This progress report on a national survey of the use of detachable bits in metal mines covers 10 mines. It presents comparative costs for drilling with conventional and detachable bits, describes the reconditioning of drill steel, and gives various data on rock drilling at these particular mines. Reports to follow will include similar data on drilling at other metal mines in the United States. ACKNOWLEDGMENTS This report is based on costs and data developed and furnished by the operators of the mines visited. The exposure of mine workers to diesel particulate matter (DPM) and gases is an issue of great concern to the underground mining community in the United States. Approximately 30,000 underground miners are potentially exposed to high concentrations of DPM. In January of 2001, the U.S. Mine Safety and Health Administration (MSHA) promulgated rules setting compliance standards for both underground coal and metal / nonmetal mine workers. As industry works to achieve compliance with these standards, mine operators are looking for feasible methods for reducing DPM concentrations in their mines. In addition, the industry needs methods to accurately measure DPM to ensure that the control strategies they adopt are working successfully. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) conducts research to evaluate control technologies and monitoring instrumentation that can be used to reduce the diesel particulate matter (DPM) exposure of mine workers. An overview of the strategies being utilized in underground US mines to reduce DPM concentrations will be presented. Also, updates on the development of diesel monitoring instruments such as the continuous elemental carbon monitor or the Personal Dust Monitor for DPM measurement will be provided.

Major activities of the Bureau of Mines Explosives Research Center during fiscal year 1966 (July 1, 1965 to June 30, 1966) are reviewed briefly. Part 1 summarizes significant accomplishments of the projects that were active during the report period. Part 2 presents short abstracts of the publications that appeared in the Bureau series and in other media during fiscal year 1966. Publications issued after June 30, 1966, are noted where pertinent in foot- notes but are not abstracted. As one phase of a general program of enthracite mine-fire research initiated by the Bureau of Mines in September 1935, a study of the records of past fires was considered a necessary approach to a proper understanding of present and future fires because only limited information could be obtained directly from existing active fires on account of their inaccessibility. Through the courtesy of interested operators, all available records of fires that had occurred in a large group of steep-pitch anthracite mines in the Western Middle and Southern fields of the Pennsylvania anthracite district were examined and analyzed for data on the causes, costs, behavior, and control of fires, and this report is primarily a discussion of these factors based on a close study of these particular records. Mining Conditions The records pertain to a group of mines that have contributed about 12 percent of the total Pennsylvania anthracite production and constitute a large proportion of, and well represent, steep-pitch operations in this district. Throughout the area represented, the coal occurs as a series of up to 20 parallel seams in folded slate and sandstone strata and almost entirely on pitches of 400 to 80°, with vein thicknesses of 5 to 60 feet. Practically all are old mines with histories dating back to 1850, or thereabouts, and present operations are either under or adjacent to mined-out areas extending to surface or to the saddles of anticlines. All operations are at relatively shallow depths, that is, within 1,000 feet, vertically, of the surface. Mining methods are largely a heritage of the past and embrace typical breast and pillar operations with practically no mechanized mining and with the coal shot ?off the solid.? Most of the mines are rated as gassy and are operated now on a closed-light basis. Permissible explosives are now used entirely for breaking coal, and dynamites for rock work and chute-starting blasting.

Coal mining in the United States, had a somewhat higher death rate per million man-hours of exposure among the employees in 1937 than in 1933 to 1936. However, the rate in 1937 was lower and therefore more favorable than that in any year since 1921 but previous to 1933. The nonfatal injury record, which began in 1930, was lower and therefore better in 1937 than in any other year since 1930. Separate figures covering bituminous-coal mines in all States showed a lower fatality rate in 1937 than in any year since 1920 but before 1933, and a lower nonfatal injury rate than that of any year since 1930 except 1933 and 1936. Reports for anthracite mines in Pennsylvania revealed a better safety record for fatal accidents in 1937 than in any year since 1930 except 1933, 1934, and 1936 and a better record for nonfatal injuries than in any year since 1930 except 1933.

The year 1986 was not a good year for the world's mineral industry from several viewpoints. Levels of production, both of crude minerals and processed forms, registered declines in the cases of a greater number of commodities than the number that recorded increases. The overall value of world crude mineral production was estimated to have increased, but only very slightly in terms of constant dollars to nearly $997 billion. Although there were modest increases in the consumption of all major fuels and most major metals, the latter at least apparently resulted more from drawdowns of inventories than from increased production (fuel consumption increases did come from higher output levels), and consumption of most major fertilizer and chemical commodities (nitrogen, phosphate, and sulfur) were at lower levels than those in 1985. Prices for a number of mineral commodities declined, headed by the very substantial drop in world crude petroleum prices, but also including downturns for a number of metals and industrial minerals as well. There was insufficient information to reliably fix the level of the dollar value of world trade in minerals, for while output was up in the case of some large-volume materials such as iron ore, coal, and crude and refined petroleum, suggesting that the volume of trade in physical units may have increased, declining prices may well have offset quantitative gains.

