Fractal theory was horn in the mid-1970s. Since then, its application has been spreading day by day, from mathematics and geology to areas such as geophysics, physics and material sciences. In this paper, fractal models are developed to characterize particle size distribution and surface area. Theoretical formulas are derived for the computation of fractal dimensions D (size) and D[s] (surface area). The models developed are applied using experimental data of particle size distribution and surface area obtained from the Microtrac Particle Size Analyzer for dust processed by several size reduction devices. The theoretical models and the experimental data are found in good agreement. The fractal dimensions obtained are D = 1.350 to 1.770 and D[s] = 2.058 to 2.584 for fine coal dust particles (< 15 µm) produced by various size reduction mechanisms. The physical meaning of these fractal dimensions is also related to the dust generation processes.

In recent years, beneficiation tests were conducted on high dolomite phosphate samples from Florida by the authors from China Lianyungang Design and Research Institute (CLDRI). The research results indicated that flotation is the most effective process for recovering phosphate from Florida high dolomitic pebble. Other operations like scrubbing, desliming and selective grinding might work to some extent, but they could only be applied as supplementary approaches in some cases. Heavy media separation and calcination-digestion technologies are hard to produce satisfactory performance. This paper presents the results of both lab scale and pilot plant tests on Florida high dolomite phosphate pebble using the fine particle flotation technology developed by CLDRI. Some discussions are made on the concerns of Florida phosphate industry and further research.

Mining in semi-arid climates can produce environmental impacts that will not begin for hundreds of years, but once started, may continue for thousands of years. Pit lakes may eventually exceed toxicity thresholds as metals are evaporatively concentrated, and slow unsaturated flow through acid-generating waste can eventually load several kg-SO4/m2-yr to underlying water tables. U.S. regulations are poorly equipped to respond to delayed and long-term environmental impacts, delaying permits as operators and regulators grapple with uncertainty. Improved uncertainty analysis, additional long-term mitigation options, and explicit regulatory guidance offer solutions to this dilemma.

Three dimensional comparisons between calculated and measured displacements in the hanging wall of a rock mechanics study region at the Homestake Mine show correlation coefficients of 0.7 or higher. Two and three dimensional back analysis of the data lead to different scale factors for determining rock mass strengths and moduli from laboratory values and seemingly to different rock mass properties. A simple analytic model suggests that indeed not only are there two independent scale factors, one for strength and one for moduli, but that there is a logical relationship between the scale factors obtained from two and three dimensional back analyses of the same mine measurements. The three dimensional modeling procedure implemented in the finite element code UTAH3 thus seems to have a realistic potential for investigating underground hardrock mine questions not amenable to two dimensional analysis.

The price of copper has gone into the tank. So has gold. Environmental regulations are more restrictive. Global warming has world leaders and environmental groups seeking international regulations to keep the planet from heating up - mostly by restricting the use of fossil fuels. And the US Secretary of the Interior wants to make it more costly -prohibitively so for smaller companies - to mine hard rock metals in the United States. By rights, miners should be carrying around a pessimistic attitude about their industry. But miners are an optimistic lot, always believing that things will improve. That optimism was in evidence in Tucson, AZ in early December, when about 620 miners met at the Double- tree Hotel for the Annual Meeting of the Arizona Conference, put on by SME. Attendees listened as a United States congressman commented on the recent tax cut bill, mining regulations and the continuing need for the mining industry to improve its image in the eyes of the general public. Session speakers discussed how improved technology has made their processing operations at Sierrita and Morenci more efficient and cost-effective.

The flow of air through a bare rock, underground airway is affected by the size and frequency of the micro- and macro-asperities of the rough surface. The focus of this study is to characterize this roughness using the coefficient of friction, the friction factor and the fractal dimension. The rough surfaces were identified by two sets of 177 and 78 transverse profiles measured by a laser profiler along the length of an underground airway at the Sunshine Mine, Idaho. Based on the measurements, the friction factor was estimated from Atkinson&apos;s equation and the coefficient of friction from the Moody diagram, and power series and variography were used for computing a fractal dimension for the airway surface. Significant conclusions are reached relating the effect of error in the measurement of cross-sectional and rubbing surface areas of a drift, on the estimated friction factor for the airway. The potential role of the fractal dimension as an alternative to the friction factor for characterizing the roughness of a mine airway is discussed.

