The Northern Cape Province of South Africa is host to the Kalahari Manganese Field (KMF). The northern portion of the KMF hosts high-grade manganese referred to as Wessels’ type ore and is mined mostly from underground operations. WorleyParsons TWP is currently involved with the development of a ventilation shaft for one of these mines. The main challenge is to develop through the unconsolidated Kalahari material and weathered portion of the Karoo formation. These formations are preserved very erratically over short distances. A lack of understanding of the unique challenges presented for developing shafts in this area has resulted in the failed development of a shaft on an adjacent property and over-expended budgets on others.The renowned red sand of the Kalahari forms the top several tens of metres and overlies a horizon of gravels and calcrete that pose seasonally variable water ingress problems. A very stiff red clay horizon is then intersected. The Red Clay is prone to swellling during excavation and has been the main stumbling block on previous constructions. The standard approach has been to develop non-stop through this layer. The red clay is underlain by another horizon of calcrete, gravel and conglomerate that marks the bottom of the formation. The top of the Dwyka Tillite (Karoo Formation) is usually highly weathered and has a distinctive yellow colour. The weathered tillite is highly susceptible to drying and becomes friable. At reef-intersection, the combination of subhorizontal bedding and joints with the dominant subvertical faulting results in potential wedge failures in the manganese and ironstone units.This paper describes the geotechnical issues identified during the planning of the ventilation shaft and the risks associated with development through the Kalahari and weathered Karoo Formations. Assessing the risks in a mining project is a key aspect of project evaluation. This is an exacting and demanding task because of the complexity due to the need to deal with uncertainty over long time periods. The way risks are assessed and managed is critical to the long-term success of the projects and the business. Discounted cash flow (DCF) analysis is commonly used for project and risk evaluation. A discount rate is selected that accounts for uncertainties in the cash flows. However, it is difficult to determine an appropriate discount rate due to the large number of factors that need to be considered and the complex relationships between risk sources. Using a proven framework, ævalue at riskÆ (VaR), this paper proposes to rigorously model and quantify ærisk at sourceÆ. The approach was first employed to assess financial market risks and is now widely used in the banking sector for risk assessment. In project evaluation, all risk sources are identified and estimated separately to ensure the overall project risk is quantified accurately. A bottom-up approach has been proposed. Estimates are first carried out for risk factors at the bottom of the project structure. The assessment is then applied at increasingly higher levels until the overall project risk is estimated. Value at risk is a versatile methodology and can be used in a local or integrated manner. The final value is objective and the calculation steps can be easily justified and followed. Four case studies have been included to illustrate how the proposed approach can assist management in decision-making.

A proprietary hydrometallurgical ammonium chloride process for the recovery of not only zinc, but also copper, lead and silver from sulphidic zinc-rich concentrates has been developed at bench scale by CENIM and INETI (ex-LNET) as part of a research project supported by the Commission of the European Community (DGXII). This paper deals with the innovative chemical aspects applied to this chloride process and also with the more relevant data relating to mass balance, heat balance and process economics. Under mild temperature and oxygen pressure leaching conditions it is possible to extract practically all the zinc together with the other metals of interest and to precipitate simultaneously the solubilised iron fraction as goethite. The pH is kept close to neutrality in spite of the ammonia released in the leaching of the non-ferrous sulphides. A buffer effect is observed mostly due to the formation of zinc ammines which are very soluble in this medium. The zinc is further extracted by D2EHPA, the acidity being neutralised by the ammonia. Most of the ammonium chloride is naturally regenerated in this step. The zinc is recovered as zinc cathodes in a conventional sulphate electrowinning circuit. All the main raw material consumptions excluding the concentrate, such as oxygen, lime and ammonium chloride are linked to the sulphate formation in the leaching step which must be kept as low as possible by decreasing the reaction time under neutral conditions. The process analysis is complemented by the economic evaluation of a reference case. Difficulties encountered in finding a more convenient method of assessing the economics of the process in the absence of a reference price for a complex sulphide concentrate are examined and discussed. The reason why this analysis was performed with a much more optimistic metal prices scenario is also highlighted. The process economics are primarily dependent on the zinc market quotations and of course on the concentrate cost. Around 70 per cent of the total revenue is due to zinc sales. Assuming an internal rate of return of 17 per cent, the price of the concentrate can be as high as 255 $US/t for a plant capacity of 320 000 t/y (90 000 t/y of zinc).

