"A million tons of coal mined in the Pennsylvania anthracite region without a fatality is a feat of which to be proud and one that deserves the commendation of the entire mining industry. The average production per fatality in this region for 1933 was 206,823 tons, an exceptional record showing the results of an intensive drive made by the Pennsylvania Department of Mines and the anthracite operators and-workers to curtail the high accident rates heretofore prevailing in the region.This paper gives information about a mine with a record five times better than the average which should prove to the industry that mine accidents can be reduced through the proper safety organization and effort. The Pine Hill Coal Co., managed by Weston Dodson & Co., Inc., and located at Minersville, Schuylkill County, Pa., has made such a record at its Oak all colliery by studying its accident experience, realizing the facts, and pursuing a definite safety policy with a view to bettering its accident occurrence.As a direct result of its safety policy this colliery has produced 1,044,000 tons of anthracite without a fatality; within 3 years it has reduced its total accidents from 645 to 105 per year, its compensable accidents from 204 to 45 per year, and its lost-time accidents from 335- to 67 per year. In addition, it has set up a smoothly functioning safety organization that will go fax in aiding in the continuance of this great work of mining anthracite at a lower .cost in human suffering.This circular describes the accident-prevention methods perfected and the results obtained by this colliery in the belief that similar methods will produce essentially similar results at any other colliery where they may be adopted.The writer acknowledges his indebtedness to the officials of the company who furnished him with the details of the safety organization and the data from which this report was prepared. He especially desires to thank Messrs. Stockett, general manager, Wells, general superintendent, Morgan, safety engineer, and Kistler,- statistical department, for their hind assistance.The mine is opened by shafts, slopes, and drifts, a characteristic of minas in the Southern anthracite field. Thirteen different beds of coal are being mined. The thickness of the beds ranges from 3.5 to 16 feet and the pitch from 0 to 900. The roof and floor exhibit the entire range of conditions found in anthracite mines. Table 1 describes the coal seams being worked."

Table 1 and figure 1 show the number of fires and fire in¬juries that occurred in underground coal mines by state during 1990-1999. Table 1 also shows by state the risk rates, employ¬ees' working hours, lost workdays, and coal production. Over¬all, 87 fires occurred in 12 states. Twenty-seven of those fires caused 34 injuries (the yearly average was 8.7 fires and 3.4 injuries). One fire and one injury involved a contractor. The underground mine fires required 25 mine rescue team interventions and 30 mine/section evacuations followed by 13 mine/section sealing/flooding/CO2/N2, gas injections. The Ewhr value was 1,003 x 106 hr (In = 0.007), the CP value was 4,008 x 106 st (Frr = 0.022), and the LWD value was 208. Virginia had the most fires (15 fires and 7 injuries). Pennsyl¬vania had the most fire injuries (12 fires and 9 injuries), fol¬lowed by Kentucky (12 fires and 6 injuries), and Alabama (12 fires and 4 injuries). Among these states, Alabama had the highest fire risk rate value (Frr = 0.073), whereas Pennsylvania had the highest injury risk rate value (In = 0.016). Table 2, partly illustrated in figure 2, shows by time period the number of fires, fire injuries, risk rates, employees' working hours, lost workdays, and coal production. The number of fires and fire injuries show a decrease followed by an increase during the five time periods (see table 2 and figure 2). This was ac¬companied by a decline in employees' working hours throughout the periods and an overall small decrease in coal production. The In and Frr values follow patterns similar to those shown by the fire and injury values. By comparison, data from Pomroy and Carigiet [1995] show that during 1978-1992 a total of 11 states were involved in 164 underground coal mine fires (yearly average, 10.8) with 43 injuries (yearly average, 2.9) and 27 fatalities (yearly average, 2; however, the 27 deaths occurred during a single fire caused by an overheated air compressor [MSHA 1984]). The CP value was 5,340 x 106 st (yearly average, 356 x 106 st) (Fn = 0.031). Data on employees' working hours and injury risk rates were not available. Tables 3-8 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 3 shows the major variables during 1990-1999. Table 9 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

HAVIC is a collaboration of investigators from North America, Sweden, and Finland having a scientific mandate from NIOSH, to study the exposure response relationship between vibratory tool exposure and adverse health effects. Five cohorts, the Suomossalmi forest workers cohort, Volvo truck cab workers, Connecticut shipyard workers, and matriculating dental hygiene students and experienced dental hygienists have been under study. In the case of shipyard workers, there was survey and tool exposure data from 1988, although detailed subject testing was only available within the timeframe of the study. The truck cab assembly workforce was an inception cohort that had been followed from 1994 along with age-matched controls. The Finnish forest workers had cumulative health data on a cohort (n=52) that had been studied from 1976. For a subset of these subjects, there was detailed tactometry testing in 1990, 1995, and 2003. Accordingly, there was historical as well as new prospective data for the industrial cohorts. The Suomossalmi cohort was reassembled only for our study, which precluded follow-up evaluation and because of retirement is almost certainly the last time this historic group will be studied. The study features are: • Characterization of the exposure response relationship for hand-arm vibration through a study design, incorporating multiple cohorts, some having existing historical data, • Selection of cohorts to include different types of vibration: oscillatory (forest workers) impact (truck cab workers), high frequency (dental hygienists) and mixed (shipyard workers), • Inclusion of two inception cohorts: dental hygiene students and Swedish truck cab workers, • Methods for multi-site and historical integration A description follows. [ ] Methods The study included surveys, physical evaluation, and a selection of battery of “best tests” (cold challenge plethysmography, multi-frequency tactometry, segmental sensory nerve conduction velocity [SNCV]1,2,3) applied across groups to quantify responses to exposure. Exposure monitoring included exposure characterization through daylong data logging at the individual level. Workers at each site were instrumented with a microcomputer-based Vibration Exposure Monitoring (VEM) system, developed at the Biodynamics Laboratory of UCHC and about the size of a police walkie-talkie, to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of their workday. More specifically, data logging methods involved the direct monitoring of work cycles, involving tool operation time and measures of tool vibration, namely the root-mean-square (RMS), root-mean-quad (RMQ), and root-mean-oct (RMO), and grip forces, each calculated per minute. For this study, the questionnaire was homogenized with other vibration studies4,5,6. Cross-translation was directed by the multi-lingual investigators, and then reviewed by the study team. This section contains a summary of our investigation of the soil conditions (type, porosity, moisture content, etc.) at the two sites (Lanse and Kato, Pennsylvania) selected for field testing of latex as a soil sealant. Other natural conditions such as rainfall, frostline, depth of the water table, etc., were also measured and recorded for possible later use in assessing the effect of the latex seal on the total environment. The numbered sites referred to throughout this report are shown on the maps of the Lanse and Kato sites (Figures 1 and 2). KA, RB and KC are positions at the Kato site - all other numbered positions refer to the Lanse site. Two other terms used throughout the report which should be explained are “horizon” and "profile". These are synonymous terms for soil layer, A horizon (or A profile) referring to topsoil and B horizon (or B profile) referring to subsoil. The properties that control the flow of water through the soil are of special interest because these will also govern the passage of a sealant into and through the soil. Normally the particle size distribution is a good measure of soil permeability, which is directly proportional to sand content and inversely proportional to silt and/or clay content. Tables I1 and I11 show the percentages of gravel or stones, sand, silt and clay of Lanse and Kato soil samples. According to the United States Department of Agriculture classification, the gravel is ,ignored and the residue separated into sand, silt, and clay fractions. Figures 4 and 5 indicate by means of the USDk soil texture triangle that the variability of composition of Lanse soil ranges from sandy loam in the creekbed to clay loam. The variation is even greater among soil samples from Kato. Porosity of soil, also known as percent voids, is another indication of how readily water will travel through soils. Soil density usually increases and porosity decreases with depth, and as expected, the porosity of the top soil at Kato, a forest, is exceptionally porous and open (see Table IV) The pore diameter and length of soil capillaries is extremely variable, and its distribution in the field is impossible to determine. In addition to the capillaries, soil also contains many macro cracks, crevices, and passages around stones and roots. All these affect the flow rate of water through soil. Poiseuille's law states that the rate of flow of a liquid through a narrow tube is proportional to the 4th power of the radius of the tube. Pore size normally decreases with depth and in soil containing appreciable amounts of silt and clay this is especially true. Thus, deeper soils should be less permeable and such was the case at Lanse and Kato.

