Monitoring and control of conventional industrial wet grinding circuits is conceptually straightforward. However, since production objectives and operating constraints can vary widely from plant to plant, there is probably no single overall grinding circuit control strategy which is "best" in all cases; in-variably some compromise is necessary between performance desired under ideal conditions and performance achievable in practice. The recent advent of relatively low cost, reliable, high speed small computer systems is revolutionizing daily operations in increasing numbers of metallurgical processing plants. Of special power and capability is a hierarchical computer network like that currently in use at the Pinto Valley Operations of the Cities Service Company. Several satellite processors for key plant areas communicate with a master computer operating under a powerful multitasking real-time operating system. Hardware and software structure is such that downtime on one of the processors -including the master -does not have a major impact on overall system operation. Admittedly, the powerful, core efficient table driven satellite software, which handles process/computer communication, calculation of nonmeasured process variables, and basic Direct Digital Control functions, is difficult to modify. However, important high level process monitoring, report preparation, graphic display, and supervisory control functions -including economic optimization -can be implemented by project engineers at the plant site. Thus, for example, new control strategies can be quickly examined and rapidly evaluated. Such computer monitoring capability also permits use of short duration process pulse tests for approximate dynamic modeling and rapid calculation of controller tuning constants for single loop dominant systems. Following a brief back-ground discussion of the Pinto Valley Project, we present some of the more interesting results and conclusions of our work over the past year.

The president and US Secretary of the Interior Bruce Babbitt continue to bypass Congress in their efforts leave an environmental legacy when they leave office in a year. So the mining industry must take its case to the public. And the public seems willing to listen if the industry is willing to tell its story, according to US Rep. Chris Cannon (R-UT). Cannon was one of the keynote speakers at the105th meeting of the Northwest Mining Association, in Spokane, WA. The conference, held in early December, attracted about 2,400 people and more than 200 exhibitors

Tunnel boring machine (TBM) tunneling is an ever-increasing prospect for underground construction, and, with each new tunnel bored, there are unknown elements. When boring through the earth, even extensive geotechnical baseline reports can miss fault lines, water inflows, squeezing ground, rock bursting and other types of extreme conditions. This article draws on the consider-able field service experience within Robbins to analyze successful methods of dealing with the most challenging conditions encountered. Many tunnel projects are located in areas with relatively poor access along the tunnel alignment and bored under extremely high overburden. These two factors often result in limited geological information. It would be reason-able to state that the deeper the tunnel, the greater the lev-el of uncertainties. When faced with these uncertainties everyone involved with the project including the owner, the contractor and the machine supplier must be prepared to tackle geological surprises. This article describes the problematic geological conditions and associated difficulties faced on three separate projects and the measures that were taken to overcome these difficulties.

"In 2015, the estimated value of nonfuel mineral production in the United States decreased by 3 percent from that in 2014 (Table 1), mainly as a result of decreased metal and metallic mineral prices, especially iron ore, copper and precious metals. Lower metal prices were attributed to decreased consumption, especially in China and increased global inventories. Several U.S. metal mines were idled in 2015, including the only U.S. rare earths mine at Mountain Pass, CA. Downstream processors also were affected, with smelters and refiners either shutting down or idling production lines. Increases, however, took place in the value and quantity of production of industrial minerals, especially those used in the construction sector, including cement, construction sand and gravel and crushed stone. Trends in mineral-related sectors of the domestic economy, except for iron and steel manufacturing, aluminum manufacturing, coal mining and metals mining, all experienced growth (Table 2).Discussion of mine production is frequently segmented according to the type of materials produced within the broad categories of metals and industrial minerals (also known as nonmetallic minerals). Industrial minerals can be further subdivided as construction aggregates and other industrial minerals. Metals tend to have higher unit values but very low production quantities compared with those of industrial minerals, which have higher production quantities but are lower-valued materials, such as crushed stone or construction sand and gravel. Therefore, for discussion and analysis of the performance of the nonfuel minerals industry, the value of production is used rather than the tonnage produced. Tonnages of construction aggregates are orders of magnitude larger than those for most other mineral commodities thus making direct comparisons based on weight meaningless (Fig. 1).Mineral industry performanceThe estimated value of domestic nonfuel mineral production, including metals ($26.6 billion) and industrial minerals ($51.7 billion), in 2015 declined to a total of $78.3 billion, from $80.8 billion in 2014 (Table 1). However, as shown in Fig. 2, minerals remained fundamental to the United States economy, contributing to the real gross domestic product at several levels, including mining, processing and manufacturing finished products. Net exports of mineral raw materials and old scrap were $14.4 billion. Domestic raw materials, along with domestically recycled materials, were used to produce mineral materials worth $630 billion. These mineral materials, including aluminum, brick, copper, fertilizers and steel, and net imports of processed materials (worth about $32 billion) were, in turn, consumed by downstream industries with a value added to the gross domestic product estimated to be $2,490 billion."

