CHARLIE WARNER, Chairman of the Petroleum Division, is no stranger to the problems of the oil industry or to those of the Petroleum Division, after more than 25 years of experience in locating and producing oil and more than 22 years of membership in the Institute. He was born at Jefferson, N. Y.. April 27, 1894, and educated in the public schools of New York State and at Cornell University where he studied geology and allied sciences from 1913 to 1917 and received a B.A. degree. Immediately upon completion of this training, he was employed by the Empire Gas & Fuel Co. as a field geologist in Oklahoma and Kansas. Two years later he became district geologist for the Emerald Oil Co. in Oklahoma and Kansas, and in 1920 he rejoined the Empire Gas & Fuel Co. in the capacity of district geologist in Oklahoma. In September of 1921 he began his association with the Houston Oil Co. of Texas. He was district manager for the company in the Mid-Continent area until 1932 when he was transferred to the head office at Houston, where he became superintendent of the land and lease department in 1934 and was elected a director of the company in 1941. In these capacities, and also as petroleum engineer for the company, he keeps in intimate touch with all phases of field activity and with the regulation of the industry by State and Federal agencies.

UNDER war conditions coal immediately assumes a position of highest importance for coal must carry the basic load for industry. The upward trend in production continued through 1941. Bituminous coal production alone about equaled the total output of bituminous and anthracite in 1940. The figures for 1941 approximated 500,000,000 tons for bituminous, and 54,000,000 tons for anthracite, and production of by-product and beehive coke exceeded that of the previous year. The coal industry, under the National Bituminous Coal Act, is going through a period of readjustment, and is beginning to stabilize itself under the statute. The Federal Mine Inspection Nill became law during the year.

THE luncheon of the Milling Methods Committee in the Engineers' Club, on Feb. 16, was distinctly a social affair, although several matters of a non-milling nature were fruitfully discussed. The session* on Milling Methods, the same afternoon, attracted a gathering which overtaxed the capacity of the Board Room on the fifteenth floor. Galen H. Clevenger presided, with the moral reinforcement of Charles Butters. As all papers were available in printed form, and since synopses have appeared in MINING & METALLURGY, it is unnecessary to cover the contents of each in detail here. The first paper (T. P. 410), by Leaver and Woolf, on the "Flotation of Minor Gold in Large-scale Copper "Concentrators," was excellently summarized by R. S. Dean of the U. S. Bureau of Mines, who stressed the -very definite action of lime as a depressant of gold, and showed how the authors had worked out the best conditions of alkalinity, pH concentration and reagents for -optimum recovery of gold along with base metals, especially where lime had to be used to depress pyrite. No discussion was evoked.

Annual production of more than 4,000,000 tons of 0.74 percent copper ore and coincident handling of over 5,000,000 tons of waste at the open-pit mine of Castle Dome Copper Co. near Miami, Ariz. takes a lot of power. Manufacturers have ever co-operated with mining companies in providing the required equipment to suit the problem. Power equipment suppliers have done much to make possible the economic and profitable production of copper from low-grade ores. In the future, as mining operations will necessarily handle even lower-grade ores, the ability of the manufacturer to supply the power and mechanical equipment to produce more metal at a fair and reasonable price will be the good right arm of the miner. About 27,000 tons of concentrate is produced from the 4,000,000 tons of ore.

FOUK fields of activity are now recognized by the A.I.M.E. in its award of medals for conspicuous achievement: the Saunders medal for mining, the Douglas medal for non- ferrous metallurgy the Lucai medal for petroleum, and the Rand medal for distinguished achievement in the broad field of mining administration including the organization and development of enterprises in all branches of the mineral industry. This last is known officially as the Charles F. Rand Memorial Medal, and it award is made possible through funds supplied by the Charles F. Rand Foundation. Until this year money thus available was used for other special projects, so that the forthcoming presentation of the Rand medal to Robert C. Stanley is notable as being the first time that achievement in mining administration has been thus recognized.

BECAUSE of the impetus given to placer mining since the price of gold was advanced to $35, several types of small dredges have made their appearance, especially in the Lincoln and Oroville areas of California. Some of these are known as "doodle bugs," and have been given considerable publicity, though many believe their performance has been overrated and that complete costs of construction and operation, if known would not put them in so favorable a light. Fig. 1 is a doodle bug owned by E. M. Clark and operated near Lincoln, Calif. It is understood that it was abandoned because of inability to handle deep ground. A similar machine that has been operated-profitably by Comstock Placers is shown in Fig. 2.

Y.:—I think Mr. Bache has put his finger on the chief source of the danger of dust-, or gas-and-dust, explosions in collieries. 1 mean the persistent determination of the miners' unions to increase their weekly wages by the excessive use of explosives. This would not be feasible if coal-miners were paid by the day; but this form of payment is, for many reasons, not economically practicable; and the universal practice is to pay for the winning of coal according to the quantity produced. If the miner, by using a large amount of powder, can throw down a large amount of coal without corresponding labor on his own part in undercutting and drilling, he will receive more money for less work, provided he is paid for everything—merchantable coal, worth-less dust, slate, and " bone "—resulting from such a method. My attention was called to this matter many years ago by an admirable report of Prof. W. B. Potter, a past- President of the Institute, on the conditions obtaining in this respect in the Illinois coal-field. It was made very clear in that report that considerations of danger to workmen or loyalty to employers could not be relied upon to prevent miners from employing this perilous and wasteful method of increasing their own immediate receipts. So far as I know, only three remedies have been attempted, namely: the enforcement of discipline as to the methods of mining; the refusal to pay for dust, etc., produced by the miners'methods; and restriction upon the use of explosives, effected by requiring the miner to purchase them from the employer, at a price so high as to make it unprofitable for him to use them in excess. All of these attempted remedies have encountered the bitter opposition of the miners' unions. The enforcement of discipline has become almost impossible, if discipline be (as it should be) understood to involve punishment for the violation of rules when no disaster has followed. I

(Communication to the Secretary): Having spent considerable time in a systematic study of this field,'both as regards the details of its structure and stratigraphy and the broader question of its relation to the Appalachian basin, I wish to add a word concerning the correlations made by Mr. Hodge in his paper. From A commercial standpoint, the question of correlation, even along the strike, is of little or no importance, for the variability is such that each opening should be tested individually, regardless of the horizon at which it appears; but these correlations assume an entirely different aspect when their scientific bearing is considered; they then become of vital importance, and, before being accepted, should be subjected to the most rigid scrutiny and severe tests. Mr. Hedge states positively that the Imboden seam of coal is equivalent to the Elkhorn coal of Pike and Letcher counties, Kentucky. In the writer's opinion, such equivalency is, at the utmost, only a possibility. This correlation has been generally adopted by the geologists of the Kentucky Geological Survey, but the writer has been unable to find on what grounds they base the statement. The evidence of identity seems to be in the character of the coal, as both seams furnish fine coking coal; also, in the similarity of the interval between them aid the " Bee Rock," or top of the great conglomerate. It is probably an easy matter to determine the thickness of this interval on Elkhorn creek, and we will assume that the measure of 300 to 350 feet is correct. In the Big Stone Gap field, the question of measuring the interval between the Imboden and the " Bee Rock " is exceedingly difficult. The line of outcrop of this mass of strata is along the northern base of Stone mountain, and, in the uprising of the great arch, the strata on its flanks have been thrown into many minor folds, and, in places, have been broken by local faults. This complicated structure, together with the absence of ally well-marked stratum, renders it exceedingly difficult to obtain a correct measure of the intervening sandstones and shales. A SPECIAL meeting arranged by the Petroleum and Gas Committee of the American Institute of Mining and Metallurgical Engineers was held on Tuesday and Wednesday, Sept. 21 and 22, in the Assembly Room of the American Annex Hotel, St. Louis, Mo. Preceding the first session on Tuesday morning, the members and guests were registered and presented with the usual Institute badges. The morning session was opened at 10:30 by Ralph Arnold of Los Angeles, Calif., Chairman of the Petroleum and Gas Committee. In his opening remarks, he suggested that the petroleum section specialize more and more on the technical problems of the oil industry and that an effort be made to enlarge the membership of the Institute among the technical men of the industry. The following program was presented : OIL FIELDS OF RUSSIA, by A. Beeby Thompson and T. G. Madgwick, of London, England. Presented by H. A. Wheeler; discussed by Arthur Knapp and R. VanA. Mills. This most comprehensive paper was one of what is hoped to be a series to be presented by some of our foreign members. It is by far the best description in English of the world-famous Baku and other fields of Russia.

EARLY studies by Gough and sopwith' have shown that the fatigue resistance of certain metals increased when the test was carried out in a partial vacuum; lead showed this effect to a marked degree. This communication describes surface deformation differences between high-purity lead fatigued in air and in a vacuum of approximately 5 X l0-3 mm Hg. Both air and vacuum tests were carried out by the same alternating flexure machine at a frequency of 500 cpm. Flat cantilever-bend specimens with tapered sides were cut from strip, annealed at 100°C, and chemically polished.

By 1968, Cyprus Pima was milling 34.5 kt /d (38,000 tpd) of copper ore using a conventional flowsheet consisting of three stages of crushing, rod milk and ball, mills. A 13.6 kt /d (15,000 tpd) expansion was put onstream late in 1971 using primary crushing, semiautogenous milk, and ball mills. Identical ore is treated in both concentrators. This paper shows the weight and life of each liner for each crusher and each mill over a four year period from 1974-1977. Media consumption is shown for the same period and a comparison is made between the two reduction methods.

Belting worth thousands of dollars can be ruined in a few minutes because of careless maintenance or lack of maintenance. Proper belt conveyor maintenance means having a clean conveyor system at all times. The belt line should be visually inspected during each shift. Equipped with proper maintenance instructions, one belt man can patrol a belt line of 2 to 3 km (1.5 to 2 miles). His duties would be to lubricate drives and idlers (except sealed-for- life type), maintain belt and conveyor frame alignment, detect sticking idlers, and maintain an unobstructed right-of-way.

MACHINERY has not taken the place of manual labor in steep pitch coal in the anthracite field and there is a shortage of miners experienced in this type of work. To overcome these difficulties several coal companies have resorted to different types of mining such as the diamond or zig-zag method, the slant method, long hole drilling, and several other variations. For the past 5 years the diamond shape method has been used extensively in the heavy pitching beds of both the Knickerbocker and Yatesville basins at Knickerbocker colliery of the Philadelphia & Reading Coal & Iron Co.

GEOLOGICAL and exploration work of the United States Smelting Refining and Mining Company are handled by the mines geological and the exploration divisions of a geological department under the direction of the chief geologist. The mines division at present includes, in Utah. a geologist in charge, resident at Bingham, assisted by a geologist stationed at each operation, and a small group of geologists resident at the Bayard unit, in New Mexico. The duties of the mines division include the mapping and delineation of the geology of the mines, direction of sampling and diamond drilling, and the periodic calculation of ore reserves. At Bingham an amount of underground drilling within the limestone and porphyry formations which are hosts to the ore bodies supplements and completes development by mine workings. At Bayard, five to seven drills are kept busy underground, and eight to twelve drills operate on the surface. OUR Institute, in its annual Directory, states the following: The purpose of each Technical Committee is to further the development of the special mineral industries in its field, chiefly through obtaining and discussing papers suitable for publication by the Institute. The proper field of the new Health and Safety in Mines Committee is judged to include the entire mining industry, and involves the multitude of health and safety problems arising in all kinds of mining operations. The mining industry in the United States has made much progress during recent years in reducing accidents. This advance has been widespread, and has been especially notable in the mining of iron ore. Yet the statistics of the U. S. Bureau of Mines, when compared with figures of the National Safety Council for other industries, show that mining still has a higher personal mishap rate than any other major industry in this country. In addition, studies of dollars-and-cents cost of casualty occurrences indicate that an important part of our mining cost, held by various authorities to be as much as 10 per cent of the total, is due to accidents.

THE World. Engineering Congress closed as it opened, with a brilliant and dignified ceremony. On Oct. 29, 1929, there were hearty speeches of welcome and of hope for the successful issue of this international gathering; on Nov. 7, the farewells were even more heartfelt expressions, and anticipation gave place to, realization. H. I. H. Prince Yasuhito of Chichibu, who had graciously opened the Congress; was unavoidably absent at the closing ceremony, being on duty with his command at the Army maneuvers, so that the principal speech was made by the President of the Congress, Baron Furuichi. The outstanding statistics of the meetings were: an over-all attendance, delegates and members, of 800 from overseas and 2800 Japanese 83 sectional meetings, all. meetings having practically capacity attendance, this being especially true of Section 11, mining and metal¬lurgy, where standing room only was commonly the rule; and 780 papers were presented, in full or in abstract or by title. H. I. H. Prince Chichibu attended each section on Oct. 31. The large attendance of Japanese students was notable at most sections.