"The Workman's Compensation Law of Indiana, enacted in 1915, amended in 1917, 1919, 1923, and 1927, and in 1929 named the Indiana Workmen's Compensation Act of 1929, provides for a weekly compensation for disability due to accidents of 55 per cent of the average weekly wage of the employee, to start on the eighth day of disability. Compensation is computed from a maximum and minimum weekly wage of $30 and $16, respectively. Thus, the maximum weekly compensation is $16.50 and the minimum $8.80; the total compensation paid is not to exceed $5,000.In addition to the compensation the employer is required to pay all medical, surgical, hospital, and nurse fees for a period of 30 days and may be required to pay such fees for an additional 30 days at the direction of the Industrial Board of Indiana. In the case of fatalities the employer must contribute $100 toward funeral expenses.The law also stipulates that ""the employer shall keep a record of all injuries, fatal or otherwise, received by his employees in the course of their employment,"" also that the employer shall report within one week of their occurrence all accidents that cause either the death of the employee or the loss of more than one day's work. However, no standard form is furnished or required by the industrial board on which the employer shall keep a record of accidents, neither is he required to report the time of return to work of the injured employee unless the period of disability exceeds seven days and the accident thus becomes compensable. Hence, no record is kept of noncompensable accidents other than the first report sent to the industrial board by the employer.If the employer were required to keep a complete and concise record of all accidents, in duplicate, on a special form either furnished or required by the board, giving all of the essential data in regard to the accidents, and if he were required to submit a copy of this record to the board at the end of the fiscal year, the data thus assembled would not only be of material assistance to the board, particularly in making up its annual report, but would also furnish information of much value in the study of accident causes and what may be done to remove them.Those industries that have made marked progress in reducing accidents keep such records, as it is only through a full knowledge of how accidents occur that intelligent steps can be taken to prevent their recurrence. Unfortunately, the mining industry as a whole in Indiana has not kept pace with many other industries in reducing accidents, and it is urged as an aid to improvement that a thorough and complete record of mining accidents be kept."

Over the past two decades, there have been significant reductions in industrial exposures to hand-arm vibration, especially when specific tools and work processes have been redesigned to incorporate anti-vibration and ergonomic principles. Nevertheless, Hand-Arm Vibration Syndrome (HAVS) remains a significant occupational health problem as disease symptoms continue to occur even when vibration exposure levels believed to incur low risks have been reached2. This inconsistency may be related to the methodology that is typically used to estimate workday vibration exposure levels, involving laboratory and/or very short duration field measurements coupled with estimates of overall eight-hour tool operation times determined from brief observations of tool tasks and/or self-reported surveys. One solution is to use small, commercially-available, personal vibration dosimeters to calculate, record, and display long-duration vector sums and energy equivalents of vibration. However, since these devices are attached to the worker and require tool-mounted accelerometers, they are incompatible with the worker performing normal duties involving putting down or changing tools. In addition, these commercial systems do not allow for the characterization of the transmission of vibration to the hand such as monitoring the mechanical coupling between the hand and the tool handle (e.g., grip forces). O’Boyle