A coal mine study was conducted to evaluate the effectiveness of a compressed-air, foam spray system installed under a continuous miner boom and directed to cover the pan and the gathering arm. The study's objectives were to evaluate the foam, underboom sprays' effect on: • the respirable dust concentration in the ambient air, and • the quartz concentration in the airborne, respirable dust. The foam generation and delivery system's engineering design is described in the paper, followed by descriptions of the mine and the dust sampling strategy. The data were analyzed to study the foam's effects on respirable dust and quartz concentrations at the continuous miner cab, the face return and the intake. The data indicate reductions in the dust's quartz content, ranging from 19.7% to 64.6%, in eight of 11 comparisons of the foam vs. no foam cuts. In addition, airborne intake dust reductions were observed in eight of 11 comparisons.

Geotechnical investigations for underground projects are subject to a variety of constraints, including factors such as accessibility, geological complexity, thickness of oberburden and finance. As a result, the extent of geological data available for route selection and assessment of underground design and construction problems may vary between wide limits. It is essential that the data collected, the degree to which it is representative, and the confidence with which the problems can be anticipated, should be reflected in the type of contract set up and the way in which the contract documents are written. The paper addresses the methods by which investigations can be focussed to make suitable overall ground assessments for feasibility level studies. Subsequent investigations can then be objectively directed toward obtaining data on specific geotechnlcal problems or aspects which impact tunnel, cavern and shaft design and construction. The extent of investigations at the preliminary and design engineering stages must be closely related to the geotechnlcal surveillance and control during excavation. Fixed-price contracts necessitate a secure geotechnical data base prior to bidding, and the provision of that to the tenderers. By contrast, 'design-as-you-go' contracts minimize the geotechnical information needed before construction, yet require immediate assessment of the excavated ground for determination of support requirements and payment category.

An overview of the process employed to assess arsenic exposure levels at a gold mine is provided together with the recommended control measures. Arsenic and its compounds are regulated in Ontario as designated substances in all workplaces except mines and concentrators. There is a proposal to remove the exemption for mine and concentrators. If the exemption is removed, the mining industry will be required to adopt the proposed exposure Limit of 0.01 mg/m over 40 hours. There are many mines in Ontario which will be affected by this new regulation. To determine the extent of which workers are exposed to Levels exceeding 0.01 mg/m , an assessment program was initiated at the mine. The main objective of the program was to determine the effect of the proposed regulation on underground and surface operations in term of compliance if it becomes Law. The data obtained from the assessment program shared that only 1ML of the workplaces monitored for arsenic indicated levels above the proposed limit of 0.01 ,/yard all workplace levels were below the present Limit of 0.2 mg/m .

The Floorgas and Roofgas simulation programs are used to identify strata relaxation zones and their boundaries, to assess active gas sources from coal seams and gas¬bearing rocks and to determine relevant gassiness prediction coefficients for any local longwall. The paper shows that by use of the print-outs from the Floorgas and Roofgas programs the following benefits are achievable: • identification of the shear and gas discharge zone positions in the floor, strata relaxation angles and various gas discharge zone positions in the roof, which are both relevant to local geological and mining conditions • optimisation of cross-measure drainage hole length, location, number and angle of inclination calculation and definition of gas make prediction coefficients such as the release ratio from adjacent coal seams, specific gas emission during longwall extraction and the relationships between gas make, longwall width and coal production levels.

The mining method at the Cannon mine uses heading and bench stopes, which are subsequently backfilled with cemented high-strength fill before pillar removal. The dimensions of the pillars are 7.3 m wide by 19.8 to 28.9 m high (24 ft by 65 to 95 ft). They require careful blasting in order to not damage the rock, compromising pillar strength and complicating later removal. Additionally, the proximity of dwellings makes vibration control a must for good neighbor relations. A blast monitoring study was conducted in order to optimize bench blasting practices to maximize fragmentation, reduce costs, and to minimize wall damage and ground vibration. The Cannon mine is a joint venture between Asamera Minerals (US) Inc., a 92% owned subsidiary of Gulf Canada Ltd., and Breakwater Ltd. Asamera is the operator. The mine is located at the south end of Wenatchee, WA, a town of roughly 45,000 people on the eastern flanks of the Cascade Mountains. Gold is the primary product at the mine. The rock is extracted using a sublevel end-slicing method on 15 m (50 ft) lifts, with subsequent backfilling and pillar removal. The stope widths, dictated by rock conditions at 7.3 m (24 ft), are the same in the primaries as in the pillars, or secondaries.

