The Bureau of Mines has evaluated four working-level radiation-measurement methods and optimized them from the inherent and statistical error standpoint. Optimization with respect to various sampling and measurement times yielded no marked improvement over the existing methods. However, when appropriate approximations are made and evaluated, these two-measurement methods can be reduced to simple formulas, eliminating a need to use nomograms. These modified methods also have improved inherent error characteristics. A new method--a combination of two existing methods--with improved inherent and statistical errors has been suggested. All the pertinent equations are given, together with the computer program, so that any two-measurement method can be readily evaluated.

Improve the dust control effectiveness of dry collection systems on surface coal mine drills. Approach Use a dust pelletizer to convert the respirable dust particles discharged by the dry collector into dust pellets that present no health hazard. Background Blasthole drills are well-known sources of respirable dust that can contain significant amounts of quartz. The drills frequently use a dry cyclone-filter type collector that can obtain dust reductions theoretically greater than 95 pct. However, surface mine drills using dry collectors typically have three major dust sources that significantly reduce the overall effectiveness of the collection system: (1) the dust collector dump cycle, (2) drill shroud leakage, and (3) leakage around the drill stem seal in the drill table.

Diamond-bit performance data accumulated by the Bureau of Mines in core-drilling limestone and dolomite show that the physical characteristics of the diamonds and the sizes and types of bits used are economically significant. An analysis of the data establishes one trend of particular significance to those engaged in core drilling: Bits set with small, low-quality drill bort are the most economical. Detailed analysis of the factors that affect diamond-bit performance, such as size and quality of diamonds, sizes and types of bits, percentage of core recovered, and physical characteristics of bit matrices are assessed in the tables, bar charts, and discussion.

Since 1990 and the publication of the Ergonomics Program Management Guidelines for Meatpacking Plants by the US Occupational Safety and Health Administration, numerous reports of companies implementing ergonomics program have been published. However, despite these numerous reports, no examples of implementing an ergonomics program in the mining industry have been reported. In 2000, NIOSH initiated a long-term project to demonstrate the implementation of an ergonomics process designed to identify and reduce exposures to ergonomic risk factors found in mining. The mine selected for this project was the Jim Bridger Mine, a surface coal mine located 35 miles northeast of Rock Springs, Sweetwater County, WY. This paper discusses how a large, surface coal mine implemented an ergonomics program and the lessons learned while doing so.

Several short color films describing new technology developed through Bureau of Mines research are available on a loan basis. The films review results of Bureau research programs aimed at aiding the minerals industry by increasing mine productivity, ensuring worker health and safety, and enhancing minerals recovery, processing and recycling. Most of the films are available in a choice of for mats: 16mm film, ½" VHS cassette tape, or ¾" U-matic tape. The films are loaned by the Bureau of Mines free of charge; borrowers are requested to pay only the return postage and for any damage to the films. All titles are also available for purchase in 16mm or videotape formats. Interested persons wishing to borrow or purchase a film should specify its title and the preferred and alternate showing dates. As part of its mission to assure the maximum recovery and use of the Nation's mineral resources, the Bureau of Mines, investigated an improved procedure for producing rare earth-silicon alloys. For example, a charge consisting of 681 grams of mixed rare-earth oxides, 309 grams of ferrosilicon (75 wt-pct Si), and 182 grams of aluminum metal along with a flux consisting of 681 grams of CaO and 45 grams of MgO was reacted at 1,500° C in an induction furnace. Good slag-metal separation was achieved. The alloy product contained, in weight-percent, 53 RE, 28 Si, 11 Fe, and 4 Al with a rare earch recovery of 80 pct. In current industrial practice rare earth recoveries are usually about 60 pct in alloy products that contain approximately 30 wt-pct each of rare earths and silicon. Metallurgical evaluations showed the alloys prepared in this investigation to be as effective in controlling the detrimental effect of sulfur in steel and cast iron as the commercial rare earth-silicon-iron alloys presently used in the steel industry.

Abstract-Underground mines are typically extensive labyrinths that employ many people working over an area of many square miles; exten¬sive analysis of mine-communications systems has identified specific problem areas, in particular the excessive times required to locate key personnel underground, the inadequacy of existing phone systems in terms of capacity and privacy, and the inability to communicate with men on the move with wireless communications, as is taken for granted on the surface. A review is presented of the existing systems, the prob¬lem definition, and the various approaches that have been or are being investigated to solve these problems. Particulates generated in electric furnace (EF) steelmaking constitute approximately 1 to 2 pct of the charge. This flue dust is a rich source of zinc (values are substantially higher than in ore), but although there are several processes for recovering the metal, none are considered economic in the United States. This report reviews extraction technology and presents results of Bureau of Mines reduction-volatilization tests on pelletized EF dusts which achieved high recoveries of zinc. The data are sufficiently encouraging to warrant consideration of EF dusts as raw material for primary zinc smelters.

