Some time after my arrival in Rock Springs to fill a short engagement with The Union Pacific Coal Company, Mr. Dickinson informed me that he had placed me on the program for a paper entitled "Mechanical Loading in Indiana." Since development of mechanical loading operations on a genuine coal producing basis for that section began near Oakland City, Indiana, and rapidly spread over Southern Indiana, Western Kentucky and Southern Illinois simultaneously, the results referred to are in many ways common to all three states. Prior to December, 1922, several attempts at mechanical loading had been registered, notably among which were installations of the Jeffry Entry Driver, and the Meyers-Whaley loader. The object of most of these earlier installations was quick development rather than lower production costs in face loading. In this measure it is claimed the machines were at least partially satisfactory. Three items which seemed to delay rapid progress in the adoption of either machine were, excessive first cost, height of coal seam necessary, and timidity of the operator relative to the labor situation which might develop. When the Joy machine was put on the market in the form of the 4-B.U., with a clearance overall which would perform in coal slightly under five feet in height, and at a cost price of less than one-half that of other machines being sold, many operators were at once ready to take a chance along with the manufacturer. This desire was accentuated by the difficulty to operate coal mines at all at prevailing production costs. This condition also made the coal miner more receptive to machinery which would give added employment to the field. At the convention held in Cincinnati during May, Mr. .Joy stated that about 200 of his machines were in operation at that time. Mr. Whaley said that about 40 of his were in use in coal mines. It is probable that of the above sum 75 machines were installed in Indiana, Illinois and Kentucky. Since that time, possibly 50 more machines of later design have been added. Like many of our troubles, those which seemed most difficult to overcome, proved in the end to have been least of all, and in this case the sup¬posed resistance which labor would advance has been more or less imaginary. In Illinois and Indiana a scale of wages is being accepted which is consistent with average earnings of machine men. The fact that a large number of coal operators want and are buying more loading machines has encouraged mining machinery manufcturers on every hand to devote renewed vigor to the cause and it is generally understood that new types and models are being developed both in factories and mines with the coal industry eager always to see the latest development. I understand that at present the Goodman, the Jeffry, and the Sullivan machinery companies are each offering new designs to meet Indiana and Illinois requirements. It is not strange that with so many installations many were made as a result of an impulse to ride the band wagon without any serious attempt to study the results or draw any conclusions from the experiences of others with loading machinery.

The eightieth regular meeting and convention was called to order by the President, John T. Atkins, at 9:15 a.m. Monday, June 25, 1984 in the Colorado Ballroom of the Marriott's Mark Resort in Vail, Colorado. President Atkins welcomed the members and their guests to the convention and noted that the annual business meeting would be held Tuesday afternoon at 2:00 p.m. in the same room. A convention update was made by the Conven¬tion Liaison Officer, Loren V. Linville. This was followed with a program report by the Program Chairman, Doug Ingram. The chair then called on Clifford Barrett, Upper Colorado Regional Director of the Bureau of Rec¬lamation of the United States Department of the Interior. He presented the Bureau's Citizen Award to RMCMI former president Ira E. McKeever for his outstanding contributions to the joint private/ Federal effort and the open planning process for AQUATRAIN. According to Barrett, "from 1981 to early 1984, McKeever led private industry work in the AQUATRAIN project, a proposal for a 1,400 mile long pipeline system. AQUATRAIN was conceived as a possible alternative to solve the government's problem of rising salinity levels in the Colorado river, as well as the private sector's need for a more economical coal transport method. The Citizen Award cites McKeever's efforts in developing a model for future cooperative ventures between government and industry that can benefit the nation." Following this presentation, the formal program of the 80th meeting and convention began with the president, John Atkins, introducing the convention kickoff speaker, Andrew Franklin, President of Nerco Mining Co., Inc., followed by the convention keynote speaker, Dr. Margaret N. Maxey of the University of Texas. These speeches are printed in this Proceedings together with those of all other convention speakers. I'm Andrew Franklin, President of Nerco Min¬ing Company, and I'm delighted to be here to kick off the annual convention of the Rocky Mountain Coal Mining Institute. This has always been a very special convention in my eyes and I'm sure this year's will be no exception. I am also here to share my thoughts on the western coal industry and how we're all affected - for good and bad - by public policy decisions. Although the title of my talk is "Western Coal: An Industry Under Siege," I believe a more accurate title might be "Western Coal: The Pit and The Pendulum," because of the wide swings in public policy and coal development in the past 15 years which have cut a zigzag path for growth over this period. As one of the nation's largest coal producers, Nerco is well aware of the problems facing western coal production. Nerco Mining Company is the western coal mining subsidiary of Nerco Inc. We have been "in coal" for more than 25 years through our parent company, Pacific Power & Light. To state my conclusion at the outset, I feel it's extremely important that consistency and common sense should guide our national policy for the development of valuable energy resources. In particu¬lar, we must reduce the wide swings in government policy and activities which have affected energy development. In short, we must decide what kind of game we're playing so that the "players" and the "referees" can keep their eyes on the "ball." Business today faces two main types of uncertainty market uncertainty and public policy uncertainty. As businessmen, we expect and are used to facing the familiar challenges and uncertainties of the market in which we operate. Over the past 10 years, the market has appeared to be bullish on coal. This morning we will start our meeting by turning it over to a very distinguished gentleman. I'm sure all of you know him. He started his work career many, many years ago, but lie doesn't look nearly this old, and his energy belies this. From 1.910 to 1916 he was a chemist with the American Smelting & Refining Co. at. Garfield, Utah. From 16 to '17 he was a broker with J. A. Hogle Company at Salt Lake. From 1917 to 1948 he was a metallurgist, ore buyer, assistant manager and later general manager of the Utah department. ASRC at Salt Lake City; and also president of the Garfield Chemical Co. Since 1951 to the present. time he has been President and General Manager of the Independent Coal & Coke Co. and Vice President of the Western Rock Bit Co. He has held many, many honorary positions; former Chairman of the Board of Regents of the University of Utah, former President of the Salt Lake Winter Sports Association, Past President. of the Community Chest there, and is presently a Director of National Coal Association, a Director of the First Security Bank of Salt Lake City, Utah, and also a Director of the Hotel Utah.

