INTRODUCTION Lead and zinc are today rightly regarded as sister metals. Historically, however, they differ markedly with lead being known and in general use as the metal since 3000 BC in several countries which at that time might have been described as mature economies. Zinc was not isolated and recognised as an industrial metal with distinct and valuable properties until about 1700-1800 AD (although it had, of course, been utilised as a constituent of brass for some 2000 years previously). c were well established as industrial metals by the beginning of the 20th century. The present paper briefly reviews the overall growth in world consumption* and changes in the three main areas which today represent the mature economies or industrialised areas, i. e. ,Europe, the United States and Japan. Trends in overall consumption are determined by the demands for the individual uses for lead and zinc. The changes in patterns of use in the industrialised areas - individually and collectively - and reasons for the changes are also considered. LONG TERM TRENDS - 1900-1984 The World Picture Since the beginning of the 20th century the world consumption of lead (3.9 million tonnes in 1984) has grown almost fourfold and that of zinc (4.7 million tonnes in 1984) is almost eleven times greater than it was in 1900. The long-term trend has been one of continuing expansion for both. metals although the pattern has been severely disturbed at certain periods, for example in the years immediately following the two world wars and at times of marked recessions in industrialised areas. Apart from such major setbacks, new levels of consumption have been established regularly every few years. Recently, however, consumption has not really grown and with only a slow and partial recovery in world industrial activity at present, there is no indication that the peak consumptions of 4.2 million tonnes of lead, set in 1979, and 4.8 million tonnes of zinc (1973) will be exceeded in the near future. The growth in world lead and zinc consumption since 1900 is shown in Figure 1 (which includes changes in copper and aluminium for comparison). Overall growth over the period 1900-1984 has been about two percent a year for lead and about three percent for zinc (annual growth for copper has also been about three percent). Increases in tonnage consumption and growth rates by decade for lead and zinc are summarised in Table I. However, the growth rates by decade sometimes conceal very large individual annual increases and decreases. For example, in 1975 lead consumption fell by 13 percent and zinc consumption by 22 percent compared to 1974. In 1976 consumption of lead and zinc rose by 12 percent and 18 percent respectively. The years when consumption 'landmarks' (ie one, two, three and four million tonnes) were first reached are shown on Table 2. Clearly, the pattern of shorter periods being required to attain each extra million tonnes of consumption was broken in the 1970's. The consumption of zinc overtook that of lead for the first time in 1940, and since 1946 has always been at a higher level. Trends in industrialised areas The two key industrialised areas at the beginning of the 20th century were Europe and the United States which between them accounted for some 95 percent of world lead consumption and 98 percent of zinc consumption. Figures 2 and 3 show the growth in lead and zinc consumption, and Figures 4 and 5 the percentage shares for each area since 1900. Europe has usually been the major user of lead except for some years in the 1920fs, most of the 40's and early 50's when consumption in the United States was larger. In 1900, Europe accounted for about 64 percent of world lead consumption and the United States just over 30 percent. Currently, Europe takes about 40 percent of world consumption and the

A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. What needs to be fully understood is how federal laws, as enumerated on Table 1, may affect these rights. What follows is a description of

