"Current closure objectives and criteria are often difficult to achieve and are not delivering value for money outcomes at closure. Current mine closure processes tend to focus on rehabilitation and revegetation of landform structures to as close to premining condition as possible, rather than focusing on the functions of those structures and values they provided. Because mining has highly disturbed the environment, premining conditions and vegetation are often not achievable and objectives and criteria aimed at achieving close to these conditions have been shown to be very costly.The authors have developed a broader approach to developing mine closure plans that is based on environmental risk and gaining post-closure social, environmental and economic value. We think the focus should shift from trying to return the original landscape to returning functions and values provided on- and off-site. If it is not possible to return values on-site in a cost-effective manner, investment should be provided to deliver equivalent values elsewhere.This process can provide better stakeholder acceptance, deliver better environmental outcomes on the tenement and within the catchment and significantly reduce costs, whist fulfilling closure obligations.This framework should enable closure teams to: focus on the functions and services that are important to achieve as outcomes post-closure, rather than a focus on revegetation and replacing the premining biophysical structure engage meaningfully with stakeholders regarding closure outcomes and link outcomes to stakeholder values conduct transparent option evaluations that enable stakeholders to clearly understand the costs and benefits associated with each option and to participate in dialogue on option selection.We present examples of how the framework could be applied to identify alternate closure options that achieve equivalent value outcomes while reducing the costs of closing the mines.CITATION:Howard, B, Pershke, D and Jones, M, 2014. Water treatment is not æcore businessÆ for mining companies.Just as mineral ores and coals are unique, each requiring detailed characterisation and pilot-testing to determine their optimum beneficiation route, so too are mine waters, each requiring careful assessment to determine the most appropriate treatment. There are many cases of æregret capitalÆ expenditure, whereby mines have installed off-the-shelf equipment only to find it inadequate for their purposes or grossly expensive and labour intensive to operate.Water may be required for potable purposes, ore processing, dust control and/or irrigation. A major driver will frequently be environmental constraints for off-site discharge. Mine water projects can become very complex, and detailed models need to be prepared and optimised to properly consider the raw water sources, the on-site storages, the on-site uses and the off-site discharges, as well as handling the residuals (by-products) of water treatment. By-products may be in the form of concentrated backwash streams or streams of elevated salt content. Careful management of the by-products is required to avoid recontamination of the source water.Regulators often drive mine owners toward reverse osmosis (RO) so that their discharges can be considered as æzero dischargeÆ in terms of potential pollutants. Such decisions need to be based on site-specific information rather than any form of æblanketÆ requirement. An analogy is that many humans like to consume mineral water rather than ænormalÆ tap water. Receiving environments also accommodate or even prefer their æmineralsÆ and so RO is neither warranted nor sustainable in many cases.This paper presents two case studies for operating mine sites, both of which have a significant excess of water requiring environmental discharge. The examples demonstrate a sensible balance between treatment type, environmental constraints, process implementation and residuals management. The Kiirunavaara mine is a large-scale (28 Mt/a) iron ore mine located in northern Sweden. The mine is owned and operated by Luossavaara-Kiirunavaara Aktiebolag (LKAB) using sublevel caving (SLC). The SLC area underlies an open pit decommissioned in the 1950s, the current main SLC haulage level is situated at an depth of 1100 m. The main orebody dips 60 degrees to the east with a distinct boundary defining the hanging wall to the east and footwall to the west. Since the 1980s damage has been observed both in the footwall rock mass as well as on the footwall crest of the open pit. Recent investigations indicate that the underground footwall damage is primarily controlled by large-scale slope failure mechanisms. Structurally controlled near-vertical planar shear failures in the upper footwall appear to be driven or facilitated by a step-path like curved shear failure situated in a zone starting ca 250 m, and intersecting the SLC about 100 m above the active mining level. To confirm this failure evolution a pilot underground measuring system has been designed and installed to monitor the expected rock mass displacements indicated by numerical models based on the above mechanisms. The systems consists of 50 m time domain reflectometry (TDR) coaxial cables installed in the footwall both across and away from an estimated damage extent boundary to monitor shear movements along natural joint surfaces. The TDR installation is combined with long extensometers to facilitate differentiation between diffuse shear and rock mass normal expansion. Additionally, a low-tech system of tape extensometer lines are installed in drifts and stopes running perpendicular to the ore strike to monitor horizontal displacements in the infrastructure as the footwall ‘slope’ loses confinement during mining advance when the mined out areas are replaced by caved rock from the hanging wall.CITATION:Svartsjaern, M, Saiang, D and Mäkitaavola, K, 2016. "The rise of autonomous haul truck fleets may have been initially driven by the rapid escalation of the cost of equipment operators, but the actual improvements reported by the major iron ore miners far exceeds the simple reduction in workforce. Utilising cost models developed for feasibility studies and mining contract modelling, the limits of cost improvements due to simple labour reductions are compared to those achieved by the early autonomous fleet adopters and through traditional process improvement techniques such as fleet class upgrades or hot-seating of equipment. As autonomous fleet implementation matures, it is likely that the gains seen by current adopters will seem minor compared to the limits generally governed by the limit of equipment utilisation. There are a number of mineral processing operations which produce at some point a stream of hot particulates. At today's energy prices it becomes important to recover the energy held in the hot particulates. Sometimes it is convenient to use gas, e.g. in air pre- heating, and this will be appropriate in some circumstances. There are cases where it would be very useful if energy in the hot processed particles could be exchanged to the cold feed solids. This can be achieved within appropriate limitations by countercurrent heat exchangers comprised of parallel channels which contain, alternately, fluidized solids of 'hot' and 'cold' streams respectively. A pilot- plant has been built. Some calculations relating to industrial application will be Presented.