and Griffin showed that variations in applied force can alter vibration transmission characteristics by 50% or more indicating that the measurement of grip force is essential for modeling vibration transmissibility and vibration exposures5. In summary, a need exists for the development of a method and device that will more accurately characterize workday-long vibration exposures. Methods A portable, light-weight, Vibration Exposure Monitor (VEM) system was developed to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of a workday. It monitors frequency weighted and unweighted accelerations from a palm-mounted uni-axial accelerometer (Model 352C22, PCB Piezotronics, Depew, NY) and calculates exposure levels using the root-mean-square (RMS) and higher power mean values, such as the root-mean-quad (RMQ) and the root-mean-oct (RMO). Grip forces are also monitored using a palm-mounted force sensor (Model 400, Interlink Electronics, Camarillo, CA) from which average grip force levels and exerted grip extrema are calculated. At the core of the VEM system is a commercially available, battery-powered microcomputer (Tattletale, Model 8v2, Onset Computer, Onset, MA) with one megabyte of memory and eight analog channels using 12-bit sampling at a single-channel maximum of 100 kHz. Analog signal processing (i.e., anti-aliasing, with cutoffs at 4 and 1250 Hz, and ISO 5349-13 frequency weighting) is accomplished using custom circuitry that is directly interfaced with the microcomputer. "The petroleum refiners of the United States made rapid strides in fuel economy in 1928, when the calculated number of B. t. u. required to refine a barrel of crude petroleum was 637,000 as compared with 698,000 in 1927, a decline of 9 per cent. The major portion of this indicated increase in fuel efficiency was undoubtedly due to the gain in use of the pipe-still and the continuous process of refining as contrasted with the old batch method of distillation.,Almost without exception the new refineries are equipped with one or more pipe-stills, and many of the older plants are changing over to this type of equipment. The refineries of the Appalachian area are among the oldest and most conservative of the country, yet a number of them dismantled their old shell and cheese-box stills and installed pipe-stills in 1928.The more extensive use of the pipe-still was not the only way in which the refiners lowered their fuel requirements in 1928. The use of heat-exchangers, in which the heat from hot vapors to be condensed is used to heat the incoming cold oil, also increased in 1928, and in addition the refiners have kept abreast of the times in saving fuel through better insulation and improved burners.For the year 1928 the refiners burned as fuel the following: 46,400,000 barrels of-fuel oil; 3.362,000 short tons of coal; 114,950,000,000 cubic feet of natural gas; 77,313, 000,000 cubic feet of refinery or still gases; and 470,000 short tons of coke, in addition to a little electricity. This fuel was calculated to have produced a grand total of 582,156 billions of B. t. u., as compared with 578,784 billions B. t. u. in 1927.The total of 46,400,000 barrels of fuel oil burned represents an increase over 1927 of about 5,000,000 barrels, which made it about equal to the 1926 figure. Practically all of the refinery districts used more oil as fuel in 1928. The most important increase - over 2,000,000 barrels - occurred in the East Coast district, where greatly expanded throughput of foreign crude was instrumental in increasing fuel-oil production.The use of coal for fuel at refineries again registered a material decline, the total for 1928 of 3,362,000 short tons being 33 per cent below that of the previous year. The outstanding decrease in the use of coal in 1928 occurred in the East Coast district, where coal was probably replaced by oil. The use of coal for fuel at refineries in the States of Ohio, Pennsylvania, and West Virginia declined materially in 1928; the substitute used in the majority of cases was oil burned in pipe-stills."

