Over the last decade mineral exploration in New South Wales has increased markedly. This is due to various factors including the influx of overseas companies an. capital, increase and stabilization of metal prices and improvements in exploration techniques. The initiation of full-scale petroleum exploration and recent discoveries of large mineral deposits in the west, north-west and north of Australia has increased overseas capital, and brought scientists and technicians into the country. Naturally there has been an overflow into New South Wales, which is less attractive as an area for new and large-scale discoveries. In some fields, rise in metal prices and price stabilization has largely contributed to the intensif- ication of exploration. Increased tin production in New South Wales since 1963 is a direct result of price rise and stabilization, and rise in the price of silver has revived an interest in silver prospecting in recent Years,

This paper describes an investigation of the sampling problems which contributed to erroneous Concentrator production forecasts at the mining operation of Bougainville Copper Ltd (BCL) in the North Solomons province of Papua/New Guinea.Reference figures provided by independently verified commercial shipment data demonstrated the existence of a bias in the calculated Concentrator production; the challenge was to identify systematic errors in each of the contributory measurements (feed tonnage and feed, tailings and concentrate grades).The uncertainty surrounding specific sampling and measurement errors precluded optimum metallurgical control and performance of the milling circuit, encouraged disputes about the difference between Mine versus Concentrator production estimates, and cast some doubt on efforts to follow political guidelines concerning a maximum feed tonnage or recovery oriented mill operating concept.An evaluation of routine results as well as specifically targeted test work identified the sampling errors associated with measured individual parameters.The emphasis in this report is on the procedure for quantitative error assessments.The measured performance of a mineral dressing plant is subject to a systematic error balance which can be derived from the more familiar weight and metal balances such as the two- or three-product formula.The resulting equations are generally valid, and they are applied to the measurements obtained at BCL's Concentrator to illustrate the method.

A technology involving separate unit processes for the generation and use of ferric ions for the oxidation of sulphidic minerals has been developed. The technology utilises a stand-alone automated bioreactor for ferric-ion generation (termed SAAB-FIG) and produces a low pH, ferric ion-rich leach liquor with a high oxidation potential. This leach liquor is then employed, in a separate unit process, to oxidise sulphidic minerals and regenerate ferrous iron that may subsequently be recycled to the bioreactor for the continual generation of ferric ions. The technique was successfully applied for the recovery of copper from chalcocite (Cu2S) and chalcopyrite (CuFeS2), as well as other ores and concentrates containing copper sulphide minerals. Coarse ore, ground ore and concentrates were treated with acidic solutions containing 8 to 12 (g/L) Fe(III) ions at a variety of temperatures. This process yielded over 50 per cent of the contained copper from both chalcopyrite and chalcocite samples. Maximum reaction rates and copper recoveries were found to be highly dependent upon temperature and pH and leach liquors containing bacterial cells displayed little difference in their leaching efficiency when compared to cell-free leach liquors.

Iron ore reduction and iron cementation by CH4-H2-Ar gas was investigated in a laboratory isothermal fixed bed reactor. Iron ore was first reduced to metallic iron by hydrogen, then carburised to cementite by methane. Increasing temperature and hydrogen content accelerated the reduction process. Methane had almost no effect on the reduction process. Meanwhile, higher temperatures increased the rate of cementation and also the rate of free carbon deposition. The optimal temperature for cementite formation was found to be 750¦C. At this temperature, reduction of iron ore to cementite by gas containing 55 vol per cent hydrogen, 35 vol per cent methane and 10 vol per cent argon was completed in about 15 minutes. Addition of sulphur into the reducing/carburising gas strongly retarded the process of cementite formation and free carbon deposition. Cementite is an unstable phase which decomposes to iron and carbon. The rate of cementite decomposition increased with temperature up to 600¦C and above 750¦C . In the temperature range from 600¦C to 750¦C the rate of cementite decomposition decreased with temperature. Cementite was the most stable at 750¦C and least stable at 600¦C. The two-interface grain model was used to describe the process of iron ore reduction and the volume reaction model was employed to model the iron cementation process. The simulated results for both reduction and cementation are consistent with the experimental data.

The applicability of Bieniawski and Hoek-Brown empirical strength criteria has been assessed for different groups of coal and various types of intact rocks by using a vast number of published triaxial test data from various places. Analysis of individual data sets revealed that the traditional forms of the criteria do not have a perfect agreement with the data. A strong negative correlation has been observed between B in Bieniawski's criterion and m in Hoek and Brown's criterion with uniaxial compressive strength of materials. Both criteria have been modified and empirical relationships have been introduced for coal as follows:m = 62.903 - 34.213 (log pc) 0.9772B = 10.152 - 4.709 (log pc )0.8889Similar relationships have been developed for different rock types as well.A comparison between the applicability of each of the above approaches with the conventional criteria reveals a very significant advantage for new approaches and a supremacy for the Bieniawski criterion in all cases particularly in the case of coal.The modified Bieniawski criterion fits coal as well as different types of rocks with excellent accuracy.The modified Hoek-Brown criterion gives a good result for rocks but does not fit coal data quite well. In other words, Hoek-Brown criterion is not an suitable one for coal.

Over the last year at Clarabelle Mill, three circuit reconfigurations were implemented. One circuit reconfiguration, æA CleaningÆ, was initiated due to a furnace failure at the smelter complex, and two of the circuit reconfigurations, æincreased copper (Cu) separationÆ and the æInterim IsaMillÖ circuitÆ, were seen as opportunities to increase cash flow through the mill. A Cleaning and the Interim IsaMillÖ circuit took advantage of engineering design already completed for a major capital project. The engineering for each was modified, as needed, and construction of the required portions of the capital project was fast tracked. The increased Cu separation circuit change used existing test and plant equipment to increase the plant Cu concentrate production. Implementation of the projects required teams that included operations, maintenance, technical support, project management and capital project resources. This paper discusses the business reasons driving the changes and the forethought or synergies with other work, which made them a success, and what was learned through each project. A continuing demand for exploration geologists, at a level well below that during the mineral "boom" of 1967-1971, will be highly selective. The exploration geologist must be more than the traditional geologist whose primary function has been detailed description of rocks and their recording on a geological map. He must be capable of 1. reconnaissance recognition of favour= able environments for ore mineral concentrations, 2. application and interpretation of techniques of search and evaluation, and 3. evaluation of economic, technological and political interactions that combine to make an ore deposit. Universities have an obligation to their students to provide them with a saleable skill, to educate them so that they can cope profess- ionally and socially, and to provide a mechan- ism by which education can be a continuing process. Humanistic and social studies, develop ment of communication skills, understanding of economic and management principles, ability to assess rock properties that influence extract- ion and beneficiation, and a knowledge of technological developments and limitations are necessary parts of the exploration geologist's

Kinetics of bubble-particle interaction, surface hydrophobicity and interfacial phenomena in sulfide mineral flotation are discussed in this paper. Results of the measurements of a bubble and mineral induction time (IT) and detachment force (DF), vacuum of bubble evolution (VE) and mineral floatability are discussed for pyrite, galena, chalcocite and chalcopyrite. Natural wetting and wetting induced by xanthates with different lengths of alkyl chains are examined. Experiments show the existence of several maxima of hydrophobicity on dependences of pH and electrochemical potential. These maxima are attributed as the reflection of mineral surface heterogeneity due to xanthate adsorption and the presence of cationic and anionic centres with uncompensated positive and negative charges. These charges can be neutralised by both regulation pH and applied potential. The aim of this paper is to evaluate a thickness of the rupturing film and to estimate how long the bubble-mineral interactions are according to the experimental values of IT, in order to develop a procedure for comparing of the results of DF and atomic force measurements in the same dimensionality, and to compare the results of the experimental studies on the wettability of sulfides with those predicted by the models of physics of capillarity.

Copper minerals are often associated with gold ores. These create processing problems since cyanide solutions are not selective for gold alone. Copper minerals are also leached by cyanide, and typically each one per cent of `reactive' copper in the ore consumes about 30 kg t 1 cyanide. Once in solution, copper cyanide species create further processing problems as they adsorb onto carbon along with the dicyanoaurate ion. These problems make conventional cyanidation of gold ore uneconomic if the ore contains too much copper. As a result, methods of economically processing gold-copper ores are becoming of increasing importance.One of the more promising methods of treating these ores is by selective leaching of the gold by an ammoniacal cyanide solution, a method first described by Hunt in 1901. This method is already in commercial use in Mauritania, treating copper/gold tailings. In general terms, the addition of I - 2 g U1 ammonia to a standard cyanide leach solution causes a significant increase in gold extraction and decrease in copper extraction. However, early testwork on this system has concluded that the optimal leach conditions are critically dependent on ore composition, and the mechanism is not well understood, making predictions of best conditions impossible.

