In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

The Golden Cross low sulfidation epithermal deposit occurs in pervasively altered andesite of the Waipupu Formation and in the Waiharakeke Dacite. The unaltered, post-mineral Whakamoehau Andesite overlies these units. The Empire zone of the Golden Cross deposit contains a stockwork which is currently mined by open pit methods, and a series of veins that are mined underground. Alteration envelops both the underground and open pit mineralisation. The core of the alteration zone contains silicification, as quartz veins, and adularia. Shallow portions of the system contain illite-smectite and a thermally unstable chlorite, tentatively identified as corrensite, which pass downward into illite and chlorite, respectively. Replacement calcite occurs widely throughout the altered zone; pyrite is nearly ubiquitous. This alteration assemblage indicates formation from near-neutral alkali chloride waters. A late, post-mineralisation alteration assemblage of calcite, smectite, illitesmectite, kaolinite and siderite presumably formed from weakly acidic, steam-heated CO2-rich waters.   We have identified eight stages of vein formation: (1) sulfide veins, (2) black veins, (3) massive veins, (4) banded veins, (5) thin white veins, (6) crumbly veins, (7) massive/platy calcite veins, and (8) flattened rhomb calcite veins. Gold mineralisation occurred relatively early in the lifetime of the system, dominantly during 2 through 4. The late calcite veins (7 and 8) and early sulfide veins (1) are barren.

The majority of SAG and ball mill design methodologies are applied using a single design value for mill selection, such as the 80th percentile ball mill work index or SMC value. Inherent in the selection of this design value is a desire for the mill to accommodate unfavourable, but not absolute worst case, feed conditions. It has been observed in numerous “post-mortems” of unsuccessful designs and also in many optimisation studies, that the selection of the design value has been poor. Statistical analysis of testwork data sets shows that inherent variability in the data can, by itself, lead to design errors. Metallurgical testing is an attempt to measure the characteristics of millions of tonnes of ore using only a few kilograms of sample. In this paper some realistic but synthetic test work data sets are used to explore old and new methods of defining the design envelope and subsequently selecting a reliable point. The aim of the paper is to provide practitioners with tools that reveal the adequacy (or otherwise) of metallurgical test programs intended to support various levels of project design. It also provide guidance as to how it is possible to statistically justify a comparatively high design point in the absence of adequate test data.CITATION:David, D, 2015. The successful development of industrial minerals projects requires an integrated, holistic understanding of the metallurgical and product performance test work in the context of the geological setting of the deposit and applied to mining, processing and marketing of saleable products. The product specifications provide the essential starting point for geometallurgical studies. A sound understanding of the desired product is needed to design and interpret a program of test work. Examples are provided from recent studies on bentonite and graphite deposits.For bentonite projects, the naïve testing of only the cation exchange capacity (CEC) as a measure of purity can lead to unexpected outcomes when the deposit is mined. The CEC attribute may remain the same, while other important properties such as pH and swelling index change markedly with depth, due to weathering and oxidation, leading to disappointing production outcomes.For graphite projects it is not enough to report only total graphitic carbon content (TGC). Knowledge is required of the in situ flake size and textures in addition to purity and flake size distribution of extracted graphite, which may all vary from one domain to another across the deposit. Such geometallurgical attributes of the ore will impact on the ‘basket price’ used to estimate the value of marketable parcels of expected product.Disclosure of such information must be considered part of fully informing the market. As with all new project developments, consideration of the JORC (2012) and VALMIN (2015) Codes requires disclosure of all material information. Oceanic subduction-related volcanic frontal arcs extend over 20 000 km within the western Pacific basin and over 21 500 km worldwide, yet they remain largely unexplored with respect to active seafloor mineralization. Systematic exploration of 26 major submarine volcanoes along ~840 km of the Kermadec arc northeast of New Zealand has documented ten (39 per cent) as being hydrothermally active. This frequency of venting is comparable to that on slow-to-moderate rate spreading mid-ocean ridges, which comprise ~80 per cent of the 60 000 km-long global system of spreading centers. The chemistry of fluids discharged from the Kermadec arc volcanoes is moderated by magmatic components in both the gaseous (CO2 + SO2-H2S) and liquid (Fe) phases at very high concentration.The high frequency of venting coupled with chemically rich discharge discovered during this first systematic survey of any arc system forecasts submarine arcs as being important sources of chemicals to the oceans and as potentially lucrative exploration sites for seafloor mineralization. The exploration protocols developed during these surveys include bathymetric mapping of mostly unknown volcanic edifices, followed by detailed water column profiling and sampling to detect and characterize volcanic fluid emission signatures. These procedures are being refined as the survey progresses, both for efficiency and as direct seafloor observations become available for predictive application of water column plume information to guide seafloor mineral exploration.