The production of harmful pollutants from coal mines and/or from coal and associated strata has been a recognizable fact in the United States for over two hundred and seventy years. In 1698, Gabriel Thomas observed(l) that the colored water flowing from streams in this country was similar to that which flowed from the coal mines in Wales. Hence, water pollutants such as acid were being produced before any known coal mines were operating in this country. The coal mining industry has contributed to the increase of pollution by exposing large amounts of sulfide materials that enable the reaction of water, oxygen and sulfur containing materials to form acid. A map of the United States coal fields can be seen on Figure 1. The anthracite regions of Pennsylvania, although small when compared to the total reserves, have produced some of the country's major water problems. The map indicates the extent of bituminous reserves of the Appalachian and midwest regions. Also evident are the bituminous, subbituminous and lignite coal reserves in the west which have recently come into greater demand. Acid mine pollution is encountered in numerous states, but the major problem is found in the Ohio, Susquehanna, and Potomac River basins.(2) Most coal beds contain some sulfur which may be in the inorganic, sulfate, or sulfide form, and thus have the potential to produce sulfuric acid. However, much of the strata that overlays the coal beds also contains acid neutralizing materials. Therefore, the amount of acid produced depends upon the amount of both acid and alkali materials that dissolve in the water in any given mine. The common sources of sulfurous material in the seam or surrounding rock are generally called sulfur balls or "nigger heads" by the miners. Sulfur balls that have been observed(3) seem to be equally divided between those containing sulphuritic iron capable of producing sulfuric acid upon oxidation and those that are primarily calcium carbonate. It has been observed in many instances that two types of water, acid and alkaline, are being produced in the same mine. A study of the geological strata and a survey of subsidence, faults and sulfur balls will usually give some indication of why this happens. The reaction of pyrite (FeS2) with oxygen and water to form ferrous sulfate (FeSO4) and sulfuric acid (H2SO4) by a series of complex chemical interactions is well documented but not well understood.(4,5) However, it is well known that the reactions to form the acid cannot occur unless all three constituents are present. Since pyrite is inherent in most coal seams and air is needed to sustain the miner, the most logical answer is to eliminate water infiltration into the mine, or to remove it from the mine before acids can form.

"A comparative study of the intensities of the IR modes in the pjlotoacoustic and. FrIR spectroscopy of amorphous and crystalline SiO2 particles is presented. It is observed that in photoacoustic spectroscopy of amorphous SiO2, IR modes of surface species are enhanced by over an order of magnitude compared to the bulk IR modes of SiO2. This effect, though not yet understood, may find applications in surface science.Since the publication of the Rosencwaig-Gersho theory of the photoacoustic effect in solids in 1976 [1], a great deal of attention has been paid to the development .of photoacoustic spectroscopy (PAS) into an analytical technique for condensed matter studies, especially when combined with the modern Fourier transform infrared (FTIR) spectrometer [2-8]. PAS has now been applied to a variety of experimental situations [2, 3] and it is particularly suitable for opaque powders and for cases where ~ample preparation (e.g. mixing with KBr as is usually done in FTIR spectroscopy) is not desirable. Another area of interest is the depth profiling feature of PAS, which is studied by varying the modulation frequency of the incident radiation [2-8]. The one-dimensional Rosencwaig-Gersho theory for non-porous samples has been extended to other cases [9-12]. Recently it has become known [11, 12] that for porous samples with porosity the IR modes are enhanced by a factor proportional toe. This enhancement is due to the pressure wave set up in the interstitial gas in the porous sample and this enhancement has been reported by a number of groups [12-14].In this Letter we report the observation of anomalously large enhancement of the PAS signal for certain surface IR modes on the surface of amorphous silica particles. This observation differs from the previous reports in that certain surface modes are enhanced by over an order of magnitude compared to the bulk IR modes. Although the reasons for this enhancement of the surface IR modes in PAS are not understood at present, this observation may open up new approaches to the study of surfaces. Results of these initial observations are given in this Letter. ·Experimental studies reported here were carried out on an FTIR spectrometer (Mattson Instruments, Model Cygnus 100) equipped with an MCT detector. The same instrument was used for PAS studies in conjunction with an MTEC (Model 100) PA cell. The sample cell and the spectrometer are continuously flushed with dry, CO2 free air obtained by the use of Balston Instruments Air Dryer Filter System (Model 75-60). Usually data were collected for 32 scans at 4 cm-I resolution, although both scan and resolution can be varied. For FTIR studies, samples were mixed with IR-grade KBr and pelletised. For PAS, no sample preparation is necessary and data are ratioed against dry carbon black [4, 5]."