In 1939 at the annual meeting of the Australasian Association for the Advancement of Science, held at Canberra, a paper was contributed by E. de C: Clarke and H. A. Ellist in which a plea was made for more "facts" concerning metasomatism near ore-bodies in Western Australia. From time to time writers here, and in other parts of the world, have discussed the alterations in wall rocks of various reefs and lodes, but little has yet been attempted in the matter of accumulation of quantitative data, both chemical and mineralogical, and in the correlation and comparative study of this data. Such a detailed comparative study is needed to determine the economic value of a practical application of our accumulated knowledge of the phenomena of metasomatism.When in 1939 the opportunity offered for an examination of the core from 4 bores recently put down by the Big Bell Mines Ltd., to explore the ore-body of the Corinthian G.M. 10 miles N.W. of Southern Cross, Western Australia it was hoped that some small beginnings might be made of an accumulation of comparative and quantitative data regarding the metasomatism of the wall rock immediately adjacent to this ore-body.By the courtesy of the Big Bell Mines Ltd., the core from the 4 bores was delivered to Survey Headquarters, Perth;in the middle of June, 1939 and copies of assay plans of part of the underground workings at Corinthian, and of the results of assays of the bore cores, were also supplied by the management of the above company.It was not, however, until March, 1940, that it was 'found possible to investigate the core. At that time the writer's colleague, Mr. R. S. Matheson, conducted a: megascopic examination of all the bores and selected material from two of these for possible future chemical analyses. During 1999 there was a considerable turnaround in world prices for most minerals and energy commodities, except for the bulk commodities (coal and iron ore). The main reasons for this turnaround were: improved prospects in demand for most minerals and energy commodities in the Asian region following a return to both economic and industrial production growth in key economies in that region; continued moderate growth in demand in Europe and North America; substantial production cutbacks in a range of minerals and energy industries; effective reductions in the supply of oil by OPEC nations; and an announcement by European central banks that they would cap the amount of gold they sell and loan in the next five years. Most of these influences are expected to be sustained into the first years of the new millennium. In 2000, with exception of coal, average world prices of minerals and metals are forecast to rise significantly. Gross domestic product and industrial production is expected to grow in some European countries and most Asian countries in 2000 and, with moderate growth expected to be sustained in the United States, demand for minerals and energy is expected to increase. AustraliaÆs main bulk commodities, iron ore and coal, saw prices set for 1999 - 2000 at substantially lower levels in negotiations in early-1999. Double digit price cuts were locked in. However, similar falls appear to have been avoided for coal in Japanese Fiscal Year 2001, while increases of between four and six per cent were achieved for iron ore. Forecast modest recovery in economic growth in Japan and increasing demand elsewhere in Asia are expected to lead to tighter market conditions in 2000. Beyond 2000, world minerals and energy markets will be influenced by the expected robust global supply responses of minerals and energy companies, against a background of sustained economic growth and industrial production growth in major consuming countries. Over the medium-term, a return to declining real prices which have been evident for most commodities in the recent past, is expected as exploration, mining and processing technological change and associated productivity growth continues to reduce industry costs. While lower rates of exploration and mining investment in Australia between 1998 and 2000 will modestly constrain the rate of future industry expansion, Australia remains an important contributor to expected growth in global minerals supply over the medium-term. Australian mine production is forecast to grow between 1999 - 2000 and 2004 - 05, boosted by production from recently commissioned mines and minerals processing facilities and comissioning of other projects at advanced stages of planning.

