Your thoughts on the current status of the global minerals industries? The global economic, technological, social and political changes of the last two decades of the 20th century resulted in the emergence of a restructured minerals industry. This industry is now based on a new cost-cutting philosophy; utilization of modern technology; productivity gains rather than production tonnages; diversification of mineral markets; and globalization of exploration, mining and processing. Quantity and tons used to be the focus. The emphasis today is on remaining competitive in the marketplace by lowering per-unit production costs as much as possible. What factors and trends will impact the minerals industries in this, the 21st century? A number of parameters will impact minerals operations and shape the future sustainability and growth of the minerals industries. Increased demand for minerals will be accompanied by the demand for technical advancements. We will also see a continued emphasis on health and safety, environmental stewardship, and education and training. Let me elaborate.

Design of an open pit backfill requires an understanding of highly varied processes including slope stability, hydrogeology, pit lake chemistry, climate, runoff, and mine waste behavior. Dynamic systems modeling (DSM) provides flexibility to the designers of open pit backfill, allowing them to directly integrate many different physical processes and varying levels of complexity. DSM also provides for the efficient application of uncertainty analysis to define a range of possible results, the sensitivity of the results to uncertainties in model inputs, and the value of additional data. This paper presents the results of an analysis using DSM to evaluate a pit backfill design at an Arizona mine. The objective of the partial backfill was to stabilize an active slope that threatened facilities adjacent to the pit. DSM was used, in part, to develop a pit lake water balance model for evaluating the influence of the backfill on the ability of the pit to maintain passive hydraulic containment of groundwater and surface water inflows and for evaluating costs for various backfill scenarios.

Mineral extraction activities in the deep sea will expose the local fauna to potentially toxic compounds. However, very few data are currently available on the complex ecotoxicological risks to deep-sea fauna from the potential release of heavy metals, trace metals and Rare Earth Elements (REEs). Nonetheless, this is key information essential to support the regulation of industrial activities in the deep sea. One of the fundamental issues that the MIDAS project will address consists in exploring the concept of whether the existing toxicity test protocols and limits established in shallow-water species are applicable to deep-sea mining. We will detail the specific challenges to recommending exposure limits within the deep sea and show preliminary results of comparative toxicity tests in the shallow-water and in the deep-sea environment.

Recent accidents in the United States underground Coal Mines and the on-going carnage in Underground Chinese Coal Mines has shown the danger associated with the lack of communication infrastructures in an underground environment. The US Mine Safety and Health Administration (MSHA) have introduced legislation that states all Underground Coal Mines must have two-way voice and personnel tracking capabilities by 2009. If Coal Mining companies are being forced to deal with this problem Tunneling Companies will not be far behind. This paper will examine current practices and best case technology to deal with these issues.

Editor's note: This is the first of two articles on maintenance. Part two, "Effective maintenance downsizing techniques," will appear in the October issue of MINING ENGINEERING. Most mine managers are aware that the cost of maintenance rarely goes down unless work is done less often and with fewer people. Fewer people translates into downsizing and seldom means making maintenance more efficient. Even so, mines that have struggled unsuccessfully to improve maintenance and are now pressed to reduce maintenance costs may opt for downsizing. On the other hand, mines with an immediate need to reduce costs may be forced to downsize because they cannot wait for needed improvements to take effect. This can be bad news for maintenance. In any case, the mine must downsize correctly to ensure effective maintenance is sustained.

The most frequent causes of accidental injury and fatality are carelessness and ignorance; and the most common accidents are haulage accidents, fall, drowning, and fire. However, in this modern day and age, severe injury has become the dire consequence of an ever-increasing number of industrial and mining accidents as well as sport-, military- , etc. Mine accidents have declined dramatically in number and severity through decades of research, technology, and preventive programs. However, preventing recurrence of disasters like those of the past remains a top priority requiring constant vigilance by management, labor, and government. The goal of the present research is to investigate and identify root causes associated with types of mining accidents (victim being caught by an equipment, bodily motion, over exertion, etc) and nature of injuries such as (sprain and strains, fracture, dislocation, amputation, etc). Further, we hope to discover the impetus of the root causes occurring more and more often in this modern day of technology and quality awareness. With the different dimensions of accidents and injuries brought into the fold, there is the need for researchers and mining operators to comprehend and better still visualize significant patterns of associations among these variables of interest. We assume that, there is a high correlation between many dimensions of nature of injuries and types of accidents. This suggested a principal component analysis to reduce the dimensions for easy and amenable interpretation.

