Following is a brief history of Bureau of Mines Division of Coal-Mine Inspection activities that have favorably effected health and safety and reduced Injuries at coal mines: The Federal cline Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines for the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consulting with representatives of management and mine workers, and was incorporated in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, betweeen the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines considered imminently dangerous, but authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

The Bureau of Mines conducted compressive strength tests on model pillars of selected rock types with each pillar containing a critically oriented plane of weakness. The objective of these tests was to determine if a significant increase in the strength of the model pillar could be obtained by either (1) installing tensioned rock bolts through the pillar and normal to the plane of weakness, or (2) wrapping tensioned steel wire ropes around the pillar at uniformly spaced intervals along the pillar. Equations based on Coulomb's failure criterion are developed to predict uniaxial compressive strength of model pillars that are either rock-bolted or wire-roped. Laboratory compressive strength tests on unbolted and bolted model pillars of sandstone, marble, Indiana limestone, and oil shale containing a plane of weakness oriented at 45° showed that the bolted pillars are stronger than the unbolted pillars by 84, 31, 52, and 28 pct, respectively. Laboratory compres-sive strength tests on nonroped and roped model pillars of Texas limestone, sandstone, and granite containing planes of weakness showed that the roped pillars were stronger than the nonroped pillars by factors ranging from 1.01 to 2.41, depending upon the angle of the plane of weakness and the rock type. Rocks with a low Young's modulus benefited most by the wire-roping technique.

The colony of French Guiana ( or Cayenne ) is administered by a governor , assisted by a privy council of five members . A council - general of 16 members is elected by French citizens resident in Guiana, and the colony is represented 3 in the French parliament by one deputy . The area is about 34,740 square miles . French Guiana is the largest gold producer of the French colonies , producing nearly $ 1,000,000 worth annually . Considerable prospecting has been done on the bauxite deposits , which are extensive . Copper , iron , lead , and 4 mercury deposits are also reported . In 1931 , 10,000 prospectors for gold were reported as working . The French Government is taking an active interest and has sent a committee of mining experts to explore the region ; no permits are to be issued to individual prospectors while the committee is in the colony . Plans for development of mining industry include consideration of 4,500 convicts and 2,500 natives already in the colony and available for labor .

This paper describing the methods of dredging and treatment of gold-bearing gravels at the Lancha Plana Gold Dredging Co.'s dredge is one of a series of similar papers being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The dredge is located near the Mokelumne River, 12 miles west of San Adreas, Calif.; it is accessible by an improved dirt road from Jackson, which is about 20 miles distant.

As part of its program to conserve the Nation's natural resources by developing improved performance materials, the Bureau of Mines, U.S. Department of the Interior, in cooperation with the U.S. Department of Energy, has conducted an investigation of materials of construction able to withstand the high temperature and hostile environments encountered in coal gasification units. Refractory pipe liners are required when extremely hot gases or abrasive solids are transported between processing units in the gasification plants. One promising technique for producing refractory pipe (or refractory pipe liners) is centrifugal casting. For this study, the effect of processing variables such as workability, additives, reinforcement and spinning time, and centrifugal force were evaluated using four commercial refractory concretes. In addition, data on characteristics such as strength, density, abrasion, and spalling resistance of 5-inch-diam refractory pipe were developed. Techniques for forming large-diameter (19-inch) refractory pipe also were evaluated. The test results indicated that all four refractory concretes could be made into strong, homogeneous pipe, but that optimum casting parameters had to be determined for each specific composition. The investigation revealed that the major controlling factor in the production of the centrifugally cast pipe was the workability of the refractory concrete.

[Coals of low-volatile rank cannot be coked without admixing large proportions of high-volatile coal in the usual type of byproduct-coke oven, because they expand excessively and exert side thrust, which ruins the oven walls. Some medium-volatile coals also give trouble. Since high-rank coals produce a strong, blocky coke, it is desirable to have the rank as high as practicable, particularly in the manufacture of foundry coke. Accordingly, it has become the practice to mix or blend high-volatile shrinking, coals with as much low-volatile coal as possible and still have a mixture that will not deform the walls or cause difficulty in pushing the coke. Occasionally, the safe limit of low-volatile coal has been exceeded and ovens have been damaged. It is desirable, therefore, to rave a reliable method of determining the expanding tendencies of mixtures before they are charged into the ovens. Furthermore, coal charges somewhat in its properties as mining progresses, and therefore, mixtures found to be safe at one time may cease to be so subsequently, particularly if nearly the maximum allowable percentage of low-volatile coal is being used.]

