Discussion by M.R. Yalamanchili and J.D. Miller The authors, M. S. Celik et al., should be recognized for their efforts to describe the flotation behavior of boron minerals. In the case of borax and other soluble salt minerals, analysis of the flotation chemistry has been difficult because of the high ionic strengths associated with these soluble salt systems. However, considerable progress has been made in this area, and recently a surface charge/collector colloid adsorption model was proposed by Miller and his coworkers to explain the collector adsorption phenomena observed in soluble salt flotation systems (Milleret al, 1992; Yalamanchili et al., 1993; Miller and Yalamanchili, 1994; Yalamanchili and Miller, 1994a: Yalamanchili and Miller, 1994b). In this work, the sign of the surface charge of alkali halides in their saturated brines was established on the basis of nonequilibrium electrophoretic mobility measurements by laser-Doppler electrophoresis (Miller et al., 1992). Generally, these results are what would be expected from the simplified lattice-ionhydration theory. This electrokinetic information coupled with the stability and prevalence of collector colloids in such soluble salt flotation systems indicates that the selective flotation of alkali halides is due to the adsorption of oppositely charged collector colloids by heterocoagulation. Experimental flotation/bubble attachment results for 21 different alkali halides (Yalamanchili et al., 1993; Yalamanchili and Miller, I994b) confirmed that the flotation response of soluble salt minerals with weak electrolyte collectors can best be explained by the adsorption of oppositely charged collector colloids rather than by the adsorption collector ions and/or neutral molecular dipoles as originally suggested by many researchers (Fuerstenau and Fuerstenau, 1957; Schubert, 1967; Roman et al., 1968). In addition, the flotation of certain alkali oxyanions (Pizarro et al., 1993) and double salts such as schoenite and kainite can be explained by the same collector colloid adsorption mechanism (Miller and Yalamanchili, 1994). The borax flotation results reported by Celik et al. need to be examined in terms of the above mentioned surface charge/ collector colloid adsorption model. Unfortunately, the authors seem to be unaware of this recent work that nicely describes soluble salt flotation with weak electrolyte type collectors such as amines and carboxylates. In view of our past work, the flotation characteristics of borax were of particular interest, and, in this regard, the results of dodecyl amine flotation of borax reported by Celik et al. have been examined in further detail in the light of experimental results from our laboratory. In our research, a vacuum flotation technique was used to study the flotation response of borax (Na2B407.10H20), which has a solubility of 39 g/L at 25 °C) with dodecyl amine hydrochloride as collector. These chemicals were purchased from Eastman Kodak and used as received. Saturated solutions of borax at desired pH values were prepared by continuously stirring the salt solutions over a period of about 10 hrs. It should be mentioned that the conditioning time to achieve equilibrium is an important variable and can significantly change the flotation response of some soluble salts (Yalamanchili et al., 1993). Collector was added to the saturated borax solutions containing about one gram of 100x 150 mesh borax particles, and conditioning was done for about 20 minutes prior to flotation. The borax flotation recoveries from saturated brine are presented in Fig. 1 as a function of collector addition at the natural pH of 9.3, as reported both by Celik et al. and as measured in our laboratory. In addition, the region of precipitation for the dodecyl amine hydroborate is included in Fig. 1. It can be seen in Fig. 1 that the flotation response curves are separated by about one order of magnitude in R12NH3CI collector addition. The flotation results of Celik et al. show that the maximum borax recoveries can be obtained below the solubility limit of the dodecyl amine hydroborate collector. However, in our experiments borax flotation seems to occur only after the precipitation of the dodecyl amine hydroborate collector as might be expected from the collector colloid adsorption model (Yalamanchili et al., 1993) if borax were negatively charged. Further analysis by nonequilibrium and equilibrium electrophoretic mobility measurements for borax indicates that borax is negatively charged at the natural pH of 9.3, as discussed below. The reliability of the nonequilibrium electrophoretic measurements has been demonstrated previously for alkali halides and alkali oxyanions (Miller et al., 1992; Miller and Yalamanchili, 1994). The equilibrium and nonequlibrium electrophoretic measurements for borax were found to be consistent and are presented in Table 1. These results provide clear evidence that borax carries a negative surface charge in its saturated brine (pH 9.3), and the sign of the surface charge of borax reverses and becomes positive if the pH is reduced to 8.6. A menu based spreadsheet template has been developed to determine annual cash flow, maintain depreciation schedules, and estimate labor and operating expenses. Sensitivity analyses may be conducted to determine the effect of productivity upon mining costs and the effect of selling price escalation upon rate of return. The advantage of this approach is that it can be used by a wide variety of professionals without extensive computer experience.

