Mine site rehabilitation is the repair of the disturbance caused by mining on the immediate mining area and also on the surrounding environment. The long-term objectives of rehabilitation can vary from simply returning an area to a safe and stable condition, to restoring the mined land to a state as close as possible to its pre-mining condition, capable of being self-supporting and having a beneficial final land use. This paper investigates the importance and benefits of environmental planning, in particular for rehabilitation, and how input into daily operations can allow mining to progress with limited impact on the surrounding environment. It will also identify some of the key mistakes currently made during mining which could be averted by implementing prior planning and incorporating environmental consideration into daily operations. A number of rehabilitation opportunities will also be detailed for the different stages of the life cycle of a coal mine.

The paper describes a model which has been developed to assess the economic charac- teristics of base metal investment in Canada and the effects of past, present and possible future sharing systems, particularly mining taxation systems, thereon. The model is illustrated by applying the 1976 Canadian tax system to the economic characteristics of base metal discoveries made in Canada during the 1951-1974 period.

"Decision-making in mining is a challenging task. Optimal decisions regarding shovel and truck allocations, aligned with the optimal short-term production schedules, are crucial in keeping the operations in line with the company’s long-term objectives. In this paper, we present two main modelling components as the means to achieve near-optimal operational plans: a mixed integer linear goal programming model to allocate trucks and shovels to mining faces over a shift-by-shift basis so that operating costs are minimised and resource utilisations are maximised through the planning horizon a discrete-event simulation model to investigate the behaviour of a truck-and-shovel haulage system in the presence of uncertainty within mining operations. The goals integrated into the mathematical model are to: maximise production minimise deviations from the target head grade minimise deviations in tonnage feed to the processing plants from the desired feed minimise operating cost.The mathematical model provides shovel assignments and the target productions as an input to the discrete event simulation model while meeting the desired goals and constraints of the mining operation. We illustrate the applications of the discrete event simulation model by presenting a large-scale oil sands case study. Mining companies in order to compete and succeed in being viable business propositions must look to the future and select mining methods which guarantee improved efficiency and productivity as well as lower costs.A mining company in adopting a method of mining must now select the equipment most compatible. To some mines compatible equipment may mean the use of drilling jumbos to replace hand held rock drills or the use of load haul dump units to replace scrapers. To other more mechanized mines compatible equipment may mean the use of raise borers and road heading machines. The right decision will be where equipment compliments method in such a way that the working environment is improved, productivity is maximized, cost if reduced and all profit opportunities are optimized. An example of such is where the use of improved mining techniques in underground operations may see cut off grades reduced. By selectively mining these lower grade orebodies, smaller operation's ore reserves improve and the capacity for continued growth is enhanced.

The implementation of the Mining Further Amendment) Act, 1970, and later the Coal Mining Act, 1973, placed a requirement on the Department of Mines to accept an initiative in relation to coal exploration and coal mine development which does not apply in the case of other minerals. It is necessary to consider the exploration of the total coal resources of the State when considering exploration rather than one individual basin or deposit. If the level of knowledge of the coal resources in these basins is considered in relation to their potential for development it is possible to allocate broad scale priorities to their assessment. This paper discusses a number of examples of how environmental factors have been incorporated into the water management aspects of mining projects. One example is the Kingston Lignite Project in the South-East of South Australia where the most significant environmental issue was considered to be the effect of drawdown from mine dewatering and depressurization upon the use of groundwater. By proposing an alternative mining method - the use of floating dredges rather than a two-pass dragline method - drawdown effects would no longer be a concern. A second example is the Pine Creek Gold Mine in the Northern Territory. In this case the principal area of interest from an environmental viewpoint was water management - in particular effluent disposal, contaminated seepage from overburden and tailings, and project water supply. Through an integrated approach to the management of wastes and water the potential for water quality impairment was significantly reduced and external water supply requirements were also significantly reduced.

