In spite of our deep conviction that it would be wrong for the United States to enter World War II, when, after Pearl Harbor, we were actually in it, I felt that I must do all I could to help. The country had been so good to me that I could not decently stay on the sidelines. My first thought was that I might help with supply and administration in the Air Force, as in World War I. So on the evening of Pearl Harbor I wired the chief of our Air Force in Washington saying that I had been on Gen. William Mitchell's staff in World War I and was offering my services again. I received a noncommital answer, but after a couple of weeks was told to take my physical examination. I passed it, but nothing further happened. After helping to make plans for the wartime operations of Summit King and Desert Silver, Dorothy and I went to New York to spend Christmas with Molly and Peter, both of whom were in college in the East. I had to complete a report on the Argonaut mine in California first, though the war made my recommendations of dubious validity. Before Christmas I received wires from Temple Bridgeman, Phil Wilson, and other friends who had taken positions with government agencies responsible for securing mineral products needed for war use. They urged me to join them. It was evidently a case of not whether but how I could be most useful. After six uncertain days with the family in New York I took the night train to Washington on the 28th of December. I had a hectic day there. First I saw Arthur Bunker and Phil Wilson at what became the Aluminum and Magnesium Division of the War Production Board. Their office was in an old converted barracks. As with the slogans of Madison Avenue, catch words or phrases frequently become topical. Much is heard these days of the confrontation between governments of developing countries and international mining capital. In actual fact, sadly there are too few cases of anything as positive as confrontation because such an action at least signifies a dialogue which may begin badly but end up fruitfully. Instead we have in general a climate of indifference and fear with the mining companies of note marking off most of the developing world as being unsafe for investment. There is an unreal air to this damaging impasse. The common sense and objectivity which are prerequisites of positive action are lost in a swirling cloud of mythology, embraced largely by governments. Let us examine some of the dangerous misconceptions.

In different nonferrous metal-producing industry sectors, the impurity element iron has to be removed from the process solution. Examples for the arising residues are jarosite or goethite precipitates from nickel or zinc production but also red mud from aluminum production. Regardless of environmental concerns, the material is landfilled in almost any case, although valuables such as indium, silver, nickel, or zinc are present in considerable amounts. Within the presented research, a low carbon dioxide emitting multi-metal recovery from such iron-containing residues by means of a selective chlorination extraction has been fundamentally evaluated by experiments but also by comprehensive thermodynamic calculations. The paper summarizes the thermodynamic fundamental concept exploited to separate the dominating iron matrix from the valuable elements and shows verification experiments in a lab size of several grams. Through thermodynamic calculations and smallscale experiments with pure metal oxides and sulfates, it has been proven that the metal chlorides AlCl3∙ 6H2O, FeCl3∙ 6H2O, and MgCl2∙ 6H2O are viable and effective reactants for chlorination. In trials with actual industrial iron precipitation residues from the zinc industry, especially, the use of MgCl2∙ 6H2O and FeCl3∙ 6H2O leads to high extraction rates for the investigated valuable metals Ag, Au, Bi, Cu, In, Pb, Sn, and Zn.

Hydraulic coal mining is being successfully practiced in China, U.S.S.R., Japan and Canada and in each country, excepting Japan where suitable sites are not available, the system is being expanded to either existing conventional mines or new mines. Productivity levels and economics at these mines are in all cases better than the productivities achieved in conventional mines in the same general localities. In the U.S.S.R. face productivities approaching 50 tons per man shift have been reported while in Canada the latest statistics show average face area productivity levels are in the region of 200 tons per man shift production monitor. In the United States hydraulic mining has not been actively pursued to the same degree and consequently there are no full scale hydraulic coal mines in operation or construction. Because many of the coal measures in the Western U.S.A. are generally somewhat similar to those being successfully hydraulic mined in Western Canada and parts of Siberia it is realistic to believe that successful hydraulic mines can be designed and developed in the Western U.S.A. Particularly if the vast technological base that already exists is used to improve on other people's ideas, systems, methods and equipment.