Coal's Dynamic Legacy The first session presented by Mr. Zumwalt emphasized Western coal development, the heritage of the industry and its growth in the West. The session began with a brief description of the geologic origin of coal followed by a short history quiz given the audience to stimulate their curiosity and involve them in the presentation. Slides and flip charts were used as visual aids and a demonstration of energy resources and uses was made by playing the famous Skyline jelly bean game. Coal Mining Today Today's coal mining practices were dealt with in the second session as Mr. Zumwalt appeared dressed in the garb of the modem day miner. He then led a discussion of coal production in the Western states, its uses and the different techniques used in extracting coal from both a surface and an underground mine. Current coal transportation and markets were also touched on. Our Exciting Future Recent coal growth in the marketplace and new uses of coal products to the year 2000 were dealt with in the final session. Mr. Zumwalt covered things that currently impede the expanded use of coal and things that can negatively or positively affect the future use of coal. In each of the three sessions, Mr: Zumwalt was ably assisted by Mrs. Janet Gwilliam, his secretary at Utah Fuel Company.

The 69th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in Manor Vail Lodge, Vail, Colorado, and was in session at 10:00 a.m. The meeting was called to order by Past President Joseph E. Ward, former District Manager, Denver Office, Coal Division, Joy Manufacturing Co. and now retired. Mr. Ward, after reading a brief biography of President O. F. "Os" Lewis, introduced him to the assembly. Biographical sketch read as follows: Mr. Lewis is President, General Manager, and a Director of Colowyo Coal Company. "Os" was born in Reno, Nevada. He attended the University of Utah at Salt Lake City, Utah, and later the Denver University in Denver, Colorado. His career in the Western Coal Industry started back in 1923 when he was employed by the Central Coal and Coke Company of Salt Lake City, Utah, as a clerk, then chief clerk and as a traveling sales representative for a period of 13 years. Later, in 1936, when that company was acquired by an affiliated company of Harris Coal Company, he was transferred to Denver as Assistant Sales Manager, Purchasing Agent and later as Executive Assistant to the President.

Twentymile Coal Company?s first longwall face in the late 1980?s was oriented approximately 45 degrees to the major coal cleats and 45 degrees to the primary horizontal stresses. This combination of stress and coal cleating resulted in frequent violent bursts of coal along the longwall face. The bursts created particles of sufficient size and force with the potential of causing injury to employees and occasional damage to shield components. Partial web cutting was subsequently developed in an attempt to relieve the stress on the coal face and required the shearing machine to travel to the tailgate and back for a full 36 inch web. The partial web cutting pattern is focused on first cutting the lower 90% of the seam to relieve the stress as the shearer travels from the headgate to the tailgate. The web depth during the headgate to tailgate pass is typically in the range of 70% to 80% and varies with conditions to maximize production rates. The top and bottom of the seam in the remaining 20 to 30% of the web are then cut out to allow the shields and face conveyor to advance. 100% of the web is cut at each gate end for a distance of approximately 19 shields. This paper addresses some general mine geology and the procedures and benefits of partial web cutting with respect to safety, production and maintenance on a high production longwall face.