Titanium is a metal of increasing worldwide strategic importance. The Center for Advanced Mineral and Metallurgical Processing (CAMP) at Montana Tech of the University of Montana is currently directing two titanium research initiatives. The first program, Titanium Extraction Mining and Process Engineering Initiative (TEMPER), is focused on producing low cost titanium through the identification and development of new mining, beneficiation and extraction technologies which will significantly reduce the cost of titanium production. This will directly benefit worldwide commercial applications. Secondly, CAMP is evaluating new technologies for fabrication of titanium utilizing the Free Form Titanium Fabrication (FFTF) initiative. These technologies may drastically reduce the cost and time to manufacture titanium components. Because of the high strength to weight ratio of titanium coupled with its superior corrosion characteristics, these programs will be of vital importance to expanding the commercial and strategic applications of titanium. An overview of these two new titanium initiatives will be presented in this paper.

The Minnesota Department of Transportation is constructing a stormwater storage facility (SSF) along Interstate 35W (I35W) south of downtown Minneapolis, MN. The project will provide storm surge capacity reducing the frequency with which major precipitation events result in flooding of I35W. The design consists of six, 42-foot diameter, 90-foot deep, adjacent underground shafts providing 14.7-acre feet of storage. Construction challenges include high groundwater with variable glacial outwash deposits. Constructability and ground variability were managed using construction manager general contractor (CMGC) project delivery. CMGC provides an environment for collaboration and innovation starting in the design phase and carrying through construction. This paper provides an overview of key efficiencies and collaboration examples implemented on the I35WSSF project which were aided by CMGC delivery.

Glenrock, WY is underlain by two abondoned coal mines. Subsidence events have been recorded over the years, with the frequency increasing in recent years. As part of Wyoming's Abondoned Wins Lands Program, investigations including mining history/methods/mappings, subsurface drilling and material site searches were performed. Portions of the mines less than eighty feet from the surface, were identified as probable for subsidence. Subsidence control by hydraulic backfill was selected. Design included search and injection boreholes, water supply from the mines and the slurry mixing, transport and injection system. Injection system performance and backfill success is king monitored during construction.

Cement in 1975 indeed did operate in an unfriendly environment. World recession, escalating costs, fuel crises, reduced product demand . . . . all led to market conditions detrimental to industry profit margins and investment re turns. During the year plant utilizations fell, break-even points were raised, and competitive moves introduced to move built up inventory levels. A number of cement plants were temporarily taken out of production to help alleviate specific situations. Meanwhile, under resultant financial pressure, several companies omitted dividend payments, changed their top executives, and reorganized and reduced staff overheads. It was a difficult year for cement, yet a much more ominous note was sounded in permanent plant closings. Four more cement operations were shut down in 1975; to date in 1976 we know for sure of three additional plant closings, while rumour has it that at least one more may not be in production by year-end. The somber feature is found within the descriptions of the closed facilities, and in the stated reasons for their being taken out of cement manufacture.

