Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. A new method for measuring the mill filling was developed by Outokumpu’s Pyhäsalmi concentrator during 1989-90. The method utilizes the power draw oscillation which is caused by the mill lifters. Each lifter bar causes a peak in the power draw and thus a continuous oscillation results. In a fixed time scale, the oscillation peaks will shift as the lifter bare hit the mill charge sooner or later depending on the volumetric filling of the mill. Thus the measuring method is based on the phase shift of the power oscillation. So far the measurement is utilized for maximizing throughput of the primary mills at Pyhäsalmi and Enonkoski concentrators and at Harjavalta slag concentrator. The paper describes the new method and the results achieved.

The cleaning of coal by the use of jigs is one of the oldest methods of separating coal from its impurities. Although in many situations jigs have been replaced by other methods, by far the largest percentage of coal today is still being cleaned by some form of jigs. Some piston- or plunger-type jigs are still in use throughout the world; however, the greater number are air pulsated, generally called the Baum jig, named after the original inventor, Fritz Baum of Germany. This standard jig, with slight modifications, has been in use for over 75 years. Up until recently, however, it has had certain limitations in obtaining the high performance and efficiencies required in modern coal preparation practice. TO improve its performance, some radical modifications have been made in its design and operation SO that there is now a Baum-type jig giving much higher performance in terms of capacity, efficiency and sharpness of separation- This new jig is called the Batac, and the purpose of this paper is to describe its characteristics and present data giving its performance in treating coarse and fine sizes of coal.

It's a pleasure to be included with this group. I am not here to sell my services, but rather to share with you some ideas and considerations on using environmental consultants. Environmental consultants have developed some problems as well as created new costs for companies that are as legitimate as engineering costs. Each day the mining industry is becoming more affected by the proliferation of environmental regulations and their interpretations by federal and state agencies. How does a modern mining company cope with all the demands for environmental consideration by regulatory agencies and special interest environmental groups-- yet produce a product and make a profit? One way is to make efficient use of environmental consultants. But, as everyone here knows, this approach has been fraught with seemingly inherent frustrations, difficulties, and much justified criticism.

Huss, cofounder of M3 Engineering & Technology Corp. located in Tucson, AZ, will be honored as the 2015 Hall of Fame Inductee and will serve as the keynote speaker at the awards banquet. Huss has served his company as chairman of the board for its entire 30 years and guided M3 to become a full discipline firm. Now M3 offers complete project execution through engineering, procurement and construction management procedure and has become a major engineer of large observatories around the world. The company now has more than 1,000 employees with offices in Arizona, North Carolina, Mexico, Argentina and is incorporated in Guatemala, Peru and Canada.The Medal of Merit will be awarded to Charles Michael (Mick) Lownds, founder of his eponymous consulting firm in Salt Lake City, UT, for his 42 years in commercial explosives following tenure at Sasol and at Orica. Originally from South Africa, Lownds immigrated to the United States in 1998 and has made significant advancement on electronic initiation systems. Lownds has published numerous technical papers, is an inventor with 12 awarded United States patents and was also the recipient of the President’s Award from the International Society of Explosives Engineers in 2000.Medal of Merit for young professionals will be awarded to Fiorella Giana, Freeport- McMoRan Inc.’s (FCX) mine manager at Bagdad. Born in Buenos Aires, Argentina, Giana left the small cattle farm where she was raised in 2001 to pursue higher education in the United States. For the past decade at FCX, as a result of her extraordinary combination of technical skill, leadership and commitment to excellence, she has been given positions of progressively greater responsibility from an entry level engineer to senior mine engineer, to chief engineer and now as mine manager, a position rarely held by woman."

The Emerald Mine No. 1, located in southwestern Pennsylvania is presently owned and operated by Cyprus Minerals of Englewood, Colorado. High volatile bituminous coal is produced from the Pittsburgh No. 8 seam by both longwall and continuous mining methods. The coal is then mechanically cleaned on site utilizing a combination of heavy media separation and froth flotation methods prior to shipment to both the metallurgical and steam coal markets. The Emerald Mine is presently producing 2.8 million raw tons per year, while liberating approximately 6.5 million ft per day of methane. In light of the methane liberation rate, ventilation requirements have been significant and have always received utmost priority and consideration. Figure 1 shows the locations of the current and proposed shafts. Emerald utilizes two Joy (Model M120-58-880) axial vane fans on shafts No. 1, No. 2R, No. 3R. (one operational, one stand-by) The use of computer simulation of various ventilation networks was initially employed during the design stages (1975-1977) and has been utilized through the present. Obviously, the initial planning, under the ownership of Lykes Resources, was strictly theoretical. All the quantities were proposed and the resistances were based on prior simulations of other mines and mathematical formulas. However, once the mine was moderately developed, actual values were recorded and utilized. Federal and State surface coal mining regulations require special handling of prime soil materials which result in additional costs, and no actual benefit when prime and non-prime soils are similar. The Coteau Properties Company proposes to mix both prime and non-prime topsoil and subsoils at the Freedom Mine in Mercer County, North Dakota, based on an analysis of soil physical and chemical characteristics which show these materials to be comparable.

For the next few minutes, I will be discussing a product and category that many people laughed at for years. The product is cat box filiers or commonly referred to by the brand name KITTY LITTER. This product was introduced in 1947 by Ed Lowe using the name KITTY LITTER. From 1947 to 1964 the product was sold mainly through pet shops. Starting in 1964, the grocery trade began to carry cat litters. From that point, the cate gory began a solid growth trend. Particularly in the '7O's, cat litter has experienced the same kind of explosive growth that has characterized the entire pet market. For example, in the twelve months ending 9/21/79, cat litter unit volume grew by 15% versus the previous twelve months. The basis for this explosive growth is easy to comprehend. The cat population itself is rapidly expanding, reflecting the changing life- styles of Americans. As famiiies grow smaller, there is room for a pet. As apartment and con dominim living shrinks living space, a cat fills the human need for animal companionship more efficiently. Table I illustrates current cat litter market factors and projects major trends into the future to conclude that the cat litter market will equal $205MM in 1985. With this dynamic growth defined, it was imperative that a company such as Lowe's that was totally devoted to the commodity-priced products, evaluate the opportunities for added- value product differentiation. This process was started approximately four years ago with a search for new cat litter products and other new product opportunities.

This paper is concerned with applied platinum resistance thermometry which involves many considerations absent in precision thermometry. The historical development of the Callendar-Van Dusen Equation which describes the resistance- temperature relation of pure platinum is discussed. The advantage of using platinum resistance temperature sensors over thermocouples is described, and the improvements in design and construction of these sensors that have come about in the past few years are discussed. Integral and remote bridges that convert resistance changes into voltage together with signal conditioning techniques and equipment for voltage or current signals are described. Errors encountered in temperature measuring schemes and methods to reduce these errors are summarized.

Operational and economic factors tend to favor the application of continuous processes in preference to batch processes in the majority of mineral processing applications. In this paper, the requirement for a Continuous Elution Process is established and the development of a large-scale pilot plant is described. It is based on a Continuous Elution apparatus which has a number of special features. These are the subject of various patent applications. The apparatus is suitable for adaptation to the AARL, Zadra and other methods of elution. The performance of the Atmospheric Continuous Elution System (ACE) is concluded to have significant advantages over the batch process.

"A unique pumped hydro storage facility using the ocean as a lower reservoir, combined with solar PV to create consistent, clean power will be presented: the Espejo de Tarapacá Project is comprised of a 300 MW seawater pumped storage hydroelectric plant using the Pacific Ocean as its lower reservoir and an existing natural concavity at the desert as its upper reservoir. The plant site is located in Chile’s northern coast 90 km south of Iquique. The site is characterized by a rocky shoreline and about 600 m of flat terrain moving inland, with an abundance of rock outcrops, after which there is a steep 700 m cliff. The power house and all waterways will be underground. The main focus is to present the rocks being expected in the underground works. As one of the actual most tectonically active regions of the world the seismic activity is particularly relevant and will be outlined in the presentation. INTRODUCTION Valhalla Energy is an independent Chilean-owned power development company. It focuses on the development, ownership and operation of renewable power projects. Valhalla was founded in 2011 with the goal of developing Chile’s natural renewable energy resources and strategically diversifies the country’s energy matrix away from an overdependence on imported fossil fuels. Valhalla began developing pumped storage hydro projects to provide scalable, clean, competitive, and reliable electricity by combining Chile’s superior solar resources with the country’s unique and extensive coastline suitable for storage.The capacity for renewable energy supply is driven by two distinct and unique natural characteristics found in northern Chile: (1) the abundant and reliable solar irradiation in the Atacama Desert and (2) a coastal site that benefits from a steep cliff and a natural concavity both within a relatively small land mass (see Figure 1). There are several potential sites in the northern part of the country that can be developed. The “Espejo de Tarapacá Project” is the first one to be built and subject of the present paper."

