"INTRODUCTION Sponge iron has been made commercially since 1912 at a Swedish ceramic plant; and the product, known as Swedish disk—type sagger sponge iron, has an excellent reputation as a superior furnace feed wherever high—grade steels are made. The general procedure for making brickyard sponge iron was described frequently in Swedish technical journals prior to 1932 and at that time consisted in filling clay refractory containers, called saggers, with a super-concentrate of Gellivare magnetite plus the necessary amount of solid reducing agent and desulfurizer and then firing in a Hoffmann ring furnace, as used in the ceramic industry.The early Swedish publications describe two types of brickyard sponge iron: (1) An inferior high-sulfur product obtained by mixing the ore and reducing agent, and (2) a high-grade low-sulfur product in the form of coherent disks 7 to 9 inches in diameter and 1 to 1-1/2 inches thick made by the saggers with alternate layers of solid-fuel reducr and of uniaxed ore."

The Government of Belize maintained strict control over spending in 1982 as a means of protecting its import-dependent economy against the effects of a general worldwide recession. The modest economic performance was not expected to differ substantially from the $152 million2 gross national product (GNP) estimated for 1981. Exports and reexports were expected to decline in 1982, partly as a result of the Mexican peso devaluation. Imports were also expected to decline slightly in 1982, but the overall trade deficit was projected some-what higher than the $44 million experienced in 1981. On September 21, 1982, Belize became an independent state. As a result, the new Government became eligible for assistance from international organizations such as the International Monetary Fund, the International Bank for Reconstruction and Development (World Bank), and the United Nations Development Program (UNDP). Belize's independence from its former status as a colony of Great Britain was marred somewhat by the unsettled territorial dispute between Great Britain and Guatemala. Guatemala declared Belize was a part of Guatemala and. therefore. refused to recognize it as an independent state. Negotations between Great Britain and Guatemala continued without resolution.

Current and potential dragline reclamation usage was evaluated for the U.S. coalfields based on data gathered and analyzed during field surveys, literature reviews and contacts with manufacturers. It was concluded that current wining plans have been adapted to federal and state strip mine and reclamation laws in ways which limit the potential for drag line reclamation systems at active mine sites. At abandoned conventional contour mine sites in steep-sloping areas such as central Appalachia, however, it was found that dragline reclamation systems have great potential application and may be the only practical solution to many reclamation problems. Alternative dragline systems were examined for restoring abandoned sites, and it was concluded that a tower excavator system offered superior characteristics and should be evaluated and developed under field conditions. A testing program was developed to provide a framework for the monitoring and analysis of cost, production and environmental data during a field demonstration of a tower excavator system.

Simulation continues to hold the spotlight among the Operations Research applications in the operational side of mining. One reason for this is the need to solve the many waiting line and storage problems common to the industry. A second reason for using simulation is the central requirement of retrospect testing. Acceptance of a model by management is more likely to depend on its tested performance rather than on the underlying validity aspects of the model itself. Mathematics have not been and may not be developed that will allow all desired system elements to be considered simultaneously. It is in this realm that simulation bridges the gap between theory and useful design procedures. One of the earliest published accounts of simulation at work in the coal industry is demonstrated by the application cf Monte Carlo methods to explore changes in future operating policies for an existing track system (Manula, 1963). By modifying certain control parameters, revision in design changes were evaluated in the computer rather than in the actual production section. A second application which has found wide use in practice is the VFI-OCR Face Simulator (Prelaz et al., 1968). The model developed here has the purpose of allowing the comparison of methods for room-and-pillar face operations end observing their effect on mining prior to actual installation. Proposed changes are tried in the model and the best of these are selected as a guide for better mire management: IBM's own simulation package, the System 360 General Purpose Simulator, has experienced heavy use in solving similar problems and other steady-state situations.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra rake for keywording and information acquisition are gratefully acknowledged. When the United States Geological Survey began operations at the coal-testing plant erected at the Louisiana Purchase Exposition at St. Louis, Mo., in 1904, it had already outlined a comprehensive plan for the systematic study of coals, lignites, and other mineral fuels with reference to their suitability for particular purposes and the methods by which they could be utilized most efficiently. Recognizing the need of information on the relative economy of producer gas as compared with steam for power purposes and the lack of comparable tests of American coals in the gas producer, the Geological Survey undertook investigations of the merits of different coals as producer fuel for the purpose of promoting efficiency in the utilization of the nation's fuel supplies. These investigations were carried on at St. Louis, Mo., and, later, at Norfolk, Va., and Pittsburg, Pa. The aet of Congress approved May 16, 1910, transferred the fueltesting work being carried on by the Geological Survey to the Bureau of Mines. This bureau is conducting producer-gas tests at P~ttsburg, Pa., and is publishing and distributing reports relating to all the fuel tests made by the Survey. These investigations into the possibility of generating producer gas in a commercial way for power purposes from the various fuels of the country have been associated with steaming, briquetting, coking, and other tests, all of which supplemented an examination into the nature, extent, and distribution of the fuels. The tests have all been made with carefully selected representative samples and carload lots of materials procured specially for the purpose by experienced collectors.

