Profiled here are the eight RMCMI 2001 Scholarship Award winners. Seven of the eight attended the 97th Regular Meeting and Convention at the Steamboat Springs Sheraton Resort in Steamboat Springs, Colorado in lace June. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. Thanks to the Patrons of the Institute each student received a 52,000 tuition credit, a plaque signifying the honor and the opportunity to thank the membership. The winners were guests of the Institute Sunday through Tuesday noon and had an outstanding opportunity to meet many in the coal industry that could be potential employers. The state vice presidents host the winners anti pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year it the winner is a full time student and is recommended by the dean of the college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. Criterion for the awards is chat the recipient be (1) a full time sophomore student who will use the tuition credit in the junior year. (2) a U. S. citizen and a legal resident of the member state. (3) in good academic standing while pursuing a degree in a mining related field. They must have an expressed interest in western coal as a possible career path. Contributions to this worthwhile project are tax deductible to each individual RMCMI member or his company. Through donations of 5100 or more to the Patrons of the Institute, each new Patron receives a plaque and then a year bar for each additional year contributions are made. Shipley University of Arizona The son of Bonnie Fawcett and David Shipley, Steven graduated from Catalina Foothills High School, Tucson, Arizona where lie attained a 3.5 GPA. In his third year at the University of Arizona lie is pursuing, a degree in mining engineering. He is a member of SME, Northwest Mining Association, and a volunteer at San Xavier Mining Laboratory -Miner. He participated in Football, Track, Wrestling and the DECA club while in high school He is the recipient in both the WAAIME and the Phelps Dodge scholarships. Steven volunteers during the academic year at the U of A San Xavier Mining Laboratory. He worked the summer of 2001 at the Black Butte Coal Company in Point of Rock, Wyoming. [ ] COLORADO WINNER Brian Gerdes Colorado School of Mines Graduating as the Valedictorian of Horizon High School with a 4.0 GPA, Brian is well prepared for the rigors of academia. In high school he was recognized in rite President's Education Awards Program and as a Radio Shack Tandy Scholar. lie belongs to SME, is a member of Fellowship of Christian Athletes, and volunteers at a local elementary school tutoring children. He enjoys intramural Sports. His father is Bruce Gerdes of Broomfield, Colorado Brian is holding a 3.75 GPA while studying for a mining engineering degree. He would like to go into reclamation scaring that his dream would be to reclaim an old mine and restore it to a function, al role in society again.

Pictured on these pages are the eight RMCMI Scholarship Award Winners for the 1990-1991 year followed by a brief profile. All winners, except John Nixon from Texas, were present as guests of the Institute at the June convention in Keystone, Colorado to receive recognition at the Welcome Session Monday, July 1, 1991. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Donald Gentry, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship program and the various vice presidents contribute the travel expenses to conventions for these outstanding young collegiates. [ ] Walter Mengel III University of Arizona Tucson, Arizona Walter has attended the Mining Engineering program at University of Arizona since fall, 1990. He is a very diligent student and has recently been selected student mine foreman for the San Xavier Mine. Walter is secretary of the U. of A. AIME Student Chapter and a student member of the AIME Tucson Chapter. His career interests lean towards western coal mining. [ ] Matthew Madden Colorado School of Mines Golden, CO Matt carries a 2.619 cumulative grade point average in the Mining Engineering Department and ranks 194 in a class of 440. He is involved in a number of school activites such as a member of the Society for Mining, Metallurgy and Exploration, Inc., member of the Resident Hall Association, a Admissions Ambassador, and will be a Resident Hall Director for 1991-1992. Matt is also involved in wrestling and received a Colorado School of Mines Athletic Scholarship in 1990.

