I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

Only a few complex real options can be valued using closed-form equations, such as the Black and Scholes formula, because these algorithms are restrictive and prevent the construction of practical project evaluation models. Although a binomial lattice method paired with the ærisk-neutral probabilityÆ provides an easier and flexible modelling of exploration and mining projects, it has limitations when projects are complex, long-lived and influenced by the interplay of various market and private uncertainties. In order to overcome these limitations, modern decision tree software using dynamic programming capability can be used for real option valuations. This is a powerful computational tool in which the impact of various sources of uncertainties can be differentiated, so that the optimal decision path can be explicitly displayed visually. There has been significant academic controversy surrounding whether different real option (RO) valuation methods would lead to different real option values (ROV). This paper, using a realistic copper mining example, demonstrates that as long as the same degree of subjectivity and consistency are used in different real option valuation methods, they yield the same result. This conclusion is valid irrespective of whether the cash flow volatility generated by various sources of uncertainties is handled in an aggregated or in an explicit and differentiated manner. This paper compares two choices for an investor either to æbuy now and developÆ a project or to enter into a ætwo-year option to purchaseÆ after the proponents have developed it. It also shows how significantly different net after-tax operating cash flows may be generated by these different choices on the same underlying asset represented by the project. This is due to the difference in the amount and timing of the relevant capital investments affecting the depreciation and amortisation charges and as a consequence, the income tax paid. The Olympic Dam copper-uranium-gold-silver deposit, located 520 km NNW of Adelaide, S.A. was discovered by Western Mining Corporation Ltd in 1975, and is now being developed as a joint venture between WMC (5107o) and the BP Group (4907o). The discovery of this deposit resulted from the application of a conceptual model for the formation of sediment-hosted copper deposits. This model postulated that the oxidation of basaltic rocks could release significant amounts of copper into solution and that, under favourable conditions, these solutions might pass upwards along faults, and the copper be precipitated in reduced- facies sediments higher in the sequence. The Stuart Shelf province was chosen for exploration because geological interpretation suggested the presence of suitable basal- tic source rocks at depth, and favourable host sedimentary rocks in the overlying sequence. The Olympic Dam site was selected for drill-testing because of the presence of coincident gravity and aeromagnetic anomalies suggesting the presence of basalts and/or mineralisation at depth. This site also had a favourable tectonic signature, indicating the presence of deep crustal structures which might have allowed fluid migration.

Various enabling technologies and systems have recently been introduced in the mining industry. Such systems include miner-bolters with concurrent cutting and bolting, employment of two shuttle cars, adoption of self drilling bolts and utilisation of continuous haulage or monorail systems. The paper discusses how Flexsim discrete event simulation models were used to assess how these proposed mining systems can best be used to achieve and sustain high roadway development rates of 10 m per operating hour for 20 h/day.

In 1556, Agricola noted that "a prudent owner, before he buys shares, ought to go to the mine and carefully examine the nature of the vein, for it is very important that he should be on his guard lest fraudulent sellers of shares should deceive him"(1). In today's world, the owner rarely has the opportunity to visit the mine and, instead of reading about the `nature of the vein' in annual reports, prospectuses, government publications, et cetera he sees the words `reserves' and `resources'. Unfortunately, the subject of reserves and resources has become increasingly complex and Canadians, along with their counterparts in Australia and elsewhere, are still struggling with definitions which will attempt to cover all conceivable circumstances from national or regional resource endowment to the material to be extracted next week from a given stope or open pit bench. The providers and recipients of reserve and resource data are: - Government agencies who are concerned with questions of national endowment, strategic use of raw materials and other questions of public policy. - Stockholders who have a vested interest in the basic assets of their companies. - Financiers who are concerned about the security of their loans. - Regulatory bodies whose function is to protect a frequently naive investor from unscrupulous practices. - Management, at head office and on-site, who need basic information for decision-making, whether it be to open up a new mine, expand or close an existing operation, acquire or merge with other entities, or, more mundanely, for routine mine planning. To satisfy their demands with unanimously accepted definitions is a formidable task but, it is my impression that, little by little, a concensus appears to be growing within the industry.