INTRODUCTION Volatile markets and pricing, increasing imports, constraining but effective laws related to the environment, health and safety and price controls lead to concerns which generated pious laws stating non-fuel policy and authorizing studies but resulting in ineffective implementation. Several commissions, reports by the Secretary of Interior and even the President have led to many recommendations but little or no action. No single comprehensive policy could solve problems which are diverse, commodity specific and not categorizable (Landsberg 1982, 1983). Thirteen laws administered by 27 agencies regulate or affect minerals and materials. Political instability created by communist regimes in Southern and Central Africa jeopardized sources of critical imported materials. This situation led to a Resource War mentality. It was feared that the U.S.S.R. was seeking to control this area and exclude the United States from resources (Vogely, 1980). The success of the Organization of Petroleum Exporting Countries with a petroleum cartel led to fears of an Organization of Minerals Exporting Countries which might create more cartels and/or make the existing ones more effective. Economic needs of developing countries required export to maintain employment and balance of payments have led to world surpluses, weak markets, low prices, and large loans from the World Bank which have under- mined U.S. industry (Landsberg, 1982a). Un- cooperative environmental laws, obsolete facilities and non-competitive costs have led to shipping U .S. ores to other countries for processing into ingot and bars which are imported back to the United States. Yet massive internal turmoil has interrupted supplies, and led to un- certain availability and higher prices. This situation could happen again. Included in this category of critical materials with uncertain sources are metals required in the manufacture of military aircraft, which has led to concern regarding the defense industry base (Morgan 1983). Remedies have been proposed which include: updated stock piles, material substitution, international cooperation and coordination, foreign policy aimed at resolving racial and national stresses in South and Central Africa, relaxing U.S. environmental and public land regulations and action under the Defense Production Act (Goth 1982). The President's report (1983) to Congress has stated a national materials policy which recognizes: that materials play a critical role in our economy, defense, and standard of living; that public lands contain a vast untapped mineral wealth; that the role of government is to identify mineral issues and act on them; and that there is a need for long term high potential pay off research (Bureau of Mines 1983). There is a serious question as to whether or not a comprehensive national mining, minerals, and materials policy is feasible let alone necessary. One solution is to abandon the attempt at comprehensiveness and to target specific is- sues with realistic policies (Comptroller General 1979). In the following sections, the major studies of the 1970s will be reviewed, major issues yet to be faced will be identified, the principles involved in these resolutions will be reviewed,

Since the inception of the Ashton (formerly Kalumburu) Joint Venture in 1972 the parties have expended $24 million in exploration for diamonds in the Kimberley region. This has resulted in the discovery of the currently subeconomic Ellendale deposits in 1976/77 and the economic Argyle - Smoke Creek Deposits in 1979/80. In addition to Argyle and Ellendale, some 90 kimberlitic and lamproitic bodies have been discovered grouped broadly into three provinces, on the west, east and north margins of the Kimberley block. These bodies range in size from dyke-like features less than 1. m (3 ft) in width to pipes with a surface area of 128 ha (316 acres). The bodies with larger surface area are volcanic crater deposits, infilled with air-fall and water deposited tuffs and epiclastic sediments. Diamond content ranges from trace to economic concentrations. The exploration discoveries were facilitated by early recognition that the petrography, mineralogy and chemistry of the diatremes varied from the classical kimberlites of Kimberley, South Africa, to unusual more highly fractionated, alkaline, silicic varieties having affinities with leucitelamproite. Indirect methods of exploration were used, primary reconnaissance work being stream gravel sampling for kimberlitic indicator minerals. Evaluation showed Ellendale diamonds are 90% gem and near gem, but the low grades and tonnage render the deposits unpayable at today's diamond prices. After discovery in late 1979 and completion of a feasibility study by the end of 1982, evaluation studies proved Argyle to be economic. Alluvial diamond mining commenced in 1983 producing 6.2 million carats (Mct) that year, 60% being of industrial quality. Open-pit mining of the AK1 lamproite should start in 1985/1986 at a rate of 3 million t/a (33 million stpy) and produce 25 Mct/a, making this mine, and Australia, the world's largest producer of diamonds by weight. The revenue from diamond deposits is a function of the grade and the value of the diamonds. The grade is the product of the frequency of occurrence of the diamonds (stone density) and the mean stone size; the value of the stones is strongly related to their size distribution. During evaluation of the West Australian deposits, the diamond distribution was found to vary markedly in stone density and stone size. These variations corresponded with changes in the rock type hosting the mineralization. As a consequence, geological mapping of individual lamproites within the multiple vents and careful monitoring of the diamond distribution became an important part of the evaluation work. Similar variations in stone size and frequency were found to accord with separate alluvial terraces and fan gravels derived by erosion from the Argyle AM lamproite.