Geological structure is one of the main controls on ground conditions within mining. It has a significant impact on the mining conditions and productivity of coal mines within the Sydney - Bowen Basin. The three main types of faults common to this region, normal, reverse and strike-slip systems, each present distinct challenges to mining. These systems effect a wide range of geotechnical and mining conditions within the mines. These include coal quality, strata stability, goat and caving behaviour, productivity and maintenance schedules of mining equipment, mine design and mine-site stress fields. A better understanding of the regional, local and mine-scale structural setting, timing relationships of structural events and the mechanisms of fault formation will greatly aid industry's push for greater productivity and competitiveness.

A novel system has been developed using computer imaging techniques to make on-line measurements of material on a moving conveyor. Meas- urements of the mass or volume of conveyor materials are important in large open pit mining operations such as those operated by the State Elec- tricity Commission of Victoria (SECV). Such on-line measurements can be used for monitoring and controlling the production and transport of coal or overburden, and to assist in maintaining production levels. This paper describes a conveyor burden volume measurement system which is currently under development at the Research and Development Department of the SECV and although targeted initially for use in the Commission's open cut mines, the system is suitable for use on any open conveyor system. A basic developmental system has been built to demon- strate the viability of the technique used and further work on the system is planned. The measurement technique and the major components which have been developed as part of the system are described, some comparisons are drawn with other existing measurement systems and potential errors and future development are discussed.

In a time of changing rainfall patterns and in the light of recent tailings dam failures, there is closer environmental scrutiny for proposed tailings dam construction or expansion. Therefore the elimination of the traditional tailings dam could provide both environmental and cost benefits to an operation. One method to dewater tails is using pressure filtration to achieve lower moistures than what is currently available using other dewatering technologies. Further benefits include a higher rate of filtrate recovery, reuse of waste material and the potential for dry stacking of the filtered tailings cake, thereby minimising both risk and cost. This paper chronicles the replacement of two existing belt filter presses with a single McLanahan recessed plate filter press to dewater a tailings stream at a Bacchus Marsh site. It covers the slurry testing, equipment selection, installation, commissioning and operation of the filter press to achieve the following objectives:• removing the current tailings dam and slimes cells from the existing process to minimise failure risk and reduce the cost of a dam upgrade, as well as operational and maintenance costs• free up the surface area which was previously occupied by tailings dams and slimes cells• recover additional water to be returned to the process• reduce flocculent usage• reduce truck movements and handling.The project’s owner also expects to reduce carbon emissions by over 3000 t over the lifetime of operation as well as substantially reducing operating expenditure. By recognising the carbon reduction benefits, the project owner was able to successfully achieve partial funding through the Voluntary Waste Industry Protocol.An unanticipated, but as yet unquantifiable, bonus for the project was to seek an offtake agreement for the tailings thereby allowing the tailings to be considered a valuable source of beneficiated clay suitable for the construction industry.CITATION:Godwin, P and Williams, R, 2017. Pasminco is actively addressing the optimal utilisation of the known orebody at the Broken Hill mine, in addition to actively exploring for economic mineralisation in the region. As part of the policy of better utilising the known mineralisation a major upgrade of geological systems at the mine was initiated. The software chosen for this change was Maptek's Vulcan, mainly because of the ease of use of this package. Rather than having numerous data sources in varying software packages the mine aimed to limit interfaces and packages. The decision to upgrade the mine's software was not taken lightly, especially in view of the inature stage of Broken Hill mining operations. However, the current mine life of Pasminco Broken Hill mine is I I years, which is longer than many new mines setting up in Australia today. Also, a more sophisticated system brings with it a better understanding of the economic mineralisation, possibly extending the mine life further. The process of moving the Broken Hill databases into Vulcan was a huge task which included, database transfer, digitising, wire framing, modelling and eventually ore resource calculation. To ensure the validity of the new ore resource accounting system, the existing system was run as a duplicate for the introductory year, providing a comparison and if necessary a safety net. The benefits of such a change, however, became apparent almost immediately. Area geologists realised the opportunity to revise geological interpretations in their areas of responsibility, enabling them to obtain a better understanding of orebody morphology. Three- diniensional analysis provides an excellent method by which review of ore targets both in the underground and mine lease exploration areas can he made. As each new find of mineralisation enters the system and hopefully extends the mine life, the opportunities for further mineral exploration in Broken Hill area by Pasminco are enhanced.

The decision to contract or owner mine should be independent of, and should be made before, definitive estimated cost comparisons could be available. There is substantial potential risk of estimated cost comparisons being flawed due to difficulties in compiling comparable estimates for differing business objectives, errors and omissions or because of significant bias. In the current economic environment, escalating cost pressures potentially lead to increased incidence of disputes in mining contracts. The apparent cost of contractorÆs profit and overheads has tended to become more significant to owners. Economy-driven trends towards higher levels of performance and commercial risk for contractors, and the potential for more adversarial, difficult management; with attendant disputation between contractors and owners, have encouraged development of so-called ærelationship contractsÆ û partnering or project alliance contracts. The paper discusses the issues, circumstances when owner mining or contract mining is favoured and perceived advantages and disadvantages of contract mining. The implications of owner-perceived core business and core skills and outsourcing are also discussed. Techniques of introducing objectivity into the decision to owner or contract mine using matrix analysis or benefit comparisons are described. A disciplined procurement process should deliver a decision to owner or contract mine independent of, and prior to, any definitive comparison of estimated costs. A generic procurement process model is provided as a basis for discussion. Risk is discussed generally and as a significant factor in comparison of estimated operating costs. Consideration of risk and any prudent cost treatment are promoted as necessary pre-requisites to any comparison of estimated costs. The paper develops the concept that the decision to owner or contract mine should be based on real benefits that become obvious in the early stages of the development, particularly the procurement process; and before definitive estimated cost comparison can be available. In the context of this concept estimated cost comparisons tend to be confirmatory. Problems with comparing estimated ownerÆs operating costs with tendered contract prices are also discussed, particularly recovery of capital cost of equipment; and the owner minerÆs trade-off of operating risks for the residual contractorÆs margin attributed to overheads and profit. The paper concludes that sole reliance on a comparison of estimated ownerÆs operating costs with tendered contract prices in deciding to owner or contract mine is questionable and likely driven by a need to satisfy specific in-house customers.

The mineral exploration and extraction industries have gained major cost and efficiency benefits from the use of computers. However these industries are now at a cross-roads with two seemingly disparate developments - that of an increasing number of complex geoscience databases and, at the same time, the merging of all known data for the particular regions at minimal cost. These two developments can be managed by the development and of an industry accepted geoscience data model and dictionary. This will provide a common basis of understanding for geoscience data through a common language and a common structure for geoscience information. Integration of specialist systems and databases can then proceed efficiently. The development of a data model is going ahead with consensus from the mining industry. This is a joint government and industry funded project and managed through the Australian Mineral Industries Research Association, AMIRA. AMIRA is a well known research broker to the Australian mining industry obtaining sponsorship for projects both from private and government groups. The AMIRA project, P431, called the Geoscience Data Model, is to be the Australian standard data model for geoscience disciplines. The requirement for a standard geoscience data model has been recognised in Australia for some time. In October 1991, the Australian Government Geoscience Database Policy Advisory Committee (GGDPAC) established a Geoscience Data Standards Working Group which drafted a comprehensive list of data categories of the geoscience area. An AMIRA project called AMDEX was established to develop a transfer standard for the mining industry data at about the same time as this committee was in operation. The first AMDEX sponsors meeting was held in May 1991. It was proposed to use the US Spatial Data Transfer Standard (SDTS) as the basis to transfer mining data in AMDEX. A limited data model of mining data to be transferred was developed for the AMDEX standard under SDTS. The Australian Geological Survey Organisation (AGSO) saw the need to extend this and develop a complete data model for the geosciences and proposed this as a new project to AMIRA. This was strongly supported by GGDPAC which lead to sponsorship of the project from most state geological surveys. The Geoscience Data Model can be broken down into separate data models for a number of geoscience themes and sponsorship obtained so far will enable models to be developed for a comprehensive set of themes selected by the project sponsors. Further sponsorship is required to enable a more complete coverage of the geoscience area to be developed. Sponsorship for the Geoscience Data Model has been strong from the geological surveys and there was some effort by GGDPAC to promote the project in these organisations. An Australian geoscience data model is of immediate use to the geological surveys in assisting the standardising of huge quantities of geoscience data held by government agencies and it is preferable that this be an Australia-wide standard.