The degree of fragmentation of dispersed systems of brittle materials such as pulverised rock has been described by a fractal dimension i.e. the fragmentation fractal. This fractal dimension represents a power law size-frequency distribution, where, in this case, the size is defined as the square root of the projected area. The existence of a fractal dimension for the number-size distribution, of the progeny of failure event, is direct evidence for scale invariance of the fragmentation process. Since a fractal dimension infers that failure mechanisms operate on all scales it has been suggested that the fractal dimension is a measure of the fracture resistance properties of materials during fragmentation. In order to investigate this a range of rocks of varying fracture toughness were broken under similar levels of impact velocity in the dynamic tensile failure of single particles. The fragmentation fractals determined from the resultant particle populations, of the breakage experiments, were monitored and are discussed.

The Stratoni Operations in northeastern Greece rely on a selective backfill method to exploit high-grade lead-zinc deposits. Underhand cut and fill often results in spans approaching 6-9 m (depending on the mining method employed) and a competent backfill is required to avoid dilution problems. Cement consumption represents a significant mining cost and through improving the control of the backfill batch preparation, the cement content could be greatly reduced without jeopardizing the grade control. A new distribution system was installed and a QAIQC system designed in cooperation with the operators to allow a wide range of backfill recipes, providing cost savings to the mine. A review of possible failure modes and the consequent strength required for the chosen mining method was also completed and indicated potentially significant cement content reductions. The calculations are supported by 12 years of experience at the mines which provides a valuable insight into the applicability of the approach developed.

Dynamic experiments were performed in a continuous open-circuit 40x40-cm ball mill using a pseudo-random binary sequence of the feed rate and measuring the variations of the discharge particle-size distribution. The impulse response is calculated by a cross-correlation technique. Then a model involving a discrete transferfunction and a time-series stochastic equation is calibrated using maximum likelihood methods. Based on this empirical model, a minimum variance controller with constrained input is designed and its performances are compared, by simulation, to the performances of a conventional PID regulator.

The boron review did not arrive in time for publication in the June issue. The United States was the world's largest producer and consumer of boron compounds during 1992. The US Bureau of Mines estimated that boron mineral concentrate and chemical production in the United States totaled 1Mt (1.1 million st) in 1992, yielding 521 kt (574,000 st) of B203 for a total estimated value of $333 million. That was about 20% less than 1991 revised production figures, and less in value by $107 million. The United States continues to provide essentially all of its own boron supply while maintaining a strong position as a source of sodium borate products and boric acid to foreign markets. Domestic employment in the mining and beneficiation of boron products in 1992 was about 900 people, the same as in 1991. In 1988, 1250 people worked in the boron industry. The Bureau estimated that total world production of boron in 1992 was about 3 Mt (3.3 million st), or about 1.2 Mt (1.3 million st)of B2O3. World production in 1992 was about equal to revised 1991 levels. The Solution Mining review arrived too late to appear in the May issue. Solution mining, in its broadest definition, includes all forms of leaching where a lixiviant solution is brought into contact with a metalliferous or non-metallic ore and the resulting pregnant solution is processed for recovery of the valuable soluble material. Technologies such as dump leaching, heap leaching, stope washing and in situ lixiviant solution injection and recovery fit into this definition of solution mining. A publication entitled the US Gold Industry (Dobra and Thomas) reflects the major impact that solution mining techniques have had on precious metal recovery. In 1989 (the last year for which statistics are available), the United States passed Australia to become the third largest gold producing country in the world after South Africa and the Soviet Union. It is estimated that when the final figures are in for 1990, the US will probably pass the Soviet Union in gold output. If the state of Nevada is ranked as a separate country, it will rank fourth in the world in gold production for 1990. A good proportion of this increase in gold production over the past few years can be attributed to the application of solution mining technology to low-grade, precious-metal-bearing material. Solution mining techniques have also made inroads in copper production. Many operations located at former underground mine sites employ in situ leaching as an adjunct to conventional dump and heap leaching practices.

As part of research to develop a coal handleability index that predicts the ease with which coal will flow through a handling system, comparative tests were conducted with a Johanson Indicizer and a low-stress triaxial apparatus on 12 coals at a variety of gradations and moisture contents. The lndicizer test provides a rapid method for generating data associated with coal handling characteristics. The arching index measured with the Indicizer is a function of the geometry of the apparatus as well as the properties of the coal. The handleability index determined from triaxial data is a more direct measure of coal characteristics. The handleability index shows a wider range of values than the arching index and, therefore, appears to be more sensitive to coal variations. Neither the arching index nor the ratholing index, as measured with the Indicizer, agreed well with the handleability index. This is attributed to differences in sample preparation as well as to the tests themselves.

