"The Coal Seam Gas (CSG) industry has seen a rapid increase in activity over a 30-year periodfrom the early 1990s within Australia. Despite public concerns over environmental issues, theCSG industry has increased in Queensland to the point where more than 90 per cent of naturalgas consumed in Queensland is CSG. The New South Wales (NSW) CSG industry has been slowerto respond for many reasons. Ninety-five per cent of natural gas consumed in NSW comes frominterstate. However, CSG activity in New South Wales is increasing notwithstanding publicconcerns. The CSG potential of three Petroleum Exploration Licenses (PELs) are being assessedwithin the Southern Sydney Basin that provides a unique opportunity to develop resourcesstrategically around many abandoned coal mines. The question has been asked - what do theseabandoned coal mines mean to the project? Are they good or bad? Are they friend or foe? Thispaper att empts to answer these questions and in doing so describes the coal mine ventilation andgas management philosophies and practices used to assess gas production potential. The coalmining philosophies not only have the potential to assist in the construction of a highly successfulCSG project, but they also potentially add signifi cant pre production value by re defi ning how theresources and reserves are assessed and therefore valued. The behaviour of abandoned coal minesand the goaves within the PELs are not well understood by the petroleum industry. However, in the Illawarra region there is an abundance of coal mining knowledge and expertise that if properly focused can greatly increase the chances of project success."

I take it the character of addresses to conventions, should, following precedent, avoid details, and treat subjects rather from a philosophical point of view so far as they will permit.In the subject about to be treated on, an endeavour will be made to find here we stand as regards the past, in order that we may the better, hope to look correctly in the direction to be followed.It may be assumed that the main object of the Institute is to forward mining interests and the ways in which engineers can aid those interests are many. If all of us were to try to follow many of those interests we should become like" jacks of all trades and masters of none". Mining engineering is consequently subdivided, all are necessary to the common end, and it is on one of those divisions I have undertaken to address you. The subject or steam pumping is a large one, and I regret, not having received such longer notice as would have enabled me to do better justice to the subject, and more respectful regard for yourselves. I must, however, under the circumstances, crave your generous consideration, and hope the topics mentioned may furnish material for discussion and future papers of far more value than this one, Ind.eed, the subject is so illtimately and historically associated with mining that if treated on its merits would be highly interesting or could be made so in more capable hands.

The purpose of this paper is to explain the basic structure of how minerals are marketed, whilst highlighting the essential factors that mine management needs to be confident are incorporated into a mineÆs marketing strategy. The traditional mine management approach to marketing has been to defer its scrutiny to the marketing manager and take a largely passive role. It is this paperÆs assertion that mine management needs to become more proactive and provide greater strategic input into the marketing process. Irrespective of what mineral your mine produces, the key marketing principles remain constant and need to be understood and managed to extract the full benefit on behalf of the mining asset. From a mine management perspective, success is ultimately linked to understanding these marketing principles and ensuring that they are effectively addressed by your mineÆs marketing strategy. This paper will unashamedly attempt to simplify marketing by explaining how the basic fundamentals of supply and demand set market direction, the importance of a comprehensive marketing strategy, the importance of customer relationships and how contracts and prices are typically negotiated. This paper will use examples from the metallurgical coal (met coal) industry to highlight these points. The paper will also provide a template for developing the critical mine interaction that needs to exist between the marketing department and management to develop a æwhole of mineÆ approach to marketing. It is this core group that will be strategically responsible for delivering the commitments your mine has made to your customers. For mine management not to be actively involved in this process puts at æriskÆ the hard won production and cost efficiencies achieved at your mine and ignores the opportunity to maximise your current and future revenue streams. And whilst this paper recognises that is arguably unreasonable for mine management to become æmarketing expertsÆ, it also argues that it is unreasonable for a mine management to divorce themselves from the process.

In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

Long hole drilling underground has come a long way since 'down the hole' surface drills were first taken underground. The underground miners have progressively developed the use of long hole stope drilling from the 'quarry blast' to a precise and selective removal of ore while leaving the remaining structure as undamaged as possible. To reach this position has involved the development of equipment and explosives to give the desired results. This paper reviews some aspects of long hole stope production drilling.