Significant portions of the present Federal regulations for certification of closed-circuit breathing apparatus (42 CFR 84) are not quantitative. The human-subject testing portion of the regulations specifies activities rather than metabolic work rates; however, heavy human subjects have higher oxygen consumption, CO2 production, and ventilation rates than lighter human subjects performing the same activities. This means that apparatus certified using different human subjects have effectively passed different tests. In addition, apparatus performance is monitored only during selected intervals of testing, and always during rest, rather than during the entire performance period. Further, testing is arbitrarily terminated at specific rated durations, leaving unknown the performance during the remaining duration. Duration itself is misleading to users who believe that the apparatus will last a certain time no matter how much they weigh or how hard they work. The actual duration obtained from an apparatus, however, is highly variable, being inversely proportional to the work rate at which it is used. In this report, recommendations are made to (1) replace the present regulations for certification of closed-circuit breathing apparatus with quantitative tests specifying metabolic work rate rather than activity,(2) continuously monitor relevant physiological stressors, (3) continue testing until exhaustion of the oxygen source, and (4) classify closed-circuit breathing apparatus by quantity of usable oxygen, i.e., capacity, rather than by duration. Physiology-based stressor levels are suggested as well.

The Bureau of Mines characterized the chemical and physical properties of metallo-organic materials in petroleum to determine their effect on petroleum production and refining. The structures and physical properties of porphyrins and materials that normally contain metalloporphyrins such as crude oils and asphaltenes were investigated using elemental analysis, NMR analysis, absorption spectrometry, and small-angle X-ray scattering. Petroleum fractions greatly enriched in metalloporphyrins were obtained using asphaltene precipitation, liquid extraction, and large-scale liquid-solid chromatography. Selected fractions containing porphyrins were further purified by chromatographic methods, crystallization, and demetalation followed by chromatography. Nonporphyrin metals could not be appreciably concentrated from the bulk of the asphaltene.

In the past several years, there have been a number of blasting-related carbon monoxide migration incidents. In each case, there have been some common factors that appear to be related to carbon monoxide migration. Geology, heavy confinement of the blast, close proximity to the affected structure, and open pathways into the affected structure are just a few. Prince William County, VA is an area undergoing a boom in suburban development. In the year 2001, more than 4,050 new homes were constructed within the county.1 In the new housing development located in Bristow,VA, trench blasting was utilized to excavate proposed sewage and utility lines. On November 8, 2002, a trench blast was conducted for the installation of utility lines. Later that evening a carbon monoxide detector alarmed in a nearby house. The gas company and fire department sampled for carbon monoxide and measured 100 ppm and more than 200 ppm on the first floor and in the basement respectively. Subsequent efforts to prevent migration of CO into the nearby homes met with mixed results. The only reliable technique for protecting neighbors from CO appears to be the placement of CO monitors in the homes. The events are presented and discussed.

Single- and two-stage tests were made with 6-inch, coal-cleaning hydrocyclones to determine the effect of hydrocyclone geometry, operating conditions, and feed composition on performance. Most of the testing was conducted in an open-circuit pilot plant that had a maximum capacity of about 9 tons per hour. The coals used in the investigation had top sizes of 1/4 inch and 28 mesh. Considerable latitude was found in the range of geometry variables that could be used without affecting performance adversely, although a certain minimum ratio of overflow to underflow openings had to be maintained for best operation. Two-stage cleaning proved distinctly better than operation with a single hydrocyclone, because clean coal lost in the refuse product of the primary unit can be partly recovered in the secondary. There is an unusually great difference in the specific gravities at which the individual sizes of the feed are separated in the hydrocyclone. This militates against high efficiency because maximum yield occurs when all sizes are cleaned at the same specific gravity. The size composition of the feed and, more particularly, the size composition of the impurity have a greater influence on the efficiency attainable in the hydrocyclone than in most other types of fine-coal cleaners.

The process of ?gasfreeing? has been defined3/ as "* * * the removal of oil and vapors from tanks, pipelines, and compartments to render such spaces safe for the intended work," Generally, part or all of a vessel is gasfreed for one of several reasons: Periodic cleaning; tank inspection or repairs; shipyard overhaul or major repairs; or change of cargo, Curing the gas- freeing, flammable or explosive4/ mixtures (mixtures through which a flame can propagate after ignition by an open flame, heated object, electrical charge, or other means) may be produced. These mixtures create an explosion hazard, as the pressures produced after their ignition are often great enough to completely demolish the vessel and kill all those aboard, This paper outlines a study by the Federal Bureau of Mines of the gas explosion hazards likely to be encountered while gasfreeing a vessel compartment. To better understand these hazards it will first be necessary to review the language used in gas- explosions work. This language is considered in the following sections. Inert gases such as carbon dioxide, nitrogen, water vapor, and others can be used to decrease the range of combustible-vapor concentrations in which flammable mixtures are formed. Sufficient quantities of such gases can often be added to cause a mixture that originally was flamable to become nonflammable. Unfortunately, the use of water vapor in this application is complicated by the fact that elevated temperatures are required to keep the water in the vapor state. In practice, it may be difficult to maintain these elevated temperatures throughout the space (such as a cargo tank) to be inerted for any length of time. Accordingly, where other inert gases are not available, it may be desirable to gasfree a Lank by using heated air. To do this, the combustible vapors should be flushed as quickly as possible from the space to be gasfreed. In a properly designed system, large tanks were gasfreed with a littlee as 6 volumes of air per volume of tank capacity.

