Large-scale infrastructure construction needs to comprehensively manage risks that can impact the health and well-being of many people, from workers (temporary, contracted or full time), to families and surrounding communities. This paper starts with an analysis of incidents (injury, fatality, other damage) in tunnel construction between 2000 and 2014 and assesses the distribution of these events by continent, year, and severity of outcomes. These incidents are then analysed and mapped to a framework of hazards derived from RISKGATE (2014). A comparative register of current tunnel construction risk management guidance is derived from current Australian codes of practice and this register is also mapped to the RISKGATE framework of hazards to identify where coal industry knowledge may offer utility to the tunnelling industry.An initiative of the Australian Coal Association Research Program (ACARP), RISKGATE is an interactive online risk management system developed to assist the mining industry in implementing continual improvement in the management of major unwanted events. To date, a comprehensive knowledge base has been captured for risk management of tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives, outbursts, coal bumps and bursts, human/machine interface, manual tasks, slips/trips/falls, inrush and occupational hygiene. By capturing operational knowledge from industry experts, RISKGATE provides a cumulative corporate memory at a time of high personnel turnover in the coal industry.This paper proposes and outlines how knowledge within the RISKGATE platform could be applied to managing the significant health and safety risks associated with tunnelling. The authors suggest that to varying degrees the knowledge already captured in RISKGATE is likely to be transferable to tunnelling construction operations. In this study, 23 samples of leached ash (LA) were collected from an ash pond at Loy Yang Power Station and geotechnically characterised. The samples were collected at various depths and locations within the ash pond on two separate occasions in order to account for the full variability. The LA within the ash pond at Loy Yang Power Station (LYPS) was found to vary in texture from silt to sand, depending on the location from where the sample was collected. Samples collected near the ash pond inlet discharge point, for instance, contained more than 50 per cent sand sized particles and were subsequently classified under the Unified Soil Classification System (USCS) as silty sand (SM). Further downstream of the inlet discharge, the LA became progressively finer and was classified accordingly as elastic silt (MH) when the sand content became less than 50 per cent. Basic geotechnical testing revealed that the LA from Loy Yang Power Station was generally acceptable as a landfill cover material. The permeability of LA, however, was generally too high for prescriptive covers, (ie resistive covers that generally rely on the impervious nature of the material to control percolation). Alternative covers, generally rely on the store/release function of a capillary or monolithic barrier to prevent percolation into the landfill. Subsequently, a material that can maintain a high water storage capacity while at the same time, readily allow infiltration and evapotranspiration is required for an alternative cover. Sandy silt and silty sand are optimal soils for alternative covers, as they do not yield water to gravity forces, but do give up most of the water in their pores when subjected to high-matric suction (Kavazanjian, 2001). The effectiveness of alternative covers is ultimately assessed using computer models, such as UNSAT-H and HYDRUS-2D, to rigorously perform water balance calculations. Prior to using a computer model to determine the highest possible percolation in the worst climatic conditions, it is necessary to select the most appropriate materials. This paper suggests a method to screen available materials for use as an alternative cover material on the basis of the soil water characteristic curve (SWCC).

The ore extraction rate and the incorporation of new areas are key operational parameters. In massive deposits mined by caving techniques they both control the cave back geometry, which is mostly responsible for the induced stress state around productive levels. Early detection of deviations from admissible geometries will prevent stability problems related to geomechanical hazards, helping to improve safety and working conditions and reduce the potential for lost reserves.This paper describes a mine planning tool currently in use at the El Teniente mine. This tool involves the control of the cave geometry based on rules that have been defined as a result of different studies and experience collected during the operational history of the mine.This mine planning strategy achieves an extractive mining process with lower risk than conventional planning methods, ensuring ore reserves extraction if followed as planned while reducing unexpected changes in mining sequences.CITATION:Cornejo, J, Pinochet, A and Caviedes, C, 2016. "AustraliaÆs mining sector faces challenges to its competitiveness; operating costs are being adversely affected as a result of volatile commodity prices and growing international market pressures.Diesel fuel-generated power used in typical remote mining projects is generally reliable and quick-to-deploy; however it is ongoing expensive operating cost.Many mines and communities in remote locations source electricity from diesel generation, and often pay over $300/MWh in fuel and carbon only (i.e. excluding CAPEX). These costs are expected to rise over time and are vulnerable to price shock events or supply chain interruptions in international markets.Solar photovoltaic (PV) and other renewables can be integrated with existing diesel units to provide a highly reliable power supply. Such renewables now provide a cheaper source of electricity while maintaining the mining industryÆs stringent reliability requirements; some renewables are now cheaper than diesel power ù supplying electricity at approximately $226/MWh.Also, significant funding and concessional rate financing have recently become available to support the development of remote solar-diesel (or solar-wind-diesel) hybrid systems, including: up to $2.2 billion of as-yet uncommitted grants through the Australian Renewable Energy Agency (ARENA) and is now seeking mining industry partners, up to $10 billion of concessional financing for emerging renewable technologies through the Clean Energy Finance Corporation (CEFC) and this commences July 2013, ongoing revenue support through the Renewable Energy Target scheme, and other regional support programs administered by various governments.This paper explores: the business case for renewables - what applications and when to consider them, the potential operating cost savings if solar was integrated, the technical challenges and common pitfalls, and how to overcome them, and the upfront investment costs and whether the site is eligible for Government subsidy programs.CITATION:Chambers, C, 2013. This paper casts a light on the sometimes murky world that lies between base metals product æout the gateÆ, and money in the bank. Whether your base metals are leaving the mine as a refined product, or as an ore or concentrate, the generally accepted method of value determination is a London Metal Exchange price, usually measured at some point after the material has left your control. In this paper, the structure and operation, regulation and the reasons for the use of the London Metal Exchange are explored. In addition, the risks and opportunities that terminal market pricing provides to mine managers are explained, with particular reference to hedging. The paper also deals with the structure of the sales contract, including management of shipping issues, agreement of delivered quality, documentation and administrative issues. The selection of counterparties, the role of traders in the market and the growing influence of China and India as base metal consumers and competitors are also addressed.