The role of government and the community has changed significantly over the last two decades in relation to environment protection, particularly in the mining sector. Increased community expectations have moved well ahead of regulatory requirements, and there is now a much greater appreciation generally of the concepts of ecologically sustainable development and intergenerational equity, and the gap between current practice and practices which would be in harmony with these concepts. Besides providing a `safety net' through regulations to ensure that basic environmental performance standards are met, government is now working proactively with the mining industry to encourage higher levels of environmental performance. This paper describes some initiatives between the Commonwealth government and the industry designed to achieve these higher levels of environmental performance, through programs aimed at the paradigms of best practice environmental management and continual improvement.

Some project managers accept unsatisfactory economic evaluation modelling because they are unaware of what constitutes good practice. They tend to leave it to the evaluation specialist or others to decide. The AusIMM has published on its website a draft set of guidelines for technical economic evaluation which will allow these project managers to take control and demand worldÆs best practices.The style of the guidelines is described and the source of a worked spreadsheet example in Excel is given.Economic evaluation in project management is described. A simple test for the acceptance or rejection of evaluation work is offered. The nature of modelling and evaluation in each of the three study phases of concept, prefeasibility and final feasibility are described. Suggestions on the selection of specialists for each phase are given. The three levels of evaluation thinking are described, namely, modelling, valuation and evaluation. In March 2003, Rio Tinto Coal AustraliaÆs (RTCA) new Hail Creek open cut coal mine commenced operations in the Bowen Basin. Hail Creek is a two-seam strip mining operation utilising two 90 m3 draglines and a fleet of excavators and trucks to remove the overburden. All overburden at Hail Creek is blasted prior to excavation. The mine conducts its own drill and blast operations while engaging Dyno Nobel for the provision of explosives supply and loading truck (bulk explosives vehicle û BEV) services. This arrangement was favoured over outsourcing the entire blasting function to a contractor. Subsequent to a value engineering review, the mine set about developing and implementing a blasting operation that did not rely on the need to store bulk quantities of ammonium nitrate on site. There were advantages identified in doing this, in particular the reduction of capital expenditure required and reduced exposure to a number of recently introduced security requirements. This approach also makes sense operationally. The establishment of reload facilities for the BEV close to the blasting location, where turnaround times are kept to a minimum, increases the productivity of the BEV. For this strategy to be successful the logistics of ammonium nitrate supply into the blasting operations has to be well planned and thoroughly executed. This means a robust planning and forecasting arrangement needs to be established with the supplier and transporters of the ammonium nitrate. To date, 80 million bcm of overburden has been blasted at Hail Creek and each year the quantity of overburden requiring blasting is increasing. The purpose of this paper is to present the findings of a study: evaluating the effectiveness to date of the strategy to conduct blasting operations without ammonium nitrate storage on site, and identifying whether there is a limit to which this strategy can operate after which the introduction of bulk ammonium nitrate storage facilities are necessary.