PRESIDENT LITTLEJOHN: We have with us a gentleman from Utah, who is familiarly known -as the "Mudite King," Mr. Reid, of the Lion Coal Company. Here is a letter I would like to read, and probably Mr. Reid will give us an idea of his Mudite machine, or the results he is obtaining. This question was brought up in Rock Springs, Wyoming, but Mr. Reid was not there personally during the discussion, but Mr. Burnell, who is general superintendent of the Lion Coal Com¬pany, as much as he possibly could, described the system and its effects. I believe Mr. Reid will probably be able to give a somewhat clearer statement this afternoon. This letter is from the Coal Mining Inspector of the State of Utah, John Crawford. "February 10, 1925. "The Industrial Commission of Utah, Building. "Statement of John Crawford, Coal Mine Inspector, in regard to Muditing in Coal Mines: "That Muditing used in connection with our present sprinkling system in coal mines is the missing link to the system we have had heretofore, because the water applied by the former system began to dry out, in heavy air currents, the moment it was put on. Consequently the dust that had been humidified by sprinkling, came back to its natural condition, and if anything, the combustible parts of it, in my opinion, were more intensified than previous to being wetted down. "The advantages that Muditing has over the old system of sprinkling are: "1st. The dust that is on the roof, timbers and sides of the entry is washed completely off and rolled up in the Mudite solution which entirely destroys the wings, crudely speaking, of the fine coal dust. "2nd. Sprinkling with the Mudite system, the water and mud is of greater extent than could be applied with a hand hose by a sprinkler. This sprinkling can be done while the mine is in operation, just the same as if water alone was being used. "3rd. The Mudite solution, when dried out, leaves a coating which serves as an armour to the coal, so that in the event of a local explosion, the inflammable matter on the coal is non-combustible; whereas, if that same coal had been sprinkled with water only, and made free of dust, the heat would have the same effect on the coal as it has on a stove when coal is thrown into it-instantaneous combustion. "Therefore, it is my opinion that the Mudite system is the missing link to the perfecting of our sprinkling system here in Utah. "(Signed) JOHN CRAWFORD." Safety Measures Employed at the Dawson Mines Preventive measures for eliminating and localizing explosions is a subject of special interest to Coal Mining operators at the present time. I shall endeavor in this paper to present the practical methods which have been developed at the mines of the Stag Canon Branch of the Phelps-Dodge Corporation, Dawson, New Mexico. Adobe Dusting Adobe is used for practically all dusting on the main haulage roads. It is obtainable in sufficient quantities adjacent to the mines. Loaded into railroad cars by a clam-shell loading crane, and transferred to the mine pit cars at the nearest available point, it is readily distributed along the motor roads by means of the mine locomotives. Of first consideration for adobe dusting is the preparation of the roadway. It is essential that all loose coal and dust be removed, at least to a depth of three or four inches below the top of the rails. The adobe, in a more or less moist condition is unloaded by hand from the pit cars and stored along the previously prepared roadway, to be later scattered to a depth of several inches over the floor, and over the ribs and roof such as is possible by the use of a shovel. The adobe soon loses its moisture and becomes pulverized. Due to the disturbance caused by passing motor trips, men and animals, the dust is effectively scattered along the ribs and roof of the roads. The velocity of the intake air aids materially in sustaining the suspension of this inert matter. Another scheme for distributing the fine dust in use is to chain the top of a pine tree to the rear of the trips, both empty and loaded. Dragging it along the motor roads stirs up the dust and aided by the intake air it is carried for long distances into the workings. The adobe is continually loosened and raked, all rock, coal, etc., being collected in piles and later loaded out in pit cars. One man is employed for each six thousand feet of entry. Dusting Main Return Air-Courses The air-courses are first thoroughly cleaned. All the loose coal and rock is loaded out, the ribs and roof washed down several times. Every five or six hundred feet, the stoppings between the main and return entries are broken through and small doors installed. Blowers are used to force the fine dust into the return air-courses through these openings. Thus suspended the dust travels a considerable distance before it is deposited on the floor, ribs and roof. The material used is chiefly adobe, sun dried, and screened on the outside. A two ton car load of this dust will cover several hundred feet of airway as very little loss occurs, often depositing from 2 to 6 pounds per running foot of entry. Methods of Insertion Blowers are used to force the dust into the main returns. One unit consists of a small Buffalo blower mounted on a truck with a two H. P. motor. A six-inch pipe is attached to the blower and runs the full length of the truck with a projection over the end. A hopper is built over the pipe and connected. Mr. Chairman and Members of the Rocky Mountain Coal Mining Institute: Your Secretary has asked me to write upon a subject' which is a most interesting one, and which has a very wide scope. In view of the great need for further decreasing costs at its coal mines, the Colorado Fuel and Iron Company began early in 1924 to experiment with methods of mining which had not previously been. tried out at its mines, and which were selected because of the greater possibilities for the concentration of the work, better grouping of workmen, and increased tonnage per workman, with a resultant increased efficiency, better supervision, and lowered costs. Because of the great competition of the