The operations of the Mount Morgan gold tailings retreatment plant were significantly improved in 1984 by the desliming of the CIP plant feed, which reduced cyanide consumption and increased percent gold dissolution. Subsequently, the development of slimes treatment, incorporating gold leaching from slimes solids by copper cyanide complexes in the process water, and gold adsorption on to carbon in an environment lacking free cyanide was successfully implemented. Mount Morgan was initially mined for gold commencing in 1882 on the auriferous ironstone cap to the sulphide ore body. During the history of mining and processing at Mount Morgan the operations have developed through numerous phases of gold and copper production, operating almost continuously through until the final closure in late 1990. The final phase of processing was the retreatment of tailings, predominantly flotation tailings accumulated since the 1930s, for the recovery of gold and minor silver. Tailings retreatment commenced in 1982 with the commissioning of a 10 000 tonnes per day CIP plant to treat some 40 million tonnes of tailings at an average grade of 1.08 g/t Au. The initial operations were hampered by high cyanide consumption and poor gold dissolution on the mixed siliceous/pyritic tailings. The successful development and implementation of the desliming of the CIP plant feed in 1984 (as described by Parsons and Hampshire, 1986) reduced cyanide consumption by 40 per cent, and raised gold extraction by 13 per cent points by virtue of significantly higher dissolved oxygen levels. The finer portion of the reclaimed tailings were deslimed by eighty 100 mm diameter AKW cyclones, with the desliming cyclone overflow thickened in a Warman 30 in diameter thickener for water recovery and slimes disposal. Operation of the desliming plant involved the discarding of a slime fraction representing about 15 per cent of the reclaimed feed. Although gold-bearing, the high content of cyanicides and oxygen consumers within the slime negated any conventional treatment of this stream with free cyanide for gold recovery. The natural lixiviant behaviour of the soluble copper cyanide complexes for gold, which was extremely evident at Mount Morgan, directed efforts in this area. Enhancement of gold leaching with a deficiency or near absence of detectable free cyanide, but with significant levels of copper cyanide complex from recycled process water were examined. Adsorption of this solubilised gold onto carbon in a similarly difficult environment required close examination.