Section 15 covers a loose collection of topics that involve water in some way. The chapters in this section include Dredge and Placer Mining (Chapter 15.1), Solution Mining: Surface Techniques (Chapter 15.2), and Solution Mining: In Situ Techniques (Chapter 15.3). The dredge and placer systems involve water in several forms. The segment on hydraulicking or hydrosluicing discusses the use of monitors to direct high-pressure water jets to move material. As such, this represents an alternative to mechanical breakage, loading, and hauling. This chapter also covers placer mining (except dry placering) where the water provides the medium that promotes the separation of minerals based on their density and other settling characteristics. Thus placer mining is generally limited to concentration of gold, tin ore, diamonds, and other heavy minerals that are already liberated and are contained in a less dense matrix. The third topic, straight forward dredging, as in sand and gravel operations, involves water only in an incidental way. Here water simply covers the minerals of interest. Thus the dredging system need only lift a payload from the submerged location to the surface for further processing or handling

Earl C. Herkenhoff Publication of the article "The Flotation Behavior of Digested Asphalt Ridge Tar Sands" by R.J. Smith and J.D. Miller has confirmed and again spotlighted a most significant and important development in the field of tar sand and heavy oil mining. This is the ability to recover 95 % of the bitumen in dry tar sands by a hot water process. The initial investigation by Miller and Sepulveda in early 1978, "Separation of Bitumen from Dry Tar Sands," was the first blockbuter. It is disappointing that there has been so little scientific and industry ackowledgement that the authors laid to rest the long entrenched belief that the sand grains had to be "water wetted" for a hot water process to be applicable. Dr. Miller and his researchers at the University of Utah used slightly different mineral dressing terminology in describing their process but it is essentially the old, established technique of high solids attrition scrubbing at elevated temperatures with a conditioner or modifier, followed by dilution and froth flotation. Similar techniques were described in detail for other nonmetallic minerals in the mid-1940s by Stuart Falconer of American Cyanamid Co. The authors used a 15-minute "scrub" period (or in their terminology "digester step") at 73% solids and 95°C (203°F) in a 0.3 m solution of sodium carbonate -about 4 kg/t (8 lb per st) of tar sand. Flotation was at 10% solids. Obviously, the scrub is an expensive step with respect to energy input but the high recovery of bitumen appears to justify it. Two basic questions then arise: • What are the effects of shorter scrubbing time, lower temperature, and less sodium carbonate? • Would a two-stage approach be advantageous? That is, could you get the major proportion of the bitumen with a mild scrub and apply the high power and temperature only to the refractory portion? These variables should be evaluated. Apparently, all results were only for rougher flotation. What would the grade and recovery of bitumen be if multiple cleaner flotation steps were employed? We must concede that a 60-62% grade of bitumen leaves considerable room for upgrading. Finally, it should be noted by all executives who approve funds for heavy oil recovery schemes, most of which are variations of in-situ methods, that mining can yield a 95% recovery of bitumen. That is correct, 95%. Imagine what that does to the total barrels recovered from a heavy oil resource compared with the scrawny 30-35% maximum recovery we are getting now. Miller We, too, share Mr. Herkenhoff s enthusiasm for the mining of tar sands-heavy oil and continue the development of related processing technology. Specifically, it will be noted that by appropriate control of bitumen viscosity in the feed (probably the most important variable for successful separation) the recovery can be accomplished at low digestion temperature and low addition of alkali. A 91 t/d (100 stpd) pilot plant based on our technology is now being operated by Enercor in Salt Lake City (Hatfield, Oblad, and Miller, 1982). In these same pilot facilities, rougher concentrates containing more than 80% bitumen on a dry basis are being produced from Asphalt Ridge Feed. However, the processing of certain other tar sands results in incomplete digestion of bitumen/sand aggregates as discussed elsewhere (Miller and Misra, 1982). Such undigested aggregates are shown in Fig. 1. In this regard, it is intended that a recycle stream will be installed in the pilot plant to provide for redigestion of middling products. Some of the members will probably ask themselves what close relationship exists between hydro-metallurgy and a wet scrubber, but we are sure that as soon as deeper thought is given to the matter it will be realised how vital scrubbing, operations are in metallurgical plants. In ordinary metallurgical installations or pyro-metallurgical processes ore concentrates are first of all shifted from place to place and dust is created. In other cases the ores or concentrates are crushed or dried or roasted, and in each one of these operations dust and fumes, are created. All suspended particles and fumes originating from the abovementioned conditions not only, in many instances, provide health hazards which disrupt production and endanger the personnel in the plant, but also are the source of economic losses through extra maintenance and wear to moving machinery due to abrasion and corrosion. Further losses are incurred by the waste of fine, very often valuable, components. The Party who once said that in several metallurgical plants the bulk of the profits was discharged into the atmosphere by the stack wasn't stretching the truth. There is a place in Africa where a gold producing concern used to lose over 5 oz. of fine gold per day out of a total production of 3000 oz. per month. In another instance, copper concentrate going as high as 80% Cu was discharged into the atmosphere at the rate of 4 tons per day. Realising the value of removing and collecting solids and fumes created in metallurgical plants, a thorough study was made of the available plant and equipment offered on the market. Some units were found very efficient, but very expensive; some others also very efficient but with temperature and maintenance limitations. Some others were also efficient but prohibitive from the point of running costs.

