlcman Hills wells decreases generally with time and it is not uncommon for the index to vary in value at any specific time fur various rates of flow. The decline of the productivity index may be attributed partly to the loss of reservoir pressure. As the reservoir pressure decreases, gas originally in solution is released from the oil, congesting the flow of fluids through the formation and increasing the viscosity and surface tension of the oil; thus the flow resistance of the fluids through the formation is increased, resulting in a decrease of the productivity index. For convenient reference, the productivity indices for each well are plotted against time and a curve is drawn through the points showing the trend of the average index value. In an earlier paper, Ehrenburg and Watson1 published the develop ment for a potential function by which it is possible to obtain the electric potential at points on the surface of the ground when a current I passes between two electrodes and the subsoil is composed of parallel, homogeneous layers. In view of the continued interest in the resistivity method of electrical prospecting, the author has considered it desirable to publish the results of a number of theoretical studies making use of this potential function, and also the results of a considerable number of tests with models designed to show the soundness of the mathematical theory. It is hoped that these results will prove how erroneous the various empirical rules for depth determination may be. It has always seemed puzzling to the author that one can find, in papers published comparatively recently, statements upholding empirical rules for depth determination, and attributing most of the irregularities of resistivity curves to vertical discontinuities in resistivity in the subsoil. It would indeed be fortunate for the geophysical investigator if such a simple rule held. However, numerous investigators have proved both theoretically and by the success of their field work that such a rule does not hold, even by a "rough approximation" in many cases. On the other hand, as is shown in the development to follow, if the underground conditions are favorable it is possible for such empirical rules to give a satisfactory depth determination. Authors should be more careful about making such sweeping statements about the accuracy of these empirical rules because the relative simplicity of the field work places the method in the hands of any interested experimenter, and he is likely to become completely disgusted with the method after he has made several obviously wrong interpretations by empirical rules. Belle Isle, located in the low sea marshes near Atchafalaya Bay, is the southeasternmost of the famous Five Salt Islands of Louisiana. Rising about 80 ft. (24 m.) above the level of the surrounding marsh and being some 800 acres (323 ha.) in extent, it constitutes a striking landmark on the low Gulf coast, and since the eighteenth century, when it played an important part in the operation of the buccaneers, it has been intermittently frequented by man. In 1897, the writer discovered the great mass of salt that underlies the island and shortly afterward published a brief account of the geology of Belle Isle and the neighboring salt islands.' In that paper he described principally the salt, but pointed out also the occurrence of petroleum and of sulphur in the strata above the salt. Since that time the island has been extensively explored by the drill, and the developments up to 1908 have been described by Veatch2 and Harris13 and Knapp.4 The writer's early conclusions as to the probable presence of sulphur in considerable quantity have been confirmed by the later drilling, some of the wells having found quantities of gas containing hydrogen sulphide and a number of sulphur-bearing strata as well. Under the stimulus of the present keen demand for sulphur for war purposes, a syndicate of New York capitalists was recently formed to explore the sulphur resources of the island in more detail. Under the writer's direction, six wells were drilled for this syndicate during the winter of 1916-17: The present paper presents briefly the results of this work and sums up the present knowledge of the geology of this highly interesting locality.

OF THE important phenomenon of the hardening of steel, Professor Sauveur1 says: "It would seem as if the methods used to date for the elucidation of this complex problem have yielded all they are capable of yielding and that further straining of these methods will only serve to confuse the issue, the point having been reached when this juggling, no matter how skilfully done, with allotropy, solid solutions, and strains is causing weariness without advancing the solution of the problem.. The tendency of late has been to abandon the safer road of experimental facts and to enter the maze of excessive speculations, in which there is great danger of some becoming hopelessly lost. The conclusion seems warranted that new avenues of approach must be found if we are to obtain a correct answer to this apparent enigma. With some degree of fitness we may say, this of other problems. It seems likely that one of the new avenues of approach to many metallographic problems is the study-of crystal structure, or more accurately, the atomic arrangement by means of the X-ray spectrometer. The crystal structure of some materials has been carefully worked out by the mineralogist, but his methods are, in general, unsuited to commercial metals and a method that yields even better information is at hand as the result of work on the diffraction of X-rays by Laue and the Braggs2 and later by Hull,3 St. John, and others. It should be understood that the contour of free crystals, which is the subject of measurements by the crystallographer, is the result of the atomic structure and, in general, bears a simple and obvious relation to it. The use of the X-ray spectrometer4 has been described frequently, so the procedure will not be given here.

Coal mining historically has been a hazardous occupation but, in recent years, tremendous progress has been made in reducing accidental coal mine deaths and injuries. The purpose of this chapter is to discuss the basic principles of accident prevention as they are related to coal mining. Accident prevention fundamentals are no different for coal mining than for any other type of work. The fundamentals apply to all industries. Construction workers may be struck by falling tools and materials, and miners may be struck by falling slate and coal. Sailors may be trapped by shipboard fires, and miners may be trapped by mine fires. Railroad brakemen may lose hands and fingers positioning couplers, and miners may lose hands and fingers positioning couplers. Many other examples could be cited, but the point is that accidents that happen in coal mines are basically similar to accidents that happen in other industries. Thus, the basic principles for preventing accidents apply in coal mining as they do in any other type of work. COAL MINE ACCIDENT EXPERIENCE The US Mine Safety and Health Administration (MSHA) is the main source for accident experience data in coal mines. Coal mine operators are required, by law, to forward to MSHA monthly the number of fatal and disabling injuries, man-hours worked, and tons of coal mined. This information is compiled and published quarterly, with annual summaries, by MSHA. Trends in the number of fatalities and fatal injury rates are shown in Fig. 1. Major coal mine disasters, with number of miners killed, and dates of coal mine safety legislation are shown in Table 1. The fatal and disabling injury frequency rates for the coal industry are shown in Fig. 2.