Workers at the Consolidated Aluminum Corp. primary aluminum smelter at Lake Charles, LA walked out at midnight March 31 when their contract expired. Management personnel operated the smelter and prebaked carbon anode facilities until an agreement for a new 3-year contract was reached April 18. The Aluminum Company of America (Alcoa) began operations at its can recycling facility at Taylor, MS. The facility can process 3 million pounds per month of aluminum and steel cans. Alcoa announced plans to increase the capacity of its aluminum paste and flake production plant at Logan's Ferry, PA by 50 percent. Completion was scheduled for mid-1980.

The Bureau of Mines has conducted field studies in coal mines throughout the United States to determine the effectiveness of electromagnetic techniques in locating miners trapped underground following a mine accident. Data from these tests have been used to generate models of expected signal and noise distributions as found above these mines. These distributions have aided in placing the expected performance of a through-the-earth electromagnetic communications technique into a probabilistic framework. Results show that at a 10% false-alarm rate, the expected probability o detecting a miner's signal" from a depth of 1000 ft is 54% at 500 ft it is 95%. These depths exceed the actual depths of 90 and 50%, respectively, of United States coal mines. Sensitivity studies have shown that at depth of 1000 ft, the probability of detection will improve approximately 2% for each dB of increase in signal-to-noise (SNR) ratio.

First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . The Bureau of Nines at Morgantown, W. Va., has been investigating, on a pilot plant scale, various methods of gasifying bituminous coal with oxygen and superheated steam to produce synthesis gas, as part of the broader program of finding new uses for coal. Differences in the pressure gasification methods used have depended on differences in the manner in which the pulverized coal is fed to the gasifier. One of the methods of feeding the coal that was investigated was the continuous, integrated coal-water slurry system. Goal and water were first mixed to produce a slurry; then the slurry was pumped through a heated coil. to evaporate the water fraction; the resulting steam was superheated, and some of it was separated so as to adjust the ratio of the residual steam to the coal fraction and make the resulting mixture suitable for partial combustion with oxygen in a pressure gasifier. Both before and during this reported3 developmental work it was necessary to make an extensive literature search into the technology of aqueous slurries in order to establish design criteria for the pilot plant and to correlate results of various phases of the work with that of other investigators, The pilot work coincided with the commercial development of a long-distance pipe- line for the transportation of coal as a coal-water slurry, and this fact tended to broaden the scope of the pilot plant work and the extent of the literature search. This bibliography is the compilation of the material that was collected.