HAPPENING to be in Cue recently the writer was unexpectedly called upon to make surveys of some diamond drill bores on the Big Bell mine on the Murchison goldfield. The owner of the mine Mr Herman Mandelstam. had brought such apparatus with himas he could lay his hands on. and no other was available without prohibitive delay.The usual method of making these surveys as is well known is by putting a glass tube half filled with gelatine or glue in a melted state down the hole with a small magnet freely suspended in the glue and having it there till the glue sets solid. When this tubeis withdrawn (its depth down the bore being noted) the bearing and inclination of the borehole at this particular point can be read - the bearing by the compass and the inclination by the angle between the tube and the surface of the glue which of course ishorizontal. By taking a number of these observations according to the degree of accuracy required the course of the bore can be fairly accurately plotted.In dealing with dry holes there is little trouble but when the holes are full of water great difficulty is experienced. In the case in point the first observation was made in water 300 ft. deep, corresponding to a pressure of 130 lb. per sq. in. The tube containing the gelatine and glue (a mixture was used) was found, when hauled to the surface, to be completely filled with a weak mixture of water, gelatine, and glue and there was no horizontal surface from which to measure the angle of inclination of the bore. The water had been forced through the corks and sealing wax with which the tube had been closed. After several attempts it became obvious that no method available would keep the water from getting into the air-space in the tube, and to a pressure-proof metal container was impossible, nothing remained but to do away with the air-space and this was accomplished by using two liquids of different specific gravity - mercury and melted glue. To those who have been engaged in the construction of mining and metallurgical plants during the war and post-war periods, it is quite unnecessary to point out the large increases and violent fluctuations in prices of basic commodities and the steady and persistent rise in labour costs. It may, however, be of interest to present these facts in graphic form, and survey the relative heights of the various maxima and the lead and lag of individual waves. Since Descartes demonstrated for us moderns the analogy between geometric form and algebraic statements, the two-dimensional graph has found widespread application. Mathematicians have developed for our information, if not for our confusion, the triangular diagram and the solid three-dimensional figures, which have proved so useful, at least in the hands of the metallurgists at Port Pirie. The model (Plate 1.) which is exhibited here does not pretend however, to indicate the connection between any three inter-related variables, and it is not proposed to burden members with any abstruse mathematical expression for the irregular surface of the blocks. While time is an ordinate common to all sections of the model, each illustrates separately the variation in cost of some particular quantity between the years 1914 and 1922. It is an easy matter to record such individual variations, but it would be an impossible task to state any equation describing accurately the dependence ot the prices, say, of hardwood or of galvanized iron upon that of labour at any particular point of time. The cost of living curve, which has attained such prominence, if not notoriety, in the last few years, is the result of an attempt to show the mass-effect of the components. It is the difficulty found in "assigning the correct weight to the separate items which makes the aggregate curve somewhat misleading at times.Turning to the model, it will be noticed that each section consists of half a dozen pegs.. The HIsmelt technology was developed and proven in Western Australia (WA) after more than 30 years and several billion dollars of research and development. The HIsmelt technology was transferred to China and is now successfully operating at the Molong plant in Shandong Province, China using WA iron ore fines as the major feedstock. Several more plants are under construction in China, and the technology has been approved by the Chinese Government as an environmentally acceptable alternative to the blast furnace. The unique flexibility of the HIsmelt process offers multiple pathways to decarbonise the production of steel in the near future. These pathways include:  Use of sustainably grown biomass converted to Biochar to replace coal as the reductant.  Pre-reduction of iron ore fines using hydrogen or biomass to direct reduced iron (DRI) powder.  Capture of carbon dioxide from the HIsmelt off gas and geo-sequestration underground. These pathways are highly suitable for the Australian iron ore industry as they utilise:  The large areas of land and long growing season available in Australia for the production of large tonnages of sustainably grown biomass.  Coarse iron ore fines directly without the need for fine grinding and pelletising.  Existing oil, gas and other underground gas reservoirs to store carbon dioxide. The HIsmelt technology will allow Australia to transition from ‘Asia’s quarry’ to Asia’s supplier of low cost, low carbon and high quality metallics that are required to produce ‘green’ steel with net zero carbon dioxide emissions. In addition, HIsmelt pig iron can be converted locally into steel via electricarc or basic-oxygen steelmaking furnaces to supply all of Australia’s demand for green steel.

This is the seventh major symposium organised by Illawarra Branch over the past five years and the fifth dealing with various aspects of coal. It is clear that all of you here need no convincing that black is beautiful! This symposium is on a broader canvas, covering the overall field of occurrence, preparation and utilization of black coal throughout Australia. It is thus the most comprehensive treatment of the subject by the Institute since the symposium organized in 1950 by the Sydney Branch with the co-operation of the then newly formed branches in Newcastle, Illawarra, Central Western N.S.W. and Southern Queensland, all of which shared coal as a major interest. The 1950 symposium was adopted as a volume in the series of seven published by the Fifth Empire Mining and Metallurgical Congress in 1953. This historical reminiscence brings to our minds the circumstances in which these new Institute branches were formed. This happened in the year of the presidency of the late Frank Hockey, and at the time the Australian black coal industry was in many ways at a very low ebb. It was the time of extreme shortage of coal following World War II, and the industry was beset by industrial unrest on such a scale that daily bulletins were posted listing the number of idle pits, of idle miners and of tons of lost production. There could not, of course, be any thought of export marketing. Some of the more picturesque bulletins recorded the number of pits at which the ceremonial emptying of billies took place, and the number of pits at which the aroma of the horses' breath was insupportable. At an Institute conference at the time it is on record that the late lamented Austin Edwards, that tireless mineral researcher, author and editor, in his gentle way chided the personnel of the industry and the members of the Institute for having allowed a situation to develop in which a whole generation of Australian children could grow up without ever having seen coal or knowing what it was. It is sad that most children and most Australians have still never seen coal, and think of it as something dirty and uninteresting. The desperate situation of the black coal industry inspired moves by people in industry and in governments, whose plans and efforts have been recorded elsewhere, to modernize coal mining methods, to introduce coal preparation, and generally to restore the mines and the mining communities and to re-cast the steel industry and electricity generation. Amelioration of the traditionally troubled industrial relations was an integral part of this overall programme, and whilst one would wish this aspect had progressed further the situation has, in fact, improved immensely. New investment in exploration, mining, preparation, transport and utilization both by the existing coal mining groups and by new entrants, Australian and overseas, have played a large part in bringing about the transformation of the industry to such a point that Australian needs are being fully met and a large export market is being supplied - a situation that few would have dared to hope for in those dark post-war days. Forecasts of exports from New South Wales and Queensland show coal becoming a dominant foreign exchange earner for an indefinite term. Old King Cole may have vanished from our children's nursery rhymes but King Coal is here to stay, providingthat costs in the industry can be kept within competitive limits. It is all too easy for an industry to price itself out of the export market by inflation, by increased costs for a variety of reasons, and through currency readjustments. A second proviso is that we must continue to encourage a balanced attitude to environmental matters.