The human requirements have increased rapidly depending on population density and urbanization thus industrialization has grown steadily. As a result of the situation, the greenhouse gas emissions into the atmosphere and the global warming have increased slowly. Today this effect has continued to increase. Therefore, the effects of greenhouse gases in all areas of production must be controlled. The study presents the methods of determination the CO2 emissions (CO2-e) and energy consumption in aggregate production. The aggregate constitute approximately 70% by volume of concrete that has widespread use as construction material in the world. One of the most important elements in today's terms is sustainable use of resources and minimum CO2 emissions (CO2 + CO + NOx + CH4.vb.) at every stage of production of aggregate. Therefore, these elements must be taken into consideration in the aggregate production standards. The choice of production method of aggregate is very important for optimum use of energy and effects of greenhouse gas emissions. So the properties of the aggregate material must be known well to obtain the target. Within the scope of this study, the unit value of CO2-e that release when the production of aggregate in different formations is determined for our country. Thus, the effects of green house gas emission can be evaluated according to the characteristics of material in aggregate production planning. In this study, energies consumed during the production of aggregates at a quarry in Istanbul Cendere region were investigated by taking the different formations encountered at the quarry into consideration. The unit CO2 emission values per ton of produced aggregates were calculated as a result of this investigation. Besides, energy consumption values of previous months at this quarry were taken and the unit CO2 emission values were also calculated.

The Coteau Properties Company's Freedom Mine is a surface lignite mining operation located near Beulah, North Dakota. As part of the mining process, Coteau removes and replaces thin layers of suitable plant growth material (SPGM) generally ranging in thickness between one and five feet. Historically, tractor-scrapers completed this work; however, rising tractor-scraper costs and increasing haulage distances sent Coteau in search of a lower cost method resulting in the acquisition of a backhoe/truck fleet in 1995.

The Howe Coal Company located in Leflore County, Oklahoma is mining the Oklahoma Lower Hartshorne Coal bed which ranges in thickness from 38" to 42" and dips approximately 7 degrees to the Northeast. The Lower Hartshorne bed lies within the Hartshorne sandstone in Oklahoma but is as much as 60 feet above this sandstone formation in Arkansas. This coal bed extends throughout the Arkansas Oklahoma coal basin, which is about 50 miles wide and 180 miles long and progresses from a semi anthracite in Arkansas to a low-volatile coal in the eastern part of the Oklahoma to a high-volatile coal in the western area. The Howe Mine #1 in the eastern area is mining a low-volatile bituminous coal which has been used as metallurgical coal since the early 1900's as evidence of Bee-hive coke ovens still remain near the town Howe, a few miles northwest of the mine site. The Howe Mine is the first mine in the area to use modern mining equipment, however, numerous punch mines have been worked along the outcrop south of the mine site dating from 1900 with the last closing in 1965. The coal characteristics of the Lower Hartshorne rival the Pocahontas seam in chemistry and coking qualities. This paper will be concerned with the preparation of the coal for the Japanese steel market. The three man crew necessary to operate the plant are the operator, the helper, and the equipment operator needed to feed the raw coal hopper. An additional equipment operator is available on the day shift for coal loading and moving the clean coal to the storage pile as the area under the clean coal belt is only large enough for 1 shifts production. We are at present running the plant on a 2 shift per day basis.