The authors have succeeded in providing additional rigour and clarity to the formulation and execution of the dynamic programming algorithm for optimum open pit limit determination. The inclusion of the blocks on the J + 1 column in the search for Pmax, and constraining this search with blocks assigned a value of negative infinity, ensures an optimal solution within the defmed blocks. The effect of the negative infmity blocks is to preclude mining along the diagonal blocks from the first row that they occur in. Figure 1 graphically illustrates the effects of this on the calculation of P. A practical application for constraining mining with negative infmity blocks is the case where the pit outline is defined by lease boundaries and not by the value of blocks to be removed. Any legal, social or physical constraint could be accounted for in the same way.The danger in applying this technique is that the negative infinity blocks will override any other more profitable solutions that may exist. This is in fact what has happened in the example that the authors use. If a further column is added to the left hand side (column -1) and the calculation is carried out again, a more optimal x-section can be found. (If the negative infinity values are removed the same result is obtained.) This gives a pit value of 112 as against the 108 of the authors' optimal pit. This calculation is shown in Figure 2. Lerchs-Grossman optimization is reliable only if there are sufficient columns available to allow "mining" to optimum depth of the ore body and still allow the pit to break out at the surface within the confines of the columns.This author's approach is to create enough columns each side of the lateral limits of the ore to allow the pit to intersect the surface while still within the confines of the block model. Implementing the methods discussed by the authors helps to reduce the number of columns required to achieve this.

Contaminated sediments are a multinational problem. A crucial factor in solving an environmental problem is knowledge of, not only the amounts of polluted soil, the contaminants involved and their concentration, but also the historical background of the problem. Processing polluted soil is a tailor made activity based on rational decisions resulting from a detailed treatability study. Lack of information about characteristic properties of a specific sludge/pollution combination is the main obstacle in the route from first ascertaining that a particular harbour subsoil is polluted, to final identification of the full scale treatment plant. In the first instance, information must be generated regarding the distribution of pollutants in relation to the distribution of the original geophysical components. Based on this information rational decisions can be made on separation at a particular cutpoint and what sequential techniques should be involved for a certain fraction. For this purpose a `fingerprint method' is presented especially developed for investigation of polluted soil and sediments. The heart of the fingerprint method is a series of sequential hydrocyclone separations, by which a series of products is generated. The objective of the fingerprint method is to select an optimised treatment procedure in which the pollutants are concentrated in as small a volume of material as possible, leaving the bulk of the material clean. The pollutants can then readily be destroyed or isolated from the environment. The philosophy and advantages of the fingerprint method are demonstrated for a harbour sludge containing heavy metals as main pollutants. Hydrocyclone separation combined with flotation of both the coarse and fine fraction resulted in reusable and dischargeable products. Flotation of the fraction of fines was carried out by means of an experimental flotation cyclone enabling the selective recovery of mineral particles with diameters less than 10 microns. The overall conclusion is that design and engineering of treatment flow schemes for polluted dredged materials is a tailor made activity based on rational decisions resulting from the fingerprint information.