As a part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report The inherent suitability of coal for metallurgical purposes depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, Be well as the amount of available reserves, are considered in selecting coals for carbonization tests. The selection of coal beds in Harlan County, Ky., for coking tests was based, in part, on recent studies of coal reserves by Wallace,3/ who estimated the recoverable reserves in beds 28 inches or more thick, in tons, as follows:

The European Union (EU) completed a new directive 2002/44/EC1 called the Physical Agents Directive (PAD) that establishes action and limit values for hand-arm and whole body vibrations. The directive specifies that: “…workers shall not be exposed above the exposure ‘limit value’.” 1 and “…once the exposure action values … are exceeded, the employer shall establish and implement a programme of technical and/or organisational measures intended to reduce to a minimum exposure to mechanical vibration and the attendant risks…” 1 The PAD limit value is effective for new machines starting July 6, 2007 and for used machines by at least July 6, 2010. These requirements apply to the users of machines, but machine manufacturers will be challenged to provide machines and information to help the users comply with the directive. Caterpillar manufactures machines with the goal of enabling our customers to comply with all regulations dealing with health and safety. Caterpillar designs all of our machines to provide a safe, comfortable and productive work environment. This study was to determine if seat suspensions could provide a reduction in the vibration environment experienced by operators of Caterpillar mid sized (<50,000KG) Track Type Tractors Methods Seat manufacturers were asked to provide seat suspensions that provide improved isolation over and above current seat suspension. Each supplier was provided with ride profiles and was asked to demonstrate the vibration reduction on a shaker table. Two suppliers provided suspensions that were compared with the current seat suspension in a field study. Three full factorial experiments were conducted. The first experiment was to evaluate overall suspension performance for four operations. The second experiment was to determine the benefit of the adjustable vertical damper at three different levels and the third experiment was to determine the effect of the fore/aft and side/side isolators. Six operators were used for the study. Acceleration was measured at the seat base and at the operator seat pad. Both the transfer function and the ISO 2631 RMS ride values were used to determine the seat suspension’s effectiveness of isolating the operator from vibration. A structured questionnaire was used to determine the operators’ subjective assessment of the seat suspensions. Results There was significant operator-to-operator variability in the vertical direction (>35%), however there was little variability in the fore/aft and side/side direction based on seat base

The trend toward encouragement of worker participation in accident prevention in the coal mines of the United States is not new; however, it has been given added impetus in recent years and is now definitely progressing. It has been found by experience that, although there are many approaches to a mine-safety program that will include the workers themselves as well as their supervisors, no one way is suitable under all circumstances. It requires the concerted efforts of many agencies working along parallel lines toward a common goal. The following seven principal agencies, using somewhat different methods, are listed to illustrate how this problem is approached throughout the coal-mining industry 1. Federal Bureau of Mines. 2. State mining departments (in individual States where coal is produced). 3. Programs conducted by individual mine operators. 4. Programs conducted by mine workers&apos; organizations (unions). 5. Institutes, societies, and other educational organizations. 6. Coal operators&apos; associations (regional and national). 7. Universities, college, and high schools. Each of the seven approaches to safety are discussed briefly, and their methods end contributions, such as publications and other activities, are listed.

The coal-bearing regions of Colorado cover approximately 29,600 square miles, which is 28.4 percent of the state&apos;s total area. The most important coal-bearing regions are located in the north western and west-central parts of Colorado. Coal resources vary from lignite to anthracite. More than 70 percent are bituminous; 23 percent subbituminous; 5 percent lignite; and less than 1 percent anthracite. The state&apos;s coal reserves total about 17.2 billion tons, 3.5 percent of national reserves. Approximately 8.8 million acres of coal rights in the state are owned by the Federal Government; on about 72percent of this land, the Federal Government controls both the coal and the surface rights. It is estimated that approximately 4.2 billion tons of coal reserves are under federal ownership in Colorado. Permitted acreage of mines in Colorado ranges from 40 to 13,114 acres. Differences in elevation create many climatic zones in Colorado. Local annual precipitation can average less than eight inches in some areas in extreme western Colorado to more than 30 inches in certain mountainous areas. Generally, precipitation rates are low at most mine sites, making revegetation difficult. Colorado gained primacy when its regulatory program was conditionally approved December 15,1980. The Abandoned Mine Land Program was approved June 11, 1982.