day, means and methods must be provided by which fewer mines can be made to produce larger tonnages and at a lower cost. Western physical conditions are such as to make our problems far more complicated and not so easy of solution as compared to many of the eastern fields where conditions are more favorable for the operation of the mines. The dry condition of our Western mines on account of a relatively low humidity, and with additional gaseous conditions, makes the problem still more difficult to solve. A study of new methods was necessary before adoption, and this was particularly true of the method of extracting the coal. Where mechanical means are used, particularly in the coking coal mines of this state, due consideration must be given to the type, and machines or conveyors should not be installed solely on the basis of their performance elsewhere, without the knowledge of local influencing factors. In trying out the newer methods of extraction at our mines, very careful consideration has been given to the question of safety and the adoption of any new methods must provide adequate means of protection to employes, and be approved by' the State Coal Mine Inspector. In any large industry there are a few outstanding operating costs, and usually the leading ones in their order are labor cost, material cost, and power cost. The things which we, hope to accomplish: 1. Reduce labor costs. 2. Reduce material costs. 3. Reduce power costs by the con 4. Reduce the amount of powder used per ton of coal produced. 5. Increase the lump percentage (particularly at the domestic mines). 6. Reduce accidents and annual compensation payment. 7. Reduce haulage costs. 8. Reduce cost for track work. 9. Reduce cost for timber and timbering, and increase the recovery of timber at a considerable additional saving. 10. Reduce the brushing costs. 11. Reduce the amount of rock hauled to the outside. 12. Reduce the cost for drainage. 13. Reduce the cost for ventilating. 14. Reduce cost of inspection and supervision. 15. Reduce the cost for shot firing. 16. Reduction of number of working places. 17. Grouping of men with increased sociability. 18. Increased tonnage per man. 19. Reduction in total number men employed. In the consideration of the methods used and now working successfully, there were three points which were considered outstanding, to make them wholly successful: ventilation, roof control, and transportation. Looking Down the Road: The Environmental Side of the 1990s and Beyond Environmental Social Responsibility Love Canal, Buffalo Creek, Widow Combs, Bohpal and Three Mile Island are familiar names to all of us-names which evoke memories of environmental tragedies. These memories, as well as memories of other environmental disasters, lead us to pose this question: What is the nature of the environmental social contact between industry and society? The manner in which one answers this question will. in large measure, answer the question of where one thinks environmental issues will go, or should go, in the 1990s and beyond. The history of the evolution of the environmental movement will be helpful in defining and under- standing just what society's environmental responsibility is and, perhaps, what it will be. To Define the Future Start With the Past The common law, which most of the United States adopted from the English system of jurisprudence, traditionally considered pollution control and other environmental issues to be a matter of determining the relative rights of private property owners and of individuals. Legal and equitable theories, such as nuisance, negligence, trespass and the law of riparian rights, were utilized to allocate responsibilities between parties under the common law. The discharge of pollutants into streams and into the air was by and large considered acceptable, at least up to the point that another's "reasonable" use of the same air or waterway was significantly impeded. Further, the judicial decisions interpreting the applicability of the common law to the protection of the environment generally reflected the social and economic pressures of the age. During the Industrial Revolution, the decisions and policies had a marked tendency to favor industrial development. Jobs and industrial growth are deemed as important, and in some cases more important, than the protection of people and property. Additionally, the idea of a social responsibility, beyond that owed to a competing land or water user, was nearly alien to the early common law.' One could even go so far as to say that, had there been a social environmental contract under early common law (which, of course, there was not); but if there were, it would have been to promote actions which facilitated industrial development, even at the expense of the environment. Post-World War LI industrial expansion brought with it a growing awareness of limits on the environment's ability to absorb increasing levels of pollution. Thus evolved an era of social and political adjustment, as society began to shift away from supporting big business and industrial development and toward supporting domestic government programs and limits on industry. States gradually stepped in with efforts to address environmental issues. The Pennsylvania Clean Streams Law and the West Virginia Surface Mining Act of 1939, while lax in comparison to today's standards, nevertheless marked definitive efforts toward altering the balance between industrial development and environmental protection Pollution control continued to be viewed as a state responsibility through the 1950s, until Congress began, for the first time, to allocate funds for federal research on air and water pollution and to implement

