This paper concerns a pragmatic approach to a problem that is common to many operations in the mining industry: how, over the short-term, to grasp the extent and distribution of long-term financial risk from environmental causes and reduce these risks strategically, in order to maintain stability and flexibility in the operations. Surprisingly, many companies operate without an environmental master plan or tools that can help managers measure and reduce financial risks. Such companies may be subject to unknown unacceptable financial risks from environmental causes. While many companies have some kind of internal system of environmental standards, it is often the case that such systems have uneven or limited effect, and offer no opportunities for visualising, measuring or managing aggregate financial risks from environmental causes. `Aggregate risks' are defined here as the calculated total expected financial costs to a company, or a subdivision of a company, from environmental causes at nominated operations over a defined time period. Aggregate risks take into account the type and magnitude of an environmental problem set, the likelihood of occurrence, and the time frame during which the problems will develop or solutions are required. For the large corporation, the 'amount of' aggregate environmental risk is a statistic that can be managed, along with other financial parameters, at the corporate level to improve the stability and predictability of operations, and protect the interests of shareholders. This paper concerns development of a management framework and a tool for the large corporation that responds to the need for managing aggregate environmental financial risks. The logical framework proposed to overcome the need for strategic vision is the Environmental Master Plan, and this is described in the next section. The analytical tool proposed to measure aggregate risks and provide relevant data and insights to managers, is called an Environmental Risk Management Information System, and its mechanics are described in a subsequent section.

The discovery of the Cuffley Lode at Mandalay Resources Costerfield Operations provided an opportunity to extend mine life via mining the offset depth extension of the previously worked Alison Mine. Access from the existing Augusta Mine placed the initial Cuffley underground workings at approximately 250 metres depth from surface. As the new orebody transitioned towards production, a secondary means of egress needed to be established. The depth of the initial capital development presented a challenge in establishing a secondary means of egress that could be confidently relied on. The availability of land to locate a surface shaft collar further reduced available options and geotechnical drilling further limited suitable shaft locations. Time limiting factors such as permitting and having a secondary means of egress in as soon as possible, further highlighted that an innovative secondary means of egress was needed. A consideration of using an emergency gig lowered by a suitable sized crane supplied by an external crane contractor was investigated and found to be a suitable outcome. This Emergency Gig was deployed via the Cuffley Return Air Raise. When trialled, the emergency gig was found to provide a reliable, repeatable extraction method with an acceptable level of risk. Issues discovered during such trials further improved the process to a point where this extraction method became the adopted secondary means of egress for additional lodes that existed at depth. When assessing possible methods of secondary means of egress, the use of a third-party crane and custom designed and fabricated emergency gig should not be discounted. Where a crane can be sourced within an acceptable timeframe, the emergency gig extraction method provides a reliable safe and cost-effective means of secondary means of egress, especially when multiple shafts are to be developed. Local laws may negate the ability to employ such a system, although it is believed with good communication and well-constructed risk assessments, this system can be safely deployed.

There is an increasing demand for refrigeration as mines progress deeper. Mine refrigeration plants have special requirements in terms of their duty and application. There are no national or international standards applicable for the testing of these plants. There have been numerous examples of plants failing to meet their required nominal capacity, but with the plant owner being unable to enforce the design duty on the manufacturer, due to a failure to unambiguously specify testing or accepting criteria. This paper discusses some of the reasons for performance shortcomings and describes a methodology for developing and specifying performance criteria, when inviting design and/or construction tenders, and a method of performance and acceptance testing once the plant has been built and commissioned. These guidelines encompass the full range of performance duties expected from a mine plant, including stable operation at maximum and minimum plant capacity, and under the various combinations of extremes of high and low condensing and evaporating pressures. A description of a methodology for developing a computer-based mine refrigeration plant model is also presented as part of the performance testing criteria. The methodology is illustrated with reference to the actual performance and acceptance testing process used on the worldÆs largest bulk air cooler (R67) at the Enterprise mine at Mount Isa, Australia.

