Australia’s ageing population means that by 2050 there will be 2.7 people of working age to support each Australian aged 65 years and over compared with five working people per retiree today and compared with 7.5 in 1970 (Swan, 2010). This means that there is going to be a greater demand on social services – for medical and aged care – from a smaller private income base. How will this gap be met? Australia is fortunate in that it has vast resources of mineral wealth; from iron ore, nickel and gas in Western Australia to the giant copper and uranium deposits at Olympic Dam in South Australia.The prospect of a meaningful profit based tax on this vast mineral wealth has been lost through Australian government’s handling of the issue in 2010 and with an industry fiercely opposed to the prospect of a mining tax. Hence, new ways of thinking are required. This paper looks at the issues facing the implementation of a novel scheme whereby Australia leases the mineral resources it extracts and thus derives income over the decades the metals are in-use in pipes, wires and structures with a premium paid for unreturned material or that used in dissipative applications. Applicable minerals could include copper, aluminium, nickel and rare earths. If Australia simply digs up and sells the metals once, the buyer becomes custodian of that resource and they benefit from controlling the future ‘above-ground’ resource stock.A complementary driver for a leasing scheme is the increasing importance of chain-of-custody following initiatives of the Responsible Jewellery Council with gold and diamonds, now with the potential to extend across commodities. The Australian minerals sector could thus position itself as a premium supplier with high social and environmental credentials.Recognising the implementation challenges, this paper includes a review of how such a system could be enforced to ensure that the metal is tracked throughout its life. It concludes with a discussion of the rates and terms should such agreements hold and suggestions for institutional arrangements for enforcing compliance.

Comparing Energy Efficiency of Multi-Pass High Pressure Grinding Roll (HPGR) Circuits With increased emphasis on reducing costs and carbon emissions in mineral processing, it is becoming essential to employ the most efficient comminution devices and to use them to maximum effect. High pressure grinding rolls (HPGR) are considered highly efficient compared with other devices, however their relative efficiency in multi-HPGR circuits is less well understood. A series of comminution tests was carried out to evaluate three multi-pass HPGR circuits and a jaw crusher-ball mill circuit. Combinations of HPGR units (1.0 m and 0.25 m diameter), jaw crushers and Bond ball mills were used to grind a 32 mm top size porphyry copper feed (BBWI = 12.1) to a product P80 size of about 150 ¦m. Up to three passes of HPGR were used in each circuit, with energy measurement and size analysis at each point in the comminution process. The energy efficiencies of individual comminution stages and of the overall circuits were quantified and evaluated using three different approaches. The operating work index method for comparing comminution energy efficiency underestimated HPGR performance due to the large amount of fines generated. The -75 ¦m efficiency factor and F50/P50 reduction ratio interpolation methods both give a fairer measure because they better take into account the amount of fines generated by HPGR. The results show that the relative comminution efficiencies of the three multi-pass HPGR circuits tested differ by as much as 22%, providing insights as how to best employ HPGR in a comminution circuit. The most energy efficient of the circuits tested was a three-pass HPGR circuit with a 1.0 m diameter roll on the first pass in closed circuit with an 8 mm screen followed by a second and third pass in a 0.25 m roll.

Computer-controlled microscopes with digital image acquisition and analysis led to the creation of the new field of digital microscopy. These techniques not only allow a certain degree of automation but have also brought new possibilities to microstructural characterisation. One of these new and promising possibilities is co-site microscopy, which links different kinds of information obtained from different microscopy techniques. The present work presents the development and implementation of a co-site microscopy methodology that combines images obtained by reflected light microscopy (RLM) and scanning electron microscopy (SEM). This methodology can improve the SEM analytical capacity by adding colour information from RLM. It involves the whole sequence, from image acquisition at the microscopes to the analysis of the phases using pattern recognition techniques. An automatic registration procedure for the two kinds of images was developed, allowing the adjustment of magnification, translation, rotation and pixel size, and the correction of local distortions. Thus, the images from RLM and SEM can be combined to build a multidimensional data set of each field, which can then be used in a pattern recognition approach to discriminate different phases. The methodology was tested with a copper ore sample, aiming at the discrimination of minerals that are not distinguishable with either RLM or SEM.