MR. MONAY (Vice President Kinney Coal Co., Scofield, Utah): The past year and a half has witnessed a series of coal mine disasters in Utah and Wyoming, concentrated into the short space of a few months, following a long period of years in which the industry was comparatively free from devastating calamities. The natural result has been a hysterical activity on the part of bureaus, commissions and professional reformers who know little about coal mining from a practical standpoint. This activity has been met by the industry in Utah with an attitude of submission, no doubt the result of the fear of being misunderstood by the public. But it is my firm conviction that the lives and property of the coal industry will find their surest guaranty of protection in the humanity, and in the self interest of those operating and working in the mines, rather than in governmental regulation. Inelastic, inflexible blanket statutes and rules will simply stifle and hamper the initiative and progress of our industry in working out its own salvation, under the varying and changing conditions of different localities, different conditions, and in different mines. We who have spent our lives in digging in the mines and operating them, know more about this business than anyone else and I believe it is time for us to speak up and no longer sit meekly by while inexperienced bureaus and unskilled commissions make up laws, rules and regulations for us which when made are on the books to stay, even though in a short time they may prove inapplicable, in whole or in part, or be superseded by something different, and which in some cases create new dangers or lull us into a false sense of security. Shortly after the Castle Gate explosion in March, 1924, a new set of safety rules was issued by the Indus- trial Commission of the State of Utah to become effective July 1st of the same year, the most important of which prohibits the use of black powder in any mine--gaseous or non-gaseous; prohibits the use of open flame lamps in any mine-gaseous or non-gaseous; and requires that rock dusting in all main haulage ways as far as the freezing point and required that all mining machines be equipped with water to be applied while cutting. These rules have been characterized as "Utah's Monument to her Dead Miners" in a large poster spread broadcast over the country from an office in New York that styles itself the Association for Labor Legislation. In reviewing the coal mining history of the State of Utah, in the year 1900, a serious disaster occurred at Winter Quarters. The cause of the same is believed to be an explosion of powder that was stored in the mine, which was a common practice in the early days, and from that time until the Castle Gate disaster, March 8, 1924, a period of some twenty-four years, no explosion of any kind occurred in this district. During all this period open lamps were used, considerable black powder was used, rock dusting was unheard of, sprinkling with water was very generally done-all without any catastrophe. Since the adoption of the new rules, we have 'had a very violent explosion at the Carbon Fuel mine in Spring Canyon. At the time of this explosion, 3,000 feet of the main slope had been rock dusted several times between July 1st and September 21st. The second left entry, which is a main haulage way, a distance of 3,000 feet was completely rock dusted on the date of the explosion. This mine is not considered extremely gaseous, yet an explosion as violent as that of the Castle Gate mine occurred. Some thirty men who had been loading coal in various parts of the mine on this Sun- day, the day of the explosion, and other men employed in rock dusting the second left entry, had just left the mine a little while before it occurred, and no abnormal condition in the mine was noted. At the time of the explosion five machine men were in the mine.

Mr. Chairman and Gentlemen: The subject assigned to me would cover a great many pages if it were gone into thoroughly. Therefore. I have just touched on a few of the most important points. I think that everyone engaged in the production of commercial coal understands all about its preparation, but I will set forth my views as to how I believe it is best accomplished. In order to produce the best prepared coal, your first attention should be to the miner at the working face. The most careful system of blasting should be adopted to avoid heavy charging of holes which results in the shattering of the coal. The lump, or any other screened sizes that may be screened from coal that has been improperly shot, are subject to greater degradation in transportation and handling, as well as reducing screened sizes, which results in dissatisfied customers in the first case, and lower realization in the latter.

The subject assigned to me of "The Power" Problem of the Mine" is so broad that I have decided to confine myself to the question of the power supply itself, rather than the application of electricity throughout the property. We will look over certain economic aspects of the problem, particularly in the way it affects the mine manager or executive and his attitude toward the power plant. The accepted method of power application to the mine is by electric power, and the experience of each of you is that the job is never complete as you are always undertaking some further electrification which necessitates the stiffing up the power house to care for the additional load. The mine executive, then, is wrestling almost continuously with the problem of his power plant. Either it is overloaded and must be enlarged and rebuilt; or its operating costs are excessive; or it breaks down and limits coal output; or some one wants to sell new and improved machinery, until the manager almost hates the thought of such a restless part of his property. If he purchases power, every day new uses for it seems to be found. In many ways this unrest is due to short-sighted policy toward the problem, and the tendency when the problem of extension has to be met, to dispose of it in the cheapest way and without thought as to where the future is leading. The day when each opening had its own boiler plant, steam hoist, steam driven fans, steam pumps, steam loaders, etc., seems to be far behind us. The recognized method of power distribution today is by electric power, except for rather limited applications of compressed air; most of which is electrically compressed. During fifteen years contact with