In no Confederation of Independent States (CIS) country does the mining sector play quite so commanding a role as in the mountainous Central Asian republic of Kyrgyzstan. Its president, Askar Akayev, says he would like to develop his country into "a Central Asian Switzerland." However, in Switzerland, the gold is largely under the street along Zurich's renowned Bahnhofstrasse. In Kyrgyzstan, though, the gold is still in the mountains. Accordingly, Kyrgyzstan's recent adoption of a comprehensive new mining law has attracted widespread attention. Akayev recently completed a tour of the United States. His visit drew large crowds from the business community at events staged in New York and Washington, DC. The success can be attributed as much to the attractiveness of Kyrgyzstan's min¬ing sector as to the personal charms of the nation's president. Led by a half-billion-dollar investment by Canada's uranium giant Cameco, the mining sector is leading Kyrgyzstan's economic revival. And Bishkek is beginning to show some of the same signs of a "boom town" that already mark its Kazak neighbor, Almaty. Mercedes and BMWs already outnumber the Volgas on Bishkek's major traffic arteries. After nearly two years of debates involving government advisors and a final round of deliberation in Parliament, Kyrgyzstan finally adopted its second mining law. This followed quickly in the wake of measures enacted in neighboring Kazakstan and proposed in Russia. Kyrgyzstan's new law replaces the 1992 law "On Mineral Resources." It was one of the first enactments of an independent Kyrgyzstan. The 1992 law made a major contribution to the introduction of free-market economics in the country by ending the state monopoly over mineral exploration and development. It also laid the groundwork for an independent mining industry. According to Kyrgyz government reports, Kyrgyzstan has about 270 commercially viable deposits of almost 40 types of mineral resources. These include oil, gas, coal, precious-, nonferrous-, ferrous-, rare- and basemetals. However, the nation's key draw is gold. Since enactment of the first law, the government has issued more than 100 licenses for geological prospecting for and development of established deposits of gold.

J.R. Atkinson, office engineer to Kennecott Copper Corp., summarized data on the Mineral Park area [Wallapai (Chloride) Mining District, Mohave County, Arizona, Fig. 1] and submitted it to the New York office in 1950. He recommended an examination. Weston Bourret, a Kennecott geologist, accompanied by B.S. Butler, the well known former US Geological Survey geologist, examined the larger of two hydrothermally altered areas in Mineral Park that same year. Bourret recommended that the property be optioned and mapped. Georges Ordonez, Kennecott's chief geologist, after a field examination, agreed with Bourret's conclusions At the end of the summer of 1951, Annan Cook (another Kennecott geologist) accompanied Ordonez to the property prior to starting a mapping program. At Ithaca Peak, the structure, alteration, and reddish-brown coloring in leached cavities-hematite, jarosite, and goethite with minor copper staining - made an interesting target. The Peak, which has since been mined, was a Laramide quartz monzonite porphyry grading into quartz porphyry, penetrating Precambrian rocks. Turquoise had been mined from several workings on the Peak. Surrounding the central area of alteration, but mainly to the northwest, there were many long-abandoned underground workings mined for zinc, lead, gold, silver, and copper. To the west of Ithaca Peak within the main area of alteration, surface evidence of a chum drill hole suggested interest in the disseminated mineralization probably prior to World War II. A topographic and geologic survey of the altered Ithaca Peak area was initiated by Cook in September 1951. He was assisted by Richard Vosburgh, field engineer, and by four geologists: Charles Goddard, III, Donlon LoBionda, Keith Martin, and A.T. Stone. When Cook returned to New York, Vosburgh was left in charge. Mapping continued and diamond drilling took place during the winter of 1951-1952. Drill sites were selected entirely on the basis of surface geology. Five drill holes, including a flat hole, located around the flanks of Ithaca Peak, averaged about 183 m (600 ft) in length. A sixth hole caved at less than 60 m (200 ft). The best values obtained were in the first hole (-45°): 90 m (300 ft) averaged 0.62% copper and 103 m (337 ft) averaged 0.041% molybdenum. In another hole, 43 m (142 ft) averaged 1.09% copper and 0:023% molybdenum. The values of copper and molybdenum in these two holes were generally higher than in the remaining holes, although molybdenum values were always around 0.024% or better. The New York office decided, however, to abandon the project even though the remaining field crew of three had recommended more drilling.

Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.