The objects of this investigation are to determine the conditions obtaining within the blast furnace be direct experimentation, and to correlate the behavior of the furnace at various times with the main factors governing the operation of the blast furnace, and metallurgical losses. The material published in this report is part of a special study of some of the chemical and physical properties of Alabama coals. The complete study included friability and grindability determinations, high and low temperature assay distillation tests, and ash fusion-temperature determinations. Proximate and ultimate analyses and. calorific values of the coal samples also were obtained. This paper is concerned only with grindabilities, although proximate analyses have been included to give a better picture of the problem as a whole. The growing interest in grindabilities of coals is a result of the increase in use of pulverized fuel in rescent years. The tenative ball-mill grindability method D408-35T4/ was used in making all the determinations. The method of sampling and the technic of the testing procedure is described in Considerable detail in this report because the procedure was established quite recently. The ball-mill grindability index is a measure of the ease with which coal may be ground, which may be an important factor in estimating pulverizing costs. Up to the present time few data on the grindability of Alabama coals have been published. The data in this paper show that the Warrior and Cahaba fields exhibit a wide range of grindability in their coals. The mines tested are well distributed throughout the productive areas of these fields, and it is possible to make rough estimates of the grindabilities of coals not listed in this report from the data given for mines situated in the same vicinity.

"INTRODUCTION Retsof mine, adjoining the village of Retsof, Livingston County, New York, is about 5 miles northwest of Geneseo and 55 miles (air-line distance) due east of Buffalo. It is a single-bed rock-salt mine having extensive horizontal workings as much as 2-1/2 miles long and 1 mile wide and has been in continuous operation since 1885. Retsof tine is the largest producing salt mine in North America and is reputed to be the largest active salt mine in the world.Retsof is one of three large salt mines operated by the International Salt Co., Scranton, Pa.; T. Forster Courthope is general manager of Retsof and also of the company's Detroit salt mine in Michigan and has held that position for 27 years. He is assisted by Stanley Martin, general superintendent; R. Goetz, Maintenance superintendent; and John Riordan, mine superin¬tendent. All are old-timers at Retsof and, according to Courthope, contri¬buted the ""lion's share in bringing the mine to its present standard of safety.ACKNOWLEDGEMENTThis circular was made possible by the generous cooperation of T. "INTRODUCTION The Mayfield manganese property is about 25 miles south of Van Horn, in Jeff Davis County, Tex. The ore deposit is developed by a large open-cut and a small stope.An 8-ton sample was received for testing; it was taker at random from material on the mine dumps and consisted of a mixture of manganese oxides, barite, and siliceous gangue minerals. The manganese occurred largely as hard, massive, crystalline psilomelane, with a small amount of pyrolusite. The gangue minerals consisted of intermixed iron-stained sand stone, quartzite, chalcedony, calcite, quartz, and barite. Chemical analysis showed 8.9 percent manganese, 3.3 percent iron, 38.4 percent silica, 6.6 percent calcium carbonate, 7.1 percent barium, 3.1 percent alumina, 0.09 percent phosphorus 0.01 tungstic oxide, and less than 0.05 percentAnalysis of selected clean pieces of manganese minerals, free of gangue, showed 48.1 percent manganese end 13.4 percent barium, of which only 0.2 percent was present as barium sulfate. This indicated a limit in concentration. Barium was also present in the gangue as a separate mineral, barite (BaSO4), which has approximately the same specific gravity as the manganese oxide."

The purpose of this investigation was to evaluate the physical and mechanical properties of high-purity titanium made by two processes. Sodium-reduced metal with 58 Brinell hardness number (B.h.n.) and electrorefined metal with 60 B.h.n. and 70 B.h.n. were used. Titanium of these hardness levels did not work-harden excessively, and beyond 40 percent cold work the hardening effect was not great. Rapid softening occurred when the metal was annealed at temperature between 300° and 600° C. Full annealing, as determined by property and microstructure studies, was accomplished after 30 minutes at 700° C. A recrystallization diagram is presented which is based on determinations of annealed grain size as a function of rolling reduction and annealing time. For reductions of less than 20 percent, exaggerated grain growth occurred during annealing; for reductions greater than 20 percent, the variation in grain size for each annealing temperature was minor.