Last evening, in Auckland, I heard the Chairman of Heinz US, Dr Tony O'Reilly (who, in addition to Heinz's ownership of our largest food processor, also has substantial personal investments in this country), advocate New Zealand as a 'regional corporate capital'.   Why would someone like Dr O'Reilly hold that view? No doubt, as one of Ireland's great rugby players of the 50s and 60s, he admires at least one thing that we do very well (confirmed again in Dublin over the past weekend). But that's not sufficient to support such a view.   He cited many reasons for preferring New Zealand over, say, Sydney, Australia, calling this 'the most rational in which to locate [an] international headquarters', including û +         we have no capital gains tax; +         a more 'pro-business environment'; +         a 'first class' legal and banking system; and +         a 'simple political system'.   I can find no better 'text for today's address.

Fosterville gold mine recently celebrated production of its one millionth ounce of gold based firmly within a history of refractory sulfide gold mining. Compared with other Victorian gold mines, the disseminated nature of the sulfide gold is a deposit style with low estimation variance combined with established processes to accurately delineate the controlling structures. The systems in place had been established and have worked effectively for the majority of the one million produced ounces.By the end of 2014, diamond drill campaigns targeting the lower Phoenix orebody at depths of 800 m below surface began showing a change to the nature of the gold within the deposit. Coarse visible gold within 0.5–2 m thick quartz carbonate veins were being intersected with regularity showing the emergence of a different zone of gold mineralisation.Data about the new and exciting discovery couldn’t be gathered fast enough, however, established systems and processes throughout the geology and processing departments were not developed to handle a coarse gold environment. Change would be commensurate with the size and scale of the discovery, and new learnings would need to be implemented quickly to keep in front of a mining schedule that was focused on producing tonnes due to the dropping grades of the sulfide ore.Gold assays being returned were showing that the gold nature was different to those of other Victorian deposits. Comparative to the highly nuggety nature of gold found in other Victorian goldfields, the fine grained gold accumulations were dispersed in relatively consistent narrow linear trends grading consistently into the hundreds of grams per tonne. New drill intersections were being returned by the day and research to find developed orebodies that had published information into how to handle such a rapid change yielded few examples.The challenge was to review and set new standards with regards to handling an orebody that transitioned the very nature of the gold being mined. This involved reviewing all steps in the estimation process including data capture and quality control and quality assurance through to mineral liberation through the mill. Difficulties also involved finding analogous orebodies that consisted of both free milling and refractory ores that were dealing with drill assays that were measured as percentages of gold.CITATION:Phillips, N, 2017. Final mine sealing of BMA’s Crinum North mine, near Emerald, Queensland was undertaken in December 2015. Due to the benign atmospheric environment at Crinum North, the Queensland Mines Rescue Service (QMRS) Górniczy Agregat Gasniczy (GAG) unit was utilised to reduce oxygen levels throughout the underground atmosphere as part of the final sealing process.The GAG was utilised by way of a vertical borehole from the surface to seam to successfully reduce oxygen levels throughout the underground mine workings. Application of the GAG unit enabled the underground mine to be classified as stable and inert within days of the GAG operation, and subsequently cease gas monitoring at Crinum North. The data and information obtained from this activity provides valuable information to the underground coal mining industry on successful application of the GAG in realistic situations.This paper discusses the strategy used for sealing, the assisted inertisation and the results obtained from the application of the GAG unit. It discusses both the overall results and gives a detailed review of the gas monitoring data obtained via the tube bundle and real-time system, both during and following the use of the GAG unit.Gas monitoring results obtained and the strategy used are critical to share with the industry to obtain a better understanding of how the GAG unit works, and how it can be applied for emergency preparedness, emergency response or planned inertisation.CITATION:Westthorp, E, 2017. The cost of power is an important matter to mining companies generally and this thought that the members of the Australasian Institute of Engineers, as well as the engineering and mining professions generally would be interested in any proposal for the reduction of that cost has led to the presentation of this paper.The writer trusts that the description will be found clear and increase the interest in this interesting subject. In the up of the electrical arrangements touched on in this paper, the author has had the able assistance of his friend Mr. Mars, to whom he offers his hearty thanks. The selection of the best class of power plant for a mine is a very difficult and large problem and it is quite out of place to dogmatise that anyone of the many systems that offer is better than another, eg that the all electrical is better than the partly direct steam-driven and partly electrical, or that a gas plant is better than a steam plant. Such a selection is one that calls for very careful and close consideration, in each particular case, of a large number of before it is possible to arrive at a proper decision.