The Cadia Hill concentrator at Newcrest’s Cadia Operations has undergone several modifications and upgrades to treat an increased throughput rate of harder ore from the Cadia East block cave mine.Subsequent to the commissioning of the expanded circuit, the flotation cleaner block has undergone a systematic optimisation programme tackling all facets of circuit operation. The Project Specification and Technical Requirements documents associated with several recent large road tunnel projects within Australia have specified the application of AS/IEC 61508 – FunctionalSafety of Electrical/Electronic/Programmable Electronic Safety Related Systems at very high performance levels for the various control and fire life safety systems associated with such facilities.This paper seeks to explore the implications of referencing this standard within the road tunnel services context in terms of practicality, complexity and cost, whilst providing some examples of how a high safety integrity level (SIL) level can theoretically be achieved given current hardware availability.

BHP Billiton (BHPB) was the first company to start iron ore mining in the Pilbara at Mt Goldsworthy in 1966 through Goldsworthy Mining Limited (GML - then Consolidated Goldfields Australia, Cyprus Mines and Utah). Operations later started at Newman on Mt Whaleback in 1969 with the Mt Newman Mining Joint Venture (MNM û then comprising American Metals Climax û AMAX, Colonial Sugar Refineries û CSR and BHP). In 1986 it acquired majority ownership of MNM, and at the same time the previously 100 per cent BHPB owned but undeveloped Yandi property came on board. Purchase of Jimblebar (formerly McCameyÆs Monster) occurred in 1990 and full ownership of Goldsworthy followed in 1991. With the exception of Jimblebar (100 per cent owned), all mines are now 85 per cent BHPB and the balance with Itochu and Mitsui. This evolution of the company resulted in an eclectic mix of mines/ores, each with their varied exploration and evaluation histories. Discussion of some aspects of these histories, and reflections on changes in exploration-related activities with particular reference to discussion of advances in geological understanding since the 1960s forms the basis of this paper. BHPB presently has open cut mines at four main centres û Newman, Jimblebar, Marillana Creek (Yandi) and Yarrie û and is currently developing the former GML Area C near Yandi. With the exception of NewmanÆs Mt Whaleback mine and immediate satellites, all are contract operated. Ore is carried on BHPB railroads (696 km total) for export through the companyÆs Nelson Point or Finucane Island shipping facilities at Port Hedland. Some is directed to the BHPB Boodarie Iron hot briquetted iron plant near Finucane Island. Over 73 Mt of ore was produced by BHPB in calendar 2001, and the company has now mined over 1500 Mt in Western Australia since their operations at Yampi Sound first started in 1956.

In response to the increase in consumption of galvanised steel for automobiles in the last decade and the problems associated with remelting larger quantities of galvanised steel scrap, a process is being developed to separate and recover the steel and zinc from galvanised ferrous scrap. The zinc is dissolved from the scrap in hot caustic using anodic assistance and is recovered electrolytically as dendritic powder. The dezinced ferrous scrap is rinsed and used directly. The process is effective for zinc, lead, and aluminum removal on loose and baled scrap and on all types of galvanised steel. The process has been pilot tested for batch treatment of 900 tonnes of mostly baled scrap. A pilot plant to treat continuously loose scrap, with a design capacity of 48 000 tonnes annually, has been in operation in East Chicago, Indiana since early in 1993. The first 450 t of scrap degalvanised in the pilot plant have residual zinc below 0.01 per cent and sodium dragout below 0.01 per cent. Use of degalvanised steel scrap decreases raw materials, environmental compliance costs, and opportunity costs to steel- and iron-makers. Availability of clean degalvanised scrap may enable integrated steel producers to recycle furnace dusts to the sinter plant and EAF shops to produce flat products without the use of high quality scrap alternatives such as DRI, pig iron, or iron carbide. Recycling the components of galvanised steel scrap saves primary energy, decreases zinc imports, and adds value to the scrap. The quantities of zinc available by the year 2000 from prompt and obsolete automotive scrap will approach 25 per cent of zinc consumed in the major automotive production centres of the world. Zinc recycling from galvanised steel scrap, either before or after scrap melting, will have to be Implemented.

Pillar mining methods at the Pasminco Mining Broken Hill Operations are not new. Since mining commenced on Pasminco's leases at the turn of the century virtually every pillar extraction method tried throughout the world has been used. Much of the remaining mineral resource in the Pasminco Broken Hill leases is contained in pillars.However, due to the on-going need for mechanisation with bulk mining methods, and the very peculiar physical circumstances surrounding the formation of these pillars, their exploitation requires the development of a virtually new method based on excavation technology not previously used in the Australian mining industry. Trials of the method are to take place at the southern operations during 1991.