Access to secure and reliable water resources is fundamental to the minerals industry. In recognition of that requirement, and cognisant of extensive contemporary public water debate and reform initiatives in Australia, the Minerals Council of Australia (MCA) approached the Ministerial Council on Mineral and Petroleum Resources (MCMPR) proposing the establishment of a Joint Working Group to prepare a framework of strategic principles to ensure responsible water management at a site and corporate level, manage risks and identify opportunities. The Framework provides high-level guidance on issues that should be addressed in water decision making across Australia in relation to mining and associated processing operations. It identifies principles and objectives for adoption in four areas, viz: valuing water, strategic water planning, implementation, and engaging stakeholders. Given the high level nature of the Framework, and its national application, it does not seek to replicate detailed guidelines already widely available in each state and territory on operational water management practices and associated regulatory issues at mine sites. The Framework includes a series of case studies from across Australia that demonstrate where strategic thinking, wise water management and close consultation with stakeholders has delivered better water use, more profitable operations and excellent community/stakeholder relationships. The Framework was formally launched on behalf of MCMPR by the Western Australian Minister for Resources at the MCAÆs Sustainable Development Conference in Perth in October 2006. Coal water mixture (CWM) is a mix of finely ground coal with water and a small amount of chemicals. It is a new way of transporting and handling coal. CWM can be transported, stored and burned like fuel oil in steam generating boilers. It also has some environmental advantages over both oil and bulk coal. A group comprising Ube Industries Limited, Nissho Iwai Corporation (both from Japan) and Coal & Allied Industries Limited has been working in Japan and Australia since 1987 on a joint feasibility study into the production, transport and marketing of CWM from Australia to Japan. The group has been studying the development of a large-scale CWM plant on Kooragang Island at the mouth of the Hunter River at Newcastle, NSW. The project concepts and engineering plans for the CWM plant are well advanced and other studies related to the project are continuing.

The latent conditions clause in various general conditions of contract have traditionally proved to be a source of significant disputes in tunnelling contracts, even when extensive geotechnical investigations have been carried out at the tunnel site and a report of these investigations provided with the tender documents, informing the contractor of the nature and extent of subsurface conditions likely to be met with during execution of the works. This paper discusses the contractual aspects of the new latent conditions clause in the recent Australian Standard AS 2124-1986, General Conditions of Contract, in relation to tunnelling contracts. A comparison of this new clause is made with other latent conditions clauses in general conditions of contract in use in Australia and other commonwealth countries. It is seen that the new latent conditions clause in the recent Australian Standard 2124-1986 has, by providing for a reasonable apportionment of risks, attempted to minimize contractual disputes relating to latent conditions in tunnelling contracts and to provide a satisfactory basis for quick and efficient settlement of such disputes should they arise during execution of these contracts.

The investigation of Noapara glass sand deposit in Sylhet district of Bangladesh is performed to beneficiate the sand for the manufacture of colourless glass. For the ease and efficient removal of the colour bearing impurities, the physical and mineralogical investigations of the sand deposits is carried out first. The sand is then treated with the standard beneficiation procedures to reduce the impurity level to an acceptable level. It is found that the Noapara glass sands are of medium grained and moderately sorted. They contain 0.15 - 0.30 per cent Fe2O3 and 0.001 -0.008 per cent Cr2O3 as major colour bearing impurities. The heavy mineral fractions containing most of the impurities can be grouped into five types of associations:stable or ubiquitous minerals (tourmaline, zircon, rutile); metamorphic species (staurolite, kyanite); amphibole minerals (hornblende, tremolite); the micas (muscovite, biotite); and discrete minerals (magnetite, ilmenite, etc). It is also seen that, the use of mechanical separation process in combination with water washing, attrition, and magnetic separation can remove a maximum of only 70 per cent of total Fe2O3 present in the deposits. This is insufficient to produce the specified grade of sand to manufacture colourless glass. Among the various chemical treatment processes used, sodium dithionite method is found to be the most effective, although the discrete minerals are not removed. Using the specific reagent group during froth flotation, the iron and chromium contents are reduced to 0.03 and 0.001 per cent respectively which are very near to the specified colourless glass composition.

In New Zealand, platinum group metals (PGM) occur in three main geological environments of economic interest: layered mafic igneous complexes, the Dun Mountain Ophiolite Belt, and in association with placer gold deposits. Most of the layered mafic complexes with PGM potential occur in the Median Batholith. These include the Longwood (Permian), Bluff (Permian), Riwaka (Devonian) and Rotoroa (Jurassic) igneous complexes. Exploration of the Longwood Complex discovered PGM associated with gabbroic rocks. Best assays to date include a 1 m drill intersection of 1 g/t Pt + Pd and float rock with 3.0 ppm Pt and 3.3 ppm Pd. The Greenhills complex at Bluff consists of basal dunite overlain by wehrlite and gabbro. PGM occur with chrome spinel in the basal dunite and Pt geochemical anomalies have been identified associated with the wehrlite-gabbro contact zone. The Greenhills complex has some similarities to Alaskan-Ural type complexes.Reconnaissance exploration in the Dun Mountain Ophiolite Belt has identified PGM geochemical anomalies, but no follow-up work has been carried out. During the late 1800s and early 1900s, PGM were recovered as a byproduct of placer gold mining in Southland. Placer gold prospects with PGM potential include the Waiau River, deposits flanking the Longwood Complex and some Southland beaches.

Downstream value-adding is a strategic issue for a country like Australia, which has a resources-driven sector of a scale that has significant impact on the national economy. The question of why producers are not doing more to ævalue-addÆ is often asked. In Australia this debate takes place within the context of: an era of unprecedented growth in demand for resources driven by the rapid urbanisation of China, India and others;impending legislation and uncertainty around carbon pricing;rapidly rising energy costs;significant supply-side shortages including infrastructure, skills and manufacturing capacity; andsignificant industry consolidation of primary resource producers with commensurate improvements in market power.There are several examples of resource-based industries which have developed their business along the complete value-chain; for example large oil and gas producers successfully span upstream and downstream operations including refining and petro-chemicals as well as retail distribution of fuel and other products. Relevant frameworks that provide insight and understanding into the strategic issues around value-adding are reviewed and examples of the application of these frameworks to companies and industries which have successfully adopted a strategy of integrating along the value-chain, as well as those players who have focused on parts of the value-chain are presented. The issues around value-adding in Australia are then reviewed with reference to these frameworks and it is concluded that the issue is a conflict between the objective companies who wish to maximise financial value versus the desire of governments to increase economic benefits. An approach to aligning these objectives is proposed.

The mining and exploration industry is governed both directly and indirectly by a complex and constantly changing regulatory and legal system, yet few technical professionals realise the extent to.which they are affected and that they are personally liable for any breaches. These breaches may result in criminal or civil prosecution that could involve significant financial penalties (to the extent that all personal assets are at risk) and even imprisonment. Generally, a professional at risk should be able to mount a due diligence defence in order to avoid or mitigate these consequences. Mineral property and company owners, directors, managers and employees are at risk, as are consultants, contractors and suppliers of equipment or consumables. Whilst all are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control, the focus here will be on the exposure of the consultant. Consultants are usually driven by an internal desire to perform to a high standard because of personal pride in their work and concern for their professional reputation. However, there are an increasing number of external requirements for them to be able to demonstrate, if necessary, that their actions were based upon reasonable grounds and that their work conformed to current best practice standards. If they cannot do so, they may face potential personal Liability.

The Ausmelt Catalytic Waste Converter (CWC) has been developed for use in the treatment of industrial wastes and for the recycling of secondary materials. Ausmelt Technology uses a top submerged lance system within a versatile and efficient slag bath reactor. High temperature pyrometallurgical reactions are carefully controlled within an oxidised molten siliceous slag such that metals can be extracted from waste feedstock for recycling, with non-volatile elements reporting to the slag, usually as oxides. Modification of the slag chemistry results in a final slag product that is stable, vitrified and is able to pass standard leach tests such that it is safe to discard or be used in civil engineering applications. Toxic components in the wastes such as organohalides can be completely destroyed and are prevented from reforming. Waste to energy conversion is practiced by the addition of a heat exchanger/steam generator in the converter offgas system. The Ausmelt CWC has been used for recovering zinc from residues and slags, treating spent potliner (SPL) from the aluminium industry and a wide range of electronic and other potentially valuable waste materials. Methods of monitoring the exhaust gases at different stages in the CWC gas handling system are discussed. The assay of these gases prior to emission is used to assist in the control of the converter chemistry to ensure the complete oxidative breakdown of the feedstock.

