Robert C. Horton was sworn in as the new Director of the Bureau of Mines on October 13 in Washington. Horton, 54, was director of the Geology Division of the Bendix Field Engineering Corporation's operations in Grand Junction, Colorado, before being nominated by - it Reagan for this position. A geological engineer, he has been associated with the mining industry in the West for over 35 years. Legislation to expand the Defense Production Act for 1 year until September 30, 1982, was signed by the President on September 30. The Administration had requested, steel a 5-year extension, but the Congress chose to spend another year considering proposed revisions. The Act, among other things, authorizes the allocation of strategic materials for defense purposes and allows incentives including floor prices and Government financing to encourage domestic mineral projects.

GERMANIUM is an element that has come into widespread use in the electronics industry in recent, years. So far this increasing demand has been, met by ample supply: however, the future balance is uncertain, and the need has been recognized to discover additional domestic sources of germanium. This investigation was conducted to study the possibility of obtaining a potential supply of germanium from coal or coal ash. It has been known for some time that coal contains germanium; the discovery that By ash from coal-fired boilers often contains appreciably more germanium than the original coal suggested the possibility that coal ash might be an abundant and economical source of this element. In this study the concentration of germanium was determined in numerous samples of coal and ash. A number of miscellaneous waste materials also were examined in the course of the investigation; the results are reported as a matter of general interest. The methods and equipment employed are discussed in detail. Sample-preparation and analytical techniques are described in the appendix. Spectrographic analyses were made on a total of 639 samples, including coal, coal ash, slap ash from lignite and peat, wood ash, and various inorganic materials. Qualitative analyses were run on all samples, and quantitative determinations were made on those samples that contained enough germanium to be measured by this method The lower limit at which germanium can be determined quantitatively by spectrographic analysis is 50 parts per million (p. p. m.), but concentrations of less than 20 p. p. m. can be detected qualitatively.

"IntroductionThe Bureau of Mines is investigating the fundamental factors in breaking down coal at the face, which govern the production of lump coal in typical mines working, different coal beds. Tiffany and Nelson in 1923-21 conducted tests on methods of blasting and use of different explosives, in a mine working the Pittsburgh bed in Pennsylvania. They determined come of these factors quantitatively, and compared their results with those obtained when the regular mine practice was followed.Results of Previous InvestigationThe tests by Tiffany and Nelson showed that the use of the cartridge of smaller diameter than that used in mine practice, resulted in an increase of 5 per cent in the amount of lump coal passing over a 1-1/4-inch bar screen, with a reduction of 32 per cent by weight in amount of explosive required. On the other hand, they found that on reducing the weight of charge 20 per cent, and using the cartridge of larger diameter, the round would not throw down the coal satisfactorily.Experiments with ""snubbing"" showed a similar improvement in quantity of lump coal, end the coal that was blasted rolled forward into the working place. however, in recent tests at another mine where the coal Lad different physical characteristics, snubbing did not always result in the coal rolling forward, on account of clinging to the ribs, and was not found to be an advantage. Therein the writers of this paper recommend that tests be made before deciding upon the adoption of snubbing in a particular mine."

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. Bureau of Mines investigated the progressive impact that petroleum (crude oil and condensate) operations in the Gulf of Mexico have had on onshore operations and the expected effect of increasing activities in this area on future petroleum supplies from domestic sources. The data analyzed include capital expenditures, number of wells drilled, success ratio for exploratory wells, daily production per completion, annual producing rates, and oil reserves. The report compares offshore and onshore data and ascertains trends in petroleum industry operations. Observed data and trends indicate that in the near future Gulf of Mexico development and production will continue to increase relative to total U.S. petroleum activity. By 1975 annual oil and condensate production from the Gulf of Mexico is expected to be in the range of 750 million bbl to 1,150 million bbl, and account for approximately 20 to 30 pct of the estimated total domestic production.

The purpose of this study was to examine the problems of underground coal mining in the United States, and to develop recommendations for an integrated Research and Development Program aimed at resolving these problems. Specific objectives of the study were as follows: ? To identify the existing inadequacies that have adverse effect on Health, Safety, External Environment, and Productivity. ? To identify opportunities for technological advance s to correct these inadequacies. ? To develop an integrated Research and Development Program designed to accomplish the advances identified. Many of the recommended tasks are dearly long range; this is especially true of those for study of future mining systems. However, funding recommendations in this Report are presented for a 5 -year period, since the developments accomplished during this period will undoubtedly be a factor in the formulation of the follow on tasks. Where applicable, the recommended Research and :Development could include development and test of pilot model equipment.