Preliminary tests on presplitting rock in the presence of an in situ static stress field were undertaken to study the influence of a horizontal static stress field on the creation of a vertical presplit fracture plane. These tests indicated that it is easier to fracture the rock parallel to the in situ maximum compressive stress than in other directions. Instrumented shots indicate that the interaction of stress waves generated by the detonating charges is probably responsible for starting tensile fractures between shotholes and that expanding gases may propagate these initial cracks by a wedging action. The hole spacing for presplitting appears to be equal to the half wavelength of the stress wave. However, wider hole spacing appears feasible if the initial fracture is started by closer hole spacing.

The present methods of appraising the long-range performance of oil reservoirs are based upon physical properties of the crude oil and the permeability of the reservoir rock. By means of these methods the performance of a reservoir may be estimated throughout its entire life. Before these methods were used, the future performance was estimated mostly by extrapolating pressure-decline curves -a method that is satisfactory for extrapolating only for a short period into the future. One factor that affects satisfactory long-range prediction of reservoir performance is the extent to which small changes in the physical properties of the oil and differences in the choices of relative permeability influence the calculated oil recovery. Selection of the physical properties of the samples to represent those of the oil and rock for the entire reservoir is difficult. This report is concerned with the error in calculated recoveries that may result from these inherent difficulties.

Lack of sufficient publication funds has resulted in the accumulation of considerable unpublished experimental work on copper metallurgy by the Bureau staff . The present report gives extended abstracts of this work , as well as a discussion of the best direction for future efforts . The experimental work reported in this series of papers was done in cooperation with the University of Arizona , Tucson , Ariz . The investigations covered in the third , fifth , and seventh papers were done under the direction of G. L. Oldright and the remainder under the direction of V. H. Gottschalk .

The Federal Bureau of Mines studied the Gibbs free energies of formation of chromous fluoride (CrF2), chromic fluoride (CrF3), and chromium (II,III) fluorides (CrF2.40 and CrF2.45) with high-temperature galvanic cells employing calcium fluoride doped with 1 mole-pct yttrium fluoride as the electrolyte. Free-energy changes were obtained from open-circuit potential measurements for the following cells: Cr, CrF2 // CaF2 // NiF2, Ni (a) NiO, NiF2 // CaF2 // CrF3 , Cr203 (b) CrF2 , CrF2.40 // CaF2 // NiF2, Ni (c) and CrF2 ?45 , CrF3 // CaF2 // NiF2, Ni (d) with the following overall reactions Cr(s) + NiF2 (s) = Ni(s) + CrF2 (s) (1) 3NiO(s) + 2CrF3 (s) = 3NiF2 (s) + Cr203 (s) (2) 5CrF2 (s) + NiF2 (s) = 5CrF2.4O (s) + Ni(s) (3) and 3.64CrF2.45 + NiF2 (s) = 3.64CrF3 (s) + Ni (s) . (4) These results were combined with the best available literature values of ?Gf° of NiF2, NiO, and Cr203 to deduce Gibbs free energies of formation for the chromium fluorides expressed as follows: ?Gf°(CrF2) = -179.31 + 24.33 X 10-3T ± 0.43 kcal-mole. This paper presents one of a series of digests of foreign mining legisla- tion and court, decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Latin America has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. Individual abstracts of the laws of each of the countries herein discussed have been prepared and published separately. This general summary is presented for the use of mining engineers and investors whose interests extend over the borders of a single country. It is also designed to bring out certain general principles of mining law and, so far as feasible, to indicate the trend of mining legislation in South and Central America. In order to gain perspective, the details of legislation are not com- pletely covered in this paper, but an effort has been made to bring out essential differences as well as points of similarity in the laws of the various countries. The course of legislation is first traced chronologically and the points discussed are then arranged in tables in somerhat greater detail. .Si. With a very few exceptions the existing mining legislation of Spanish America is a development, of the Spanish "Law Decree of Bases" (more briefly referr- ed to as the "Decree-Bases") of 1868. This in turn was influenced, particularly in its classification of minerals, by the French law of April 21, 1810.

This Bureau of Mines report presents a cost estimate of the Bayer process, which is used for virtually all cell-grade alumina production. The report will serve as a reference point to determine the economic merits of processes that have evolved from Bureau of Mines investigations on technology for producing alumina from domestic nonbauxitic raw materials. The Bayer process involves dissolving the alumina present in bauxite in a caustic solution at high temperature and pressure. After the un- dissolved impurities are removed, the solution is seeded to produce an alumina trihydrate precipitate. This precipitate is filtered, washed, and calcined to produce the cell-grade alumina product. This cost estimate is for a plant producing 1 million tons of alumina per year. The estimated operating cost is approximately $250 per ton of alumina.