Conflicting claims and views on the priming of ammonium nitrate/fuel oil (ANFO) are reviewed; certain fallacies and misconceptions are rectified. Optimum priming systems for a range of blasthole conditions are indicated. Moves towards optimum priming lead to reductions in the combined cost of drilling, blasting and handling the material. With shallow blastholes, two-point priming is rarely warranted. Best blasting results from single priming are usually obtained when the primer is located near, but not at, the bottom of the blasthole. As blast- hole depth increases, two-point priming becomes more reliable and effective than single priming. For two-point priming, primers should be located such that detonation waves in the ANFO collide at grade level or, if preferred, within a hard band in the burden. Where blastholes are very deep and/or strata variations can be appreciable, three or more spaced primers are often justified. The effectiveness of a primer varies with its detonation pressure, diameter and length. Primer properties influence the velocity of detonation (VOD) near the primer, but do not affect the final (steady-state) VOD in the ANFO. This brief overview of the history of Brown Coal mining in Victoria is a luncheon presentation -I do not intend to make it indigestible with extensive listings of resources or production. There is a vast pantry of collated historical records and of vari- ous predictive studies available for the enquired with a hearty digestion. A gourmet collation is provided in The Aus IMM Monograph No 11 published in 1984 entitled "Victoria's Brown Coal-A HUGE FORTUNE IN CHANCERY", currently still on offer by the Institute and available at a bargain price in the foyer at this conference. Monograph No 11 also provides a feast of excellent references on the theme of Victorian Brown Coal assembled by the several contributors. BHP World Minerals (BHP) commenced development of the Cannington exploration decline in 1993 using Peabody Resources LimitedÆs Mining Services Division (PRL) as the contractor. Approval was given in 1996 to complete the mine development and bring the mine into production in 1997. The total mine development at Cannington by PRL has included 14 km of headings, 1040 m of shaft sinking for ventilation and ore hoisting and 990 m of raise boring for ore passes and vent rises. Hard money schedule of rates contracts were used for mine development from 1993 until early-1997. This took the mine development down to 570 m below the surface and developed six levels. Because of significant risks, the final phase of the mine development was completed in 1997 under a partnering agreement. This paper examines the factors considered in making the change to partnering, the issues involved in negotiating the partnering agreement to complete the Cannington mine development and the outcomes of the agreement.

The global recession of the 1980s drove commodity prices down and intensified cost competition. The 1990s saw a restructuring of the mining industry with the survivors adopting new technology, significantly increasing workplace productivity and reducing capital and operating costs. Major changes in mining industry business strategies evolved in the late-1980s including the development of miner - supplier - manufacturer - partnerships, cultural changes in work practices and common goals between the partners to reduce the cost of production. These industry trends are putting new demands on mining machine manufacturers and dealers both on the `hard' side of the machine business, such as research and product development programs, and on the `soft' side in terms of business processes, use of human resources and communication. The paper describes several mining industry trends as identified by a large supplier to the industry, and discusses the impact they are having, and will have, on mining machine development and the provision of product support services to the industry.

Trade unions are people. As organisations they exist to represent the needs and interests of their members; that is the workforce. Thus one of the underlying objectives of the trade union movement has been and will continue to be: achieving from management recog- nition that the labour input to the production process - whether that be in the factory, office or service context - is made up of individual people who can not be treated as just another factor of production. The essential difference between labour input and other factors of production such as capital and raw material is the "humanness" of the individual entities which make up a firm, company or industry's labour supply. Recognition of the "people" input to the production process has essentially two aspects: humanisation of the workplace and the treatment of labour as human beings who have a role to play both within the workplace and within broader society.

Loader cut and fill stoping was first used at New Broken Hill Consolidated Limited mine in 1966. The equipment used included single boom pneumatic jumbos for drilling up- holes, diesel loaders for ore removal and diesel utility vehicles for rockbolting and servicing. Since 1966, there have been many modifi- cations and changes both in the equipment and stoping method. Twin boom pneumatic or hy- draulic drilling jumbos have replaced single boom pneumatic jumbos, electric loaders have replaced diesel loaders, diesel forklifts have replaced utility vehicles and "'flatbacking" has superseded uphole stoping. Concurrent with this has been the introduction of cable dowels in stope backs which has enabled loader cut and fill stoping to be used more extensiv- ely than in the past. There are now six loader cut and fill stopes at both mines and this paper traces the evolution of this method outlining the reasons for changes in technique and equipment.

For too long we, as an industry, have borne the brunt of irrational claims, poor science and even worse, journalism with regards to our affect on the environment. To some of us, the overwhelming media attention on greenhouse warming, the polluting outputs of mineral processing or unthinkable depletion of natural resources has left us embarrassed and more unfortunately has turned bright young people away from a career in the minerals industry.This paper shows the hypocrisy associated with an element of the green movement and dispels some general myths on mining disseminated by radical environmentalists.The fallacy of the greenhouse warming effect will be scrutinised by common sense and the mining industryÆs use of land will be discussed and put in proper perspective.Problems associated with safety and emissions and the means to overcome such are discussed briefly.