In a modern blast furnace, production depends, to a large extent, on the rate at which the furnace gases can be forced through the charge. Since these gases must make their way through the voids between particles of coke, ore, and limestone, the size and size distribution of the stock-column materials are of considerable importance. Also, because the coke pieces support the weight of the overburden and provide the majority of the voids through which the gases pass, their ability to withstand the shattering and abrading forces to which they are subjected should be related to the maximum obtainable production for any particular furnace. Although the wide acceptance of this point of view is indicated by the ever-increasing demand for stronger and more uniform blast-furnace cokes, economic considerations demand that a quantitative evaluation of the relation between coke quality and blast-furnace performance be made available to the industry at the earliest possible date. The following studies of size-distribution patterns and breakage processes were, therefore, conducted as a part of a preliminary investigation intended as a basis for future studies of the relation between coke quality and blast-furnace performance. The major findings may be summarized as follows: 1. New evidence for the presence of two independent distributions of sizes in run-of-oven cokes has been obtained, and a method for characterizing and estimating the relative importance of the individual distributions has been demonstrated. This method has also been used to study the different types of degradation taking place during the tumbler test.

In 1967 the United States consumed 58.8 quadrillion Btu of energy. Both the Atomic Energy Commission and the Resources for the Future, Inc., a private economic forecasting group, predict that the United States energy requirements will reach 135 quadrillion Btu by the year 2000. In 1967 bituminous coal produced 21.4 percent of the energy used in the United States and anthracite coal another 0. 5 percent. Coal Reserves Coal reserves make up about four-fifths of the United States storehouse of fuel in proven reserves. Seventy-five percent of all fuel, likely to be found and recovered is coal. Electric utilities consume more than half of the bituminous coal mined in the United States in generating 53 percent of the nation's electricity. Atomic Energy Commission analysts have proposed the development of a vast "national energy system" based upon long-distance electrical transmission from abundant untapped coal reserves in the western United States. The study predicts that even if uranium supplies are available and economic breeder reactors developed, coal requirements for electricity generation will more than double by 1980 and increase another 50 percent before the year 2000.

"INTRODUCTION Coal is a compressed mass of heterogeneous, macerated, metamorphosed plant remains that have collected in the earth's crust. Probably no two beds of coal have identical properties, and different parts of the same bed may vary considerably when measured by some of the many empirical tests that have been developed to classify or differentiate the properties of coal. Because of this great variability in properties, the commercial processing of coal to produce coke and byproducts has developed largely as an art based on experience, rather than as a science. Much empirical chemical research, however, has been and is being conducted on coal carbonization, and this work is of practical value in obtaining larger yields of gas and byproducts and in the improvement of the physical properties of the coke.Both ultimate and proximate analyses have been used for correlating purposes. 3/ In the United States the proximate analysis is used for the classification of coal according to rank and grade. The proximate analysis can be employed usefully in the coal—carbonization industry because separation of the combustible matter of coal into volatile matter and fixed carbon is, in fact, a small carbonization test conducted on 1 gram of coal heated in a platinum crucible.Small—Scale Laboratory Coking Tests,Many empirical tests have been devised for determining the coking properties and measuring the yield and quality of gas and byproducts obtainable from various coals. These tests, made on samples ranging from 25 grams (about 1 ounce) to 5 kilograms (11 pounds), furnish information that is roughly proportional in practical value to the size of the sample carbonized. However, the cost of the carbonization test also increases with the amount of the sample, so that for preliminary surveys of a number of coals, samples of 25 to 1,000 grams usually are employed."

For several years prior to about the middle of 1928 both the number and capacity of natural-gasoline plants showed a steady increase; this resulted from a material gain in the supply of casinghead has due to the discovery of a number of flush fields with relatively high gas-oil ratios. From 1928 to date some form of proration has been continually in force, with a consequent curtailment in the supply of wet gas. This decline in available gas and a severe decrease in prices, due largely to the increasing competition of light refinery products, has eliminated virtually all of the weaker units during the last 5 years, with the result that the number of plants declined from 1,155 on January 1, 1928 to 19035 on January 1, 1930, to 909 on January 1, 1932, and then to 859 on January 1, 1934, The struggle of the small high-cost producers to exist is illustrated further by the trend in the number of shut-down plants, which has increased from 36 on January 1, 1930 to 100 on January 1, 1932 and to 128 on January 1, 1934. The increase in the number of plants prior to 1929 resulted in a material gain in the total capacity, but the decline in number between 1929 and 1932 was not followed by a corresponding decrease in capacity, as gains resulting from the construction of a few very large plants overbalanced the loss due to the dismantling of a large number of small ones. However, the low prices of 1932 and 1933 supplied little incentive for new construction, and the total capacity declined in approximately the same ratio as the number. Thus the total capacity declined from 11,387,000 gallons daily on January 1, 1932 to 13,060,000 gallons daily on January 1, 1934, Of the latter 9,181,000 gallons (91 percent) represented the capacity of the operating plants and 679,000 gallons (9 percent) the capacity of the idle plants.