"The field demonstration portion of the Underground Grouting and Ground Improvement (UG&GI) short course offered by the Colorado School of Mines was held on May 18, 2016 at Baski Inc.’s Yard in Denver, CO.Numerous full field scale demonstrations of grouting methods and equipment were conducted under various field conditions. As part of these field tests, permeation grouting testing and demonstrations were also conducted. Various cement grout mixes were injected into 1.5-m (60-in.) tall transparent sand columns under controlled conditions (Fig. 1). The objective of the sand column permeation grouting demonstrations in the study was to show students the effects of ordinary Portland cement versus ultrafine cement on the engineering properties of the grout, and the permeation height through various types of soil stratigraphic layers in the sand columns. Similar previous demonstrations have had a specific focus on various brands of Type I-II Portland cements and ultrafine cements with a range of water cement ratios and injection pressures. More detailed information about these previous studies can be found in published proceedings (e.g. Henn et al., 2009 -2011).Equipment and material usedThe five clear plastic sand columns were 191 mm (7.5 in.) inside diameter and 1,524 mm (60 in.) tall. Each sand column had a 19 mm (0.75 in.) diameter hole drilled at the base (bottom) of the blind flange for injection of the grout. A perforated plate and/or screen at the base of the sand columns helped to prevent sand from plugging injection port. A ChemGrout grout plant was used for the demonstration consisting of 0.36 m3 (97 gal) high shear (colloidal) tank mixer, a 0.36 m3 (97 gal) agitator tank and a progressive helical cavity pump with maximum output capacity of 77 L/min (20 gpm) at a maximum discharge pressure of 265 psi (18 bar) (Fig. 2). A simple grout header arrangement consisting of control valves, pressure gauges, flow meter, grout delivery and return line, and a short injection line was also custom built. Also used were infra-red thermometers to measure the temperatures of the grout mix batches, CRD and marsh funnels to measure viscosity, baroid mud balance to measure specific gravity, and a digital scale to measure weights. The grout materials used were Holkim Portand cement (Type I-II), Nippon Steel Sumikin superfine cement and U.S. grout ultrafine cement."

Orebodies with intricate three-dimensional shapes (such as porphyry molybdenum deposits) are difficult to model using geostatistics or other computer-assisted methods. The strong trends in their spatial grade distributions occur as mathematically complex shapes and prevent the customary assumption of local stationarity that is required for accurate ore reserve estimation. "Zoned Kriging", a new method developed by AMAX, solves this problem directly by using the geologist's interpretation of the ore zones as a parameter in the kriging equations. The geological basis and methods used in the Climax ore zoning technique are reviewed and discussed relative to their application in zoned geostatistical modeling. The Zoned Kriging technique is described and demonstrated using data typical of mineral deposits.

Somerset International has worked to enhance the recovery of sub-20 micron particles in our patented Sub325 Systems by introducing chemicals in the systems prior to the centrifuge. This paper details four cases of such enhancement. Two on the fine coal recovery side at a 325 tph plant in Central PA and Warrior Met Coal 7 plant. Two on the tailings dewatering side at a 1200 tph Southern WV plant and at Warrior Met Coal 7 plant.