Gravity sedimentation is one of the most widely used unit operations in mineral processing and hydrometallurgy. Properly selected and operated sedimentation equipment can provide probably the most economical means of concentrating solids or clarifying solutions. Because of the variety of different approaches possible, including the use of modern flocculants, it is easy to overlook the optimum approach in selecting equipment. The different types of sedimentation systems that can be used in the minerals field and the sizing methods that are currently employed will be discussed here. Sedimentation applications usually fall into two areas, clarification or thickening. While the two operations are basically similar, the difference in emphasis (a well-clarified overflow as opposed to a highly concentrated underflow) results in significant differences in testing, equipment design, and operation. Clarifiers may be merely simple settling vessels with no special features, other than ample volume to provide the detention time needed for suspended solids to settle out of the feed slurry. Or, they can be designed to employ elaborate solids-contact techniques utilizing coagulants or flocculants to achieve more rapid clarification through the growth of particle agglomerates. Thickeners also are available in a wide variety of designs, with the main differences concentrated in the design of the raking mechanism. Thickeners operating in series (continuous countercurrent decantation or CCD) are used to recover valuable solution or purify the insoluble solids. Tray thickeners are used for recovering fine particulate solids such as alumina seed, but in other applications have been supplanted largely by unit thickeners or inclined plate units. Thickeners and clarifiers sometimes are used for storage of either solids or overflow liquor, or employed as precipitating reactors, such as in desilication applications. The use of flocculants and coagulants is much more common in modern processing plants, primarily due to the reduction in capital costs rendered possible through the use of these reagents. The terms flocculant and coagulant are often used interchangeably; generally, it is understood that flocculants refer to organic, high molecular weight synthetic or natural polymers which are useful in flocculating most suspended solids, but generally are ineffective on colloidal suspensions. Coagulants refer to chemicals such as those commonly used in water treatment, alum, ferric salts, lime, etc., which are usually far more effective on colloidal solids but cannot achieve the degree of agglomeration that is possible with the polymers. In some cases, both coagulants and flocculants are used in order to achieve optimum results.

A common result of Environmental Impact Assessments associated with mining projects is the construction of new wetlands in areas disturbed by mining operations. Where appropriate, this mitigation may be considered an integral part of the mine reclamation process under the principles of sustainable development in the minerals industry. Wetbud is a new tool for estimating wetland water budgets using available weather data and site-specific topographic, soil and geohydrologic data, coupled with mass balance mathematics. Wetbud is primarily intended as a planning tool for use in the design of created wetlands, but it can also be applied to native wetlands or wetland restoration sites where the required input parameters can be specified. Wetbud can be run in its basic form where wetland topography, soil parameters and groundwater flux are simplified, or in the advanced form, where these parameters are included in a more complex approach via integration of the MODFLOW package, a free 3D program that was developed by the United States Geological Survey. Both versions can also include overbank flow hydrology sources and the advanced form can also model sloping and irregular topography. The program downloads weather data from the nearest applicable station and selects appropriate wet-normal-dry (W-N-D) years following a modest user data clean-up step. Wetbud also has the ability to utilize existing short-term (e.g. 6 to 9 months) groundwater data from an up-gradient well to simulate longer-term groundwater level inputs for the selected W-N-D years. In addition, Wetbud features a “Wizard” version that comes pre-loaded with 14 pre-selected weather data sets for all areas of Virginia that can develop a simple monthly water budget in less than 15 minutes – a feature that could be expanded anywhere geographically with historic weather data.

INTRODUCTION The impact of modern mining and ore processing on the environment is readily minimised. Our improving knowledge of how pollutants are released to and move through the environment has been accompanied by better expertise in controlling these emissions. For example, when the new mines and smelters were developed in the Viburnum Trend of Missouri a sulfur dioxide pollution problem was quickly recognized and soon controlled. (Wixson 1974) But older operations were not efficiently organized and, despite their smaller scale, they often caused major pollution problems. The British mining fields are among the world's oldest and during the heyday of their operation (approximately 1750-1900) they were worked with- out regard to their environmental impact. The Rivers Pollution Commissioners in the mid-nineteenth century were led to remark that ore dressing was carried on in a slovenly and wasteful manner and the complaints by farmers, that river borne mine wastes were poisoning both their crops and stock, were justified. (Frankland and Mortan, 1984). The Comissioners report led to the 1876 River Pollution Act of Parliament, the first modern environment protection legislation. The development of mining since the last century is characterized by improved regulation of the pollution potential of ore dressing, smelting and refining. The collective memory is unfortunately long and pessimistic. A serious problem arises when old mines are reopened especially if the mine has not been worked for several years since local action groups may soon blame the new owners for causing problems which, in reality, are longstanding and were caused by the use of earlier state of the art technology. It is therefore essential that during the early development stages prior to reopening that comprehensive studies be carried out to identify and quantify local contamination problems. These baseline studies should include surveys on the nature and composition of old tailings disposal areas and other wastes on the mine properties. The composition of air and water should be monitored. Soils are long term sinks for all heavy metals and particular attention should be paid to soils within any city areas near the mine since there are sources of heavy metals in urban areas which are not connected with mining and ore processing. This paper describes some of the results of such a study around a prospective cobalt mine in Southeastern Missouri. It is restricted to the soil survey of forest and agricultural land which took place in and around Fredericktown, Missouri. The city is located at approximately 37° 30' North and 90° 20' West and lies 143 kilometers south of St. Louis. There are several metal mines near Fredericktown, including Mine La Motte, which is the oldest and was first opened in 1720. [Figure 1] is a location map of the area. The survey described here was in connection to the reopening of the Madison Cobalt Mine which was first worked in 1947.