The 112th Annual National Western Mining Conference (NWMC) hosted by the Colorado Mining Association (CMA) drew some political heavyweights, if by voice only, into the fray of two of the hottest topics that the mining industry is currently facing ? climate change and the new energy economy. A changing political landscape in Colorado, as well as in Washington D.C., has given rise to questions about the economic future of the United States and the mining industry?s role in that future. While there has been a recent push away from traditional energy sources to a ?new energy economy? that is rich in renewable energy sources such as wind and solar, the NWMC?s agenda emphasized the role that minerals will play in new energy technologies. The conference was also full of talks about the industry?s role in reducing the United States? reliance on foreign oil and other mineral commodities. To that end, an impressive lineup of speakers were invited to attend the three-day conference Feb. 8-11, in Denver, CO. Unfortunately, Mother Nature had other plans and three of the four headliners, including Denver?s mayor and Democratic candidate for governor of Colorado, John Hickenlooper, were unable to get to the conference because of a massive blizzard on the East Coast locked them in Washington, D.C. However, with modern technology, a full auditorium heard presentations from Hickenlooper, National Mining Association (NMA) president and chief executive officer Hal Quinn and Glenn Kelly, vice president, government affairs for NMA. Republican candidate for governor of Colorado, Scott McInnis, did speak to the crowd in person.

Introduction US dependence on external energy sources is dangerous because of unstable political situations existing in key energy exporting countries. So, recent national energy policies call for increased reliance on domestic energy sources. Coal ranks as the most feasible domestic energy source due to its abundant reserves and continental distribution. But to efficiently extract these coal reserves, huge sums of capital funds are needed. Due to the depressed economy, lenders of capital funds are forced to be more stringent with loan applications. This results in fewer loans granted. In many cases, it is uncertain if funding can be obtained. Furthermore, the greatest level of domestic mine financing is expected to be in the coal sector. Demand for capital in the domestic coal industry is anticipated to increase 80% by 1990. The Chase Manhattan Bank in New York warns that these future needs cannot be met by the present capital markets. This article analyzes the current and expected situations of the capital markets available to the domestic coal industry, including: • current and expected future types of financing used in the domestic coal industry; • problems the domestic coal industry may encounter as it seeks capital; and • the future availability of capital funds as concluded from analysis of the first two items. Background Information Regardless of industry, all projects or ventures can be divided into four basic stages: generation; evaluation; selection; and execution. Within the mining industry, one can break down these stages to draw a clear picture of mine development, as shown in Fig. 1. Each successive stage has a corresponding risk level. This risk level defines the type of financing available to the mine operator. Mining Venture Risks A coal mining venture can be characterized by its unique blend of technical and financial risk. As the mine moves through different development stages, varying proportions of each of these risks are encountered. It is these risks that the lender evaluates to determine project suitability. For a coal mining venture, the major complexities generally occur with the technical risk. These include: • quantifying the coal reserves: • assessing the feasibility of the mining method; and • evaluating the design of the wash plant. The reserve risk is gauged by the amount of measured, mineable, and saleable reserves. The greater the latter amounts, the lower the risk. Secure title to the reserves plus title for any surface areas required are also of concern to the banker. Carbonaceous material (CM) from ores of varying preg-robbing activity from Barrick Goldstrike Mines Inc. (BGMI), Nevada, was characterized in terms of its functional group content, hydrocarbon content, elemental composition, and humic acid content. FT-IR analyses showed neither the presence of hydrocarbons nor of carboxylic, phenolic, or sulfhydrol functionalities. FT-IR bands present included C=C stretching in aromatic rings and C-O-C stretching, indicating presence of oxygen as ether linkages in the carbon matrix. Calculated atomic oxygen to carbon (O/C) ratios did not reveal a trend between maturity of CM and preg-robbing behavior, possibly due to low resolution of electron microprobe analysis. However, the atomic O/C ratios agree with other chemical analysis, indicating that the organic carbon is very mature, similar to or higher in grade than anthracite coal.