Mud is one of the oldest building materials used by man, but it is not only of historic interest. Even today in many parts of the world, particularly lightly forested areas, it is the chief building material. Many authorities believe that at least 30% and perhaps 50% of the world's present population lives in earthen dwellings (Dethier, 1985, Coffman et al., 1990). Not all of these people are members of primitive societies or live in third world countries. European, African, Asian, and both North and South American countries contain a large number of such structures. In the United States, the American West, and particularly the Southwest, is known for this type of construction. Some of the earliest remains of adobe structures are those discovered in the ruins of Neolithic farming villages in Mesopo¬tamia dating as far back as 7000 BC (Steen, 1972). The word adobe has its roots in Egyptian hieroglyphs denoting brick and evolved to its present form through Arabic and Spanish (Lumpkins, 1977). The Spanish conquest of the New World spread the use of wooden molds to produce a standard adobe brick. Today, the word adobe is used to describe various earth building materials and techniques, usually referring to sun-dried adobe brick now used in the United States, but is also applied to puddled adobe structures, mud-plastered logs or branches (Jacal or waddle-and-daub), pressed-earth blocks, and rammed-earth walls or pisé (Smith and Austin, 1989, Ferm, 1985). Modern mud construction is used in many countries in various parts of the world. In the United States, the states from Texas to California are perhaps best known for this type of construction. Of these states, New Mexico has the dominant reputation for adobe use. Indeed, in New Mexico the Santa Fe style (Fig. 1) has made adobe not only acceptable, but preferred. RAW MATERIALS Adobe soil used by present day adobe producers, and probably past adobe producers as well, is principally sandy loam (50% clay and silt), although clayey silts are used in some areas (Coffman et al., 1990). In New Mexico, the best adobe soils are those developed on stream deposits, particularly Holocene (Recent) terrace deposits and older, loosely compacted geologic formations, such as the Santa Fe Group (Tertiary) located in the Rio Grande Valley. Some modern adobe producers use a mixture of materials from the screened fines of aggregate operations and mud from irrigation ditches in the river valleys combined with varying amounts of sand to produce the proper blend. Mineralogy Bulk Mineralogy: X-ray diffraction analyses of whole rock samples from many parts of the world where adobe is the dominant construction material show the major constituents of adobe are quartz and feldspar, with lesser amounts (in order of abundance) of calcite, clay minerals, and gypsum (Coffman et al., 1990). Adobes from and climates contain considerable calcite; in some cases calcite is second only to quartz in volume. Quartz, feldspar, most of the clay minerals, and some calcite commonly are derived from the mechanical/chemical breakdown of older rocks units. Some of the clay minerals, much of the calcite and perhaps all of the gypsum are precipitated from evaporating water. Clay Mineralogy: Clay-size minerals consist dominantly of clay minerals, but nearly clay-size fractions contain minor amounts of quartz and calcite, and occasionally other nonclay minerals. In earth construction materials from New Mexico, clay-size particles are the most compositionally variable in commercial adobe soils. However, the clay mineral groups in this size fraction consist of about equal parts of expandable clay minerals (smectite and mixed¬layer illite/smectite or I/S) and non-expandable clay minerals (ka¬olinite, illite, and chlorite), with minor quartz, calcite, and feldspar (Smith and Austin, 1989, Austin, 1990). In the and American Southwest, smectite is commonly calcium-rich and the I/S is dis¬organized and randomly interstratified. In a study of 42 New Mex¬ican commercial adobe soils, only two contained chlorite, and vermiculite, sepiolite, and palygorskite were not found. Soils in temperate climates, as are found in the midwestern and northeastern United States, contain an abundance of illite (Potter et al., 1975). The clay minerals in earthen structures of that region and in Europe commonly contain illite with less amounts of kaolinite, smectite, I/S, chlorite, and vermiculite. In contrast, the clay-size fractions of soils of humid tropical areas are typically acid, with kaolinite as the dominant clay mineral and lesser amounts of I/S, illite, smectite, and others (Chamley, 1989).