Iron ore is AustraliaÆs largest commodity export and is vitally important to AustraliaÆs current and future prosperity. However, while major expansions are currently in progress to satisfy demand, the industry is also undergoing major transformations. Reserves of traditional high-grade Brockman ores that have underpinned the Australian iron ore industry since its inception are slowly being depleted and alternative ore types such as Marra Mamba bedded iron deposits, Yandi and Pannawonica channel iron deposits and magnetite deposits are now being developed. However, the impurity levels in some of these alternative ores are higher and they require blending and/or upgrading as well as an advanced knowledge of their downstream processing characteristics to facilitate cost-effective utilisation by overseas customers. The research challenge is to use advanced techniques for mineral exploration, ore characterisation, mineral beneficiation, agglomeration and sustainable processing to identify and develop innovative and breakthrough options for locating, unlocking and enhancing the value of AustraliaÆs iron ore resources. Furthermore, to sustain the steel industry and hence secure the demand for iron ore, there is a growing need to enhance the environmental and business performance of the industry through reductions in wastes and emissions. Therefore, cost-effective breakthrough and enabling technologies that massively cut waste generation, CO2 emissions and water consumption are also being developed. These include the use of renewable fuels and reductants, waste heat recovery and conversion of by-product slag into a saleable substitute for Portland cement. The rotary drilling of rocks is widespread technology in mining and in tunnelling. The paper describes the results of research by aim to find relationships between optimal drilling and sound signal of drilling machine. The optimisation criterion has been formulated as the minimisation of specific energy with maximal effective speed of drilling in process of the rock disintegration. The research in this field has been made on experimental drilling stand. Our monitoring system has measured following variables: the pressing force of core drill, the revolutions of drilling head, the length of drilling, the time, the power, and the acoustic signals. For measurement of acoustic signals have been used very sensitively sound meter MEDIATOR 2238. From this measurements have been processed acoustic spectrums. Then we are found relationships between optimal control of drilling and composition of acoustic spectrum. On base of experimental results, we can formulate the optimal control following: æTo achieve the minimum difference between the equivalent sound level at the load and idle modes only at the representative frequency (f = 1000 Hz)Æ. The representative frequency dependences on type of the rock New method based on these relationships enables the optimal control of drilling machine by using measured acoustic signals only.

The mining industry is the largest source of foreign income for South Africa. It is also the main source of employment in the country and, as an industry; it is also one of the largest. Due to the labour-intensive nature of the industry, labour costs in South African mines make up nearly 50 per cent of the total mine cost. It is thus imperative to have optimum labour planning and labour management systems in place.The focus of this study was to investigate current underground labour-planning models. It is shown that there are serious limitations. The range between an oversupply and undersupply of labour can be as high as ten per cent. A new system was therefore developed to ensure a constant labour demand and supply on a daily basis. One of the main objectives was to determine the existing labour supply range and thus the requirements to fill the undersupply. For this purpose, a specific methodology was designed to capture and process all the relevant information. Mine personnel was involved throughout the entire process to ensure ownership of the new model. This buy-in was achieved through planning workshops, interactive presentations and discussions. The improved frequency of daily blasts validated the new system by providing the correct amount and mix of the labour force. The new labour-planning model was then extended to optimise revenue. Implementation on a mine resulted in increased income of R95 million.