An interactive mine ventilation simulation software program (WIPPVENT) was developed at the Waste Isolation Pilot Plant (WIPP). The WIPP is a U.S. Department of Energy (DOE) research and development project located near Carlsbad, New Mexico. The facility is designed to provide a permanent, safe underground disposal of U.S. defense generated transuranic waste in bedded salt. In addition to its regular functions, the underground ventilation system is engineered to prevent the uncontrolled spread of radioactive materials in the unlikely event of a release. To enhance the operability system, Westinghouse Electric Corporation has developed an interactive mine ventilation simulation software program (WIPPVENT). While WIPPVENT includes most of the functions of the commercially available simulation program VNETPC (copyright © 1991 Mine Ventilation Services, Inc.), the user interface has been completely rewritten as a Windows ® application and screen graphics have been added. WIPPVENT is designed to interact with the WIPP ventilation monitoring systems through the site wide Central Monitoring System.

In 1966 Central Ohio Coal Company and Bucyrus-Erie signed a contract authorizing Bucyrus-Erie Company to design and build a 220 cubic yard dragline. This dragline would be used for stripping overburden from their coal reserves located near Cumberland, Ohio. The size of the machine was arrived at after a thorough application study of their annual coal output requirement, depth of overburden and type of terrain. The design and construction of this machine which has been designated by BECO as model number 4250-W is the title of this paper. Size wise based on machine weight the 4250-W represents an increase factor of three over our largest current dragline. Probably the easiest way of presenting a machine of this size is to build it from the bottom up.

The loading characteristics of gold-bromide species onto activated carbon were evaluated using a batch system. The overall loading of gold onto activated carbon was rapid for the first few hours, but it continued without cessation as a result of the reduction of gold. Therefore, conventional equilibrium considerations were not applicable. Although loading continued slowly after several days, an abnormally high, loading capacity value of 10-12 meq/g carbon (650-800 kg Au/t) could be attained in 72 hours. The loading of gold-bromo species by activated carbon was by the mass transfer of (AuBr4)- species to the external surface to be reduced to metallic gold by carbon. Elution of gold from loaded carbon was feasible provided the carbon had not been loaded to high capacity values. If loading is carried to high levels, complete elution becomes impractical, and the gold may be recovered by ashing the carbon. For the high loading capacities observed, this option would appear to be cost effective. The effect of several variables on the loading capacity of the activated carbon for gold-bromo species is discussed.

The Haile Gold Mine in South Carolina is increasing the automation level of their processing plant in order to improve operational stability. One step towards this goal is the application of a Digital Twin concept to provide Virtual Instruments. Haile has engaged ANDRITZ to implement Virtual Instruments at their grinding area hydrocyclones and at their tailing thickener underflow pump. These virtual instruments provide density values in a traditionally difficult location for reliable slurry density measurement. The Digital Twin is a first principles IDEAS1 ™ simulation model, connected in real time to the control system. Results have been promising, with the virtual instrument values matching the physical instrument under normal operating conditions, and showing better prediction under upset conditions. Haile plans to use the virtual instruments as optional process control parameters. INTRODUCTION OceanaGold’s Haile Gold Mine is located near Kershaw, South Carolina, about 50 miles southeast of Charlotte, North Carolina. This location was first mined in 1827, and has produced gold through several operating periods since then, including a heap leaching operation from 1985 through 1992. In October, 2015, OceanaGold acquired Romarco Minerals, the previous owner of the Haile Operation. The current operation began in 2017 as an open pit mine with additional underground resources. The nameplate throughput is 6,350 tpd ore, and 2017 production was 118k oz gold, with 140 to 155k oz gold expected in 2018. Proven and Probable reserves exceed 3 Moz. The process, as shown in Figure 1, includes a primary jaw crusher, comminution with a Semi-Autonomous Grinding (SAG) mill and ball mill circuit, flash flotation, rougher flotation, regrinding, pre-aeration, carbon in leach (CIL) leaching, carbon elution and regeneration, cyanide recovery, electrowinning and refining. The Haile Operation’s inaugural gold pour took place January 20, 2017. Mine life is expected through at least the year 2030. Based partially on prior experience of some key OceanaGold personnel with automation services from ANDRITZ on other projects, OceanaGold decided to include ANDRITZ on the Haile project. The scope of these services for Haile included design and supply of the process control application software, an ANDRITZ dynamic process simulator for operator training, and ANDRITZ Advanced Control Expert (ACE) ®2 systems for the SAG mill, ball mill, and rougher flotation areas. Since startup, ANDRITZ has continued to provide services for the site, particularly related to PLC and HMI equipment, programming and support, ACE system expansion, and the implementation of Virtual Instrumentation. The implementation of this new Virtual Instrumentation technology at Haile is consistent with Haile goals: increased automation, a change in the role of the operator from interactor to monitor, and improved stability by removing human error.