The value of Alabama&apos;s nonfuel mineral production in 1987 was $446.6 million, an increase over that of 1986 and the first increase in 3 years. Alabama was second in the Nation in production of bauxite and ferroalloys; third in bentonite, crushed dolomite, crushed marble, and fire clay; and fourth in masonry cement. Trends and Developments.-Employment in the minerals industry remained relatively low for the second year even though the overall unemployment rate dropped to 7.9% by December. Employment in mining and primary metals dropped about 10% and 2%, respectively.

This three volume final report summarizes the activities and conclusions of this contract. The objective of the contract was to develop noise control modifications on a retrofit basis, for auger miner coal-cutting systems. Manuals were prepared to assist mine shop personnel in retrofitting the auger miner with these noise controls. Final Report Volume I - Details all vibration and acoustical tests conducted in development of the noise controls. Final Report Volume II - Noise Control Modification Manual for the Jeffrey 100-L Auger Miner describes the various noise control modifications to the auger miner, along with fabrication procedures, cost and vendor information. Final Report Volume III - Noise Control Modification Manual for the Jeffrey 94-l Bridge Conveyor describes the various noise control modifications to the bridge conveyor, along with fabrication procedures, cost and vendor information.

PRODUCTION of bituminous coal and lignite increased substantially in 1964. There were upward trends also in consumption, average value, exports, mechanization, and productivity. However, a significant decline in employment continued. Production.-The output of bituminous coal and lignite in the United States in 1964-487 million tons-was 6 percent greater than the 459 million tons produced in 1963. The gain was attributed largely to expanded consumption by the electric utilities, greater use at coke ovens, and an increase in exports.

In sampling dust laden air by drawing the medium into an inlet, some larger particles fail to follow the air and a true sample is not obtained. Inertia prevents particles from accelerating with the air as well as from turning sharp bends; also the particles&apos; weight causes them to fall relative to the air. An analytic solution to the sampling efficiency calculation by Levin gives particle paths and sampling efficiencies for various particle sizes when the inlet can be treated as a point sink. However, the flow field in the neighborhood of an aspirating tube is quite different from a point sink flow. Employing Levin&apos;s solution in the outer field, trajectories in actual flow fields have been calculated by computer to locate the critical trajectories separating the entering particles I paths from those paths where the particles hit the tube wall or escape. Sampling efficiencies are presented in terms of 3 variables--a dimensionless particle size coefficient, a dimensionless orifice size coefficient and the tube orientation--for the no-wind case. Over most of the range of sampling conditions, the Stokes drag law can be used and dependence on the variable--particle Reynolds number--can be ignored. A procedure for achieving maximum efficiency in design of a sampler is proposed. Whether these results apply when typical room-sized eddies constitute the ?calm air? environment is not known.

The Bureau of Mines used portable infrared scanners to examine the surface of pillars and faces in the Somerset mine near Somerset, Colo. Zones of temperature buildup, indicative of potential combustion, were detected with the scanners; their existence was verified by temperature measurements with conventional instrumentation. Temperatures of 32° to 6° C were measured on surfaces with normal temperatures of 26° to 35° C. The infrared instruments and techniques appeared to offer a rapid and efficient method for locating potential trouble spots in mines susceptible to fires caused by spontaneous combustion.