INTRODUCTION Tunnels are commonly constructed in the very weak St. Peter sandstone in the Twin Cities area of Minnesota. Historically, core recovery in this weak sandstone was very small in the critical weaker strata resulting in little preconstruction information on the ground conditions. Improved core recovery techniques have been utilized for recent projects, allowing rock quality rating methods to be developed for the recovered core. Down-the-hole tests, and the use of combination ratings between different types of core data provide for more detailed characterization of ground conditions. THE ST. PETER SANDSTONE The 45 m thick St. Peter is an unusually pure quartz sandstone. It underlies all the Twin Cities area, except where it has been eroded by the present day Mississippi River or by pre-glacial rivers. It forms conspicuous steep bluffs along the Mississippi River where the upper Platteville limestone formation protects it from erosion. Where the Platteville formation is missing, the sandstone slopes are often more gentle. Natural case hardening of the exposed sandstone bluffs often forms a resistant crust and reduces sloughing. This case-hardened surface is not representative of the sandstone back from the bluff.

The Buick Concentrator is a highly automated operation which utilizes a process control system for continuous monitoring and control. The process control system development, installation, and application to the concentrator grinding and flotation circuits are presented in this paper. The design and implementation of analog field sensing instrumentation, a continuous on-stream X-ray analyzer, grinding and classfication circuit controls, and a recent digital process control system utilizing a centralized computer are discussed. Emphasis is placed on the project planning and installation of the digital control system including a presentation of future plans for continuing application of computer control.

Post-super-cycle mining executives must exploit every aspect of the value chain to deliver continued value to stakeholders. Integrating enterprise-wide information technology with value-chain-wide operational technology, known as IT-OT integration, is essential to extracting optimal results from the value chain. Mining companies trail other industries with respect to IT-OT integration across the value chain. Manual data consolidation and value chain optimization using spreadsheets and human intelligence are widespread practices within the industry. Increasing automation with smart devices and controllers means the volume and velocity of data will soon increase beyond human abilities. Enterprise Architecture provides a method for aligning information technology with the business operating model to successfully implement IT-OT integration. A Value Realization Framework (VRF) provides a means for predictable traceable value realization from IT investments and assets. With these principles, frameworks, models, methods, and techniques, mining organizations can accomplish IT-OT integration that provides their executives with a strategic value-chain-aligned platform for sustained value realization over the long term.

Business Process Improvement (“BPI”) Change to Survive “It is not the strongest of species that survive, nor the most intelligent, but the one most responsive to change.” [Charles Darwin] “If you want to understand something, try to change it.” [Kurt Lewin, social scientist] Many companies have tried one or more process management initiatives. Each effort may help develop a culture that is more receptive to change. Executive Management needs to be unwavering in support of change with systems and structures, staffing, development of people, measures, with incentives and rewards. General Electric developed principles for quality change management that are necessary for effective, continuing Business Process Improvement (BPI). Change Acceleration Process (“CAP”) One of the tools General Electric developed has been used successfully by companies around the world in a wide variety of industries. This tool, named Change Acceleration Process (“CAP”), is designed to improve acceptance of change. Acceptance is the method by which the creative energies of the workforce can be fully tapped. Over time, every employee receives CAP training at least once, and in many instances three (3) or four (4) times, and will work on one or more High Performance Teams. Thus, BPI can achieve and maintain its goals. Manganese alloys are important raw materials for steelmaking. However, selective mining of high-grade manganese ore resources has resulted in a scarcity of these high-grade Mn ores (Mn: >42; Mn/Fe: >5). The present research work is carried out to explore a new smelting reduction process to produce high-Mn/Fe syntheticMn ore from low-grade ferruginous manganese ores. Representative samples of low-grade ores (Mn: 25–30%; Mn/Fe: ~1) were collected and smelting reduction studies were carried out using variable smelting power (20–30 kWh), carbon rate (10–20% of ore) and slag basicity (0.1–0.3) to produce high-MnO slag and manganese pig iron. Studies have shown that different-grade high-MnO slags (MnO: 38.57–58.24%; Mn/Fe: >15) and manganese pigs (Mn: 5.16–24%) can be produced at optimum process conditions. The high-MnO slag can be used as synthetic ore for the ferroalloy production process. The developed process is capable to effectively segregate the iron and manganese in the metal and slag, respectively. The optimum Mn and Fe separation (>95%) was achieved by smelting of 10 kg Mn ore batch in a 50-kVA electric arc furnace using 30 kWh smelting power and 0.16 kg of coke. The slag basicity was maintained at 0.3 and the optimum slag SiO2 was ~30%. The studies indicated that the upgrading of low-grade ferruginous manganese ores is a promising solution for achieving high-Mn/Fe-ratio synthetic ores for ferroalloy production. It can help the manganese alloy industry to overcome challenges associated with the scarcity of high-Mn/Fe-ratio Mn ores and efficient utilization of low-grade resources.

Islais Creek Contract E, a transport/storage tunnel in San Francisco, was visited on a fieldtrip during construction by delegates to the 1995 RETC. This paper is a follow-up to that fieldtrip. The project’s two tunnels are 3.7 m and 3.2 m finished diameter, 155 m and 77 m long, respectively. The contractor used 1,000 overlapping jet grout columns to pre-treat the weak Bay Mud along the tunnel alignments, then mined them with an open faced tunnel shield, eliminating the need for compressed air tunneling. This paper documents the jet grouting program and the tunneling operation used on the project.

This paper focuses on remediation of a 3.6 km long water conveyance tunnel that suffered two large falls of ground (FoGs), one of which subsequently progressed to the ground surface, resulting in full collapse of the tunnel. The tunnel is part of a network of water conveyance tunnels and open channels that direct water into two turbines located in an underground powerhouse, originally constructed in the 1970s. At the time of construction, the tunnel was partially supported with shotcrete or rock bolts, with no further ground support added since construction. Two sonar surveys in 019 and 01 identied two adacent large FoGs in the tunnel, approimately 1.2 km from the tunnel outlet. Historical geological and geotechnical information indicated that the FoGs occurred within a 60 m wide fault zone. Remediation plans were developed, which included stabilization of the outlet channel, the portal, the tunnel leading up to the FoG areas (1.2 km length) and the FoG areas. Several remediation options were considered to restore the tunnel, including construction of a diversion tunnel to bypass the FoGs or remediation of the FoG areas with steel ribs and backlling the void above the FoGs to surface.

The increasing demand for coal and depletion of shallow depth reserves are pushing towards deeper mining. In deeper coal mines with multiseam workings, the problem of ventilation surges many folds primarily related to air quantity requirement, heat, humidity and spontaneous heating/fire in goaved (gobbed) out areas. The paper describes the design of a new approach to improve the ventilation system of a real-life deep underground coal mine with multiseam workings. For this, the ventilation problem of one deep underground coal mine 6&7 pits Bhutgoria Amalgamated Colliery of Tata Steel Ltd. with multiseam workings has been studied in detail to determine an appropriate solution. A ventilation survey of the mine and computer simulation of the ventilation network has been carried out to reach a practical solution. Ventilation survey results have been analysed to develop a representative ventilation network of the mine for both qualitative and quantitative analysis. Further, computer simulation of the ventilation network of the mine has been performed to virtually verify the application of a highcapacity booster fan in the present ventilation circuit without disturbing the vulnerable areas. Field validation is also carried out after the implementation of the solution in the mine to determine its efficacy. Thus, the findings of this paper can be directly applied for the installation of booster fans to achieve the required air quantity in deep underground coal mines with multiseam workings having spontaneous combustion liabilities of upper seam goaved out areas.