The opportunity for an exploration geologist to follow a successful exploration project through the feasibility, financing, construction, development, and exploitation phase is rare. In addition, it is not often that the exploration geologist can be present during the mining of a deposit to explain why certain actions were taken or interpretations made, and to find out how these interpretations turned out in actuality. At the Woodsreef chrysotile asbestos mine in New South Wales, Australia, mining has been- in progress for seven years and the writer of this chapter has been intimately associated with the project during the five years of exploration and seven years of exploitation. The Woodsreef mine has had major production problems, the majority of which have stemmed from the unique characteristics of the ore body and fiber. Because of the latter feature, much research has been undertaken by Woods- reef and other scientific organizations in Australia, England, and Canada regarding the Woodsreef fiber. The answers to some of the problems have negated some accepted concepts of asbestos ore milling and led to the development of new techniques. Some of these new techniques include the adoption of microscopic fiber counts as a routine procedure, the modification of accepted evaluation procedures, the development of new machines for dedusting fibers, and the recognition of a fiber with a unique milling behavior pattern and, possibly, properties. The problems experienced can be broadly divided into those associated with the geology and the physical properties of the fiber. It is possible that the same features may manifest themselves in other deposits around the world, and if they can be recognized during the exploration stages, a feasiblity evaluation may be just a little closer to the actual. The Woodsreef chrysotile asbestos deposit (latitude 30°24' S, longitude 150°44' E) is located 80 km north of Tamworth, NSW, Australia. The mine has been in production for six years and has a present scheduled mining rate of 33.11 Mt/y. An eight rock line mill treats an average of 7000 t/day, after beneficiation, and yields fiber grades in the range of group 4 to group 6 with some floats. The estimated re- serves of 30.56 Mt, with an ore to waste ratio of 1:3.0, are contained in two main zones that are designated the North and South zones. Mining started in the South Zone in 1972 and then, be- cause of the higher ore value, moved to the North Zone in 1975. Presently, there are two distinct open cuts referred to as the South and North pits that will eventually be worked together. The Woodsreef mine is owned by Woodsreef Mines Ltd. and is operated by Chrysotile Corp. of Australia Pty. Ltd., and is one of only two producing asbestos mines in Australia. The second mine is at Baryulgil, (latitude 29°13' S, longitude 152°37' E), and is operated by a subsidiary of Woodsreef Mines Ltd. This operation produces about 500 t/y for a captive market. An exploration program is being conducted in the area surrounding this small producer with a significant degree of success. The concepts developed during the exploitation of the Woodsreef deposit are being incorporated in the evaluation of the Baryulgil area, and if the Baryulgil deposit proves to be eco- nomic it is hoped that this approach will eliminate some of the major crises that have beset the production at Woodsreef during the first four years of operation. In order to be able to design an adequate mine ventilation system it is necessary to understand how pollutant masses disperse into turbulent ventilation air streams. The mixing of gases and dusts with ventilating air, and dispersion of these pollutants in mine airways, are important flow or transfer problems. For the solution of such problems, the finite difference technique is often used. In this paper, numerical approximation schemes for the solution of the mass transfer problem have been developed using several explicit finite difference schemes. Results from these schemes have been compared with the analytical solution for spatial and time increments using the concept of Root Mean Square error. The comparison of various schemes reveals that the explicit finite difference schemes analyzed here give more accurate results at lower velocities, though the results are dependent on the spatial and time steps considered. At higher velocities the schemes tends to oscillate about the analytical solution. INTRODUCTION In mining, most of the mine air pollutants, such as respirable dust, methane, blasting fumes and diesel exhaust, are produced at the mine face and in haulageways. Injection of any of these pollutants in the mine ventilating air causes disturbances of the equilibrium state of the pollutant concentration of the ventilating air. The mixing of these gases and dusts with the ventilating air are typical examples of mass transfer processes. Pollutants are diluted by the stream of ventilating air flow along airways and discharged into the outside atmosphere of the mine through a return shaft. The dispersions of these pollutants in mine airways are important flow or transfer problems. Knowledge about pollutant sources, emission and transport of these pollutants are essential for ventilation planning and design to ensure good engineering control over air quality, quantity, and environmental conditions. Modeling of mass transfer phenomena in mine ventilation is largely based on extensive studies of turbulent dispersion in wind tunnels and the lower atmosphere of the earth. The general approach in the formulation of models lies in the recognition