"INTRODUCTION This is the fourth report of investigations dealing with the cooperative tests between the Bureau of Mines and industry on the use of electrolytic manganese in steelmaking. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steel 3/ the second with its use in acid electric steel practice, 4/ and the third with its use in low-carbon basic open-hearth steelmaking. 2/ A résumé of those investigations E7 appeared in the magazine STEEL. 5/ The present report deals with the use of electrolytic manganese in the manufacture of four types of stainless steel and the new Timken 16-25-6 alloy. The Bureau of Mines supplied The Timken Roller Bearing Co. with 62,000 pounds of electrolytic manganese for use in the tests.The electrolytic manganese was produced at the Bureau of Mines pilot plant, Boulder City, Nev., by the process developed by the Bureau and described in Bulletin 463, Operation of Electrolytic Manganese Pilot Plant, Boulder City, Nev., by J. H. Jacobs. J. W. Hunter, W. H. Yarroll, P. E. Churchward, R. G. Knickerbocker, R. W. Lewis, H.A. Heller, and J. H. Linck. The workcarried out under the direction of R. S. This Bureau of Mines report presents the results of tracer gas studies conducted at three facilities where bagger hoods had been installed several years ago to remove airborne silica dust from the vicinity of the bagging operator. The studies indicated that for optimum benefits makeup air must be evenly dispersed, the hood enclosures and duct systems must be as airtight as possible, the average intake air velocity of each hood should be at least 200 fpm, and the hoods and duct systems must be properly maintained.

[During the past year the Metallurgical Fundamentals Section gave about an equal amount of time to the experimental determination of fundamental thermodynamic constants and to the demonstration of the application of such data to more directly practical metallurgical problems. The first division of the work - the actual experimental measurements of typical thermodynamic constants - was carried out an two problems, termed ?continuing? programs, namely, (1) measurements of Specific Heats at Low Temperatures and (2) Measurements of Heats of Formation and Free Energies. Specific substances chosen for investigation are classified as (n) those that have been the subject of requests for information from the industry and that, upon examination, seem of sufficient practical importance to justify study, and (b) compounds that are difficult to treat metallurgically, or whose specific thermodynamic properties have not yet been determined satisfactorily and for which accurate data might suggest improved or new methods of Metallurgical treatment, or (c) materials recognized as belonging to a social class with exceptional thermodynamic properties and, hence, of scientific as well as technical importance.]

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. This circular is the second of a series presenting methods employed in solving the technical problems encountered in the production of sand and gravel. The first paper3 discussed the methods use in prospecting and exploration. This one teals with the problems involved in bringing a raw prospect to the production stage and considers the various methods of development and the Factors affecting that development. Later publications are planned to present and discuss methods of recovery and treatment. The recovery of sand and ravel from natural deposits and their preparation for market involve a progressive sequence of operating steps or processes. Each step or process presents its own peculiar problems which require different angles of mental approach, methods, and tools, but all are more or less dependent on the step or process which precedes or follows.

Coal is increasingly viewed as one of the major fuel resources of this country for the remainder of this century. The need to extract a greater percentage of the coal in a given seam, together with advantages of improved safety, indicates that longwall mining will become more widely used within this time frame. A novel method of mining coal on a longwall face, utilizing high pressure water jets, is herein described. The mining machine proposed will exploit the stress conditions which exist on a longwall panel in order to achieve the required productivity while at the same time reducing respirable dust and methane ignition hazards. The water jets will excavate only the boundary of the extracted seam section, and thus the energy requirement of the machine will be minimized. The action of the machine is similar to that of an existing coal plow, except in that the wedge teeth of the plow are replaced by oscillating high pressure water jets. The machine can, therefore, cut to the depth and at the speed of existing shearer units at equivalent power levels. The removal of impact stresses from the machine will reduce downtime required for maintenance and replacement of picks and lower the load on the haulage motor of the system. The ability of the machine to increase the depth of cut without an increase in horsepower will further improve productivity when transportation systems to remove the greater production are in operation.

Applications of three experimental design techniques to smelting operations are explained. The report describes a factorial design using three variables at two levels, a fractional factorial design which investigates seven variables, and response-surface methodology for optimization of electric- furnace smelting processes. These methods may be applied with a minimum of trials and at little expense. Further, the writer knows of no reasons why the same methods could not be applied to other operations as well, such as steelmaking.