Owing to the deterioration of iron ore, the Al2O3 concentration in iron ore increases, and thus it is important to investigate the effect of increment in Al2O3 concentration on the microstructures of iron ore sinters. During the sintering process, a melt is present in the sinter for only a few minutes, and therefore the microstructure of the sinter doesn’t reach thermodynamic equilibrium. Nevertheless, the formation process of the microstructures can be interpreted and predicted to some extent from the equilibrium phase diagram. This study investigated the liquidus isotherm in the CaO-SiO2-Fe2O3- 5 mass% Al2O3 system at 1240°C in air and the phase equilibria of silico-ferrite of calcium and aluminium (denoted by SFCA) and SFCA-I by XRD (X-ray diffraction analysis) and electron probe micro analyzer (EPMA). The following results were obtained: 1. The ferrite melt region with a high Fe2O3 concentration shifts to the lower Fe2O3 side than the liquidus isotherm in the CaO-SiO2-Fe2O3 system. 2. The compositional region of SFCA extends in the CaOꞏ3Fe2O3-4CaOꞏ3SiO2 direction than the silico-ferrite of calcium (denoted by SFC) composition region with a 0 mass% Al2O3. 3. SFCA-I is observed in the present system, which suggests that the increment in the Al2O3 concentration contributes to the stability of SFCA-I. These results imply that an increment in Al2O3 concentration in iron ore leads to a decrement in the volume fraction of the bonding phase and that the fraction of the SFCA phase increases, and those of 2CaOꞏSiO2 and slag phases decrease in the bonging phase. The SFCA-I phase is also precipitated from the slag with an Al2O3 concentration around 5 mass%.

High fluid pressures and deformation have been instrumental in the formation of high-grade gold lodes at the Archaean granite greenstone 12 Moz Sunrise Dam gold deposit in Western Australia. Historically, predicting the location of these lodes has been difficult due to the irregular nature and high-grade nugget characteristics of the deposit. Recent exploration successes and the discovery of the Vogue system have led to an improved knowledge of the deep extents of the mine. This new structural and gold distribution data has enabled a new 3D interpretation of the system and has provided a better insight into the links between deformation, fluid pressure evolution and gold deposition. Here we employ 3D geomechanical and coupled fluid flow modelling to better constrain areas of high strain partitioning, rheological failure and focused fluid flow, which provides a substantially increased predictive capacity for further within-mine exploration. The localisation of deformation in and around the main felsic porphyry and major shallow shear zones provides critical insights into fluid pathways that have contributed to the distribution of fracture networks and ultimately gold deposition during late stage deformation events. Understanding the relationship between deformation events, fluid pressure evolution and the partitioning of strain is paramount in understanding the distribution of gold and for focusing on future target areas.CITATION:McLellan, J G, Blenkinsop, T G and Nugus, M J, 2013. All tunnels have unique characteristics that result in different fire and life safety risk. The fire safety systems for each tunnel also give different benefits at different costs. It is therefore neither pragmatic nor cost-effective to prescribe specific fire standards requirements for all tunnels. Each tunnel needs to be assessed individually but using a common process.The owner/client is normally the risk owner and needs to make the decision on what fire and life safety provisions will be provided within the tunnel. To make this decision they need to be appropriately informed. The low probability and high consequence nature of fire events creates a challenge such that traditional analysis processes, which tend to focus on a major event after it has happened, are not easily applied and do not give the best value for money. Therefore a process is required that provides the relevant information to the owner for decision-making.A quantitative risk assessment (QRA) provides a process and framework for the consideration of fire life safety risk when applied properly. This involves a risk assessment of the ‘do nothing’ option together with assessments of improvement options and their costs. It also involves consideration of benchmark safety levels for other tunnels and the open road.This paper will outline a QRA process for assessing fire and life safety risk in tunnels and how this has been used for three existing tunnels, Homer Tunnel, Lyttelton Tunnel and Mt Victoria Tunnel. The ever increasing trend of the gold price has meant that ore deposits that were previously considered too complex, or unattractive by virtue of their low gold grade, are now being investigated more closely. These ore deposits present a greater risk of failure than previously was the case. To ensure that the risk of project failure is reduced and the maximum value is derived from the deposit, its mineralogy, as well as other characteristics, should be well understood such that the optimum process can be designed.Quite often the flow sheet design is assembled using individual process components, from various sources, and without consideration of the complete system. Test work programs require careful planning and an open viewpoint in terms of comminution circuit design particularly with respect to ever increasing power costs across the globe. As an example, high pressure grinding roll (HPGR) technology in many cases offers better mineral liberation than the more traditional comminution devices and it does so at a reduced energy input, and yet HPGR test work is often restricted in its scope due to the perceived novelty of the technology and the resultant lack of generally agreed and accepted test work routes.In this paper the authors outline a typical HPGR test work process route driven by the needs of different ore types and illustrate that to optimise the project value, any test work program should start from the premise that thorough understanding of the ore is vital.CITATION:Bookless, T, Meadows, D and Pownell, J, 2013. Traditionally pit optimisation and scheduling is carried out assuming that the resources, the commodity prices and production costs are all known. Once the pit contour and the mining schedule have been determined, geostatistical simulations can be used to assess the impact of the uncertainty in the resources on the pit design and the schedule, and likewise stochastic simulations can be used to test its robustness to fluctuations in costs and prices. But it would be more interesting to have a dynamic procedure for optimising the pit as the resources become better known and as economic factors such as commodity prices and costs evolve over time. This paper presents a novel approach for doing this. Rather than working with millions of small selective mining units, it was decided to work with large blocks, called macro-blocks. Mining sequences are defined as the quantities to be extracted from each macro-block in each time period. Feasible mining sequences are mining sequences that respect the accessibility constraints, and also the geometric constraints on the amounts that can be extracted from any one block over time, or from all the active blocks at a given time. Having defined feasible mining sequences, their mathematical properties were studied. It was found that natural breakpoints occur in the sequences when one set of blocks have been completely mined out, thereby opening up access to others. It was discovered that families of sequences exist, and that they are convex and closed under certain types of row permutation operations. Convexity is an advantage when optimising. The closure property opens up the possibility of mixing and matching subsequences of rows in the sequences. Another interesting property is that the sequences form branching families, rather like the binomial and trinomial trees used to model prices in finance and in real options.It is easy to generate large numbers of feasible mining sequences randomly. A two-step procedure is used to find the best one (or the best few) using three economic criteria: expected NPV,the probability of a negative NPV, and the percentage of years when the cash flow is negative. The procedure was tested on a synthetic gold mine based on the characteristics of the Essakane mine in Burkina Faso. The results were encouraging.