that these mass transfer phenomena can be conceptualized as a flow problem that can be solved by the general application of Taylor's theory (1954) of turbulent flow and diffusion with modification appropriate static and dynamic parameters. If the face zone is initially contaminated by a pollutant over a long section (e.g. instantaneous exposure of large gas accumulation, rapid methane release etc.), the process of decontaminating the mine workings can be regarded as displacement and diffusion of the tailing edge of the cloud of contaminates in the form of a semi-infinite gas body, for which a one-dimensional mass transfer equation is represented by: [at + u • ax = Ex ex2 + f (x,t)(1.1)] In Eq. (1.1), the term [~~] is the rate of growth of the concentration in the differential element, while a [(5xx )] is the net gain of material due to convective transfer. The two terms balance the total loss of material due to turbulent dispersion that is represented by [Ex . 21] and f(x,t), the source term for the pollutant in the roadway. Several cases of mass transfer that occur in mining can be identified and modelled using the conservative volume element method. The governing equation, along with the associated boundary and initial conditions, source terms and their solutions are detailed elsewhere (Bandopadhyay and Ramani, 1988, Devala, 1989). Only one mass transfer situation is presented (Figure 1) here for the present analysis. Mixed Evolution of Pollutant (multiple pulses) Typical examples of these situations are emission of pollutants from multiple diesel vehicles in the face area, and gas emission from standing pillars as well as from broken coal seam during coal cutting with a continuous miner. INTRODUCTION In 1974 two of the present authors reported the results of a pilot study indicating an increase of lung cancer risk in Ontario uranium miners. (Muller, Wheeler, 1973, 1974) The study was based on data contained in a computerized Mining Master File maintained by the Ontario Workmen's Compensation Board that contained information on miners examined in Ontario who had either 60 months of dust exposure in mines or had signs of pneumoconiosis or tuberculosis. Including the above conditions the definition of uranium miners added the condition of one month or more of uranium mining experience in Ontario. This list of Ontario uranium miners contained 8,649 names. Following the results of this first pilot study, we embarked on creating a file of uranium miners containing information on men with one month or more of uranium mining experience in Ontario without any further conditions. This file was used by the Royal Commission on the Health and Safety of Workers in Mines in their study of risk in Ontario uranium miners. (Hewitt 1976) This file contained 15,094 names. In this report we give an outline and progress report on a study of Ontario miners that we are conducting at present. It was felt that the male population of Ontario is not necessarily an adequate control population for uranium miners. A preliminary examination of the work history of uranium miners indicated that the majority of them (about 90 percent) had other mining experience in addition to their exposure in uranium mines. We therefore considered it useful to evaluate the possible effects of non-uranium mining on risk, and for this reason decided to make the Uranium Miners Study part of a study dealing with the mortality of Ontario miners in general. Aims of the Study The aims of the Study include the evaluation of: 1) the risk of dying by cause in non-uranium miners as compared to the male population of Ontario and Northern Ontario. 2) any differences that might exist in the death experience of non-uranium miners by cause according to ore mined. 3) the effect of length of exposure in non-uranium mines on age-specific risk by cause. 4) the dose-response function for primary cancer of the trachea, bronchus and lung from exposure to radon and its short-lived daughters. 5) the possible effect of the mining environment on deaths from causes other than cancer of the trachea, bronchus and lung. The study will address itself to a number of other factors that might well affect the dose-response function. These include: a) factors in the mine environment - other than radon daughters - that might affect lung cancer mortality. b) the effect of non-uranium mining on lung cancer risk in uranium miners. c) the effect of age as well as age at time of exposure on lung cancer risk. d) questions of latency and the possible dependence of latency on age at time of exposure. e) smoking as an important factor in lung cancer risk. f) Histological type of cancer in relation to the various parameters of exposure and age. MATERIALS AND METHODS The Study is making use of existing computerized data files and has set up certain new files. These include the Mining Master File and the Model Development File. The Mining Master File This file is a computerized record of data on individual miners obtained at yearly miners' examinations that have been carried out since the mid 1920's. The conditions for inclusion in the Mining Master File have been indicated above. Information contained in the file includes: (1) Identifying information: a) Surname and given names b) Date and place of birth c) Miners Certificate Number d) Social Insurance Number if available. (2) Updated Employment data obtained at each miner's examination: a) Year of first dust exposure in Ontario b) Year of first dust exposure outside Ontario c) Number of months worked in mining d) Ores mined e) Mining areas and mines f) Occupations