Economically favored Cr and Cu leaching out process from spent power plant fly ash (PPFA) had been investigated. PPFA, bearing of C, S, V, Ni, Cu and Cr, has been widely used as an assistant fuel in cement industry. Recent environmental regulation in S. Korea prohibits using PPFA as a fuel. Many researchers have also studied on extraction V and Ni from PPFA. Due to low concentration of V and Ni, 2% and 1%, respectively, economical and environmental friendly process could not be found. In this study, Cu and Cr have been removed in an economical way and which satisfied with KS Extraction Test. The rest unburned carbon, V2O5 and NiO2 in residue were found to be applicable for indoor and outdoor colored bricks or deodorant panel. Various parameters such as pH, lixiviates and time on leaching behavior were investigated in order to leach Cr and Cu remaining C, V and Ni. The West Elk Mine is located near Somerset, Colorado approximately 70 miles southeast of Grand Junction, Colorado and 72 miles southwest of Glenwood Springs, Colorado on state highway 133 (Figure 1). The West Elk Mine was opened January 20, 1982 as the Mount Gunnison #1 Mine operated by the West Elk Coal Company, a division of ARCO Coal. In the early 1990?s ARCO changed the mine name to West Elk Mine and the operating company was renamed Mountain Coal Company. Arch Coal, Inc. purchased the West Elk Mine in 1998. West Elk Mine has produced coal from three different seams. Coal was first mined from the F Seam, the upper most seam in the stratigraphic sequence, from 1982 through 1991. Coal was produced from the B Seam, the lower most seam, starting with continuous miners in 1991 and transitioning to longwall mining in 1992and continued on through October 2008. The development of the E Seam, which is the middle seam in the stratigraphic column, started in 2004 with longwall production commencing in 2008. The ventilation conversion from exhausting to forcing for the E Seam portion of the West Elk Mine was implemented in late October 2009.

Mining data collection, storage, and interpretation methods have progressively changed over time. Data collection, for the most part, has transitioned from handwritten notes and logs based on manual gauge readings to real-time data streaming through instrumentation capable of directly communicating with site-based data historians or cloud storage. Data collection and storage have had to adjust commensurately with the volume of data, leading to more complex database architecture. Geoscience interpretation methods have also changed; however, the first goals of modeling and understandings from first principles remain the same and are typically deeply rooted in historical academic work. Machine learning methods are becoming more common, available, and implemented by industry and practitioners. Despite the wide accessibility of machine learning methods, the population of geoscience subject matter experts in the underlying theory of this analysis type is limited. This form of analysis, therefore, must be conducted carefully and in conjunction with subject matter experts, on both machine learning theory and the field it is being applied to. This paper aims to provide background history on data analytics and machine learning, current methods and practices, and high-level geoscience case study examples, as well as take aways regarding the mining industry, potential pitfalls specific to geosciences, and possible perspectives on the direction of artificial intelligence in the future.

Editor’s note: Mining companies doing business in Central Asia, and parts of the developing world, should look for ways to promote community development through the introduction of appropriate technology. This article should be of interest to SME members. It shows sustainable development type projects need not be massive or expensive. Smaller, utilitarian projects are equally valuable to developing communities as they seek to develop their own economic and social infrastructures. Joint Development Associates International (JDA) began humanitarian relief and community development in Central Asia in 1992, following the collapse of the former Soviet Union. Appropriate technology has played an important role in the company’s efforts to assist those segments of society that are most vulnerable to poverty and disease.