Excavation engineering involves complex processes for primary and secondary extraction of materials. The shovel excavators bear varying mechanical energy input and stress loading across the working bench during excavation. These varying mechanical energy input and stress loading effects cause significant wear and tear and fatigue failure in equipment components. These effects further result in unplanned downtimes, reduced efficiency and high production costs. In addition, the mechanical and electrical control systems must be operated in efficient profiles to generate maximum outputs and efficiency from these excavators. Efficient technologies are therefore required to solve these problems in order to reduce production costs and increase efficiency. In this paper, the authors develop a rigorous simulator for a hydraulic shovel in a surface mining environment. The finite element model is used to capture the stress profile within the shovel components during excavation, such as, the bucket, stick and boom assemblies. The profiles are classified into normal, critical and extreme ranges, with appropriate corrective measures to avoid extreme loading conditions. The loading capability of shovel excavators can be examined by assessing its structural strength against all possible maximum loads working on the equipment. The dynamic model is used to define efficient profiles of the critical structural components of hydraulic shovels during digging operation. This assessment is used to locate the maximum possible loads and the critical sections of the structures. The method presented in this paper forms the basis for developing comprehensive simulator models for efficient shovel operations in constrained mining environments.

This is a question that will be asked many times and by many individuals during the various evaluation stages of any new project. However, the question itself will often have different connotations to the different groups invariably involved in such an exercise. As examples, consider just three of the several different groups involved in the development of a new mining project - Financiers, Consulting Engineers and the Sponsors of the project (potential borrowers). To the Financiers, a 'bankable project' will be one against which they will be prepared to lend funds (but not necessarily all of the funds requested by the Sponsors). This usually means that in the first instance the technical information presented to the bank has satisfactorily covered all of the requisite areas to the levels of accuracy required. More importantly, the financial evaluation of the projected economic performance of the mine, as a whole, is considered sound and a set of arrangements under which the bank is prepared to advance loan funds have been structured which fully satisfy the bank's credit criteria. To Consulting Engineers preparing a feasibility study (or a part thereof), on behalf of the project Sponsors, the term 'bankable' invariably only refers to the technical completeness and the level of detail contained in the report which they are preparing. Their scope of work will not necessarily have been broad enough to fully satisfy a bank's requirements. It is unusual to see any specific references to overall project viability or profitability in Consulting Engineers' feasibility reports, other than those which are automatically associated with the use of the term 'ore'.

The mineral sands deposit of Australia pose a number of unique, and quite unusual problems for the explorationist. Most concentrations of heavy minerals have been found in the unconsolidated sediments of the east and west coasts. Mineral sands mines open larger areas per tonne of concentrate than most other mines. This is because of the shallow depth of the sands containing the heavy mineral concentrations. Obtaining tenure can, by mining industry norms, be a massive operation due to the large areas to be examined and, particularly on the east coast, the large number of land holders encountered. A commercial development can still emanate from anything ranging from a small high grade body to a massive low grade deposit, the prices currently being obtained for rutile, zircon, ilmenite and monazite, although still modest when the remarkable properties and applications of these minerals are considered, is nevertheless attractive when compared to the prices being obtained for the base metals with the exception of gold. The current interest in the location and definition of new reserves of heavy minerals reflects this relative price attractiveness. The discovery of heavy mineral concentrates does not necessarily ensure the early establishment of a mine. Because of the cyclical nature of market prices, the average returns likely over the life of the mine permit the employment of only relatively simple, low cost, mining, concentration, and separation processes. If difficult mining conditions are encountered or the removal of small contaminants by complex metallurgical processes are required, then higher market prices must be obtained. Until the market is prepared to pay more for the commodities so produced, the resource will not be economic and lower cost reserves will be mined in preference. The Australian mineral sands industry has seen many closed mines because of past failures to properly assess the data base collected during the exploration and development phases of the failed projects.