A method of monitoring production, information, i.e., raw tonnage and machine state, from each working section has been developed. The method is based on the sensing of electrical parameters in each section load center, and the reporting of this information through the existing mine-wide monitoring system. A decision-theoretic type of pattern classification technique has been used to define the machine states. The basis of the method is presented in this paper, along with a proposed hardware and software implementation scheme. Information issues central to the development and use of the proposed production monitoring system are also discussed.

Discussion by A. Unal Barbaro et al. (1990) implemented a tedious study aimed at delineating the short-scale spatial variability of sulfur in a coal seam. It is not possible, however, to extend their conclusions to any other coal seam or use their in any other fashion, because the background geology was not presented. Nor were the conclusions accompanied by geological interpretations in the paper. In addition, an unfortunate printing error occurred where the total sulfur (determined by High Temperature Combustion) variogram in Fig.3 was duplicated in Fig. 2 instead of the seam height variogram. A more serious error, however, has been committed in the definition of the variable, seam height. What is defined as seam height by Barbaro et al. (1990) is, in essence, mining height, and is not a regionalized variable that should be studied by geostatistical methods directly. Despite the fact that the variable, seam height, is not defined in the paper explicitly, the following quotation discloses the fallacy: "All roof rock that exceeded 1.8 m (6 ft) from the floor was not taken because the longwall was operated to not mine more than 1.8 in (6 ft) unless the coal seam height exceeded 1.8 m (6 ft)." From this definition, the seam height, and therefore the sampling height, is equal to the actual coal thickness, if the coal thickness is greater than 1.8 m (6 ft). Otherwise, it is equal to the sum of the coal thickness plus the thickness of the roof rock that complements the thickness to 1.8 m (6 ft). In the latter case, the seam height is constant and equal to 1.8 m (6 ft). It is possible to conduct a variogram study on a pool of samples that are realizations of two different variables. But the conclusions derived would not belong to any one of the two variables uniquely and, therefore, do not possess any significance. Geostatistical analysis is irrelevant for the sum of multiple regionalized variables formed by arbitrary selections. In a two-seam setting, for example, the mining height, as defined by the thickness of one seam at one location and the thickness of both seams at another location (due to quality and/or minimum thickness considerations perhaps), should not be used in the calculation of one common variogram. The two seams should be modeled separately. They can then be combined according to the specific purposes of the study. On the other hand, if a constant is added to a regionalized variable (to incorporate dilution perhaps), the variogram of the new variable will not change. Barbaro et al. (1990), surprisingly, does not give any geological interpretation of their results despite the fact that most of them can be explained by the origins of sulfur in a coal seam. The presentation of the results of a geostatistical study with no reference to the geology of the deposit is uninformative. It may also be misleading for the potential users of geostatistics, It is not unusual to find nuggets of pyrite in coal seams. In such cases, pyritic sulfur will probably display a spatial structure for only a very small distance that will appear in the experimental variogram as no spatial correlation. This very well known phenomenon is called the pure nugget effect in geostatistics (Journel and Huijbregts, 1978) and perhaps can explain the lack of correlation found for pyritic sulfur content. The lack of correlation found for the total sulfur content may also be explained in the same way because the total sulfur content is dominated by the pyritic sulfur content in this case study. One should notice, however, that the situation may completely be reversed after cleaning the coal. Not all of the inorganic sulfur should be expected to be in the form of pyrite nuggets in a coal seam. It may also be disseminated in the coal seam and it is expected that it follows a certain spatial structure. However, an existing spatial structure may be masked by including a part of the roof rock, rich in sulfides, into the seam thickness in an arbitrary fashion because areas having a sandstone roof sometimes are known to show a higher sulfur content due to the downward percolation of solutions rich in iron sulfides (Clark, 1979). Plants use sulfur in their growth processes. Much of this sulfur is bound organically during peat accumulation and coal formation (Cecil et al., 1978.) This suggests a spatial structure of some sort for the organic sulfur. However, it is not possible to test this hypothesis because the results obtained by the authors for the organic sulfur content are not given in this paper. For this reason, the conclusion that simple average of the nearby samples would provide the best unbiased estimates is questionable for organic sulfur and is not based on any substantial supporting evidence. It is suspected that no spatial structure was detected and this was due to high sampling and laboratory analysis errors. Before concluding that sulfur variability in the seam at the location of study was random, a more detailed study for the disseminated non-pyritic sulfur should have been conducted, not for the sake of scientific curiosity only, but also due to its utmost importance with regard to coal cleaning and emission control. Pyritic sulfur can be cleaned to a considerable extent, whereas organic sulfur can not, making the emission control strategies highly dependent on the spatial distribution of the organic sulfur (Knudsen, 1981). In the light of these facts, one wonders why Barbaro et al. (1990) did not present the results of their study for the sulfate and organic sulfur content. Both demonstrate the international market aspects of mining, processing and finished product trade.