Annual fish monitoring of the Red River, NM from the town of Red River to downstream of Questa, NM has been conducted since 1997. This long-term dataset, sponsored by the Chevron Mining Inc. Questa Mine provides an opportunity to evaluate the fish community response to natural phenomena, such as landslides and drought. Hydrothermal scars are present on drainages to the Red River, which can contribute large quantities of sediment to the Red River during localized storm events. Sediment inputs from the hydrothermal scars result in decreased habitat and water quality conditions within the Red River. Landslides from the hydrothermal scars contributed large amounts of sediment to the Red River in the summers of 2002 and 2007. Resident trout populations in the Red River after summer 2002 were depressed at sites adjacent to and downstream of the hydrothermal scars. Resident trout populations had begun to recover by 2005 and 2006; however, after the summer 2007 landslide, the resident trout population was again drastically reduced. In fall 2007, 13 resident trout were collected from 11 sites in the approximately 23 km reach of the river, compared to 691 from the same 11 sites in fall 2006. Resident trout density and biomass has gradually increased since fall 2007, and flows have removed sediment from the study reach. A combination of increased sedimentation and decreased water quality were likely responsible for the decreased resident trout populations in the Red River. Drought and the lack of flushing flows appeared to exacerbate the problem of high sedimentation levels from 2001 to 2004. Climate models predict prolonged periods of drought and increased intensity of storm events, potentially resulting in less favorable conditions for the resident trout population of the Red River in this area.

Failures of tailings dams have been happening lately. Due to the lack of laws on particular design criteria and stability requirements related monitoring during construction and maintenance, they are thought to be more fragile than hydraulic dams. Monitoring the dam is therefore necessary to understand its current condition and guarantee its safety. The physical condition of the dam could be evaluated with the early identification of seepage. Additionally, due to their adaptability and capacity for high-resolution data collecting, UAVs are an excellent choice for efficiently covering the tailings dam site. UAVs may capture high-quality photos when equipped with a high-resolution RGB camera, thermal sensors, or multispectral sensors. When these sensors are paired with image processing and machine learning algorithms, the result is a reliable estimate of the dam condition.