Introduction and Objective of This Paper Computerized open pit mine models* are more and more used today for feasi¬bility studies as well as for long range mine planning. In fact, using these models is becoming an enforced practice due to various reasons. One main reason is its capacity to evaluate several designs in a fraction of time required by manual effort. Another reason is the necessity to evaluate several. pit designs due to ever decreasing grade of the orebody and increasing financial risk due to smaller profitability margin. In spite of today's accepted use of computer models, very little guidelines are available which the average practitioner can follow either to choose or to build the type of model best suited for his need. Consequently, the objectives of this paper are: 1. To review the current state of the art in the computerized open pit mine models. 2. To provide some suggestions for model selection. 3. To share our experiences in developing a model for a highly irregular copper ore deposit (see Appendix).

Old mine workings are found throughout the Western United Sates on lands administered by the U.S. Bureau of Land Management, U.S. Forest Service and private lands. Some of these mine workings date back to the late 1800s. There may be as many as 100,000 sites on lands administered by the National Park Service, U.S. Forest Service and Bureau of Land Management. The U.S. Department of the Interior has worked with the U.S. Geological Survey, the U.S. Forest Service, the U.S. Environmental Protection Agency, and western state governments to identify and prioritize these sites on Bureau of Land Management, National Park Service and U.S. Forest Service administered lands. This presentation will discuss the accomplishments we have made to date to clean up inactive and abandoned mine sites, focusing primarily on lands administered by the Bureau of Land Management.

The Long Baseline Neutrino Facility Far Site at the Sanford Underground Research Facility in Lead, South Dakota will house four large detector tanks located in deep underground caverns. Construction of the supporting infrastructure required for this project is no complete including installation of a waste rock conveyance system and drill and blast excavation of several supporting drifts and chambers. This paper will discuss the design and construction of these pre-excavation and early works elements, and the overall project schedule as it closes in on commencement of cavern excavation activities.

Bastnaesite, a rare-earth fluocarbonate, was separated from associated calcite and barite gangue minerals in the Mountain Pass, CA rare-earth ore beneficiation plant by froth flotation using fatty acids (tall oil) collector, lignin sulfonate depressant and soda ash modifier after high-temperature (steam) conditioning with reagents. Starting with a feed grade of 7.6% REO, concentrates having a grade of 65% REO can be produced at a recovery of around 80%. A detailed investigation consisting of Hallimond tube microflotation experiments, bench-scale tests with a laboratory Denver flotation cell, and predesigned plant campaigns was made to delineate the underlying surface chemistry involved in this separation and to develop an alternate reagent scheme to enhance the selectivity of separation for this ore. Our results clearly demonstrate the superiority of alkyl hydroxamates to the conventional fatty acid collectors that were being used in the plant. Our study also indicates the possibility of achieving the desired selectivity with alkyl hydroxamates even at room temperature, thus obviating the need for steam conditioning. A critical review of the literature on rare-earth mineral flotation suggests the possibility of designing a more selective reagent combination for the beneficiation of Mountain Pass rare-earth ore, using a methodology based on ab initio molecular modeling computations.