Bus drivers represent a large segment of the US transportation industry and research has shown an association between exposure to Whole Body Vibration (WBV) and the high rates of low back disorders. Impulsive WBV exposures have been recognized as a risk factor for low back injury and new guidelines exist for their measurement and assessment (ISO 2631, Part 5). Methods to accurately and better characterize the impulsiveness of WBV along with the temporal patterns of the exposures are needed. The development of a hardware and software system to measure continuous TWA and raw, impulsive WBV exposures and the design of a subsequent study are presented. Methods Using two Larson Davis HVM 100 as accelerometer amplifiers, small external batteries, and a Pocket-PC (PDA) with 1 Gb of compact flash memory, we can collect up to 16 channels of data for a full day 600 Hz. Tri-axial WBV exposures will be measured and characterized at the frame of the bus and at the driver/seat interface (seatpad accelerometer). Using a repeated measures design, 20 bus drivers will drive on selected routes which include both city streets and highways, and within and between subject components of variability and exposure determinants related to the bus, bus seat, the bus driver, and the route will be identified. Global Positioning System (GPS) data will also be collected and integrated with the WBV exposure data to facilitate the identification of the location, velocity and type of road associated with high average TWA and impulsive WBV exposures. This system may be used to develop administrative (alter speed and/or route of bus, systematically vary type of routes) and/or engineering controls (identify and trigger the need for street repair) to reduce high WBV exposures. Results Our portable Pocket-PC based data acquisition system is up and running and we can collect seven channels of WBV data (seat pan tri-axial accelerometer, bus frame tri-axial accelerometer and GPS data) continuously for a full shift. The software analysis of the data is complex but nearing completion. We have incorporated the vibration dose calculations from ISO 5321, Part 5 and have obtained a Matlab-based routine to appropriately weight the continuous signals. Discussion In summary, the measurement of WBV is complex but new technologies open avenues of collecting and assessing WBV exposures that were previously not possible. The standardization of impulsive WBV exposure assessment methods is needed to further the discipline and better enable comparisons across studies.

Heflin, a town with a population of approximately 1,700, is the nearest shipping point for freight and express. It is on the Southern Railway, between Birmingham and Atlanta. A rural mail route passes within quarter of a mile of the mine. Paved reads from Heflin lead to Atlanta, Birmingham, and Montgomery. The country Toads leading from Heflin are well-maintained but are practically inaccessible during inclement weather. The road crossing the property within a hundred yards of the mine needs grading and repairing (see fig. 1)."

"CONCLUSIONSThe investigation shows that there are 5 coal beds of major importance in Wyoming County from the standpoint of present production - Pocahontas No. 3, No. 2 Gas, Sewell, Beckley, and Eagle - and 5 beds of minor importance - Pocahontas No. 6, Cedar Grove, Winifrede, Douglas, and Chilton. The Pocahontas No. 3 bed contains the largest remaining known reserves.Known measured and indicated reserves in all beds, based on a minimum thick¬ness of 14 inches and on 1,800 tons per acre-foot of coal in place, are estimated at 2,665 million short tons as of January 1, 1951. Of this total, 2,121 million short tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.Recoverable reserves of coal have been estimated in beds 28 inches and more thick. This thickness is about the minimum now being mined by hand loading onto conveyors in the Appalachian region. The weighted average recovery for all beds in Wyoming County, as determined by this investigation, is 55.0 percent. This percent¬age is based on the total thickness of coal (less partings 3/8 inch or more thick) in the bed rather than on the thickness of the coal mined. The known recoverable reserves are estimated to be 1,167 million tons as of January 1, 1951.4. Since most of the Wyoming coals are medium- and low-volatile bituminous in rank and expand during carbonization in modern ovens, they are blended with high-volatile contracting coals."

This paper describing the inclined cut-and-fill, and the semishrinkage methods of mining at the Campbell mine of the Calumet and Arizona Mining Co. at Warren, Ariz., is one of a series being prepared by the United States Bureau of fines on mining methods, practices and costs in the various mining districts in the United States. The major portion of the production from the Bisbee mines of the company is mined by these methods. The total average yearly production for the last two years has been 493,612 tons of 5 per cent copper ore. The average employment in the mining department eras 940 men. With the exception of a small tonnage mined for the high iron and sulphur content, the ore is direct-smelting and is mined for its copper con¬tent and associated gold and silver values.

For the world mineral industry as a whole, the year 1981 was a period of continuation and, in some instances, an acceleration of negative trends extending back into 1980. Most available statistical data reflected stagnation or downturns in activity. Levels of production, trade, and consumption declined for a substantial number of leading mineral commodities, including, most notably, steel and petroleum. Investment, if not lower than in 1980, was evidently increasing at a more modest rate. Prices for major mineral commodities were generally lower, at least in terms of constant dollars, and in some cases even in terms of current dollars. Prospects of a major reversal of these patterns seemed dim. The mineral industry, however, was far from alone in this general downturn; most other elements of the national economies of the world&apos;s nations fared little better. General conditions of inflation, recession, and reduced industrial product consumption were reflected in most other sectors of the total economy. International political events continued to influence mineral output and flow but had less influence on overall levels of activities than on the geographic distribution of these activities. The Iran-Iraq war certainly played a role in reducing mineral industry activities in those nations, but the commodity most affected, petroleum, was available from other sources in sufficient quantity that, in the face of reduced demand, a substantial surplus developed.