The technology applied by lonex Pty Ltd provides an important breakthrough in geochemical exploration, enabling the discovery of concealed mineral deposits to great depths below surface. Most mineral discoveries have been made in areas of outcrop or relatively shallow cover; deposits at greater depth have been beyond the range of conventional geophysical and geochemical methods. Quite apart from the need to explore to greater depths in regions of major current or past production, most continents have vast areas where prospective host rocks are concealed by more recent material. There are numerous case studies where Ionex methods have located deeply-buried metal deposits, up to 500 m below surface, beneath thick younger sedimentary, volcanic, or transported cover. Research leading to the development of this technology was initiated by Dr I S Goldberg at the Rudgeofizika Institute in St Petersburg (CIS), and the methods have been employed there - and in other countries - for many years. Ionex technology became available in Australia in 1993. It comprises: ò geochemical and geoelectrochemical sampling and ultra-high-sensitivity analysis for mobile and weakly-bonded elements (I S Goldberg); ò the delineation and interpretation of regional zones of enrichment and depletion of the prime elements within geoelectrochemical systems (GES) (I S Goldberg); ò the investigation and interpretation of the three-dimensional geochemical zoning within geochemical anomalies (G J Abramson); and ò multi-variate computer modelling of the geochemical fields and systems (V L Los). lonex technology has been adapted to the environmental conditions in Australia with the participation of C 0 Haslam.