About 45% of the contaminated sites are dealing with heavy metal problems. Metals are spread in the environment by mining activities, surface treatment and non ferrous processing. As heavy metals can not be degraded, removal or immobilization (leading to bioavailability reduction) are the only risk reducing measures that exist. The currently best available technique for remediation of heavy metal contaminated groundwater is to pump the contaminated water and to treat it in a wastewater treatment plant installed on the surface. Next to this often used, but expensive, pump and treat technologies, heavy metals can be immobilized by inducing sulfate reducing bacteria (SRB) to transform the sulfates, that are very often present in the same groundwater (due to the metal mining or processing activities), into sulfides. These sulfides will precipitate the metals as insoluble metal sulfides. At the moment several studies have demonstrated the feasibility of this In Situ Bioprecipitation Process (ISBP) for the removal of heavy metals from ground-water as well at lab scale (batch and column tests) as at field scale. However, some questions arise concerning the continuation of the process, the efficiency and the sustainability of the precipitates. The presented study will try to answer these questions. The study is based on more than 10 different studies, all done by the same authors, on different groundwaters and aquifer samples. The presentation will give an overview of the guidelines necessary for a correct and successful bioprecipitation process with stable metal sulfide precipitates. An important question in the ISBP is related to the sustainability of the heavy metal precipitates. It could be observed that the interruption in the carbon source delivery also stopped the in situ bioprecipitation process. Depending on the metal also some release from the precipitate could be observed. It was shown that release can occur with Co and Ni. Aquifers, on which the metals precipitated during the ISBP, were treated in a sequential extraction process under an-aerobic and aerobic conditions. It could be shown that especially under the anaerobic conditions the Zn and Cd precipitates changed from the leachable and the exchangeable fraction to the organic or Fe-Mn fraction (i.e. from the unstable to the stable fraction). The same could be observed for Co and Ni but still some fraction was present under a more available form. On the other hand it could be shown that large differences were observed concerning the heavy metal speciation on the aquifer in function of the used carbon source during the ISBP. The molasses treated systems showed a much more available heavy metal fraction on the aquifer compared to the lactate or HRC® treated groundwater. The different speciation forms based on the use of different carbon sources will be discussed in detail. It will pay attention to the influence of the carbon source, the efficiency of the induction of the bioprecipitation process, the influence on the competence between sulfate reducers and methanogenic bacteria and the influence of low pH on the ISBP. It seems that acetate, which is also a degradation product of fermentation of some carbon sources, can inhibit some sulfate reducers. Also the relation between slow release compounds and immediately available compounds will be explained. Finally a pilot study will be presented showing the problems that can be encountered during this process. Focus will be put on the induction of the process, the keeping on of the process and the follow up of the process by the installation of in situ mesocosm socks. These results will allow the correct implementation of the ISBP with an eye on longevity and sustainability of the process and present the ISBP as a much more sustainable alternative to the pump and treat technology as measure for heavy metals contaminated groundwaters.

An upsurge of interest in slurry pipelines to move coal from Wyoming, Montana, and Colorado to markets in the southwest, west, midwest and northwest has recently developed. Specific pipelines have been proposed to serve these markets; the routes of these lines are depicted in Exhibit I. It is, therefore, timely to discuss some technical aspects of the terminal facilities for these western coal pipelines. The discussion will be based on experience with the Ohio and Black Mesa pipelines as well as detailed planning and testing for a proposed 1,000-mile system from Wyoming to the middle south area. The economics of the pipeline terminal processes are heavily depend¬ent on site, type of process used, and other specifics of the situation. However, the following approximate breakdown of costs for a 1,000 mile, large capacity pipeline will be useful for orientation purposes.