This paper discusses the social and economic impact of mining, and in particular goldmining, on New Zealand. The range of topics covered and their complexity has confined us in this paper to highlighting the main points of concern û a detailed report is under preparation. A major problem in undertaking this study was the lack of hard data on important environmental, economic and social issues and if there is to be effective planning in the area of natural resource use this situation must be rectified. The following conclusions were drawn: Goldmining was very important in shaping New Zealand's early social and economic development, providing wealth, employment and impetus for social change.Foreign investment and technology has been an essential element in New ZealandÆs economic development.Mining is a small industry at present by this must not be allowed to obscure its potential to broaden New Zealand's economic base and provide foreign exchange.With modern methods, development of mineral resources and environmental protection are not incompatible but certain unique and irreplaceable areas must be preserved.There are problems in evaluating mining and other projects because different groups hold different values, and arguments often hinge on the valuation of costs and benefits rather than the technical aspects of the analysis.Mineral exploration is a high risk business and the potential returns must be sufficient to attract capital if New Zealand's mineral resources are to be developed.A resurgence of goldmining will clearly have obvious benefits for Waihi but the local community must plan carefully for their future. New Zealand will also gain valuable foreign exchange required for higher levels of economic activity.

For the purposes of this discussion it is assumed that contributors should express the thoughts that arise from their personal experience. So wide is the range of mineral deposits, and so varied the methods employed in their discovery and development, that no two geologists are likely to have been impressed with the same applications of their science. The author's own personal experience has been, during recent years at least, very largely concerned with the broader aspects of the employment of scientific method and geological knowledge to the problems of exploration and exploitation, for the guidance of the general public and governmental authority rather than of mine executives and directors. The view-point thus reached is likely to differ in many respects from that of men who are much more intimately concerned with the mining problems of a single metal or a single mining field, and for this reason a statement may perhaps supplement those from others whose experience has been markedly different.It may well happen that, at some not distant date in the future, when systematic and comprehensive instruction in economic geology is embodied in the courses- prescribed for mining engineers during their years of training, the author's comments will be quitesuperfluous; but at the present time they appear to him to call for expression.The Need for Training of Mining Men in Economic Geology.Contact over a period of many years with mining men who have had different kinds of training and experience has been convincing that there is a general reluctance to acquire a full rational understanding of the geological factors involved in exploratory and developmental problems. The correction of this attitude is regarded as vital to the industry and it is necessary to insist that the outstanding requirement of the present day is the utilization of all branches of geological, investigation in the field and the laboratoryby men who have had systematic and specialized training in these matters. The science of geology is many-sided, but is, nevertheless, whole and essentially indivisible. There is strong evidence that many major oil and gas (O&G) projects are plagued by large cost and schedule overruns, or significant underperformance in productivity. Similar evidence exists for large mining projects. This paper claims that uncertainty is the underlying reason why projects fail to deliver the metrics used to justify their investment, or to deliver the economic value possible if alternative decisions had been made.Most technical and economic analyses are performed to reduce uncertainty to help make decisions. Decision-making is about ranking alternatives and choosing the best; rarely are precise predictions required, if this is even possible. Better uncertainty assessment is one of the keys to better decisions, thus better business outcomes. To get better decisions it is suggested that the focus or reward/penalty incentives be shifted away from the quality of outcomes to the quality of decisions. High-quality decisions are those that are generated from the skilled use of the tools, methodologies and processes from the discipline of decision analysis.Uncertainty is quantified by probability, which is a degree of belief in the truth/falsity of some proposition about a quantity relevant to a decision, such as volume of in-place resource, future price or action of a competitor. The probability a person ascribes to a proposition depends upon their information set; hence probability is subjective – it is not an inherent attribute of the quantity of interest or the physical system.The above simple observations have profound implications for modelling approaches, how they deal with uncertainty, the use of data to help assess uncertainty and the reliability of information provided by subject-matter experts. The limited circumstances under which frequency data (from spatial or temporal variables) can be used to assign probabilities is also reviewed.People, in general, are subject to a range of biases and cognitive errors. Research with O&G subject-matter experts shows that their expertise offers little or no protection from making errors in probability assessments and other judgements.CITATION:Begg, S H, 2016. The Rosia Montana gold deposit is located within the æGolden QuadrilateralÆ area in the Apuseni Mountains of Transylvania, Romania. The deposit is situated approximately 85 kilometres north of the regional centre of Deva, within the province of Alba, at elevations of up to 1100 metres above sea level. The Rosia Montana deposit contains a current resource of 344.07 million tonnes at an average grade of 1.3 grams per tonne (g/t) gold (Au) and 6.0 g/t silver (Ag) for a total (measured, indicated and inferred) contained resource of 14.29 million ounces of gold and 67.00 million ounces of silver. The resource was calculated using a 0.6g/t Au cut-off, a 10 x 10 x 10 metre block size and multiple indicator kriging. The low sulfidation style epithermal mineralisation at Rosia Montana is hosted within Tertiary age dacite intrusions and related vent breccias. Mineralisation is generally disseminated and associated with silica, adularia, illite, pyrite and carbonate alteration of host rocks, with minor late carbonate-base metal veins. Precipitation of precious metals is generally considered to have occurred as a result of over-pressurization, boiling and subsequent brecciation. The dacite intrusions are hosted in Cretaceous shallow marine and deltaic shales and slates, which overlie older Paleozoic sedimentary and metamorphic rocks within uplifted sections of oceanic sea floor.