The economic climate of the Canadian mining industry forced an increased interest in rapid, continuous excavation techniques for hard rock formations. The potential applications and advantages of continuous mining over the present drill- blast-muck labour intensive cyclical methods are considerable. Noranda investigated an electrical technique, Plasma Blasting showing considerable promise for mining hard rock. The background of the technology and the theory of blasting rock with electricity is described. The Plasma Blasting process is based on the fast discharge of stored electrical energy into a small amount of electrolyte, suitably located in the rock. The electrical energy converts the electrolyte into high pressure plasma, which expands very quickly, thereby, generating a shock wave. This shock wave produces a stress field inside the rock, resulting in a blast similar to that made by chemical explosives, but without the deleterious fumes. Noranda is currently blasting boulders of 4-5 tonnes and is at present constructing a mobile, autonomous secondary rock breaker for underground and open pit applications. Tests on in situ hard rock formations will lead to the development of a continuous mining machine. Production rates of 500 tonnes per man-shift could be obtained with such a machine.

Opinions vary widely within the community on what are legitimate environmental social respon- sibilities. The extreme conservationists see the responsibility as the total preservation of the natural environment achieved by opposition to all forms of industrial development that would disturb it. The `growth-at-any-price men' consider it more important to stimulate economic growth, develop new industries, and maximize profit letting the environment take care of itself: within this wide spectrum of concern are the middle-of- the-road men, part of the vast majority, fully aware of the need to compromise to achieve a satisfactory economic growth rate whilst pre- serving to the greatest extent practicable the con- ditions upon which we depend for a balanced self-perpetuating existence. Environmental change is not new. It is the inevitable accompaniment of human activity. Plato wrote in the 5th Century B.C.* of the devastating changes wrought by man and his animals on the ancient world of the Mediter- ranean. Down through the ages rural development to *The Dialogues of Plato: `What are now her moun- tains were lofty, soil-clad hills; her so-called shingle plains of the present day were full of rich soil; and her mountains were heavily afforested-a fact of which there are still visible traces. There are moun- tains in Attica which can now keep nothing but bees, but which were clothed, not so very long ago, with fine trees producing timber suitable for roofing the largest buildings; and roofs hewn from the timber are still in existence. There were also many lofty cultivated trees, while the country produced bound- less pasture for cattle. Research and development into alternate gold and precious metals adsorbents has resulted in the development of a new technology named the AUROSAVE adsorption process (ARGOSAVE'" for high silver con- tent ores). Adsorbents called VITROKELE'" can be tailored for either Gold I (cyanide leach) or Gold III (halide leach) applications. VITROKELE consists of a chemically synthetic adsorbent carried on an inert substrate, often a polystyrene bead. It is suitable for both in- pulp and in-solution use. VITROKELE adsorbent offers certain advan- tages over both carbon and ion exchange resin adsorbents. This paper describes testwork on Australian ores and commercial solu- tions obtained from operating Australian plants demonstrating the kinetic loading characteristics, elution methods and other operating parameters of VITROKELE adsorbent in the cyanide system. Brief reference is made to VITROKELE in the Gold III system.

Vitrokele technology is a resin process that can be applied in gold plants to reduce both capital and operating costs. The Vitrokele resin can be used for both precious metal recovery and for recovering free and combined cyanide from effluent streams. Vitrokele resin has been extensively tested at pilot plant level and is now applied successfully at a commercial heap leach facility in Zimbabwe where it is used in place of activated carbon for recovery of gold from pregnant leach solution. Significant capital cost savings were achieved by installation of a resin plant instead of a conventional carbon adsorption plant. Operation to-date has not seen any significant physical or chemical degradation of the resin either in terms of adsorption capacity/kinetics or physical appearance/size. This gold recovery process is equally applicable to slurry streams where it would be implemented in stirred tanks with interstage screens in a similar manner to a conventional carbon adsorption plant.