Raiseboring is an attractive method of constructing shafts, being safe, fast and comparatively cheap. But this means back-reaming through weathered ground. However in the gravels and weathered near-surface rocks typical of the Western Australian goldfields, back reaming large diameter shafts through to the surface is risky and conventional sinking from surface has normally been required.An alternative construction approach has recently been used to stabilise the weak surficial materials and allow raiseboring through to the surface. The method is based on first installing rings of non-contiguous reinforced bored piles around the shaft perimeter, for temporary support, then back reaming shafts at full diameter through to the surface. Immediately after the reaming head is removed, the weak exposed materials are supported using remotely sprayed fibrecrete.The method has been successfully applied to four shafts since July 2007; 3 m and 4 m diameter shafts at Trident Mine, a 3 m diameter shaft at Wattle Dam and a 4.5 m diameter shaft at Athena Mine.Bored pile layout designs have varied from eight to 24 piles, of diameters 120 to 270 mm, in one or two rings. In one case, the top 10 m of the proposed shaft was pregrouted. Subsequent surveys have confirmed that fallout occurred in some shafts, out to the ring of piles, implying that the piles inhibited collapse.The practical implementation of the method was not always easy and many valuable lessons have been learnt. This paper documents key aspects of the method and the critical elements for its application.

In order to formulate appropriate and useful education and training policies and practices, it is crucial to firstly consider the demographic environment of our workforce-and the direction in which it is (known to be) heading. We can predict with a degree of certainty, that the role and influence of training on the future survivability of organisations will- become increasingly critical. This will be particularly relevant for those industries and organisations which are technologically based. The ad-hoc use of training is and, will no longer be appropriate. Organisations must move toward the on-going use of a dynamic education and training strategy based on an effective staff development programme, which meets the short and medium term needs of the organisation. The Technisearch approach is based on maximizing the efficacy of training and learning. The package provides.a total service to meet clients training needs using educational techniques geared to adult learning. it stresses the importance of ongoing research into industrial adult training and its effectiveness in improving skills and productivity. Current research on roles of supervisors in the Australian workplace and the development of the Supervisory Behaviour Questionnaire. (SBQ) indicates the need for a proper framework within which the objectives of training can be addressed.

The successful `marriage' between a company seeking to raise funds to develop a project and their financiers calls for a strong mutual understanding of each other's needs. For a company attempting to raise funding, the alternative methods are ever expanding. The optimum method will vary depending on the financial position, risk/reward outlook of the company and the strength of the project for which development capital is being sought. It is likely that small mining companies will need to raise equity funds for advancing projects to the development stage. At that time, they will probably still require a reasonable level of shareholder equity to meet the requirements of banks and other parties to cover potential cost over-runs on the project and feasibility costs. Larger companies, however, are likely to find it much easier and cheaper to raise debt from banks. When evaluating companies and projects for funding, banks will pay particular attention to the quality and experience of management in developing similar projects and it may be necessary for some companies to retain the services of outside consultants. Before a project needs funding, companies should meet with potential financiers to develop relationships to select and ensure a smooth transaction to funding in the future.

There is an increasing trend in the extraction and development of copper resources from complex deposits. These deposits pose mineral processing challenges, as they often contain low grade disseminated copper ore with high levels of impurities particularly arsenic. Although arsenic is a naturally occurring element, the concentrations of arsenic can be magnified by mining and mineral processing activities. Therefore, while arsenic has no significant market value, its presence in the ore deposit will have production, environmental and human health implications. Thermal comminution is an industrial process specially suited to very abrasive material, when contamination with Fe from wearing parts of conventional crushing and grinding equipment must be avoided. It involves an initial step of heating the material to be comminuted, followed by sudden cooling (quenching) and finally by a conventional mechanical process to disassemble the particle aggregates. The thermal step is, in fact, a pre-fracturing process. The heating operation causes changes in phase of the minerals and changes in volume of these minerals and other substances included in pores and cracks. The cooling operation causes thermal shock reversions or the phase transformation and consequent generation of internal stresses, high enough to fracture the solid.

The Bureau of Mines has developed and deployed three expert systems to give advice on mining health and safety. These are: dust control for continuous miners, dust control for longwall shearers, and methane control. All three systems query about the nature and extent of the problem. Typical questions asked deal with observed methane levels, ventilation type and quantity, cutting sequence, and what control technology is employed. Advice given does not focus on a single issue, but may suggest a variety of approaches consistent with the ability of the operator to implement the Suggestions.