The principles of classification of reserves and resources in the Soviet Union were developed in 1960. Mineral reserve calculations were reviewed by the State Committee on Reserves for approval, then registered in the State List of Mineral Deposits and included in the State Balance of the Reserves. In 1981, however, a new "System of Classification of Reserves and Resources of Mineral Deposits" was adopted. This classification system (Table 1) is still used today in the Commonwealth of Independent States (CIS). It subdivides mineral concentrations into seven categories in three major groups, based on the level of exploration performed: explored reserves (A, B, C,), evaluated reserves (C) and prognostic resources (P1, P2, P3). Explored reserves Explored reserves are calculated within exploration contours. Category A The A category is the highest level of classification for any given mineral deposit and requires comprehensive exploration. First, the ore body's position, shape and structure must be accurately delineated (Fig. 1). Next, the mineralogy of the ore body must be studied to determine its composition and properties as well as the distribution of both ore and detrimental components. It is also necessary to outline the blocks of barren rocks and limits of subeconomic ores and to distinguish between the different types, grades and physical-chemical properties (mineral texture and structure) of the ore, the

To reduce their sulfur emissions, many coal-fired electric power plants use wet flue-gas scrubbers. These scrubbers convert sulfur oxides into solid sulfate and sulfite sludge, which must then be disposed of. This sludge is a result of reacting limestone with sulfur dioxide to precipitate calcium sulfite and calcium sulfate. The majority of the sludge is simply landfilled, but with increasing landfillimg costs this can cost the plant millions of dollars per year. As a result, this option is rapidly becoming less attractive. Producing marketable materials from the sludge is a far more promising avenue, provided that the products can meet the necessary specifications at a reasonable cost. In this paper, a method is described for using froth flotation and water-only cyclones to remove unreacted limestone from scrubber sludge. The water-only cyclone was found to be very effective for removing the coarser unreacted limestone, grinding ball chips, gravel, and similar coarse impurities. Froth flotation was found to remove fine unreacted limestone, with a minimum of reagent addition.

As in many other areas of the Mexican economy, the legal rules applicable to mining in Mexico have been changing fast. Mexico's mining sector is opening up to levels of international participation that were unforeseeable just a few years ago. Over the last several years, Mexico has made dramatic changes in its trade and investment policies. Many of these changes have their roots in the administrations of Miguel de la Madrid and perhaps even Jose Lopez Portillo. However, the current administration of President Carlos Salinas must be given credit for articulating, advancing, promulgating and implementing these changes. Just a few short years ago, few people believed Mexico would repeal so many of its restrictions on foreign investment and lower its average tariff level from something around 100% to less than 10%, where it is today. NAFTA and mining The North American Free Trade Agreement (NAFTA) is the most comprehensive international expression of Mexico's new policies. Except perhaps for the agreements establishing the European Union, NAFTA is the most detailed trade agreement ever written, consisting of about 2000 pages. The provisions of NAFTA with the greatest relevance to the mining industry include the chapters on investment and government procurement. Many mining companies may also find the temporary work provisions relevant. Finally, no discussion of NAFTA and the mining industry would be complete without some mention of the North American Agreement on Environmental Cooperation, the so-called Environmental Side Agreement.

This is the 10th annual tabulation of US mineral royalties published in MINING ENGINEERING. The first year, 1982, the author solicited information about royalties and the cost of reserves. That column contained only a few royalties - not enough to tabulate. Since then, the response has been sporadic but the entries have grown to more than 300. Some have been deleted. Some of the older information has been deleted to make room for new entries. All indications suggest that the readers enjoy and use the information. But more information is needed. Russian practice In 1989, this column gave a brief history of mineral leasing and royalty payments as the concept applies to mining in the United States. This year's narrative deals with information about the mineral ownership in Russia. That country is in political and economic turmoil, including administrative systems and methods. And many laws are likely to change. What follows describes the Russian system of mineral ownership as of early 1992, according to Kirill Kavun. He begins "All the subsurface space of the Russian Federation with minerals contained belongs exclusively to the state. This forms the Common State Mineral Fund. Land parcels may be state, municipal, public or private property. They may be let to be owned and used by individuals, juridical persons, national/territorial or administrative/ territorial formations." This seems to apply to surface rights, as known in the US.