The adsorption of O-isopropyl-N-ethylthionocarbamate (IPETC) and O-isobutyl-N-ethoxycarbonylthionocarbamate (IBECTC) on chalcocite, chalcopyrite and pyrite has been studied using UV and in-situ FTIR~ATR spectroscopy. Thionocarbamates were found -to adsorb strongly on chalcocite at pH 4-10, but consider-ably less on chalcopyrite and pyrite. The FTIR spectra show that the surface species of thiono-carbamates are bonded to metal atoms on the mineral surfaces. However, at high concentrations, IBECTC also forms physically-adsorbed species. Adsorption of these thionocarbamates cannot remove or prevent the formation of sulfoxy oxidation products on pyrite, unlike the case with the xanthate-pyrite system. This finding may account for the observed flotation selectivity of these reagents against pyrite. The spectroscopic information is compared with flotation test results.

The criteria for evaluating equipment operator performance were identified as the changes in reaction time, the changes in physiological responses, and the changes in subjective reporting of stress. Data were collected while the Subjects operated a front-end loader simulator. This report out-lines the components and the tasks generated by the simulator. It explains the simple and basic assumptions underlying the design of the simulator and the methods of data collection. Improvements that can facilitate the collection of data, including the connection of the simulator to a portable personal computer for on site use are discussed. Statistical analysis of data showed significant deterioration in performance. The report concludes that operator performance can be measured and improved. This report shows that the operator tasks can be simulated by means of simple simulators, the complexity of which is determined by the availability of funds and the area of interest of the investigator.

While the charcoal in pulp (CIP) process was introduced to the mining industry many years earlier, it did not gain widespread recognition until 1973 when Homes take Mining Company installed a CIP circuit at their Lead, South Dakota plant. Since then, a number of mills have been put into production which utilizes activated charcoal for the recovery of precious metals. One of these plants was the Jerritt Canyon mill which Freeport Gold Company commissioned in 1981. It was during the time that the author was employed by Freeport Gold Company that the ideas and concepts presented in this paper were formulated.

Truck/shovel systems are a major form of materials handling in open-pit mines in spite of the high associated capital and operating costs. Mine management is usually faced with a decision to purchase new equipment in order to support the steadily increasing on production. These decisions involve a high degree of uncertainty with respect to future demands and technical developments. This paper describes a computer simulation model for evaluating the optimum equipment fleet in an open-pit mining operation. The system is based on a stochastic simulation program which accounts for the various mining and economic parameters. It calculates the type of equipment and the optimal number of trucks needed to meet the production targets. Two types of selection criteria: maximum rate of production or minimum cost can be applied.

The exact reasons that explain the low recoveries of coarse particles in conventional flotation machines are not clear. Being a concern for only a couple of mineral industries comparatively very few studies have been devoted to the problem of coarse particle flotation. Coarse particles flotation is particularly important in potash and phosphate beneficiation. Potash concentrates with particles larger than 1-2 mm do not require additional compaction or recrystallization and receive a premium price. However, recovery of this size particle in conventional flotation cells is very low, and therefore, the coarse floation tailings have to be reground and refloated to produce, at a higher cost, a less desirable concentrate. In phosphate beneficiation deslimed coarse ore (nominally l4x35 or l6x35 mesh) is normally treated separatedly from the finer (35x150 mesh) ore. Concentration by conventional froth flotation alone yields very low recoveries, and therefore, additional processes such as agglomerate flotation in tables spirals and belt conveyors have to be used ( Moudgil and Barnett 1979). Fatty acids and fuel oil used in phosphate flotation have a moderate level of selectivity but considerable amounts of sand report to the froth product, thus concentrates have to be further upgraded by a double flotation process. Concentrates from the anionic circuit are scrubbed in an acidic media to desorb the collectors and then refloated in a cationic circuit to eliminate the fine silica (Lawver et.al. 1978). In this paper the reasons that explain the low recovery of coarse particles in conventional flotation are discussed. A flotation column modified according to the main conclusions of this discussion is tested with two coarse phosphate samples.