The principles of geometry and trigonometry are so continuously used by mining engineers for the purpose of accurately and intelligibly recording their measurements, that the writer is prompted to lay the following cursory remarks upon mine surveying before the members of this Institution in the hope of eliciting a free interchange of opinion upon details of this interesting branch of the profession. He proposes to deal with surveying only so far as it concerns the mining engineer, not to intrude upon the domain of the professional surveyor, and, in this instance, to discuss more especially that which may be termed the mechanical, rather than the mathematical side of surveying.In the latter part of the eighteenth century and the beginning of the present one, the usual underground surveying equipment in the English metalliferous mines, consisted of a magnetic needle in a fiat square wooden box of about 9-inch sides, a two-foot rule, a long cord, aud a stool, upon which to place the needle and box. The operator took his bearing by sending his assistant with the end of the cord as far in a straight line as the length of the cord would admit.On its being drawn that he held its end in one hand and placed the side of the compass-box against it with the other, and noted the bearing thus found either by a book entry, or by ticking it off with a piece of chalk on the board the compass lay in. He then measured the cord with a two-foot rule. It is needles to say that with these appliances the accuracy of the results were open to question, and mining surveying was not unduly popular.In the present day, engineers have the advantage of using instruments brought to such a state of perfection, and of employing such an exact system of underground surveying, that inaccurate work must usually be attributed either to lack of care, or lack of ability in the operator.

X-ray fluorescence spectroscopy used for the analysis of mill samples results in improved control of flotation concentrators.Techniques and equipment for sampling pulp streams, filtration and drying, grinding, briquetting and X-ray fluorescence analysis of samples have been developed.The current methods in use permit the analysis for lead and zinc in six pulp samples within 30 min total elapsed from the start of sampling. The X-ray method gives a precision at least equal to the former routine wet-way assay methods.The equipment is used also for pilot plant control, as a means of solving complicated analytical problems and in the rapid qualitative analysis of exploration samples.INTRODUCTIONIn milling and concentrating operations, classical methods for the assay of lead and zinc have been mainly of use for accounting purposes and for the post-mortem examination of plant operations, but have been of little value for rapid mill control. Where attempts have been made to apply these methods to control assaying, it has been necessary to modify the procedures and introduce short cuts which have tended to reduce their reliability.Even with these shortened procedures, the time taken to obtain a limited amount of information rendered them of little value for the control of milling operations where sudden, large fluctuations can occur. In recent years, a number of new and rapid analytical techniques, based on physical rather than chemical principles, have been introduced.These include direct reading emission spectroscopy, x-ray fluorescence spectroscopy and atomic absorptionspectroscopy.

In underground operations, where copper, gold and other metals are mined, the open stopes can be backfilled to stabilise surrounding workings. This fill may consist of tailings from the processing plant, usually mixed in slurry with a binder such as ordinary Portland cement (OPC). Extensive use is made of tailings in OPC-based paste fill, cemented hydraulic fill or cemented aggregate fill applications. A large underground operation such as the Mount Isa Copper Operations utilises over three million tonnes of backfill per annum. Geopolymers offer an alternative binder system with significant environmental advantages over OPC. Geopolymers are formed by polymerisation of aluminosilicate precursors in an alkali medium. They generally form products with superior strength characteristics as well as increased resistance to degradation, particularly under acidic conditions. Geopolymers have lower carbon dioxide emissions associated with their manufacture than OPC and offer further potential advantages, such as the use of less water and more waste materials. The application of geopolymers to weak material systems such as mine backfill has not been widely studied. The aims of this investigation were to assess a range of Australian mine process wastes for suitability as feedstocks in fill applications and to construct a range of these cemented minefills using a geopolymer binder. The physicochemical characteristics of each of the wastes are discussed as well as how they ultimately contribute to the geopolymer cement through direct replacement of OPC. Results from various tests on the candidate geopolymer fill formulations are presented and the potential of such fill formulations to replace OPC in mine backfilling operations is highlighted. The significant potential contribution to reducing greenhouse gas emissions from the use of geopolymer-based mine backfill across the industry is noted. Conversion of a single mine, such as the Mount Isa Copper Operations, is shown to match the reductions in greenhouse gas emissions due to the current total installed photovoltaic electricity generation capacity of Australia. A similar examination of wastes available to a gold mine could potentially yield new binders for use in established or new fill systems.