"Recycling valuable metals from waste streams has become increasingly important to the mining and smelting industry in China due to resource depletion and environmental concerns. Predicated on multiple large scale metal recovery operations designed by BQE Water at active mines in the Jiangxi Province of China, this paper presents a case study demonstrating recovery of zinc and copper from the waste stream at a major gold smelter in the Shandong Province of China. One of the issues facing the smelter is the lack of a cost-effective and robust process to recover zinc from the acidic process waste stream. As such, significant amounts of zinc-containing wastewater are neutralized with lime, resulting in not only the loss of zinc metal but also the generation of large volumes of sludge. In the case study, a sulphide precipitation process is chosen to selectively recover zinc and copper from the wastewater, in the form of commercial grade metal concentrates that can be sold as regular concentrates at the going market price. In the current project phase, over 2,500 tonnes of zinc metal and 40 tonnes of copper metal can be recovered on an annual basis. This not only generates revenue to offset waste treatment costs, but also eliminates significant amounts of sludge that would otherwise require storing and further disposal if the metals are not recovered.Introduction / Background With resource depletion becoming a global concern and environmental regulations becoming increasingly strict, companies in the mining and smelting industry are actively seeking technologies to maximize resource recovery and provide concurrent minimization of waste residue production from operational activities. Mining and smelting companies have typically used lime neutralization as the primary method to reduce metal concentrations from mine waters prior to reuse or discharge to the environment. However, this process creates large volumes of metal laden sludge with long-term liabilities in the form of ongoing storage and management (Zinck et al 1997). Recovering metals of value from mine water not only reduces sludge volumes and the costs of associated liabilities, it produces a commercial grade metal concentrate that can be sold to generate revenues to offset treatment costs. ChemSulphide® is a sulphide precipitation process developed by BQE Water that has been successfully applied at mine sites in the Jiangxi Province of China to remove and recover copper from acid mine drainage. The success of these copper recovery water treatment plants demonstrates both the economic and environmental benefits of recovering residual metals from mine water and provides reference for the copper and zinc recovery project at a gold smelter in the Shandong Province that is the subject of this case study."

In the post-World War II years, metals analysts and statisticians have tracked the demand for metals in line with changes in Organization of Economic Cooperation and Development (OECD) industrial production (IP) growth rates, Williamson said. This was because the correlation between IP growth and metal demand was reasonable. "However, the correlation was exaggerated," he said. During times of expanding IP growth, metal demand increased at a faster proportional rate than IP growth. This was probably due to industry restocking in anticipation of growing demand at the start of each economic cycle. Conversely, metal demand would slacken at a greater rate than would be suggested by negative IP growth as industry destocked to reduce costs. Nonetheless, he said, a reasonable correlation could be painted between IP growth over the longer term and metal demand. "Yet, although this correlation has stood well since the last world war, it has been based on the fact that the bulk of the world's IP growth stemmed from the industrialized countries of the western world, lately including Japan," Williamson said. The so-called "developing world" had been of little consequence. The Soviet Union and other communist bloc countries were deemed to be closed, self-contained entities that, for each metal, would either be net exporters or importers, he said. These quantities would be used by analysts to calculate the overall supply/demand equation for the western world only and to deduce whether a commodity was in shortage or surplus. It is now believed that this method of projecting total world supply and demand for raw materials is outdated, Williamson said. It does not take into account the worldwide political changes that have occurred since the collapse of communism and the revitalization of China. "It is no longer appropriate to assess global balances for raw materials on the basis of three economic blocs," he said, including the western world, developing world and communist bloc. Rather, global balances need to be projected on a global basis. In this regard, since the collapse of communism and the removal of many other totalitarian regimes, capitalist forces are attempting to satisfy the expectations of the great mass of the world's poorer people, Williamson said. Such people, usually located in Asia, Africa and Latin America, have aspired to the same standard of living as people living in western Europe, North America and Japan. "Now, with free market forces at work, their aspirations will start to be met." Consequently, the demand for metals and other raw materials will now rise at a much faster rate. The production of raw materials has to keep pace with rising IP in the developed world. It will also have to keep pace with the demands associated with the rising expectations of increasing populations in the developing world, as well as from within the old communist bloc countries.

The population of the Rhondda underwent a spectacular rise as energy requirements increased in the mid-nineteenth century. The rapid expansion in the demand for coal transformed the population from a few hundred sheep farmers in the eighteenth century, into a thriving coal-based economy of some 168,000 inhabitants in 1924. Cochrane (1958) put forward the idea that the differential migration of more healthy men from the Rhondda Fach during the period since the peak of population in 1924, had resulted in a respiratorily-impaired residual population. This idea was used to explain the reduced survival of miners & ex-miners aged 55-64 years from this valley as compared with a similar group from Leigh in England. Using the proportional hazards regression model of Cox (1972), a comparison is presented of the exact twenty-year mortality of migrant and non-migrant miners & ex-miners and non-miners from the Rhondda Fach. The analysis makes allowance for the pattern of migration throughout the twenty-year period and adjusts for the confounding influence of variables such as age, occupation, and category of Simple Pneumoconiosis. The results indicate that contrary to expectation, any effect of migration upon mortality is manifest only at higher ages. Furthermore, for these men, the migrants have worse survival than the non-migrants. Also, contrary to expectation in the light of work by the British Coal Board (Soutar et al, 1982) there is no evidence of increased mortality amongst men with category I simple pneumoconiosis. INTRODUCTION [The Background] In September 1950, the Medical Research Council's Pneumoconiosis Research Unit at Penarth in South Wales initiated a study of lung disease in the smaller of the two Rhondda Valleys - the Rhondda Fach. At that time, the primary interest was in assessing the possible role of pulmonary tuberculosis in the aetiology of the serious (complicated) form of coal-workers' pneumoconiosis, i.e. Progressive Massive Fibrosis. The Rhondda Fach is situated in South Wales, some 25 km north-west of Cardiff. It is a narrow winding river valley about 12 km long, and approximately 1 km wide. The name means Little Rhondda; there is a corresponding Big Rhondda - the Rhondda Fawr. Together, these valleys make-up most of the Rhondda Municipal Borough. Following the initial survey in 1950-51, there have been several follow-up studies of this population. In addition, amongst numerous other investigations to unravel the aetiology of coal-workers' pneumoconiosis, Medical Research Council teams studied various other (sample) population groups, particularly in the industrial areas of the adjacent Aberdare Valley, and in Staveley and Leigh in England. The agricultural areas of the Vale of Glamorgan in South Wales, and Annandale in Scotland were also studied.

Cable bolts are used as a means of rock support around underground excavations in many mines across Canada and around the world. A substantial body of research on cable bolting was conducted at a number of Canadian universities and mines from the mid-1980s through the 1990s. Since then, research into selected areas of cable bolting practice has continued in Canada. The research has focussed on cable bolt instrumentation and on the inclusion of cable bolts in empirical stope design techniques. A review of cable bolting practice is now warranted at many mines. It has been five years since the completion of the previous substantial body of Canadian academic research and the associated advancement in understanding of cable bolt design, implementation and verification practice. Attempts were made at that time to transfer the new design procedures and performance assessment technologies to mine-site personnel. In some cases, this was effective, and ground control personnel continue to improve on their cable bolting practice at each specific mine site. However, at other sites, experienced people have moved on, and the new, less experienced personnel do not have access to the training or technical resources required to improve their understanding of the subject. In other cases, the technology was not transferred effectively to practitioners, with the result that substantial improvements can be made to the cable bolting practice at those mines. Guidelines for auditing cable bolting practice are provided in this paper. The guidelines include a discussion of the objectives of the audit, suggestions for audit procedure and a summary of the possible outcomes of a cable bolt audit. The objectives of an audit might include assessing the reasons for unexpected cable bolt failures, evaluating the quality of the installation procedures, quantifying the efficiency of the cable bolt system and assessing training requirements and procedures. A cable bolt audit should include consideration of all aspects of the cable bolting cycle, including the design, implementation and verification phases of the operation. At the end of the audit, a ranking should be assigned to the components of the cycle. The ranking system can then be used to identify items that require immediate attention, others that could be improved and others that are adequate. Following completion of a cable bolt audit, increased confidence in the support system and its application is generally, found, along with the potential for cost savings in many cases.

The Bureau of Mines is concerned with all the approximately 60 industrial minerals, although its research program currently is focused on 10 of them--bauxite, chromite, clay, manganese, phosphate, potash, refractories, sulfur, titanium, and zirconium. To alleviate reliance on imported materials, particular attention is directed to those minerals having a potential for production from domestic resources. Another important consideration is environmental problems associated with the production of industrial minerals, principally in mining and mineral processing operations, The Bureau also is looking at the opportunities to substitute more abundant minerals for scarce raw materials such as rutile, fluorspar, and bauxite. In its overall minerals surveillance, the Bureau's mining and metallurgical research and development are coordinated with its minerals information activities from which reviews, projections, and forecasts identify the potential for critical disruptions and short supply situations.

INTRODUCTION Uranium mill tailings, by-products from the mining and milling of uranium oxide contain all decay products of uranium-238, uranium-235 and all the Th-232. The ore containing all daughter products of the parents U-238, U-235 and Th-232 is ground to approximately 50% under 200 mesh particle size and after extraction of uranium, the residue, described as tailings, is discharged into natural depressions confined by dams. These deposition sites are referred to as tailings ponds. Tailings ponds are located in two mining districts, Bancroft and Elliot Lake in the Province of Ontario, Canada. Some parts of tailings ponds are dry up to a depth of several meters, whereas other parts have a water table very close to the surface and still others are covered with water. The extent to which the daughters of uranium isotopes are in equilibrium with the parents U-238 and U-235 is dependent on the age of the deposit in which uranium occurs and the extent to which the decay products are removed by geochemical processes. In the mining district of Bancroft, the deposit is known to be approximately 1 billion years old, whereas in Elliot Lake, the deposit is considered to be approximately 2 billion years old. The ratio of radiogenic lead isotopes Pb-206 and Pb-207, can provide some estimates concerning the age of the deposits. If the tailings are not affected by geochemical processes, the tailings would contain all the daughters of the 4n+2 and 4n+3 series in equilibrium concentrations. The equilibrium activities of some members of the 4n+2 series are calculated in Table 1. [ ] The amount of radiogenic stable lead isotopes depends on the age of the ore deposits. If the deposit in each district is of the same age, a definite relationship is expected with respect to the activity of Pb-210 and the radiogenic stable isotopes. Approximately 33 million tons of the tailings have been deposited in the early 1960's, approximately 20 years ago. During this period of storage, the segregation of uranium daughters, like radium, the diffusion of gaseous product, Rn-222, and removal of precursors by geochemical processes, can cause dis-equilibrium. Earlier work concerned with the uptake of Ra-226 and Pb-210 by plants (Kalin and Sharma, 1981), indicated that the concentrations of Pb-210,in samples of the tailings taken, were lower than the expected equilibrium. The diffusion of radon from a variety of matrices has been studied (Tanner, 1964). It has been shown that the diffusion coefficient is dependent on the particle size in which its precursor is present, the moisture content and the surface conditions. The direct measurement of radon concentrations in the environment near the ponds is dependent on the metereological conditions. Kramer, Schroeder and Evans, 1964, have examined the variations in the concentration of radon near the ground level with respect to atmospheric variables, such as changes in barometric pressure, precipitation, wind velocities, thermal atmospheric instability. It is difficult to relate the total release of radon from the ponds to the atmosphere over an extended period. Our measurements of Pb-210 and total lead on tailings samples taken from 16 sites indicate that the ratios of the activity of Pb-210 to the mass of total lead can provide parameters which are helpful in the estimation of the total amount of radon and its decay products diffusing from the tailings ponds. In this paper, we present the results of measurements of activities of Ra-226, Pb-210 and total lead in samples from various ponds situated in both mining districts. The measurements were confined to samples taken at 0-25 cm depth from the surface.

