INTRODUCTION Thermally induced fracture of rock is one of the oldest rock breakage techniques known to man. Primitive underground miners used fires to heat and crack rocks as early as the third century B.C. (Ref. 1). History aside, however, present-day tunneling and mining interests are reconsidering the use of modern heating units for rock fracture for some very good reasons. One of the most important advantages of many heating techniques is the lack of direct contact between the heating device and the rock. This means a lower wear rate relative to mechanical cutters, and no large reactant force to be supplied by the tunneling machine. In addition to avoiding physical contact, some heating systems (e.g., electron-beam guns and lasers) can deliver energy to a rock face much more intensely than can be conveniently handled mechanically. Thus, heating power densities of the order of lob to 107 watts/in.2 and greater can be achieved with high-power lasers. These high power levels allow much higher instantaneous penetration rates than can be achieved by mechanical cutting. Another advantage that accrues to some thermal techniques, such as, for example, surface spalling, is that the thermal fracture process works particularly well in certain rock types (e.g., granite) that are particularly hard to cut mechanically. 1. INTRODUCTION Empirical methods have always been important in tunneling in contrast to many other branches of engineering. Beginning in the late 19th century, when engineering entered the phase of formal modeling, this dichotomy could be seen to emerge even in the work of individuals. Culmann (1), Ritter (2) Kommerell (3) and others simultaneously were developing analytical approaches to bridge and building design and empirical approaches to tunnel design. The dichotomy remains. Empirical or simple analytical methods are used at most in the preliminary design of bridges and buildings, while they are used in all phases of tunnel design and construction. In fact, the past decade has seen a resurgence of interest in empirical methods, and with it discussion and controversy. This discussion has centered on the suitability of various methods. In some applications identical results are obtained with differing methods and in some cases radically different ones. On certain occasions the discussion has focused more on the methodological rather than empirical by taking issue with the appropriateness of particular parameters or the structure of some methods. This paper attempts to establish a basis for judging the suitability of empirical methods in tunnel design, and their applicability to particular cases. The paper makes no claim of exhaustiveness, and instead emphasizes basic requirements for application. Various methods are reviewed against this background. A detailed comparison of empirical methods and a description of their concept and background is now being prepared (4). Specifically the paper first defines empirical methods, and their purpose (Section 2), describes their structure (Section 3), and focuses on the basic requirements each must satisfy (Section 4). In recent years, one large mine collapse and numerous smaller bump events have resulted in a renewed interest in coal bump research. With numerical modeling, the Energy Release Rate (ERR) calculation quantifies the ?release? of the gravitational potential energy of the rock mass into the environment as mining progresses. This release of energy can occur passively in the form of heat and sound or dynamically in the form of pillar bumps or rock bursts. From the initial application of a calculated energy release rate in the deep hard-rock mines of South Africa, the ERR was found to have a significant correlation with the risk or potential of damaging coal bumps or rock bursts. In this research, an ERR calculation is incorporated into the modern LaModel program to facilitate the analysis for potential coal bumps. Initially the ERR calculations in LaModel are verified using a case study of cut sequences originally modeled using the MULSIM/NL program. Then, the ERR calculations are applied to a bump-prone mine in Southern Appalachia were a number of different pillar recovery cut sequences were used in order to minimize the risk of bumps.

Employing a combination of two types of polyelcctrolyte might become necessary to enhance both the settling rate of the flocs and the water clarity of a fine-particle suspension in a high-capacity thickening process. The sequence of addition, mixing, type and dosage of polymer all affect the overall performance and capacity of a thickening process. For the sedimentation of copper flotation tailings, the cylinder test results showed that two different techniques may be used to achieve the required performance, i.e., a high settling rate of the flocs and the deisired underflow density and overflow water clarity. The required performance can be achieved by either adjusting the pH prior to anionic polyelectrolvte flocculation or using a combination of polymer flocculant and coagulant (dual-polymer system). The dynamic thickening test results showed that only the approach using a dualpolymer system is capable of meeting the required performance. The effects of polvelectrolvte dosage, the sequence and numbers of polyelectrolyte addition, the feed concentration, the bed level and the rake speed on the settling rate, underflow percent solids and water clarity were studied in cylinder tests and in a laboratory dynamic thickening unit. The dynamic test is especially valuable in evaluating the addition and mixing of polymers. The results were evaluated quantitatively using total suspended solids in supernatant, underflow density and capacity per unit of settling area per unit of time. The objective of this study was to quantify and explain some of the parameters involved in the sedimentation of copper flotation tailings.