Timber support of mine openings continues to be an effective system for ground support, due to its avail¬ability, flexibility, and ease of installation. Timber support of mine openings as a primary method to support loose rock has been replaced to a large extent by rockbolting and by filling systems. How¬ever, the many designs of square-set timber and varia¬tions of crib and stull support that have been developed to suit many stope configurations have proven reliable over many years of application. Integrated in modern excavation and stoping methods, timber remains an im¬portant ground support material for today's mines. ADVANTAGES AND DISADVANTAGES OF TIMBER SYSTEMS Timber, when used as a part of the total support system, is recognized for its unique support properties. More than a cover to prevent minor falls of ground, timber systems have been carefully designed to provide adequate support with sufficient compressive qualities to achieve a safe working environment in extremely diffi¬cult ground conditions. In some cases, a timber support method is designed to yield while retaining its protec¬tive support qualities. Little or no initial investment in equipment or plant is required for incorporating timber into the mining support system. Low cost cutoff saws and portable chain saws are sufficient equipment for effective use of dimen¬sioned (sawed) or round (stull) timber support. Until recently, small sawmills of various complexity were com¬mon at mine surface plants. Sawmills at the mine sites have generally been replaced by timber vendors' mills. Suppliers have been able to use efficient cutting and lumber handling methods to reduce the cost of mine timbers. Most suppliers will package dimensioned mine timber into bundles that are suitable for handling down mine shafts and on level conveyances. The principal disadvantage of timber as a support method is higher material cost and labor cost associated with its labor-intensive installation. Furthermore, stand¬ing timber reserves of mine quality wood are in short supply in some areas, and heavy competition exists for alternative uses of the timber supplies. Vendors are reluctant to supply large cross section dimension tim¬bers relatively free of defects. Some mine operations require 4.8-m (16-ft) lengths of firm timber over 0.09 m2 (144 sq in.) in section and these are difficult to obtain in large quantities. APPLICATION OF TIMBER FOR MINE SUPPORTS Timber used in mine support has been cut from many species of trees. A firm hardwood with physical properties similar to western Douglas fir has been pre¬ferred in the US. Other harder and softer woods, how¬ever, have been used when readily available or where the specific strength or crushing quality of the wood is a desired specification of the support system design. Hard¬ wood, commonly oak, has been used where maximum crushing resistance is required. Mahogany and fir are widely used for shaft guide timber. Normally, timber is used with its core axis parallel to the long axis of the timber dimension. However, in some cases, it is placed normal to its core in a "butt" log position, so as to provide maximum resistance to abrasion of the ore passage adjacent to the cut end of the block. By selective placement of timber block¬ing, controlled resistance to ground closure can be achieved which will prevent early failure of primary sup¬port members of the timber structure. Timber is widely used in modern mining operations as a construction member for chute-lip support. These designs are tailored to each operation to conform to the dimensions of the haulage equipment being used. As a construction material, wood requires none of the spe¬cial equipment necessary for placement of concrete or steel support. Placement of these alternate support ma¬terials requires carefully dimensioned and engineered excavation for their installation. Wood can be easily sawed to fit on location. The successful use of timber in heavy ground de¬pends on the careful and accurate placement of block¬ing and bracing to achieve the controlled yielding re¬sistance needed to support the mine opening. Similarly, frequency, size, and placement of top and bottom block¬ing stulls in flat-bedded deposits are carefully determined to provide adequate support at the mining face. Con¬trolled caving through failure of the stulls may be required as the scope retreats from the earlier mined-out sections. The support program must achieve both of these dimensionless qualities by specification of stull frequency and size. The utility of the square set-system of ground sup¬port and timber support is described in Chap. 2, re¬printed from US Bureau of Mines Information Circular 6691. Four examples of effective use of timber for support of stoping and other mine openings are pre¬sented in other chapters in this section. The Gilman mine's use of Mitchell slice stoping described in Chap. 3 is an early modification of the square-set mining system. This application proved reli¬able for heavy ground and overcame some of the dis¬advantages of conventional square-set timber. Chap. 4 describes the Burgin mine's use of timber with other reinforcement material. This combination of materials achieved high strength and control with yielding com¬ponent members necessary for heavy, squeezing ground. Chap. 5 describes the Bunker Hill mine's use of square¬set timber in a new configuration that provides an effi¬cient and safe support for stoping using small load¬haul-dump (LHD) mobile equipment. The MTA in conjunction with LIRR, are in the process of expanding one of the largest commuter railroads in the country, with over 260,000 passengers a day. The LIRR, which provides 700 passenger trains every 24 hours, can?t continue on the present growth course as a joint tenant in Penn Station with Amtrak and NJT. For this reason, in conjunction with the fact that over 53% of LIRR?s current riders into Penn Station are ultimately bound for the East Side of Manhattan opening, have created the need for the expansion of the LIRR. The complete expansion will cost approximately 6.3 billion dollars and all of the contracts are to be completed by 2013.

The Camp Dresser & McKee (CDM) has been retained by the Sacramento Regional County Sanitation District (SRCSD) to design the Mather Interceptor, a portion of the South Interceptor and Mather Interceptor program. The Mather Interceptor consists of 14,667 feet of 54 to 72 inch gravity interceptor. Approximately 90 percent of the alignment will be constructed via tunneling. Cobbles and boulders in a sand/gravel matrix dominate the ground conditions combined with seasonal perched groundwater table at some of the deeper reaches of the alignment, impacting design consideration. This paper will present the results of a comprehensive geotechnical investigation conducted for this project and in-depth technical evaluation of various trenchless techniques feasible for tunneling in the cobble and boulder laden formations of this project. This paper will also present the risks and issues of the design alternatives and selection criteria.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

Seven pairs of drop and ventilation shafts, between two and nine feet in diameter, will convey combined sewer flow to a 230-foot-deep, 26-foot diameter storage tunnel. This paper will present case histories for each site. Discussion will include functional requirements, program and site access constraints, structural design, geology, the variety of excavation and lining construction methods used, and lessons learned. Noteworthy observations include the importance of assuring competent ground sup-port at the soil-bedrock interface and of achieving tight verticality tolerance using both top-down and raise bore excavation methods.