There is currently a world wide interest in coal-oil technology as the search continues for alternative energy sources to reduce the consumption of petroleum crude. An important aspect of this coal-oil technology study is to obtain information on the flow properties of coal-oil slurries. While some work has been reported on the flow behaviour of black coal-oil suspensions, very little work on brown coal-oil suspensions has been reported. In this paper flow charac- teristics of brown coal-oil suspensions for various coal concentration and temperatures have been presented. A Capillary rheometer, designed to handle settling suspension, has been used for deter- mining rheological properties. Brown coal of 0 0725 mm average particle diameter has been used in this work. The oil was a coal derived product having a boiling point range of 234¦- 319¦C, Apparent viscosity of all suspensions was found to increase on storage due to ageing. Ageing might have occurred due to physico- chemical interactions between coal and oil. Flow behaviour of some suspensions changed from Newtonian to non-Newtonian on storage.

This paper reviews the development and operation of a small underground tin mine in NE Tasmania. Tin mineralisation was discovered in the Lottah area in the 1880's with early alluvial and eluvial workings leading to the development of large low grade open pit operations. Apart from short lived activities operations ceased in 1915. Intensive exploration in 1978-81 outlined substantial tonnages of low grade tin mineralisation (0.2% Sn) of open pit material. An underground ore body was also located (800 000 tonnes 0.6% Sn). Spectrum Resources Australia Pty Limited acquired a 98 percent interest in the property in 1988. Mine and mill development began in early 1989 based on an underground mine utilising trackless mining using room and pillar with fill stoping. The milling circuit involves primary jaw crushing, Barmac secondary crushing to lmm, Mogensen and DSM screens with jigs and tables to make a wet concentrate. Final tin concentrates are produced by high tension and magnetic separation. Planned production rates are 500 t/day with a mine life of 6-7 years.

The design work undertaken by Rock Mechanics Technology (now part of Golder Associates (Golder)) has played a major part in successfully establishing mechanised room and pillar working in Indian coalmines, both for the development of new districts and for the re-establishment of old districts prior to pillar extraction on panel retreat.Golder has used appropriate design of pillars, extraction sequences and final snook sizes to minimise ground control risks during pillar extraction. Where the strata will not cave reliably, partial extraction systems leaving either a crush pillar or a substantial yield pillar have been adopted.Remote monitoring of selected pillars during the extraction process using stress cells, extensometry and convergence measurements provides confirmation of pillar behaviour and verification of designs.A new telltale device, giving a visible warning of impending caving, is now installed at all Indian pillar extraction sites and is proving very successful.CITATION:MacAndrew, K M, Garcia, A S and Gregson, I D, 2014. This paper discusses the use of a mechanised shaft sinking machine Herrenknecht Vertical Shaft Sinking Machine (VSM) – to conduct the 93 m presink for the Wira Hoisting Shaft at the Prominent Hill Mine in South Australia. This technology has been widely used in the global construction industry, however, this was the first time it had been used in Australia and the second time in a mining application. The non-entry shaft sinking system eliminates risks associated with a traditional manual method and allows all shaft construction operation to take place from surface. The geology in the upper 100 m at the Prominent Hill mine is conducive to mechanical excavation, with expected rock strengths below 130 MPa. This enabled an alternative shaft construction methodology to be considered. The Herrenknecht VSM system was selected due to its extensive work history and demonstrated performance in similar ground conditions. In collaboration with the operations and design team, the shaft collar and surface configuration were modified to suit the requirements of the VSM, additional equipment, and loading jacks that support the pre-cast lining. Dedicated concrete moulds were designed in Germany and built in Italy. The concrete segments were cast in Adelaide and road freighted to site. This paper outlines each stage of the presink – refurbishment, transportation, logistics, establishment, operation and demobilisation. Selecting this shaft presink excavation methodology, delivered through positive collaboration and communication despite some challenges, shows the benefit to the mining industry of applying new technology and innovation to improve safety and productivity.

Decarbonisation has become a major challenge for the global steelmaking industry, turning towards new technologies aimed at carbon footprint reduction, which on its own accounts for approximately 9 per cent global emissions. The iron and steel industry represents a ‘hard to abate’ sector, where much of efforts are currently being deployed into initiatives aiming to decarbonise the ironmaking through the use of green hydrogen, carbon capture utilisation and storage and state-of-the-art operation of current technologies, while little efforts being deployed to find carbon-efficient solution to iron ore burden preparation, where high-grade iron concentrate will increase in importance to ironmaking regardless of the chosen reduction route. Quebec Iron Ore (QIO), a subsidiary of Champion Iron Limited (Champion), produces high-grade hematite concentrate with one of the lowest carbon global footprints. Still, QIO is partnering with its clients to the development of burden solutions to minimise CO2 emission, in the seek for a decarbonised steel. In a strong technological partnership, Binding Solutions Limited (BSL) has developed a novel, coldbinding technology to provide a cleaner, more cost-effective alternative to induration. The technology allows miners and steel producers to reduce Capex significantly and reduce energy consumption and CO2 emissions by 90 per cent. QIO and BSL have partnered to adapt the disruptive cold binding technology developed by BSL to QIO’s concentrate to produce a high-quality low emissions iron ore agglomerate. This paper describes the efforts taken to further develop BSL’s cold binding technology and its application to QIO’s high-grade iron ore concentrate to produce a hematite cold bonded briquette (hCBB) showing comparable performances with high quality seaborne fired pellets.