This paper is an outline of the developmental practices now in use at North Broken Hill Limited, N.S.W. The description will be given under the following headings.I. GENERALThe lode, for purposes of description, may be said to be divided into two portions which are usually referred to as the Southern and Northern Orebodies.The southern ore-body is the larger and in places attains a width of 200 feet. The northern ore-body is, generally speaking, comparatively narrow. These ore-bodies have a northerly pitch of approximately 45' and a westerly dip of 60. In the southern ore-body a grid of ore chutes is provided at 31 ft. 8 in. (5 square set) intervals and this necessitates an elaborate arrangement of cross-cuts, portion of which have to be driven through the foot-wall. Crushed country rock adjacent to the foot-wall makes it necessary for drives to be placed at least 60 feet from the lode.In the northern ore-body the ore chutes are arranged along a longitudinal drive, thus making a much simpler layout. These layouts were described in detail by A. R. West (Proceedings A.I.M.M. No. 117). In opening up a new level from the shaft plat, a heading is extended in a westerly direction until a point approximately 60 feet from the footwall of the lode is reached.At this point the direction of the cross-cut is altered to a bearing approximately 90 to the general strike of the ore-body, and the cross-cut continued until the hanging-wall is intersected. From the information obtained together with that from diamond drilling, the outline of the ore-body is plotted as closely as possible, and this serves as a basis for the layout of the level. Drives south and north from the main cross-cut are made in order to determine the southern and northern extremity of the southern ore-body. In formulating its strategic plan in 1998 the New Zealand Minerals Industry identified two related critical issues facing it. These are, broadly speaking, the issues of access to minerals; and the perception the public has towards the industry and its behaviour towards the environment. This presentation will report on the Industry's response to the public perception issue. The Industry has, through the NZMIA Council, and its Communication and Website Committees, developed and implemented strategies covering: communication through the print media, and through its website www.minerals.co.nz, a long-term educational outreach programme with schools, focussing on the significance of minerals, their contribution to community wellbeing and the negligible long-term environmental effects of the Industry's activities.

The oxidation of iron and nickel sulphide concentrates, and the dominant sulphide minerals which comprise them, has been studied under ignition conditions using thermogravimetry (fG). The concentrates were derived from various minesites and they showed differing tendencies to ignite. Ignition temperatures ranged from 416 to 488°C and the extents of reaction, measured at 500°C, varied from 64 to 88 percent. The reactivity of the least reactivematerial was improved significantly by grinding. Particles <63/lm showed 85 percent oxidation compared with 55 - 65 percent for particles >63/lm.Examination of the individual sulphide minerals revealed that these materials also have significantly different degrees ofreactivity and are subject to particle size effects. For particles <45/lm, the ignition temperatures were as follows:ò pyrite and violarite 380 - 385°C; pentlandite 425 - 430°C; and pyrrhotite 470 - 475°;ò for particles >90 /lm, the ignition values were: pyrite 395 - 400°C;ò violarite 430 - 435°C; pyrrhotite 540 - 545°C; and pentlandite 560 - 565°C.Using the data on the individual minerals it was possible to rationalise the differing degrees of reactivity of the concentrates. The role of the most reactive constituent in initiating the ignition reaction has also been discussed.Finally, the results of this work were found to compare. favourably with the behaviour ofthe concentrates in industrial and pilot-scale flash smelters.