Two major events highlight recent developments in US ore and coal ports: completion of the last series of modern taconite pellet transshipment facilities on the Great Lakes; and modernization and construction of coal ports, particularly on the East and Gulf Coasts. The New Taconite Transportation System To reduce raw material transportation costs, a fleet of new generation high-capacity 304-m (1,000-ft) self-unloading vessels were built to carry iron ore pellets from the Minnesota-Michigan iron ranges to the steel plants on the lower Great Lakes. Existing port facilities had to be modernized, revised, or completely rebuilt to accommodate these large vessels. Some of these were Burlington Northern's Allouez, WI, loading dock; Duluth, Missabe & Iron Range Railway Co.'s Two Harbors, MN, facility; Republic Steel's Lorain, OH, facility; and Chessie's Toledo, OH, dock. Allouez and Two Harbors receive taconite pellets from unit trains and load them onto large vessels either after dumping or via a large stockpile and reclaim system. The Lorain facility receives iron ore pellets from self-unloading vessels' discharge boom conveyor and reloads the pellets into rail cars or small vessels destined to inland steel mills. The Toledo facility receives Armco pellets from vessels, stockpiles them through the winter, and reloads into unit trains destined for Armco's mills along Chessie's rail tracks. Burlington Northern's $75-million Allouez pellet dock, completed in June 1977, was built to receive pellets produced by Hibbing Taconite Co. and National Pellet Plant in Minnesota, stockpile them through the winter when the lakes are frozen, and load them into 304-m (1,000-ft) vessels in the shipping season. As much as 10 Mt (11 million st) of pellets may be stockpiled within the loop track. A 6-km (4-mile) long conveyor system connects the stockpile area and the dock. Thirty-six new concrete silos were built on the dock to house 2 kt (2,000 st) each of pellets before shiploading. The $35.5-million expansion of the Two Harbors transshipment facilities began shiploading in July 1978 after ground breaking in Aug. 1974. Particularly noteworthy is the first application of the Orboom system-a breakthrough in technology for the modernization of the century-old pocket docks on the Great Lakes to accommodate the new generation of super vessels. The pocket-type loading dock has been a standard on the lakes for nearly a hundred years. Bottom-dump rail cars fill the ore pockets on top of a finger pier. Gravity chutes matching standardized ore ship hatch spacings are lowered to fill the holds of a 20.3-kt (20,000-dwt) ship. The construction is simple and the loading swift. In spite of advances in technology elsewhere, most of these docks continue to serve the iron ore and coal trade in the same manner they did in the 19th century. Although performance of the pocket docks on small vessels remains outstanding, the new 304-m (1,000-ft) vessels are beyond the reach of the old docks. After extensive development, the Orboom system (Patent No. 4,065,002) for pocket docks was successfully developed. The heart of the Orboom system is the retractable shuttle loading arm which loads the wide beam vessels. The Orboom shuttles are fed by existing pockets of the dock that, in turn, are charged by a tripper conveyor along the length of the dock. The Two Harbors shiploading system is supported by a 0.9 Mt (1 million st) storage-reclaim network. Unit trains are bottom dumped. T e mechanization of industry to reduce labor costs and to improve product quality is affecting he scale industry as it has affected many other industries. With increased emphasis on higher production rates many operators are experiencing difficulty in overcoming production problems where weight is a factor. Unfortunately, the scale industry has not shown the development over the last twenty-five years that other instrument industries have. For centuries the balance scale has been the standard and the workhorse of most weighing operations. In recent years considerable effort has been applied to designs to make balance scales more acceptable to industries employing automatic or semi-automatic processes. For the most part the designers have not attempted to replace the basic scale but toautomate functions of material handling and human judgement. Modern dump scales, for example, will accept material from a conveyor until a preset amount of material is on the scale, At this time the scale turns off the conveyor, dumps the load of material and repeats the operation with any desired timing. These improvements have helped industry. Even the scale observer has been replaced with devices which observe the scale reading and operate on weighed objects according to their weights. In spite of' the application of automation to the material handling, the balance scale has not been completely satisfactory. One reason for this is fairly evident when one considers the construction of the scales. Inherently, they are slow devices because of the inertia of the beams. The beam scale, primarily a static measuring device, is at the best limited to slow dynamic measurements.