The purpose of this talk is to report the answers to the-'two following questions: I. What unique services does the mining industry expect of mining and mineral processing engineers? II. What suggestions does industry offer to educators to help revamp curricula to meet the needs of a changing industry? As the result of many questionnaires filled out in person by presidents, managers, superintendents, chief engineers, metallurgists, and other responsible individuals in operations and management of large and small metal and nonmetallic mining companies in the U. S., and to some extent abroad, we now have some, specific answers to the above questions. Although answers to questionnaires continue to arrive at this writing (February 10) the volume already received is sufficient to clearly justify certain conclusions and observations. A copy of the tally of the first 117 questionnaires received accompanies this report, and I am certain that a compilation of additional questionnaire data will merely reinforce, the trends in thinking that have been' established thus far. "A selective chlorination process using cuprous chloride (CuCl) was investigated for producing high-grade chalcocite (Cu2S) from chalcopyrite (CuFeS2) feed. The chalcopyrite feed was reacted with CuCl in the presence or absence of sulfur (S) at temperatures between 900 and 1,100 K for five hours under an argon gas atmosphere. The experimental results indicate that iron (Fe) was selectively removed from the chalcopyrite feed as ferrous chloride (FeCl2) at 1,100K and the mass percentage of Fe thus decreased from 31.5 percent in the feed to less than 0.05 percent in the residue, under certain conditions. As a result, high-grade Cu2S was obtained from chalcopyrite in a single step. This new selective chlorination of chalcopyrite using CuCl as a chlorinating agent is therefore feasible for producing high-grade Cu2S.IntroductionCurrently, blister copper (Cu) is commercially produced from sulfide ores by pyrometallurgical methods. These methods entail matte smelting and converting, with the removal of iron (Fe) and sulfur (S) as slag — mainly Fe2SiO4 — and sulfur dioxide (SO2) gas, respectively.In the pyrometallurgical method, as shown in Fig. 1 (Schlesinger et al., 2011), Fe is removed through two steps at high temperatures of around 1,500 K to reduce the loss of Cu during slag formation. However, the slag still contains 1 to 8 percent Cu. Therefore, Cu in the slag is recovered by slag treatment processes, after which the concentration of Cu in the slag decreases to around 0.4 to 1.3 percent. Although Cu is recovered, the slag that had undergone the treatment processes is difficult to use as a feedstock for ironmaking owing to the small amount of Cu remaining in the slag (Schlesinger et al., 2011).In addition, large amounts of SO2 gas are generated by the oxidation of S in the current Cu production process. The SO2 gas generated is captured and used to produce sulfuric acid (H2SO4). However, despite the development of SO2 gas-capture technologies, the emission of SO2 gas is still a problem in terms of environmental considerations.Several studies had been carried out in the past to overcome the drawbacks of the current process. The extraction of Cu from sulfide ores using a chlorination process is one alternative that had been investigated by several researchers. Most chlorination processes used chlorine gas (Cl2) as a chlorinating agent at temperatures between 573 and 1,023 K under an inert atmosphere (Donaldson and Kershner, 1962; Olsen et al., 1973; Kumar, Li and Warren, 1985, 1987; Kanari et al., 1999; Kanari, Gaballah and Allain, 2001)."

The essential foundation upon which to build an effective marketing program in industrial minerals is the ability to produce competitively mineral products meeting precise customer specifications and to ship them promptly and on schedule. Without this prerequisite, all the other factors in a second marketing program-creative sales management, energetic solicitation, advertising, technical service, new products, etc.are without meaning. The primary image to be created in the mind of customers is that of the reliable and prompt supplier of mineral products at competitive prices and of standard, uniform quality. With this favorable image implanted, it becomes possible to integrate the other essential factors into a strong marketing program; and without this image, little can be accomplished. After having .made provision for the basic product ion position outlined, there are then two fundamental considerations in the design of a successful marketing program for industrial minerals. The first of these is that the number of potential customers for the typical industrial mineral product is, relatively small, and indeed compared to the number of customers for consumer products, the number is actually minute. The second consideration is that the customers for industrial minerals are manufacturers and producers rather than consumers. These two factors lead to a necessity that the marketing program be specifically and uniquely tailored to fit the individual mineral product to be sold and to conform to an existing pattern of distribution.

The addition of new data and corrections can be made under the control of a simple editing session. All programs for this system are written in FORTRAN and executabe "MACROS".. After the addition of new data, the whole file Is reinitialized to update the binary file and cross-reference tables. Updating the binary file involves rerunning the initializing program. The creation of graphic plots like cross sections and plan views is menu-driven from a terminal and very user-friendly. Small files containing not more than 10,000 entries (survey and assay points) are suitable for this setup, particularly for computers with less than 2 Megabytes of real and virtual memory. The largest file processed contained 35,000 lines of survey and assay information and required 4 megabytes of virtual memory. Working with this size file slows down the time for the creation of plots and cross sections. Another independent system is more akin to a financial type of data base. It was installed in one Anaconda mine as part of the operation's inventory, warehouse, day-pay payroll, and purchasing data bases. It is a highly hardware-dependent system, in particular, IBM's CICS/VS (Customer Information Control System/Virtual Storage). This is a true relational data base that optimizes storage requirements, supports online inquiry, update, data entry, and data security. While this system has been tested and proven in accounting applications, it requires programming expertice in PL/I and other CICS utility programs. It is well suited for huge data bases (like the 35,000 lines of data), but cumbersome for small engineering files.