Cr-Ni-Cu¦PGE deposits are known to occur in early Archaean mafic-ultramafic rocks. Early Archaean mafic-ultramafic (MUMF) rocks occur in the western Dharwar craton and range in size from small pods to schist belts. These MUMF pods consist mainly of meta-peridotites, tremolite-actinolite schists, serpentinites, amphibolites and metabasalts. Spinifex, nodular and ocelli textures are also present. The rocks have been subjected to greenschist and amphibolite facies metamorphism. Geochemical studies were undertaken to evaluate the possible occurrence of economically important elements in the mafic-ultramafic enclaves around the major Arsikere-Tavarkere lineament and surrounding gneissic terrain adjoining local shear zones that occur as discontinuous pods between Arsikere and Chennagiri. Talc-serpentine and tremolite- actinolite schists contain chromite which is rimmed by ferrit-chromite. A notable feature of these MUMF rocks is that they exhibit high MgO (22 - 40 per cent), total iron (8.34 - 10.01 per cent), Ni and Cr (~3000, 2800 ppm) contents, with some samples showing komatiitic affinity. The rare earth elements (REE) data show slightly fractionated patterns with enriched LREE (LREE/HREE ~5.0) and negative europium anomalies. The Pt and Pd values reach 6500 and 191 ppb. The MUMF rocks, especially those exhibiting high chromium contents and occurring near shear zones, are potential hosts for economic platinum group element (PGE) deposits.

This paper deals chiefly with the preliminary examination, when a decision has to be made as to whether a prospect has a chance of developing into a mine or not. At this stage it is important to have a fairly clear conception of what is expected of the prospect, andjust what type of mine is sought. Much money can be wasted testing a prospect suitable for a prospector or small syndicate, but which never looked like becoming a mine of sufficient size to interest a company. When undertaking an inspection, therefore, it is necessary to have a broad outline, at least, of the policy of the principals for whom the report is intended.At this early stage it is frequently necessary to form an opinion of the prospects of a property on very meagre data. When new to this type of work one's first reaction is often th~t it is impossible to pass an opinion on the data available. It. is absolutely necessary,however, that an opinion of the possibilities and chances of favourable development be given; The report should strive to convey this information, making quite ::lear the risk involved, how complete are the data on which this opinion is based, and the possible magnitude of the prize. A Preliminary report has to state whether a property has sufficient prospects to warrant testing.The following procedure is suggested in order to make best use of the data and minimise hasty conclusions influenced by preconceived ideas-an ever-present danger.Examination.The first stage is the examination. This should aim at collecting all available significant data, but avoid clouding the issue with detail which, at this stage, will not affect the decision. The following points are considered to be the main ones for which to look:-Geological Environment.As good a working knowledge as possible'of the geology of the area should be obtained. Government Geological Survey reports and maps, if available, will be a big help. A detailed knowledge of the regional geology is not necessary a,t this stage, but a broad outline of the geological setting of the prospect under review, and also of any other important mines in the district, is often helpful in the final decision.The Nature of the Ore-Body.Any facts concerning the nature or occurrence of the lode should be noted as, coupled with experience of similar bodies, they affect the ultimate decision.Structural Control.This is probably the most important factor, in the light of present geological knowledge. Its chief importance is due to two facts:-(a) Structure plays one of the prime parts in ore deposition.(b) Geological knowledge, of structure is somewhat in advance of knowledge of other factors influencing ore deposition.