Underground sites have great potential for industrial plants, for warehouses, and for other purposes where above-surface locations are now employed. Subsurface locations have generally been over- looked by industrial planners even though they may offer many features of superiority over the conventional sites. There are many opportunities for industries or warehouses to go underground. New space can be excavated expressly for this purpose or openings in existing mines may be converted to useful space. Another possibility is the pre-planned mine-industrial site, in which a mineral product is mined and marketed as a commercial venture while utilizing a mining plan which will permit rapid conversion of the openings created into active industrial areas while mining continues in the adjacent ground. An underground plant located in chambers created by excavating space in solid rock has many advantages, including low construction costs, low heating-cooling costs, freedom from storm damage or other surface weather conditions, absence of traffic noise and vibration, fireproof construction, low insurance costs, excellent working conditions, easily controlled temperature and humidity, almost unlimited bearing capacity of floors, low maintenance costs, no effect upon surface.

The Georgia kaolin District is the world's largest producer of kaolin. Georgia production tripled from 2,344 million metric tons in 1964 to 7,570 million metric tons in 1994. Development of the Georgia kaolin industry can be traced to the mineral resource, the adoption of innovative process technologies, and the market growth for kaolin. Georgia kaolin is an abundant and high-quality resource that shows a range of advantageous properties. Technical developments in wet processing, delamination, and calcination allowed production of high-value products. The application of kaolin pigments to the paper industry provided a market that could absorb rapid growth.

Beat exchange in an open air-water system is considered. The system incorporates a vertical cooling tower, and a horizontal multi-stage spray chamber with unlimited number of stages. Mixing of two streams of both water and air is permitted. A spread-sheet implementation estimates temperatures of outgoing water and air for given mass flow of water and air, factor of merit for heat exchangers, barometric pressure, wet- and dry-bulb temperatures, and the temperature of incoming water.

Outokumpu flash smelting of copper concentrates was introduced in 1949 and flash smelting of nickel concentrates in 1959, both at Harjavalta in southwest Finland. The first flash smelter outside Finland was started up in 1956 in Ashio, Japan. Between 1956 and the present about 25 flash smelters for copper, and nickel concentrates have been put into operation in different parts of the world. Outokumpu"s research organization has been highly involved in the development of flash smelting. For example, a direct blister flash smelting process was developed in 1975 and introduced in Glogów, Poland, in 1978, and another has been designed for Zaire. This straight metal process is based on low iron content of the concentrate, which reduces the amount of recycling slag copper. Additionally, the concentrates are rather low in impurities.

The application of roadheading and drag tool equipped machines requires an assessment of both cutting performance and tool consumption. Neither parameter can be assessed purely from compressive strength and tool consumption is often neglected, at a cost to the project. Results from in-situ monitoring show that a measurement of relative abrasivity using the Cercharscratch abrasivity test provides a basis for the assessment of tool consumption. This can be modified by also considering the effects of the machine specification and the rock mass quality.

The Permanente plant of Kaiser Cement & Gypsum Corporation is located at a unique thick deposit of Calera Limestone (Figure 1) on the southwest side of San Francisco Bay. Limestone is rare in the eugeosynclinal Franciscan assemblage, constituting less than 0.1 percent of the total volume. On the northwest part of the San Francisco peninsula Calera Limestone is present as isolated masses from the type sect ion near Rockaway Beach southeastward for ten miles, where the belt is truncated by the San Andreas fault. The large Permanente deposit is sixteen miles south of the truncated belt, on the northeast side of the San Andreas fault. Scattered small exposures are known for about twenty miles southeasterly from Permanente. (1,2) Most deposits of Calera are thin; the type section is about two hundred feet thick. At Permanente, however, the normal limestone section contains at least four hundred feet of limestone; and, due to folding and extensive faulting, the total vertical thickness of the limestone section is over 1400 feet. The unusual thickness of limestone is due to low angle thrust faulting. This fortuitous structure formed a deposit of limestone that supplies an 8,500,000 barrel cement plant in a major metropolitan market.