mines of Colorado and Wyoming the writer has seen nearly every mine power house double or triple in capacity or abandoned in favor of purchased power, worn. out and inefficient machinery thrown out, isolated boiler plants dropped, seam pumping at great depth changed to electric drive, all resulting in greatly reduced labor and fuel costs. Power costs, which in such isolated plants were considered normal, would be unthinkable today. One property where the main power supply was by compressed air from steam driven com¬pressors used under boilers 8.35 per cent of all the coal mined. The cost of power was 12 1/2 cents per ton of coal mined. Another property of four openings, each with its own boiler plant and usual equipment of hoists, pumps, etc., had a power cost of 10.3 cents for each ton mined; and these were days when you did not get very high prices for coal. Another property operating two mines mostly by steam used 11.1 per cent of the coal output under their own boilers and the power cost was 19.45 cents for each ton mined. Each of these properties is now electrified and power costs are from 3 to 4 cents per ton, and the fuel burned runs from 1 to 2 per cent of the output. With the broadening market and high prices for slack coal and the high prices for labor in boiler and engine rooms, the cost of steam is reaching a high figure, and efforts must be made to keep this down, by more efficient steam production and by utilizing this steam in better machinery which will increase the work done by each pound of steam. It must not be overlooked either, that the plant which is very wasteful of fuel is usually a pretty old one and one far from reliable. In a general way the more efficient the plant, the greater its reliability. Ample and reliable power supply means ability to get out coal when there is a market. The increasing use of purchased power is largely due to changing conditions which are tending constantly to push up the cost of power, unless the most efficient machinery is used and large scale production possible. In a discussion of the personal dangers that may arise from mine gases, it is necessary to take into consideration the gases which may result from an underground fire, or a fire in or about the downcast shaft, and the methods of avoiding or minimizing the danger arising therefrom. In all cases of the combustion of carbonaceous material such as coals and timber, carbon dioxide and water vapor are formed. In cases where the air supply is limited, some carbon monoxide is produced, the quantity varying with the readiness with which the oxygen from the air can get into intimate contact with the consuming carbon; in addition to these products there may be produced large volumes of irritating fumes consisting of unconsumed vapors' distilled from the burning material. Apart from the physical distress that may be caused by the irritant action of the fumes, the chief danger to life underground arising from a fire in or about the downcast shaft or intake airways is due to the carbon monoxide which the smoke is almost certain to contain. The physiological effects of this gas have already been discussed in mining papers and ref¬erence should be made to this. The prevention of fires at the surface near to the mouth of the downcast shaft, or in the shaft itself, or at the bottom of the shaft, usually lies outside the duties of the fireboss. An outbreak of fire at such places would, however, immediately foul the air current passing into the mine, and, assuming the men were in the mine, create a situation demanding urgent attention of the fireboss. As a rule, each case of fire creates its own problems, but in all cases the guiding principle should be to restrict the poison-laden 'air to the smallest part of the mine that is practicable, by opening separation doors, or breaking down selected stoppings at the most accessible points near the seat of the fire, so that the gases and smoke may pass directly into the return and so to surface. In the case of a shaft fire it will have the effect of fouling both shafts and in the case of a fire in an intake airway, both roadways leading to the shafts. It requires the use of some judgment. Therefore, in circumstances as to whether men inside the mine should attempt to escape to the shafts or should remain in the mine, and attempt to protect themselves from the poisonous air by suitably short circuiting the air-current and retiring from the main air-ways. In order to make such restraint easier, it is very desirable that all mines should be equipped with telephone communication from all sections of the mine to the surface so that men in the mine may be informed of what is being done at the surface to secure their safety, or instructed as to what they themselves should do. In cases of fire in or about the shafts, the question of the reversal of the air-current will probably arise. Should this be decided on by the management at the surface, the fireboss in the mine may have to give some attention to the effects which this action will have on the circulation of the

H. C. GLAZE: There is no question in my mind that the day of direct current distribution is practically ended so far as large coal properties are concerned. Another thing that Mr. Drennan touched on that is of the utmost importance, is that of voltage-voltage to the various pieces of equipment inside the mine. You all know how expensive it is to have motors in operation in important places where the voltage .is about half that which the motor should have. This is particularly true in the direct current system. It slows down production, causes burnouts and destruction to apparatus, and is a question that you men have got to go into. It costs a great deal of money, as Mr. Drennan pointed out, to take care of this. The wires are large and cumbersome, while; on the other hand, with an alternating current system you can use a minimum amount of wire. We have installed this class of equipment with so-called "pick-proof" cable of 2,200 volts down slopes, and I have never heard of any trouble whatsoever from this cause.