We have listened to many papers describing mechanical loaders, and systems of mining planned to increase their efficiency. We have become familiar with the various types and in a general way, their capacities and limitations. Messrs. F. E. Cash and E. H. Johnson in Bulletin 17 of the Carnegie Institute of Technology, subject Coal Mining Investigations, have a very complete review of the loading situation then. Mr. A. W. Dickinson, in a recent paper before this Institute, gave a later illustrated review of mechanical loaders. On page 28 of Cash & Johnson's paper is a list of loading machines to which might be added to bring the list down to date, the following: Under Digging and Loading Machines The Goodman Power Shovel Under Scraper Loaders The Goodman 436-G-3 125 H. P. three drum Scraper loader The Goodman 35 H. P. Entry loader and the Two Drum 125 H. P. Hoist built by Vulcan of Denver for scrapers Under Shaking Trough Conveyors The Eickhoff Conveyor The Link-Belt Conveyor The McCarty Duck-bill which is really a digging and loading element built to attach to the end of and operated by a reciprocating conveyor. The outstanding feature in this line of work in the past few years is the fact that a few very successful operations have been worked out on a large scale; the officers and staff in charge of this work have gone into details very thoroughly and altered and improved, in many cases, their mine equipment and mining methods, and by the exercise of persistent energy and intelligent effort, in the face of frequent difficulties and discouragements, they have attained results that are far ahead of the average loader operation. The coal mining industry owes much to these men for the pioneering and development of mechanical loading; their investigations in transport, shooting, shearing, snubbing, cleaning, and production costs, the results of which they have given freely and frequently to the public, are of great value. Foremost among the pioneers in this work are the Union Pacific Coal properties, the Quealy properties, the Sheridan Wyoming Coal Company and in the Central West, the Union Colliery Company of Illinois. On the other hand, in the great majority of installations, one loader, or possibly two or three loaders have been started in a given operation and through failure to make the proper effort to improve their transportation and work out the systems to utilize their loading machines, the loaders have not shown appreciable savings and in many cases, the installation has failed. It has been frequently stated in many meetings where loading has been discussed, that the idea of mechanical loading must first be sold not only to the operating staff but to the entire personnel of any company where installations are made. The problems involved in the successful application of this equipment are such that it requires enthusiastic and wholehearted teamwork on the part of everyone connected with the work and when difficulties arise, they must be ready to exercise initiative and try new ways oftentimes of overcoming impediments. The closest attention now is given to the question of economics how much will a loader reduce the cost of coal in any particular situation? Without fear of successful contradiction, I believe that experience up to date has unquestionably shown that where the shovel type of loader can be properly used, it produces in wide work, the cheapest coal of any loading device yet brought onto the market. Naturally there is a considerable difference between the results from different makes of shovels.

MR. MARGOLF: Our final speaker this afternoon before we have an opportunity for some questions for the members of the panel, is a gentleman who has spent more than 40 years in the newspaper industry. He started out as an office boy while he was still in high school. He worked his way through college working for a newspaper in Lexington, Kentucky where he graduated from the University. He has a long association with the Albuquerque Tribune but what brings him here today is in his position as editor of The Rocky Mountain News which is certainly one of our largest circulations. Preceding the regular meeting, "Harvest from the Sky" was shown, an action-packed movie demonstrating how man and machines provide Denver with water. This vividly colored picture illustrated the magnitude of the job, highlighting the construction scenes at the 23-mile Harold D. Roberts tunnel, many scenes of which were taken underground at the face. Presiding was Mr. John Peperakis, Alanager, Sunnyside Operations, Kaiser Steel Corporation, Sunnyside, Utah, who called the regular meeting to order at 9:30. Mr. Peperakis introduced Mr. Otto A. Wiesley, Chairman, Industrial Commission and Utah Labor Relations Board, Salt Lake City, Utah, who spoke on "Functions and Policies of the Industrial Commission of the State of Utah." It was with obvious pride that he discussed the Medical Panel in use and the successful operation of the Indus- trial Commission in Utah, stressing the fact that the most important word in their vocabulary was "cooperation."