The art of predicting rock excavating machine performance has become increasingly detailed and refined. Researchers using laboratory experiments and machine manufacturers using field observations have identified and defined mechanisms of failure, rock and tool interaction, and relevant design principles affecting them. Concurrently, practitioners have developed index tests which reflect rock properties relevant to machine performance. Empirical relationships between index properties and machine performance (penetration rate, cutter consumption, and machine utilization) have been established from past experience and are currently used throughout the industry. Contractors have used such relationships for estimating throughout the world. The detail in which geological, geotechnical, test, and project data, empirical relationships, and construction experience are utilized, is limited by time constraints imposed by the bidding period. To fully utilize all available data, methods of analysis, and construction experience, a simple computer program was developed for a microcomputer costing less than $7500. As a result, 1. machine performance predictions are detailed & reliable, 2. construction alternatives may be examined, 3. anticipated conditions & performance are graphically, documented & easily comparable to those encountered, and 4. results include a listing of assumptions & results of performance analyses & a graphic performance summary.

Reserve audits have increased in recent years as more companies, especially juniors, enter the ranks of producers. Corporate and individual investors are seeking corroboration of stated reserves. The reserve audit satisfies this need. An audit assures investors that the reserves, as presented, are a reasonable and accurate approximation of the quantity and grade of the economically viable material present. The reserve audit verifies that there are no fundamental errors in logic, style or the data base, and that the reserves, as given, may be used for mine planning or economic forecasting. Reserves that pass an audit may be used with confidence in preparing cash flow projections and in deriving net present value or internal rate of return on any given project. This article describes what a consultant does while performing the reserve audit. In performing an audit there are four general areas of concern that must be checked: definitions, parameters, data and procedures. In each of these, the auditor must convince himself that the reserve study has complied with governmental regulations and guidelines, professional standards and industrial practices. Any deviation from these norms must be identified and its effect upon the appropriateness of the reserves evaluated. By concluding that a reserve study passes his audit, the reviewer is stating that there are no fundamental errors in logic or style and that spot checks have revealed no substantive errors in procedure or mechanics. The responsibility for the reserves remains with the entity that compiled the original study.

The boron review arrived too late to appear in the June issue. The United States was the world's second largest producer and the largest consumer of boron compounds during 1991. According to the US Bureau of Mines, boron mineral concentrate and chemical production in the US totaled about 1.1 Mt (1.2 million st), yielding about 608 kt (670,000 st) of BO, in 1991. Total estimated value was $440 million. That level of production was equal to 1990 revised production figures. Value was greater by $37 million, however, reflecting a strengthening of boron product prices. The US continued to supply essentially all its own boron while maintaining a strong position as a source to foreign markets of sodium borate products and boric acid. Domestic employment in the mining and beneficiation of boron products in 1991 remained at 1100 people, about the same level as in 1989. The Bureau of Mines estimated total world production of boron in 1991 - mineral concentrate and chemical - at about 2.9 Mt (3.2 million st). That corresponds to about 1.2 Mt (1.3 million st) of BO ,. World production in 1991 was about equal to revised 1990 levels. US production Mines and processing operations in southern California were the only domestic sources of boron mineral concentrates and chemicals in 1991. The problem of long-term production scheduling in an underground coal mine is approached through the concepts of sequencing theory. Based on a typical layout of mining sections, the principles for the approach are: 1. The definition of mining sections as jobs, and mining methods as machines. 2. The reduction of the overall mining activity to the general problem of nonpreemptive scheduling of precedence related jobs on parallel machines. 3. The simplification of the layout to a general type directed network with the nodes representing jobs and the arcs representing precedence relations. 4. The determination of a feasible and near-optimal job schedule given the objective of maximizing the total net present value of the jobs. A general scheduling heuristic is being developed for implementation on an IBM personal computer (PC) as part of an interactive computer system for long-term production planning.

Scale-up and simulation of flotation columns requires construction of mathematical models which employ, as a minimum, rate constants for quantifying particle recovery in the collection zone as well as split factors for quantifying froth zone performance. To date, measurement of these rate parameters has proven to be difficult, due to the interdependent nature of the collection and froth zones. This paper describes a technique for making these measurements. The method requires recovery data from two modes of operation: countercurrent and cocurrent. In cocurrent flow slurry is fed at the bottom of the column and tailings are withdrawn a short distance below the froth interface. Countercurrent mode is conventional operation. The critical difference is that particles which are dropped out of the froth in cocurrent mode are immediately lost to tailings, while in countercurrent mode the particles are subjected to recollection. Fitting of the measured recoveries to the equations that describe flotation in the two modes yields rate constant or recovery values for both the collection and the froth zones.