1. COAL PRODUCTION: Under Section 402 of Public Law 95-87 (SMCRA), coal operators are required to pay a fee when coal is sold, used, or transferred. These fees are deposited in the U.S. treasury as the Abandoned Mine Land Fund. Information about the type of coal (bituminous, lignite, or underground) and tonnage are tabulated on Form OSM-1 and submitted with the fee, which is paid quarterly to the Office of Surface Mining. The coal production data presented in this report was compiled from information stored in the Office of Surface Mining Fee Collection System computer data base. Collection of the fee began with the last quarter of 1977; therefore, 1978 data includes the last quarter of 1977 and the first three quarters of 1978. Information for each successive year follows the same tabulation pattern. Surface production includes both bituminous and lignite coal; underground includes tonnage reported as underground mined. In New Mexico and Montana, coal production on Indian land is listed under the Crow, Hopi, and Navajo Tribes. 2. HISTORIC COAL PRODUCTION: Federal Government agencies have published coal production data since 1807, the date of the earliest record. The source of coal production data used to compile this graph was: 1891-1895, U.S. Geological Survey, Division of Mineral Resources; 1896-1977, U.S. Bureau of Mines annual Minerals Yearbook; 1978- 1991, Office of Surface Mining data described in footnote 1 above. 3. NUMBER OF MINES: The number of mines was compiled from Office of Surface Mining Fee Collection System data described in footnote 1 above. Annual totals were calculated by adding together the number of operations with the same Mine Safety and Health Administration numbers reported each quarter and dividing by four to give an annual number in each state. 4. ENFORCEMENT ACTIONS: Enforcement action data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The data presented are all actions taken by both the state regulatory authority and the Office of Surface Mining. Citations issued are the sum of Notice of Violations (NOVs) and Cessation Orders (COs). Because the Hopi and Navajo jurisdictions overlap in Arizona and New Mexico, enforcement actions data for the tribes have been combined in annual reports prepared by the Albuquerque Field Office; therefore, they are combined for this report and listed under Navajo Tribe. 5. ACREAGE PERMITTED: Acreage permitted data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The acreage listed was permitted during the year shown and is not the total acreage under permit during that year. 6. BONDS RELEASED: Acreage of reclamation bonds released was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The sum of final Interim Regulatory Program bonds and Phase 111 (or final release) bonds shows only the land area where reclamation is complete and has been released by the regulatory authority.

It was decided to demonstrate the use of latex as a soil sealant by irrigating three small plots at Lanse coded 03A on the west of Brown's run, 3C on the east of the stream, and SB, an area on the spoil bank. Earlier plans to sprinkle latex on twenty acres of the side were abandoned because of easement difficulties. On the basis of results from laboratory soil columns and small plot experiments at Lanse, Naugatex J-3471 was the latex of choice. The irrigation system consisted of plastic pipe (two inch size) for the main line from the water meter to the irrigation area because of lower price and ease of handling. Because the municipal water supply was limited to 20 gpm, low-volume 14V-LA-TNT Rainbow sprinklers were specified with low angle 20° 3/32 inch nozzles to reduce wind effects. At the expected nozzle pressure of 50 psig, each sprinkler covers a 56 foot diameter area at a delivery rate of 1.64 gpm. Each of the three test areas was covered with twelve sprinklers, six used with water alone as a control area and six used with latex and subsequent water spraying. One-quarterturn inlet valves were positioned on the main lines leading to each area. Flow to the treated and untreated areas was set at 10 gpm by