The conclusion from the debate over the last decade in the mining sector is that, for grade control, reverse circulation (RC) drill sampling gives more reliable results due to less sampling problems than blasthole samples. However, by conducting the latter with well-controlled procedures there still exist fair possibilities to counteract the major blasthole sampling problems and achieve fit-for-purpose representativeness, especially if based on minimal loss of fines. In the present PhD study, extensive replicate experiments and variographic characterisations are conducted to evaluate the performance of manual blasthole (BH) sampling and sectorial segment sampling. The experiments were performed in Luossavaara-Kiirunavaara AB (LKAB)’s Leveäniemi open pit mine in the north of Sweden. The experimental area is an apatite-magnetite iron ore deposit of the Kiruna type, with the demand to exhibit a maximum of local heterogeneity to allow the experiment the largest possible conclusion powers. Gathering and splitting the complete BH drill cutting cones (fines cone, coarse cone) served as an authoritative reference on which to assess the representativity of the two BH sampling methods.Results show that manual BH drill sampling is able to produce samples with an acceptable accuracy and precision if performed properly and with insight. Based on variographic comparison, segment sampling shows similar precision for chemical grades as the manual sampling, while the particle size distributions were more deviating for segment sampling than for manual sampling at the high and low size ranges. Possible reasons for these partly surprising results are discussed.For further investigation of the performance of BH versus RC drill sampling, a second experiment has been planned on a parallel profile. This will result in an unprecedented opportunity for a full variographic comparison between RC and BH sampling, aimed at designing specific, fit-for-purpose sampling procedures as a function of ore quality, cut-off grades and important contaminant levels.CITATION:Engström, K and Esbensen, K H, 2017. Greywackes of the greater Auckland Region (Brynderwyn Hills to Hamilton), when considered on a regional scale, have characteristic ranges of physical, mineralogical and other properties. Some properties (eg density, porosity, crushing resistance, clay index) generally cluster and correlate with the basement greywacke facies, regions and terranes recognised by geologists, and their diagenetic/metamorphic level. Other local factors, particularly variations in mineralogical composition, nature of matrix cement, grain size, and degree of weathering may produce aberrant properties. Some of these local variations, when extreme, have the potential to affect the aggregateÆs performance in roading or the concrete industries.   Smectite and the zeolite laumontite are the major deleterious minerals occurring in fresh greywacke rocks of the Auckland region, although weathered rocks may contain halloysite, an expanding member of the kaolin clay mineral group. These minerals, when found in abnormally high levels in greywackes cause expansion effects in the aggregate. Currently there are inconsistencies in the detailed correlation of shrinkage, clay index, clay mineral content and intrinsic expansion data that need further research to resolve them.

Despite the recovery of approximately six million ounces of alluvial gold from the West Coast of the South Island, New Zealand during the last 140 years, a great deal of this having been obtained via sluice boxes and riffle tables, there has been little advance in riffle table technology during this period. In this paper contemporary riffle table design and current operational practices are examined. Studies of gold loss to undersize tailings are described. In addition recommendations derived from recent research carried out in North America are contrasted with gold saving strategies adopted by West Coast miners.

An attempt has been made to investigate the performance of green pellet formation of the Daye magnetite concentrate from the weak-magnetic separation plant. The optimum conditions for the commercial production of green pellets was found through experimental research. The satisfactory size range for balling is 75 ¦ 3 per cent -200 mesh. The suitable moisture content is between 8.7 and 9.1 per cent and the optimum amount of bentonite added is between 1.5 and 2.5 per cent. The emphasis is on the size of the feed materials since the grinding fineness, which can be obtained at the plant, at most is 78 per cent -200 mesh. If the optimum fineness for the pellet formation is above this value, this means that the concentrate must be re-ground before balling. The results from experiments showed that a good quality green pellet can be attained by using materials below 78 per cent -200 mesh, which provides a strong foundation for the commercial production of green pellets.

The estimation of process plant head grade is not trivial and is a source of constant dispute within the mining industry. Grade estimates informed by the short term mine planning are frequently not reproduced by sampling the continuous flow of ore at the plant. Head grades are normally obtained by periodically sampling the continuous flow during a day or shift, and taking the average of the multiple increments collected. The standard error of this mean grade depends on the ore variability and the frequency (number) of aliquots extracted. The more increments are taken the higher is the precision on the calculated mean. Variographic experiments are normally used to map grade variability along a certain period of time and the extension variance is derived from this variogram. This experiment is time consuming, expensive and cumbersome. Mining industry personnel rarely apply this approach. Additionally, a temporal variogram can vary from day to day as different ores are mined along the life of the mine. This paper investigates a novel approach based on simulating the grades feeding the processing plant. In situ 3D grade models are built using geostatistical simulations. Grade spatial continuity and variability are reproduced in models that mimic the real deposit. These models are used in mine planning and scheduling transforming a 3D block model into an one dimensional string of values feeding the plant (one dimension flow). These grades have the statistical characteristics of the unknown real grades and can be sampled to emulate a variographic experiment. The results showed consistency and adequacy to estimate the sampling error (Gy, 1998 p 31) for various sampling intervals using the simulated grades. Also the results show a variographic experiment can change significantly from time to time, as ore changes and a selected sampling protocol can become obsolete if not adjusted for ore variability.CITATION:Costa, J F C L and Marques, D M, 2012.