President Robert Wilson opened the meeting at 9:00 a.m. He introduced William A. Bear, General Manager Bear Coal Company, Inc., Somerset, Colorado, who presided over the session. George Nugent, Peter Kiewit Sons' Company, Sheridan, Wyoming, presented a most interesting film "Montana Mine Reclamation." His biography follows: George Nugent first entered the coal business in 1943 when he developed Peter Kiewit Sons' Co.'s first coal mine-Big Horn Coal Company at Sheridan, Wyoming. Since that time he managed an expansion program for P.K.S. in mining that resulted in the development of two other producing mines - Rosebud Coal Sales Company at Hanna, Wyoming and Decker Coal Company at Decker, Montana, in which Pacific Power and Light is a partner. Applications are now pending for a third mine. Black Butte, a joint venture of P.K.S. and Rocky Mountain Energy Company, near Point of Rocks, Wyoming. Nugent is a Past President of the Wyoming Chapter, Association of General Con- tractors, Wyoming Mining Association and Rocky Mountain Coal Mining Institute. He was President of Big Horn Coal Company and Rosebud Coal Sales Company as well as Manager of the Mining Division of Peter Kiewit Sons' Co. and Decker Coal Company when he retired Jan. 1, 1975.

A description of the dry process coal cleaning plant which has been built and operated by St. Louis, Rocky Mountain & Pacific Company at their mine at Brilliant, New Mexico, should at first be a description of the special machinery which is used in this process. This equipment consists primarily of screens for sizing the coal into six different sizes all smaller than 1 ½ inch and the pneumatic machines for cleaning each size. These machines are patented and were manufactured by Sutton, Steele & Steele of Dallas, Texas, until a few months ago when all rights of sale were acquired by the American Coal Cleaning Corporation. These screens, a plan of which is now before you, are called anti-gravity screens because the coal travels up hill. The screens which we have at Brilliant are 3 feet wide and 7 feet 4 inches long. They consist of one upper deck which slopes upward in the direction of the flow of the coal, at an angle of 12 degrees. This deck is a wire mesh screen the size of which determines the size of oversize from that screen. Under this is a lower deck with a slope of 7 degrees. This is a solid bottom and is for advancing the undersize to the next screen. On account of the difference in pitch of these decks they are about 11 inches apart at the discharge end, which allows the oversize to be taken off at one or both sides and the undersize to fall only a few inches on to the following screen. This is perhaps the most valuable point in this patent as it allows any number of screens to be placed on a-level floor, tandem in a battery without elevating or rehandling the coal in any way. The length of the screens corresponds to the proper spacing of the cleaning tables which naturally operate on the floor below. I know of no other screen which can be operated in this way. The coal is caused to travel by a reciprocating motion. A shaft as shown near the center of the screen box and under it has an eccentric at each side of the screen with connecting rods attached near the rear of the screen box. The screen box is attached to the stationary under frame by means of cast iron plates extending full width across the screen box. These are placed at an angle as shown so that the forward motion of the eccentrics causes the screen box to rise as it moves forward and the backward motion drops the screen from under the coal thereby causing it to advance. The coal advancing over the screen cloth in this rolling or jumping motion causes very perfect sizing. It should be stated here that very accurate sizing is necessary for the success of the cleaning tables. The stroke is 1 inch and the speed 350 revolutions per minute. In describing the pneumatic cleaning table, I place before you a plan furnished by the makers. The basic principle is that if a film of coal one to two inches thick and all of nearly the same size pieces is placed on a flat perforated surface and a large volume of air passed through it, the lighter particles which are the clean coal will soon find their way to the top of the film, while the heavier particles, or waste, will remain on the bottom. The machine is built with a perforated deck about 4 feet square under which is an air chamber and air duct connecting with a fan which is part of the machine. The deck of the table has a reciprocating motion the same as the screens already described, which tends to advance the product up a slight slope which is adjustable. The coal is fed at one corner of the table as shown and the deck slopes also away from the feed and at right angles to the reciprocating motion. On top of the perforated deck are riffles about 2 inches apart and running parallel to the line of reciprocating motion. These riffles are about 1/2 inch high at the fan and feed side of the table and taper to nothing at the far side. When the coal is fed on to the table, the air through the perforations tends to raise it 'and roll it over these riffles down the slope toward the clean coal discharge. The heavier particles do not get over the riffles so rapidly and the reciprocating motion is constantly pushing them