Dole flow control valves in the' main entry lateral to each of the six sprinklers. To avoid the use of dilution tanks, a Moyno pump operated by a 1/2 HP, 1140 rpm 5:1 reducing drive was used to deliver 1/2 gpm 48% latex for mixing with 10 gpm water. A 3500 watt gasoline generator provided power for pump and light. Latex was applied at night to take advantage of the lower evaporation and higher humidity. Neutron gauge access tubes were placed in orthogonal arrangement in the areas that were irrigated, with four tubes in the section that were sprinkled with latex and four tubes in the untreated irrigation section in each of the three locations. Each tube, five and one-half feet long and sealed at one end with a plug welded in place, was inserted five feet into the ground in a cored hole. In each irrigation area, the left section of six sprinklers spread the dilute latex while the right section sprinkled the same amount of water to serve as a control plot. As shown in Figure 7 each sprinkler has a 56-foot sprinkling diameter at 50 psig design water pressure. The sprinklers are 30 feet apart on the laterals and 35 feet apart between the laterals. The access tubes (coded AT on Figure 7) were placed in comparable spots on the two sections of each area, so that four soil moisture measurements on the two sections could be compared. Recently 30 men wore viewing the demonstration of a now portable electric arc-welding outfit. A few hours later 17 of the 30 men reported to the doctor for treatment. They were suffering from traumatic conjunctivitis. In two cases the gain was very severe and the symptoms were similar to those of iritis. orphine had to be administered to afford relief from pain. Only two men of the 30 wera not affected in some way from this exposure. These two men were thick-lensed orange-colored glasses. Several of the men wore orange-colored glasses with thin lenses, but the latter were not heavy enough to afford protection.against an exposure as long as took place. The distance of the eye from the are also in- fluences the possibility of injury. Conjunctivitis is an inflammation of the con- junctiva; the conjunctiva is the mucous membrane covering the inside of the eye- lids and part of the eyeball. Traumatic conjunctivitis is caused by foreign bodies in the eye, exposure of the eyes to high winds, dust, smoke, intense light from electric arc lamps, and from electric welding apparatus. In the instance mentioned above, the inflammation was due to the ultra-violet rays. The ultra-violet rays lie beyond the violet rays in the spectrum and are invisible to the eye. In some cases the effect is so severe that, in addition to conjunctivitis, an inflammation of the skin similar to sunburn is produced. The symptons of conjunctivitis caused by intense light or by the ultra- violet rays are marked photophobia (abnormal intolerance to light), excessive secretion of tears, intense starting of the lid, contraction of the pupil, some- times swelling of the lid, and small ulcers developing on the eyeball or cornea. Unless properly treated by a physician immediately, chronic inflammation of the conjunctiva, cornea, iris, or retina, and possibly blindness, may result. Under proper treatment most cases get wall in a few days. All treatments should be under the direction of a physician. That usually advised is to place ice packs on the patient's eyes three or four times daily. The pack should be left on from 15 minutes to an hour. The eyes should be irrigated with normal salt solution (a teaspoonful to a quart of sterile vater) or a saturated solution of boric acid several times daily. If there is a discharge of pus, a few drops of a 25 per cent solution of argyrol or a 5 per cent solution of protargol should bo placed in the eyes three to six times daily. The patient should be confined to a darkened room until his condition improves in order to avoid complications. These treatments will reduce the swelling, give the patient confort, and prevent the development of chronic conjunctivitis. In severe cases it may be necessary to administer morphine to relieve the pain.