Spontaneous heating of coal continues to present a health and safety hazard in underground coal mines. The influence of seam gas composition on gas flow dynamics and distribution characteristics in the active longwall goaf has not been studied in-depth, and corresponding effective proactive goaf inertization strategies for preventing potential spontaneous heating from occurring have limited investigation. To advance this knowledge, an 80-m-height goaf model was constructed and developed based on specific conditions of an Australian underground coal mine, and onsite gas monitoring data was collated to verify base model results, which allowed for various scenarios of seam gas composition to be simulated and investigated with confidence. This study involved modeling five different gas composition scenarios for the goaf atmosphere, namely, 100% CO2 (case 1), 80% CO2 and 20% CH4 (case 2), 50% CO2 and 50% CH4 (case 3), 20% CO2 and 80% CH4 (case 4), and 100% CH4 (case 5). Simulation results show that O2 is primarily distributed at the middle and upper part of the CO2- dominant goaf model, while it is mainly layered at the floor level of the CH4- dominant goaf model. N2 is superior to CO2 in the goaf inertization for the CO2- dominant goaf model, whereas CO2 performs better than N2 for the CH4- dominant goaf model. The optimal inert gas flowrates for case 1 to case 5 are 1.5, 1.75, 0.75, 0.5, and 1.0 m3/ s, and the oxidation zone area is reduced by 55.76%, 67.21%, 58.04%, 78.17%, and 81.82%, respectively. The simulation results allow for increased insight and understanding of the gas distribution patterns in the active goaf with different seam gas composition and the development of corresponding proactive goaf inertization practices, thus minimizing potential spontaneous-heating-related hazards and improving mining safety.

The techno-economic and social benefits of cemented paste backfill (CPB) resulted in its wide acceptance by the mining industry. The Ordinary Portland Cement (OPC) remains the key binder but to diminish its economical constraints, suitability of alternate binders has been examined worldwide. The present study aimed to investigate the effect of partial replacement of OPC with fly ash on the CPB’s strength and to determine the most optimal mix to achieve the required strength (1 MPa at 28 days of curing) at the most cost-effective way using the Bayesian network (BN). The CPB mixes were prepared at 72 wt.% solid concentration with mill tailings (87–91%), OPC (6–13%), and fly ash (0–4%), and instantly after mixing, fresh (slump, bleeding, density) CPB properties were measured. The strength was tested at 7, 14, 28, and 56 days of curing and initially analysed through traditional model. The traditional models follow the aleatory principle and are considered not appropriate for geotechnical engineering. Hence, the BN model was developed and tested. The reliability of two classifiers in learning model structure was compared which gives Naïve Bayes as the highest reliable tool. The CPB’s strength is most sensitive to the OPC content. The most consistent mix(s) is mill tailings: 87–88%, OPC: 9–11%, fly ash: 1–4%. Adding fly ash at 89–91wt% mill tailings possesses high failure probability of the CPB. The collinearity test indicates that the fines percentage and chemical composition of CPB’s ingredients are highly correlated with its slump, bleeding, and strength development.

The mechanical behavior of hard roofs often leads to significant deformation and strong mine seismicity in gob-side entry retaining (GER) of the longwall mining, affecting the mining safety and efficiency of coal mines. Field investigations indicate that the failure process of the retained entry by hard roofs can be divided into three stages. In this paper, theoretical analysis and numerical simulations are first used to evaluate the damage process of the retained entry under the hard roof. The results show that the instability of the retained entry in the conventional GER method results from the combined static-dynamic loads (in stage II and stage III) from the hard roof. Then, an innovative method, through fracturing roofs to maintain entry (FRME), based on GER with the hard roof is introduced to solve this problem. In this method, the roof of the mining area is pre-fractured, and when the coal seam is mined, the direct hard roof will collapse along the fractured surface due to its deadweight and mining pressure. The hard roof control effect on the static and dynamic loads, taking into account the innovative method, is verified with simulations and theoretical analyses. The results are compared with those of the conventional GER method. Furthermore, based on the numerical simulation study of dynamic responses, it is found that compared to the GER method, the dynamic response of the retained entry using the innovative method is more moderate and more conducive to the stability of the entry. Field application also validated the effectiveness of the innovative method to control the mechanical behavior of the “massive sudden collapse” of the hard roof.