The introduction reviews the tunnelling carried out in Singapore since the early 1980s. Between 1983 and 1990, Phases 1 and 2 of the mass rapid transit system were constructed. These included some 20 km of bored and cut and cover tunnels together with 18 underground stations. Some particular points of interest in this massive project are briefly commented upon. Reference is also made to other underground or underwater schemes undertaken during this period such as the proposed large caverns project and the submerged tunnel to Pulau Seraya. A description of the subsurface works, now under construction in Singapore, follows. This includes an all underground North-East railway line 20 km long with 16 stations. At a budget of US$ 3 billion, this is a major civil engineering undertaking. Another project is the extension of the railway to Changi Airport which involves 3.5 km of twin tube tunnelling together with a major underground station which is fully integrated into the airport terminals. An on-going program of further major railway extensions over the next 10 to 15 years is in place and an outline is given of some of the most important underground sectors. Other proposed projects such as the underground roads system and the deep level sewers are briefly described. Together they demonstrate the very significant volume of underground construction scheduled for the next century in Singapore.

Processing of lead-zinc and copper ores by Mount Isa Mines Limited produces large quantit- ies of concentrator tailings waste which is pumped as a slurry to special dams where the solids are allowed to settle and dry out. These areas are unattractive and show no signs of encroachment by plant life even though the surfaces of some dams have remained undisturbed for more than a decade. During 1970 Mount Isa Mines Limited commenced a long term research program in conjunction with the Department of Agriculture, University of Queensland to deter- mine possible methods of establishing a plant cover on this material. Research has defined the major factors limiting plant growth in the tailings medium. Modification of the edaphic conditions through fertilizer inputs, particularly of phosphorus and nitrogen, and alteration of "soil" physical properties by incorporation of mulching mater- ials, provided conditions which allowed plant growth. The outstanding "soil" amendment treatment was incorporation of fly ash, a waste product of the company's coal fired power stations. A range of crop and pasture species have been selected which have grown well with adequate irrigation under the amended conditions in the field. Further research is assessing a range of native plant species and agronomic techniques to provide a stable plant cover on the tailings dams.

At Pasminco Mining's South concentrator. which was commissioned in 1952. an expansion. modernisation and efficiency improvement program commenced in 1986 with a coarse ore stockpile and grinding circuit expansion. the replacement of small flotation cells and the upgrading of reagent mixing and metering equipment. The program continued with the installation of a TDC 3000 based process control system (1988) and concentrate thickeners (1990). By mid-1991 a further grinding expansion and the installation of zinc flotation feed regrind ball mills and zinc recleaner column cells will be complete. leaving the use of ceramic disc fillers and development of process control strategies as probably the remaining major avenues for improved process efficiency at present.

The use of rock bolts as permanent support has been prohibited by client specifications in several recent large tunnel projects in Australia. The justification for this appears to lie in concerns with proper and verifiable installation procedures rather than concerns with the intrinsic durability of the corrosion protection systems. However, in civil tunnels, preventing the use of permanent rock bolts for long-term support results in the use of cast in place concrete lining which in some instances would otherwise be unnecessary.

Ernest Henry Mining commenced operations on its copper-gold project in August 1997, some two months ahead of schedule and ten per cent ($35 million) under budget. The mine is located in the highly prospective Mount Isa/Cloncurry mineral district in north-west Queensland, approximately 38 km north-east of Cloncurry. The developer and operator of the project is Ernest Henry Mining Pty Ltd (EHM), an incorporated joint venture between MIM Holdings Limited (51 per cent) and Savage Resources Limited (49 per cent). The deposit is located approximately 40 km north of Cloncurry in North West Queensland and lies beneath a featureless black soil plain with no significant creeks or gullies cutting across the site. Vegetation is sparse and consists essentially of Mitchell grass with occasional low shrubs and trees. Up to nine million tonnes of ore and over 43 million tonnes of waste will be extracted each year from an open pit operation to produce approximately 350 000 tonnes of concentrate when in full production.

Malmberget is a sublevel caving mine owned and operated by Luossavaara-Kiirunavaara Aktiebolag (LKAB), a Swedish state-owned iron ore mining company, in northern Sweden. The mine has an annual iron ore production of approximately 15 Mtpa. The current strategy foresees an expansion which will increase the mine’s depth considerably. Ventilation and air conditioning modelling for the planned expansion is ongoing. One of the most influential parameters for ventilation planning anddesign for a deep mine is geothermal gradient, which is crucial for the design of the refrigeration system. It is determined through virgin rock temperature (VRT) measurements carried out at various depth below the surface. This paper details these measurements and the determination of geothermal gradient for Malmberget Mine for the expansion study, which were necessitated by thelack of information for the focus depth and area.