Massive sulphide ZnPbCuAg deposits in the Halls Peak district of northeastern NSW are of the submarine volcanogenic type. They occur as a number of small lenses enclosed in shale and epiclastic rocks, in association with felsic volcanics of early Permian age. The deposits crop out in steep terrain near the eastern edge of the New England plateau. Local relief of 700 m and slopes up to 50¦, coupled with an average annual rainfall of about 1000 mm has led to local severe landsliding in previously mined areas. Mining from the 1890's to the 1960's has also resulted in unconstrained drainage of heavy metal-bearing acid waters and physical dispersion of finer grained metalliferous sediments into the Chandler River. Waters emanating from the main landslide area, from underground workings and draining scattered unconfined stockpiles of massive sulphide ore have pH values of 3 to 4 and contain elevated contents of Zn, Cu, Pb, Cd and Fe. Chemical mobility of heavy metals into streams occurs under low pH conditions with Zn exhibiting the greatest dispersion. Increasing pH conditions downstream cause precipitation of Fe phases and coprecipitation of heavy metals. Physical dispersion of secondary metal-bearing minerals into the surrounding creeks results in wt% levels of Cu, Pb and Zn in the stream sediments thereby exceeding the regional background values by one to three orders of magnitude. Areas disturbed by mining are characterised by lack of vegetation, biomagnification of heavy metals into algae and lower plants, and partial recolonisation by metal-tolerant grass species (Snow Grass, Poa sieberana; Blady Grass, Lomandra longifolia). Rehabilitation measures will have to include landslide stabilisation, impervious sealing or removal of sulphidic materials, import of topsoil and revegetation by metal-tolerant, slow-growing native grass and shrub species.

As part of its operations Hamersley Iron operates a heavy medium Concentrator to upgrade low grade, unsaleable iron ore to produce saleable lump and fines products. Firstly, the attempts at delivering a blended feed in both chemical and physical characteristics are presented. Improvements in blending controls are shown to have given process performance improvements. Secondly, improvements to the feed preparation section are detailed. These alterations are providing a much cleaner feed to the subsequent processing stages.

In recently completed road tunnel projects in Queensland, such as the Airport Link and the Clem7 tunnels, there is a smoke duct running along the roof of the carriageways to extract smoke in case of fire. In New South Wales, no road tunnels have a smoke duct. In the Melbourne City Link tunnels, there is a small smoke duct running along the roof. All of the tunnels are safe as claimed by the designers and authorities. However, there is significant cost associated with providing a full size smoke duct compared with no smoke duct. This paper is going to present a comparison of the road tunnel safety with a smoke duct and those without one from a risk perspective. It further discusses the cost-effectiveness of such provisions and whether similar levels of safety could be achieved without a smoke duct.CITATION:Lau, R, 2014. The Circum-Pacific area is one of the most important gigantic skarn-metallogenic belts in the world. In more than 20 coastwise countries of this region, there exist thousands skarn deposits of different types. According to the differences of major metallic elements, the skarn deposits may be classified into seven subtypes, i.e. Fe, Cu, Pb-Zn, W, Sn, Mo and Au skarn deposits. In this paper, the distribution. and geological characteristics of above-mentioned types of skarn deposits are described briefly. Skarn deposits may also be classified on the basis of the dominant calc(magnesian)-silicate mineral assemblages into four types: magnesian, calcic, manganoan, and alkaline skarn types. Magnesian skarns may be associated with Fe, Cu, Au,, Sn, B, Be mineralization, calcic skarns with Fe, Cu, W, Mo, An, Be, Pb, Zn, Sn minerailization, while the alkaline skarns occur in U(Th, Nb) deposits. The skarn deposits of both East and West Pacific rims have many general characters, but have some diferences in geotectonic settings, intensities of mineralization, distribution, and metallogenic epoches. In this paper, the minerogenetic series and the mineralizing specialities of related magmatic rocks of the skarn deposits are also discussed.