As in many other industries, such as construction and agriculture, overhead electric power lines are a serious hazard at mining and mining-related operations. Even when excluding injuries that occur during electrical maintenance work, over one fourth of electrical fatalities in the mining industry are due to accidental overhead line contacts, and for each fatality nearly two serious non-fatal injuries occur due to such contacts. In incidents involving high-reaching mobile equipment, many of the victims touched the equipment after the fact, unaware that the machine frame had become energized by the line contact. MSHA data for accidents involving overhead power line contacts in the mining industry between 1980 and 1997 reveal that in 57% of the cases personnel were unaware of the accidental line contact until after one or more workers touched the equipment or a hoisted load and were injured. The situation is similar in the construction industry, where according to the National Institute for Occupational Safety and Health (NIOSH) data at least 20% of such victims are unaware of the line contact. This suggests that a device that alerts workers when a power line has been contacted could help prevent many of these injuries. Such a device would not prevent power line contacts, yet if widely employed could yield a significant reduction in the number of resulting injuries. Researchers at the NIOSH Pittsburgh Research Laboratory are attempting to develop such a device. The approach being investigated is based on measuring electric current flow to ground through a machine during a line contact. The specific technique being tested involves the diversion of some part of this current through a shunt cable mounted on board the machine, to provide a point at which to install a current sensor. Experiments thus far indicate that this approach is feasible. Ongoing research is better defining electric current flow through mobile equipment, refining techniques for measuring this current, and identifying factors that could limit the effectiveness of the proposed alarm.

THE MAGNITUDE of the anthracite industry's drainage problem in the Lackawanna River drainage area is realized when it is known that in 1948 the 27 pumping plants in this region pumped over 48 billion gallons of water to the surface from the mines in the Lackawanna Basin of the Northern field. This is almost 92,000 gallons per minute pumped against an average hydrostatic head of over 300 feet for that year. By comparison, Lake Wallenpaupack, the largest artificial body of water lying wholly in Pennsylvania, contains 71 billion gallons of water in its 24-square-mile area: the volume of water pumped from the mines in the Lackawanna Basin during 1948 was approximately 68 percent of that impounded in Lake Wallenpaupack. The Lackawanna. River and its tributaries drain a troughlike area of 345 square miles. The synclinal axis of this trough lies within the coal measures. All surface drainage into the valley must traverse some part of the coal measures. On the basis of 45.03 inches of rainfall recorded by the Scranton station of the United States Weather Bureau for 1948, the runoff from the Lackawanna River drainage area during that period was 135 billion gallons, approximately three times the volume of water pumped by all mine pumping plants in the Lackawanna. In other, words because of the pervious condition of the strata overlying the mine workings, approximately one-third of the total runoff in the Lackawanna River drainage area becomes mine water. This report, reveals that less than 7 percent of the 72 miles of pervious stream beds examined between Archbald and Pittston have been unproved.

This report is in partial fulfillment of Contract S0241051 awarded to COMINEC on June 27, 1974. 'Me purpose of the work under this contract is to develop a conceptual design for an automated longwall mining system. The conceptual design will serve as the basis for future design and development of an automated longwall mining system capable of sustained production in excess of 2,500 tons per shift with reduced manpower which will ultimately be demonstrated in an area where conventional longwall mining has been successful. 1.2 DEFINITION OF THE PROBLEM 1.2.1 Why An Automated System The most obvious benefit of automation and remote control in a longwall mining system is the reduction of accidents consequent upon a reduced working force in the hazardous face areas. However, another important aspect of the problem is the skilled labor shortage which is being compounded by the need for vastly increased coal production. The United States coal mining industry had a working force of almost 600,000 miners in 1928 but was able to muster only 145,000 miners in 1970. The miners required to staff the additional working sections and the new mines necessary to meet our energy needs are simply not available. Only automation and remote control will permit a reduced work force with increased production by keeping the face equipment operating continuously.

The commercial development of petroleum and natural gas fields has reached its present status within 60 years and is still considered by some operators to be "100 per cent wildcatting." 1 A tendency to drill for gusher production, the production that yields big returns in spite of any mechanical defects in drilling methods, has frequently caused drillers to pass by oil-bearing strata of comparatively small yield and actually to overlook rich oil zones in proved fields; in addition, whole fields have been ruined by water because development methods were never carried beyond a hole-in-the-ground stage.2 Unfortunately, the petroleum industry has no mine dumps or tail. ing piles as at metal mines to yield fortunes through later and bette!' methods of treatment. The wasted oil and gas are gone, as are the time, money, and effort wasted in ill-advised or haphazard drilling. Probably as production costs increase less oil will be wasted, but the need to develop and produce from sands of low yield will become more urgent with the increase in consumption of oil and the decrease in supply. Hundreds of wells are producing steadily as the result of months and perhaps years of careful prospecting and of tests during drilling. The Bureau of Mines has studied the testing and drilling methods used at such wells, and presents in this paper a criticism of these methods and suggestions on future work. The term pr08- pecting here means correct identification and measurement of strata as they are exposed by the drill. The term testing means the determination of the kind and amount of fluid stored within the pores or crevices of any stratum exposed in the hole.