In underground operations the evaluation of blasting fume dilution times and the application of recirculation techniques require accurate determination of the concentration of toxic fumes produced by the explosive used. This paper describes a methodology for obtaining concentrations of detonation products from commercial explosives tested under typical rock confinement and looks into the development of techniques for reducing toxic gases produced by explosives. This paper also analyses the application of techniques for the removal of toxic gas which would enable reduced re-entry times, a reduction in the quantity of fresh air and the use of air recirculation techniques, thereby providing substantial economic benefits to the industry. INTRODUCTION Toxic fumes from blasting operations are among the most common and serious hazards encountered underground. The implication of high concentrations of toxic gases emitted from blasting on the mine ventilation system are very significant and, in many cases, catastrophic results have occurred. Because blasting is a routine practice underground, the mining engineer is always confronted with the problem of controlling the fumes within acceptable levels. Typical control procedures employed underground include preventing or reducing the amount of fumes liberated from blasting through the proper selection of explosives and proper blasting techniques; removing the fumes through local exhaust systems or auxiliary ventilation (dilution ventilation); blasting off-shift, or at restricted times; localizing or isolating the effects of blasting where workings are isolated or sectionalized in the ventilation system; and absorbing some of the components of the fumes using air-water sprays. Dilution is one of the most effective control measures against blasting fumes and is universally applied. However, for precise determination of the dilution times for the fumes to reach safe concentrations, accurate determination of the concentration of toxic fumes produced by the explosives used is required. Research work has been carried out in determining the types and volumes of gases produced from blasting. In the case of ideal detonations, the nature and quantity of the fumes produced can be predicted by thermo-hydrodynamic calculations. However, commercial explosives exhibit non-ideal behaviour which is enhanced by the relatively small diameters of application in underground mines. The confinement offered by the surrounding rock further complicates the situation. It is well recognized that confinement affects performance and consequently fume generation. A detailed data base of fumes generated by commercial explosives at various conditions is introduced and the effect of blasting parameters such as, confinement, shock desensitization and incomplete detonations on toxic fume production is described for a variety of commercial explosives in use today. Thermodynamic predictions on fume production by the explosive compositions tested are also presented and compared with experimental results and their significance in assessing the quantity of fumes produced is discussed. A mathematical model capable of determining dilution ventilation requirements and dilution times to reduce the fume concentrations in the blasting zone to acceptable levels has been developed and it is being incorporated into a network system so that the effects of blasting can be simulated in typical mine ventilation systems. Solutions to the problem of controlling blast fumes within acceptable levels are described. These solutions include the use of control procedures which prevent and reduce the amount of fumes liberated from blasting. The use of low fume explosives, proper blasting techniques, dilution ventilation and filtration can be combined to effectively control fume production and save on costs. The application of these techniques to enable recirculation of underground air with reduced quantities of fresh air requirements is evaluated in a case study.

INTRODUCTION Previous papers by this author have discussed some of the difficulties involved with optimizing the performance of industrial flotation circuits, e.g. Klimpel (1988, 1989). The two major problems seem to be: 1) the inherent "systems" nature of the froth flotation process which leads to a great deal of self-compensation among the various operating options available and 2) the inherent variations in mineralogy, water chemistry, etc. that always seem to be present in industrial operations. In particular, the influence of reagent dosage has been emphasized in the above referenced work including an industrial system interaction denoted as the R/K trade-off, Klimpel (1984, 1987). Using a simple two parameter model for fitting time - recovery data, Klimpel (1980): [ ] where r is cumulative recovery at time t or at the t th cell, R is the long-term equilibrium recovery and K is the first-order rate of mass removal from the cell (time ), the definition of the R/K trade-off with increasing reagent dosage can be given as follows: at low dosages both R and K increase, at intermediate dosages R continues to increase but K starts to level out, and at high dosages, R may flatten out or still continue to increase but K starts to decrease, sometimes rather quickly. An illustration of this effect in a batch laboratory flotation cell is given in Figure 1. The purpose of this paper is to give a detailed plant illustration of this R/K trade-off phenomena with changing collector dosage which shows just how highly interactive the grindinglflotation system in sulfide mineral processing really is. This is one of about 20 plant level case studies that are being presented and evaluated in an upcoming book, Klimpel (1990). The particular study given here was completed in late 1979 on a copper ore of head grade 0.93% Cu. The frother being used was Dowfroth* 250 at a constant dosage of 0.15 g for each ton of solids feed to the rougher bank and the slurry pH was 10.2. The motivation of the study was to better understand the relationship of changes in feed rate (hence in particle size and state of liberation) with variations in collector dosage (potassium amyl xanthate). The major concern was to determine how much extra economic benefit could be gained by better utilizing the existing grinding mills and rougher bank consisting of eight identical cells. The remainder of the flotation circuit was also studied, including regrinding of rougher tails, but did not prove as critical as the rougher bank operation itself. It appeared from an overall economic viewpoint, the battle was being won or lost in the manner in which the rougher bank was being operated. This was not to minimize the roles of the scavenging and cleaning circuits but those portions of this particular circuit could be rather obviously operated to achieve maximum benefit given the specific output of the rougher bank. A special attempt was made to maintain constant ore type throughout the entire test program. Eight specific test conditions were evaluated including three different feed rates (and hence three different size distributions) to flotation. Tables 1 and 2 summarize the eight test conditions and overall recovery results at the end of the rougher bank for each test. A single test consisted of at least three consecutive eight-hour shifts operating at steady-state with composite cell lip samples taken over the final eight-hour shift. The best use of available reserves to give good metal recoveries relies on short term mine production scheduling.-The aim is usually to produce a plan to guide mining in specific areas that will enable mine operations to deliver the budgeted tonnes and grade to the mill and keep within the long range mine plan. Thus, short term production scheduling is an important aspect of the open pit mine planning function. Since the 60's increased attention has been paid to effective production scheduling as a means of improving the economic viability of existing mines. Hence, mine scheduling scheduling systems have been evolving rapidly during the last two decades. These systems include manual techniques, computer based simulation, mathematical programming and more recently Computer Aided Design (CAD). Some general drawbacks of the current scheduling systems are that firstly, the costs of acquiring and using them are not at all insignificant especially for small to medium sized pits. Secondly, there is an inherent trial-and-error aspect in these systems. Thirdly, they tend to be suited for specific orebody geometries, hence lacking the necessary generality. For instance, the use of computer programs for planning open pits to mine stratiform orebodies raises problems which are not usually met when massive orebodies are considered. There for, a need exists to develop simpler but effective short term pit scheduling procedures suitable for stratiform type orebodies, considering their geometry and geology. This paper describes a PC- based model designed to assist the planning engineer in optimizing the short term production schedule in open pit mines with stratiform orebodies. The model is based on a combination of linear goal programming and deterministic mining simulation. The orebody model is made up of ore and waste mining regions where winning and and/or stripping are taking place. These shovel regions form the basic planning elements in the model. This approach does not require the laborious preparation and use of a regular block model. The computer program consists of main modules: (i) Data capture - processes the raw data into the required format for mine planning. (ii) Precedence mining constraints - checks the status of each shovel .region at the beginning of a given scheduling period with regard to geometrical mining constraints such as undercutting. (ii) LP- Optimization - provides an optimal selection of ore shovel regions which do not violet geometrical constraints for mining in the period, the objective, being to maximize the contained metal equivalent in the blended R-O-M ore and at the same time to minimize deviations in grade and tonnage from the call values. (iv) Post LP-Simulation - enables the user to smooth out the LP solution in order to adjust it to a practically executable plan and simulates mining of ore and waste for the period. Shovel allocation to selected ore and waste shovel regions, unit operations and depletion of reserves are executed in this module. Preliminary testing of the model for monthly production scheduling using data from Nchanga OPen Pit on the Zambian Copperbelt indicates that it can be a useful planning tool and gives acceptable results.

INTRODUCTION Alpha-emitting radon daughter products are a recognized health hazard contributing to the development of lung cancer in persons exposed to excessive concentrations over an extended period. The primary control technique used by the mining industry is dilution with fresh air. Because the uranium is deposited in porous sandstone in most U.S. mines, the control of this hazard with dilution requires excessive volumes of air. As the mines become larger and deeper, the cost for ventilation becomes a major expenditure for the mining industry Most mines are maintaining levels of radon daughters lower than required by law but to maintain these present levels the mining companies are going to be drilling more vent holes or using other control techniques as the mine expands. These control techniques are being investigated by the U.S. Bureau of Mines to determine their effectiveness, cost, and safety for underground use. [Instrumentation] The Bureau's early research used batch sampling of both radon and radon daughters for determining the concentrations. In both cases it was determined that batch sampling did not give a complete understanding of what was happening to the concentrations. Therefore, continuous monitoring systems were developed for both. A continuous flow-through radon monitor was developed by the Bureau (Franklin, et al.., 1976) using a modified Lucas flask mounted on a photo-multiplier-tube (PMT). The air was filtered twice prior to entering the flask to remove dust, diesel smoke, moisture, and radon daughters. The signal from the PMT was then inverted, shaped, and driven to a data acquisition system (DAS) which accumulated the signals. The DAS has two comparators for setting the scan time and interval, a 24-hour clock with Julian date, a printer, and a perforated paper tape punch. Sampling time is determined by the type of experiment being conducted. Our normal sampling time is one 10-minute scan every 15 minutes, but could be set as low as one scan every minute or as long as a 16-minute scan every 167 minutes. There are two models of the DAS. One is a 10-channel system and the other a 30-channel system. On a 10channel system normally 6 channels are used for radon and radon daughters and the other four channels are used for temperature, absolute pressure, air velocity, and relative humidity as described by McVey (1977). Figure 1 shows a scan of five channels monitoring the radon concentration from intake to exhaust in a stope for a non-work day. If the radon concentration stayed this constant during work days, then continuous monitoring would not be necessary. [ ] Droullard (1977) developed a continuous alpha-beta monitor. This monitor has been modified so that it can be used with the DAS previously mentioned. Control Techniques The U.S. Bureau of Mines has conducted research in controlling airborne radon/radon daughter for 10 years. Major efforts have been conducted in sealing the rock to prevent the release of radon, bulkheading to seal nonproductive areas, backfilling with classified mill tailings, and positive pressure ventilation. Also, tests have been conducted to determine the mining cycles contribution to the radon problem. Surveys One stope with two intakes and one exhaust was continuously monitored to determine the effects of blasting, mucking, and drilling on the airborne radon concentrations (Franklin, et al., 1976). Two other detectors were located inside the stope which were close to the mining activity. In this stope no appreciable change in radon was observed during drilling holes for blasting and roofbolts. This study showed increases up to 40 percent in radon for slushing in the exhaust drift. The radon remained high and very eratic during slushing, as can

INTRODUCTION Application Measurement of rock deformation is essential to stability and behavioral monitoring of underground openings. The difficulties of obtaining adequate sample distribution, density, and orientation can frequently be overcome by the use of single and multiple position borehole extensometers. In its simplest form, a borehole extensometer consists of an instrument head, usually anchored in the collar of a borehole, and a number of in-hole anchors, each of which is fixed in place at a known distance from the collar. As rock adjacent to the borehole deforms, the component parallel to the borehole direction causes a distance change between adjacent in-hole anchors, as well as a distance change between individual anchors and the instrument head. These changes are measured by means of a mechanical link (usually wire or rod) extending to the instrument head from each anchor. The resulting data can be used to compute the distribution, magnitude, rate, and acceleration of deformation in the material intersected by the extensometer's borehole. Wire Vs. Rod Extensometers Since the early 1960s myriad varieties of borehole extensometers have become available through the combination of various special features of two basic instruments, the wire and rod versions of borehole extensometers. Recent publications have recommended shallow depth limitations for wire extensometers, and favor rod extensometers for a broad range of borehole inclinations and depths. There are three main reasons for using a deep wire system: its cost effectiveness; the fact that tremendous depth means tremendous rod weight which will cause the rod to buckle or rub against the borehole or casing wall; and users' attitude and proper understanding of how to install and apply a wire-type extensometer. Here experience plays a big role. Over the years, many have learned the hard way that untensioned rod extensometers are simple and inherently inexpensive, but limited to vertical up holes where sensitivity is not influenced by friction between the rod elements and the borehole wall or protective conduit, the inertia of the rod elements, or the direction of the movement to be measured. In deep, horizontal, or inclined holes, and in instances where compressive as well as tensile strains or displacements are anticipated, tensioned rod or wire systems are preferred. System Components Borehole extensometers are made up of at least the following five principal components: the instrument head; the collar anchor assembly; the downhole system of anchors and rods or wires; the signal cable if the head is equipped for electronic readout; and the readout apparatus, whether mechanical or electronic. These components are shown in Fig. 1. Borehole Requirements Most extensometers are designed for installation in nominal 75 to 57-mm (3.0 to 2.25-in.) diam drill holes. Either a diamond drill or a percussion drill hole is satisfactory, provided the variation in drill-hole diameter is within the tolerance of the standard anchor design. The basic system may be modified for other hole diameters by changing the dimensions of the collar anchor and downhole anchor assemblies. Some instrument heads and collar anchor assemblies require enlarged borehole collars, though usually not over 150 mm (6 in.) for a depth of 1 m (3 ft). It is desirable, although not essential, that holes be free-draining. Holes must be clean and free of debris before installation. Depth/Orientation of Extensometer Boreholes Extensometers are designed to measure axial strain components in the instrumented drill hole. As the drill hole is axially deformed, the distances between individual downhole anchors and the instrument head change, as do the distances between adjacent anchors. The distance changes measured by a multiple position borehole extensometer, for example, are reduced to functions of time, hole depth, anchor position, or other parameters of significance in terms of the structure under investigation.