Geophysical methods are useful non-invasive means of collecting subsurface information on the environmental impacts of resource developments. Techniques such as seismic refraction, ground probing radar and magnetics are well established tools for environmental studies of waste disposal sites. Repeat resistivity surveys, gravity surveys, and infrared or multispectral remote sensing hold great promise for monitoring environmental changes. Examples from New Zealand include geothermal field monitoring, which may involve the use of geophysics for .detecting changes of surface thermal activity, hydrothermal eruptions, induced earthquakes, contamination or depletion of shallow groundwater, and subsurface fluid recharge. Other examples include resistivity monitoring of contained effluent disposal ponds, tailings dams and landfills. Experience has shown that care is necessary to identify the natural variability of the parameter measured before drawing conclusions regarding an observed change.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

The concentrations of methane and coal dust vary from one location to another in underground coalmines. In the presence of an ignition source, such as static electricity, these mixtures can initiate explosions and consequently cause massive destruction. Research data can help in understanding the level of hazards and associated risk these flammable mixtures can produce. For instance, the level of peak explosion pressure and flame speed can be well understood from experimental and numerical research data. With this aim, methane–air mixtures and methane-coal dust-air mixtures were employed in a ducted spherical vessel. According to literature, the maximum value of peak explosion pressure can be obtained in vessels of spherical geometry when compared to vessels of other geometries. Thus the values of explosion parameters generated from spherical vessels can be incorporated in understanding the highest level of hazard that can occur in a real world scenario.In this study, the duct integrated with the vessel resembles any channel or pathway connected to a methane and/or coal dust rich area in the mine. Experimental investigations emphasise that the severity of explosion in the explosion zone transmits to the channel or pathway. The length of the channel or pathway also plays an important role on the values of explosion parameters. The greater the length of the channel or pathway, the higher the explosion pressure is and therefore the higher the destruction. Ignition energy and concentrations of methane and coal dust were varied in collecting experimental data. The Huntly West Mine has undergone significant changes in the last two years, which will affect the remainder of the mine's life. The paper describes the evolvement of plans and an overview of the technical considerations made in planning for and implementing the first New Zealand longwall operation. The technical investigations involve the longwall equipment, exploration, ventilation and strata control. The focus on these areas was to ensure that unacceptable project risks were addressed. Implementation of longwall mining at West Mine is planned in three phases, Development, Panel One extraction trial, and Full Longwall operation.   At present the development phase is complete, longwall installation is in progress and production start-up is planned for the end of August, 1991.

The profitability of gold placer mining operations is determined by more factors than many placer miners recognise until too late. This study is based upon field trips to examine the efficiency of mining and transportation of gravels to a wash plant by bulldozer and truck. At the examined open pit mining operations gravels were washed using water canons, derockers or scrubber trommels. The objective of this study was to determine the relationship between unit costs and power requirements for gravel mining and processing. The author conducted a number of time and motion studies at four open pit gold mines, including the Maly Patom Creek, the Nizhny Patom, the Taimendra Creek and the Kadali-Makit in the Bodaibo District, Irkutsk Region and collected and processed field data. As a part of the study significant correlations were determined and empiric regression equations derived between: power requirements (Ep) and unit cost (Cp) for gravel processing; and total power requirements (Et) and total unit cost (Ct) for gravel mining, transportation and processing. Based on the results of the study it was proposed to modify the current mining procedure methods and to replace water cannons at the Maly Patom Creek with a PPM-5 derocker. Introduction of the proposed technology resulted in 2004 in US$385 000 mining cost reduction at the Maly Patom Creek over a short-time Siberian mining season.

The history of mining is rightly proud of its achievements in improving productivity and cost improvements over the years. No matter what measure is used, tonnes per manhour, cost per tonne, etc vast improvements have been made over the last hundred years. In fact over the last ten years in Australian coal mines raw coal output per employee has increased by 60 per cent. When one examines why these improvements have taken place the principal reasons have been technological advancement in mining equipment, excavator and dump truck capacity increases, longwall and continuous miners continually improving in reliability and size. Of course all these improvements are correlated to an increase in capital cost. Even with the above-mentioned advances the pressure for increased performance is as strong as ever. The international mining and mineral-processing sector is currently operating in a recessive market with some traditional commodities, eg gold trading at 20 year lows. During recessive times senior management will demand greater returns on capital employed: the obvious choices being reducing costs or increasing throughput. In addition, head office environments will often place a capital freeze on operational management so the opportunity to take advantage of technological change is not available. The challenge is, therefore, to increase throughput and cut costs without the need for capital. The answer is to optimise the existing labour and plant. If done systematically a result in productivity improvement, in our experience, as high as 45 per cent can be achieved with the average across South East Asia and Australasia being 21 - 23 per cent. The intention of this paper is to present a systematic approach to labour and machine utilisation thereby gaining the greatest possible return on the existing capital base.