The Mons Cupri Cu-Pb-Zn deposit is situated within a complex Archaean volcanic sequence dominated by rhyolitic fragmental rocks. This sequence is underlain by a 150 m group of rhyolitic ash flow tuffs with minor conglomerate and sandstone, and is overlain by approximately 180 m of dacite and andesite flows. The Mons Cupri sequence itself consists of several elongate or circular rhyolite domes, flanked by rhyolitic fragmental rocks ranging up to 400 m in thickness away from the domes. The lithology of clasts (typically 1 cm to 1.5 m in size) provides strong evidence that the flanking fragmental unit was derived by explosive eruptions associated with the rhyolite domes. An approximately 15 m thick shale horizon, bleached and silicified at its base, overlies both the rhyolite domes and the frag- mental unit. A south-dipping chloritic pipe-like body, with near-surface dimensions of 1,000 by 250 m and narrowing at depth to produce a cone-shaped cross section, lies within the rhyolitic frag- mental rocks about 250 m north of the largest rhyolite'dome in the Mons Cupri vicinity. Its east west elongation parallels that of the rhyolite dome. Ghost fragments indicate that the material in this fissure is a severely chloritized derivative of the rhyolitic frag- mental unit. One aim of testwork and flowsheet development is to ultimately provide a reliable and flexible plant that is simple to operate and maintain. Testwork can indicate amenability of ores to CIP treatment and provide a basis for process design and economic appraisal. Batch cyanidation and CIP tests are often sufficient for small projects. Continuous multistage test rigs can be operated to simulate plant operation and to provide data for flowsheet optimisation. Operating requirements, gold recoveries and potential problem areas can be anticipated at an early stage with more confidence. Subsequent project development involving decisions on the basic flowsheet, equipment types and general plant arrangements are based on practical considerations and experience. Computer aided process modeling and economic appraisal can be useful in analysing various tradeoffs, firming up the flowsheet and equipment sizes, and in specifying operating targets for the future CIP plant. INTRODUCTION Carbon-in-pulp (CIP) technology which has developed rapidly since 1974 is now accepted as an economically and technically viable process for the efficient recovery of gold. The Mt. Morgan mine, located 36 km SSW of Rockhampton, Qld at Lat. 23¦38' S, Long. 1500 22'E, is hosted by a Middle Devonian sequence of acid volcanic rocks and sediments. The Upper Nine Mile Creek (UNMC) prospect, 14 km SE of the Mt. Morgan mine, is in an ap- parently equivalent sequence of rocks. The Late Devonian Mt. Morgan Tonalite separates the two areas. The Mt. Chalmers mine, located 27 km NE of Rockhampton at Lat. 23¦ 18' S, Long. 150039'E, is hosted by the Early Permian Berserker Beds. These three volcanogenic massive sulphide deposits show pronounced similarities in their host rock lithologies and stratigraphic-struc- tural settings.

Portable crushing at Duval Corporation's Sierrita open pit mine has proven both the economics and operability of large, hardrock, portable systems. In-house expertise was utilized to create a system incorporating both operational and maintenance features requested by operating personnel. The monitor/control system involves over 400 channels of information and is based on a DEC 1SI 11/2 microprocessor communicating with seven microprocessor-based data acquisition systems over a 4-wire, multidrop link. The year and one-half successful operation affirms the design philosophy and the hardware/software implementation.

A brief discussion is first given of those para- meters which can be controlled and those which it would be desirable to control. Suitable analytical methods for application to flowing pulp and to clear solution from pulp are out- lined in relation to on-line and off-line control. The depletion of easily mined high-grade ore bodies resulted in the industry having to exploit lower grade, complex resources (Albanese and McGagh, 2011; Darling, 2011; Randolph, 2011). The trend is now towards mining and processing of low-grade and complex ores (Darling, 2011; Yingling, 1990). Variable geological and mineralogical characteristics, and complex mineralogy and texture can result in large variations in metallurgical response and also cause challenges in processing. (Carson, 1995; Lorenzen and Barnard, 2011; Yingling, 1990). Variability and the complex nature of ores are fundamental sources of risk that often cause the greatest economic impact (Dusci et al., 2007; Williams and Richardson, 2004). Hence it is important to effectively characterise these types of ore bodies and assess their processing performance (ie recovery, grade). To enable this, there is a need for the following: (i) characterisation of geological, mineralogical and metallurgical variability in the ore body; (ii) effective selection of drill core with characteristics that represent the range of ores in the entire ore body.