Through the remainder of this century, world consumption of fluorine per ton of primary aluminum produced will continue to be substantially reduced. Growth of the primary industry will offset some of the unit consumption, but demand for new fluorine sources will decline sharply. Continued application of dry fume scrubbing systems will be the most significant factor in reducing demand.

Comminution represents one of the major costs of mineral recovery from low-grade ores. Efficient mineral recovery in a typical low-grade ore grinding-flo¬tation process depends on grinding the ore small enough to liberate mineralization without producing excessive slimes, which would result in higher power and flotation reagent costs. Size criteria for efficient grinding should be stated in terms of the distribution of mineralization sizes, but as the mineralization-size distribution is difficult to determine, less desirable criteria of absolute particle-size distribution (PSD) are used in practice. Thus, there is considerable incentive to be able to analyze and predict the PSD performance of grinding circuits for control and optimization of the process. Any realistic model of a grinding circuit must account for recycle of oversize material; such oversize recycle adds to the total mill load and limits total production rate. Simulation of such closed-circuit operation to study grind factors affecting total throughput can be done in a straightforward fashion provided recycle calculations can be added to an accurate input-output model of PSD in the grinding mill itself. Such a total simulation of mill performance is of obvious practical value in assessing the practicality and benefits of various over-all mill control schemes and/or modes of operation. For example, considerable interest has been shown in the development of continuous on-line particle-size sensors and such instruments should be an operating reality in a few years. A total closed-circuit PSD model of this type would be invaluable in the utilization of, and in predicting the pay-out from, such an on-line particle-size sensor. The purpose of this paper is to present a new approach to the development of an input-output PSD model of a grinding mill. Perhaps this is the first time that an analysis of the industrial minerals panorama has been made in Mexico for that type of commodities. Because the non-metallic minerals lack the glamour of the metallic minerals and are usually of less unit value than metallics, a comparative study of these commodities has seldom been attempted. Sulphur, fluorite, barite and few others are an exception. Consequently, the statistics on the lowest per unit value industrial minerals, such as limestone, dolomite, gravels, sands, etc., are usually scarce and not always accurate. The following, then, will be an attempt to show a general status of the industrial minerals in Mexico with due reservations regarding volumes and values. According to Kruger (1971), this group of minerals surprisingly very little known, and called non-metallics because the lack of metallic luster, is the largest group of the mineral kingdom. It constitutes perhaps 75% of all the mineral varieties. For the most part, these minerals are compounds of common acids, sulphides, hydroxides and two elements carbon and sulphur. The list of non-metallic minerals is therefore very long. It includes the borates, carbonates, chlorides, fluorides, nitrates, phosphates, silicates, sulphates and less commonly arsenates, chromates, molybdates, sulphides, tungstates and vanadates. The latter group and many of the oxides are sought usually for their metal content.

The project involves the construction of a new aqueduct tunnel by an Earth Pressure Balance TBM tunnel for the Novaliches-Balara Aqueduct No 4 (NBAQ4) project in Metro Manila. It comprises a 7.3 km long and 3.1 m internal diameter tunnel that can deliver up to 1,000 MLD of raw water and the tunnel passes under urban residential and urban populated areas adjacent to and along Commonwealth Avenue. A new reservoir intake structure was constructed in the La Mesa reservoir by a cofferdam and the TBM breakthrough connected the reservoir to the outlet surge shaft structure and the downstream pipe network system connecting to the Balara Water Treatment Plant. The TBM incorporated a double articulated head configuration to allow tight 80 m radius curves to navigate some of the difficult alignment considerations. The alignment passed very close to some existing foundations for MRT7 and needed to clear several tight curves to remain within government land ownership. The project excavated through the local Guadalupe weak rock formations and there was minimal ground movements observed as a result of the work.