The subject of this paper may seem threadbare to, many of you, but even if I repeat what you already know, just smile to yourself and think how much wiser you are than your neighbor, for it is startling what a number of tipples are erected that violate the elementary fundamentals not only of good design but of practical operation. Possibly a coal screening plant is a simple plant. If so, we treat it like we do a great many other simple things. We treat it entirely too lightly and fail to take into consideration, not only the changes that may occur later, the conditions we may be compelled to meet as competition changes, but even the elementary physical conditions that exist right at the tipple site. If I get too positive over some particular point, don't blame me, but remember some of the heart-breaking experiences we have had correcting these omissions, trying to make a tipple do merely what it was designed to do, when the builder tied everything up in such a constricted space, that no room was left to get the results he must have. Perhaps some of the things will look too expensive. Don't say that you can't afford them. Many of them you can't afford to do without, and when you figure that a tipple is put up for possibly twenty years of operation, you can't afford to omit any reasonable precaution not only in taking care of the present, but in foreseeing the future. We will consider a tripple screening plant, suitable for Western conditions, capable of handling approximately 2,500 tons per eight hours. The largest screen sizes must be loaded into either open cars or box cars, and arrangement provided for screening and loading not less than five sizes of coal: lump, egg, nut, slack, dust, or any reasonable combination of these. As we are considering only the preparation of the coal, we will omit all consideration of the method of haulage, pit cars, methods of dumping, and will take the coal after it is in the dump hopper. The track arrangement will frequently be determined by the ground layout. Our sizes and tonnage can be loaded on three tracks, but four tracks are better. The two outer tracks should be left for loading lump coal, No. 3 track should be left for egg coal, and No. 4 track for loading nut, slack and dust. Where a fifth track can be provided, No. 5 track should be held open only for run-of-mine coal, to act as a storage where emergency coal can, be run, should there be any delay in the screening equipment or in changing cars. Track No. I should be used for loading lump coal into box cars only. Track No. 2 should be used for loading lump coal into open cars only, and may or may not be provided with picking table, loading boom, or both. Dear Sir: "Sorry not to be able to be with you but since my function in the Institute has been largely along the line of `stirrer up of trouble' (of course always with the aid of Dalrymple), I do not wish to fall from grace now so am sending you a pamphlet on the last page of which is a' tabulation as to accident indices of various coal mining states and it seems to indicate that the states comprising the Rocky Mountain Institute have the poorest accident record of all the states producing coal. "It seems to me that even allowing for possible deficiencies in connection with placing accidents upon basis of hours of exposure, our western states need to `tighten up' as to safety practices, hence I hope that the Safety Committee report will be both drastic and progressive and that western coal mines apply the drastic proposals in addition to approving them as the policy of the Institute. Why wouldn't it be advisable to have a committee appointed to ascertain why the safety record of the states comprising the Institute is so bad as to coal mines? At nearly all of the copper smelters in the Southwest, at some time, calculations have been made having in view the economy of replacing fuel oil with pulverized coal as a heat-producing medium for smelting operations This matter has been, and is more so now than at any time heretofore, of very great importance. Due to the intensive development of oil-producing areas of the world and the tremendous use of fuel oil for many purposes, it seems that before many years the supply of oil will become so small as to prohibit its use for such operations as smelting. This may be caused by prohibitive prices, or even by government decree as a conservation measure. In the event that the use of fuel oil becomes out of the question, the copper companies have just two alternatives: the use of pulverized coal or electricity. The copper companies of the Southwest produced an average of 808,400,000 pounds of copper per year for the war years of 1916, 1917 and 1918. This figure is, of course, a higher one than has prevailed since the war, but at the present time nearly all of the mines and smelters are getting back to capacity. There is no doubt whatever that the consumption of copper is going to increase, perhaps for the next ten years. This means that more copper mines will be discovered and developed, and that the mines which are now producing will be called upon for a greater production. This all tends to show that the mine manager who is looking ahead must develop some substitute for fuel oil in the event of its use becoming prohibitive, and all indications seem to point in that direction. The only coal which is commercially available to the smelters in the district under discussion must come from Colorado and New Mexico. These coals are high in ash and volatile matter and comparatively low in calorific value. The proximity of the smelter to the coal mines is a large factor in determining which fuel is more economical. Most of the smelters within two or three hundred miles of the coal mines find it more profitable to burn coal, while those at greater distance find that the higher freight charges on the coal make the use of oil more economical.

Flexoid tubing for ventilation and some of the reasons for its use in re-opening old workings at the Union Pacific Coal Company's mines at Cumberland, Wyoming. , These mines are located on a branch line off the Oregon Short Line Railroad, about sixteen miles south of Kemmerer. The seam averages from 16 feet to 20 feet thick and is split about six feet from the bottom with from six inches to four inches of fire, clay; and is covered by a heavy sandstone roof about 45 feet thick and a fire clay floor about 15 feet thick. Pitch of seam 21 degrees. These mines were opened up with 5 openings on the pitch to the west, with main slope, north and south manways and north and south aircourses on 50-foot centers with parallel entries driven north and south at right angles to the slope and rooms turned on 50-foot centers up the pitch ; entries being 350 feet apart and chutes used in the rooms. Several years ago there was a heavy, squeeze came on these mines which necessitated shutting down all of No. I Mine below the third entry, the slope being down to 12 entry; also shutting the lower end of No. 2 Mine down from the twelfth entry to fifteenth entry and from the third entry down to the tenth entry, so as not to work too much territory at the one time. These mines are very gassy and were subject to heavy bumps during the squeeze ; also at the present time. In reopening these slopes, aircourses and entries for the recovery of the pillars, ventilation was quite a problem, as the squeeze had caused them to be practically tight; also the rooms for about 50 feet from the entry and the face of the rooms for about fifty feet. These rooms in the open space being either filled with Methane or depleted air. It was found in opening up these entries that in driving back entries parallel with the top entries for ventilation. which had to be skipped along the barrier pillar left from the face of the rooms of the entry below, that we had more bumps or bounces which made it a dangerous proposition to nine, as it will be noted as stated that the entries, room necks and face of rooms were more or less squeezed tight, showing that all the weight was centered on these points and the more they were disturbed the more it relieved the overlying pressure and something had to give; hence the bumps or bounces which have filled slopes, aircourses, entries and rooms with coal from the ribs and face, for hundreds of feet, throwing cars off the track, both loads and empties, and throwing track up to the roof and discharging timbers. We found it necessary to abandon driving back entries and have used Flexoid tubing with small blower fans to open up these slopes, aircourses and entries which has proved a success. The subject of my few remarks addressed to the Rocky Mountain Coal Mining Institute, "Guessing or Knowing! Which," may perhaps suggest but little to you here today. However, I am sure you will all agree with me when I say that in the conduct of a coal mining operation there should be no choice between guessing and knowing. The value of, and the results to be obtained from this Institute, its meetings and printed transactions, as well as those of other similar educational organizations, depend very largely on the mental attitude of those who constitute, through their pronouncements, the more active portion of the membership. Perhaps the most apt criticism that is now being made of the coal industry is that, to an extent possibly exceeding any other industry of similar magnitude and importance, it depends for its conduct altogether too much on "rule of thumb" and "tradition," rather than on proven practice and actual fact. The records of our coal mining association meetings bear expression of many conflicting opinions, the majority of which are sincerely put forth by those expressing same as representing the facts; the extremes expressed, however, frequently fix the question raised as one yet located in "no man's land." There are yet too many chances taken we are still "weighing pounds on railroad track scales" and measuring yards with the proverbial "bit of string." The actual expense of conducting any one of the several operations incident to the production of coal is rarely determined, and in many instances the general cost figures, prepared some weeks after the work is complete, are of that sweeping character that very little can be abstracted therefrom. Many coal companies are now making a daily cost sheet, showing the cost of labor and material in detail, as used in the several related operations,, and such is decidedly helpful, particularly to the mine superintendent and his foreman, who, without such, sail an uncharted sea; the auditor's belated monthly summary rarely ever seen by these men who are held responsible for the labor and material used. I have made reference to this situation as an accentuation of the fact that the coal industry contains more "serious minded, conscientious guessers" than does any other similar industry, although the annual cost of our product runs up well beyond the billion dollar mark, and what is more important, our industry is one that still continues to exact a heavy toll of human life. Now this brings me to the question of safety, the one question that should be, and which is, I know, uppermost in your minds. The coal mining world, engineering and operating, is now well sold on at least two things the theory of using permissible explosives and the elimination of the open light. Furthermore, the industry, particularly that portion which is located in Great Britain and the United States and Canada, are now planning vast extensions of the use of "rock" or "shale dust," both in the form of "dust barriers" and in "direct application" to entries and cross-cuts. This is well; however,, my study of past mine explosions has convinced me that the great majority of such had their very beginning in gas accumulations; frequently originating in restricted areas at the working face, in abandoned worked-out areas, or in some other certain place where ventilation is not, maintained as it should be; and that again leads me to the point where it can again be well said, that there is too much "rule of thumb," too much guessing now being done in regard to the volume of air required, and continuously furnished, in a given entry,, panel, room or area. Just to emphasize this situation, is it not a fact that the majority of mine inspectors express the ventilation conditions as measured by them, in terms of cubic feet per man employed, in each certain split, and does not the mining laws of many states yet demand a minimum of "100 or 150 cubic feet