Knowledge of the water content of oil-bearing formations is important in petroleum-reservoir evaluation work. Electric logging provides a means for making reliable estimates of water content if resistivity-saturation relationships representative of the formations are available. Relationships can be determined in the laboratory by a number of methods. This report describes and presents results of a laboratory investigation conducted at the Bureau of Mines Appalachian Experiment Station, Morgantown, W. Va. (1) to evaluate an evaporation method of attaining water saturations in sandstone samples when determining resistivity-saturation relationships and (2) to compare saturation exponents derived from data obtained, using different methods of achieving water saturations. A series of tests was conducted to determine the effect of evaporation on salinity distribution within the core specimen. Results of these tests show that a zone of high salinity was set up at the surface of a sample during evaporation and that long periods were required for the sample to reach resistance equilibrium after evaporation had ceased. Equilibrium time ranged from several minutes to several days, depending on the sample size and the technique used. The high-salinity zone was removed from the sample by using auxiliary porous material in capillary contact with the sample surface during evaporation. Salinity determinations and resistance measurements indicate that, at saturations greater than the minimum interstitial values, the mechanism of flow during evaporation was one of moisture migration mainly as a liquid from the interior of the test specimens to their exterior surfaces. The concentration of the contained brine remained essentially unchanged, except for a narrow zone near the evaporating surfaces.

"INTRODUCTION In city smoke-abatement work it is customary to require approval of the sizing of fuel-burning equipment. This is to insure that, with reasonable attention, the equipment can be operated essentially smokelessly, having such features as ample furnace volume and air supply. To answer the many inquiries that come to the Bureau of Mines as to what dimensions are acceptable and standard, the requirements of a number of smoke-abatement ordinances have been tabulated.CONCLUSIONSStudy of these tabulations shows that even after many years of fuel-burning practice and experience there is no common standard. Variations in the requirements for the same type of equipment under the same conditions of operation are great. This causes considerable difference in installation costs. Over-all costs being affected, the competitive positions of different types of fuel-burning equipment are also affected. It is apparent that there is a lack of information as to proper dimensions that is commonly accepted as authoritative.DISCUSSIONTable 1 gives the minimum furnace-setting heights required by various cities for mechanical underfeed stokers installed under H.R.T. boilers. Figure 1 shows a typical installation. The dimension given for each case is the distance from the dead plate of the stoker to bottom of boiler shell, unless otherwise noted. As shown in the table, different cities use different size-classification systems; it is not possible to make complete, exact, direct comparisons. Table la gives a comparison for various cities, showing the approximate percentage difference in H.R.T. furnace-setting heights required from those recommended by the Stoker Manufacturers' Association arbitrarily chosen to serve as a basis of comparison. The percentages are approxi¬mate because they were calculated as if all heights as given were measured from the dead plate of the stoker. In two cases a lower height is permitted, in a number of cases the height may be the same, and in a number of cases the height must be greater. The percentage increase goes to 100 in one case. Lack of uniformity is quite evident."

Miners at noncoal surface mining operations are often exposed to high levels of respirable dust. In an effort to lower the respirable dust exposure of these surface miners, the National Institute for Occupational Safety and Health (NIOSH) has been conducting research to address this problem in a practical and economically viable manner. One successful effort deals with lowering the dust exposure of equipment operators in enclosed cabs. Many types of surface mining equipment utilize enclosed cabs to protect equipment operators from dust exposure. Normally when the equipment is new, the cabs are fairly airtight. These tightly sealed cabs, combined with good filtration systems, generally provide the operator with good dust protection. However, most mining equipment is older, and as aging occurs, many components of the enclosure deteriorate. The structural integrity of the cab diminishes and the effectiveness of the air filtration system fails. NIOSH has been successfully researching costs-effective methods to improve both filtration effectiveness and cab integrity of these older cabs in order to provide a healthier work environment for equipment operators. Dust sampling records indicate that drill operators and helpers have the highest dust exposure of all workers at surface mining operations. Since much of the overburden contains a high percentage of silica, the health hazard associated with this dust can be even more serious. NIOSH research is addressing techniques to lower respirable dust levels at surface drilling operations. This Bureau of Mines report and its companion report (Information Circular 9074) have been prepared as a complete reference on underground coal mine lighting. This report discusses the fundamentals of light and its interrelationship with the visual process. The purpose of the report is to insure an understanding of the numerous complex and interrelated factors that must be considered to design and implement a mine lighting system that will satisfy human needs for good vision and comfort. Topics include history, objectives, and technical considerations of coal mine lighting; light physics; light and vision relationships; and disability and discomfort glare.