Since iron oxide and silicon oxide are major gangue components in various types of ore, FeO-SiO2 base slag, ie fayalite slag, has been often encountered in pyrometallurgical processes of non-ferrous metals. During most matte production processes such as the smelting of Cu, Pb, and Ni, the FeOSiO2 based slag is inevitably formed and plays an important role in refining crude metal as well as engineering aspects. Recently, similar pyrometallurgical approaches have been attempted in the recovery of valuable metals (Ni, Co, Cr) from wasted secondary batteries. Thus, the viscosity of the FeO-SiO2 based slag has great significance in properly controlling smelting processes. However, when molten metal or matte does not coexist with the slag during the measurement, there has been a serious difficulty in maintaining Fe valance and consequently, the slag composition. In the present research, the viscosity of molten FeO-SiO2 slag was measured in 1573~1673 K using a rotational viscometer. In order to keep the state of iron oxides, the oxygen partial pressure was controlled using CO/CO2 gas mixture. The optimised ratio of CO/CO2 could be calculated using Fe/Fe2+ and Fe2+/Fe3+ equilibria at each temperature. The composition of the slag, particularly Fe valance, after the measurement was analysed with the aid of an inductively coupled plasma – optical emission spectroscopy (ICP-OES) and an automatic potentiometric titrator. The measurement showed that the FeO-SiO2 slag has considerably low viscosity values in the molten state, and it sharply increases as the temperature decreases. In spite of the careful oxygen partial pressure control, a part of Fe2+ was found to be oxidised to Fe3+, with a maximal case reaching about 20 per cent. The increase in viscosity of FeO-SiO2 at low temperatures can be attributed to the composition change due to an unavoidable Fe2+ oxidation. In addition, the relationship between the change in the viscosity and the liquidus temperature of FeO-SiO2 based slag was discussed to understand the composition dependence of viscosity.

Application of modern electronic components make it possible to design the new modular telemonitoring system incorporating the best features of the older systems,widely employed in Polish collieries, eliminating their weak points. Several new sensors and portable instru- ments for methane monitoring and early fire detection have been developed and tested in mining conditions.

It’s expected that the world economy will face a stable and continuous growth in the demand of iron ore, reaching more than two billion tonnes per year within the next year. After decades exploiting resources with high content of iron ore, now the industry faces the challenge to exploit and beneficiate more complex ores.According to the industrial practice, the flotation technology is one of the most important and effective beneficiation processes to deal with low-grade iron ores around the world. However, even with this, it is still necessary to search for new processing routes or promote the optimisation of the existing circuits.The broad application of this technology is an outcome that deeply relies on the proper selection of flotation chemicals specifi cally designed for each system. New collectors are in continuous development as flotation performance significantly relies upon their optimisation.The reverse iron ore flotation in Brazil, mainly constituted by haematite and quartz, uses ether amines as collector for silica minerals and caustic corn starch as depressor for haematite. The process selectivity is highly impacted by the features of the etheramine, such as:• mono or di-etheramine,• neutralisation degree,• chain length,• branched or linear chain,• the flotation pH, and• the size distribution of the flotation feed.This paper describes the experience obtained from laboratory and industrial trials on different ores, conducted to improve the selectivity and recovery in the reverse iron ore flotation by selecting the required collector for low-grade ores.

The main features of the block caving system in the Tongkuangyu Copper Mine are also discussed.