Introduction A problem that has faced mining engineers and mining geologists for many years is how to best explore a particular prospect so that the basic decision as to whether the material present is ore or only high-grade rock can be made with some confidence. It is obvious that one could not begin a large scale mining program on the basis of tests made on a few hand samples. On the other hand, one could not be 100 percent certain as to the average grade or tonnage before beginning development, as this would require the orebody to be mined out in the sampling process. The basic objectives of the exploration program can be stated as (1) to reduce mining risk; (2) to lessen the cost of development; and (3) to increase the profits of mining. The exploration program should be terminated when these objectives are no longer being met. The construction of tunnels is a specific mining operation. In the exploration program one should gather the data needed to determine (1) the type of excavation technique(s) to be used; and (2) the rate of advance that might be expected. As in the evaluation of an orebody, with the data collected it should be possible to estimate mining costs and project life. Unfortunately, at the present time, it is not possible to do this at least when dealing with medium to hard rock types. The reason for this, it is felt, is basically the inability to identify what specific rock mass properties are of use in tunnel design and to specify how these may be obtained in an exploration program. This article, first in two, discusses the safety, technology, and economic impact of eliminating safety fuse from metal and nonmetal mines. It is based on operation and manufacturer experience over the past five to 10 years. If safety fuse is eliminated, blasting accidents will decrease. There should be only limited technical impact. The economic impact will be minor for large operations, but will be significant enough for small operations that some will likely close rather than change. Most mines would probably change over, with the market absorbing the extra cost. Elimination of safety fuse would obviously have an impact on the two safety fuse manufacturers. One manufacturer produces an alternative system and would be unaffected. The other, however, will be affected if it does not change its production strategy. From the standpoint of employment and production, abolishing safety fuse will have a very minor effect on the mining industry as a whole. This article discusses the current use of initiation systems, incidence of accidents, and fuse consumption. Next month, part two describes the economic impact of eliminating safety fuse on the mining industry and manufacturers, and presents an economic analysis of the initiation systems. Introduction The objective of this study was to determine the safety, technology, and economics of eliminating safety fuse from metal and non-metal mines. There were five major tasks: • Studying initiation-related accidents from the Health and Safety Accident Center (HSAC) data file; • Visiting mines, collecting relevant data, and interviewing mine operators; • Establishing the trend in safety fuse consumption and type of users; • Corresponding with fuse manufacturers, domestic and foreign; and • Developing an idealized blasting cycle to evaluate the possible economic impact of safety fuse elimination on large and small operations. More than 450 explosives-related accident reports have been screened and analyzed by investigating HSAC files. These reports have been studied and classified according to the four initiation systems, size and type of mines, and time and frequency of accidents from 1973 through 1978. Twenty-four mining operations were visited to obtain supporting data for this study. Mine personnel were interviewed to determine attitudes about safety fuse and alternative detonating systems. This article decribes available data. It also attempts to provide information that can be used to answer such questions as: • Is the use of safety fuse (an antiquated detonation system) a major cause of mining accidents? • Are alternative systems available that could result in fewer in-juries to miners?