Humic acids adsorb on coal and depress coal floatability in the acidic pH range. In alkaline solutions, their effect is not pronounced. In the neutral pH range, a second small addition of kerosene plus MIBC leads to a significant increase in coal yield and better selectivity. Humic acids present on oxidized coal surface were found to be responsible for the inhibited floatability of the? coal. As expected, the flotation of such oxidized coal also strongly depends on the method of pH adjustment.

The spreading-ridge, or accreting plate margin, is the primary conduit of metals delivered to the earth's surface. Isotope ratios of lead show primitive mantle values at these sites, indicating that this is true. We can use lead isotopes in any mineral deposit to indicate the degree to which the metal is "primitive" in the sense of having been uncontaminated with U-enriched crust or "crustal" in the sense that it has been cycling at the earth's surface since earlier times. The reason for this is that the upper continental crust has an enrichment in the ratio of U/Pb over that in the mantle, so that old continental leads have a larger radiogenic component. The primitive metals delivered to the surface at the spreading-ridge are transported on the oceanic plate until they reach a subduction zone. Here they become cycled in the "orogen". However, in this process the primitive metals are mixed with metals from the continent so that the average lead isotope ratios are between those in the mantle and the average upper continental crust. Subsequently a part of the metals in the orogen may become fixed in a new block of continent. However there are processes which continue to uplift and erode ancient continental regions so that there is a continuous feeding back of metals to the orogen. We have therefore a cycling of metals from the existing continental crust into the orogen where they are mixed with new contributions from the spreading ridge and mantle.

Most wastewater clean-up processes suffer from a fundamental lack of specificity in that a Reverse Osmosis process removes all dissolved solids, an Electrodialysis Reversal process removes all ions, wanted or unwanted, etc. Most techniques require the use of a membrane or contact surfaces that are prone to foul-up and are ineffective in situations where solids may be present. A photochemical process for the metallurgical industry on the other hand has the ability to operate specifically on targets that can range from one selected ion to an entire group of homologous species such as all biologically active species. Processes can be designed to change the oxidation states of a target altering the environmental impact. Several processes are currently in operation ranging from Cyanide removal to disposal of radiation wastes. This paper describes applicable photochemical processes with the help of certain key model examples.

INTRODUCTION The project described in this paper is designed to provide a standard and flexible method by which data can be exchanged among different systems and packages in common use for geo- logical modelling and mine planning, with substantial savings in ad hoc programming which is expensive and produces interface software that is difficult to maintain. Such packages include specialised applications such as Vulcan, Surpac, Datamine, and Gemcom software, and the Whittle pit optimisation programs, and more general products such as AutoCad, Microstation, and Maplnfo, and database management systems through a generic SQL interface. The data translator is built around the CSIRO Data Model and GeoEditor, and will make widely available the benefits of the Data Model by adding functionality to its implementation in an industry- standard language and style, with interfaces to important geological and mining software products used by the industry, while including also the visualisation and editing capabilities of the GeoEditor which provides the functional framework within which the Data Translator is developed. The Data Translator is intelligent in the sense that it is not a black-box solution but allows visualisation and validation of data during transfer; furthermore it provides a means for changing abstraction levels during the transfer operation. There have been few similar efforts to address this problem. It is not a problem which is likely to be solved in any general or long- term way by any individual commercial software vendor. THE CSIRO DATA MODEL A wide variety of software tools have entered the exploration and mining industries via different pathways. Examination of these pathways and the origins of the software illuminates the types of data transfer problems and difficulties which might occur in the day to day life of exploration and mining operations. In exploration, the focus is normally on a large area (>5000km2) which is explored primarily in two dimensions. For 20 exploration purposes, geographical information systems (GIs) software, image processing software, and, in some cases, 20 computer aided design (CAD) software have been employed. Typically, GIs soft- ware is used the most by lands and tenements personnel and government geological survey organisations, image processing software is used the most by geophysicists, and 20 CAD software is used the most by drafting and geology personnel. In contrast, within the mining environment, almost all activities have 3D character. In this realm, 3D CAD software and specialised mine planning and design software are important. Specialised mine planning and design software is similar to 30 CAD software, but typically has additional capabilities such as specialised modules for surveying, drill hole data operations, open pit design and optimisation, underground mine design, mining block model creation, and/or ore reserve calculations. Unfortunately, the different origins of the software in exploration and mining lead directly to problems in data exchange and the design of seamless software systems. These problems result from the different data management strategies employed by the different classes of software. In order to address these problems, CSIRO Exploration and Mining and CSIRO Division of Information Technology have been investigating the structure, character, and syntax of data and soft- ware present in computer-aided exploration and mining activities since early 1993. The goal of this effort is to 1) systematically ex- amine the breadth and depth of the data in use within exploration and mining, and to 2) promote a data organisation strategy which is broad enough and comprehensive enough to enable wiser soft- ware design and easier data transfer. In the short term a data model can be used to improve data transfer; in the longer term it is hoped that a data model framework will help object-oriented concepts to enter the next generation of geoscientific software. The data model is described in more detail by Power et al., 1995. THE DATA TRANSLATOR PROJECT The CSIRO Data Model provides a basis for a very wide range of applications in geology and mining. "What is past is prologue" - motto of National Archives The question of past, present, and future safety performance in the coal mining industry is not merely an academic one, or one which arises from soul-searching curiosity. It is a question involving pragmatic ramifications, and the answers, or perhaps the public perception of the answers, will have a strong impact on the public policies which influence the course of meeting the Nation's future energy demands. Those of us in the coal industry are keenly aware of the significant impact of the public reaction -- in the form of the 1969 Health and Safety Act -- to -past performance of the coal industry which it found unacceptable. That Act was revolutionary -- and it was expensive. But in finding the industry's past performance unacceptable, the public also recognized its own contributory role through having enjoyed a "buyer's market" forced on a highly competitive industry. One result was to limit the industry's resources and restrict its ability for self-improvement of its safety performance. In acknowledgement of that role, the public picked up the tab for Black Lung disability incurred prior to that time.