Tunnelling for hydro-electric power projects can be a very challenging component of the overall development. In contrast to urban transportation tunnelling where the logistics for access and supply of power, water and other essentials are readily available, hydropower projects are usually in very remote locations and all necessary plant, equipment, spares and materials need to be brought in and the site must function as a self sufficient unit.For a large scheme the river diversion tunnel(s) are usually on the initial phase critical path in order to meet the non-negotiable deadline of river diversion before the onset of the wet season. A newly formed tunnelling crew, once mobilised to the site for the project, will face the first major learning curve of the project’s systems and logistics during this critical tunnelling activity.Power tunnels convey the water to the turbines in the powerhouse and are usually on the critical path for the main works, especially if the scheme comprises a powerhouse located within an underground cavern. A modern cavern arrangement requires a complex warren of various openings: access adits, ventilation/cable tunnels, shafts, surge tunnels, etc.Hydropower tunnel construction tends to be dominated by tunnel boring machine (TBMs) or drill-and-blast excavation techniques and each has its challenges in very remote locations. TBMs still have long lead times as for any type of project, but additionally require a thorough roads and bridges infrastructure assessment of the country from the port of entry to the site to ensure a problem-free delivery. In some cases the project also requires the establishment of a complete precast concrete segment production facility and the space for creation of laydown areas; there is no ‘just-in-time’ delivery mechanism applicable to typical remote hydropower sites.This paper highlights the technical and risk management considerations in the planning, design and construction of tunnels for hydropower projects. It contrasts the typical factors that govern the design of urban transportation tunnels with those for remote hydropower tunnels. The perspectives of stakeholders are provided including those of international lenders. With examples from large and small scale projects across the globe it provides an insight to all parties and in particular, those tunnellers that are working in the hydropower field for the first time.

External and internal challenges in mining are increasing the difficulty and complexity of operating mines. The external mining environment has a big impact on mining operations and is driving the focus on safety, sustainable mining, green issues, profitability and productivity. There is a very high emphasis on ‘reducing cost to improve’, lower mining and beneficiation costs by eliminating waste/inefficiencies (reduce people, use less consumables, multiskilling, etc). The internal mining environment is getting tougher to operate in, with the deposits being more difficult to mine, more difficult to manage due to external pressure along with issues associated with maintaining quality, etc.Technological and environmental developments too numerous to mention, mean that cost control models, reduction in human resource numbers, as well as other drastic measures to curtail expenditure and increase profitability have become part of everyday business. The capability to manage the mining environment in a systemic manner has been lacking and this increases the pressure for performance on those individuals operating and managing mines.Working smarter has become crucial to ensure that businesses optimise the use of their resources, become more safety conscious, more productive and remain cost-effective, while recognising the importance of sustainable mining now and in the future. The logic of determining and managing to the capability of the mining value chain will be examined and the underlying assumptions or beliefs guiding behaviour and decision-making will be highlighted.In order to identify the obstacles in the mining value chain that hinder achievement of its full potential, the following questions have to be asked:What are the factors that influence the performance of a mining value chain?What is the design capacity of the mine?How can the inherent flow and value capacity of a mine be determined?What types of solutions will allow a mine to operate at its inherent flow and value capacity?This article will discuss the way we plan, measure, assess and manage the mine value chain, by addressing the following factors:balanced capacity versus flow and value capacity designthe use of averagingoptimising individual components in a value chain versus optimising the whole value chain.Optimising flow and value through the mining value chain is one of the three pillars of Mineral Resource Throughput Management (MR™). MR™ is an entrenched and academically supported philosophy that has been successfully applied in the past decade in various mines throughout the world by EXXPLEO, a mining and beneficiation consulting company. EXXPLEO has partnered with HCL (a global IT company) to embed the MR™ philosophy, methodology and toolsets into a formal software product called Synchronised Digital Mining (SDM). The Yallourn Mine (YM) commenced mining of brown coal in the 1920s under operation by the State Electricity Commission of Victoria (SECV), prior to it becoming privatised in 1996. The present owners of the YM, Energy Australia Yallourn (EAY), acquired the site in 2000 and intend to continue operations until scheduled closure in 2028. Brown coal extracted from the YM is fed into the Yallourn Power Station which supplies approximately 22 per cent of Victoria’s electricity. Water within the YM is collected and stored in the Township Field Fire Service Pond. Water levels within the Fire Service Pond (FSP) may fluctuate considerably depending on the requirement for storage at the site. With due consideration to the stability performance of mine batters adjoining the FSP, the authors performed slope stability assessments to evaluate the risk and consequence of batter instability during the potential pond filling as it approaches the ‘critical pool’. The critical pond is defined as the level at which the driving forces (destabilising forces) are at their greatest and the resisting forces (lake forces, friction) are at their lowest. This assessment was undertaken using the Mine Geotechnical Risk Index (MGRI) approach.