INTRODUCTION Early rock-bolting practice usually consisted of ran¬domly installing bolts, using hand-held drilling equip¬ment such as air-leg mounted sinkers or stopers. As bolting technology evolved, the practice of installing uniform bolt patterns was developed, utilizing random bolt installation as required within the uniform pattern. The uniform rock-bolting technique, when used as the principal method of rock support, requires drills and jumbos designed specifically for rock bolting. This equipment is similar to conventional face drilling machines, except that the jumbos can orient the drills to obtain any necessary bolting angle; often, this means bolts may be installed at or near perpendicular to the centerline of the drift or stope opening. Fig. I shows a typical rubber-tired rock-bolting jumbo of the type commonly used in drifts and room-and-pillar mining. Modern rock-bolting jumbos are capable of drilling the required holes, inserting rockbolts, and torquing them to proper levels. Jumbos also are available for use with resin-anchored bolts. Probably the most unusual of this type utilizes a rotating bolt turret that carries the rock drill, resin charging unit, and the bolt in a single mechanism. Once the turret is loaded with the resin and bolt, further manual effort is not re¬quired. Drilling and bolt placement are accomplished by the operator from a station remote from the bolt site. Fig. 2 shows this turret device. Roof-bolting jumbos are available mounted on rail, crawler, or rubber-tired chassis. Various types of rock drills are used. Depending upon the type of rock, these may include rotary, percussion, or rotary-percussion drills. Fig. 3 shows a typical rail-mounted jumbo. "Based on the introduction of production technology of Anqian mining company, the stope ore mass distribution was analyzed in detail. The processability indexes of different grade ores were obtained with magnetic tube whereas the grinding time, concentrate grade and concentrate yield were measured. On the basis of digital ore deposit model which integrates ore natural attributes and processing attributes, two stages of ore blending optimization models were established. The first stage model sought the minimum of stope ore transportation cost under the restraints of output ore grade and stope production. The second stage was a system optional model that aimed at the furthest use of resources meeting not only the production constraints of mining field and process field but also ore beneficiability and the system output requirements of the concentrate grade. Lastly, the solving method of big M simplex algorithm was discussed and used in production. 1. Foreword China is the biggest iron ore consumption market. But most of iron ore deposits in china possess such features as low grade, complex compositions, weak magneticity and refractoriness. Under the current economic and technical conditions, rational utilization of low-grade and refractory iron ore is strongly needed to improve the utilization ratio of mineral resources and keep mine development sustainable (Lei 2011). In recent years, the domestic research institutions and mines made a lot of achievements of rational development and utilization of low grade iron ore resources in the beneficiation technology and equipment, high and low grade balance, cost and tax analysis (Wang and Zhao 2013, Zhang 2014, Zhu and Li 2014), laying the foundation for reasonable utilization of low grade iron ore. In this paper, Anqian mining company is taken as an example in which the production conditions, raw ore quality control, different grade of ore processability, and ore blending optimization mode in mining pit and processing plant were discussed to achieve the maximum utilization of low-grade refractory ores under the economical and reasonable conditions. This will ensure the stable operation of mining joint ventures and maximize the enterprise's production life and therefore, maximize the economic and social benefits in the enterprise life cycle."

Most of the siliceous rocks of the Arkansas Novaculite are novaculite, but they also include some chert, siliceous shale and, rarely, sandstone. Novaculite is defined as a homogeneous mostly white or light-colored rock, translucent on thin edges, with a dull to waxy Juster, and comprised almost entirely of microcrystalline quartz. The most plausible theory of origin for novaculite is that primary silica from submarine volcanism was picked up by organisms and deposited as amorphous silica, which was subsequently converted to microcrystalline quartz (novaculite) through diagenesis. The Arkansas Novaculite crops out over an east-west distance of 200 miles in the Ouachita Mountains of Arkansas and Oklahoma. Three divisions of the formation have been defined: a Lower Division, almost entirely massive light-colored novaculite; a Middle Division of interbedded dark chert and shale; and an Upper Division of massive calcareous novaculite. The Lower Division and most of the Middle Division are Devonian in age, and the remainder of the Middle Division and all of the Upper Division are Mississippian. The massive novaculites of the Upper and Lower Division attain their maximum development along the southern and central outcrop belts of the formation in Arkansas, and it is these rocks that are the source of current silica production. The calcareous novaculite of the Upper Division weathers readily to a light-colored, porous, less brittle rock, and in places to tripoli deposits. Currently tripoli is mined from a single deposit near. Hot Springs, Arkansas, and the rock is processed for highly specialized filler and abrasive applications. In the vicinity of Hot Springs, Arkansas, certain novaculite layers from the Lower Division with unique textural characteristics are quarried and processed into whetstones. Several small quarries produce this rock for two local and one out-of-state whetstone-fabricating plants. Chemical analyses of composite samples of novaculite from both the Upper and Lower Divisions taken at widely separated localities average 99 percent SiOz indicating a substantial resource of high-silica rock.