Slurry technology developed for the marine transport of mineral commodities has been increasingly applied to on-shore slurry transport systems. Reclaim of mineral concentrates, sand tailings for mine backfill and various industrial minerals from storage tanks or ponds normally require a slurry of high density at constant flow rates to improve process performance and to reduce handling costs. An efficient system must accomplish this at minimum capital costs with maximum reliability. Continuing improvements in equipment design to improve repulping efficiency and their application are discussed.

The idea that fragmentation for mineral processing results from some tradeoff between increased drilling and blasting and increased load on the primary crusher is well known. In a previous paper (Lundquist and Konya, 1963) the authors reported on the results of a laboratory scale study which attempted to quantify this tradeoff in energy terms. If we look only at the production of new surface area, blasting is 1700 times as energy efficient as crushing. On an energy cost basis, crushing is 57 times as expensive per unit surface produced as blasting with dynamite and more than 700 times as expensive as blasting with ANFO. The comminution process at an open pit operation starts with the drilling of blast holes and ends after the material has gone through the fine grind circuit. Operators usually break the process into several separate operations and do their cost analysis based on this approach. Often drilling and blasting is considered as one system and crushing and grinding are considered as one or two separate and independent systems. Operators will independently optimize each system. The cost for the drilling and blasting system is obvious in operations which use contract drillers to do the drilling and either contract the blasting to a distributor or do the blasting themselves. The cost of rock breaking in this manner is readily available since the contract driller will supply a monthly drilling cost to the operation and either the distributor who is contracting the blasting or the distributor who is supplying the powder to the blasting operation will also supply a monthly billing. In either case, the costs can easily be seen on a monthly or per ton basis. They are not difficult to compute even when drilling and blasting are done entirely in-house.

Mountain Pass, California is located 96 km southwest of Las Vegas, Nevada, and has an exposed surface orebody within view of Interstate Highway 15. Mineral prospecting in this region dates back to about 1860 followed by the discovery and subsequent mining (1870-1895) of silver bearing veins on the north slope of nearby Clark Mountain. In contrast to the four lane divided interstate highway of today, all supplies needed for mining during this early history were transported by wagons from San Bernardino which is 320 km west. Many small lead mines were active in the area during 1917-20, and a small gold mine operated in 1941-42 within 100 m of the orebody presently being worked. In 1949 two prospectors searching for uranium with a Geiger counter discovered a radioactive vein outcrop at Mountain Pass. Further investigation revealed the presence of a large amount of a light-brown, heavy mineral to a depth of about 2 m. A sample of this unidentified mineral was submitted to the Boulder City, Nevada, U.S. Bureau of Mines where a spectroscope examination shoved high level rare earth oxides, carbon dioxide, and fluorine. These results indicated the mineral was bastnasite.