The new law on Environmental Protection and Management (Republic of Indonesia Law 32 of 2009) was passed by the Indonesian parliament in September 2009. This law aims to protect Indonesia's rapidly degrading environment by providing tougher provisions for both polluters and law enforcers. In doing so, the law introduces a number of new constraints and potential business risks that will affect all companies in Indonesia, particularly mining companies. Some of the newly introduced concepts follow.   Mining companies will now require an environmental license, issued by the Minister of Environment or local counterparts. This license is a prerequisite for all other business and operational permits. The Minister can revoke the environmental license at any time in case of an environmental incident or dispute. Mining companies may be exposed to additional environmental taxes and bonds besides already existing reclamation and mine closure bonds.   There is an increased risk of environmental lawsuits, due to more stringent controls on one side and greater protection for NGOs on the other side who make claims, false or true, against the company. Company executives and managers can be sued and they will be held accountable if environmental degradation has indeed occurred due to the company's activities.   Companies may face increased liabilities due to a change in the definition of contamination. The new definition is more stringent (and on occasion may prove too stringent to be practical); it also provides little room for flexibility in its application.   As implementing regulations are prepared over the coming two to three years, mining companies will need to adjust to the new law. A proactive approach is needed to minimise risk. Recommended actions include: upgrading existing environmental impact assessments to a higher standard; conducting baseline studies and thoroughly documenting environmental conditions on a regular basis; closely tracking regulatory changes, especially the forthcoming implementing regulations on the new environmental law; and regularly engaging key government and community stakeholders on environmental issues.

The computing needs of a mine planning office vary greatly depending on the staff available and the nature of the work undertaken. Some offices work acceptably with few aids apart from hand held calculators while others use mainframe computers with associated data bases and sophisticated mine planning software. Not every mine planning office requires the big system approach but all can benefit from the intelligent use of small computers. There is virtually no limit to the design problems which can be solved using modern desktop computers. The simple language required encourages engineers to work interactively to facilitate both large and small computations. However a limit does exist in the speed and ease with which solutions can be obtained. The important ingredients for the successful application of such machines are a little computing knowledge, a flexible machine, and an engineer who really understands the mining problems confronting him. If these are available it is possible for the engineer to tailor the program to the task at hand and efficiently achieve the required result.

One of the fundamental parameters of the race- way is its extent (a{ o), which has a significant effect on the distribution of gas and material flows in the lower region of the furnace. pp The known relationships for determination of aC o in most cases link the length of the raceway with the parameters of the blast, while the para- meters of the coke layer, in which the raceway is formed, are either ignored or else expressed in terms which are difficult to determine experimen- tally. Furthermore, the coke combustion propert- ies are not always taken into account in current blast furnace operating practice with combined blast. A complex dimensionless parameter, which re- flects the properties of the interacting media, is the ratio of the kinetic energy of the hot, com- bined gas stream to the potential energy of the coke flow, burning at the tuyere in a gas of known composition. Basic Oxygen Steelmaking (B.O.S.) commenced in Australia in December, 1962. Two 200-ton furnaces were installed initially at Newcastle with a 50-ton furnace coupled to a continuous casting machine added in 1967. In 1965, two 100-ton furnaces were installed at Whyalla plant and two 225-ton furnaces are nearing com- pletion at Port Kembla to commence oper- ations in 1972. Plant layouts in each centre differ due to changing circumstance and increasing knowledge of the B.O.S. process since 1962. Raw materials are a most important factor for good operation of the process. Most materials come from within Australia but some are imported. General operating practices are similar in each plant, although treatment of fume at Port Kembla will be by the OG (Oxygen Converter Gas Recovery) Process as against electrostatic precipitators in Newcastle and Whyalla. Special alloy steels as well as plain carbon steels can be made by the B.O.S. process. Production potential of the process in Australia has yet to be fully utilised with 45 per cent of steel production coming from B.O.S. In 1971.

In recent years, the value to Australia of the introduction of a system of resource rent taxation on the mining industry has been frequently debated. The forms that this rate of return based tax could take, and the impli- cations on government revenue and mining com- pany profitability have been discussed at some length. Further, the selective application of this taxation scheme to certain mining industry sectors has received considerable attention. This study takes the form of a survey of the taxation history of one significant Australian mining venture, the Mount Lyell Mining and Railway Company. The conditions faced by this company during its history are used as a base for the imposition of rent taxation schemes. Comparisons are drawn between the historical taxation liability of the company and that which would have been incurred if a resource rent form of taxation had been in existence. From the results of the study, it can be concluded that while the company can be con- sidered to have been a successful enterprise during most of its history, it has not achieved a level of profitability which would warrant the collection of any form of excess profits Tax.