This paper presents an apparatus and procedures to implement a methodology for controlling ambient air quality in a confined working environment, such as an underground mine, an underground storage area, or a tunnel. The air quality control methodology is directed at limiting the quantities of exhaust pollutants emitted by diesel-powered vehicles into the confined space by identifying vehicles that are excessive polluters. The methodology is based on tailpipe and ambient air measurements in the confined space, and the ambient air threshold limit values (TLVs) for the various diesel exhaust pollutants. The methodology consists of two computational methods; a deterioration criteria computational method to identify excessive polluting vehicles, and an engine performance computational method to determine engine performance and to provide information needed to diagnose engine faults. The methodology is designed for implementation in conjunction with a preventive maintenance program. The first part of the paper describes the mine air and tailpipe emissions measurement apparatus and techniques used to obtain data. This is followed by sections discussing the deterioration criteria and the engine performance computational methods. A section discussing some common engine emissions-related faults is also presented. Lastly, a proposed procedure to implement the methodology including a possible hierarchical structure for mine personnel involved to implement the procedures is presented.

In order to reduce the number of nuisance fire alarms in underground mines that use diesel-powered equipment, the U.S. Bureau of Mines has developed a diesel-discriminating fire detector (DDD). It was designed to discriminate between smoke produced by a fire and the smoke-laden exhaust of a diesel engine. Welding and cutting with arc or flame can also produce combustion products capable of triggering nuisance alarms. In this report, the response of the DDD to the emissions from diesel exhaust, arc welding, and flame cutting are compared to the response of conventional smoke and carbon monoxide (CO) detectors. The data show that when the DDD is set at an alarm threshold of 0.05 v, it will reliably detect a developing conveyor belt fire while remaining insensitive to other sources of nuisance combustion products. The alarm times of the three types of detectors were also compared. The DDD alarmed first in response to a smoldering conveyor belt in two of four experiments.

Inflation has received much attention due to its effect on capital budgeting, associated cost overruns, and declining real profits. This study focuses on the effects of inflation on the evaluation of a mining investment and the estimation of a mining project&apos;s revenues. The study indicates that the best method for estimating future returns is the fore- cast dollar scheme. In this scheme, the metal price was held constant, and the operating costs were "inflated" along a historical regression line. The conclusion was reached by comparing the "actual" performance of a 3000 tpd (tonnes per day) lead mine model with &apos;its estimated performance during four time periods (1950-1960, 1955-1965, 1960-1970, 1965-1975). The individual data files for each time period and estimating method (6 files by 4 time periods) were pro- cessed by a suite of cash flow computational and investment analysis sub- routines. The analysis presumed that the mine was part of a large corporation which could utilize the expensed, development and exploration costs and any investment tax credits, in the year that they were incurred.

To date some 1,000 exploration targets (by way of adits, mine dumps, shafts, outcrops and unstoped mine areas) have so far been identified using an interactive data base system to query a digital data base comprising topographic, cadastral geological and mine components developed as a compilation of old plans, records, surveys and recently flown aerial photography. The exploration targets are intended for early follow-up as part of a 1987 exploration programme to investigate the reserve potential of the former producing property located in southern Utah. Of further interest is the unscrambling of old mine plans to provide drill targets for investigation of unstoped reserves with one target being a possible 800,000 tons in part of the lower workings. The project site encompasses about 3,200 acres of mainly patented lode claims covering most of the claims and mines of the Gold Mountain mining district formed in 1889. Turn of the century mining saw several mines operating whose total production was at least 143,000 oz. gold and 460,000 oz. silver from steeply dipping veins up to 20 ft. or more in thickness.

Intensive hydrologic monitoring of the Powder river basin has been on-going since the early 1970&apos;s. Data were used in environ- mental assessments and for determination of hydrologic consequences associated with coal mining activities. For most coal mine operators, data collection has continued in this baseline mode with little or no statistical analysis of the data and with no statistical procedure established to detect changes in groundwater quality. For the past four years Powder River Coal Company has studied several statistical techniques to analyze groundwater quality. Three objectives were pursued: 1) to determine the baseline water quality for key aquifers; 2) to determine which wells could be deleted from the monitoring program without reducing monitoring effectiveness; and 3) to define a statistical test to determine water quality changes. Knowledge of the regional geo-hydrologic system was combined with an analysis of the water quality monitoring in order to identify homogeneous aquifer zones. All wells within an aquifer zone were treated as one population, and a t-test was used to determine the minimum number of samples needed to define the water quality for each aquifer zone. Results indicate that the data for each aquifer zone were nor- mally distributed and that groundwater quality could be defined using a fairly small number of samples. Because of the minimum sample size test, groundwater quality sampling was reduced by between 75 and 85 percent.

Significant lost time delays were experienced by Carbonifera de Nueva Rosita, S.A. de C.V. ("CNR") during mining development of the Pasta de Conchos Mine ("the Mine") near Nueva Rosita, Coahuila, Mexico. Furthermore, methane gas concentration in the return air course had exceeded 1.0 percent. Resource Enterprises, Inc. ("REI") was contracted by CNR to recommend an approach to reduce methane emissions at the Mine. In order to recommend a degasification approach, REI and CNR obtained geologic and reservoir characteristics of the Double coal seam, Olmos Formation. A vertical core hole was drilled to obtain core samples to determine gas content (average 8.4 cm3/gm) and to conduct a slug test to estimate permeability (34 md). This information was used to simulate gas productivity and drainage effectiveness. The simulation indicated that underground horizontal boreholes would remove significant quantities of gas in advance of mining in a reasonable period of time. Based on the results of the simulation study, an underground degasification drilling program was initiated at the Mine. In a six month period, five long in-mine degasification boreholes were drilled in advance of CNR&apos;s three to five years mining projections. Peak gas production from the five boreholes (approximately 2,750 cumulative meters) had exceeded 45,000 m3/D. Results to date have indicated a general reduction in methane concentration in the return air course below 0.8 percent.

The material known as coal has a highly variable composition. As a consequence, coals show a great variation in their physical and chemical properties as a function of coal rank. The situation is further complicated because the preparation engineer must deal with raw coal, as mined. This is an assemblage of coal, upwards of 30% mineral matter and, typically, several percent pyrite. The kind and amount of the mineral constituents is also highly variable from source to source. A knowledge of coal rank and source location, and the kind and amount of associated impurities, is the first step in evaluating the response of a raw coal to preparation procedures. The raw coal must first be characterized before information from one source can be extrapolated to that of another.

The Mine Safety and Health Administration (MSHA) has developed a Mine Ventilation Bleeder and Gob Training Course. This three day course is designed to increase the knowledge and understanding of bleeder ventilation systems. It discusses concepts, designs, plan approval, inspection and evaluation of bleeder systems. This paper will introduce some of the material contained in that course, focusing on the inspection, examination, and evaluation of bleeder systems. The regulations addressing the use of bleeder systems are found in Title 30 Code of Federal Regulations (30 CFR) Section 75.334. The examination requirements are found in 30 CFR Section 75.364. Section 75.364 de- scribes specific locations where examinations are to be made and specific information to be gathered at those locations. The required locations and information will be discussed in some detail with examples and illustrations. These weekly examinations for bleeder systems are designed to monitor the parameters of the bleeder system and to evaluate its effectiveness. Over time, conditions can develop in the bleeder system that affect the ventilation and lead to hazards such as methane accumulations. The hazards of methane accumulations need to be understood as such accumulations can contribute to mine explosions. The importance of additional information gathered by the mine examiner that can assist in evaluating the performance of the system will also be discussed.

There is now overwhelming evidence that, despite concerns to the contrary, natural degradation of cyanide and cyanide attenuation by hydrogeochemical processes are capable of minimizing or eliminating potential water qua1ity impacts from heap leach systems. A1 though there was some recognition of these data by the regulatory authorities, for example the initial USEPA modification of cyanide standards to an advisory level, many states have codified standards inappropriate to the clearly site specific nature of heap leach operations. As an overview to this problem, this paper will integrate the theoretical chemical data on cyanide with the observed geochemical behavior of cyanide in the decommissioned heap leach environment. The cyanide species that are likely to exist within an abandoned heap leach system will be identified, and the relative toxicity and potential environment effect of these cyanide species will be discussed. These data will then be used to evaluate cyanide detoxification regulations for decommissioned heap leach projects in 14 states.

The consumption rate of Estonian oil shale increases due to the growing rate of exported oil-shale oil. Estonian oil shale active resources in working mines are predicted until the year of 2025 when the consumption rate stays at the level of 12 tons per year. If the consumption rate stays at that level, new mines should be opened after 20 years, if the rate increases new mines should be opened even earlier. The predicted active resources in Estonian oil shale deposits are calculated for 60 years, based on the parameters of the power station technicoeconomics. As a result, there is a need to open new mines. One of the potential areas for surface mine is the Tammiku-Kose prospect area (Rheinbaun Engineering, 1996).

The copper segregation process is designed to concentrate oxidized copper ores or mixed sulfide-oxide copper ores which are refractory to normal and cheaper mineral dressing or leaching processes. Such ores contain copper silicates or highly disseminated copper minerals in a gangue not entirely free from limestone or dolomite. Concentra¬tion by flotation is, under these circumstances, not possible and the acid-consuming constituents do not permit acid leaching. A high temperature treatment at 700-800°C, in the presence of a small amount of sodium chloride and of finely divided carbon, concentrates the copper into easily floated metal by a kind of reducing chloridizing roast. The sulfides, if present, are either oxidized in the heating stage and react like oxides or float with the metallic copper in the flotation step. The ores which have the aforementioned characteristics and which are high grade enough to pay for the treatment are scarce, so that the process has only a limited application. Theory of Copper Segregation Sodium chloride, reacting with water vapor and the acid gangue constituents, produces hydrogen chloride which reacts with the copper minerals. Measurable physical characteristics of placer deposits include geological, geomorphological, sedimentological and mineralogical features which produce the complimentary ingredients with which one can formulate an economic evaluation of these complicated deposits within the confines of a well established geological model. Heavy mineral suite composition and character will change downstream from the provenance area and will compliment the related depositional environment. Careful attention to gold particle characterization during the exploration phase can indicate new source additions, enhance deposit evaluation methods and greatly assist in maximizing metallurgical efficiencies. Failure to recognize and measure these important features very frequently leads to frustrated and unrewarding placer evaluation goals. Increased general acceptance of sedimentology in the gological appraisal of ore bodies has progressed into the science of clastic sedimentalogy using measurable parameters to evaluate minable units. This branch of geology has developed as a tool in locating, defining, and mining alluvial concentrations of valuable heavy minerals. The repeatedly successful application of this valuable tool in conjunction with other classical geological methods can be directly related to the development of a geological model which formulates the distribution of detrital gold. This use of multiple geological techniques permits the transfer of routinely derived data to management. Standardized nomenclature permits the transmission of uniform information thereby promoting credible property evaluation. This approach enables organizations to critically assess large numbers of potential mining targets for definitive feasibility studies. Sedimentology must play an integral role in the evaluation of any alluvial deposit. The Grenville structural province, a 400 km-wide belt of Precambrian metamorphic rocks which crosses the province of Québec in a northeasterly direction, is the host of several wollastonite occurrences. Most of these are found in marble and calc-silicate rocks enclosed within or located near intrusive bodies. Reconnaissance and detailed mapping of such zones have helped to identify areas of interest for wollastonite exploration. The most important zone is located in the huge Lake Saint-Jean anorthosite massif in the central part of the Grenville. A recent geological mapping project has revealed the presence of wollastonite in metasedimentary faulted remnant of the roof. The main occurrence consists of diopside and wollastonite in a zone at least 3 km long and 150 m wide. Preliminary sampling suggests and average grade of 50 percent wollastonite with an aspect ratio of 151. Other wollastonite deposits occur in the western part of the Grenville, mainly north and west of Montreal, where the Morin anorthositic complex and a large syenite mass intrude the metasedimentary rocks of the Grenville Supergroup. Marble bands with up to 70 percent wollastonite occur locally at the southern margin of the complex or as an inclusion in the syenite. Significant wollastonite occurrences have recently been found in the eastern part of the Grenville. One of them is located in metamorphosed calcareous rocks which are part of the granulite facies Manicouagan metamorphic complex. A representative sample analyzed 54 percent wollastonite. Farther south, an inclusion diopside-wollastonite gneiss containing an estimated 40 percent wollastonite occurs at the margin of the Pentecôte River anorthositic complex.

World trade has increased significantly during the last quarter century. However, a new rational for protectionism is emerging which argues for the restriction of trade as a means of preserving and protecting the environment. Fearing lower environmental standards in the Third World, environmentalists are calling for new trade barriers between the developed countries and the developing countries to combat what they see as "eco-dumping." The "greening" of protectionism and the merging of environmental standards into international trade agreements could fundamentally change the world trading system as well as seriously impact the availability of raw materials to provide for the needs of the peoples in both the developing and the developed worlds. This discussion will deal with the agreements and regulations that promise to influence the trans boundary shipment and recycling of scrap metals and wastes containing metals and their projected impact on world trade and metal prices. Emphasis will be placed on the Base1 Convention, whose restrictions concerning trans boundary shipment of scrap metal and metal-containing wastes for recycling took effect on December 31, 1997.