The basic model for the evaluation of any coal-bearing property is the cash flow projection, the major components of which are operating costs, capital charges, taxation and revenue. A range of cash flow projections can be produced by varying the assumptions which underlie the operating costs, by assuming various forms of capital funding, by making assumptions as to future taxation and by speculating upon the present and future market value of the product. As for any model, the informational inputs and assumptions are vital because, no matter how sophisticated the processing, the informational inputs and assumptions cannot be improved by it. That is to say, the validity of the output (the total evaluation itself) cannot be of greater certainty or significance than that of the inputs. The total evaluation can of course be expressed in a number of ways such as the Discounted Cash Flow (D.C.F.) Rate of Return, the Net Present Value or, the Payback Period. The foregoing statement may seem trite. However, it is necessary to be clear about it so as to avoid unnecessary complication and a preoccupation with techniques as opposed to the informational inputs and assumptions. So far as techniques are concerned, much has been written and said about them during the last decade. Most of us have heard, if not always understood, something about probabilistic models, Monte Carlo simulation, sensitivity and risk analysis to say nothing of inflationary costing and the relative merits of developing cash flows in terms of current or constant money. Those techniques have their value, particularly if they can serve to illuminate conclusions which could not be reached on a simple and even perhaps on an intuitive basis. I am, however, reminded of one major coal mining project in which 20 or more major variables were identified, many cash flow projections were run on the computer and a detailed sensitivity analysis was carried out. The major conclusion reached was that the D.C.F. Rate of Return was predominantly sensitive to variations in selling price and operating cost. Of course, the funding and fiscal elements of a cash flow projection have to be dealt with as rigorously as possible. However, in the development of any coal property, capital requirements and taxation are, in part at any rate, dependent upon the assumed operational parameters. If the latter are misjudged, the whole evaluation process is deeply affected. The same is true of revenue, in the sense that, the positive cash flow is a function of output as well as selling price and again, misjudgements about achievable and maintainable levels of production also deeply affect the final evaluation. I shall try to underline the fundamental influence of the technological factors upon lead times, capital costs, operating costs, taxation, funding and the achievable and maintainable levels of production. In turn, these affect the whole question of coal property evaluation and indeed, the likely success or failure of any coal mining venture. I make no apology therefore that this paper does not set out to discuss the more esoteric aspects of the evaluation process but rather, directs attention towards some of the informational inputs and assumptions which merit clarification and discussion.

Acid rock drainage (ARD) can have detrimental effects on mining infrastructure, water reuse options and environmental discharge. As a result, some form of short- or long-term treatment is required at many mine sites. Successful treatment depends on a number of factors including the selection of an appropriate treatment technology and its correct implementation. A variety of passive and active technologies are available for dealing with ARD. Passive treatment solutions do not require continuous chemical inputs but take advantage of naturally occurring chemical and biological processes. They are often low cost, site specific approaches and are predominantly used in post-closure situations. Passive systems are well suited to drainage with low acid loads and low soluble aluminium concentrations, and are more effective with highly reduced (ie low oxygen) water. While they are often regarded as permanent fixes, most require some form of ongoing maintenance and all have an engineered life expectancy (ie finite carbonate and organic matter budgets). Passive treatments include, oxic limestone drains, anoxic limestone drains, limestone diversion wells, various reducing and alkalinity producing systems, pyrolusite limestone beds, aerobic and anaerobic wetlands, permeable reactive barriers (organic ¦ carbonate and zero valent iron), slag leach beds, and gas redox and displacement systems (GaRDS). Active treatment solutions require a continuous or semi-continuous activity (eg reagent dosing) to correct water quality issues. They can be engineered to treat virtually any type of drainage or site specific ARD issue, and have no set acid load or redox limitations. Tasks handled by active treatment systems are almost invariably larger and more costly than for passive systems. Active treatment approaches include; pH control, adsorption/absorption, ion-exchange, electrochemical concentration, biological mediation/redox control, flocculation/filtration and crystallisation. A range of generally available and proprietary technologies has been developed around these approaches. Active treatment involving pH correction with alkaline amendments is the most common and cost-effective form of ARD treatment. A variety of fixed plant and portable treatment systems are available. Calcium-based reagents, including quicklime (CaO), hydrated lime (Ca(OH)2) and limestone (CaCO3) remain the reagents of choice for the majority of active ARD treatment worldwide. This is principally due to their widespread availability, non-proprietary nature, and variety of proven dispensing technologies and cost-effectiveness. Limestone, in particular, is a very low cost reagent. However, due to æefficiency of useÆ problems with limestone in passive treatment systems, combined with its very low cost, there has been a recent emphasis on developing active treatment systems that use limestone efficiently. As the requirement for treatment increases, there is a growing emphasis on treatment sludge management and sludge stability. The final choice of a suitable treatment technology is dependent upon water chemistry (eg pH, type of metal contamination, acidity), flow rates, acid load, local natural resources (neutralising materials, topography), climate, site logistics, environmental risk and economics. The benefits and limitations of both passive and active treatment technologies are summarised.

Teller Underground Mine was established to extract ore from the Middle Vale Reef located on the eastern flank of Telfer Main Dome.The mine is located below a 150 m deep open pit operation. The ore body is shallow dipping highly structured, and is a main aquifer in quite difficult ground conditions.In respect of these conditions it was determined to access the orebody using an adaptation of coal mining and hard rock mining methods, with support being achieved using a combination of island pillars, rock bolts and timber stalls.The paper will describe these methods in more detail, then discuss the successes and failures of these methods when put into practice. As well, it will detail several factors whose influences were found to be greater than previously expected and stress the importance of good geotechnical advice.

You wouldnÆt start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players canÆt produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International PowerÆs Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power HazelwoodÆs (IPRH) experience are: that the clear set of project principles and guiding values ensured delivery of a robust plan; a robust plan can withstand significant change; and value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.

The perception of the mining industry in the Australian community has changed considerably over the last four decades. This has been partly brought about by changing values and expectations of the Australian community as well as by global factors. The legal environment for the Australian mining industry has undergone significant changes. Among them, the High Court's Mabo decision which confirmed native title rights as part of the common law and environmental legal developments are dealt with particularly. It is suggested that the Australian legal environment is not necessarily the prime cause for Australian mining companies taking their investment off shore. This is a summary on how native title impacts on land tenements and some of the major issues that emerged since the `Mabo decision' and the Native Title Act 1993 are discussed. Environmental legal developments have resulted in liability facing directors and senior management in compliance matters .and in operating mining and other businesses because of changes in community expectations. In the next decade it is suggested there will be many drivers for more changes in the legal environment. Some of these are touched on including the changing roles of the Commonwealth and State Governments, the High Court as -law-makers and the changing relationships with indigenous people in Australia and in overseas countries. The changing legal environment for mining demands a national approach in many areas on the proposition that resource based industries are part of a national industry. The uniform law approach among the States has been taking place but this needs to further. An appropriate task force should be forward to review the entire legal structure and regulations affecting mining on a national rather than a State basis . The mining industry will need to work with expectations of a changing community which have powerful, but sometimes contradictory, interest groups.

In North Vietnam, large ductile shear zones are observed along the Red river fault and the Dienbien fault. Left-lateral sense of the Red river shear zone is related to the direction of shortening E-W. NE dipping foliation planes is subvertical. Stretching lineation is subhorizontal ( 25¦). Left-lateral slip observed in the Oligocene Yansun granites demonstrates the major tectonic phase in Neogene, The stress field established from microfaults observed in triassic limestones, Oligocene granites and Neogene Conglomerates. Measurements of striations on fault mirors are used for calculating the stress tensor and for separating tectonic phases. Two tectonic phases in tertiary are separated : first tectonic phase related to the compressive direction E-W corresponds to the major tectonic phase represented by NW left-lateral shear zone. Second phase having the compressive direction N-S associated with the right-lateral movement of the Red-river fault zone opening of the Eastern sea and the Red-river and the Red-river delta is associated with the left-lateral movement along the Red-river.