"In the course of another investigation4 during 1926 and 1927, samples of water collected from a few abandoned coal mines indicated that their drainage was usually lower in acidity than water from active mines in the same locality. In order to determine whether this condition might have a bearing on the advisability of sealing abandoned mines, a number of such mines were visited, samples of drainage were collected, and as much information- as possible was obtained from officials of the mining companies and older residents of the district. A great many of the abandoned mines examined are in this bed, and nearly all of the present active ones are. The Upper Freeport bed is also mined to some extent, and a number of the abandoned mines formerly worked this bed. As only three active mines are now (1927) working the Upper Freeport, the comparison of acidities is necessarily limited. Of these three, one had been idle since 1922 until shortly before it was sampled.The location of most of the mines was already known from previous work, but some of them had to be located by following up streams known to contain acid waters. A sample of the- outflow was collected in self-sealing bottles known as ""citrate bottles"" for the determination of dissolved oxygen by the Winkler method.5 Another sample was taken for the determination of acidity according to standard methods of water analysis.6 Ferrous iron was determined at the mine or very soon after taking the sample by titrating with a standard solution of potassium permanganate in acid solution. The hydrogen-ion value was determined by a standard double-wedge comparator.7From the total acidity values in each sample, which are the most important values, the total iron was calculated on the assumption that acidity as sulphuric acid was due to dissolved ferrous sulphate. This assumption is commonly made for mine waters, but is inaccurate to the extent that free acid is already present, and some of the iron is present as ferric, rather than ferrous, sulphate. The amount of ferrous sulphate may be a rough measure of the extent to which oxygen is lacking within the mine. The permanganate titrations just mentioned showed what part of this total iron was in combination as ferrous sulphate, and the difference .was assumed to be that in combination as ferric sulphate, after correcting for the amount of free acid already formed as shown by the titration values."

Erodibility of reclaimed surface mine soils is a subject in need of quantification. Effects of soil erosion from reclaimed areas may damage surrounding areas and the quality of water in nearby streams and lakes. It may also reduce the potential productivity of the reclaimed site. A study was conducted to determine erodibilities of different reclamation treatments and a nearby unmined soil at three Indiana strip mine sites. A rainfall simulator was used to artifically erode plots con¬structed within seven treatment categories and the unmined soil. Soil erodibility was assessed in terms of the Universal Soil Loss Equation (USLE) K factor. Values for K calculated from field data were compared to values predicted from independently measured soil properties. Differences in soil erodibility between treatments were site specific. Unmined soil had the highest calculated erodibility at one site but at two other sites soils having reclaimed A horizons were highest. Shaley overburden treatments had the lowest calculated erodi¬bility. Predicted soil erodibility was usually lower than that calcu¬lated from field data. Site specific slope gradient factors (S) were developed for reclaimed A horizon treabnents. This was done because the USLE S factor overestimated the measured soil loss at steeper slopes.

Lignite mining in North Dakota was begun about 1884 to supply the domestic needs of settlers. Annual production has grown rather slowly but steadily, exceeding 3 million tons in 1950. The western part of the State has lignite reserves, amounting to 351 billion tons, underlying an area of 28,000 square miles. Contour strip mining has almost completely replaced underground mining as the method of production. Lignite is often found under rather shallow and easily removed overburden, and this is the primary reason for the change in mining practice. Current mining operations are conducted where the overburden is 30 to 70 feet thick. Contour strip mining results in high production rates, at present 27 to 56 tons per man-day. These high production rates result in relatively low production costs.

The Sunbright mine of the Foote Mineral Co. at Sunbright, Va., is the southernmost underground limestone mine in the State. It is a comparatively recent operation, and a description of its rapid development to production stage may have particular interest for the limestone-mining industry. This report details the continuation of mine power systems transient research under USBM Grant G0155003. The purpose of the work, which commenced under Grant G0133077, is the elimination of safety hazards created by transients" and the objective is to provide knowledge about transients existing in a-c and d-c coal mine power systems. The report chapters cover theoretical background, instrumentation, and experimental investigations. The instrumentation discussion scans measurement problems and considerations plus the development of a low-cast peak-detector. Transient data from in-mine measurements are presented and include high-voltage distribution and d-c trolley systems. Extremely unique field exercises are described involving actual power equipment connected on the surface to duplicate typical underground coal mine system arrangements. Here, transients on high-voltage distribution resulting from vacuum circuit breaker operations could be observed under controlled conditions, and work centered around how surge capacitors effect transients. Using the in-mine and staged transient data, specific conclusions and recommendations are made with emphasis on high-voltage distribution.