The 71st Annual Meeting of the Minnesota Section of SME and the 59th Annual University of Minnesota Mining Symposium were held jointly April 14-16, 1998, in Duluth, MN. Registration was estimated at 450 people, about the same as last year's attendance. A short course on mine productivity and a trade show that included about 75 exhibitors were also held in conjunction with the SME meeting. This year's theme was "Iron ore and integrated steel - where are we going?" Although generally optimistic in the near term, the general feeling among the attendees is that the industry faces serious competitive challenges. The iron mining industry in Minnesota experienced a tremendous rebound from the devastating downturn of the 1980s. Today, however, all seven of Minnesota's taconite plants are operating at full capacity. And these high production levels are expected to continue during the next several years. Longer-term, however, Minnesota's producers face an increasingly competitive worldwide market, including stiff competition from Canadian operations. Because of the increasing competition, industry representatives in Minnesota believe that it is critical to strengthen their operations. To accomplish this, companies are looking to: ? Further reduce production costs. ? Bring new technologies into their operations. ? Develop value-added facilities such as direct-reduced iron. ? Expand their markets. The industry is also seeking more collaboration between industry and government. The National Steel Pellet Co. and Minntac are looking at using ported kilns, which would reduce energy consumption significantly. Cleveland Cliffs, EVTAC, Northshore Mining and Minnesota Iron and Steel are all looking at building value-added plants. One such project that received attention among the attendees was Minnesota Iron and Steel's proposed $1.2 billion combined mine, taconite plant, direct reduced iron facility and steel production facility. If the operation is built, it would produce about 3.4 Mt/a (3.39 million ltpy) of direct-reduced iron pellets. Financing is pending. An announcement is expected in the fall of 1998. The pellets, containing 70% iron, would be processed into steel in electric arc furnaces. The steel produced would then be processed into hot-rolled coil, which is used by the appliance and automobile industries. The keynote addresses and technical sessions focused on these issues as well as on environmental issues.

Introduction Hydrogen peroxide is known to the mining industry as a powerful oxidant, able to attack and to destroy cyanide, the most important leaching reagent (Knorre and Griffiths, 1984; Griffiths, 1988; Griffiths, 1988). CN- + H202 => OCN- + H2O The most recent development, however, is the use of H202 as an oxidant in the cyanidation of precious metals. This application may appear to be a contradiction to the above mentioned detoxification process. This can, indeed, be the case if certain conditions are not considered carefully. Degussa has developed a new process to enable the application of H2O2, in this field without having any detrimental effect on the cyanide. The incentive to seek an oxygen supplier like H2O2 instead of air was the fact that one of the most important conditions for the fast dissolution of gold is the presence of physically dissolved oxygen in the pulp (Kydryk and Kellog, 1954; Warstell, 1987). 2 Au + 4CN- + 1 /2 O2 + H2O => 2 [Au(CN)2]- + 2 OH Complete gold recovery within a reasonable leaching time may only be achieved if the pulp is saturated with dissolved oxygen. Gold losses in leach operations mainly occur due to the following reasons: • In some cases, the saturation of oxygen in the pulp cannot be achieved by aeration due to the difficulty to transfer oxygen from the gaseous into the liquid phase. This happens, for example, in pulps with a high viscosity. In such cases, even violent aeration only results in a low concentration of dissolved oxygen in the pulp. • In any case, the starting phase of leaching requires the highest amount of oxygen. Therefore, it is especially important to raise the dissolved oxygen level to saturation in the starting phase. Peroxide assisted leach process (PAL) The intention of the process is to introduce oxygen in a liquid form. As a result of intensive research work, it could be shown that hydrogen peroxide can be used as a source of oxygen in the leaching of gold ores. To avoid side reactions, the following conditions must be applied: • Hydrogen peroxide must be diluted before it is added to the pulp. • The dosage of H2O2, must be properly regulated based on the oxygen level of the pulp. • An important part of the continuous 02-control is a special oxygen electrode, which resists the extremely abrasive action of the pulp.

INTRODUCTION One of the main problems in tunneling without the use of explosives lies in the development of tools which, at an economically acceptable level, are capable of continuous breakage of the rock, resulting in a fragmentation suitable for a smooth, uninterrupted transportation of the muck away from the tunnel face. Tools employed on tunneling machines have, so far, always been of the mechanical kind which break up the rock by a crushing and shearing action. Other methods of rock breaking are possible but, even if some of them have reached the laboratory testing stage, nearly all of them are still too "exotic" to be of any practical use in the immediate future. One must admit, however, that some highly interesting results are beginning to be reported from the USA on the use of high pressure water jets for the destruction of rock through erosion, a field pioneered in Europe(USSR and Great Britain). Mechanical breakage of the rock is effected by inducing stresses exceeding its compressive/shear strength, by loading it with a wedge of cone shaped tool, until cracks are formed and chips loosened. In order to allow the tools to act upon the rock face continuously, they are commonly shaped as rotating bodies, "roller bits" or "disc cutters", spinning freely and mounted on a revolving boring head of tunnel diameter. The thrust of the tools against the face is generally exerted in a direction which is parallel to the tunnel axis.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the dis- abling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety

In attempting to assess the contributions of Antoine Gaudin to the profession which he illuminated for almost a half-century, we will need to examine a very broad canvas. He was active in three significant areas: as a teacher; in research, both through his own endeavors and those of his students; and as a consultant to the mining industry and to the Government. Beyond these specific contributions, there was the major personal influence he had on scores of students, friends, and colleagues in the profession. If a single measure of the man's contribution is to be found, it will be the extent and direction in which he influenced the practice of his profession. To find this we should examine the state of miner- al processing when he began his activities in the 1920's, the progress which has taken place over the past half-century, and the part his activities played in this advance. However, there is a provocative and broader examination which I have chosen to make instead. This is to examine the past century in mineral processing through the lives of three men who, by common agreement, stand on the heights, both in teaching and in their contributions to industry: Robert H. Richards, Arthur F. Taggart, and the man whose memory we honor this evening, Antoine M. Gaudin. Their careers, by coincidence, cover just a century. This is also AIME's first century, and the first century of mineral industry education in the United States. In fact, mineral processing itself on any significant scale in the country encompasses only a century and a quarter. BEGINNINGS OF PRACTICE IN THE U.S. Before the 1840qs, U.S. mining, except for coal and iron ore, was on a small scale and was confined to the eastern states, with processing practically nonexistent. The 1840's saw the beginning of Michigan native copper production, including ore dressing; the 18501s, iron ore production in Minnesota; and the 18601s, lead production and processing in Missouri. But the most explosive event was the California gold rush after 1848, which not only brought tens-of-thousands of fortune hunters to the West, but also catalyzed broad mining activities and processing within the following decades. There is currently some pessimism over mixing of net-acid-neutralizing (NAN) and net-acid-generating (NAG) rock to obtain indefinite near-neutral seepage from mined-rock piles. This is due in large part to the lack of well- documented, successful cases of blending and layering, and to the knowledge of unsuccessful attempts. Past work often defined a potentially successful mix in terms of the ratio of net-acid-neutralizing rock to net-acid-generating rock. For example, one case study indicated the bulk pile-wide ratio was approximately 3: 1. Since this exceeded a common ratio used in acid-base accounting, no acidic drainage was predicted. However, acidic drainage appeared within two years. A large part of the ambiguity in mixing arises from attempts to predict success based on a ratio. This paper looks in detail at simple discrete-zone mixing, where at least one truckload of NAG rock is placed in a particular location with no further rehandling or dozing. The lack of acidic drainage in this scenario is dependent on the intervening distance between the discrete NAG zones, along flowpaths occupied by NAN rock. Calculations show that the bulk mixing ratio of a mined-rock pile is not an accurate indication of whether near-neutral drainage can be maintained. For example, a pile with a bulk ratio around 300: 1 could still release some acidic drainage. Calculations also show that the minimum separation distance of the NAG zones (L) can be so great, even with typical NAG and NAN rock, that the mixed pile could safely contain only a few percent of NAG rock, which would not be sufficient for many minesites with NAG rock. The comparison to a more elaborate, computer-based statistical model shows that the simple discrete-zone approach will provide a reliable yes-no indication of whether any acidic drainage will leave a pile. However, predictions of whether combined downstream drainages will be acidic depend on numerous site-specific physical and geochemical factors within and below a pile that cannot be modelled in a general way, like the number of flowpaths and the nature of their intersections.

Cyanidation is one of the most common practices used in the extraction of gold and silver. One method of application is heap or dump leaching which entails the leaching of the gold or silver ore by spraying or dripping a cyanide lixiviant over the ore and collecting the effluent. The ore is placed on what is known as a leach pad system. A typical leach pad system consists of a foundation, a leakaqe detection system, a liner, and a cover layer (Strachan and van Zyl, 1988). There are many types of liners available for use. The type of liner depends upon what type leaching pad system us used. Generally, leaching pad systems can be categorized into two types: an expandable pad and a reusable pad. An expandable pad exposes the liner to the elements only in the initial stages of ore placement on the leach pad system. A reusable pad exposes the liner to the elements on a periodic basis. In addition to the exposure to the elements, the liner is also under the stress of the ore placed on it and the stress of the vehicular traffic across it. These stresses and exposure to the elements are the major causes of liner failures, which can appear as punctures, tears, cracks, and deterioration. Because of the possibility of the failure of the pads to contain cyanide-laden solutions the designs for liners of pads and ponds have become more and more stringent. Currently, though, there is some recognition that in some locales such stringent design criteria may not be required (Chatwin, 1989). Some soils have significant cyanide attenuation and degradation capacity. It has been found that soils containing carbon- aceous materia1 wi11 remove cyanide from solutions percolating through them (Chatwin, 1989). Of course metallurgists have long recognized the deleterious effect of carbonaceous material in the mill circuit. Sheridan, et a1 (1988) have shown that WAD cyanide is detected in the effluent of a 2 m column filled with ground carbonaceous ore only after it had been continuously washed with greater than 9 pore volumes of NaCN solution. It was decided to examine the potential of successfully attenuating cyanide by placing an organic material layer between a 1iner and the prepared soil base. One consideration for the selection of the organic material was cost. Sawmill wastes, ground agricultural wastes (such as corn cobs), and other organic wastes were considered. But the first waste to be tested was a product found at any metropolitan area, sewage sludge.