INTRODUCTION According to a recent analysis by Schiager et al.(1981), inhalation of radon daughters continues to contribute the largest risk from exposure to radioactive materials in underground uranium mines. The American National Standards Institute (1973) has published a concensus standard for radiation protection in uranium mines. According to this standard, a monitoring system for radon daughters must be capable of measuring the annual accumulated exposure in working level months within an uncertainty interval of 50% at the 95% confidence level. To satisfy this criterion, uranium mining companies in the USA have adopted a procedure consisting of single or periodic measurements of the air concentration of radon daughters. All of the measurement methods sample a known volume of air through a filter. After a specified delay interval, the filter is analyzed for radioactivity. The exposure rate from total airborne potential alpha energy in units of working level (WL) is estimated from the measured activity on the filter. For control purposes, this measurement establishes whether or not a work area is safe for occupancy by miners. For routine dosimetry, the concentration estimated from the grab sample is assigned to the appropriate work area. It is then assumed that the concentration of radon progeny is equal to the average of the two measurements at the beginning and end of the specified interval. Meanwhile, the work locations and exposure times of each miner are recorded on the daily time card and verified by the shift supervisor. Most cards provide space for 15-minute time intervals. The exposure in working-level hours (WL-hr) for each shift is obtained by summing the time spent in a given location multiplied by the exposure rate (WL) assigned to that location.The exposure of an individual miner to radon progeny is summarized on a weekly basis and commonly reviewed each month. These values are then accumulated in units of working level- months (WLM) during the calendar year. EVALUATION TECHNIQUE AND RESULTS The evaluation of grab sampling methods for monitoring exposure to radon progeny is presented in two sections. The first section examines each method individually according to accuracy, precision, and uncertainties attributed to human errors. The second section includes an analysis of procedures which are common to all measurement methods. The ultimate goal is to determine whether a specific measurement method, or grab sampling in general, can fulfill the criterion that the annual accumulated exposure of each miner be known to within ± 50% at the 95% confidence level. In addition it is essential that the above criterion be satisfied at an acceptable cost to the mining company. The results of each testing procedure are presented in terms of the contribution of the relative uncertainty in the estimates of cumulative WLM. Each of these are then combined to form a figure of merit for the complete monitoring system. The method of combining statistical uncertainties and interpretation of the results is subject to some debate. However, since all of the tested parameters enter into the final computation of WLM multiplicatively, we have used the commonly accepted procedure of combining the squares of the relative uncertainties. We have also assumed that each of the uncertainties is derived from independent random variables and the covariance of any two variables is zero. A description of each grab sampling measuring method is given in Table 1. Also included is the equation used to compute WL from the measured quantities. Accuracy (U A) Our definition of accuracy is based on the uncertainty inherent in any method which attempts to estimate potential alpha energy without unambiguously determining the concentration of the three unknown radioisotopes, RaA, RaB and RaC. (For simplicity, the RaC and RaC' nuclides are referred to in combination as RaC.) The inherent uncertainty strongly depends on the mixture of these three components at the time of measurement.

INTRODUCTION The measurement of the total activity of radon daughters in the air of mines has become a routine procedure in order to control the radiation exposure in miners due to the inhalation of these radionuclides. Normally the measured concentration is given in terms of total potential L-energy of the short lived radon daughters. The unit most frequently used is 1 WL (working level), which is defined as the potential a-energy of 1.3.105 MeV per 1 of air. The a-dose to the respiratory tract is, however, not proportional to the inhaled potential a-energy. In addition, the degree of equilibrium between the daughter products in air and the fraction of daughter products not attached to aerosol particles (the unattached fraction) must be known. Theoretical calculations of the equilibrium between daughters and the unattached fraction have been presented by different authors (Jacobi, 1972; Porstendörfer et al, 1978). Such calculations must take into account the plateout of daughters on surfaces, the attachment of daughters to aerosols and removal of daughters by the ventilation. The situation in mines will however be very complex and no single model will cover all situations. In most cases the radon and radon daughter concentrations will be described by a combination of different models. Domanski (1979) used the experimental results of Breslin et al. (1969) from uranium mines to relate the equilibrium between the individual daughters to the equilibrium factor, F. Once the equilibrium factor is known, this seems to be a useful approach to assess the individual daughter concentrations. The concentrations of radon and daughter products may vary considerably during the day. Seasonal variations are also frequently found. It is therefore important to have knowledge of the magnitude of these variations and of the factors having the strongest influence upon the concentrations. The unattached fraction of radon daughters in uranium mines was investigated by George and Hinchliffe (1972) and Raghavayya and Jones (1974). Mercer (1975) later modified the results of Raghavayya and Jones. Both these investigations indicated that the aerosol particle concentrations was the main influencing factor upon the unattached fraction. In this paper we will summarize the main results of a study on the radiological characterics of nonuranium mines. We will also discuss the correlations between the unattached fraction of the potential a-energy and the unattached fraction of the individual daughters, and between the equilibrium factor F, and the individual daughter ratios. More detailed discussions of this study will be published elsewhere (Stranden and Berteig, 1981 and Stranden and Berteig 1981 a). MATERIAL AND METHODS During 4 two-weeks periods corresponding to the seasons in the Norwegian mine where the highest radon daughter concentrations occure, the parameters listed in table 1 were studied. RESULTS Correlation between equilibrium factor and individual daughter ratios. The mean value of the equilibrium factor in all Norwegian mines measured during the last ten years was 0.46 with a minimum of 0.08 and maximum of 0.93 (Stranden and Berteig, 1981). The correlations between the equilibrium factor F, and the individual radon daughter/radon ratios were studied and the results indicated high correlations. In table 2, these correlation formulae are listed together with the correlation coefficients. "For his pioneering contributions to the understanding of the geology of porphyry copper systems" Recipient Of The 1997 D. C. Jackling Award SPENCER R. TITLEY Introduction The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for continued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade" copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950: the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. Outside of North America, search remained "immature" but closely related to the