Before presenting this address I desire to express my appreciation of the honour which has been conferred on me by my election as iPresident of The Australasian Institute of Mining and Metallurgy. At this stage it might not be out of place to recall that Broken Hill was the birthplace of The Australasian Institute of Mining and Metallurgy, originally formed as the Australasian Institute of Mining Engineers in 1893.In selecting for my address the topic of "The Broken Hill Mining Industry and its Contribution to the Economy of Australia" I realise it is impossible to cover fully every aspect of the nation's economy which owes all or part of its origin to the Broken Hill field. Nevertheless, I feel that some attempt should be made to give credit to the Broken Hill mining industry for its part in the progress which Australia has made over the past seventy years.. If we care to reflect for a moment it soon becomes apparent that, not only is the Broken Hill mining industry an important producer of base metals for domestic and overseas consumption, but its profits have provided the means whereby many of Australia's leading secondary industries have been established or built up. Examples which come to mind are the founding of the iron and steel industry by the Broken Hill Proprietary Company; the establishment of plants at Port Pirie in South Australia, and at Risdon in Tasmania, for the production of metallic lead and zinc; and also at Port Kembla for the smelting of copper ores. Large GDP increases in the Pacific Rim countries have been accompanied by similarly large increases in demand for oil products. In the case of residual fuels, this demand has been tempered by the substitution of other energy products such as coal or gas. In the region's developing and newly industrialised nations, it has not been possible to make the very large investments in infrastructure which allow other energy sources to be used for transportation. As a result, GDP growth has been mirrored in the demand growth for automotive fuels. Other non-substitutable products such as lubricants have also benefitted by the region's GDP growth.   The combination of a number of years of sustained growth, coupled with increasing quality requirements is now stretching the upgrading capacity of the region's refineries. IT, as seems likely, the region continues to enjoy a high GDP growth rate, then this will be accompanied by increasing reliance on finished products coming out of the Middle East.   The owners of the most simple form of refinery in which crude is simply distilled and the naphtha reformed into petrol will face major capital investments. If they decide not to bear this cost, they will face increasing problems in selling their surplus residual fuel oil at an economic price. Quality will become an increasingly important issue. Not only in the well publicised areas such as unleaded petrol, but also for products such as lubricants which play a major role in the efficiency of modem equipment. Quality of service such as hours of opening, ease of access, and service station facilities will also become increasingly important as the oil companies use these to attract customers and gain brand differentiation.

Land rehabilitation at Golden Cross is reviewed, 8 years after mine closure in 1997/98, from the perspectives of a Peer Reviewer (land rehabilitation) and a Regional Council Officer (Resource Consents compliance). Land rehabilitation items we discuss include: management of restored pastures, native plantings (on-site riparian and block plantings and off-site environmental riparian enhancement plantings), wetlands (on-site tailings lake and sediment ponds littoral zone plantings, and basement of the open pit; and off-site wetlands enhancement plantings), pine plantations on-site and on surrounding land, stabilization of the Tailings Lake Embankment (landslide) and Open Pit capping, capping of acid-mine-rock, stability of discharge channels, buildings and amenities, public access for recreation, educational uses, and future management of the site. Pest control has helped to conserve the rare and endangered HochstetterÆs (Leiopelma hochstetteri) and ArcheyÆs (L. archeyi) frogs, and a regionally significant stand of rare swamp maire (Syzygium maire) has been conserved and fenced.

The term geochemistry - chcmbtry' of the earth - is almost limitless in its implied subject, but of recent years a major trend of research in this field has been towards economic application in the search for mineral deposits, and in particular for those of some ofthe less common elements for which a demand now exists.Geochemistry is in a state of slow transition from a purely descriptive subject to a fundamental science concerned with the relationships that exist between the distribution of the elements in the earth's crust and the physical characteristics of the atoms of those elements. The progress achieved promises a set of basic principles which will relate the atomic characteristics of an element to the physico-chemical conditions that make for its dispersion or concentration. This means that, given a geological map of an areasufficiently detailed for the physico-chemical conditions existing in past geological eras to be deduced, there is the possibility that the relative distribution throughout that area of any element present, and its likely mode of occurrence, could be predicted from a consideration of its atomic characteristics.Since the atomic characteristics of the elements are becoming increasingly well defined by physical research, the attainment of this ideal of prediction depends upon:(a) the strengthening of geochemical theory; and(b) the development of petrological and mineralogical methods of assessing the conditions of temperature and pressure prevailing in geological formations at various stages in their history.The other prime requirement is a d.etailed geological map - a requirement that is all too often lacking.The fact that there has been very little "geochemical approach" to problems of economic geology in Australia should not be taken to mean that there is little point in trying to develop such an approach here in as active and as rigidly scientific a manner as possible. The degree of success that has attended the attempts so far made, to which reference is made below, suggests the reverse, particularly in view of the relatively slight cost involved if the investigations were properly organised on a centralised basis. There are three aspects of geochemistry that are directly applicable to the search for economic minerals.(a) The classic technique of the prospector can be made more sensitive and reliable by the use of modern equipment coupled with the application of geochemical theory to geological and structural data. The case of the rare alkali elements (see below) is givenhere as an illustration of the way in which the distribution of elements can be predicted from the first principles of geochemistry, thereby replacing the prospector's dependence on his "sixth sense" that enabled him to suggest that a certain area of formation was"favourable" for the occurrence of a certain type of mineral deposit.At its best, this sixth sense amounted to an almost subconscious correlation of all relevant associations and typical occurrences of the particular mineral experienced by the prospector during his...