"Public engagement is increasingly important in ensuring the success of projects related to energy development, particularly with regard to issues of environmental protection, public health, and socio-economic impacts. This is due to concurrent trends in public behavior, including a rise in public interest in these projects that is not matched by a rise in science literacy, and increasing organization and participation of the public through social media, citizen science, and grassroots initiatives. In recent years, several high-profile incidents have demonstrated that when public concern is ignored or met with a passive response from industry, it can rapidly grow into organized opposition that negatively impacts or wholly derails a project. Engaging, listening to, and educating stakeholders during early planning and development phases are therefore essential to earning credibility and trust. Moreover, maintaining two-way lines of communication throughout the lifespan of a project demonstrates social responsibility and facilitates cooperation, acceptance, and even support from communities and others. Positive experiences with specific projects at a local, community level can influence the larger public opinion of an entire industry sector. This paper presents cases studies of public engagement related to shale gas development (including hydraulic fracturing and pipeline construction), mountaintop removal mining, and management of mixed-use watersheds near surface mining operations. The experiences highlighted in these case studies are used to draw best practices of public engagement for sustainable energy development.Introduction Within the scientific research community, the importance of public engagement has gained increasing recognition. In a 2007 article in Nature, medical researcher, Patrick Taylor, stated that public engagement has both “gone viral” and “gone global” and has the ability to make real impacts to research (Taylor 2007). Nancy Baron, the science outreach director for COMPASS, an organization providing communications training for scientists, provides further evidence for the increasing focus on engagement, including shifting attitudes observed during her own experience as a communications coach and documented in surveys, the recent inclusion of communication and engagement activities in academic tenure review, and the surge of workshops, materials, and other resources available on the subject (Baron 2016). In addition to COMPASS, a number of organizations and institutes have been developed to train scientists for communication and engagement with the public, perhaps most notably the Alan Alda Center for Communicating Science at Stony Brook University, and academic fellowship programs, such as the Leopold Leadership Program at Stanford University and the Wilburforce Fellowship Program, have been established for the same purpose."

Introduction Many solids processes that look feasible on paper or even in pilot studies become disasters in full scale. Changes in solids flow characteristics from pilot scale to full scale be- cause of larger solids contact pressures, thermal shocks, or unforeseen temperature excursions often cause full-scale solids flow problems not encountered in the laboratory or pilot studies. Fortunately, proper applications of solids flow principals and solids flow properties measurement at full scale conditions can anticipate the problems and thus provide an accurate basis for full-scale design or existing plant modifications. Solids flow properties The basic solids flow property definitions are given in Table 1 (Johanson, 1966, 1976, 1978, 1985). In this section, the author will discuss each property and its potential for creating full-scale pilot plants. Unconfined yield strength The unconfined yield strength of a bulk solid determines the tendency for cohesive hangups of the solids in the process and is effected by the time at rest, chemical reactions, temperature, liquid content, solids size consist, and phase changes of solids or fluids involved in the process. One of the common mistakes is to consider the solids condition only at the beginning and the end of the process. For example, consider the direct reduction of iron ore. The feed solids are free-flowing, hard lump ore or pellets. The end result is a hard, free-flowing reduced sponge iron lump or pellet. One might conclude that the process involves free-flowing lumps. This conclusion may seem reasonable based on laboratory studies oreven pilot plant studies where solids contact pressures are very low. Unfortunately, during the reduction reactions at high temperatures, the rock or pellets soften and, with solids contact pressures associated with the full-scale plant, may fuse together, thus providing a possible solids hangup in the moving bed reactor not evident in the low pressure pilot scale. Fig. 1 shows some typical unconfined yield strength measurements for pellets as a function of solids contact pressure at various times at rest. Note at low consolidation pressures, generally associated with laboratory or pilot plant studies, the pellets show no strength unless held at rest for an extended time. This will produce a very free-flowing condition in pilot plants that will not exist in the full size reactor.