One phase of this investigation is the burning of coal on an automatic stoker to gain the advantages of control, constant rate of application of heat, and ability to burn cheaper coal than can be used in the hand—fired furnaces of kilns. It a stoker in to be used it is desirable that the coot of the installation should be low, the control of operation simple, and the distribution of heat in the kiln as good or better than with hand firing. These desiderata were sought in the stoker and furnaces that were used for the tests described herein. The tests were made to determine whether it is feasible to fire a large kiln with a single stoker, whether the use of a single furnace simplifies control, and whether the admission of all the hot gam at the center of the kiln will give symmetrical distribution of heat."

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSS systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

This report summarizes a systematic 20-year study of the organic sulfur compounds in Wasson, Texas, crude oil and, to a lesser extent, of three other crude oils, that has culminated in some 200 individual sulfur-compound identifications. The development and application of special separation and identification techniques generally suitable for the characterization of sulfur compounds in any crude oil are discussed. This report reviews early sulfur literature covering petroleum sulfur compound identifications completed before this study was begun, and cites 58 papers resulting from this work. The sulfur compounds in petroleum, both as to type and quantity, have long been of concern to the petroleum industry, and such compositional data are not only of theoretical interest, but also of practical value.

The investigation of mine shafts and underground workings at Leadville, Colo., was started in May 1946 and recessed in November 3, 1946. Thirty-eight shafts and connecting accessible underground workings, comprising about a third of the accessible shafts in the district, were investigated. The Leadville district, a former important producer of lead and zinc, was considered by the Bureau of Mines to be capable of bolstering 'the waning domestic output of .these important metal. Accordingly, the investigation was initiated for the purpose of. .obtaining more definite data on sulfide and oxide reserves, evidence to justify completion of the Leadville drainage tunnel, representative large samples of the complex oxidized and mixed ores for testing to determine methods, beneficiation factual data to be supplied to property owners in order to stimulate production, and to determine the more favorable areas for development by the Bureau.

Objective To develop safety training tools for mine safety and health professionals that fill gaps in currently available materials. Background Over the past 4 years, NIOSH has developed and released a series of training videos targeted at underground mine safety. These videos were developed in close cooperation with the mining industry and safety training professionals and were intended to provide realistic, interesting, effective training to both new hires and experienced miners. The videos cover the mining cycle, starting with the breaking of the rock (Handling Explosives in Modern Mines), making certain the work area is safe after a blast (Rock Falls— Preventing Rock Fall Injuries in Underground Mines), installation of ground supports and recognition of failed supports (Miner Mike Saves the Day), and hauling both ore and materials in the mine (Hazards in Motion). A separate video (Hidden Scars) captures the story of a fatal rock burst through an interview with a miner who nearly died and who lost his partner in the accident. These videos have been extremely popular in the mining industry and are being used across the nation as well as in 18 other countries. Two of them, Rock Falls and Miner Mike Saves the Day, have won Alice Hamilton awards, NIOSH’s highest recognition for Excellence in Occupational Safety and Health, in the Educational Materials category. Approach A recently completed independent evaluation of the SRL mining videos identified five themes that mine safety trainers consider necessary for successful training materials: high quality, credibility, accurate content, effectiveness, and an engaging nature. All of the NIOSH videos were rated very high for each theme. Using these measures of effectiveness, a more difficult challenge has been undertaken. Much has been written in the mining industry about the coming turnover in employment. The average age of miners in the United States is approaching 50, and many of the “experts” will be leaving the industry as they reach retirement age. The mining industry, like many industries involving skilled labor, relies heavily on a master-apprentice relationship between new hires and older miners. New hands learn from experienced miners. Their learning falls into three primary categories—they learn what’s important to know, they learn how to do things correctly and safely, and they learn the culture.

As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision
