These volumes report on the study initiated by the U. S. Bureau of Mines to develop and apply a methodology to quantitatively assess the probability and potential benefits of technological innovation over the next twenty-five years. The potential was recognized for new technology to solve copper industry problems in the United States. Objectives of the study were to: (1) Develop a methodology to obtain the opinions of mineral experts about future events -their likelihood of occurrence, and, conditional on occurrence, when and to what extent they are likely to occur; (2) Identify, select, and describe potential technological innovations which would have significant impact on copper production; (3) Implement the methodology and obtain the opinions of the mineral experts regarding selected copper technologies; and (4) Analyze the expected future benefits of successful technological innovations :n the copper industry. Although individual technologies are continuously examined throughout the copper 'community', this study is the first known comprehensive forecast of future copper technology. This study is also believed to be unique 1n that it represents the consensus opinion of over sixty expert copper technologists on the expected use of innovative technology in the industry over the next 25 years. Rock preconditioning in advance of mining was shown to be an effective means of rock-burst control based on the results of a field demonstration carried out on the 7700 level of the Hecla Mining Company's Star mine. Mining through the preconditioned zone was characterized by greatly reduced rates of released seismic energy and no bumping or rock bursting occurred within the preconditioned zone. Mining above the preconditioned zone was characterized by greatly increased rates of released seismic energy and rock bursting, particularly where the vein became very narrow in waste zones. This increased incidence of rock bursting points out the need for stope preconditioning to be carried out on an entire stope block basis. The data obtained from the monitoring of the mining above the preconditioned zone on the 7700 level will be extremely useful in evaluating any future stope block preconditioning experiments on the lower levels or the Star mine.

On Thursday, March 18, 1937, the country was shocked by news of a terrific explosion at the New London, Tex., school, which caused the death of 280 pupils avid 14 teachers. The explosion occurred at about 3:05 p.m. in the largest of the 11 school buildings on the campus. Fire 1 shows this building, marked "Main high school building", with respect to other buildings, pipe lines, oil wells, and gas lines or the property.

Oil shale, a long-considered potential source of motor fuel in the United States, is found over an extensive area in the Green River formation in Colorado, Utah, and Wyoming.4/ Oil has been retorted commercially from shale in Scotland for many years,5/ and work done by the Bureau of Mines and other investigators has shown that it is technically feasible to extract oil from American shales.6/ By refining, the shale oil may be converted into marketable products similar to those manufactured from crude petroleum. Maier predicted that 870°C. would be the critical temperature above which reaction (1) would take precedence over reaction (2) and that reaction (1), at equilibrium, would be substantially complete at or above 927°C.

"The large reserves of low-rank coals in the western United States are at a disadvantage in competing with the more mature but less plentiful eastern coals, which are nearer important markets and are more suitable for combustion and coke production. However, low-rank coals generally are amenable to hydrogenation, and the western coals might become an important source of liquid fuels and organic chemicals when petroleum is less plentiful.In view of these facts an the tremendous quantities available, further information on the western coals clearly desirable. The purpose of the work described in this paper was to study the hydrogenation characteristics of some of the low-rank western coals in discontinuous converters. The data obtained in this manner, which are inadequate for predicting the suitability of coals for large-scale continuous hydrogenation, were used as a basis for selecting samples for further study in the Bureau's experimental coal-hydrogenation plant (26, 35). 8/ Because of the general importance of the western coals and recently demonstrated relation between coal hydrogenation and petrograghy (14, 15, 16), the proportions of anthraxylon, (vitrain), translucent attritus, and opaque matter were determined. In some instances samples of anthraxylon were isolated and hydrogenated separately so that their properties might be compared with those of the entire coal. The samples studied include peat, brown coal, lignite, sub-bituminous coals, and low-rank bituminous coals."

"The ninth yearly National Safety Competition covering the calendar year 1933, conducted by the United States Bureau of Mines, w participated in by 332 mines and quarries situated in 35 States. Enrollment represented as increase of 10 plants over 1932, and one addition was made to the number of States represented.The primary purpose of the United. States Bureau of Mines in conducting the contest is to promote safety in United States mineral industries. This purpose is accomplished directly through the efforts of the competing companies and their employees to win first place in the competition and thereupon receive recognition on a national scale for their achievement the purpose is accomplished indirectly through studies by the United States Bureau of Mines of the facts contained in the accident reports the competing companies furnish to enable the Bureau to compute the accident rates that are the basis for determining the winners of the contest.The statistics which constitute the basis for determining the winning companies and the relative standing of all companies are prepared uniformly without regard to the States in which the companies operate, or to differences in classes of accidents covered by State laws relating to compensation for injuries resulting, from industrial accidents.Bronze trophies, known as 'Sentinels of Safety', which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines, were presented to five companies in the contest of 1933, each company having established the best accident-prevention record within one of the five classes into which all companies were divided, namely, anthracite-mining companies, bituminous-coal-mining companies, metal-mining companies, operators of nonmetallic-mineral mines other than coal mines, and quarries or opencut mines. The trophies are awarded for 1 year and are then transferred to the winners of the succeeding year's contest.The trophy for bituincus-coal mines was won by a company in Wyoming. A company in Tennessee won the trophy for metal mining. In the nonmetal-mine group the trophy was again won by a company in New York. A quarry in Michigan won the trophy for the quarry-and-opencut-mine group. The trophy for anthracite mines remains in Pennsylvania, as all anthracite mines in the contest are in that State."

Revegetation success on surface mined lands is dependent upon the nature of the plant growth media. Soil physical and chemical properties dictate the needs for specific reclamation and subsequent management practices. Field experiments were conducted at six coal mine sites in Oliver and Mercer Counties, North Dakota to determine the subsequent effects of a single application of selected amendments on spoil and topsoils over the five year period, 1974-1978. Considerable variations in the physical and chemical properties were found in mine spoils from site to site. The texture of spoils ranged from sandy clay loamy at North Beulah I to loamy at Glenharold, and from sandy loamy at North Beulah 3 and South Beulah sites to loamy sands at the Center site. The pH of the sites ranged from 6.5 at South Beulah to 8.2 at North Beulah 3. In many cases, the pH values of mine spoils were not significantly different from the topsoils. The electrical conductivity (ECe) did not exceed 6 mmhos cm-1 at the test sites even though in other studies much higher values were recorded in the same vicinity. The spoils from Glenharold and North Beulah test sites can be classed as moderately saline, and those from Center and South Beulah as non-saline. The sodium adsorption ratios (SAR) varied from less than 1 to 32, with highest values in the spoils of North Beulah 3 followed by Glenharold; all other sites were nonsodic. Lowest SAR values (less than 1) were found in the topsoiled sites at South Beulah and Center. Spoils of North Beulah 3 test site were highly calcareous, followed by North Beulah 2 and Glenharold. Center mine spoils which were the least calcareous of the test sites, showed the calcium carbonate equivalent three times higher than that of the topsoil. The average calcium concentrations in the spoils of North Beulah 3 and South Beulah test sites were -13 and 14 me 100g -l while at North Beulah 2 and Glenharold test sites 25 and 22 me 100-1-1 were recorded, respectively. The overall magnesium concentrations ranged from an average of 4 to 16 me 100g 1. Sodium concentrations in all sites never exceeded 10 me 100g-1. Phosphorus concentrations on the average at North Beulah 1, North Beulah 2, and Center were 10.2, 4.6, and 22.2 µg g -1 spoil, respectively. Concentrations of potassium ranged from 200 ppm at South Beulah site to more than 375 pp in at the Glenharold site. High concentrations of sulfates (239-2778 µg g-1) seem to contribute to the salinity in these spoils. Chloride concentrations of spoils were low and never exceeded 40 µg g-1 spoil. Based on established critical levels of deficiency for micronutrients in agricultural soils, it seems that none of these were deficient. However, controlled environment experiments did reveal increased plant growth responses when some micronutrients were added to the mine spoils. Treatment effects were highly site specific depending on the nature of the soil/spoil characteristics and, of course, the properties of the various treatments. While slack coal amendment to the spoils at North Beulah 2 site affected significant increases in a large number of variables (both major and trace elements), amendment of the topsoils at the South Beulah test site with leonardite resulted in significant decreases in a number of variables, particularly trace elements. Spoils at Glenharold and North Beulah 3 demonstrated the fewest significant changes due to amendments. Calcium, magnesium, strontium, organic matter and nitrogen were consistently increased from site to site with the addition of lignitic materials. Other spoil/topsoil physical and chemical properties (30 variables) as affected by amendments and time are discussed.

"These tentative coal mine inspection standards have been prepared as a guide for the Federal inspection of coal mines of the United States. Much time and thought have been spent by various members of the Safety Division in the preparation of thses standards, and it is believed that compliance with them eventually will be possible in most mines. In many instances objections will be raised to them owing to long-established mining customs and practices that are inherently of dubious safety and to a natural inclination to oppose change. In other instances there will be valid objections due to conditions not foreseen at the time these standards were prepared. Or there may be substandard conditions and practices due to original mine layouts that it is not practicable to change during the lifetime of the mine; in such instances it is likely that some effective measures are or can be taken toward lessening hazards.With the rapid change in mining methods some of the standards may become inapplicable and it may be advisable to revise them to meet the new conditions. Therefore, questions regarding these standards and suggestions regarding new standards should be brought to the attention of the supervising engineer of the Coal Mine Inspection Division so that modifications of and additions to these standards may be made from time to time.In many respects these standards exceed the provisions of the various State mining laws, and some may conflict with the laws of some States. In cases of conflict, the intent is not to advocate noncompliance with State laws but to suggest that it may be desirable for the State to reconsider such laws or safety orders.Although an effort has been made to word these standards so that they may be readily understood, nevertheless, a reasonable interpretation should be placed upon them. In fact, in numerous instances the words reasonable"", ""suitable"", and ""properly"" are used in recognition of the fact that reason- and sound judgment enter into the carrying out of the safety endeavor.The policy of the Bureau on some vitally important safety matters in mines is set forth in its published Safety Decisions. These decisions have been consulted and used in the preparation of these standards. These decisions also are now being reexamined by its Mine Safety Board."

This report briefly describes the broad program of research and technologic work conducted by the Bureau of Mines on coal and related subjects during 1966. In addition to n description of investigations on mining, preparation, and utilization of coal, an account is given of the Bureau's work in mine health and safety, coal resources, mine explosives, and environmental conditions relating to coal mining and utilization. Details of most of the projects are reported in publications cited throughout this report. Centers and laboratories conducting the coal research and related investigations appear in appendix A; organizations, institutions , and companies contributing to the Bureau's coal research and technologic program are listed in appendix B.

The Chestnut Ridge Anticline is a prominent structure in southwestern Pennsylvania, USA. This structure has brought two economically valuable limestone formations to the surface, where they are easily accessible to room-and-pillar mining. Nine active crushed stone quarries, an underground research facility, and one industrial facility currently operate along the linear trend that represents the axis of the anticline. The National Institute for Occupational Safety and Health (NIOSH) has identified significant variation in levels of horizontal stress within relatively short distances at shallow overburdens along the anticline. At one quarry, the horizontal stress is high enough to shear strata with a modulus of approximately 77 Gpa. Conversely, zones of extension were observed in parts of another quarry, indicating very low horizontal stress conditions. This study found that high levels of horizontal stress are to be expected in this very stiff rock formation and that local geologic and topographic structures are capable of altering the magnitude and possibly the orientation of the horizontal stress field.

The objective of this research was to evaluate the technical and economic constraints on the extraction and utilization of anthracite coal and to determine the research and development needed in order to make anthracite coal more fully utilized as a premium energy resource. In the report the contractor examines in detail the anthracite industry both past and present and evaluates market possibilities. Anthracite reserves and resources are analyzed and tabulated, and the problem of pumping and drainage from the flooded anthracite fields is covered. Current technology is considered in detail with a discussion of production techniques with potential for improvement. The contractor concludes the report with a summary of constraints on the anthracite industry and the contractor's recommendations for effecting a revitalization of that industry. An estimated production of 17 million tons annually by 1990 can be anticipated if adequate planning, research, and development to overcome present constraints are initiated in the near future.

"INTRODUCTION The U. S. Bureau of Mines in 1930 and 1931 made a study of the properties and characteristics of liquid-oxygen explosives (L.O.X.) at the request of one of the largest users, in order to determine and eliminate the hazards attending its use.This report deals with the examination of absorbents for L.O.X. to (1) determine their most desirable and most undesirable characteristics, (2) to find ways and means of desensitizing absorbents to mechanical shock, and (3) to determine the effect that such desensitization of absorbents has on the explosive Characteristics of L.O.X.ABSORBENT MATERIALS The absorbent used in driving the Simplon Tunnel, the earliest project in which L.O.X. was used, was composed of crude petroleum, soot, and kieselguhr. During the World War, powdered cork, soot, sawdust, powdered straw, or other similar powdered materials were mentioned in the German military instructions for use of ""liquid air"" explosives. At that time the common types of absorbent, materials were compounded ones containing the above ingredients as well as kieselguhr, paraffin, gas oils, charcoal, bituminous coal, etc.Kuryla and Clevenger4 investigated absorbents of the above type and made the following statement concerning them:"

"PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. The revised inspection standards or recommendations herein have been prepared for use in Federal inspection of bituminous-coal and lignite mines. They succeed a compilation of similar standards published as Bureau of Mines Information Circular 7268 in December 1943 and employed as a guide in Federal inspections since that time. Important alterations and additions have been made because of changes in mining, practice and temporary shortages of some safety equipment; moreover, several previous standards have been found not generally applicable and have accordingly been deleted. Mining methods and equipment continue to change, and new hazards and new safeguards are introduced. Consequently, these standards are subject to revision from time to time. Questions from the coal-mining industry regarding these standards and suggestions as to changes and additions thereto will be welcomed and considered carefully when the next revision is made. Many constructive criticisms from the mining industry have been considered in preparing this edition.

A survey of pillar conditions was carried out at 21 operating limestone mines that use the room-and-pillar method. The surveyed pillars were all located in rock that was classified as “Good” to “Very Good” using the RMR rock mass classification system. The average pillar width was 14.5m and the width to height ratio varied between 0.53 and 3.52. Pillar conditions were rated using a visual rating system that accounts for the effect of geological structures as well as stress related fracturing. Nine cases of pillar instability were recorded. Pillar instabilities were typically limited to individual pillars or small groups of pillars within an otherwise stable layout. Local geological structures such as inclined discontinuities or weak bedding planes contributed to instability in seven of nine cases that were observed. Elevated pillar stresses contributed to instability in the two remaining cases. All the unstable pillars observed had width-to-height ratios of less than 1.5. It is concluded that pillar instability is most likely to be caused by unfavorable geological structures in pillars with width to height ratios of less than 1.5. Stress related instability such as rib spalling becomes more prevalent when the average pillar stress approaches approximately 20 MPa.

The present paper collects and discusses thermodynamic data relating to metal carbides and nitrides, with the view of obtaining usable heat and free energy of formation relationships. Pertinent data on both classes of substances are difficult to obtain experimentally and consequently are extremely rare; it is therefore necessary in many cases, if equations are to be derived, to introduce certain approximations and assumptions. Lack of adequate means of checking results by utilizing data of different types, such as was done frequently in the bulletins dealing with carbonates and sulphates, are readily apparent to anyone who has made even a cursory examination of the available information. Consequently, some of the relationships derived undoubtedly will be found to be inaccurate when more or better data become available. Nevertheless, in view of the importance of some of these substances, it appears worth while to consider the information available at present and to attempt the formulation of as complete a

Gasoline has become of such commercial and military importance that it is now practically indispensable. This product is of special interest because, in addition to realizing its value, the Nation is learn- ing that the raw materials from which gasoline is obtained are not unlimited. ACTIVITIES OF THE BUREAU OF MINES IN PROMOTING EFFICIENCY IN THE PRODUCTION AND UTILIZATION OF GASOLINE. The Bureau of Mines has directly and indirectly worked for the conservation and efficient utilization of this important product. Some of the bureau's activities have been along lines widely different from those reported in this bulletin. The work of the bureau toward the increase in efficiency of processes for the production and refining of crude oil is too well known to need mention here. Another line of activity in which the bureau has engaged is the collection and publi- cation of statistics on refinery operations. Finally, as immediate preparation for the present bulletin, two surveys of the gasoline mar- keting situation have been made. The primary object of this bul- letin is to make available to the public information obtained in con- nection with these surveys. PURPOSE OF THE GASOLINE SURVEYS OF 1917 AND 1919. Shortly after the United States declared war on Germany the bureau collected gasoline samples in the retail market throughout various parts of the country. Information regarding the sources of these gasolines and the details of marketing them was obtained, and they were subjected to analytical tests which furnished conclusive informa- tion regarding their properties. The information obtained through this survey proved of inestimable value both to the bureau and the United States Fuel Administration, particularly in drawing up speci- fications and in ascertaining the best means of obtaining supplies of particular types of gasoline that were needed. A similar and more extensive survey was made in the months of April and May, 1919, in order to obtain data needed for the revision of the Federal motor gasoline specification. The specification adopted during the war had been the subject of numerous complaints, and it seemed desirable to determine whether or not these objections were valid before attempting revision.