1. INTRODUCTION The economic importance of bringing a new mine to production in the shortest possible time, is well known. In recent years the rate of escalation of mining costs has accelerated more rapidly than at any time in the past. This fact has enhanced the need to reduce time schedules and made it an overriding and predominant objective when planning new shafts. The squeezed profit margins and widely fluctuating metal prices have also increased the emphasis being placed on this aspect. Moreover the increase in the present value of future profits due to the reduction in the time element, can be so substantial that expenditure on equipment and additional labour can be justified conditional on sufficient gain in shaft sinking speed being achieved. The emphasis on time saving becomes more abundantly clear when considering the very large increase in the capital required to bring a modern underground mine to production. As an example, the initial capital expenditure requirements for a large new gold mine in the Western Transvaal, which has commenced production recently, is estimated at R200M, and a major extension to another deep level mine in the same area is estimated at R300M. With the uncertainty of future metal prices and the recent trends in increasing inflation, it is becoming more difficult than ever to estimate the profitability of proposed mining projects and any cost saving due to more rapid sinking of shafts can only assist in this respect. Since the shaft systems are frequently the most expensive set of underground excavations and no other underground work can commence until they are completed, the speed of shaft sinking is subject to closer scrutiny than in the past. In the following sections of this paper the factors contributing to the high average advance rates achieved by South African shaft sinkers are discussed. It is difficult, if not impossible, to estimate the effect of any single factor, in isolation, on the overall sinking achievements. However, the cumulative effect of improvements made in the inter-related activities is, probably, the most important contributor. Although there has not been any single major technical change or innovation to shaft sinking practices in the last decade, the average sinking speeds have increased, due to improved application and technical improvements in established procedures. 2. GENERAL When discussing South African shaft sinking techniques and average sinking rates compared to those achieved in other parts of the world, it should be remembered that the size and depth of South African shafts are often considerably greater than in most other countries. INTORDUCTION Mining operations are unique In that they handle large volumes of water (millions of gallons) daily. The water contains dissolved metals, processing chemicals, organics, and other contaminants, There are several sources of water contamination at mine sites: mines, mills, tailings ponds, and Industrial/utility complexes. Utility waste water generally represents a very small portion of the total process water utilized in a normal milling operation and hence will not be addressed in this paper. Mine drainage can represent a significant amount, thus having an Impact on the recovery of metals, especially In Industrial minerals operations, and may have to be treated separately. The National Pollutant Discharge Elimination System (NPDES) effluent limits are becoming more stringent, thereby requiring mining operations to treat process water prior to discharge to the environment. The general trend Is to move toward a closed-loop waste system and treat only that small fraction of process water which Is to be discharged to public lands. The following section discusses the reasons for waste water treatment and the existing and emerging technologies for meeting NPDES effluent limits. REASONS FOR WATER TREATMENT Due to the diverse nature of the mineral Industry, process/waste water contamination problems as well as processing flowsheets are site specific. However, certain generalizations can be made specific to processing of different minerals: • Acid mine drainage Is a problem at sulfide/coal mines. • Cyanide contamination of water Is a problem at gold processing plants. • Organics can be a problem at mines using flotation oils. • Tolling ponds are generally acidic at sites processing industrial minerals such as silica sand and feldspar. The cost for water treatment Is viewed as an added cost of production. Hence, large mines are moving toward dedicating personnel to management of water resources in order to minimize waste water for treatment. Very often, mines having closed-loop water systems will treat waste water for reasons other than meeting NPDES regulations. These Include situations where process requirements dictate use of high-quality water for separation of minerals, neutralization of acid mine drainage water, and portable water for the mill. WATER TREATMENT TECHNOLOGIES Water treatment process has to be cheap and simple because It has to process large volume, and It does not directly add to the bottom line, namely revenue. The water treatment process development has to be site specific because the contaminants In the water vary from site to site. and discharge limits for water vary from state to state. The current technologies for wastewater treatment have been divided Into the following three areas: • Removal of heavy metals • Cyanide destruction • Scale control A brief summary of the current technology In each area Is discussed below. Removal of Heavy Metals The physical and chemical processes for heavy metal removal are summarized in Table 1. The most common and cheapest approach has been the precipitation of hydroxides at high pH followed by sedimentation and thickening of solids. The remaining solids can be removed by filtration. The pH is adjusted back to neutral, and the water Is discharged. This process is most commonly used wastewater treatment technology in the mining industry. The basic processes can be modified by combining other operations in order to meet the objectives of the specific site as illustrated In the following examples: • AMAX's Mt. Emmons treatment facility uses Lectro Clear® process where the precipitated solids are removed by electroflotation. • AMAX's Climax Mine water treatment plant used Ion exchange columns to meet the discharge limits on molybdenum.
